decades
lead
paint
was
this
industry
standard
for
All
Steel
structures
in
the
United
States
used
on
Bridges
radio
towers
Etc?
It's
estimated
that
30
of
All
Steel
structures
in
the
United,
States
and
Massachusetts
still
have
lead-based
paint.
So
this
is
not
unique
to
the
Tobin
Bridge
lead
paint
was
suspended
in
the
U.S,
for
residential
use
in
1978
was
was
allowed
for
commercial
and
Industrial
applications.

So
the
total
Bridges
is
an
older
structure.
It's
over
75
years
old,
it's
been
painted
over
a
number
of
times
that
paint
has
become
brittles
over
the
years.
Massachusetts
winter
is
over
the
last
several
years
at
extreme
temperature
swings,
especially
this
past
winter,
where
there
was
a
couple
of
day
periods
where
it
was
below
zero
and
then
the
following
days
were
in
the
50s.

So
this
sort
of
swinging
temperature
has
caused
the
more
delamination
to
typically
occur
than
what
happens
in
most
Winters
is
with
the
extreme
temperature
space
that
we
had
last
winter,
just
having
to
talk
with
other
dots
in
New
England.
They
experience
the
same
thing
with
this
past
winter
as
extreme
temperatures
and
the
flaking
of
their
steel
Bridges
paint.

interim
netting
system
will
also
be
installed
in
parallel
with
the
ongoing
cleanup
activities.
The
installation
of
this
interim
netting
system
is
expected
to
be
in
in
a
couple
weeks
in
July
and
we'll
coordinate
with

city

Chelsea
if
they
have
any
questions
or
concerns,
and
the
community
hotline
for
any
questions

relation
to
the
lead.

and
the
Everett
Street
ramp.

contract

paint
chips
that
are
coming
down,
contractors
requiring
that
the
contractor

requires
temporary
protective,
staging
or
Shield
work
and
containment
as
early
as

From

once

project
starts,
there
has
been
a
disincentive
clause
in
the
contract,
encouraging
the
contractors
plans
and
install
temporary
protective
shield
work
within
120
days
of
the
notice
of
proceeding
and
the
paint
chip
cleanup
will
be
transferred
to
the
new
contractors
within
seven
days
of
notice
received
foreign.

the
way
this
contract
is
set
up
is
that
they're
going
to
clean
the
existing
seal
on
all
the
on
all
the
structure
perform
repairs
to
the
steel
subject
to
elements
place,
the
safety
walk
in
areas
where
it's
needed
and
then
completion
of
the
steel
repairs.

they're
going
to
paint
the
steel
anywhere
in
between
that
it
can
be
doing
the
substructure
repairs
it.

was
spring
of
2024

was
a
preschool
teacher
over
at
kangaroo's
pouch
in

1980s,
you

translate
because
you

better
than
mine,

concerned
that
the
Department
of
Transportation
took
over
ownership
and
responsibility
of
the
bridge
in
2009.
But
we
just
heard
that
the
bridge
was
last
painted
in
1999
and
the
substructure
was
last
rehabilitated
in
1997
and
I'm.
Just
wondering.
Why
is
the
Department
of
Transportation
wasn't
proactive?

repairs

a

of
maintenance
effort
if
you

keep
up
with
the
maintenance
of
this
bridge
with
painting
and
substructure
repairs

different
contracts

structure.

rehabilitate,
maintain

preserve
destruction,
including
addressing
issues
regarding
lead
paints.
So,
since
we
have
taken
over
you'll
see
that
there's
been
a
number
of
contracts
that
we
have
led
up
specifically
towards
planning
and
painting,
this
will
be
I'm,
not
mistaken.

met
with
Tony
just
a
couple
of
weeks
ago.
We
walked
through
with
them
the
number
of
efforts
that
we've
taken
and
undertaken
recently,
but,
more
importantly,
over
the
last
number
of
years
to
address
the
issues
not
only
structurally,
but
also
with
regards
to
family
pains
and
deterior
range.
Today,.

Structures
we
have
a
lot
of
Assets
in
our
regulatory.
This
is
not
the
only
Bridge
we
are
striving
to
address
any
issues
with
regards
to
the
structural
repairs,
as
well
as
addressing
issues
related
to
family
paint.
So
I
think
we've
done
a
very
good
job
since
taking
care,
custody
and
control
of
the
bridge.

years

Boston
side
was
delighted.
Painting
was
done,
and
even

part

middle
was
done.
So
it
seems
if
you're
de-letting,
it's
kind
of
like
you,
went
onto
the
bridge.
You
got
to
the
Chelsea
line
and
stopped
and
let
it
sit
there
and
In
fairness
outside
of
for
the
people
who
are
in
charge
of
the
fridge.

