Trolley
aims

Transportation

its
guests
showcasing

lot
in
the
hot,
clear
water
and
whereas
Jolly
Trolley
Services
continue
to
reduce
vehicle
emissions,
alleviate
traffic
congestion
and
enhance
the
experience
of
visiting
Clearwater
Beach.

therefore,

Jolly
Trolley

we
wanted
to
come
here
tonight
to
to
accept
the
proclamation
from
you
and
also
think
that
through
our
city
council,
because
if
it
hadn't
been
for
you,
the
last
40
years
would
not
have
happened
in
1982
the
spring
of
1982.

The
water
City
commission
at
the
time
started
the
Jolly
Trolley
as
a
six-month
pilot
program
and
that
six
month
pilot
program
was
successful
enough
that
they
continued
it
on
operated
by
psda
until
1993
when
we
became
a
501
C3
organization,
which
we
are
today.
But
again
our
40-year
success
is
owed
to
the
city
of
Clearwater
and
to
the
city
of
Clearwater
city
council,
because
it
hadn't
been
for
for
the
council's
decision
to
start
it
as
a
pilot
program.
Many
years
we
would
not
have
been
able
to
serve
the
community
for
all
these
years.

celebrating
over
the
next
few
months.

request
last
night

the
city
manager
that
the
staff
is
polling,
item
9.1
and
that's
the
ready
for
100..
It
will
not
be
discussed
tonight,
but
it
will
come
back
at
another
meeting.
So
individuals
that
are
present
tonight
may
speak
under
citizens
to
be
heard
regarding
ready
for
100.
So
that
way
they
don't
wait
to
the
very
end
and
realize
that
the
item
is
not
going
to
be.

I
am
against
the
proposed
Charter
School
at
2433
Nursery
Road
November,
the
12th
of
21
I
talked
and
emailed
Melissa
Hawk
Baker,
asking
her
to
keep
me
informed.
December
21st
of
21.
She
received
an
email.
I
received
an
email
from
her
of
the
preliminary
plan
approval,
but
then
no
Communications
received
after
this
date
from
her
or
Gina
Clayton.
The
first
plan
of
September
22nd
of
21,
the
DRC
of
October,
the
18th
of
21.

In
the
vote
by
the
city
council
of
January,
the
20th
at
22
were
illegally
processed,
which
we
all
know
was
due
to
a
technical
Heir.
As
Mr
Jennings
stated
on
March
the
17th
during
a
council
meeting
the
second
plot
notice
on
March,
the
21st
of
22
and
the
DRC
of
April.
The
first
were
clearly
fixed
with
the
help
of
Mr
mergolis,
the
City
attorney,
as
stated
he
and
the
school
attorney
privately
discussed
the
possibilities
of
reapproving
the
second
flat
and
returning
it
to
the
council
for
some
kind
of
second
final
approval.

But
this
process
never
occurred
due
to
Legal
costs,
both
Mr
Jennings
city
manager,
Mr
mcgois.
The
City
attorney
allowed
legal
problems
to
exist
during
this
past
year
by
allowing
the
splitting
of
this
property
into
two
shared
Parcels.
Both
did
not
take
the
responsibilities
but
complain
asking
too
many
questions
from
us.
Mr
Jennings
transferred
down
his
decision
problems
on
emails
to
miss
kivett,
a
staff
Personnel
to
avoid
being
responsible
for
making
decisions
about
the
traffic
study.

One
fact
emitted
from
the
traffic
study
was
that
more
traffic
would
be
coming
from
Bel
Air
Road
and
South
Haven
Drive
to
Nursery
than
reported
by
the
traffic
study.
Ms
kivett
then
emailed
me
that
the
city
will
not
discuss
professional
technical
concerns
of
the
report
in
the
traffic
flow.
This
stopped
our
communication,
October
20th
of
22
Mr
Jennings,
stated
that
the
council
meeting
that
he
would
get
back
to
me
as
the
point
person
with
answers,
but
for
over
a
month
has
failed
to
do
so.
Does
this
show
a
lack
of
his
responsibilities
and
Leadership
November?

