that

we're
at
the
point
now
where
we
would
recommend
the
approval
of
the
plan
for
implementation.

conjunction

and
our
consulting
engineers,
examined
con
feasible
measures
for
calming
traffic
on
warren
and
summit
ave,
so
there's
kind
of
three
main
parts
to
the
the
plan,
and
so
starting
with
the
area
closest
to
to
webster
ave,
which
is
one
of
the
areas
of
concern.

You
know,
summit
ave
has
a
steep
grade
that
descends
down
to
to
webster
and
so
at
this
location
between
webster
and
prescott,
our
our
team
has
recommended
a
series
of
painted
curve,
extensions
and
pavement
markings
coupled
with
signage
and
a
speed
radar
sign
to
slow
traffic.

The
reason
a
speed
table
at
this
location
would
not
be
feasible
is
because
of
the
the
grade.
So
if
vehicles
descending
down
summit
are
going
too
fast
and
hit
the
speed
table,
they
could
become
airborne
and
potentially
cause
a
public
safety
risk
to
surrounding
you
know,
residents
and
and
property,
and
so
the
engineers
sort
of
recommendations
were
an
approach
of
pavement
markings
signage
and
a
radar
sign
at
this
location
in
other
areas.

In
the
district
that
we've
analyzed,
we
are
proposing
two
three-inch
speed
tables
along
warren,
between
summit
ave
and
towards
the
soldier's
home
area.
On
summit,
we've
proposed
a
series
of
painted
mark
painted
markings,
including
center
medians,
narrow
traveling
lanes,
enhanced
signage
and
new
crosswalks
to
enhance
safety
and
and
slow
vehicular
traffic.
So
that's
kind
of
the
general
program,
but
as
as
ronnie's
indicating
a
speed
table
on
that
steep
hill
descending
down
to
to
webster
was
was
not
feasible
because
of
the
public
safety
issues.

similar
to
the
the
previous
request,
this
would
be
a
plan
that
we
would
envision
implementing
this
summer.
As
soon
as
funding
becomes
available
in
fy23,
we've
developed
a
cost
estimate
and
have
confirmed
that
there
is
adequate
budget
to
institute
the
pavement,
marking
scheme
and
signage
program
on
summit
and
and
warren
this
summer.

residents

relocated
during
this
period,
visitors
of
the
chelsea
in

apartments

residents
themselves

using

spaces

watts
as
well

but
we're
hoping
that
the
use
of
the
garage
will
be
acceptable
to
the
commission
as
a
mitigation
for
the
impact
to
the
residents
along
watts.

traffic
circulation
in
the

district,
and
so
previously
there
was
a
scheme
that
illustrated
detour
routes
diverting
vehicular
traffic
down
bellingham
street,
as
opposed
to
southbound
on
willow,
since
the
section
of
willow
will
be
closed
for
the
the
project
duration,
could
you
help
us
just
understand
the
proposed
treatment
for
willow
street
under
that
detour
scheme
like
if
I'm
a
driver
that
is
coming
up
with
bellingham
or
if
I'm
coming
down
one
of
the
parallel
side
streets?

there
will
be
a
detour
signage.
Obviously
before
is
it
chester,
so
chester
is
a
one-way
and
watts
is
a
one-way.
So
that's
why
we
were
thinking
of
directing
traffic
down
bellingham
and
then
there
is
also
the
the
left
turn
before
chester,
and
I
don't
have
the
map
in
front
of
me,
unfortunately,
but
we
will
utilize
detour
signage
and
then
obviously
we
will
have
while,
while
willow
is
being
shut
down
during
the
day,
which
is
just
during
the
construction
day
period,
we
will
be
using
police
details.

think
the
one
recommendation
regarding
the
potential
stationing
of
police
details
will
be.
You
know
when
you're
at
the
intersection
of
willow,
street
and
bellingham
street
signage
is
is
only
as
effective
as
you
know,
it
can
be
so
there
may
be
errant
vehicles
that
travel
inadvertently
down
willow
street
and
come
into
the
project
area
where
willow
street,
between
watts
and
central
is
closed,
watts
is
closed
and
you
may
have
a
concentration
of
vehicles.
You
know
backing
up
attempting
to
maneuver
out
so
there
may
be.

think
the
second
issue
I'd
raise.
It's
less
of
a
question
is
that
in
parallel
with
this
project,
the
city
will
be
undertaking
utility
and
roadway
reconstruction
on
central
ave,
as
well
as
watt
street
and
the
section
of
willow
street,
and
so
there
will
be.

