currently
live

Boulevard
in
Columbus
Georgia.

so
the
reason
I'm
here
tonight
is
I
want
to
talk
about
the
Transportation,
the
the
coverage
that
they
have.
They
they
lose.

For
me
now
mind
you,
however,
they
do
have
an
individual
that
lives
in
Brookstone.
Currently
now
that
uses
Paratransit.
Why?
Because
he
was
Godfather
at
the
end.
Is
that
fair,
no
I,
don't
think
so.
Just
because
he's
Godfather
in
doesn't
mean
that
there's
other
people
seniors
elderly
Feds
that
could
have
access
to
Paratransit.
That
needs
this
service.
You
know
regardless
and
now.
Dollar
Ride
does
use
Bradley
Park,
Road,
Bradley,
Park
Road,
all
Drive
constantly,
and
they
always
go
to
Brookstone
Medical
Park
and
they
come
to
pick
up
their
individual.

Paratransit
driver
at
Brookstone,
Medical
Plaza,
which
is
two
blocks
from
my
home.
However,
to
gain
access
to
the
medical
plaza
means
that
I
would
have
to
navigate
The
Busy
two-way
street
about
Bradley
Park
Drive.
While
in
a
wheelchair
mind
you
there
are
no
accessible
sidewalks
on
either
side
now
I
did
call
the
engineering
they
told
me
they
denied
it
because
it
was
too
narrow.
Now
there
are
no
accessible
sidewalk
to
get
on
current
home
and
to
the
medical
plaza.

Well,
it'll
help
me
be
more
effective
to
help
those
with
disabilities.
Even
seniors,
don't
do
my
job
more
effectively.
So
all
I'm
asking
is
for
a
little
help.

Access

Independence
here
in
Columbus
Georgia
I
am
a
Center
for
Independent
Living,
one
of
nine
centers
located
in
the
state
of
Georgia
I
cover
Muskogee
County,
the
surrounding
eight
counties
and
an
additional
Seven
Counties
outside
of
the
Chattahoochee
Valley,
going
out
to
Chris
County
I'm
here
to
speak
on
behalf
of
Rico
Morrison,
not
only
as
an
advocate
as
one
of
the
things
that
we
do
with
our
services,
but
as
his
employer
as
he
is
one
of
my
best
employees.

Someone
who
comes
to
work
every
day
who
drives
the
office
that
I
work
at
it
is
very
imperative
that
we
get
him
into
work.
He
runs
my
front
office
and
to
partner,
as
we
do
with
the
city,
with
the
Paratransit
to
begin
with,
and
to
have
this
issue
come
up
where
they
only
service
certain
areas
of
this
subdivision
and
to
get
to
response.
Well,
he
should
have
checked
before
he
moved
is
kind
of
disheartening.

It
is
a
blind
corner,
it
is
very
busy
and
they
have
the
response
of
him
to
drive
up
that
road
to
get
picked
up
from
Bradley
Park
Medical
Center
is,
is
a
little
disheartening
and
is
putting
people,
especially
his
life,
at
risk
to
to
go
through
that
now
we
were
also
looking
at
the
map
coverage
for
Paratransit
for
the
dollar
ride
and
as
the
map
as
it
sits
on
the
Metro
website.
It
does
cover
parts
of
the
the
subdivision
and
I.

Don't
know
how
accurate
that
map
is,
but,
according
to
your
map,
it
says
that
you
cover
Marlow
Drive
and
parts
of
Rutledge
Drive,
which
is
in
the
subdivision
and
not
to
even
have
that
as
an
option
for
him
to
get
picked
up
at,
because
I
could
see
the
only
entrance
to
get
to
that
subdivision
from
Bradley
Park
Drive
is
off
of
Bristol.
We
have
even
requested
to
get
picked
off
of
that
corner
and
we
were
told
no,
even
though
to
get
from
Bradley
Park
Drive
to
Rutledge
Drive.
You
have
to
go
to
that
intersection.

