ibe
local

became
involved
and
contacted
daigle
electrical
construction.

and
new
hampshire-based
electrical
contractor,
who
had
its
seven
employees,
had
its
employees
volunteer
seven
hours
on
wednesday
october
17th
and
cleaned
up.

at

made
aware
of
this
situation
from
capec
who
was
working
with
miss
mcdonald,

we
hear
a
lot
of
this
going
on
I've
seen
it
before
and
I'm
sure
maybe
you
have
where
a
homeowner.
In
this
particular
case,
an
elderly
homeowner
contracted
an
unlicensed
contractor,
unfortunately,
and
paid
a
large
sum
of
money.
Seventy
eight
thousand
dollars
to
begin
work,
and
rather
than
do
the
job
that
he
was
hired
to
do.

There
was
no
way
that
miss
mcdonald
was
going
to
be
able
to
pay
to
have
all
this
debris
moved
removed,
especially
after
she
just
lost
seventy
eight
thousand
dollars
and
the
ibe
local
contacted
one
of
their
local
companies
that
are
members
of
the
union
electrical
union
and
they
spent
a
whole
day
to
go
into
the
property
at
their
own
cost
time
to
bring
in
a
dumpster
and
remove
all
of
that
debris.

know
I'm
happy
to
hear
that.
Ms
mcdonald
got
some
resolution
here
not
made
whole,
but
somewhat
a
little
bit
of
justice
served
and
again.
If
there's
one
story
to
be
made
of
this
or
lesson
learned
is
again
please.
If
anyone
is
thinking
about
doing
any
work
at
their
home,
please
make
sure
that
you
are
working
with
a
licensed
contractor
that
that
way,
if
there's
anything
going
on
funny,
they
will
one
not
only
never
be
able
to
do
work
here,
but
there
are
avenues
of
retro
of
justice
being
served.

lot
of
people
go
out
there
and
try
to
do
the
best
they
can
and
get
a
cheaper
price
when
it
comes

home
repairs,

due
diligence

working

the
employees
of
daigle
electric,
even
though
they're
not
a
chelsea
company,
they're
out

lowell
that
they
were
willing
to
come
down
here
to
help
somebody

contractor
for
2021,
the
total
contract
cost
would
be
one
million
seven
hundred
eighty
four
thousand
nine

2019
projection
to
the
council
indicated
that
once
we
brought
water
and
soar
in-house,
our
additional
city
costs
would
only
be
one
million.
Four
hundred

thereby
generating
savings
of
355,
713
and

cents.

Specifically,
we
submitted
an
fy21
water
and
saw
enterprise
budget
with
no
new
costs
in
the
city
resulting
from
a
transfer
of
only

numbers
the
year
before
the
projected
savings
would
therefore
increase
at
the
high

operating

system

employees,

proposed

fy
21
to
operate
the
system
with
only
10
new
employees.
This
was
mainly
due
to
the
economics
constraints

fashion

an
ideal
solution.

expect
to
recommend
a

employee
and

contingent,
as
originally
envisioned
once
the
economic
situation
improves
and
certainly

we
will
secure

full

it

to
be
saving.
So
maybe
I

kind

thinking
about
a
little
differently
than
what
was
presented
to
me.

I
just
wanted
to
make
that
clear.

Recently,
the
city
was
notified
by
the
executive
office
of
energy
and
environmental
affairs
eea
that
the
parcc
grant
has
been
temporarily
awarded
pending
execution
of
the
state,
grant,
contract
and
fulfillment
of
all
pre-award
program
requirements
for
this
grant.
The
proposed
renovations
of
the
mace
tot
lot
include
replacement
of
the
prey,
lounge
rubber
surface,
surfacing,
introduction
of
new
playground,
equipment
and
installation
of
a
new
water
feature
and
splash
pad
installation
of
a
new
site,
furniture
and
lighting
and
reconstruction
of
all
site
utilities
once
completed.

The
design
process
will
include
coordination
with
park
users,
neighborhood
residents
and
other
stakeholders.
Already
an
initial
public
meeting
has
been
convened.
We
anticipate
holding
two
additional
public
meetings
to
gather
resident
input
on
design
features
and
park
amenities
during
the
winter
and
spring
of
twenty
twenty
one.
Reconstruction
of
the
playground
will
occur
during
fiscal
year.
Twenty
twenty
two
and
hopefully
be
completed
by
june
thirtieth.
Twenty
twenty
two
prior
to
the
commencement
of
construction,
a
public
informational
meeting,
will
be
held
to
inform
residents
about
construction.

