facts

There
are
96
million
americans
who
have
pre-diabetes
and
8
in
10
of
those
individuals,
don't
know
that
they
have
it
and
type.

diabetes
also
accounts
for
90
to
95
percent
of
all
diabetes
cases,
but
it
is
preventable,
which
is
what
this
program
is
focused
on
in
muskogee
county
in
particular,
we
do
have
a
slightly
higher
percentage
of
overweight
and
inactive
adults
in
comparison
to
georgia
as
a
whole.
So
this
is
definitely
a
concern
for
our
community.

Individuals
need
to
be
18
years
of
age
or
older,
we're
offering
this
class
for
free
and
it's
completely
online.
We
meet
weekly
for
six
months
and
then
the
next
six
months,
we'll
meet
monthly.
So
it's
designed
to
become
a
bit
of
an
accountability
group
to
help
with
these
lifestyle
changes
for
increasing
physical
activity
and
eating
healthier.

do
have
a
new
class
starting.
It's
going
to
start
the
second
week
of
may
we're
going
to
be
hosting
a
virtual
information
session
for
individuals
who
are
either
enrolled
in
the
program
or
just
interested
in
learning.
More
we'll
talk
through
all

risk
factors
of
pre-diabetes
and
how
to
determine
if
you're
at
risk
for
it
you'll
meet
all
of
our
coaches.
We
have
five
trained
lifestyle.
Coaches
currently
and
we'll
be
training
two
more
in
the
next
month.
We'll
help
participants
enroll
in
the
program
and
answer
any
questions
that
they
have.

dot
program

designed
to
improve
care
for
the
emergency
professionals
when
they
reach

scene
of
an
accident

call

individuals

may

able
to
speak

it
provides
that
crucial
medical
information
during
what
life
emergency
professionals
call
the
golden
hour
of
care
and
that
critical
hour,
where
someone

not
be
able

speak

themselves
but
will
need
that

medical

live

talk
about
the
nine
percent
sales
tax
as
of
april
first,
we
are
now
at
nine
percent
and
collectively
with
property
taxes.
We
are
the
highest
tax
city
and
county
in
159
counties
in
the
state
of
georgia.

Wall
street
is
basically
saying
that
we're
facing
a
recession.
So
this
is
enough
time
to
keep
on
taxing
ourselves
because
coming
may
24th
we
have
the
opportunity
to
vote
down
the
t
spots
and
I'll.
Tell
you
why
the
olas
has
really
not
done
anything
for
us.
We
were
known
as
the
murder
capital
city
last
year
because
of
pure
fact,
as
a
number
of
murders,
more
per
capita
than
any
other
city
in
the
state
of
georgia.

Mayor
henderson
is
the
public
safety
director
and
just
recently,
three
a
night
ago,
three
murders
were
committed.
I
was
just
getting
crazy.
The
2000
ola
sales
tax
was
intended
to
give
70
percent
of
the
public
safety,
and
that
equates
to
well
over
20
million
dollars
about
21
22
23
escalating
and
over
the
last
13
years.
Collectively
is
300
million
dollars
and
instead
the
mayor
and
city
council
have
used
it
as
a
slush
fund.

Only
in
the
last
couple
years
have
we
seen
any
kind
of
pay
raises
and
20
million
dollars
is
in
the
reserve
fund.
I've
talked
to
the
mayor
henderson
in
the
past,
and
he
said
if
it
isn't
being
used,
it
goes
into
the
general
slush
general
fund,
basically
the
slush
fund,
what
I'm
proposing
to
all
of
you
in
order
to
stop
the
crime
wave
and
not
be
complicit
of
the
crime
wave.
We
need
to
have
starting
wage
of
fifty
thousand
dollars
for
police
officers
and
for
the
firemen.