Central
ave,
alternatively,
may
be
able
to
remain
open
with
alternating
traffic
flow.
That's
what
the
traffic
management
plan
calls
for
presently,
however,
on
a
day-to-day
basis,
depending
on
traffic
conditions,
the
police
details
on
site
may
opt
to
temporarily
close
central
ave
during
sensitive
portions
of
the
the
utility
project,
particularly
as
it
relates
to
utilities
that
are
near
the
center
of
the
the
roadway
layout.

again,
I
wanted
to
share
that
more
as
information
we're
synchronizing
the
two
projects
as
closely
as
possible
in
order
to
minimize
impacts
to
a
butters
and
general
public
that
travel
through
this
area.

it
was
the

turning
movement
at
watson
highland,

water
sewer
drain
is
reconstructed
on

long

watts
remain
temporarily
closed
during

day?

so,
if
it's
closed
because
of
utility
reconstruction,
it
couldn't
act
as
an
alternate
route,
which
makes
it
somewhat
tricky.

because
originally
we
were
thinking
about
you
know
whether
you
could
reverse
the
direction
of
watt
street
temporarily,
to
provide
sort
of
passage
to
circumvent
the
project
area
coming
down,
will
up
to
watts
and
then
out
to
highland,
but
because
the
utility
contractor
will
be
in
watts,
for
you
know
at
least
one
construction
season.
It
may
not
be
plausible,
at
least
for
the
the
first
year.

so
you
have
parking
tight,
turning
radii
as
well
as
buildings
that
are
at
the
back
of
the
sidewalk,
along
with
utility,
poles
and
other
obstructions.

So
I'll
make
a
motion
to
adopt
the
revised
traffic
management
plan
presented
by
the
corcoran
group
for
the
redevelopment
of
the
innis
project,
including
the
modifications
made
in
response
to
the
fire
department.

request

assessment
by
our
transportation
planning
and
engineering
team.
Currently,
we
should
be
able
to
report
out
on
recommendations
for
speed
tables,
as
well
as
other
traffic
calming
devices
that
could
complement
speed

meeting.

would
propose
tabling
this
until
the
june
meeting
pending
the
generation
of
this
plan.

commission's
comfortable,

it,

the
condition

the
school
department
is
agreeable

closure

street,
ensuring
that
it
doesn't
conflict
with
pickup
drop-off
activity

we
could
elect
to
table
this
until
the
june
meeting.

resolve

installation

a
standalone,
no
parking
sign
and
removal

the
existing
sign

utility

overview

schedule,

approval

this
plan
and
we
secure
our
building
permit,
which
is
in
the
works
we
plan
to
mobilize
in
june
of
this
year.
We
have
about
a
month
to
six
weeks
of
abatement
and
demolition,
then
about
three
to
four
months
of
foundation:
construction,
three
to
four
months
of
structural,
steel
and
wood
framing
and
the
balance
of
the
project
will
be
on
the
interior
finishes
and
the
exterior
facade

months
in
total.

a
quick
slide
for
each
one
of
these
phases
that
we
can
run
you
through
before.
We
do
so
just
a
reminder:
what
really
drives,
how
we've
organized
this
plan
and
what
drives
our
request
to
utilize,
the
sidewalk
in
the
parking
spaces
on
6th
street,
we're
bounded
by
the
mbta
silver
line
on
the
north
and
residential
butters
plan
east.
So
the
only
way
to
really
service
this
job
with
deliveries,
cranes,
hoisting
and
that
sort
of
stuff
is
from
6th
street.

We
investigated
and
determined
it
to
be
infeasible
to
provide
a
tower
crane
for
the
project
because
of
the
high
voltage
eversource
transmission
lines.
There's
115
kva
lines
that
would
prevent
us
from
putting
a
crane
inside
the
building.
So
for
that
reason
we're
seeking
approval
to
utilize
sixth
street.
If
you
can
go
to
the
next
slide
phase,
1
just
to
refresh
everybody
and,
of
course,
my
battery's
dead.

The
first
thing
that
we'll
do
is
we're
going
to
close
the
sidewalk
on
the
silver
line,
way
bump
it
out
into
the
silver
line
way,
protect
it
with
barriers
and
we'll
establish
the
site
on
the
other
three
sides
of
the
project:
abate,
the
building,
demolish
the
building
and
prep
the
site
for
the
foundation
work.
This
will
be
about
six
weeks
in
total
in
this
phase.
At
the
completion
of
this
phase,
we
remove
the
barriers
from
the
silver
line
way
because
we're
restricting
bus
flow
there.

we
want
to
get
them
out
of
there
as
quickly
as
possible
and
we'll
pull
the
sight
fence
back
to
the
site
property
line
and
reopen
the
sidewalk
on
the
silver
line
way.

is
about
a
three
to
four
month
time
frame
for
this
phase
of
the
project
and
then
the
final
phase.
It's
two
phases
actually,
four
and
five,
but
just
for
the
purpose
of
efficiency.
For
this
presentation
we
combined
them.
I
failed
to
mention
in
on
the
in
the
prior
phase,
we
have
erected
overhead
protection
on
the
sidewalk
on
silver
line
way
when
we're
in
the
concrete
and
foundation
phase
we're
working
at
grade
when
that's
complete
and
we
start
to
go
vertical.
We'll
have
scaffolding
with
overhead
protection
and
lighting
ada
compliant.

truck

1
and
how
we're
proposing

get
back
onto
route

was

presented
as

resident
currently
resides
at
203,
winnisometh
street
they're,

senior
resident,
that's
reporting
difficulty
crossing
as
well

safety
issues
at
this
location

broadway

everett
and
requesting
assistance
from

city.
So
this
intersection
is
a
part
of
the
larger
downtown
broadway
infrastructure
improvement
project.
So
presently
it's
undergoing
design.

planning
on
installing
the

traffic
lights
there.

aiming
to
commence
the
the
utility
phase
of
the
project
in
2023
that
would
then
segue
into
the
surface
reconstruction
phase

2025,

we're
still

number
of
years
away
from
having
operable
traffic
lights
at
that
location.
