incredible
artists

community

they

would
perform

casual

almost

have
with
a
favorite
grandfather
with
ambassador
andrew

listening
to
him
recount
some
of
his
life
experiences
and
see
it
broken
up
by

those.

give

couple
of
quick
updates
on
the
cobot
19
virus,
we
experienced
what
I
think
we
anticipated,
and
that
is
that,
two
to
three
weeks
after
the
the
three
holidays,
back
to
back
to
back
with
with
thanksgiving
christmas
and
and
new
year's
eve,
we
knew
or
felt
like
there
would
likely
be
a
surge
and
boy
there
was.

The
vaccine
has
been
released,
but
in
very
very
small
supplies.
Very
very
few
are
trickling
through
to
communities.
That's
the
downside.
I
have
people
call
my
office.
I
have
people
that
are
emailing
people
that
we
hear
from
their
friends
who
are
incredibly
concerned
and
anxious
about
wanting
to
receive
the
vaccine.

The
good
news
is
that
we
have
assisted
dph
in
putting
together
a
process,
our
probably
since
the
day
that
the
vaccine
was
authorized
every
single
day.
My
office
has
some
kind
of
communication
with
either
one
of
our
hospital
partners,
our
public
health
partners
or
our
emergency
management
team,
and
we
charge
them
with
being
able
to
move
massive
amounts
of
this
stuff
and
put
it
in
people's
arms
when
it
becomes
available
and
chance.
Corbett
and
chief
scarpa
sal
scarpa
from
cfems
have
done
an
incredible
job
of
kind
of
quarterbacking.

This
thing
and
we
had
sort
of
a
test
run
if
you
will,
with
about
380
doses
on
saturday
at
the
civic
center
all
by
appointment
and
at
this
at
this
stage.
I
want
to
stress
to
you
that
almost
every
vaccine
that
is
made
available
is
by
appointment
and
that's
not
going
to
be
the
way
it's
going
to
be
done
until
we
get
it
in
every
arm.
But
it
is
the
best
way
to
do
it
with
a
limited
supply
coming
in
right
now,
but
they
they
partnered
with
you
know
as
we
do
in
this
community.

We
are
so
much
stronger
when
we
work
together
and
dph
I'm
going
to
leave
somebody
out,
but
I
know
councilor
barnes
wanted
to
make
a
comment,
so
he
can
touch
on
these
folks
too.
But
dph
did
the
medical
piece
our
cfems.
Our
paramedics
were
out
there
giving
the
shots
to
these
individuals.
We
had
civic
center
personnel
who
were
helping
with
the
traffic
richard
bishop
from
my
office.
Was
there
before
the
sun
got
up
helping
to
kind
of
check
cars
as
they
came
in.

had
csu
who
not
only
set
up
the
tents
but
also
had
their
nursing
students
out
there
who
were
who
were
in
the
monitoring
stage,
as
the
individuals
have
to
sit
for
15
minutes
to
make
sure
there's
no
there's
no
reaction.

sheriff's
department
we're
out
there
helping
with
with
with
the
process
and
it
just
it
was
handled
so
well.

Now
we
can
improve
and
that's
the
good.
That's
the
good
thing
about
being
able
to
do
this.
With

handle

six
thousand
a
day
once
we
get
the
vaccine
available.

what

tell

public
is
that
it's
coming,

it's
going

the

months
ago,
it'll
probably
show
up,
for
everybody
be
generally
available,
probably
in
spring
early
summer,
but
as
it
comes

dph,

continuing
to
contact
individuals
who
have
registered
and

set
an
appointment
for
them.

also
have
seen
that
some
of
the
big
box,
grocery
stores
their
pharmacies,
are
able
to
get
doses
in
sort
of
a
minimal
supply.

just
urge
people
to
be
patient.

will
have
a
vaccine
available
for
every
individual
in
this
community
that
wants
it
and
we're
going
to
make
sure
that
it's
available
in
every
corner
of
this
community

will.

transportation
issues
have
access.
We

put
a
plan
together
to
be
able
to
get
folks
to
that,
whether
or
not
they
have
a
vehicle.

run

run

I'm

six
audits
tonight
and
I
promise
you
I
would
not
do
that
to
you.
Internal
audit
is
much
like
the
covet
vaccine.
You
get
it
in
small
doses
a
little
bit
at
the
time,
so
we
won't
do
that.

