but
it

generated
emotional
instability,
it's
generated
mental
illness
and
it
has
caused
financial
disasters
and
there
are
a
lot
of
small
businesses
that
are
struggling
wanting
to
know
how
they're
going
to
continue
and
and
be
able
to
continue
to
serve
people
once
we
finally
make
it
through
this.
This
this
this
viral
attack
on
our
our
country.

There
are
also
individuals
who
are
wondering
how
they're
going
to
pay
their
light
bill
and
pay
wondering
how
they're
going
to
hang
on
to
their
houses.
So
the
cares
act.
Funding
that
we're
here
to
talk
to
you
today
about
we
have
lobbied.
I
know
the
city
manager
has
has
been
in
constant
contact
through
his
associations.
The
city
attorney
has
likewise,
and
I
have
actually
been
able
to
speak
with
the
governor's
office
a
couple
of
times,
as
well
as
the
georgia
municipal
association
and
the
association
of
the
county.
A
Commissioners
of
georgia
have
all
been
working
very
hard
to
try
to
gain
access
for
local
governments
to
some
of
the
funding
that
was
was
made
available
through
the
cares
act.
So
we're
excited
to
announce
that
we
were
successful
in
having
access
to
some
of
those
funds
that
will
help
to
reimburse
some
of
the
costs
directly
related
to
covet
19,
but
that
we're
not
eligible
for
any
other
reimbursements.

The
good
news
is
that
the
money's
going
to
be
available,
the
the
less
than
good
news,
is
that
it
is
a
very
short
window
for
the
first
for
the
first
disbursement
and
we
have
thanks
to
our
staff
working
so
hard.
They
have
taken
steps
that
I
think
have
been
absolutely
spot
on
in
helping
us
to
continue
to
be
able
to
maximize
the
impact
of
this
funding
throughout
our
community.

leadership

thank

our
city
council
to
our
department,
heads
and
department.
Heads
would
be
those
not
only
in
public
safety
but
general
government.
We
have
a
lot
of
city
government
employees
who
we
consider
first
land
workers
who
are
not
in
public
safety.

would
be
departments
like
metro,
transit
and
many
others,
but
thank
you
to
the
deputy
city
managers,
our
department,
heads
and
all
of
the
columbus
consolidated
government
employees,
as
we
have
worked
to
try
and
make
what's
difficult,
look
easy
by
continuing
to
provide
the
citizens
of
columbus
with
the
services
that
they
expect
and
depend
on.
So

to
the

folks

all
sorts
of
ways.

introduce
the
team
that
we
have
assembled
for
this
particular
project,
which
includes
andy
luker,
lisa,
derose
and
karen
cook,
along
with
our
finance
team,
which
includes
william
taylor,

cardin
and
amy

and
they
are,
they
are
part
of
our
finance
review
team
that
will
be
reviewing
the
applications
later
and
we've
depended
on
them
a
lot
to
help
us
as
well.
I
want
to
tell
you
a
little
bit
about
how
the
cares
program
cares.

Columbus
cares
will
work
in
columbus
as
isaiah
and
and
mayor
skip.
Henderson
noted
this
is
federal
funds
through
the
state
through
to
the
city
and
it's
for
coveted
19
related
expenses
that
are
not
reimbursed
by
any
other
source,
meaning
you've
got
to
have
already
spent
the
money
and
it's
got
to
be
not
reimbursed
by
another
source.
It
can't
be
covered
by
insurance.
It
can't
be
covered
by
other
federal
dollars.
Other
cares
program.

Arts
agencies,
cultural
arts
agencies
which
have
suffered
immensely
because
they've
been
in
effect,
shut
down
by
covid
and
medical
and
healthcare
organizations,
everything
from
hospitals
to
small
practices
of
medical
professionals,
and
that
includes
everybody
in
the
medical
health
care
field,
from
doctors
and
physicians,
to
mental
health,
therapists
to
rehab
specialists,
etc.
Again,
all
these
are
coveted
related,
unreimbursed
expenses.

The
expenses
that
qualify
are
were
designed
through
some
federal
guidelines,
very
few
state
guidelines,
but
to
maximize
the
reimbursable
expenses
and
include
things
like
personal
protective
gear,
whatever,
whatever
that
ppe
that
you
have
purchased
for
employees
or
for
your
clients
or
for
your
members
or
your
patients,
things
like
masks
things
like
plexiglas
dividers
things
like
foot
coverings,
any
kind
of
shielding
that
you
do
for
your,
especially
in
the
medical
field,
the
shields
that
they
have
to
wear
so
anything
that
is,
ppe,
oriented
renovation,
retrofit
reconstruction
rehab
to
accommodate
social,
distancing
and
safety.

And
that
includes
things
like
if
you,
for
example,
if
you
are
a
medical
clinic
and
you
created
a
separate
entrance,
you
had
to
construct
a
separate
entrance
or
a
separate
office
for
coveted
patients.
Then
that
is
an
unreimbursed
covert.
Related
expenses
that
would
be
covered
under
this
cares
act.

Anything
that's
related
to
coveted
medical
testing,
contract
tracing
mobile
testing.
Any
of
those
expenses
are
included
technology,
and
this
is
one
of
the
things
that
would
be
especially
valuable
for
small
businesses
and
that
would
be
technology
expenses
that
were
again
coveted
related
that
you
had
to
do
because
of
covid.
But
that
would
include
things
like
if
you
had
to
give
employees
laptops
to
take
home
if
you
had
to
provide
vpn
virtual
networks
for
people.

If
you
had
to
provide
hot
spots
for
people
firewalls
for
people
to
work
from
home,
that's
a
coveted,
related,
unreimbursed
expense,
and-
and
you
can
do
those
we've
gotten
several
queries
over
the
weekend
of
other
technology-
things
that
we
will
be
including,
and
then
the
one
of
the
biggest
categories
is
what
we
refer
to
as
community
assistance,
which
can
include
anything
from
food
assistance
to
transportation,
funeral
expenses,
legal
services,
health
services,
utility
assistance,
meal,
delivery,
case
management,
there's
a
wide
variety
of
things
that
are
covered
under
that
community
assistance.

So
most
of
the
non-profits
who
work
with
homeless
populations
and
and
demographically
our
lower
to
moderate
income
residents,
their
expenses,
if
they're
not
covered
by
any
other
stores,
would
be
included
in
this.

large
overview

a
lot
of

where
we're
trying

answer
every
possible
question
that
we
might
have

applications
open
today,
august
10th

they
will.
The
application
deadline,
is
5
pm
monday
august
24th,
that's
a
tight
turnaround,
but
then
that
gives
the
the
our
finance
people
a
couple
of
weeks
to
review
those
applications
and
verify
all
that
documentation
that
you
will
have
to
provide
with
an
application
for
questions
about
the
program.