That's
the
only
way
that
we
can
resolve
this
by
recruiting
and
retaining
basically
can
you
say
that
we're
safer
now
the
resounding
answer
would
be:
no.
You
have
co-mingled
the
money
into
the
general
fund
and
that
wasn't
the
intent.
What
we
need
is
new
leadership
that
will
make
sure
that
that
money
is
spent
correctly.

my
money,
all
of
it
to
be
being
spent
here
because
we're
in
direct
competition
with
them.
Also,
there
was
three
phases
in
that

splash
and
mayor
tomlinson,
former
mayor
of
tomlinson
and
skip
henderson
were

that
committee,
and
they
were
the
ones
that
basically
put
them
in
phase
one
phase,
two
phase
three,
and
if
you
notice
that
it
kept
on
promoting
this
ola
sales
tax
by
saying
we're,
gonna
build
a
bridge
over
the
spider
web,
we're
going
to
take
care
of
south
columbus
one
of
my
par.

My
property
was
taken
on
buena
vista
road,
and
actually
it's
going
from
five
lanes
down
to
four
lanes
and
took
13
businesses
that
were
paying
property
taxes
and
honestly,
it's
just
going
to
be
a
kind
of
like
speeding
up
the
the
the
traffic
to
where
these
people
are
already
speeding
like
a
bad
man
also,
which
was
affected,
was
mount
pilgrim
and
they
got
an
offer
to
that.

They
couldn't
refuse
just
like
myself,
and
but
the
thing
is,
is
that
they
also
had
a
problem
with
the
gas
station
across
the
street
with
all
the
problems,
the
problems
actually
come
from.
There's
a
slot
machines
that
in
almost
all
these
indian
owned,
no
not
in
almost
every
one
of
them
and
also
an
atm,
and
what
do
I
say
about
that
is
most
people
are
using
credit
cards
today.

an
atm
machine
is
to
get
you
know,
money
from
it
and
if
you
take
a
look
that
basically
that's
where
the
crime
is
being
committed,
you
saw
just
recently
no
more
than
about
six
months
ago,
one
of
the
indian
owners
were
making
a
handsome
deposit
and
these
people
of
the
gangs.
They
know
what
kind
of
money
is
is
going
in
there
and
their
deposit,
and
that's
why
he
was
murdered.
And
if
you
also
take
a
notice
that
it's
in
direct
competition.

illegal
gambling
is
in
direct
competition
with
the
georgia
state
library,
and
the
thing
is,

that
there
needs
to
be
a
complaint
filed
because
law
enforcement
has
turned
a
blind
eye
to
this,

that

needs

mayor
henderson
on
facebook
had
nothing

a
group

businessmen
there
and
they
were
indian-owned
and

noticed

look
that
all

22nd
and
23rd

this
year.
We
successfully
completed
the
point
in
time
count
in
muskogee
and
russell
county,
as
we
are
designated
to
do
by
the
department
of
housing
and
urban
development.
We
had
40-plus
volunteers
that
came
out
and
participated
in
our
point
in
time
count
and
we
had
the
about
the
results
that
we
thought
we
would
have.

If
you
remember
when
I
was
here
in
january,
I
projected
that
that,
according
to
the
national
trends
we
were,
we
were
looking
at
a
10
to
15
percent
increase
in
homelessness.
Over
the
past
year
we
were
at
10.1
increase,
so
we
went
from
236
to
261
for
for
this
year,
which
all
things
considered,
I
think,
was
pretty
doggone
good.
Considering
we
just
come
off
a
two-year
pandemic.
We
had
18
months
of
an
eviction
moratorium
that
was
lifted
just
three
months
before
the
point
in
time
count.

So
eviction
started
taking
place
and
those
things
started
happening
again.
We
had
a
breakdown
of
about
200,
exactly
200,
that
of
those
folks
were
sheltered.
61
of
those
and
all
of
these
information
was
emailed
over
to
you
guys
so
you've
got
the
whole
packet,
but
these
are
just
the
snapshots
because
a
lot
of
reporting
that
we
have
to
do
eight
of
those
that
we
surveyed
or
were
children
under
the
age
of
18.

veterans
can
continue

stay

where
there
were

who
stated
that
they
were
veterans.

less
than
five
times
on
the
subject
of
decreasing
crime
in
our
fair
city.
Well,
I
tell
you
be
careful
what
you
pray
for
and
ask
others
to
do,
because
god
might
just
place
you
in
a
position
to
do
what
you've
asked
others
to
do.

