and
all
members
of
council
for
Juneteenth,
whereas
news
of
the
end
of
slavery
did
not
reach
the
frontier
areas
of

States,

the
state
of
Texas
and
other
Southwestern
States.
Until
months
after
the
conclusion
of
the
Civil
War.

therefore,
be
it
resolved
that
the
Chelsea
city
council
recognizes
June
19
2023
as
Juneteenth
and
continues
to
support
the
Nationwide
celebration
of
Juneteenth
to
provide
an
opportunity
for
the
people
of
the
United
States.
To
better
understand
the
experiences
that
have
shaped
our
nation,
because.

Thank
you
as
president
again,
thank
you
for
the
resolution
from
the
Council
on
Juneteenth,
it
stated
was
a
holiday
federal
holiday,
so
this
is
the
day
that
we
have
out
that
we
can
actually
go
out
and
celebrate.
As
the
resolution
stated,
that
Major
General
Gordon
Grant
grander
pronounced
that
the
slaves
were
free.
This
took
place,
it
was
celebration.
We
some
of
the
slaves,
were
still
free
slaves
at
that
point,
but
they
was
known
in
Texas
that
their
slaves
were
free.

Everyone
went
free
in
1865,
the
holidays
celebrates
the
culture
of
black
history,
the
accomplishments,
the
life,
the
friends,
we're
honored
to
have
all
those
folks
before
us
to
paved
the
way
for
us.
We
celebrate
them
on
June
19
of
this
month,
coming
up
as
in
the
past.
Since
this
is
the
pandemic,
we
have
had
some
really
phenomenal
celebration,
Nations
on
the
CBC
they
put
celebrations
together.
They
have
the
culture
they
have.
The
food,
there's
drumming
playing,
there's
folks
with
different
tables,
with
the
good
merchandise
that
you
can
purchase.
So
it's
also
data.

go
out
and
not
only
celebrate
but
also
purchase
and
support
black
owned
businesses.

is
a
part
of
Juneteenth
day
to
go
out
and
rekindle
yourself
with
your
culture,
so
it's
a
great
day
that

forward
on
the
sixth
on
the
19th

that

CBC
will
be
hosting
an
event
and
be
there,
hopefully
we'll
have
better
weather

questions

microgrid
projects
with
the

the
bad,

energy
battery
storage
systems.

let

know
that
the
fire
department
stance,
I

did
get
your
attention
with
the
problem
with
battery
storage
and
battery
use
with
the
budget
hearing,
and
it
is
a
concern
for
us

biggest
concerns
with
where
they
present
a
life
Hazard,
so
Mobility
devices
and
things
that
are
within
structures.
These
micro
grid
projects
were
brought
to
us
for
review
early
on
by
some
representatives
of
green
Roots
when
they
were
in
the
grant,
writing
portion
of
this.

these
are
basically
we're
trying
as
best
we
can
to
keep
these
types
of
storage
systems
outdoors
and
they
met
the
requirements
that
we
asked.
We
wanted
them
Outdoors
at
least
five
feet
away
in
line
with
the
basic
code
for
outdoor
energy
storage.
So
these
did
we
do
we
do
not
have
any
insurance
with
these.

can
be
looked
at
as,
as
you
would
look
at
an
outdoor
generator,
they
do
present
a
fire
issue
if
there
was
a
breakdown
or
a
thermal
runaway
condition,

because
they're
Outdoors,
because
there's
a

life

concerns
with

gave
our
approval
early
on
it
overall
with
the
energy
storage.

utilize
its
funding

translation

access
to

services

year

the

internet

project

improvements
to
the
city's
fiber
Network
and
each
year.
The
city
council
must
also
approve
the
community
preservation
act
budget,
as
adopted
by
the
Chelsea
Community
preservation
committee.

FY
24
budget
proposed
by
the
community
preservation
act
committee,
is
attached,
as
you
will
see.
The
proposed
CPA
to
FY
23
budget
reserves
for
a
pro
for
appropriation,
95
percent
of
the
estimated
revenues
with
10
percent
allocuted
to
each
of
the
three
statutory
Reserve
accounts
and
the
remaining
65
being
allocuted
to
the
budget.
Reserve
account.
All
of
these
accounts
are
subject
to
Future
appropriation
by
the
city
council,
based
upon
recommendations
from
the
community
preservation
committee
to
fund
specific
projects
for
the
remaining
five
percent
of
the
estimated
revenues.