Mayor
actually
requested
the
two
from
the
public
safety
areas
of
police
and
fire,
and
sheriff
countryman
asked
for
the
one
for
the
sheriff's
office
and
also
were
doing
a
decommissioning
of
the
marshal's
office
to
flow
it
into
the
sheriff's
office
and
then
also
the
annual
financial
review
of
the
cooperative
extension
service
that
they
usually
ask
us
to
do
each
year.
So
I
would
ask
that
this
time
that
y'all
would
approve
those.
So
we
can
perform.

I
do
have
one
audit
to
present
tonight
is
the
tim's
contract
or
compliance
audit,
and
that's
the
traffic
incident
management
services
contract.
You
may
recall
about
it.
I
guess
about
two
years
ago.
We
had
it
out
for
bids
and
we
ended
up
changing
companies
from
the
columbus,
towing
and
recovery
to
griffin
and
griffin
towing,
and
that
was
a
situation
that
started
out
with
really
a
rebid
of
the
audit
process.
E
I
mean
of
the
bidding
process
and
what
you
would
hope
to
get
two
two
contractors
to
bid,
but
only
one
did,
and
that
was
griffin
and
griffin.
Now,
in
fairness
to
them,
they
had
to
take
it
over
on
very
short
notice.
Normally,
when
we
have
a
bid
situation,
that's
useless
a
month
or
so
to
get
ready
for
it
and
they
actually
took
it
over
almost
on
a
day
of
two's
notice.
E
I
do
want
to
mention
that
the
ocga
4011
governs
the
handling
and
disposal
of
the
abandoned
vehicles
in
the
state
of
georgia,
and
that
is
really
the
state
law
that
governs
how
these
things
are
done,
how
it's
administered
and
what
the
requirements
and
so
forth
are,
and
essentially
the
contractor
will
build
bills.
The
vehicle
owner
for
any
towing
and
storage
services
rendered
based
on
the
contractually
allowed
charges
and
columbus,
towing
and
recovery
held
this
contract
for
15
plus
years.
E
We
had
a
little
potentially
compromising
there.
So
that's
why
we
requested
it
be
rebid,
and
you
did
so
and
of
course,
griffin
griffin
did
win
the
bid.
The
audit
scope
is
a
compliance
audit
with
a
vendor.
The
scope
is
based
on
contract
compliance.
So
what
we're
already
is
their
performance
against
the
terms
of
the
contract
and
the
contractual
compliance
has
several
elements.
One
is
the
physical
capability
in
terms
of
building
equipment,
staffing
in
the
storage
yard.
E
E
Initially,
that
was
a
little
bit
of
a
problem,
but
they
have
overcome
that
by
increasing
their
fleet
and
the
number
of
drivers
also
exercising
care
with
the
customer's
vehicle.
Common
sense
will
tell
you
if
you
have
being
towed,
you
don't
want
your
vehicle
further
damaged
with
the
towing
process,
so
they
have
to
be
very
careful
in
how
they
load
it
and
hold
it
away
and
then
how
they
put
it
down
at
the
other
end
on
their
lot.
E
Also,
the
charges
have
to
be
consistent
with
a
contractual
agreement
that
means
ready
access
to
the
vehicle
during
storage
or
retrieval
time.
So
our
audit
process,
we
prepared
an
audit
program
based
on
the
contract,
specifications
and
vendor
representations.
During
the
bidding
process,
we
held
an
entrance
conference
with
a
vendor
to
discuss
areas
of
review
and
to
tool
their
facilities.
E
And
then
we
looked
at
the
statistics
of
performance
data
for
each
of
the
companies.
The
number
of
toes
per
month,
the
elapsed
time
from
dispatch
to
arrival
and
then
also
the
elapsed
time
from
arrival
to
clearing
the
scene
and
part
of
it.
You
might
say
well
some
of
that's
interesting
of
interest
to
the
customer
that's
being
towed,
but
it's
also
of
high
interest
to
our
police
department,
particularly
in
a
time
when
they're
badly
understaffed.
E
Due
to
so
many
vacancies,
because
once
they're
working
an
accident,
there's
got
to
be
at
least
one
officer
there
on
that
scene.
Until
not
only
the
truck
comes
and
removes
the
vehicle,
but
until
the
area
is
cleared
in
the
streets
of
any
broken
glass
or
debris
or
parts
of
vehicles
if
they
were
in
an
accident.
So
all
those
things
important
and
that
time
is
very
critical
to
the
police
to
get
them
back
into
service,
because
they're
basically
taken
out
of
service,
while
they're
doing
that.
E
We
also
reviewed
the
revenue
and
expenses
and
profit
and
loss
for
each
tow
for
each
of
the
vendors.
We
reviewed
the
abandoned
vehicles,
affidavits
that
are
submitted
for
judicial
approval
to
comply
with
an
auction.
They
have
to
make
that
request
formally
to
the
judge
of
the
magistrate
court.
E

