trying
to
do
and

listening

as
he
prayed

morning

words

prayer
for
those
with
good
houses.
He
said
those
who
do
not
have
houses
and
then
those
who
live
under
the
bridge
is
what
I
heard
him
say
in
the
prayer
this
morning
and
his
prayer
got
my
attention.

this
item
is
on
the
agenda
and
it's
the
south
columbus
river
district
tax
allocation
district
fund
grant
and
it's
requesting
10.1
million
dollars
from
the
tayyi,
the
tax
allocation
district
fund
to
provide
infrastructure,
improvement
and
financing
so
that
you
we
can
provide
single
multi-family
residential
units
to
a
blighted
area
on
the
south
side
of
columbus.

This
exact
area,
the
exact
property
and
it
looked
like
a
war
zone.
I
don't
think
anyone
on
the
bus
would
be
willing
to
get
out
and
walk
through
that
area.
The
mobile
home
park-
and
I
know
that
you
all
were
on
the
bus-
and
you
know
what
I'm
talking
about.
But
I
mean
I
you
don't
even
didn't
even
recognize.

This
part
of
columbus,
georgia,
it's
so
it
was
like
a
war
zone
and
so
neighbor
wards
columbus,
has
taken
this
same
piece
of
property
and
that
property
is
vacant
right
now
all
the
mobile
home
park,
all
the
mobile
homes
are
gone,
and
so
they
are
proposing
a
phase.
One
and
2,
with
43
single
family
homes,
a
phase
3
with
130
55
plus,
affordable
multi-family
units
and
a
phase
4
with
56,
affordable
multi-family,
and
they
refer
to
them
as
big
houses.

Affordable
units
to
low-income
elderly
families,
on
the
south
side
of
our
city
in
an
economically
depressed
blighted,
low-income
area
of
our
city,
229,
affordable
units
and
has
this
come
forward,
and
I
don't
know
where
the
hang-up
is.
But
I
know
it
has
something
to
do
with
what
elected
officials
are
able
to
do
in
tax
allocation
districts,
and
I
hope
that
we
can
work
it
out
whatever.
It
is
because
for
me,
it's
about
that
war
zone
that
I
rode
through
that
I
wouldn't
go
through.

I
had
an
escort
of
police
officers
with
me.
I
would
not
ride
through
that
area
where
the
mobile
homes
were
and
neighborworks
columbus
acquired,
that
property
got
rid
of
those
mobile
homes
and
we're
talking
about
229,
affordable
units

low-income

elderly
families,
on
the
south
side,
and
so
the
only
thing
that
stands
between.

what
it
takes,
and
so
the
city
attorney,
I
know,
has
provided
legal
opinion
and
interpretation
on
the
opinion
from
the
state
attorney
general's
office,
and
so
I
do
hope
that
we
are
able
to
move
this
project
forward
on
this
economically

dilapidated
property.

is
formerly
our
term
a
war

agree

only
thing

is
that

had
the
pleasure

involved

announcement
of
this
project
kind

coming

the

preliminary
work.

what
struck
me
is
that
if
you
want

see
just
how
powerful
making
quality
affordable
housing
available
is
right
down.

to
be

work

think
that

council

work
hard

see

we

make

this

initiative

people

live

partner

property

the
conflict
of
interest

business
model,

this
request

not
coming
for
bonding
from
the
city
we're
bringing
traditional
debt
to
the
table
so
that
the
city
will
allow
us
to
pay
go.
So
that
means
we
will
pay
as
we
go
using
our
own
funds.
The
funding
or,
what's
known
as
a
capital
stack,
is
a
little
complex
but
we're
bringing
a
million
dollars
of
our
own
money.

We're
bringing
three
million
dollars
in
traditional
debt
to
build
the
homes,
we're
bringing
three
million
dollars
in
another
guaranteed
debt
instrument
to
back
the
tad
benefit
and
we're
bringing
six
million
dollar
new
market
tax
credit.

So

have
to
bring
in
equity
from
investors,
private
investors
that
will
allow
us
to
offset
that
gap
and
keep
it
affordable
for
our
families.
So
the
the
multi-family,
of
course,
will
include
litec
low-income
housing,
tax
credits,
as
will
the
family
rental
units,
the
55,
the
55
in
age
and,
above
as
well
as
the
traditional
family.
Rentals,
the
single
family
for
sale
will
be
new
market
tax
credits,
so
we
have
a
capital
stack.
That
is
very
complex,
but
it
has
worked
in
this
community.

spoke
to
4th
avenue.

is
quite
magical
when
you
drive
down
that
and
know
that
that
street
was
the
street
that
produced
the
most
9-1-1
calls
in
that
police
precinct
the
year
before
we
started
our
work,

councillor
davis

capital
stack

the

the
model
the
business
model
looks
like
so.

grew
up

know
it

old
victory
drive
drive-in.

that's

property
that
the
elliott
and
buck
families
owned.

contiguous
to
some

worst
housing.

I've
ever
seen
in
columbus,
they're,
substandard
trailers,
there's
even
some
campers
that
are
being
used
for
residential
units
in
this
property.

worked
with
first
baptist
church
because
the
elliott
family,
the
buck
family,
all
owned.
That
property
are
members
of
that
church.
They
really
wanted
to
impact
that
area
dramatically
and
hal
everett
had
a
dream.
He
took
it
to
his
church
and
they
combined
the
property
and
then
gifted
it
to
neighbor
works
under
an
agreement
for
use
of
affordable
housing,
we
have
cleared
approximately
15
of
the
mobile
homes,
relocated
individuals
and
then
many
of
the
substandard
units
were
simply
demolished.

it
is,
it
is
a.
It
is
a
underused
property.
It
borders,
bull,
creek,
the
victory
drive
flea
market
for
those
of
you
who
travel
on
saturdays
down
in
that
area.

that
flea

sits
behind

beautiful
piece
of
property
that
I
think
will
feel
very
special
for
the
residents.

when
the
city
attorney
gives
it
shares
his
opinion

deputy

manager

finance
says
those
words
to

something
I'll

signature

forward,

that's
where
I
am
with
this.
I've
got
a
city
attorney
who's
had
a
legal
opinion
and
and
from
the
attorney
general
and
his
opinion,
and
I've
got
a
deputy
city
manager
of
finance
saying
no
issue.
This
is
exactly
what
these
dollars
are
supposed
to
be
used
for.

That's
why
it's
on
my
agenda
and
that's
why
I
strongly
recommend
it
and

support
it,
and
there
is
no
way
I
want
to
walk
out
of
this
building
and
be
able
to
tell
people
who
challenge
me.

council

day

you
do
on
the
north
side
and

you
don't
do
on
the
south
side
and
tell
them
that
we're
fighting
over
putting
229,
affordable
units
on
the
south

of

wall
located
on
the
south
side
of
tarberton
road
between
8th
avenue
and
north
avenue,
requesting

approval.
