opened

doors

the
pathway
of

the
successfully
bargained
ctu
contract,
which
was
ratified
by
the
union,
with
an
overwhelming
majority
vote
voting.
Yes
to
this
contract,
there
were
221
teachers
who
voted
yes
and
19
voting.
No,
together
with
the
ctu,
we
worked
long
and
hard
to
reach
an
agreement
that
we
will
be
presenting
you
to
you
tonight.

Dr

a
vision
for
this
contract
from
the
start,
dr
burke,
our
previous
superintendent
and
dr
beta
traveled
to
the
annual
massachusetts
superintendents
conference
last
year.
During
that
conference,
dr
beta
knew

you
wanted

she
wanted
as
a
through
line
for
the
district,
even
before
coven
19
hit.

was
the
culture
of
care,
that's
where
she
wanted
to
go,
and
the
culture
of
care
is
ever
more
present
and
more
important
during
these
times,
and
it
highlights
that
she
always
knew
whatever
we
do
in
education,
you
know
or
in
life.

care
for
our
students,
families
and
staff.

tentative
collective
bargaining
agreement
that

members

the
school
committee
will
be
voting

When
we
were
first
bargaining,
we
were
all
operating
under
the
assumption
that
we
would
be
utilizing
our
new
student
opportunity
act,
funds
that
had
been
awarded
to
chelsea
as
a
result
of
the
pandemic.
We
mutually
decided
to
pause
on
bargaining
in
may
and
pick
up
back
in
september,
because
we
had
to
shift
our
focus
on
school
reopening.

This
meant
that
there
would
not
be
a
whole
lot
of
money
for
raises.
However,
we
had
hoped
that
the
state
and
the
federal
stimulus
money
would
come
through
historically.
Chelsea
has
worked
hard
to
close
a
gap
over
the
years
in
the
5dp,
there's
still
a
gap.
However,
we
recognize
that
when
most
districts
were
in
a
salary
freeze,
we
continue
to
offer
salary
increases
to
our
teaching
staff,
together
with
the
ctu
and
the
district
agreed
to
a
one-year
agreement.

On
the
ctu
side,
we

key
pillars
that
we
entered
negotiations
include
the
following
to
always
do
what
is
in
the
best
interest
of
students,
which
includes
increasing
instructional
time
and
increasing
teacher
co-planning
and
professional
learning
time
to
deepen
and
extend
the
culture
of
care
to
students
and
to
all
adults
who
work
in
our
schools
and
to
ensure
that
their
employer.
The
chelsea
school
committee
sends
the
message
that
it
values
each
of
them
at
every
stage
of
their
career
in
life.

The
key
points
in
the
agreement
include
the
following:
first,
it's
a
one-year
agreement.
Traditionally,
these
contracts
are
three
years,
but
because
of
the
situation
that
we're
in,
we
agreed
to
a
one-year
one-year
deal
and
we're
also
waiting
for
a
stimulus
that
we
hope
will
help
us
with
additional
funding
for
the
different
programming
that
we
were
hoping
for
in
the
first
round.

We
also
had
a
few
housekeeping
items
that
we
had
to
make
edits
to
or
take
out
in
the
contract,
which
there
are
always
are
in
a
bargaining
agreement.
F
Some
language
changes
that
were
made
was
first
deans
and
academic
coaches
were
added
to
the
section
for
special
services
service
personnel,
which
include
a
lane
change
for
these
roles
for
our
mentoring
program
in
chelsea,
we
have
a
two-year
mentoring
program,
which
goes
above
and
beyond
destiny's
required
150
hours
of
an
induction
program.
We
wanted
to
provide
language
to
allow
experienced
teachers
to
waive
their
second
year
of
participating
in
the
program
if
they
provide
the
certification
of
their
current
district's
induction
induction
program.

Traditionally
we
have
eight
weeks
of
maternity
leave.
We
didn't
think
that
that
was
sufficient,
and
we
also
know
that
this
is
we
are,
you
know,
going
forward
as
as
a
as
a
district
that
is
one
of
the
first
to
have
this
extended
leave
that
we
have
added
to
our
contract.