So
you
know
that's
the
process
and
then,
of
course,
we
prepare
the
final
report
and
bring
it
to
council.
What
we
found
was
that
each
contract
averages
about
50
to
60
toes
per
month.
Now
it
may
be
71
months,
it
might
be
45,
it
fluctuates,
but
typically
it's
between
50
and
60,
or
about
two
a
day
that
relate
to
this
contract.

This
vendor
also
provides
a
separate
contract
under
a
separate
contract.
The
towing
of
city
vehicles
that
includes
buses,
dump
trucks,
police
cars
and
anything
else
that
may
fail
on
the
road
and
need
to
be
towed.
But
that's
not
part
of
this
particular
agreement.
E
Columbus,
towing
and
recovery
made
their
final
settlement
on
the
last
vehicle
of
160
to
the
magistrate
court
at
the
commencement
of
the
audit.
They
had
just
auctioned
off
the
last
vehicle
that
was
in
their
custody
if
they
had
been
a
proof
auction
and
it
showed
a
profit
of
160
dollars
which
they
turned
in
as
they
should
to
the
magistrate.
Court,
columbus,
towing
and
recovery
was
operating
on
11
plus
acre
facility
on
the
old
casita
road.
E
In
all
fairness,
there
were
a
lot
of
complaints
regarding
either
arrival
times
a
few
damage
to
cars
and
also
the
fees
that
they
were
charging
and
part
of
that
was
that
there
they
were
charging
based
on
what
they
do
in
their
private
sector
of
their
business
and
also
to
the
contracts
that
they
hold
with
auto
clubs
such
as
you
know,
amaco,
and
you
know
the
kinds
that
we
all
participate
in
from
time
to
time
and
those
allow
for
a
lot
of
extraneous
charges
that
are
not
allowed
under
this
city
contract,
because
the
city
wants
to
keep
the
charges
consistent
and
affordable
to
the
citizens.

The
author
that
was
me
in
this
case,
observed
on
the
march
16
2020
live
auction,
which
was
the
last
one
held
due
to
the
covet
19
restrictions.
Since
that
time,
the
vendor
has
shifted
to
ebay
online
auctions
after
the
restrictions
were
implemented
because
you
have
to
keep
auctioning
off
those
cars.
Otherwise
you
have
quite
a
few
of
them
on
the
lot.
E
In
several
months,
griffin
and
griffin
in
his
towing
company
has
dramatically
improved
their
service
between
march
of
last
year
and
in
september,
which
was
basically
the
time
that
we
were
out
of
service
and
had
suspended
the
audit.
They
they
had
a
lot
of
issues
with
the
kobe
the
people
coming
in
and
not
necessarily
cases
in
their
office,
but
they
certainly
had
exposure,
and
so
many
of
them
had
to
self
quarantine
for
some
time.
So
we
couldn't
resume
it
until
september.

Mr
griffin
is
here
tonight,
but
he
shared
with
me
at
the
exit
conference
that
they
had
just
recently
leased
the
property
on
the
other
side
of
them,
which
gives
them
roughly
another
two
two
and
a
half
acres,
so
that
gives
them
a
lot
more
space
there,
and
then
they
have
several
acres
at
the
auction
lot
over
off
of
miller
road,
so
that
gets
them
up
probably
to
a
total
acreage
of
in
the
nine
to
ten
range.
So
it's
adequate
for
what
they
need.

