From YouTube: Districting Commission Meeting 11 15 2021
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
All
righty
a
good
afternoon,
I
think
we're
ready
to
get
started
so
I'll
wave
high
on
to
the
cameras
there.
It's
my
understanding
that
this
is
being
recorded
and
broadcast
across
the
columbus,
consolidated
government,
television,
network,
hello
and
welcome.
My
name
is
mark
d'antonio
and
I
am
the
muskogee
county
probate
court
judge
and
chair
of
this
commission.
A
L
Gloria
strode
product
of
muscogee
county
school
district,
a
graduate
of
the
albany
state
university
and
I
served
as
your
2010
u.s
census
liaison
and
your
2020
u.s
census,
liaison
for
the
atlanta
regional
census
center.
A
Okay,
I
put
on
the
agenda
that
I
would
like
to
say
what
my
hopes
and
goals
are
for
this
evening.
A
As
everyone
knows,
this
is
a
lot
of
data
and
a
lot
to
digest
and
by
doing
it
that
way,
that'll
give
the
public
one
more
opportunity
to
be
heard.
Having
said
that,
it's
up
to
the
commission
to
decide
how
we're
going
to
handle
these
matters,
but
I
did
want
to
set
that
out
as
perhaps
a
goal
for
this
evening.
I
know
to
some
extent
we
all
want
to
get
this
over
with,
but
again
I
think
it's
very
important
that
everyone
has
an
opportunity
to
be
heard.
A
H
I
don't
oppose,
but
for
those
that
made
the
motion,
would
you
please
state
your
name
for
the
recorder?
Please:
okay,
byron,
hickey,.
N
A
P
Thank
you
judge
good
evening,
everyone
as
you've
gotten
your
packets.
You
know
that
we've
done
a
few.
We
heard
what
you
had
to
say
at
the
work
session.
We
came
back
and
did
a
few
more
readjustments
and
we'll
go
through
this
quick
presentation,
presentation,
real,
quick
and
then
get
into
talking
about
the
new
scenarios
that
have
been
presented.
P
P
P
Our
population
overview
right
now.
These
are
all
within
one
percent,
but
as
you
can
see,
we
have
districts
one
five,
seven
and
eight
that
are
under
target
and
then
two
four
and
six
are
over
target
and
three
is
actually
dead
on
the
money.
P
This
is
one
of
the
first.
This
is
the
first
scenario.
We
brought
you
all
that
protected
all
the
incumbents,
but
really
showed
some
changes
in
lines.
P
P
Five
and
six
have
do
have
the
population
to
play
with,
but
we
did
have
to
do
some
alterations
to
seven
and
eight,
but
we
brought
five
further
south
back
to
its
norm,
its
previous
lines.
As
best
we
could
and
moved
district
six
to
its
previous
lines.
As
best
we
could.
We
obviously
had
to
pull
some
from
district
8
and
then
to
make
district
7
whole
district
7
had
to
take
some
from
district
8
and
we'll
get
into
the
specific
five
and
six
maps
here
on
both
scenarios.
P
G
and
h,
you
will
see
that
district
seven
reaches
all
the
way
up
to
54th
street
up
to
the
south
side
of
54th
street,
but
does
not
get
into
the
bellwood
neighborhood.
P
Here
is
the
actual
district
map
for
district
five
again,
like
I
said
we
did
pull.
P
P
And
this
is
district
six.
You
can
see
that
that
district
picked
up
a
lot
more
than
what
it
had
in
the
previous
scenarios.
It
is
gonna.
If
these
are
adopted,
it
would
lose
flat
rock
park,
the
midland
commons
development
and
then
some
of
the
neighborhoods
around
wings
road.
P
In
scenario
h,
it
is
the
same
as
scenario
e
for
districts,
one
two,
three,
four,
seven
and
eight
again.
The
only
change
is
between
five
and
six
here.
It
is
again
with
eight
and
seven.
This
time
eight
keeps
54th
street
south,
but
seven
picks
up
a
little
bit
to
the
east
around
the
lake
bottom
area,
but
again,
five
again
picks
up
those
same
areas
and
then
does
stretch
a
little
bit
north
on
wings,
road
and
then
six
again
blues
is
pretty
much
the
same
thing.
It
does
in
scenario
g.
J
H
J
J
Yeah
yeah
demographics,
mr
hales,
for
five
and
six,
mr
hales
five
and
six
on
g
and
h,
five
and
six
on
g
h.