So
if
we're
driving
by
that
intersection
anyway,
why
would
we
not
stop
to
pick
up
this
individual
instead
of
having
him
power
chair
through
a
heavy
intersection,
Road
and-
and
we
did
our
due
diligence
like
you
said
we
did
call
the
city
and
to
see
if
we
could
get
a
sidewalk
put
in
so
maybe
we
could
be
a
little
accommodating
and
we
were
like
he
said.
We
were
told
that
we
could
not,
because
there
was
not
enough
room
to
allow
a
sidewalk
in
there.

So
we're
just
asking
that
Rico,
given
an
exception,
we're
not
even
asking
I
mean
we
would
like
a
door
pickup,
because
that
is
just
an
additional
quarter
mile
to
his
front
door,
but
if
not
at
least
have
them
the
ability
to
get
picked
up
the
corner
of
Rutledge
and
Bristol
Boulevard
so
yeah.
So
so
he
can
get
picked
up.
So
he
can
come
to
work
every
day.

mean
that's.
What
we're
here
we're
here,
as
it
says,
for
our

Metro's
position,
but
I
think
an
assistant
situation
like
this
and
what
impressed
me
was
the
fact
that
you
did
reach
out
after
I
spoke
to
you.
You
did
reach
out
and
you
did
call
to
see
if
there
could
be
a
sidewalk.
If
anyone
who
drives
that
area
knows
even
if
we
put
a
sidewalk
coming
around
that
curve,
it's
it's
dangerous,
but
I

I've
been
reflected
on
your
concerns
and
knowing
that
you
were
coming
tonight.
Yes,
sir
I
figured.
This
was
the
best
opportunity
you
have,
because
you
are
not
only
in
front
of
the
council
but
you're
in
front
of
the
executive
Administration
as
well.
You
don't
have
to
do
that
phone
call
and
start
calling
everybody
there's
some
things
that
was
said
tonight.

The
city
manager
that
concerns
me
I,
I've,
the
grandfathered
in
part
I'm,
not
aware
of
that
I
I
didn't
know
there
was
any
any
I
I
guess
validity
to
that.
I
actually
thought
that
we
had
addressed
this
a
while
back.
I
have
another
constituent
in
Brookstone
that
wanted
to
get
over
two
veterans
Administration
bill
of
the
VA
clinic,
and
they
worked
that
out
and
I
thought
that
was
resolved
but
and
hearing
you
tonight
that
somebody
told
you
that
that
person
was
grandfathered
in
and
you're
yeah
different
status.
Bothers
me,
okay,
it
really.

It
really
bothers
me.
The
and
look
I'm
just
hearing
it
from
you,
yeah
I,
don't
I,
don't
know
any
more
about
it,
but
that
does
bother
me.
I
want
to
get
I
wanted
to
say
that
the
other
thing
that
was
stated
here
was
that
the
the
sidewalks
have
been
denied
I,
don't
know
anything
about
sidewalks
being
denied
matter
of
fact.
I've
been
working
and
trying
to
find
a
way
to
connect
that
Gap
from
the
roundabout,
which
the
sidewalk
does
come
up
to
an
aspect
of
Brookstone
subdivision.

But
now
with
the
Divergent
Diamond
going
in,
there
will
be
a
sidewalk
going
through
there
and
just
with
a
little
connection,
I've
been
trying
to
communicate
that
message
that
it
opens
up
access
to
a
different
world,
because
that
little
section
links
to
miles
of
sidewalks
and
you
all
sudden,
through
a
parking
lot
here
and
there
and
you
can
get
it
a
lot
of
places.
Easy
I
know
that
the
city's
been
working
on
something
from
the
marina
part
to
the
roundabout.

But
then
there's
that
section
that
you're
talking
about
so
I've
never
heard
that
sidewalks
have
been
denied,
but
certainly
I
would
encourage
our
city
to
engage
with
the
dragon.
I
know
the
dragonfly
Trails
folks
are
working
on
it,
I
I,
you
know,
and
certainly
we
could
engage
path
to
take
a
look
at
that
I
mean
those
challenges
can
be
mitigated.

Being
able
to
agree
and
make
that
decision
and
move
forward
I
don't
think
we're
there
yet,
but
that
message
has
been
communicated.
So
it
really
struck
me
strange
that
somebody
said
that
sidewalks
have
been
denied
right
because
I
don't
know
anything
about
that.

just
I'm,
just
telling

I'm
working
on
the
other
side
of
it.