That
was
good,
but
we
also
had
a
lot
of
issues
with
dust
and
and
debris
from
that
as
well.
So
it's
a
cumulative,
a
sort
of
accumulation
of
projects
where
it
feels
very
distant,
respectful
the
treatment
that
the
city
has
had
from
and
the
community
residents,
especially
especially
when
we
consider
the
amount
of
lead
contamination.
It's
all
over
every
place.

know
every
urban
area
in
Massachusetts,
but
Chelsea
is
and
I
think
Frank
can
speak
to
an
even
more
so
the
health
impacts
of
that
have
been
known
in
Chelsea
for
a
very
long
time,
especially
with
the
children
and
the
flood
levels,
and
such
so
to
say
that
I
think
we've
done
a
good
job
from
a
Chelsea
perspective.
That
really
does
it
doesn't
sound
right.
I
mean
it
sounds
as
if
you
did
up
to
the
Chelsea
border
and
stopped
and
had
it
not
been
for
Tony
calling
this
out.

We
don't
know
how
long
we
would
have
been
waiting
for
this
to
actually
occur,
and
so
I
just
would
like
to
have
a
better
understanding
of
how
and
I
know,
because
so
much
of
the
capital
projects,
Depend
and
maintenance
projects
all
depend
on
federal
funding
and
bonds,
and
everything
else
correct
that
these
things
are
hard
to
schedule.
But
I
would
like
to
understand
why
Chelsea
was
scheduled
to
last
on.

So
we
recognize
that
we
couldn't
afford
it
number
one
and
number
two,
the
time
frame
by
which
it
would
take
to
address
everything
from
the
bottom
of
substructure,
repairs
and
the
steel
repairs,
the
deck
and
any
of
the
life
States
life
safety
systems
that
are
on
there.
It
would
take
forever
to
do
so.
What
we
have
to
do
is
we
have
to
break
it
down
into
components.

There
was
no
ill-intense
I'm
sure
when
the
programming
of
these
project
components
and
these
assignments
were
established
and
scheduled
with
placing
Boston,
and
when
we
took
the
projects
we
took
care,
custody
and
control
from
the
previous
owner.
We
needed
to
do
a
full
stem
to
stern
inspection
to
identify.
Where
are
the
concerns?
What
are
the
issues
from
a
structural
perspective?

Certainly,
structural
safety
is
critical
to
us,
but
understanding
what
the
condition
is
of
the
steel
and
how
we
can
preserve
that
steel
painting
is
a
significant
element
component
of
actually
preserving
steel,
so
we
needed
to
understand
what
is
the
best
approach
to
undertaking
each
of
these
repair
contracts,
whether
they
be
painting,
substructural
or
psglvp
and
Tech
Repair.
So
that's
how
we've
progressed
through
it.
There
was
no
I,
think
and
I
could
be
completely
wrong.

Enough
away
and
even
running
concurring
Carlo
with
it
we're
also
doing
all
the
direct
repairs
associated
with
all
the
Chelsea
spans
and
undertaken
some
of
the
critical
steel
religions
that
needed
to
begun
to
take.
While
we
were
doing
that,
we're
also
evaluating
other
locations
knowing
full
well.
This
particular
contract
that
we're
here
to
discussed
tonight
was
our
into
development.
So
it's
not
like.
This
is
something
that
we
just
overnight,
identified
as
being
a
critical
concern.

needed
to
act
on
it,
we've
been
in
the
development
process
of
putting
together
the
scope,
the
limits
and
the
work
that
needed
to
be
undertaken
as
part
of
this
assignment
in
this
contract.
The
last
several
years,
wild
work
is
going
on
in
the
Chelsea
curves
and
while
work
was
also
going
on
in
the
other
Chelsea
deck
spins,
so
I
mean
this
has
been
something
that
dot
in
the
highway
division
have
been
focused
on,
and
we
still
it's
not.
The
last
part
of
our
program.

concern
is
the
fact
of
the
structure,
because,
when
you
see
rebars
on
columns,
that
really
is
something
and
I
have
a
picture
here.
I
just
showed
Patrick
that
dates
back
to
2017,
and
you
see
the
rebounds
and
I
always
wonder
if,
for
whatever
reason,
something
happens
to
the
bridge,
I
mean
we've
seen
problems
recently
off
with
Bridges
throughout
the
country,
but
in
this
particular
case,
how
much
would
the
D.O.T
Blues
in
the
course
of
a
day
week
year,
if
that
bridge
was.