P
Five
is
25
156
again,
it
is
within
one
percent,
go
to
district
six
and
then
six
is
very
similar.
25
146
68
within
the
one
percent
and
we're
gonna
look
at
h.
Now,
yeah.
You
look
at
h,
okay,
five
for
h
and
then
it's
pretty
it's
pretty
much
the
same
demographic
numbers
wise.
There
are
ten
more
people
in.
O
Mr
hales
did
you
receive
the
email
from
ms
hodge
with
scenarios
g
and
h
and
then
the
redistricting
demographics,
it's
the
fifth
pdf
down.
If
so,
it
does
a
great
job
of
comparing
each
plan
and
each
demographic
breakout
for
each
district,
and
then
those
areas
of
concern
are
highlighted
in
red
for
each
plan
in
each
district.
If
you
can,
if
you
can
pull
up
that
demographic,
it
makes
it
pretty
clear
just
to
see
how
they
change.
If
you
receive
that,
if
not
I'll
go
print
some
off.
B
This
isn't
a
question
but
more
of
a
comment
from
analyzing
the
demographics
that
from
the
email
it
does
look
as
if
h,
in
my
opinion,
does
the
most
it
equally.
It
keeps
incumbents
in
their
seats,
but
also
from
a
population
standpoint,
a
racial
makeup.
It
doesn't
change
things
too
drastically
there
either.
So
just
wanted
to
add
that
commentary
to
see
what
anyone
thinks
about
that.
I
I
had
sent
the
map
to
the
council
allen
in
district
six
and
he
he
called
me
about
maybe
30
45
minutes
before
the
meeting.
He
had
a
couple
of
things
to
consider
which
I
gave
you,
and
so
there
are
some
tweaks
that
he
would
like,
I
think,
to
look
at
yes,.
A
L
Judged
antonio
before
we
get
to
the
end
of
the
process
and
before
it's
time
to
take
a
vote,
if
we
could
per
the
scenario,
if
we
could
just
have
the
demographics
and
not
so
many
sheets
of
paper-
and
I
know
we
got
to
do
it
right
now
as
we're
working
through,
but
once
we
decide
we're
at
that
point
before
we
take
the
vote,
I
think
it's
just
easier
and
the
reason
I
say
that
is
people
are,
I
don't
know
about
others,
but
I've
received
calls
and
emails
and
people
are
asking
me
specific
questions
and
if
I'm
rifling
through
a
lot
of
papers,
you
know
we're
happy
to
serve,
but
it
can
take
up
a
lot
of
time.
L
So
if
we
could
probably
request
if
we
could
just
kind
of
because
this
is
it's
a
lot
and
of
course
I'm
a
old
school,
so
I'm
going
to
save
every
sheet.
But
when
people
are
calling
and
inquiring,
then
we,
you
know
it
makes
it
easier.
If
we
can
just
kind
of
have
quick
facts,
I
think
that's
what
the
term
I.
A
L
Right-
and
I
do
have
all
my
hard
copies-
it's
just
that
we
need
to
if
we
can
make
it
in
the
world
of
the
census.
We
call
it
fact
sheets
where
you
can
just
look
at
that
one
thing,
and
everything
is
on
that
one
page
not
trying
to
create
more
work,
because
it
is
a
lot
of
work,
but
I
think
for
those
of
us
that
might
have
to
speak
to
folks
calling
us
and
inquiring-
and
I've
spent
quite
a
lot
of
time
today,
speaking
with
people
about
this,
so
that
would
be
helpful.
Thank
you.
B
Just
her
point
of
discussion,
and
if
we
need
to
save
this,
that's
okay,
is
it
possible
to
pull
up
the
eight-page
pdf
that
was
sent
with
the
demographic
breakout
per
district?
It
may
be
good
just
for
conversation
purposes.
Now.
D
A
B
A
B
So
this
was
the
most
helpful
thing
for
me
to
look
at
and
it
this
is
the
most
comprehensive
thing.
If
you
were
to
look
at
this
and
then
just
the
map
separately,
just
the
two
things
so,
let's
say,
example:
you're
looking
at
map
h,
so
let's
say
we're.
Looking
at
example,
h
you
can
go
to
each
one
of
the
districts
and
see
the
population
and
then
racial
change
per
each
individual
scenario.
L
N
L
And
h
we
did
not
have
at
the
last
meeting
for
the
people
that
were
not
here,
because
we
have
people
commissioners
here
tonight
that
were
not
here
prior
meetings.