So
the
new
addition
is
that
mothers
who
are-
or
parents
who
are
adopting
they
can
use
their
sick
time
up
to
12
weeks,
which
incentivizes
staff
to
keep
them
built
up
their
sick
time,
and
it
allows
for
the
additional
four
weeks
to
plan
and
support
their
families.
So
we're
really
excited
about
this.

For
the
deans,
we
had
agreed
to
a
committee
of
three
individuals
representing
management
and
three
individuals
representing
the
ctu
to
come
up
with
a
resolution
to
identify
what
the
best
path
forward
will
be
for
deans,
and
so
we
have
hope
to
have
this
finalized
for
the
next
negotiating
year.

We
made
some
addition
to
the
overnight
trips.
Hopefully,
one
day
we
will
be
able
to
have
trips
again,
the
compensation
for
supervising
will
be
75
per
night
and
for
supervising
trips
that
take
place
over
a
weekend,
vacation
or
other
non-working
day
will
be
125
dollars
per
day.
And
finally,
we
have
added
a
domestic
violence.

that
this
is
needed.

We
didn't
have
the
ability
for
people
who
might
be
experiencing
this
to
take
time
off,
and
so
we
have
added
several
weeks
for
staff
that
can
use
your
sick
time
for
these
kinds
of
purposes

in
terms
of
salaries.

really
look
forward

and
are
hoping
for
changes
to
our
economic
situation
that
will
help
support
further
increases
for
our
staff.

bargained

tried
to
focus

our
families
as
much
as
possible,

unique
opportunity
to
engage
our
families
in
a
way
that
is
different,

so
we've
learned
so
much
from
this
and
we're
real
excited
as
a
school
system
about
what
we've
been
able
to
do
this
year.

our
theory

trust
visits

you've
heard

already

remote
learning,
co-design
and
then
curriculum

instruction

it

parts
of
this
presentation

our
superintendent

so

they'll

thing
that
really
popped
in
this
analysis
was
some
opportunities
to
find
creative
ways
to
involve
families
and
then
engage
parents
and
families
in
their
students,
education
and
then
from
the
school
side.
It
was
how
do
we
build
up
our
school
site
councils?

So
there's
just
those
are
just
a
couple
things
that
I
heard
and
and
so
when
I
finished
my
entry
report
and
the
key
findings,
there
was
four
pillars
that
I
focused
on
and
family
and
community
engagement
is
one
of
those
pillars.

So,
elena,
being
in
the
middle
of
the
pandemic,
one
thing
that,
knowing
that
we
were
starting
remote,
it
was
we
knew
we
needed
to
do
something
to
engage
our
families
up
front,
make
sure
that
we
were
connecting
with
our
students
and
make
sure
we
were
connecting
with
individual
families.
And
how
do
you
do
this
remote?
E
We
called
our
trust
visits
and
niall
is
going
to
speak
to
that
a
bit
more
outside
and
with
tents
and
teach
teachers
could
meet
families
and
students
face
to
face-
and
this
was
before
school
even
started,
and
we
built
this
into
our
our
mou
with
the
union,
our
school
reopening
mou,
but
our
theory
of
action
that
drove
all
of
this,
which
really
goes
into
that
culture
of
care
too,
for
our
families
is.

So
that's
kind
of
what
drove
us,
and
that
was.
We
really
do
believe
that
this
is
critical
for
for
improved
remote
learning,
as
we
learned
that
we
needed
to
improve
remote
learning
is
that
we
engage
our
families,
so
we
started
off
with
our
trust,
visits
and
based
on
our
theory
of
action.
We
built
this
into
our
10-day
mou
with
cta
ctu
and
as
as
part
of
the
10
days,
teachers
conducted
what
we
coined
as
trust
visits
and
I'll
share
a
little
story.

What
are

the

parents,
dreams
for
our
students
and
so

and

were
talking
and
said:
we
want

build
trust
and
so
all
of
a
sudden
he
was
like.
Well,
I'm
gonna
just
call
them
trust
visits.

like
that
sounds
good
to
me
and
it's
stuck,
and
so
that's
how
we
came
up
with
trust
visits.

all
conducted
pd
with
all
the
schools
and
and
the
goal
was
to
reach
out
to
each
family
and
get
to
know
each
student
and
family.
The
trust
visits
took
place
outside
on
sidewalks
or
virtually
and
during
these
visits
teachers.

