ongoings
on
the
top
of
the
hill
and
just
a
brief.
The
history
of
the
home
I
was
comprised
at
the
Quigley
building
dating
back
to
1949
the
long-term
care
facility
and
the
domiciliary
with
nine
buildings
both
operated
by
the
Commonwealth
to
provide
housing
and
supportive
services
for
our
veterans.
Both
the
long-term
care
facility
and
domiciliary
are
undergoing
significant
changes.
The
reason
we're
here
tonight,
the
Commonwealth.

Sustainability
features
to
meet
the
demands
of
the
environment
on
the
way
forward,
a
big
goal
of
the
prior
Administration
and
the
current
Administration.
The
features
of
the
CLC
for
resiliency
and
sustainability
include
geothermal
Wells.
Photovoltaic
panels
got
through
it
a
high
performance
envelope
and
high
efficiency
building
mechanical
systems.

experience
of
our
veterans
will
be
enhanced.
They
will
have
dignified
private
spaces,
154
private
rooms,
247
000
square
foot,
building
six
levels,
two
PODS
of
14
units
each
and
we'll
have
connections
to
Nature,
very
engaging
spaces.

don't
know
if
anyone's
have
an
opportunity
to
go
through
it.
We
have
absolutely
spectacular
vistas
of
the
city,
the
harbor
and
360
views,
and
when
it's
completed
the
residents
in
the
community
will
also
benefit
from
a
restorative
Malone
Park
a
little
bit
off
script.

partner
and
our
project
that
we're

dcam
is
extremely
excited
about
advancing
the
vision
for
the
Redevelopment
of
the
historic,
historic
campus
that
ensures
all
existing
veterans
will
have
access
to
high
quality,
housing
and
services.
While
we
continue
to
serve
the
ever-changing
veteran
population
for.

The
Commonwealth
has
sought
out
a
public-private
partnership
with
the
goals
of
renovating
the
buildings
into
affordable
Veterans
Preference
housing
provides
services
to
our
veterans
and
management
of
the
housing
of
note.
When
dcam
seeks
out
a
development
partner
to
facilitate
the
development,
we
look
to
our
partner
to
advance
the
municipal
permitting
process
together.
These
two
projects,
we
hope,
will
serve
as
a
model
for
dignified
housing
and
long-term
care
that
our
veterans
richly
deserve.
At
this
point,
I'm
going
to
turn
it
over
to
John

land

of

development

time
we
did
for
the
Home
Depot
site
and
the
technology
and

doctoral,
scale,
development,
holistic
manner.
They
command

entire
site
and
the
board
can
improve
it
and
a
whole
bunch
of
other
people
in
spaces.

process

world

the

still

transition

this
Redevelopment
happens
as
smoothly
as
possible.

guidelines

renovating

historic
properties,

they

providing
funding
for
the
project,

to
start
out
with
kind
of
our
commitments
and
our
priorities
for
the
project
and
the
first
one
I
know
this
is
usually
a
question.
That
is
the
first
question
that
comes
to
mind.

Veterans
Preference
for
the
entire
site,
so
any
better
than
that
applies
we'll

at

top

Meeting
with
residents,
we've
had
small
group
meetings
and
eventually
we'll
transition
into
more
individualized
meetings
to
understand
the
needs
of
the
veterans
that
live
there
right
now,
but
our
service
providers
both
drawn
on
passing
and
providing
Services
together
in
for
over
20
years.
They
have
properties
across
Massachusetts,
where
they're
fully
occupied
with
veterans.
They
also
have
their
own
preference
for
their
properties
and
they
feel
like
there's
no
dearth
of
veterans
that
they
are.

To
a
lot
of
veterans
to
apply
and
fill
the
unit,
so
we're
imposing
to
create
here,
I
already
touched
on
the
existing
residential.

Diverse
events,
where
we're
adding
two
bedrooms
where
they're
currently
aren't
because
there
was
a
priority
of
the
Commonwealth
to
create
opportunities
for
better
families
to
also
live
on
this
campus
and,
lastly,
we're
going
to
create
a
One-Stop
shop,
Resource
Center.
So
we
recognize
that
the
revenants
have
to
go
to
a
lot
of
different
places
to
access
their
services.
It
makes
it
more
difficult,
so
our
goal
is
to
create
space
on
site
in
what
is
currently
the
headquarters.
Building
to.

