women
were
particularly
important
in
the
establishment
of
early
charitable
philanthropic
and
cultural
institutions
in
our
nation,
whereas
american
women
of
every
race,
class
and
ethnic
background
served
as
early
leaders
in
the
forefront

every
major
progressive
social
change
movement.

american
women
have
been
leaders
not
only
in
securing
their
own
rights
of
suffrage
and
equal
opportunity,
but
also
in
the
abolitionist
movement,
the
emancipation
movement,
the
industrial
labor
movement,
the
civil
rights
movement

other
movements,
especially
the
peace
movement,
which
created
a
more
fear
and
just
society.
For
all,
whereas,
despite
these,
contributions
of
all
of
american
women
in
history
has
been
consistently
overlooked
and
undervalued
in
the
literature,
teaching
and
study

american
history
now,
therefore
be
resolved
that
the
chelsea
city
council,

march
is
designated
as
women's
history
month.

achievements

ask

the
wealth

the

a
million

is

groups
collectively

wanted

send

the
presentation

this

we
were
going
to
move
on

the
next
item

public
hearing,

it

public
hearing

the
proposed
zoning
amendments,
municipal
harbor
plan,
marijuana
establishment
and
the
route

change

business
highway
solely
the
zoning
amendments
tonight.
At
this

we

move

the
public
hearing
portion
is
only
on
to
discuss
the
zoning
amendment.

raising

supposed
housing
crisis
that
the
region
should

housing
crisis

facing
chelsea
residents
today
is
that
our
members
of
our
community
are
being
evicted
and
displaced
because
they
can't
afford
to
live
here.

Tomorrow
evening
there
is
a
proposal
on
the
cba's
agenda
to
take
a
single
family
home
and
replace
it
with
eight
condo
units.
What
we
are
doing
by
if,
if
the
city
council
approves
this,
what
we
are
doing
is
basically
saying
to
all
of
the
developers
and
to
the
zoning
board
of
appeals
increase
the
density,
reduce
the
lot
sizes
eliminate
side
yards.

again

think
about,
as
you
all
recognize
the
women
out
there
think
about
all
of
those
mothers
who
have
been
home
for
the
last
year
with
their
children.
Thankfully,
my
children
have
a
backyard
to
go
and
run
around
in.
There
are
many
that
don't
have
that.
I
can't
possibly
imagine
being
locked
in
an
apartment
with
no
parks
to
go
to
when
the
parks
were
shut,
down,
no
backyard
and
no
side
yard
for
your
kids
to
play.
In
what
message
are
we
sending?

We
are
the
city
with
the
highest
rate
of
covet
infections
in
the
entire
state
for
months
on
end
we're
the
community
that
has
some
of
the
least
amount
of
open
space.
We're
shouldering
all
of

region's
industrial
burden
we
have

percent

community

covered
by
impervious
surfacing,
asphalt
and
concrete.
What
we
need
to
do
is
think
about
the
long
game,

the

nod
in

direction

not
caring

community

hasn't
been
an
inclusive
process
just
to
come

couldn't

couldn't

my
comments

yet
I
was
almost
turned
away
downstairs
because
I
wasn't
on
the
list.

how
can
we
say
that
we're
accepting
a
full,

fully
participatory
process
by
not
really
allowing

encouraging
people
to
participate?

roots
is
suing
the
federal
government
and
and
has
filed
several
civil
rights
complaints
with

state
for
excluding
the
participation
of
community
members
from
a
process
to
stop
a
substation
in
east
boston.

marijuana

agenda

always
equal

Everyone
deserves
equal
access
and
an
equal
chance
right

It's
not
fair.
The
current
marijuana
retail
laws
are
not
fair.
There

not

equal
opportunity,

one

fair
chance
and
there

not
enough
money.
Why?
Because
we
are
restricted
to
the
zoning
that
restricts
us

paying
thirty
thousand
dollars
per
month.
On
average,
I
average
five
locations
that
were
offered
on
red
fin
and
on
loop
on
zillow
and
got
thirty
thousand
dollars
per
month.

