want
to
get
an
update
from
on
fort
benning,
so
we
are
really
really
privileged
and
pleased
to
have
join
us
tonight.

commanding
general

fort
benning,
patrick

donahoe,
the
commanding
general
of
the
maneuver
center
of
excellence,
welcome,
sir.

Mr
usually
members,
members
of
the
council,
again,
it's
a
real
privilege
to
be
with
you
off
the
post
and
and
downtown
with
you
tonight
took
command
of
fort
benning
from
gary
britto
who,
who
is
now,
of
course,
a
three-star
general
up
in
the
pentagon,
who
makes
frequent
trips
down
here
matter
of
fact,
he'll
be
down
here
on
the
fifth
of
march
to
promote
our
g3
to
colonel
and
then
he'll
get
some
great
updates
on
the
personnel
actions
we're
doing
on
the
installation.

But
it
just
shows
the
the
continued
nature
of
the
success
of
fort
benning
and
developing
leaders
for
the
army,
and
so
it's
it's,
it's
my
real
privilege
to
have
followed
him
into
command.
Unfortunately,
just
as
we
started
tonight,
we
talked
about
the
impacts
of
coven.
Part
of
that
has
been
this
huge
impact
on
fort
benning
to
segregate
the
fort
benning
training
audience
from
the
community,
we're
still
in
the
midst
of
training,
the
army's
immense
load
of
infantry
soldiers,
armor
crewmen
and
cavalry
scouts,
we'll
we'll
train
50.
D
I
was
talking
to
a
small
businessman.
The
other
day
believes
he's
lost
about
80
percent
of
his
his
revenue
because
of
the
lack
of
soldiers
coming
off
the
installation
family
members
coming
in
for
the
graduations
and
our
ability
to
allow
that
interaction
to
occur,
but
the
cost
we
talked
about
in
human
life
at
the
beginning
of
this
function
tonight
is
real.
We've
lost
five
members
of
our
fort
benning
community,
so
our
civilian
employees
we've
had
five
pass
away
from
covet,
and
so
it
is.
D
It
is
a
real
it's
a
real
challenge
for
doing
this,
but
we're
we're
truly
grateful
for
the
the
partnership
with
the
city
government,
with
the
people
of
columbus,
as
we've
gone
through
a
significant
change
to
how
we
control
our
population
on
the
installation.
We
run
a
quarantine
and
isolation
facility
in
a
repurposed
barracks,
where
we
can
house
over
a
thousand
soldiers
if
need
be,
and
at
times
we've
actually
been
near.

That
number
in
that
facility
split
between
those
who
are
coveted,
positive
and
those
who
are
just
been
exposed
that
we're
quarantining
to
see
if
the
if
the
disease
will
manifest.
I
will
say
that
we
are
trending
right
now
in
the
same
direction
as
southwest
georgia
and
we've
seen
a
month
of
steady
decline
and
number
of
covered
positive
folks
on
the
installation.

The
other
thing
is
in
parallel
with
the
community
downtown.
We
are
in
the
process
of
a
vigorous
vaccination
program.
Me
myself.
I've
had
both
shots,
so
I'm
vaccinated
we've,
we've
we're
in
the
process.
We
are
complete
with
all
of
our
essential
personnel
on
the
installation,
and
we
are
also
now
into
our
high-risk
beneficiary
population
and
we've
been
doing
that
vaccination
program
both
on
the
installation
and
also
in
the
north
columbus
medical
facility
that
we've
repurposed
as
a
as
a
vaccination
capability.

We
have
run
through
a
series
of
tests
and
we
can.
We
can
scale
up
very
quickly
to
deliver
thousands
of
vaccines
a
day
if
we
get
those
supplies
on
the
installation.
So
we
are.
We
are
prepared
to
do
our
part
in
the
vaccination
piece,
so
I
will
tell
you
I.