So
this
is
an
aerial
of
the
current
buildings
and
I
just
wanted
to
show
this
as
a
before
and
after
this
is
kind
of
from
a
similar
view.
The
proposed
condition
in
our
four
things
to
be
development,
where
almost
all
the
buildings
will
be
kept
to
only
the
volition
that
we're
doing
is
a
one-story
incinerator.
Building
between
these
two
and
there's
a
walkway
between
headquarters
and
Kettle.
That
is
a
kind
of
metal,
walkway
above
ground
walkway
that
were
in
Washington.

Aside
from
that,
we're
not
demolishing
any
buildings
and
we're
adding
where
I
I
think
the
architect
will
talk
a
little
bit
more
about
what
we're
adding
and
how
that.

So
this
is
the
site
plan
and
I
will
let
the
landscape
talk
about
the
landscape
aspects,
but
I
just
wanted
to
talk
about.
Overall,
the
goal
is
to
create
a
more
campus
feel
and
to
add
Green
Space
and
to
add
kind
of
measures
to
allow
to
be
more
pedestrian
friendly,
because
right
now
the
world
of
First
Avenue
is
kind
of
why
so
the
starting
from
the
corner
of
Crest
Avenue.

Once
you
enter
the
site,
one
of
the
first
amenities
will
be
a
we're,
always
run
Cafe
it'll
be
probably
fairly
small
and
just
be
kind
of
a
takeaway
to
go.
But
then
the
patrons
of
the
cafe
will
spill
out
into
a
kind
of
a
plaza
area
where
they'll
be
seating
and
shading.
So
that's
one
of
the
amenities
that
we're
hoping
to
create
behind.

Plant
that
provides
steam
power
for
the
entire
site.
Our
goal
at
the
end
of
the
four
phases
when
the
it
will
no
longer
be
steam,
powered
we're
going
to
decommission
the
power
plant
but
keep
the
structure
and
turn
it
into
a
Veterans,
Museum
and
art
center.

And
then
going
along
pressing
further
down
for
the
Covenant
cluster
and
keep
that
as
a
management
office.
So
that's
where
our
property
manager
will
sit
and
next
to
it,
we're
going
to
create
a
funeral
on
the
victory
garden,
which
is
Green
Space,
because
we've
heard
that
gardening
and
planting
is
something
that
allows
resistant
residents
have
a
great
interest
in.
So
we
wanted
to
make
sure
we
created
that
opportunity
on
site.

in
our
initial
response
to
the
proposal,
this
was
our
first
step
of
what
the
medical
Resource
Center
would
have
and
we're
having
small
group
meetings
with
residences
to
understand.
Does
any
of
this
make
sense?
Are
there
other
amenity
spaces
that
they
are
prioritized?
But
the
goal
here
was
to
create
offices
where
different
service
providers
would
have
meeting
space
food
residents
kind
of
a
professional
training
room.

which
the
more
we
think
about
it
might
not
make
the
most
sense
a
lot
of
people,
don't.

one
of
the
currently
a
lot
of
the
veterans
don't
have
their
own
individual
kitchens,
so
they
do
get
meals.
So
the
goal
is
that
in
the
future
we
would
provide
some
level
some
level
of
neopening
one
a
day
for
veterans
in
the.

So
this
is
the
phasing,
and
this
is
really
informed
by
our
intent
to
keep
residents
on
site
and
manage
it.

And
laundry
don't
have
any
residence
in
them.
So
that's
why
those
two
are
prioritized
for
phase
one
Commodus
is
also
empty
and
Williams
does
have
residents
in
it.
So.

preserved

This
is
phase
four,
because
there
are
a
lot
of
services
currently
take
advantage
of
that
operate.
I
would
say
school,
but
the
whole
facing
plan
was
created
in
order
to
help
ensure
in
the
residents
can
stay.

think

Pebble
actually
has
see
so
I
think
we
would
encourage
individuals
so
that
they
don't
know
what
we
want

to
move
into
Kettle
and
to
move
into
Sullivan
so
that
our
goal,

addition

keeping
the
mod
size,
also
to
not
make
this
a
construction
site
for
longer
than
it
needs
to
be
so
I'll

will
be
overlap
between
phase
one
and
phase
two,
because
before
phase
one
completes,
our
goal
is
to
start
construction
on
phase
two
at
this
oil.
Being
that
we're
going
to
encourage
individually,
wants
to
move
into
Temple
and
anyone

lives
in
John
Adams,
who
have
been
Sullivan
and
kettlebell,
so
that
we
can
have
a
lot
of
videos
online
as
soon
as
possible
and
I'll
show
you.