When
we
put
these
laws
in
place
or
when
the
cannabis
commission
put
this
in
place,
it
was
about
creating
an
equal
opportunity.
Why?
Because,
as
a
black
male,
my
entire
life
has
been
stigmatized
due
to
the
effects
of

war
on
drugs
and
who
do
the
war
on
drugs
affect
mostly
disproportionately
minorities,
blacks
and
latinx.

share
of
licenses
for

minority
owners,
but
currently
that's
not
the
case
not
for
minority
local
owners.

don't
have
an
equal
opportunity.

don't

fair

level
the
playing
field
and
to
make
an
even
chance

everyone

the

children

pandemic

out

park
on

fire
escape

narrower

wider

adjacent

our
area,

feel

strongly

protecting
what
limited
open
space

have

yards

hardest

reason

this
isn't

lost
opportunity

pair

think
it

that
a
larger
process
that
involves

community

last
year,
you
know,
we've
all
been
sidetracked
by
survival
issues.
We've
been
separated
physically,
but
we
have
also
shown
that
as
a
city,
we
know
how
to
come
together
how
residents
and
the
city
and
organizations
can
really
come
together
and
affect
change
this
year
is
a
year.

This
has
been
intense
years
where
we
have
had
very
shown
in
our
faces.
The
inequities
of
this
moment,
as
well
as
the
inequities
of
this
country's
entire
history-
and
you
know,
especially
in
chelsea
with
at
the
epicenter
of

pandemic
land
use,
is
a
very
powerful
way
of
furthering
inequities.

also
has
the
potential
of
breaking
them
down,
so
zoning,
maybe
people
say
that's
not
so
interesting,
but
the
power
of
land
use
decisions
is,
is
huge,
so

idea
to
stop
pause
think
about
creating
a
process
that
brings
the
people
of
chelsea
together
for
a
comprehensive
review.
Thinking
big
picture,
what
matters
to
the
people
in
chelsea
and
how
do
we
want
to
use
our
land?
We
live
in
a
small
city.
There
are
many
of
us

land
is
precious
land
is
power,
housing
is
power,
home

power.

we
want
to
use
those?

rezoning
and

few
reasons
why
so
in
2018,
over
600
thousand
people
in
the
u.s
were
charged
for
possessing
marijuana,
not
for
running
some
massive
weed
drug
cartel
for
simply
having
it
on
them,
and
despite
making
up
only
31
percent
of
the
population,
blacks
and
latinos
accounted
for.
Nearly
half
of
all
wheat
arrests
between
80
to
90
percent
of
the
industry
is
run
by
white
owners.

a
few

because
you
said
it
was
solely
for

first
I

just
acknowledge
the
city
manager
and
the
well-deserved
recognition,

agree

history

community

vetted

in
our

green

proposals

are
also
before

involve

were
presented

me
and
while

tremendous
respect

there's
no

No
one
disagrees.
We
have
a
serious
housing
crisis
in
this
community
and
there
are
many
tools
to
try
to
help
ameliorate
that
crisis,
but
one
two
that
can't
be
done,
but
you
can't
solve
the
problem
without
is
the
tool
of
creating
more
housing.

cannot
solve
a
housing
crisis
without
building
more
housing
units.
That
is
just
a
simple
truth,
and
this
proposed
package
of
density
changes
that
is
before
you
attempts
to
do
to
allow
the
city
to
do
just
that
to
build
more
housing,

in
the
region,
but
right
here
in
chelsea,
but
I
I
want

point
out
that
I'm
not
proposing
some
comprehensive
restatement
of
our
zoning
ordinances.

density
proposals,

particular
the
ones

involve

r1
and
the
r2
district,

modest,

proposals.
They

think

legitimate
critic

housing

proposal

narrowly
focused
on

very
small
number

parcels

feet

500
square

it

hard
to
imagine
what
that
means
in
square
footage
size.
All
I
can
tell
you
is
the
overwhelming

majority
of
houses
that
currently
exist
in
that
r1
district
are
built
on
lots
that
are
less
less
than

000
square
feet.

build
a
good
family
home
on
six
thousand
square
feet

have
plenty

of
open

We've
bought
a
two
family
in

on

lot

plenty
of
backyard