I
am
really
looking
forward
to
the
post
covid
environment,
where
we
can
get
our
two
communities
relinked
as
the
benefit
for
soldiers
and
their
families
that
come
to
fort
benning
is
the
benefit
of
probably
the
greatest
relationship
between
a
host
city
and
a
army
post
that
we
have
in
the
army,
and
I'm
I'm
thrilled
to
be
back
here
after
leaving
in
2016
to
rejoin
the
chattahoochee
valley
and
the
columbus
citizenry.

revenue
division's
recommendation
to
revoke
an
alcoholic
beverage
license
so
I'll
I'll
miss
miss
alexander

come

the

mr
city

members
of
council,
so
tonight
what
we
have
before
you
is
a
revocation
of
an
alcoholic
beverage
license
based
on
non-renewal.

Just
as
a
quick
synopsis
back
in
january
of
2020,
the
finance
department
presented
to
council
a
recommendation
of
non-renewal
of
the
2020
alcoholic
beverage
license
for
aidan
lounge
bar
and
restaurant
located
at
1244
broadway,
and
this
was
based
on
a
criminal
history
background
check
conducted
on
the
owner.
Mr
joseph
felipe
after
deliberation
council
approved
a
90-day
extension
pending
the
outcome
of
a
food
and
alcoholic
alcoholic
beverage
audit.

This
extension
extended
the
compliance
review
to
april
13th
of
2020..
During
this
time,
revenue
staff
can
con
proceeded
to
work
on
the
compliance
audit.
We
requested
additional
information
from
the
owner
and
also
went
over
some
of
our
concerns
at
that
particular
time
and
then
covet
happened
right,
so
the
business
actually
closed,
beginning
in
march
of
2020
and
reopened
in
july
of
2020,
and
at
that
time
staff
resumed
the
compliance
review
audit.

So
at
that
time,
because
it
was
so
late
in
the
year
in
terms
of
the
audit,
we
want
to
make
sure
that
we
had
enough
financial
data
to
actually
review.
So
we
could
present
a
a
factual
and
complete
audit
complete
a
factual
audit,
and
so
we
requested
additional
financial
records
from
the
business
conducted
a
site
review
and
you
know,
documented
those
findings
in
our
review
files.

That
code
section
states
that
a
restaurant
shall
derive
at
least
50
percent
of
its
gross
food
and
beverage
income
from
the
sale
of
such
meals
prepared,
served
and
consumed
on
the
premises
and
aiden
lounge
bar
and
restaurant
failed
to
meet
this
requirement.
So
it
is
our
recommendation
for
the
non-renewal
of
the
2021
alcoholic
beverage
beverage
license
for
aiden
lounge
bar
and
restaurant.
This
is
in
accordance
with
code
section
3-11
of
the
columbus
code.

so
when
we
reviewed
the
scope
of
the
months
from
september
2019
through
august
of
2020,
the
total
alcoholic
beverage
sales,
were
they
told
it
to
be.
I
Excuse
me,
I'm
sorry,
the
percentages
are
from
the
september
2019
through
august
of
2020.
It
was
60.9
96
percent
alcohol
and
39.04
food.
Now,
looking
at
the
scope
from
october
2019
through
september
2020,
the
the
percentages
for
alcohol
was
57.41
and
the
food
sales
were
42.59.
I

Ladies
and
gentlemen,
as
it
has
been
aptly
noted
by
the
ceremonies
of
tonight
and
repeatedly,
we
are
presently
in
a
pandemic,
and
that
has
created
vast
difficulties
for
businesses
of
all
type.
Now
the
numbers
that
were
presented
we're
not
going
to
argue
with
the
numbers,
but
we're
here
to
do.
What
I'm
here
to
do
today
on
behalf
of
my
client,
is
to
plead
for
some
consideration
and
an
equitable
result
that
will
save
the
jobs
of
47
people
who
are
on
aiden's
payroll.
At
present.