two
will
have
enough
units
to
accommodate
all
the
existing
residents,

we
because
this
is
a
very
rehab,
we're
kind
of
a
lot
of
the
buildings
like
I'm
confined
to
what
we
but
we're
able
to
fit.

the
confidants
is
kind
of
like
the
old
house,

that
would
be
too
much
space
for
industrial
management.

when
we
first
looked
at
the
campus
and
we
were
addressing
how
to
enhance
this
campus
during
the
RFB,
we
were
focusing
on
creating
a
place
we
visit.
We
have
visited
the
site
and,
as
some
of
you,
you
know
the
site.
If
there
is
no
places
where
people
can
come
together,
it's
not
a
place
so
I'm
working
with
North
Trail
we're
really
put
together
thoughts
about.
How
can
we
create
a
place
it's
now?

The
campus
is
very
linear
if
you
have
a
person
to
have,
and
you
have
Builders
and
you
have
Hill
Society,
so
our
work
has
been
all
along
to
see.
How
can
we
make
press
out
of
the
place
where
people
would
be
together?
At
the
same
time,
I've
been
in
a
transformed
outside
to
also
be
a
place
where
other
activities
would
happen,
and
you
will
see
this
also
throughout
the
report
that
JP
will
to
talk
about
as
Carmen
had
mentioned,
we
created
pockets
of
spaces
right
here
where
we
have
a
new
Cafe
on
the
new
Plaza.

This.
This
is
a
new
reconstructed
volume
of
an
existing
portrait
building
that
needs
to
come
down
with
the
incinerator
that
we're
building
a
new
when
we're
replacing
it
with
a
two-story
new
structure
that
will
have
the
elevators
and
the
stairs
for
sergeant
building.
As
you
go
down,
West
Avenue,
there's
also
another
new
building
that
is
inserted
between
the
laundry
and
volumes
and
be
careful.
So
as
far
as
that,
we
we
did
not
demolish
any
existing
historic
buildings.

We
actually
wanted
to
preserve
all
the
historic
buildings,
but
those
of
us
who
have
been
working
in
historic
buildings
for
quite
some
time.
They
are
very
challenging,
especially
different
perspective.
So
we
use
the
strategy
of
inserting
a
building
a
new
building
in
between
these
two
very
small
buildings.
To
allow
to
for
this
building
to
have
the
entrance,
the
mail
rooms,
the
elevators
and.
K
So
this
building
is
purposely
designed
in
a
way
that
does
not
overwhelm
any
of
the
historic
structures.
The
height
of
it
is
not
higher
than
the
higher
building,
and
we
are
very
cognizant
of
the
importance
of
the
view
of
this
building
from
the
other
side,
as
we
drive
down
on
Route
1,
this
is
the
first
time
you
see
remaining.

Goes
underneath
to
maximize
the
parking
area
assets
on
the
other
side
of
Crest
Avenue
remains
unchanged,
but
renovated
in
the
headquarters
again
unchanged
and
renovated,
and
Adam's
building
on
change
and
renovated.
The
addition
happens
here-
and
this
is
where
a
large
majority
of
units
of
phase
two
will
be
built.
This
is
what
we
call
the
East
parcel
building
and
it's
a
whole
new
building
and
again
it
serves
also
its
Lobby
right
here
in
between
these
two
research,
also
as
an
accessible
entrance
to
that
understand.

new
entrance
for
for
the
instructional
building.

But
these
are
two
elevations
of
the,
of
course,
the
Avenue,
and
this
is
what
the
bus
connector
the
first
small
building,
that
I
talked
about
between
Williams
and
Longview
and,
as
you
can
see,
the
first
portion
of
the
building
is
the
three
stories
that
is
an
art
to
the
lower
the
lower
architecture
along
the
street
that
accepts
back
and
yet
another
fourth
floor,
stepping
backwards
or
from
the
street
you
have.
We
are
able
to
maintain
this
layer
of
architecture
throughout.