Detective
students
have
chromebooks
and
internet
activity
and
what
we
learned
from
that
and
what
I
heard
even
just
the
other
day
from
one
principle,
was
that
amy
guess
what
I
have
all
of
the
updated
phone
numbers
and
addresses
of
my
students-
hey
because
this
would
have
taken
me
months
to
get
gather
all
this
information,
and
I
got
it
up
front
as
a
result
of
this,
and
so
I'm
going
to
go
ahead
and
turn
it

development

designed

reinforce

idea

trust

critical

effective
homeschool
partnership

quote

to
center
this
idea
she
says
that
I've
learned
that
people
will
forget
what
you
said.

People
will

but
people
will
never
forget

you
made
them
feel,
and
this
quote
really
resonates,
and
I
think
it
really
speaks
to
the
point
that
people
may
forget
what
you
say.
People
may

what

you

feel
and
that's
sort
of
the
idea
that
we
wanted
to
bring
into
the
spirit
of
the
trust
visit.

have
some
evaluation
results
that
are
on
the
the
slides
that
you
received
in
advance,
but
we
found
that
about
four
out
of
five
eighty-one
percent
of
fan
of
the
faculty
across
the
district
found
the
pd
really
valuable
or
valuable.
They
said
things
that
learning
more
about
relational
trust.
Oh
okay,
that
there
was
a
real
focus
on
an
asset
based
approach
to
connecting
with
families
that
thinking
outside
the
box
in
a
new
way
to
communicate
with
families
was
important
for
them.
They
really
liked.

There
were
a
lot
of
comments
about
really
appreciating
hearing
from
each
other
about
what
it
was
like
to
teach
in
the
community,
and
we
tried
to
make
it
interactive
and
immediately
applicable,
and
so
we
tried
to
also
give
folks
a
chance
to
feel
relaxed
and
feel
a
little
bit
of
comfort
and
confident
as
they
go
into
the
trust
visits,
and
so
these
are,
I
think
you
can
see
now.
These
are
some

the
trust
visits
look

They
really
just
took
place
all
over
the
city.

folks
did
it
in
the
community
in
front
of
people's
homes.
Those
were
like
sidewalk
visits.
There
were
some
folks

that
hosted
gatherings
at
the
school,
so
you

the
big
takeaway
months
later,
is
that,
as

said,
we're
hearing

standards-based

schools
want
to
really
improve
their
school
site
council.
Some
schools
are
thinking
about
parent
workshops.
How
can
we
involve
families
and
thinking
about
the
best
way
to
do
these
parent
workshops
to
improve
remote
learning?

There's
about
a
dozen
or
so
of
these
co-design
tables
established
across
the
district?
Some
of
them
are
hosted
at
the
school.
Some
of
them
are
hosted
through
a
central
office
department,
but
they
all
involve
teachers,
administrators
and
families,
and
so
what
does
this
look
like?
There's
a
couple
of
distinct
steps.

first
one
is
that
we're
going
to
be
delivering
or
we
started
delivering
professional
development
to
families
and
to
the

to
the
educators
separately
at
first.
So,
for
instance,
if
you're
a
family
member
participating
in
the
standards-based
report
card,
we
want
to
give
those
family
members
a
chance
to
really
practice
sharing
their
stories
around
their
experiences
with
report
cards.

parent
has
an
experience

report
card,
whether
it's
good,
whether
it's
bad,
whether
it's
ugly,
whether
it's
beautiful
everybody,
has
an
experience
with
the
report
card
and
but
sometimes
the
dynamic

families

educators

some
power
dynamics
that
make
it
difficult,
sometimes
for
families
to
feel
comfortable
or
to
feel
confident
to
speak
their
truth
and
to
speak
with
truly

their

chance

support
them

practice

opinion

we
should
not
be
giving
this
test
to
students
in
general,
but
especially
not
this
year,
because
it
will
not
reflect
the
learning
that
our
students
are
actually
having
are
are
doing
in
the
classroom.

so
that's
one
thing.
It
calls
for
a
for
a
moratorium
on
on
the
test.