So
g
h
is
the
information
that
we
just
received
pastor
days.
So
that's
that's
new
to
us.
We
didn't
have
that.
So
that's
I'm
with
the
judge
on
that.
N
N
N
N
N
A
Q
Earlier
mr
roberts
said
something
about
some
proposed
tweaks
to
district
six
and
I'm
curious.
What
those
are
they.
P
Are
and
and
again
we're
gonna
go
we'll
they
were
their
midland
commons,
which
is
the
new
development
where
the
old
swift
mill
was
out
at
80
in
manchester
flat
rock
park,
and
then
the
weems
road
area
and
moon
road
area.
Stone,
mill,
hunter's,
point
charter
oaks
in
that
area.
They
would
like
for
us
to
look
at
those
and
see
if
we
can
do
some
maneuvering
between
the
two.
The
only
problem
you
get
into
is
until
you
start
playing
with
the
census
blocks.
P
You
don't
know
how
big
one
is
so
like
midland
commons
might
be
in
a
census
block
with
the
park
and
something
else
because
nobody
lives
at
the
park
and
nobody
lives
at
midland
commons.
So
it
could
be
a
big
census
block.
We
just
got
to
get
back
in
there
and
find
out
if
we
can
do
some
tweaking
with
that.
Q
P
B
So,
just
to
confirm
the
process
that
will
happen
after
these
meetings.
After
the
meetings
happen.
Any
requests
we
make
changes
will
be
made
sent
to
us
ahead
of
time
like
it
was
done
last
week
sent
to
us
on
a
wednesday
for
us
as
a
group
to
then
review
before
we
come
to
the
meeting
to
have
a
discussion.
A
L
A
I
E
I've
actually
talked
to
counselor
crab,
and
I
think
that
she
was
pretty
much
just
wanting
to
stay
as
close
to
the
census
numbers
as
possible.
I
think
she
did
like
the
c
option,
but
everybody
else,
I
think,
has
decided
that's
not
really
on
what
they
want
any
longer.
So
she,
just
whatever
we
think
is
best
overall,
is
fine.
With
her.
A
P
Our
two,
our
two
most
popular
populist
districts
before
we
even
got
into
this,
were
eight,
not
eight,
two
and
six,
which
is
the
panhandle
in
northwest
columbus.
P
We
we
will
look
at
what
mr
roberts
suggested
before
the
next
meeting
and
if
we
can
make
some
changes
we
will,
but
if
we
can't
we'll
be
sure
to
let
you
know
and
make
sure
you
have
everything,
but
until
we
get
in
there
monday
morning
and
play
with
it
again,
I
don't
know
or
or
two
tomorrow
morning,
yeah.
A
L
For
any
of
the
commissioners
that
might
want
to
confer
with
the
planning
staff
prior
to
because
sometimes
we're
having
sidebars
prior
to
the
meeting
once
they
get
the
email
with
all
the
maps,
is
there
a
point
of
contact
that
a
commissioner
could
reach
out
to
to
get
clarification
in
advance
to
the
meeting,
and
that
might
be
helpful?
Well.
L
D
A
Okay,
is
there
anything
else
I
I
do
want
to
make
another
comment
in
terms
of
the
public.
A
I
did
notice
that
you
know
we
set
up
the
districting
website
for
people
to
make
comments
in
that
process.
As
far
as
I
can
tell,
there
have
been
two
comments.
The
first
comment
was
me:
sending
a
test.
My
comment
was:
this
is
a
test,
but
actually
also
the
commission
doesn't
receive
the
comments.
It's
my
understanding
that
miss
hodges,
secretary
and
and
millicent
are
the
only
people
that
receive
the
comments.
A
I've
changed
that
so
that
we-
and
I
think
actually
the
entire
commission
should
be
allowed
to
see
the
comments
I'm
going
to
read
the
only
other
comment
it
was
from
harry
underwood,
mr
underwood
was
present
the
first
meeting
we
had.
He
reiterates
that
the
commission
should
make
it
a
rule
to
correct
district
lines
to
include
those
who
last
counted
their
last
voluntary
residence
in
columbus,
but
are
now
currently
incarcerated.
I
think,
and
he
cites
to
a
few
websites
about
prison
gerrymandering
as
it's
referred
to.
A
A
To
that
extent,
is
there
anyone
from
the
community
out
here
tonight
that
would
like
to
say
something
unless
we
have
something
else
from
the
commissioners.