Barnes

some
things
that
concern
me
about
this

had
a
meeting

the
Metra
officials
earlier
this
afternoon
and

I
can
tell
you
that
they
want
to
figure
out
how
to
provide
service
to
you.
Miss,
Morrison
and
I
want
to
figure
out
how
to
provide
that
service
to
you
within
the
guidelines
of
the
Federal
Transit
Administration
within
their
guidelines.

The
assistant,
City
attorney
and
I
want
to
ask
her
to
speak
here
in
just
a
second,
but
they
did
explain
to
me
that
there
was
another
person
who
was
grandfather
in
and
as
I
understand
it,
and-
and
these
were
the
rules
even
years
ago,
when
I
served
as
the
Metro
director,
your
dollar
ride
could
not
go
more
than
three-fourths
of
a
mile
Beyond,
where
you'll
fix
route
service
is
provided,
and
so
years
ago
we
provided
service
not
only
to
Brookstone
but
to
Green
Island
Hills
buses
actually
went
into
Green
Island,
and
so
people
were
using
dollar
ad
at
that
time
when
we
were
in
Brookstone
and
in
Green
Island,
and
so
when
they
started
cutting
back
on
the
bus
routes
and
those
people
were
accustomed
to
the
dollar
rat
service.

Speak
to
that,
and
you
know
because
in
my
conversation
you
moved
from
an
area,
that's
serviced
to
an
area,
that's
outside
of
the
service,
Zone
and
and
obviously
you
did
not
know
you
were
moving
into
an
area
outside
of
the
service
Zone
and
but
Madam
assistant,
City
attorney
I
sent
them
to
see
you
because
I
wanted
to
see
if
we
could
figure
out
how
to
work
around
the
federal
guidelines
and
you
may
share
what
you
discovered
can.

I
add
one
thing
real,
quick
sure
as
if
we
all
take
a
take
a
step
back
and
look
at
Mr
Morrison
as
he's
riding
the
dial
ride
and
that
one
individual
you're
talking
about
as
being
grandfathered
in
he's
on
the
same
route
with
him.
He
sees
him
getting
stuff
dropped
off
at
his
home
in
Brookstone.
Nowhere
anywhere
does
it
say,
or
can
he
look
to
see
that
that
area
is
not
service
or
that
he's
being
grandfathered
in
so
when
he
had
the
opportunity
to
move
into
this
subdivision?

don't
think
about
well
I
need
to
see
if
they
service
that
error
he's
already
been
on
that
route,
where
he's
being
delivered
so
he's
just
go
ahead
and
assuming
that
that
area
is
being
covered
and
I,
think
that's
where
the
big
cross-up
is
and
there's
no
hey
we're
only
serving
the
serving
this
area.
Because
of
this
one
individual
he's
seeing
this
route
going.
There
he's
been
on
this
route.
He
gets
this
house,
he
moves
in.
It's
great
and
then
we
don't
service
that
area
and.

This
is
to
the
motion
right
and
maybe
we'll
need
to
hear,
but
I
I
don't
see
why
we're
just
you
know
like
picking
and
choosing
the
people
that
we're
going
to
you
know
grandfather
in
or
whatever.
If,
if
we're
coming
into
Brookstone,
then
I
don't
know
why
we
don't.

don't
have
this
kind
of
service
for
the
whole
city
and
we
need
to
I
I
understand
about
the
three,
the
three
quarters
of
a
mile
beyond
the
fixed
route,
but
that
was
the
Dial-A-Ride
and
and
I
you
didn't
say
anything
about
the
Paratransit
and
how
that
works.
I
mean
we
should
be
able
to
find
a
way
that
anybody
in
this
situation
that
needs
assistance
can
get
a
ride
to
work
or
get
a
ride
to
the
doctor's
office.

We've
been
told
several
times
that
Metra
is
doing
very
well
financially
and
we
should
be
able
to
figure
this
out
so
I.
You
know
when
we
get
down
to
the
bottom
of
it.
I
think
we're
going
to
expand
this
motion.