As
everyone
knows,
food
sales
have
been
significantly
down.
Restaurants
are
struggling.
In
fact,
my
client
has
a
an
sba
loan
that
they
obtained
of
it's
a
hundred
fifty
thousand
dollars
a
hundred,
fifty
thousand
dollars
to
try
to
keep
the
doors
open
and
try
and
try
to
keep
the
yeah
an
eidl
loan
to
try
and
keep
the
the
place
open,
try
and
keep
the
employees
employed
and
try
to
keep
what
is
downtown.

The
only
the
only
business
that
is
predominantly
patronized
by
african
americans
in
business
and
going
aiden
is
not
equipped
for
curbside
dining.
It
is
not
the
type
of
place
that
that
will
work
or
that
food
delivery
will
work
and,
as
everyone
knows,
people
have
not
been
going
to
restaurants
like
they
have
in
the
past.

Most
of
the
patrons
they
may
come
in.
They
may
have
a
drink.
They
may
want
to
watch
a
ball
game,
but
the
confidence
for
restaurants
is
significantly
down.
If
I
take
a
look
at
the
statistics
that
were
put
out
there,
we
were
very
cl.
We
were
very
close
first
off
in
in
2019
before
this
pandemic
hit
the
food
sales
and
liquor
sales
were
were
almost
almost
almost
identical,
almost
at
the
50
50..

Unfortunately,
this
pandemic
hit.
When
I
heard
those
those
statistics
that
were
in
there,
there
were
several
months
that
were
included
in
the
pandemic.
I
would
note
that
consideration
has
been
given
to
the
pandemic
in
several
areas:
courts,
for
instance,
paused
all
statutes
of
limitations.
Everything
and
about
180
days
got
added
to
all
deadlines.

Rent
there's
been
forgiveness
for
not
forgiveness,
but
there's
been
abatement
of
rent
and
people
haven't
been
able
to
be
evicted.
There
has
been
some
financial
consideration.
That's
been
been
given
to
to
restaurants,
but
here
what
we're
looking
at
is
an
owner
and
47
employees
who
want
to
stay
in
business
now.
What
am
I
asking
for
here
today?
I'm
going
to
ask
for
a
little
time.

My
clients
believe
that
they
have
a
plan
that
within
six
months
they
can
have
these
numbers
righted
to
the
level
that
they
need
to
be
righted,
so
that
so
that
they
can
operate
properly
under
under
a
restaurant
license,
and
I
recognize
they
are
not
presently
in
compliance.
But
we
live
right
now
in
dire
times
and
we
don't
need
another
vacant
storefront
downtown.

We
have
a
business
owner
who
wants
to
make
it
he's
put
himself
on
the
line,
he's
borrowed
an
extensive
amount
of
money
and
he
employs
47
people
from
this
community.
Not
only
does
he
employ
47
people
from
this
community,
but
he's
a
responsible
business
owner.
They
spend
approximately
seven
thousand
dollars
a
month,
hiring
cpd
officers
to
make
sure
that
security
is
maintained
at
the
facility,
and
I
know
that
I
know
that
those
officers
are
doing
doing
work
for
that.

But
I
think
it's
fantastic,
that
a
business
not
only
is
providing
security,
but
is
providing
some
some
supplemental
income
for
our
officers,
who
work
so
hard
to
provide
safety
for
this
community.
This
is
not
a
business,
that's
simply
trying
to
flout
the
rules.
This
is
a
business.
That's
trying
to
trying
to
compete,
trying
to
make
a
go
at
it.
They've
been
in
business
for
three
years.
They
want
to
keep
going
now.
What
will
happen
if
their
alcohol
license
is
revoked?