This
is
the
new
reconstructed
Cafe
of
the
plaza
and
across
the
street
on
the
south
side
of
rest
Avenue.
This
is
the
East
Marshall,
building,
again
being
very
responsible
to
the
height
of
the
current
buildings.
The
new
building
will
not
exceed
the
height
of
the
atoms
building,
which
is
this
one
right
there
and
at
its
intersection
there
is
the
accessible
and
new
entrance
for
this
new
complex.
The
hillside
drops
down
so
we're
taking
advantage
of
the
hillside
to
tuck
in
some
additional
units
with
all
the
level
of
the
building.

This
is
a
view

really
at
the
beginning
of
First
Avenue
and
those
who
have
asked
about
public
transportation.
This
is
a
a
suggestion
of
where
could
be
located
at
the
beginning,
of
course,
that
I
think
it's
in
this
vicinity,
but
with
the
with
the
landscape
plan,
it
will
be
bringing
relocated
more
careful.

Thank

so
doing

research
at
the
soldiers
home
and
just
looking
at
old
photos
and
little
drawings,
it
was
interesting,
would
be
you
collected
these
images.
Some
of
these
are
from
the
mid
20th
century.
Some
of
these
are
from
the
late
19th
century,
but
what
struck
me
is
that
Crest
Ave
and
some
called
soldiers
a
little
more
pastoral,
a
little
more
private
and,
of
course,
Chelsea
has
developed
over
time
and
it's
so.

This
is
very
much
like
a
conceptual
level,
but
the
idea
the
main
driver
for
us
is
to
find
places
for
trees
and
people
outside,
whereas
right
now
it
feels
very
much
a
car
dominated
and
the
person
is
I
would
arguing
lost.
So
it's
not
only
the
residents
but
also
the
neighborhood.

Of
course,
we
realize
that
parking
is
always
a
huge
issue
and
we
are
trying
to
provide
spaces
off
the
street
for
the
residents
more
than
they
currently
have,
and
one
way
of
increasing
capacity
off
the
stream
is
to
provide
parking
deck
behind
the
little
things
on
press
data.
But,
unfortunately,
the
area
behind
these
buildings
is
at
a
floor
or
further
below
press
map.

It
is
at
a
significant
elevation
below
press
that
it's
an
opportunity
to
add
a
deck
above
that
parking
to
increase
capacity,
but
in
addition
to
that
well
also
in
the
town
of
homes,
which
is
currently
basically
an
open
parking
lot
with
the
addition
of
the
Town
Homes.
When
that
is
developed,
there
will
be
space
for
those
residents
off
the
street,
but
also
we
have
lots
of
space
sponsored
which
is
currently
there
now
so
we're
not
necessarily
proposing
to
remove
every
on-street
parking.

But
we
will
try
to
keep
as
much
as
possible
and
also
as
part
of
the
CLC
there's
happens
to
be
a
lot.
It's
not
technical
part
of
our
site,
but
it
is
adjacent
to
cattle
that
could
be
potentially
used
for
Austrian
parking
and
just
I
mean
you
can
we'll
submit
this,
and
we
all
can
review
the
numbers.
But
we'll
have
to
confirm
this,
but
I
believe
this
increases
the
austrating
parking
from
what
they
have
now,
because
currently,
the
only
on
street
parking
is
only
behind
the
buildings.

Areas
are
more
or
less
programmed,
and
some
of
them
are
more
informal
but
they're
fairly
small
and
close
to
the
building.
The
largest
area
is
probably
that
setup
right
there,
but
it's
sloping
it's
it's
not
where
most
people
would
hang
out
and
most
people
hang
out
fairly
close
to
the
ads.
There's
a
greenhouse
there.
It's
it's
flattened
with
retaining
walls.

Victory
Gardens
for
the
residents,
which
this
feels
more
private
and
passive
Courtyards
that
are
close
to
the
building
for
their
immediate
residents
so
that
they
have
something
close
by
and
also,
we
think,
there's
an
opportunity
behind
Sullivan
for
a
play
area
for
the
neighborhood,
where
this
project
could
invite
the
neighbors
and
not
only
the
neighbors
but
people.
Hopefully,
the
new
residents
with
families
could
use
this
this
area
so
trying
to
think
about
open
space
and
making
the
connections
and
making
it
better.
Not
only
the
residents
but
for
the
neighborhood.