As
a
reminder,
the
park
grant
program
operates
as
follows:
the
commonwealth
pays
70
percent
of
the
cost
of
the
park,
improvements
up
to
a
maximum
state
share
of
four
hundred
thousand
dollars.
However,
the
park
grant
is
a
reimbursement
grant.
This
means
that
the
city
expends
the
funds
for
the
project
and
then
requests
reimbursement
from
the
commonwealth
per
park
grant
guidelines.

To
date,
the
city
council
has
appropriated
350
thousand
dollars
through
the
fy
21
capital
improvement
project,
leaving
this
balance
of
four
hundred
thousand
dollars,
which
we
expect
to
be
fully
embarrassed
reimbursed
by
the
commonwealth
in
the
event
that
this
park
ultimately
costs
more
than
the
estimate,
which
is
not
uncommon.
I
may
return
to
the
city
council
for
further
appropriation.

this
reason,
they
are
allowed
to
have
a
city
vehicle
at
home.
For
that
purpose,
there
are
a
handful
of
departments
that
have
take
home
vehicles
in
isd
and
e911.
The
sole
take
for
home
vehicle
is
utilized
by
the
respective
department
head
in
police,
fire
and
dbw.
There
are
multiple
positions
that
require
emergency
response
and
thus
qualify
for
take-home
vehicles.

list
of
all
take-home
vehicles
by
department
and
included
the
gas
usage
during
calendar
year
2020.

most
of
the
positions
on
the
list.
The
vehicle
is
required
to
be
used
solely
to
go
back
and
forth
to
work
and
for
emergency
response
and
is
not
allowed
for
off-duty
use
exceptions
for
general
off-duty
use
exist
for
the
chelsea
police
chief,
the
fire
chief,
the
deputy
chief
of
operations
and
the
911.

what
I
see
here,
these
vehicles
are
supposed
to
be
used
as
a
take
a
portal
to
go
back
and
forth,
but
as

like

9-1
guy,

don't
mean
to
say
anybody,
but
there's
people
in
here
right
that
are
using
this
car
all
day
long.
That's
not
what
they're
supposed
to
do.

as

program.

we

program:

electric
choice,
optional
chelsea
and
with
the
help
of
our
constituents
consultants,
we

developed
a
draft
aggregate
aggregation
plan.
This
is
a
document
is
a
high
level
authorization
document
that
outlines
the
structure
of
the
city's
program
and
how
it
will
meet
regulatory
requirements.

Launching
this
program
requires
approval
of
the
aggregation
plan
by
the
department,
massachusetts
department
of
public
utilities
dpu
prior
to
submitting
the
aggregation
plan
to
dpu.
The
city
is
required
to
make
the
aggregation
plan
the
accompanying
education
and
outreach
plan
and
the
city's
draft
model
electricity
service
agreement
available
for
public
review
and
comment
to
kick
off
the
a
three-week
public
preview
review
rather
and
a
comment
period.

education
and
outreach
plan
details
how
chelsea
electricity
customers
will
be
educated
about
the
program
and
their
rights
within
it.
The
public
presentation
of
the
aggregation
will
be
publicized
in
accordance
with
the
education
and
outreach
plan,

efforts

publicity
will
include
a
press
release,
social
media
postings
emails
and
special
outreach
to
constituent
groups.

able
to
access
the
aggregation

be

conclusion

comment

chelsea
would

the

contribute

our

long-term

plan

pandemic

externalities

homes

years

it
is
a
collaborative
effort
with
city
life,
vita,
urbana,
greater
boston,
legal
services
and
basically
we're
all
working
exactly
what
you're,

you're
suggesting
we're
trying
to
figure
out?

address
this
housing
issue
that
we
have
here
and
we're
putting
all
of
our
heads
together?
We've
met
with
the
governor
we've
met

members

the
health

human
service
department
to
the
community
development
team.

these

that
what

talking

absolutely
falls
in
line

we're

for

these
discussions

been
had-

just
want
to
recognize
council

work

say

rather

duplicatous
work

bring
these
up

that
table

council

by
route
1
and
the
tobin
bridge.
So
if
you
live
in
close
proximity
right
adjacent
to
that
bridge,
go
ahead
and
come
to
city
hall,

for
for
planning.
There
are
applications
available.

homeowners

benefit

repairs.

advise

from
insulation
and
many

repairs