An
operative
I
would
be
a
significant
impact,
it'd
be
a
significant.
Do
you
have
a
favorite?

I

you
know
it
would
be
significant,
though
yeah,
which
is
why
we
can't
allow
that
to
happen,
which
is
why
dot
has
been
very
proactive
since
assuming
ownership
of
the
facility
in
the
asset
to
make
sure
that
there
is
a
capital
program
that
identifies
the
priority
and
needs
that
need
to
be
taken
on
by
US,
based
upon
the
condition
that
we
see.
So
we
inspect
it
periodically
at
a
minimum.

It's
two
years
and
in
some
instances
it
could
be
a
year
or
as
little
as
six
months
as
special
members.
So
in
instances
like
you're
referring
to
right
now
with
it
could
be
reinforcing
exposing
something
substructured
elements
we
identify
those,
but
then
we
will
actually
compare
it
against
other
areas
on
the
structure
that
may
be
more
critical.

put
that
into
our
inspection
list
and
we
will
identify
that
happened
to
be
undertaken
in
the
next
series
or
the
next
round
of
assignments
that
come
forward
right
now
we
are
addressing
one
at
the
Mystic.
We
have
several
of
the
Kias,
as
you
would
mentioned,
do
have
exposed
reinforcing,
but
they
have
small
in
the
lamination
of
many
of
the
concrete
stem
items
we're
out
there,
patching
them
and
repairing
those
to
ensure
that
we
can
get
another
20
years
of
service
life
out
of
this.

far
as
I
said,
the
particular
area
since
I
go
under
the
bridge
two
or
three
times
a
day.
I
get
concerned
relative
to
that.
But
but
my
question
is
this:
is
a
piece
of
property?
That's
under
your
jurisdiction.

if
you
owned
a
piece
of
real
estate,
you
have
a
reserve
account
for
that
particular
property.
It
appears
that
you
don't.

I
think
the
important
things
to
something
that
Tom
snowman
said
mentioned
earlier
is
how
dot
is
set
up
right
now
to
fund
all
of
the
projects
that
are
identified
for
the
token
by
using
the
toll
Revenue.
So
that
is
how
we
will
determine
what
the
revenue
proceeds
are
on
an
annual
basis
and
then
have
a
better
understanding
as
to
the
work
in
this
the
extent
of
work
that
can
be
undertaken
each
fiscal
year
during
the
course
of
the
the
program
that
we
have
the
capital
program
that
we
have.

as
far
as
increasing
the
tolls
over
the
period
of
time,
because
most
of
the
people
that
go
over
the
bridge
do
not
live
in
Chelsea
or
East
Boston,
they
don't
have
the
discount.

you
get
in
your
top
dollar.

you

organization
reminds
me
of
is
the

a
sudden.
They
have.
The
trains
are
crashing
and
all
this
other
stuff
and
whoa,
we
don't
have

money.

have
the
ability
to
increase
the
tolls.

can't
meet
these

not
being
operative,
that
happened

1973
just
before
the
Chelsea
fire,
there
was
a
try
going
under
the
bridge
coming
out
of
Boston
and
ran
into
a
column

tub

down

basically,
when
the
Chelsea
fire
was
there,
there
was
a
hole
in
the
bridge,
wasn't
being
used
so
just
a
bottom
one,
the
top
one
people
can
go
over
yeah.

the
third
agency
now
because
from

his
I
know
in
history,
a
little
bit
of
the
bridge,
I
used
to
live,
I,
Manchester,
Street
near
it
for
nine
years,
but
that
bridge
was
built.

was
a

Tobin
Bridge
Authority
and
they
were
saying:
okay,
we're
gonna
pay
this.
Once
we
paid
this
bridge
off,
Chelsea
residents
will
go
free
once
they
paid
it
up,
they
changed
I
think
was
massport
and
we
had
a
State
Rep
on
Richie
Boca.