There
are
some
sidewalk
connections
to
Crest
Ave
but,
for
example,
on
one
side
of
part
of
Campus,
you
can't
walk
around
press
that
and
downtown
side
at
least
not
on
a
sidewalk
on
your
side
and
on
Summit
Ave.
Our
campus
is
disconnected
from
that
neighborhood
as
well,
because
the
sidewalks
in
and
it's
just
a
basically
a
big
road
and
the
parking
over
by
the
future
site
of
the
Town
Homes,
it's
basically
sea
of
asphalt,
and
it
feels
somewhat
uninviting
for
The
Pedestrian
mode.
H
And
the
primary
reason
for
that:
well,
one
is
to
have
certain
vehicular
circulation.
One
way
which
helps
calm.
Work
helps
I
should
say
for
The
Pedestrian.
It
makes
it
a
little
more
organized,
but
it
also
creates
space
for
trees
and
we
have
the
street
sections
that
will
go
to
each
of
these
areas
to
describe
changes,
but
on
press
Ave
what
Liverpool
they
are
raised,
Crossings
to
calm
traffic,
in
addition
to
making
it
one
way
and
making
space
for
trees.

We're
going
to
go
into
the
street
sections
in
the
street
condition.
This
is
our
fresh
air.
Looking
towards
the
CLC
building,
we
have
Sergeant
the
future
Cafe
here
Sullivan
to
her
left.
It's
very
narrow.
The
building
is
very
tied
to
the
street,
and
sidewalk
is
very
narrow,
especially
on
on
this
side.

Traffic
calmer
them
two-way
I
would
argue
that,
maybe
perhaps
not
but
I
think
with
the
addition
of
trees.
With
the
addition
of
wider
sidewalks
there's
more
things,
it
doesn't
feel
like
an
open
road
I
think
when
people
speed
when
there's
it
feels
like
a
highway
when
there
are
there's
more
things,
vertical
elements,
trees,
I,
think
people
I,
hope
people
slow
down.
That
is
what
we
are
trying
to
argue.

Well,
yeah
I
think
the
sure
it's
open
to
interpretation
I
would
argue
a
raised.
Crossing
fuels
more
generous
than
a
bump.
It
is
at
a
dimension
that
is
wider
than
and
and
at
the
federal
tax
or
Applause
and
condition

significantly
more
significantly.
More
generous
here
is
probably
just
wide
enough
to
calm
the
traffic,
but
not
necessarily
feel
like
a
closet.

I
think,
hopefully,
this
encourages
activity
cross
processing,
which
also
will
help
contract
with
all
these
activities,
and
also
it
does
that
as
well
continuing
the
street
section
down.
This
is
on
the
hillside.
This
is
where
it's
actually
quite
tight.
This
is
the
neighbors,
but
the
neighbors
who
will
be
adjacent
to
the
east
parcelona,
the
John
Adams,
but
this
happens
to
be
surprisingly
parking
on
both
sides
and
two-way
traffic.
It's
very
very
narrow,
and
there
is
no
sidewalk
on
the
campus
side.

Dimensionally.
You
can
see
how
tight
that
is
not
only
that,
but
there's
a
large
retaining
wall
on
this
side.
I
would
argue
that
that
retaining
wall
feels
like
it
disconnects
the
campus
from
its
neighbors.
It
puts
its
neighbors
at
arms
away,
and
that
is
another
element
that
we
are
trying
to
minimize.

We
need
walls
because
we
are
dealing
with
student
topography
and
a
lot
of
topography,
but
an
effective
building
can
act
in
like
our
wall
and
there's
not
a
need
to
make
a
tall
wall
to
hold
in
retain
right,
but
by
reduced
by
removing
one
lane
of
traffic.
You
can
add
a
sidewalk
and
make
us
feel
more
pedestrian
friendly.
We
don't
have
the
dimensions
for
adding
Street
trees
on
both
sides,
but
I
appreciate
this
is
the
minimum
that
we
can
do
to
make.

we
haven't
gotten
to
that
level
yet,
but
the
intent
very
much
is
to
add
lighting.
That's
part
of
what
makes
the
street
feel
more
comfortable,
so
that
is.
This
is
phase
three,
so
we're
currently
at
a
very
conceptual
level
and