They
simply
cannot
sell
enough
food.
Their
expenses
are
approximately

thousand
dollars

month.
If
they
cannot
sell
food
and
alcohol,
the
business
will
close.
My
client
will
have
an
issue
with
this
eidl
loan,
paying
it
back.
But,
most
importantly,
what
I
would
say
is

not

think
in
these
times
it's
an
unreasonable
request
to
ask
for
a
little
bit
of
extra
time
six
months
so
that
we
can
right
the
ship.

incidents

2018

of
2020,
where

arranged
from
a
battery
incident
and
that's
where
someone
has
been
assaulted
or
that
there
have
been
incidents
regarding
discharging
of
a
firearm
as
well.
That
has
taken
place
in
that
time
frame
and
there
have
been
incidents
where
individuals
have
reported.

taking

well-baby

of

to

don't
have
that
involvement
to
encourage

care
of
themselves
or

that
extra

families

well
as
try
to
really
increase
father's
involvement.

can't

a
baby
without
a
mom
and
a
dad,
and
so
we
try
to
really
push

families
ensure
that
they
do
understand

father
being
involved
is
very

group
sessions
both
prenatally

well

really
encourage
pure
peer
education
amongst

families,

topic,

allow

families

to
different
situations,
because
not
always

families

we
serve
have
that
supportive

focused
on
field
six
stadium.
At
eight,
we
did
all
new
led
field
lighting

bull
pins
on
both
sides

stadium

three
fields
reveal
refillable

bathrooms
concession
stand,
equipment
brought
fiber
into
the
complex
so
that
we
could
have
wi-fi
we
repaired
sidewalks.
We
did
a
lot
of
paint
traffic
coding,
new
stadium,
seating,
fencing
the
list
continues
on
and
on
and
on
so
wanted
to
share
with
you.

international
cub

featured
olympic
teams

over

had

dollars

impact
to
our
city

reopening

commons

we

had

do
amazing
visit
columbus

parks,
integration
and
the
columbus
sports
council,
but

can
see
the
clarity

field

and
the
team's
playing
just
a
quick

our
2020
year
we
were
awarded
sports
commission
of
the
year,
also
usa,
softball
complex
of
the
year
as
well
as
several
individual
awards.

estimated
impact
of
over
11
million
dollars
on
our
local
economy

visitor
spending.

000
athletes
participated
in
events
and
over
179
000
fans
and
spectators
that
came
to
our

city.

was

2020,

include
some
of
the
months
in
2019
prior
to
pandemic.

what
has
happened

the
renovations
of
south
commons?
We
have
secured
a
three-year
deal
with
the
national
club,
softball
association,

naia
softball
world
series,
the
usa,
softball
junior
olympic
cup
and
the
dcb
showcase,
which
is
the
stars
over
georgia
event
totaling
over
3.9
million
dollars
in
estimated
impact
to
our
city.

are

excited
about
the
facility,
and

know
just
the
improvements
there.
The
comments
that
we're
hearing
from
our
clients
who
are
coming
in
and
seeing
what
we're
doing.
Usa
softball
was
in
town
a
couple

weeks
ago,
just
to
see
what
you
know:
the
updates
that
we've
done
since
international
cup.
Everyone
is
thrilled,
so
we're
very
excited
about
those
continued
partnerships
to
bring
people
to
our
city.

One
thing
I
wanted
to
talk

you
about
is
some
of
the
non-traditional
sports
that
we're
starting
to
book
here
in
our
city.
We
have
focused
on
new
market
segments
to
include
steam
related
activities,
and
this
is
an
event
and
program
that
an
anonymous
donor
generously
gave
us
funding
to
start
this
here
in
our
community.
We
have
a
total
of
12
cars
and
all
the
tools
and
teams
in
our
local
community-
and
the
great
news
is-
is
that
there
are
events
that
will
bring
out
of
town
teams
to
our
city.

It
leaves
a
lasting
impression
on
young
students
when
they're
able
to
walk
on
campus
for
the
first
time
and
participate
in
events.
It
is
a
recruitment
tool
for
the
university,
but
it's
also
in
the
college
athletes
that
we
bring
into
our
community,
that
is,
the
young
talent
coming
right
into
the
city
and
experiencing
firsthand
what
our
community
has
to
offer
and
also
for
those
families
who
are
coming
with
them.

having