The
responses
that
from
the
rt
were
that
efforts
have
been
continually
made
to
improve
service
capabilities
and
comply
with
the
contract
by
their
company
and
that
the
additional
space
adjacent
to
the
current
facility
is
being
acquired
and
expand
the
vehicle
storage
space
and
also
that
they
now
offer
free
local
delivery
in
the
columbus
phoenix
area
city
area
of
any
vehicles
that
are
purchased
at
their
auction.
So
they
did
that
to
also
help
out
the
buyers
of
the
vehicles
that
they're
selling
and
also
as
a
value-added
service
to
the
auction
process.

the
audit
going
back
to
the
beginning
of
this
back
in
2000,
I
guess

or
so

I
did
a
lot
of
self
checking
on
my
own
just
to
be
sure,
and
we
were
concerned
about
the
company
having
the
ability
to
tow
the
larger
vehicles.
You
know
buses
and
things
like
that.
That
was
the
first
thing
that
got
my
attention.

I
saw
one
of
the
metro
buses
coming
down
second
avenue
that
they
were
towing
into
the
bus
yard
and
then
they
had
an
accident
they
had
to
clean
up
over
on
victory
drive
where
a
tractor
trailer
ran
into
one
of
the
buildings
there
right,
I
guess
to
the
right
side
of
the
car
dealership
there,
and
so
I've
seen
them
with
the
buses
and
the
big
trucks
and
all
the
autos
and
things
on
the
highway.

So
I'm
glad
to
hear
in
the
audit
that
you've
been
working
with
them
to
guide
them
and
tell
them
what
they
needed
to
do,
because
they've
made
a
lot
of
improvements
in
such
a
short
period
of
time,
and
so
just
looking
at
your
recommendation
and
what's
going
on,
I'm
sure
everything
will
be
fine.
It's
based
on
you
know,
because
you
you've
been
they're
being
compared
to
someone
that
had
been
around
for
a
long
long
time,
so
they're
picking
up
the
pace
and
things
are
going
well,
there's
been
a
lot
of
of
good.

They
had
to
get
one
that
was
larger
to
tow
all
those
buses
and
dump
trucks
and
bulldozers
and
whatever
it
is
because
when
you
troll
the
city
vehicles,
you
never
know
what
you're
going
to
be
towing,
that's
right,
it
could
be
a
motorcycle
or
it
could
be
a
dump
truck
or
you
know
for
garbage
or
something
like
that
so
or
a
bus.

So
that
has
been
a
big
challenge
and
I
did
want
to
acknowledge
that
they
really
picked
it
up
and
improved
their
game,
and
I
know
one
of
the
things
that
mr
griffin
shared
with
me
is
that
when
he
got
to
where
he
was
mapping
out
where
he
was
picking
up
most
of
the
vehicles,
he
found
that
the
section
on
I-185
or
lindsey
creek
bypass
between
manchester
expressway
and
macon
road,
it
seems
to
be
a
lot
of
accidents
that
occur
there.
We
had
a
terrible
one
here
recently,
where
I
believe
a
woman
was
killed.

Where
canette
dairies
used
to
be
that
he
could
keep
to
work
that
one
and
then
he
put
some
out
at
the
in
the
outer
expanses
of
the
county
out
toward
the
county
lines
and
and
work
back
in
to
catch
vehicles
that
are
that
far
out,
because
when
they're
15
miles
or
so
out,
it's
really
hard
to
get
there
in
20
minutes
with
a
towing
vehicle.
E
And
so
I
think,
working
smarter,
he's
improved
on
that
thing,
as
well
as
picking
up
and
increasing
his
fleet
and
his
drivers
and
his
support
staff,
but
and
the
people
were
very
cooperative
when
I
went
over
not
just
mr
griffin
but
ms
griffin,
but
their
attorney
was
president,
mr
teddy
reese,
and
also
their
support
staff
that
work
in
that
doing
the
administration.
So
I
want
to
thank
them
for
that
publicly.