The
other
thing
that
it
does
is
it
calls
for
the
creation
of
a
commission
at
the
state
level
to
study
the
impact
of
of
this
test
on
on
students,
and
it
essentially
calls
for
the
commission
to
create
and
design
a
new
system
for
student
evaluation
and
accountability
that
doesn't
rely
solely
on
test
scores
and
that
it
takes
into
account
things
like.
You
know
what
what
actually
happens
in
the
classroom
right.
It
takes
into
account
parent
parent
opinion
student
opinion
things
like
that.

So
basically,
this
commission
will
look
at
everything
that
we
want
to
see
out
of
our
education
process
and
and
try
to
create
a
system
of
accountability
and
evaluation
that
that
uses
all
of
those
things.

be
happy
to
read
the
resolution

sure
if
people
would
like
me
to

been
advocates
on

fence

for

lot
of
us,
so
I'm
really
happy
to
support
this
resolution

even

because

feel
like
it's
not
just
a
flat.

there's
actually
movement
in
the
state
behind
this
and
that
chelsea
can.
The
chelsea
school
committee

part
of
voicing

communities
across
the
state.

it's

valuable
time
and
a
very
important
time
for

families
to
express

voices
about
this
and

getting
better
testing
for
our

grad
grant
program
allows
the
opportunity

that

and

past
saturday
was
the
delegate
assembly
for
the
messages.

So
a
couple
of
things
went
went
went
there,
so
it
was
actually
the
first
contested
election
for
president
of
the
organization,
and
so
it
was
a
bit
unusual
even
beyond
just
being
unusual
because
of
covet,
but
the
new
president
is
andrea,
wadsworth
from
the
lee
school
committee,
who
was
one
of
the
chairs
from
one
of
the
divisions
which
is
unusual
in
that
usually
the
person
who
is
the
vice
president
gets
elected
to
be
the
next
president,
and
so
it
was
unusual
in
that
in
that
regard,
and
then
in
addition
to
that,
the
other
thing
that
happened
was
we
voted.

We
voted
on
nine
resolutions.
They
were
ten.
There
were
ten
resolutions
in
the
in
the
agenda,
but
one
of
them
was
tabled,
so
I
can
just
quickly
go
through
what
some
of
the
resolutions
were.
So
there
was
actually
a
resolution
on
mcas
and
heist
takes
testing
similar
to
the
one
that
we
just
voted
on,
and
these
were
all
passed.

The
second
one
was
requesting
that
the
state
guarantees
every
school
district,
full
reimbursement
for
cobit
expenses
and
the
third
one
was
an
anti-racism
resolution
that
called
for
all
districts
in
the
commonwealth
to
guarantee
that
racist
practices
are
eradicated
and
calling
school
committee
members
to
ensure
that
our
school
culture
is
anti-racist.

The
fourth
resolution
was
probably
the
most
contentious
one.
It
was
around
lowering
the
voting
age
for
municipal
elections.
V
It
passed
about
55
45,
asking
for
the
organization
to
advocate
for
lowering
the
voting
age
to
16
for
municipal
elections
over
city,
council
and
school
committees.
Primarily
fifth
resolution
was
around
supporting
an
increase
in
federal
support
for
public
k-12
education,
so
essentially
asking
the
federal
government
to
provide
us
the
resources
that
we
need
to
fully
fund
our
schools,
which,
as
we're,
we're
seeing
in
the
budget
right
now.
The
student
opportunity
act
is
not
being
funded
this
year
right.
It
was
mentioned
earlier.

If
the
federal
government
were
to
give
us
resources,
they
might
be
able
to
do
something
like
that.
Early
next
year,
a
solution
number
six
was
around
retention
of
medicaid
revenue,
urging
the
state
legislature
to
require
that
100
percent
of
medicaid
reimbursements
be
provided
in
full
to
the
public
schools
of
each
municipality.

And
then
number
eight
was
a
membership
of
a
school
committee
member
on
the
board
of
elementary
and
secondary
education.
So
essentially
asking
the
the
legislature
to
appoint
a
member
of
the
school
committee
to
the
state
board
of
education
resolution
number.

