community
development
board
is
reviewing
a
request
to
designate
the
former
north
ward
school
as
historic
and
to
make
a
recommendation
to
the
city
council.

is
a
level
two
case
all
level
two
cases,
such

flexible

quasi-judicial
hearings
in
a
quasi-judicial
hearing.
The
community
development
board
reviews,
the
application,
the
staff
report,
correspondence
and
all
evidence
presented
today
and
makes
a
final
decision
subject
to
appeal.

qualified
all
the
city
staff
who
will
testify
as
experts
in
their
area
of
professional
training,
education
experience,
the
list
of
study
staff
experts
in
their
resumes
are
in
the
handbook
on
the
podium
near
the
entry

desire
to
be
qualified
as
an
expert
witness
shall
so
request
at
the
beginning
of
the
case
and
present
a
resume
to
each
board
member.
The
board
shall
determine
whether
or
not
to
qualify
the
person
as
an
expert
at
the
beginning
of
each
level.

be

the
applicant

provided

costs
and
materials
and
challenges
with
materials
delivery,
and
there
are
no
changes
to
the
proposed
project
that
I'm

I
would
like
to
incorporate
all
of
the
evidence
and
presentations
that
were
presented.
I
point
that
out,
because
it's
not
like
this
project
has
been
entitled
to
any
extra
density
or
anything
that's
being
held
as
a
special
benefit
that
could
be
used
somewhere
else
and
the
property
owner
of
the
city
has
a
25-year
lease
with
15-year
renewal
terms
up
to
40
years.

So
this
request
is
really
not
delaying
anything
and
certainly
there's
no
reason
why
the
extension
itself
would
have
any
negative
impact
whatsoever
on
any
other
party
or
anyone
else
under
what
we're
looking
at
today.
As
you
know,
well,
is
not
site
plan
approval.
That's
already
been
done.
What
we're
looking
at
is
a
discretionary
one-year
extension
of
the
deadline
to
apply
for
the
building
permit
under
section
4-407
of
the
code,
which
all
it
requires
is
good
cause
to
be
shown,
and
it
has
to
be
for
the
originally
approved
plan.

only
issue
that's
before
you
today
is
whether
good
cause
has
been
shown
for
the
extension
under
section
4-407,
and
that
section
itself
notes
that
good
cause
may
include
unexpected
national
crises,
which,
of
course,
a
pandemic
would
qualify
for
and
also
issues
related
to
the
economy,
which
scarcity
and
increase
in
costs
certainly
would
qualify
for
that
as
well
with
that
I'll
answer,
any

that
you
have.