C
Mr
chair
and
commissioner
just
want
to
make
sure
I'm
clear.
I
missed
the
last
last
meeting,
but
I
just
want
to
make
sure
that
I'm
clear
on
do.
You
all
have
a
timetable
to
vote
on
this
and
the
timetable.
Does
that
include
the
submission
to
the
city
council?
Thank
you,
sir.
Well,
let
me
have
you
introduce
yourself.
Oh
I'm!
So
sorry
my
name
is
marvin
broadwater
senior.
I
live
at
3004,
slippy
rock
court,
31909
district
6.
so
just
concerned
about.
I
know
the
last
time
I
was
here.
C
A
And
well,
to
that
extent
the
deadline
for
us
to
have
given
the
six-month
constraints
and
miss
boren
or
michelle
feel
free
to
chime
in
on
this
one,
that
the
constraints
in
terms
of
the
may
24th
election
we've
already
or
may
20
that
we're
not
going
to
meet
that
deadline.
So
we're
really
talking
about
districts
that
will
go
into
effect
in
2024.
C
F
Would
it
be
helpful
to
have
the
council
members
and
the
board
members
here
at
one
of
the
meetings
to
voice
their
concerns
about
losing
or
gaining
constituents.
F
A
All
right
so
do
we
want
to
discuss
whether
there's
a
consensus
between
g
and
h.
L
Maybe
I've
missed
something,
but
I
thought
there
was
a
question
about
six
that
the
information
still
has
to
come
forward.
Did
I
miss
that.
P
J
P
It's
it's,
mr
council
allen
would
like
certain
things
in
his
district
that
he
has
now
that
are
not
in
his
district
with
these
proposals,
so
we
will
go
back
and
we
will
look
and
see
if
we
can
adjust
some
of
that
and
make
the
numbers
still
work.
P
Right
we'll
get
on
that
tomorrow
and-
and
we
will
let
you
know
it
won't
take
long
to
let
you
know
whether
we
can
do
it
or
not.
P
Five
and
six
are
already
doing
a
balancing
act
between
the
two
in
g
h.
Now
and
again,
it's
not
like
you
can
go
in
there
and
just
pick
a
neighborhood
and
move
them.
If
it's
in
a
block
which
is
several
neighborhoods,
then
you
end
up
collecting
a
whole
bunch
of
people
and
you
throw
off
your
one
percent,
so
no
promises
there.
M
Yes,
sir,
thank
you
to
the
commission
and
the
chairman.
The
question
was
asked
about
councillors
coming.
I
think
we've
all
been
invited,
so
it's
an
open
invitation
to
anyone
that
wants
to
be
here,
but
thank
you
for
taking
time
out.
I
just
want
to
let
you
know
how
important
this
was
to
me.
I
woke
up
in
savannah
this
morning
finishing
a
conference
I
left
savannah
at
1
30..
I
arrived
in
columbus
at
5
15,
and
here
I
am.
M
L
Always
had
to
talk,
but
I
made
good
grades
if
we
could
provide
the
number
for
ms
hodge
and
the
planning
staff.
Mr
johnson,
like
he
needs
more
work.
I
know
he's
very
busy,
but
I
think
that
will
help
with
some
of
the
commissioners
that
might
have
a
question
since
lucy
said
it's
okay,
if
an
individual
commissioner
calls
staff
to
ask
the
question
in
advance,
I
think
that
will
be
helpful.
Okay,.
L
A
I
hate
to
do
this
to
you,
mr
johnson
phone
number
706-225-393-0.
Q
I'm
curious
as
to
where
we
all
stand
on
g
h.
I
mean
it
seems
from
a
few
of
us
that
it's
acceptable
and
then
secondly,
if
we're
gonna,
I
would
like
to
at
least
consider
trying
to
find
a
way
to
limit
any
additional
time
that
we
spend
in
in
so
far
as
seeking
comments
from
the
existing
city.
Councilors,
let's
go
ahead
and
do
that,
let's
get
on
it
and
if
there's
additional
work.
A
Although
I'm
I'm
hopeful
that
we
might
be
able
to
get
this,
it
does
seem
like
there's
a
consensus
between
g
and
h
and
I'm
hopeful,
perhaps
by
next
monday,
especially
if
questions
are
addressed
to
mr
johnson
and
miss
hodge
and
looking
at
the
feasibility
of
councilor
allen's
concerns.
We
might
be
able
to
have
a
vote
next
week.