committee

appropriation
for
administrative
expenses
which
are
expressly
Allowed
by
Statute.
The
CPA
committee
expects
to
utilize
the
majority
of
these
funds
to
continue
to
pay
for
its
part-time
administrator.

committee

use
some
funds
to
pay
dues
to
the
community
preservation
Coalition
and
to
create
Outreach
materials
to
inform
residents
about
the
fund
and
the
use
of
their
tax
dollars.

note
that
administrative
funds
May
only
be
used
in
the
fiscal
year
for
which
they
are
appropriated.

end
of
the
fiscal
year,
any
unspent
administrative
funds
will
be
transferred
to
the
budget
or
Reserve
account

available

following

For
funding
of
specific
projects,
I
respectfully
request
your
approval

both

access

provide
that
the
defendants
pay
States
and
municipalities,
billions
of
dollars
annually
with
a
current
end
date
of
2038
to
supplemental
and
strengthen
resources
for
opioid
prevention,
harm
reduction,
treatment
and
Recovery
Massachusetts
is
anticipated
to
receive
approximately
90
million
dollars
for
abatement
of
the
opioid
epidemic
under
the
terms
of
the
Commonwealth
to
prove
State
subdivision
agreement.
40
percent
of
the
funds
will
be
directly
allocated
to
the
state's
municipalities
to
be
spent
on
abatement
strategies
informed
from
the
opioid
recovery
and
Remediation
fund
advisory.

assign

settlement
proceeds
to
miscellaneous
revenue

FY

same
amount

to
the

special
purpose.
Opioid
settlement
stabilization
fund,
the
Sydney
Council,
can
create
a
stabilization
fund
for
the
purpose
of
holding
and
spending
the
opioid
settlement
proceeds
by
creating
an
opioid
settlement,
stabilization
fund
and
dedicating
the
settlement
proceeds
directly
to
that
Fund.

this,
the
city
council
would
need

vote
to
accept
the
provisions

Mass
General
Law
chapter

opioid

places

we
have
spent
money
in
an
account.

transfer
money

reserve
account
we're
dealing
with,

year-end
stuff,
there's

enormous
number
of
orders
that
come
along
with
this

some

us

going
through
the
packet,
we
were
not

lined

terms
of
the
original
packet
that
you
received
and
the
orders

we
need
to
do

parking
commission

spots

Shaman
Street
for
the
cemetery
project.
But
it's
supposed

come
to
us
and
then

unfortunately,

five
spots
have
already
been
taken.

they
went
to
the
traffic
parking
commission
to
ask
for
these
five
parking
spots
before
they,
even

were
already
taking
them
before

even
asked

permission,

then
it
comes
to
us,
and
it
just
seems
like
pointless.

seems

we're
being
underminded
and
we
are
supposed
to
be
approving
this
in
these
meetings,
so
I'm
not
sure,
what's
going
on
or
why
business
is
being
conducted.

have

issue
with
parking
in
that
area,
specifically
especially
with
the
construction
project
over
at
Ennis,
and
for
us
to
be
just
giving
away
five
parking
spots
for
an
entire
year
to
a
vendor
when
they're,
not
even
going
through

proper
channels.

seems
a
little
off
to
me
and
it
seems
a
little
disrespectful
that
they
that
they
would
even
so,
then,
why
are
we
here
to
come
to
a
city?

take
my
job
very
serious.

us
are
coming
here
to
fulfill

role
to
the
people,
and
so
how
are
we?

as
opposed
to

whole

to

history
of
fires
and

think

don't

happening

in

hitting
the

lot
of
the
congestion
is
getting

coming
down

Carter
Street
and
coming
across
Vail,
because

those
big
developments
over
there
there's
a
bunch
going
on,
but
we
need
to
tackle
piece
by
piece.

that
we

us

it's
unbearable
at
times
to
come
there

on

bus

colleague

was

bus
for
almost

minutes.

not
congested,

through

said
to

this
city

fairly
well

problem
with
most
of

and

think

better

cities

towns
out

in

well-run

people

do
their
jobs

timeliness

last
thing
I
wanted.
My
last
announcement
is
about
subcommittee
meetings.
For
the
past
few
weeks
we
are
able
to
meet
formally
because
we're
rarely
making
quorum.
There
were
two
meetings
that
we
had
specifically
where
they
were
outside
entities
that
came
here
to
meet
with
us
who
are
requesting
millions
and
millions
of
dollars.
It
is
our
due
diligence
to
be
present
here
and
I
understand
that
folks
show
up
to
the
council
meeting,
but
we
can't
just
show
up
when
the
cameras
are
on.