Mr
redmond,
I
would
assume
that
the
majority
of
these
calls
that
the
towing
company
gets
are
a
result
of
something
with
the
police
department
or
the
sheriff's
office
or
the
fire
department.
That's
great!
Do
they
do
do
those
departments
play
a
role
in
any
of
this
audit?
Well,.
E
They
do,
and,
and
certainly
part
of
the
audit
process
was
to
interview
people
from
those
areas,
particularly
the
police
had
a
lot
of
interaction
with
it
in
the
early
days
and
and
ongoing.
But
the
way
it
works
is
when
a
vehicle
is
seen
on
the
road.
That's
either
been
abandoned
or
is
maybe
it's
broken
down
just
mechanically
or
it's
been
in
an
accident,
whichever
law
enforcement
passes
by
that
first,
it
could
be
a
sheriff
car.
It
could
have
been
a
marshall,
car
or
police.
E
Typically,
the
police
are
the
ones
that
are
working
it
because
they're
out
patrolling,
but
but
whoever
gets
there
first
will
will
go
ahead
and
call
it
in
to
9-1-1
and
then
the
9-1-1
dispatcher
contacts,
the
towing
companies
dispatcher,
and
then
they
send
their
truck
out
to
pick
it
up,
and
that
way
they
they
have
some
idea
of
what
size
truck
they
may
need,
whether
they're
going
to
be
towing
a
tractor
trail
or
whatever.

But
you
know
when
you
pile
up
a
couple
of
those
that,
on
the
side
of
the
road
has
happened
recently
on
185,
mr
griffin
had
a
big
job
to
get
out
there
and
get
two
big
trucks
up
out
of
the
road
as
well
as
there
was
a
fatality
in
the
automobile,
so
they
work
together
very
well.
I
will
say
that,
but
they
they
are
integrally
involved
with
public
safety
in
law
enforcement,
and
sometimes
it
would
be
the
fire.

And
did
you
have
conversations
with
the
police
department
and
the
sheriff
and
marshall's
office,
as
you
were,
putting
together
the
the
audit?
Do
they
this?
This
is
a
what
I
consider
a
very
good
audit,
and
I
know
that
when
we
first
they
first
came
into
us.
There
were
some
problems
as
you
have
indicated,
but
I'm
I'm
curious
if
the
if
our
public
safety
and
law
enforcement
folks
think
that
yeah
this
is.

Well,
I
think
they
recognize
and
a
lot
of
it
came
from
the
police
since
they
work
most
of
the
cases.
In
fairness,
I
did
talk
to
people
in
the
sheriff's
office
as
well
as
one
or
two
of
the
marshals
that
are
out
there
out.
You
know
delivering
papers
and
their
in
their
work,
and
none
of
them
had
anything
really
negative.
They
said,
yes,
we
sometimes
get
there
first
and
if
we
do,
we
pick
it
up
and
start
working
it
until
the
police
arrive,
and
then
we
turned

extra
part

penalty
for
littering
that
the
recorder's
court
judge
or
any
judge
can
use.

can
sentence.

the
same
time
try
to
deal
with
the

mental
aspect

the
habits,

bad
habits

formed

many

have
a
good
reputation
here
in
columbus
and

this
several
times
about
being
a
clean
city.

up

are
seeing
some
significant
declines
in
other
categories,

occupation,
taxes,
our
cultural
and
recreation
fees,

fines
and
forfeitures
and
just
other
various
miscellaneous
revenues.

obviously,
with
you
know
a
lot
of
our
buildings
being
closed
to
the
public
and
us
not
having
normal
operation
in
our
court
system.

know,
obviously,
we
anticipated
some
decrease
in
in
those
sources,
but
overall
general
fund
revenue
is
up.

percent
expenditures
for
the
general
fund
are
up
as
well,
but
a
lot
of
that
is
largely
due
to
the
covet
19
expenses
that
departments
are
making
in
response
to
the
pandemic.
If
we
exclude
those
covet
related
expenses,

general
fund
expenditures
would
actually
be
down
about
one
percent
compared
to
last
year.

don't
know
if
you
recall,
but
during
with
the
adoption
of
this
particular
budget,
we
changed
the
way
we
build
our
commercial
customers
from
an
annual
billing
to
a
monthly
billing.

some
of
the
decline
in

terms

we
also
are
seeing
some
declines
in
our
recycling
fees,
landfill
fees
and
our
investment
earnings.

development
fund

debt
service

due
to
the

bond
refinancing
that
took
place
in
2019

bond

transportation
fund