City
assistant,
City
attorney.

our
concern
with
a
motion
like
this
that
addresses
one
person
is
I.
Think
we
have
to
be
prepared,
under
the
federal
regulations,
to
extend
the
service
by
the
same
width
on
at
least
the
entire
route
servicing
this
area,
plus
possibly
everywhere
out
in
the
city,
so
I
would
think
that
there
needs
to
be
an
assessment
done
as
to
what
would
be
fair
and
Equitable
for
all
Riders
In
The
City,
to
address
this
problem
rather
than
you
know,
continuing
to
make
individual
exceptions,
and
the
current
grandfather
is
a
little
different
from
Mr
Morrison's
case.

In
that
the
gentleman
lived
in
Brookstone,
he
didn't
move,
he
didn't
make
any
choices
and
the
service
area
simply
went
away
because
the
route
was
canceled
and
in
the
instance
of
Mr
Morrison,
he
moved
into
the
area
that
was
not
currently
a
service
area.
So
that
is
a
distinction,
but
probably
the
whole
thing
that
all
the
federal
authorities
do
the
training
and
all
that
was
shared
with
me
by
the
metro.

this

we
be
able
to
pick
him
up

get
him
to
work
with
this

violating

Federal
Transit
administration's

want
to
do
whatever
you
tell
us
to
do

you
say,
go,
get
them
and

it
violates
the
rule,
we'll
go
get
them.

but
if
you
want
to
do
an
assessment
that
covers
what
the
additional
fiscal
impact
will
be
for
the
entire
city
and
how
many
more
dollar
drivers
we
need.

mean
more
dollar
buses
and
we
service
everybody
within
the
220
square.

we
can
certainly
do
an
assessment
and
come
back
to
you
with
the
cost
to
expand
the
service
city-wide
220
square
miles,
but
but
we
know
that
that
would
require
additional
dollar
ad
drivers
and
Dollar
Ride
Imperial
Transit,
that's
the
same
program:

para
Transit,
service,
yeah
or
Paratransit,
it's,
and
so
so
we
can
certainly
do
a
an
assessment
and
and
come
back
to
you
with
the
additional
resources
that
would
be
needed
to
go
city-wide
and
so
I
just
share
that
in
advance
to
make
sure
that
we
know
what
we
are,
what
we
are
proving.

things

think
Metro
is
working
on
doing
something
like
a
Uber
app
pickup.
So
we'll
have
that
eventually,

the
assistant
City
attorney

language

we
need
to
ensure
that
we
have
that
will
make
it
fair
and
Equitable.
If
you
know
we
approve
this
tonight,
going
forward

language

we
need

we
make
it
Equitable
to
all
individuals.

working

Uber,
and
that
was
one
of

things

I

spoken

the
individuals
about

the
Uber,
pickup
and
I

thinking
it
would

a
little
quicker
than
it
is.

that's

reason

we're

because
the
option
of
the
Uber
little
pickup
that
we
was
going
to
do
is
taking
quite
some
time
compared
to
what
I
thought.
So
my
question
is
to
make
us
legal.

how
many
miles
we

the
ARP
that
was
passed
in
2021
and
it
was

trillion
dollars
of
economic
relief
due

pandemic.

uses

ARP
and
they
have
been
outlined

responses

has
recently

added
three
new
categories
for
expenditures
to
include
emergency
relief
from

month

add
additional
categories
of
funding.

as

reminder,
our
allocation
came

To
date
we
have
expended

those
projects

million

Assistance
programs,
the
affordable
housing,

was

Council
approved
the
Enrichment
Services
agreement
that
has
been
executed
and
they
have
filled
all
of
the
appointments
through
September
30th.

they
had

really
good
response
to

They're
working

about
fifty
thousand
dollars
to
date.
So
they're
going
to
move
through
this
allocation,
I
think
pretty
quick
they'll
go
through

homeowner
occupied

will
start
on

the

in

two
have
also
been

judicial
backlog

positions

that
were
allocated
all
these
funds
have
been
advertised,

so
that
is
in
process
facility
improvements.