The
work
really
happens
in
that
back
room
and
it's
so
so
important
that
we
show
up.
We
owe
it
to
the
voters
to
be
able
to
come
to
these
meetings.
If
you
can't
make
it
by
all
means,
you
call
make
sure
you
give
a
call,
but
that
isn't
happening
and
I
just
I
I
understand
things
happen.
I'm
a
mom
I
was
sick
for
a
while
and
I
had
to
be
out
for
months,
because
I
was
out
on
medical
leave,
but
we
have
to
do
better
about
the
way
that
we
do
Council
work.

We
have
to
show
up
to
the
meetings,
it's
a
smack
in
the
face
to
all
the
department,
heads
and
all
the
work
that
they
do.
When
would
they
come
to
a
meeting
the
meeting
that
we
had
about
the
microgrid
we
had
about
six
different
department
heads,
including
a
representative
of
amerasco,
we're
talking
about
millions
of
dollars
that
are
being
requested
and
we
couldn't
even
meet
formally
because
we
couldn't
get
six
people
there.

Finally,
somebody
did
come
in
a
little
later
and
we
were
able
to
meet,
but
we
have
to
do
better
about
how
we're
showing
up
this
is.
This
is
an
election
year.
Folks
are
paying
attention.
I
just
urge
our
counselors
to
show
up,
or
at
least
call,
if
you
can't
make
it
it's
disrespectful
to
the
rest
of
us.
We
are
a
body.
We
are
all.
None
of
us
have
better,
no
one's
better
than
anybody
else.

don't
have
much
to
say
just
one
thing:
construction
is
beginning
on
22,
Willow,
Street
and
pretty
soon
you
won't
be
able
to
move
in
that
area,
so
figure
out
a
way
to
go
around
that
area,
because
every
day
is
getting
more
and
more
crowded
and
I
see
it.
Every
morning
you
can
especially
on
Highland
Street
Highland
is
so
small
that
right
now,
two
cars
don't
even
fit
in
that
area.

when
big
trucks
are
coming
or
regular
trucks,
it's
hard
and
there's
a
lot
of
congestion
within
that
area,
not
only
on
Highland,
also
on
mat
on
between
Marginal
Street
and
Central
Avenue.
All
that
whole
area
is
congested,
so
try
to
figure
out
a
way
to
get
around
safely
or
with
a
little
give
yourself
a
little
more
time,
because
it's
not
as
smooth
as
it
used
to
be.
So
you
have
a
nice
night
and

live
on
Clinton,

order

the
speed
bump
is

there

folks

if

anybody

lives
on
Clinton
or
even
some
of
the
neighboring
streets
like
Crescent,

you

want

reach
out
to
the
folks

animal
cell

Broadway

Beacon
it's
past
Thursday
night
we
had
Crews
and
contractors
out
front,
they
were
actually
doing
some
of
the

lettering
and
picking
up
the
lead
that
was
has
fallen
from
the
Tobin
Bridge.
That
will
be
continuous
work
going
on
over
there.
So
you
may
see
those
folks,
it's
probably
going
to
be
a
little
inconvenient
at
night,
but
they
were
over
there
doing
the
job
that
we've
asked
them
to
do.

probably
going
to
be
a
longer
experience
than
we
want
it
to
be,
but
they
are
working
on
it.
So
I
want
to

them

coming
out

thank

city
manager
for
pushing
the
issue

also
also
want
a
big
shout

police
department
and
our
traffic
department
has
with
the
traffic
director
this
past
I
believe

it

Tuesday.

again
the
trucks
come
into
Helena
Tobin
Bridge
they're,
making
a
turn
they
got
stuck
this
weekend.

We
had
some
problems
over
there.
So
now
in
the
police
department,
we
have
signage
up
there.
We
have
cameras
up
there,
so
two
things:
one
don't
speed
coming
down
because
you
may
get
caught
on
camera
and
you
may
get
a
ticket
but,
most
importantly,
we're
trying
to
make
it
safe
for
that
Community
there
as
the
summer
as
the
weather
starts
to
continuously
stay
warm.
We
know
that
folks
will
be
out
there
and
we
just
want
them
to
feel
safe,
but
I
really
want
to
thank
the
department
head
for
addressing
that.

that

will

able
to
do
what

can
with
the
bridge
they're
going
to
have
to
shut
it
down
for
it
sometime
to
try
to
get.