One
point:
I
went
through
the
sale
I
guess
they
just
saying:
okay,
we
will
be
most
affected
by
this
bridge.
A
lot
of
the
housing
around
here,
they've
been
displaced
and
also
the
bridge
kind
of
goes
weird.
It
goes
around
because
some
people
have
a
little
more
influence
about
having
their
houses
taken
for
the
bridge.
So
it's
not
going
out
straight.
It's
cursed,
so
that
I
mean,
and
now
you
you're
in
there
I
mean
we're
so
we're
still
paying
for
this
break.

there's

concern
with
now

Sumner
Bridge.

tunnel

primary
cause
is
age.
The
the
coding,
the
age
of
the
coating,
the
age
of
the
steel
and
the
condition
of
this
deal
is
a
significant
factor
as
well
as
just
the
environment
itself.
With
regards
to
you

as
joyter
points
it
out
earlier,
some
of
the
the
priests,
the
freezing,
the
exposure
to
the
elements,
exposure
to
the
the
alkaline,
the
water
effect
optimistic,
so
I
think
there's
a
significant
portion
of
that.

First
off
I
want
to
thank
residents
for
coming
up
tonight,
taking
time
out
of
their
schedule

deal

this
topic,

well

our
partners
at
Green
roots
of
the
conservation
law
foundation
for
being
staunch
allies
and
working
relentlessly
on
this
subject.
So
you
know,
admittedly,
a
lot
of
folks
in
this
community
and
in
this
room,
have
lost
a
lot
of
faith
in
Mascot.

There
has
been
some
Goodwill
generated,
but
issues
like
the
lead
paint
issue,
the
viaduct
reconstruction
and
a
lot
of
the
environmental
impacts
that
residents
have
had
to
live
with
on
a
day-to-day
basis
has
certainly,
you
know,
dimmed
their
worldview
towards
the
city.
I
have
a
couple
of
items.
I
just
want
to
run
through
with
regards
to
this
project,
as
well
as
the
ongoing
cleanup,
I
think,
first
and
foremost
for
presentations
like
this,
and
we
previously
raised
this.

We
would
appreciate
that
you
do
everything
in
a
bilingual
fashion,
including
the
slide
deck
in
English
and
Spanish
share
that
is
accessible
for
residents.
With
regards
to
the
the
ongoing
cleanup,
you
know,
the
matter
of
lead
paint
chips
falling
is
of
grave
concern
to
the
city,
it
impacts
our
residents
Health,
it
impacts
Youth
and
it
can
stifle
their
their
development.
We,
in
partnership
with
green
roots
and
conservation
law,
Foundation
submitted
a
letter
detailing
the
steps
that
we
urge
massdot
to
take
in
order
to
appropriately
respond
to
this
issue.

know
to
date,
secretary
fiandaka
has
provided
a
response
to
some,
but
not
all
of
those
we're
requesting
things
like
monitoring
children's
blood
levels
for
lead,
ensuring
that
they
have
access
to
health
care
and
providing
resources
to
property
owners
that
are
are
impacted,
so
we,
you
know,
respectfully
urge
the
state
to
take
that
request
seriously
and
respond
appropriately
with
this
project,
and
we
do
a
lot
of
you
know:
infrastructure
projects
in
Chelsea,
and
we
understand
the
intricacies
of
it.
There
are
a
lot
of
opportunities.
I
think
we
see
to
expedite
this.

start
seeing
action
before
spring
of
2024.
That
could
include
providing
incentives
in
the
contract
to
get
this
started
sooner,
as
well
as
structuring
the
contract
to
deliver
this
on
a
lot
quicker
time
then
you're
depicting
today.
Secondly,
I-
don't
think
the
city,
nor
our
residents
have
a
lot
of
faith
that
massdot
can
deliver
this
project
without
further
impacting
our
residents.

is
I'm
in
response
of
that
question,
but
it's
also
going
to

response

a
comments
that
I'll
just
made
okay,
so
one
of
the
things
that
we've
done
is
as
John
was
pointing
out
within
the
next
couple
of
weeks.
We
will
have
a
Contracting
team
out
there,
mobilizing
to
install
that
netting
and
that
middle
catch
all
or
at
least
90
percent
I
would
hope
any
propane
chips.
But
what
we've
also
done
is
getting
to
your
point
about
creating
incentive
and
disincentive
clauses.