The
14th
our
group
for
two
hours
met
with
mayor
Hibbert
personally
to
walk
Nursery
Road
and
hear
our
concerns.
He
received
24
key
documents
and
forward
to
Mr
Jennings
16
for
answers.
November
30th
finally
received
an
email
from
the
questions
and
answers
by
the
city
staff
and
for
mayor
Hibbett.
I
responded
back
the
same
day
with
facts
and
details
disputing
what
the
staff
answers.
The
staff
is
now
more
informed
and
that's
why
we
disagree
with
the
staff's
decisions.
This
is
just
the
wrong
place
to
build
a
charter
school
using
Nursery
Road.

involves
three
attorneys,
all
of
whom,
seemingly
either
don't
know
what
the
city
code
is
or
didn't
bother
to
find
out.
The
first
was
the
churches
attorney,
so
they
sold
a
piece
of
property
without
knowing
what

consequences
were.
The
second
was
the
church,
the
school's
attorney,
and
the
third
was
the
City
attorney.
So
in
the
city
code,
which
I've
already,
given
you
twice
or
three
times
the
code
number,
the
code
specifically
says
when
you
sub
play
when
you
make
a
plat
division,
you
do
not
have
the
right
to
use
additional
right
away.

The
school
needs
that
road.
They
can't
have
the
road
by
city
code.
They
made
a
fatal
Mistake
by
dividing
the
property.
To
begin
with.
Now,
today
we
received
the
message
from
the
staff.
They
finally
agree
to
something
that
something
is

the
school
should
be
treated
the
same
as
public
schools,
so
the
school
according
to
city
code
should
be
front
facing
that's
your
law.
That's
not
the
design.
Take
a
look
at
it,
it
should
be
on
a
proper
Road

code
defines
the
roads.

Nursery
Road
is
not
one
of
the
qualifying
roads,
so
the
whole
plot
division
process
is
all
screwed
up,
as
Mr
bierenbaum
said
so.
The
City
attorney
goes
through
makes
this
sweet
deal
with
the
development,
but
he
abrogated
our
rights
as
Citizens,
because
we've
never
been
able
to
speak
to
the
council
for
this
on
an
official
Council,
a
meeting
for
this
issue
and
the
staff
errors
have
been
compounded.

adhere
to
the
law,
that's

we're
asking
for,

what
do
we
get
back
from
the
city
sue
us

crazy.

would
we
want

sue
the
city
we

do
the
bidding
for
the
citizens
of
Clearwater?

wrong

this

answers

a

the

grew

process

senior
staff

required
public
city
manager

City
attorney
performance
review
that
you
did
at
the
last
meeting.

I

especially
like

recognize
the
council
member
bunker
for
the
advance
written
comments
that

attached
to
the
meeting
agenda
in
advance
of
meeting,

we
knew
what
was
coming.

agree

that
process

very
helpful

involves
input

groups

think
I
even
saw
on
the
board
that
you
have
something
scheduled
next
week
on
that
so
I'm
pleased
by
that.
Lastly,
I
was
heartened
by
the
vice
mayor
and
the
mayor's
support
for
the
council.
Selecting
as
a
group.
Several
key
city
manager
objectives
I
observe
that
the
agenda
package
included
a
proposed
list
of
goals
submitted
by
the
city
manager.

Silman
actually
came
down
to
speak
about
the
ready
for
100
resolution
that
suddenly
got
pulled,
but
I
came
to
speak
because
I
have
some
specialized
knowledge
in
this
area
I'm
a
long
time
it's
an
energy
advocate
in
the
area
I
presently
chair
a
clean
energy
committee
with
our
Suncoast
Sierra
Club,
the
aim
of
which
actually
is
to
help
our
other
filipinel
cities
that
have
already
adopted
clean
energy
goals
to
implement
those
and
we've
put
together
a
nice
little
portfolio
of
tools
actually,
and
we
hope
to
be
a
partner
with
everybody
going
forward
on
this.

But
our
commission,
our
committee
excused
me,
was
an
outgrowth
of
the
campaign
to
get
Pinellas
County
to
adopt
clean
energy
goals,
100
renewable
energy
goals,
which
they
did
last
year
about
this
time.
That
process
took
a
couple
of
years.
We
have
a
global
pandemic
in
the
middle
which
slowed
us
up
a
little
bit,
but
over
the
course
of
that
time.
I
was
immersed
in
this
very
subject
matter
of
clean
energy
commitments
and
and
most
relevantly
the
key
questions
Is.

It
feasible
technically
feasible,
economically
right
and
I'm
happy
to
report
that
question
number
one
is
it
technically
feasible
is
a
resounding
yes.
Analysis
abounds
not
only
that
if
we
don't
have
everything
we
need
in
hand
today
to
accomplish
this,
we
sure
have
90
percent
of
it.
This
is
going
to
be
a
question
of
deployment,
not
invention
and
in
order
to
convey
this
to
the
county.