Nine
was
around
equity
for
sexual
orientation,
lgbtq
students,
teachers
and
staff,
so
making
sure
that
all
those
people
are
protected
under
the
law
and
then
the
last
one,
which
is
the
one
that
was
tabled,
was
relative
to
the
monitoring
of
attendance
of
students
during
the
pandemic
and
folks
felt
like
it
would
just
give
to
you
know
the
way
the
resolution
was
worded
would
give
parents.

You
know
too
much
leeway
to
just
take
their
kids
out
of
school,
and
you
know
there
was
a
bit
of
a
discussion
around
that,
and
so
they
decided
to
table
that
that
resolution.
So
anyway,
that's
that's
what
was
discussed
there
pretty
much
everything
passed.
It
was
a
thrilling
meeting
that
lasted
about
four
hours.

to

on

representing
chelsea?

you
would
have
to.

that
those
were
all
voted
on
at
the
assembly,
so
we
had
the
we
had
the
emergency
meeting
on
tuesday
of
last
week,
where
I
was
voted
to
be
the
delegate
and
then
I
attended
and
voted
on
these
things
and
yeah
folks
have
any
questions
around
any
of
the
resolutions.
I'm
happy
to

any
of
them

or
you
know
I
can
talk
about
them.
We
can
speak

as

know
this
zooming
is
not
the
best
way
for
us

communicate,
but
at
least
we
can
do
it
this
way
and
we're
getting
all
the
information
we
need,
and
the
communication
is
so
so
important
to
the
kids
being
home,
being
homeschooled

home

zoom
and
it's
a
very
difficult
time
for
everybody
in
the
city
of
chelsea,
but
at
this
time
I
want
to
wish
you
all
to
all
your
family
and
friends,

happy
thanksgiving

be

more
thing
related
to
business,
so
just
so
folks
know
earlier
this
year
as
individuals
pretty
much.

think
everybody
on
the
school
committee
actually
signed
on
to
a
letter
calling
for
the
legislature
to
fully
fund
the
student
opportunity
act,
and
you
know
we
had
over
150
people
from
the
from
from
school
committees,
city
councils
from
across
the
state,
and
so
it
looks
like
they're
not
going
to
be
funding
the
student
opportunity
act
so
we're
actually
I'm
working
with
some
folks
across
the
state
to
put
together
another
letter
so
that
we
are
continuing
to
push
our
our
legislature
to
to
do
what
needs
to
be
done,
which
is
give
us
the
money
that
they
promised
our
students.

Last
year
they
passed
the
student
opportunity
act,
promised
their
students
that
they
were
going
to
fund
their
education
and
now
they're
choosing
not
to
do
it.
So
I
actually,
I
forwarded
the
letter
along
to
each
of
the
school
committee
members
and
we
can
talk
offlines
in
this
since
you're
you'd
be
signing
on
as
individuals,
but
I
just
want
this.
The
the
folks
who
are
watching
this
meeting
to
know
that
we
are
continuing
to
advocate
for
this
funding,
because
it
is
not
it's
not
a
gift
to
our
students.

is
not
charity,
it
is.
It
is
money
that
was
promised
to
them
and
that
they
deserve,
because
they
have
been
hit
hardest
by
this
pandemic
and
and
we
can't
we
can
just
sit
idly
by
while
the
legislature
continues
to
not
fund
our
students,
so
we
will
continue
fighting
and
if
you

charter
review
commission
meetings

available

the
city
online

been
a
lot

process

charter

pretty

constitution.

I
know
that
the
chair
has
done
a
great
job
in
reaching
out,
and
you
know
making
herself
available
to
anybody

feedback.

process
is
still
happening.
They're
reviewing
things,
there's
a
lot
of
discussions
around
some
proposals,
and
so
I
would
just
encourage
the
school
committee
members
to
really
reach
out
to
those
represent
representatives
on
the
the
commission,
whomever
you
feel
comfortable.

to
likewise,
you
know
miss
carlisle,
mr
wilson,
I
know
you're
both
representatives
and
that
it
would
also
be
good
to
hear
from
you
on
another
date
whether
you
want
to
come
back
to
the
next
school
committee
meeting.