So
it's
like
a
belt
and
suspenders
type
thing
right
now,
but
we're
out
with
we're
putting
up
the
netting
over
the
course
of
the
next
few
months,
while
the
contract
was
being
the
committing
teams
in
the
industry.
Right
now
are
putting
together
bid
packages
so
that
when
we
are
ready
to
issue
that
NCP
by
the
late
summer,
just
after
Labor,
Day
or

regards

are

maintaining
it
a
safe,
healthy
condition
below
the
bridge
as
I
mentioned?

is
not
the
first
time
I've
been
out
in
Chelsea
and
in
the
public
meeting
at
the
city
to
address
previous
projects
that
have
gone
out
and
tested
both
when
we
were
doing
the
Chelsea
curves
project
we
tested
soils,
we
tested
the
paint
chips
also
on
the
previous
paint
jobs
we
tested
those.
So
we
do
have
a
track
record
of
being
out
there
testing
to
ensure
that
there
isn't
any
exposure
that
would
be
concerning
or
unhealthy
and
that's
a
concern
for
us.

At
Mass,
General,
Hospital
and
I
wanted
to
underscore
the
point
that
lead
is
a
potent
Toxin
and
there
is
no
safe
level
of
exposure
to
lead
for
human
beings.
The
effects
on
children
are
particularly
with
coding.
There
are
long-term
neurobehavioral
effects
in
children,
and
so
the
fact
that
this
bridge
has
rained
blood
chips
down
on
this
community
for
some
time
means
there
has
been
a
exposure
to
a
potent
Toxin
and
that
engenders
a
certain
responsibility
in
the
entity
that
owns
that
structure
to
ensure
the
safety
of
the
residents.

been
exposed,
and
so
I
and
a
number
of
colleagues
have
written
to
the
commissioner
of
Public
Health,
specifically
requesting
that
there
be
soil
testing
before
during
and
after
after
this
project,
and
that
there
will
be
testing
of
the
people
who
live
in
the
corridors
surrounding
the
bridge,
because
you
need
to
know
if
children
have
high
lead
levels
in
this
area,
and
we
know
that
historically,
children
in
Chelsea
have
lacked
access
to
lead,
testing
and
screening,
and
so
this
needs
to
be
done
proactively.

communication
with
the
Department
of
Public
Health
and
with
funds.

million
dollars

this
project,
so
I
just
want
to
encourage

think
you're
being
able
to

health
and
your

somebody

series

assignments,

maintain

response
relative
to
the
20
years
was
the
patching
that
we're
doing
on
some

work

right
now,
where
there
is
exposed
reinforcing,
based
upon
my
experience,
having
worked
their
own
bridges
for
quite
a
few
years
now,
when
we
do
those
patches
on
concrete,
we
can
typically
get
around
20
years
reasonably
comfortably.

repairs
that
we
do
so
that
they
think
we
can
all
access
to
trying
to
maintain.
But

Mahoney
said
if
we
own
a
property,
maintaining
it
some

the
repairs

much

me
of
it
all
the
time
it's
not
going
to
last
forever.

out

maintain
it
on
a
regular

we
can
see
is
that
a
contract
that
has
certainly
got
the
ability
to
be
able

do
the
removal
of
paints
but,
more
importantly,
there's

significant
amount

Steel
repairs

have
to
be
undertaken
and
the
steel
repair
work
can
be
undertaken
throughout
the
winter
months
as
well.
So
there's
all
sorts
of
proactive
measures.

can
take

their
employees
their
staff
to
be
able
to
ensure
that
they
can
work
right
through
the
window.

could
be
dust

they'll

testing

Bridge.
Underneath
there
sure

I
put

noise.

to
live

that
bridge
are
going
to
be
fixed,
they
want
to
go

there

dancehalls,

mistakes

made
is
when
the
concrete
is
not
treated,
stop
painting

salt

right

over
the
winter
have

crew
cleaning
up
other
states.

normal
inspection
process
that
would
be
undertaken,
like

all

bridges
undergo
a
two-year
inspection
cycle.
If
there's
deficiencies
that
are
identified,
they've
noticed
in
those
inspection
reports,

structural
deficiencies.
Those
are
also
noted
as
well
and
oftentimes.
What
ends
up
happening,
though,
is
what
we've
seen
before
and
I'm,
not
a
pains
expert.
It
only
knows
far
more
about
it.

to
work
in
construction
for
many
years.

saw
a
lot
of
Steel
painters
and
thank
you
for
the
work
you
did
because
it's
hard
work,
trust
me,

what
I
can
tell
you
is.
As
the
steel
gets
older,
it

more

more
brittle
and
the
ability
for
that
adhesion
for
the
old
paint
to
be
able
to
maintain
itself
and
steel
is
very
difficult.
So
the
older,
the
steel
gets
the
paints
that's
rapidly
deteriorating
as
well.

is
all
sorts
of
different
approaches
to
doing
it.