I
actually
put
together
a
webinar
and
I
was
very
fortunate
to
get
probably
the
number
one
expert
on
this
subject
in
the
country.
Maybe
the
world
he's
a
gentleman
named
Mark
Jacobson
he's
a
professor
at
Stanford
he's
been
modeling
Pathways
to
100
clean
energy
for
20
some
odd
years,
and
he
gave
a
great
presentation.
I
I
will
gladly
pass
that
along.
I
would
suggest
that
you
all
take
a
look
at
that
because
he
answers
this
question
better
than
anybody
question
number
two:
is
it
economically
viable?

That's
the
great
news
in
a
nutshell,
because
over
the
last
five
years,
clean
energy
has
become
soundly
cheaper
than
fossil
fuel
energy,
it's
winning
fair
and
squaring
the
market.
Solar,
wind
and
efficiency
today
are
cheaper
than
even
Frac
natural
gas
and
they're
still
going
down.
The
cost
to
her
markets
are
responding
accordingly.
These
Technologies
are
booming,
they're
being
deployed
just
as
fast
as
the
costs
have
declined,
and
the
clean
energy
transition
is
well
underway,
not
so
much
in
Florida.

Sadly,
but
in
many
other
parts
of
the
country
in
the
world,
the
clean
energy
transition
is
well
underway,
and
it's
all
being
driven
by
the
economics,
so
I
hope
when
it
does
come
up
in
the
agenda,
you'll
support
it.

marketing

local
service

demand
door-to-door

Clearwater
Beach,

Key
and
Island

permits

pick
up
at
Tampa
International
Airport
in
St
Pete,
Clearwater
Airport.

rides
for
over
a
hundred
thousand
passengers
a
year
and
we
off

tried
to
provide
a
safe,
reliable
transportation
service

only
for

tours

for
our
locals,
and

formula
has
been
working
on

beach

fill

Fund
money

allocation
was
just

a
million
dollars
that
money's

spent,

receive
loan
payments
from
the
distribution
of
those
funds,
because
we
carry
a
balance,
we're
required
to
submit
a
plan
to
Pinellas
County
for
the
use
of
these
funds.
Every
three
years
this
funding
source
was
created
to
mimic
the
ship
program,
State
Housing
Initiative
partnership
program,
so
anything
we
can
do
with
ship.

can
do
with
with
this
funding
source.
The
advantages
of
this
funding
source
is
more
flexible.
Okay,
we
anticipate
spending
293
710
over
the
next
three
years.
That
includes
the
current
balance
and
program
income.
The
plan
states
that
we'll
use
these
funds
on
three
main
strategies:
one
to
produce
new
rental
and
owner
housing,
two
to
preserve
existing
rental
and
owner
housing
and
three
general
program
Administration,
which
is
primarily
staff
salaries.
These
strategies
are
intentionally
broad
to
give
staff
the
flexibility
to
spend
these
funds,
while
remaining
compliant
with
the
regulations.

in

Water
is
affecting
my
family

dying.

We
are
trapped
in
a
box
of
poison.
Okay,
the
very
simple
version
of
this
story
is
at
our
leased
home
in
Clearwater
has
had
an
unattended
Major
League,
several
minor
leagues
that
have
been
overlooked
since
we
moved
in
basically
in
October
of
2019.
The
league
in
an
unfit
handyman
posed
a
whole
lot
more
issues.
Water
everywhere,
which
my
husband
eventually
ended.
Up
cleaning
up
himself
towards
the
height
of
the
pandemic,
calls
and
emails
to
the
private
manager
went
unreturned.

We
had
just
paid
six
months,
rent
in
advance,
so
our
hands
were
tied.
We
couldn't
put
anything
in
escrow.
We
had
nothing
to
do.
A
horrible
smell
began
began
emanating
from
the
kitchen.
All
five
members
of
my
family
got
really
sick
a
lot
all
the
time
very
frequently
in
a
perfect
storm
of
bizarre
conditions
and
covid,
a
lot
of
doctors
from
pediatric
cardiologists
to
endocrinologists
attributed
things
like
10
year
old
heart
arrhythmia.
Out
of
nowhere,
my
memory
loss
I
have
to
write
everything
down
or
I,
don't
remember
it.

