comments,
especially

the
new
board
members
in
1998
clearwater,
hired
boca,
raton
attorney
and
planner
charlie
seaman
to
rewrite
the
clearwater
development
code.
He
was
also
the
author
of
the
clearwater
beach
by
design
in
december
of
2004.

also
available
from
the
city
but
reportedly
has
not
been
shared
with.
You

a

the
training
session.
The
whole
session
is
about
five
hours
long
and
includes
question
and
answers
and
discussions,
but
the
key
part
of
it
is
35
minutes
section
that
covers
the
basic
concepts
of
the
new
code
within
that
50
35
minute
section
is
a
55
second
segment
that
I'd
like
to
share
with
you
today,
because
it,
I
believe,
is
core
to
the
entire
development
code
in
it.

trying
to
do
is
make
it
efficient
so
that
we
could
trade
efficiency
for
quality.
That
was
the
objective
and

during
the
the
conversation
we
developed
a
concept
that
we
wanted
the
code
to
be
guided
by
the
following
concept.

value
creation
code
and
we
said
that
if
each
step
of
the
process,
as
you
develop
the
standards
of
the
code
and
as
you
implement
the
code,

you
focus
on
creating
value
for
three
entities,
you

positive

and
neighborhoods,
and
the
city
of
clearwater-

I
believe
today,
as
I
stand

make

creates

three

going