Now,
after
certain
stages,
the
pandemic
had
passed
and
the
diagnosis
became
more
clear.
We
realized
that
these
were
not
things
that
were
affecting
us
and
we
weren't
having
people
listening
to
us
as
it
would
turn
out
because
of
all
the
unattended
leaks.
We,
our
house
has
240
times
the
amount
of
toxic
black
mold
that
the
CDC
deems
the
acceptable
limit
of
toxic
molds.

much

challenging
for

going
to
be
sleeping
every
night
and
it's
and
knowing
that
knowing
that
so
little
can
be
done,
is
frightening
and

learned
from
my
wonderful

this

Margolis

Security
of

percent,
which

him

stance
at
this

agree,
I
did
about
four
years
in
Corporate
America,
so
I
experienced

witnessed
the
benefits
in
my
mind,

Performance
Based
salary
increases

David
margolis's
situation,
in
the
sense
of
the
responsibility
that
he
has
and
and
honestly
the
performance
I
look
more
of
it
as
a
performance
Merit
increase,
rather
than
just
inflation
and

think
it's
important
that
I
view
it.

vote

bluff
properties,
scientology's

miscavage,
said
he
was
non-committal
on
yes
for
Clearwater
or
asking
other
folks
to
vote
Yes,
and
now
that
the
votes
are
tallied.
It
appears
that
the
only
present
in
the
city
that
voted
more
no
than
yes,
one
District
that's
heavily
packed
with
Scientology
sea
Arc
members.
That
may
be
a
coincidence,
or
it
may
be
a
reminder
that
David
miscavige's
goals
are
not
the
same
as
the
cities
yeah.

We
need
to
deal
with
the
fact
that
Miss
cabbage,
orchestrated
the
secret
purchase
of
much
of
the
downtown
to
use
his
leverage
to
get
what
he
wants.
I
understand
that
some
sort
of
land
swap
will
will
likely
come
before
us
soon
and
we'll
all
weigh
the
benefits
of
whatever
deal
is
offered.
But
I
continue
to
urge
that
Miss
cabbage
needs
to
come
through
first
with
actions
before
we
give
him
any
reward.

exciting
news
is
that
miscavige
plans
to
meet
with
every
one
of
us
on
the
council
to
personally
lay
out
his
plans
for
the
downtown
and
that's
likely
to
be
a
rehash
of

what
he
presented
back
in
2017.

council
said

sorry
did
I
say
he
was
meeting
with
everybody.

he's

except

miscavid

frightened

sit
in

he's
frightened
to
come

to

podium

a
man

head
of

multi-billion
dollar
conglomerate,
whose
entire
sales
pitch

David
Miss
cabbage
can't
face
me
as
the
leader
at
the
top
of
this
Enterprise
delivering

standard
Tech.
He
is
admitting
that
the
tech
does
not
work
at
least
for
him.
He
can't
confront
me
now

afraid
to
sit
down
and
talk
to
Miss
cabbage,
but
he
won't
speak
to
anyone
who
understands
how
the
organization
is
run
and
what
how
the
leader
he
really
is.

were
140
families

Pinellas
County,

minor
children,
living
on
the
streets
or
couch
surfing
or
living
in
Rundown
hotels,
and
that
number
continues
to
increase
and
that's
pretty
steady,
you
know
I
mean
there
are
always
80
to
I,
was
shocked
at
140
this
week,
but
that
was
the
updated
number.

would
also
say
that
you
know
when
we
look
at
green
print
goals
and
having
numbers
and
having
a
clear
path
on
where
we're
going.
We
also
have
the
Pinellas
County
community-wide
Housing
compact,
that
we've
all
signed
on
to
the
county
side
onto
and
it's
you
know,
to
guarantee
housing
for
people
who
live
in
Pinellas
County
and
whereas
we
have
Pinellas
County
will
need
an
increase
of
nearly
1
000,
affordable
housing
units
per
year.

decade
to
keep
Pace
with
population
growth
and

don't
know
where
the
numbers
are
or
the
plan
is
to
get
a
thousand
affordable
housing
units
per
year
because
we
don't
have

don't
have
any
numbers
here
worked
out,

know
our
housing
department
doesn't

know
the
county
doesn't,
and
so
let's
keep
our
fingers
crossed
and
work
really
hard
to
try
to
find
some
answers.
But

know
we
sign
on

resolutions

good
intentions

direct
our
work
and
focus