I
was
recently
asked
to
lead
a
local
mentoring
group
of
pre-teen
and
teenagers.
I
accepted
their
position
without
hesitation
or
mental
reservation.
As
I
began
the
process
of
obtaining
funds
to
assist
this
group,
I
noticed
on
the
first
grant
application.
I
completed
the
crime
prevention
grant.
There
was
a
stipulation
of
how
funds
are
spent.
The
criteria
stated
that
funds
could
only
be
used
for
events
within
the
borders
of
muskogee
county.
The
first
thing
I
did
was
call
mr
seth
brown.
The
crime
prevention
director
I
asked.

Take
it
from
a
young
man
who
was
born
and
raised
in
a
small
rural
southwest
georgia,
town
of
5
000.,
but
at
the
age
of
23,
I
walked
across
the
london
bridge,
visit
the
eiffel
tower
in
paris
and
walk
the
streets
of
berlin
and
visit
the
wall.
This
exposure
allowed
me
to
dream
beyond
measure
it
increased.
My
hope
and
made
me
realize
the
world
was
much
bigger
than
what
I
saw
in
my
hometown
of
camilla
georgia.
I
would
like
to
do
the
same
thing
for
the
youth
of
columbus.

discuss
this.
The
the
plan
in
place
came
from
when
the
office
first
opened
that
there
was
no
travel
allowed
by
city
employees,
so

board
adopted
that
same
basis
based
on

If
our
city
employees
can't
travel,
then
we
definitely
don't
need
to
have
programs
that
we're
sponsoring
that
provide
travel.
Also,
it's
stayed
in
place
only
because
it's
a
very
slippery
slope.

a
board

but
if
we
opened
that
door,
the
board
feels
like
they
should
be
able
to
approve
every
trip
that
comes
through
the
door
on
a
case-by-case
basis.

would
be
some
very
beneficial
trips

likely,

would

that
would

extremely
cost
prohibitive
or
could
take
up
a
large
percentage
of
the
cost
of
what
that
program
is

getting
and
a
one-day
trip
would
not
equate
to
a
year-long
mentoring
program,

great
idea

and

came
down
here

command
college,
I

a
police
chief

metro
atlanta,

retired

2017,
from
fulton
county
as
the
chief
investigator
over
the
felony
division,
and
I
I,

I
came
here
for
command
college.

I
truly
fell
in
love
with
the
community,
so
I
ended
up
moving
here
from
metro
atlanta
and
I
bought
a
home
eventually
bought
a
home
in
columbus.

didn't
like
it
because
you
you
never
know
what
that
day
is
going
to
bring
for
you
as
a
police
chief,
but
I
will
say
that
I,
after
some
news
stories,
came
out
about
a
directive
that
was
put
out
from
the
police
department
concerning
investigators
and
staff
from
the
muskogee
county
sheriff's
office,
not
to
be
allowed
to
enter
any
premises
that
the
police
department
is
is
involved
with
or
is
conducting
an
investigation
which
I
understand,
but
when
they
came
down
to,
they
will
be
asked
not
to
interfere
on
a
traffic.

knew
every
directive
that
was
put
out
and
a
director
from
a
police
chief
is
almost
as
much
as
a
chain
of
changing
the
standard
operating
procedure
because,
as
a
chief
in
the
guidelines
of
the
standard
operating
procedures,

states
on

that
any
directive
given
by
the
chief
circumvents
any
other
order
in
this
standard
operating
procedure
that
that
directive
being
given
to
these
officers
that,
if
a
muscogee
county
deputy,
shows
up
on
your
scene
on
your
traffic,
stop

you
are
to
wave
him
off.

left
atlanta
to
come
to
columbus
because
it
was
safe.
For
then
atlanta
and
now
columbus

certain
is
bypassing
atlanta
in
crime.

it's
because
you

I've
spoken
to
quite

few
officers

columbus
police
department.
They
can't

counting
the
minutes,

they
can
retire
and
get
out
of
here
and
if
they
retire
we're
going
to
be
left
with
a
bunch
of
young
officers
that
that
are
going
to
be
lost
because
they're
not
being
trained
by
the
older
staff
that
are
leaving
because
they're
just
done
they're
ready
to
go.

commend
the
sheriff's
office
for
being
a
professional
staff
that
they
have
been
when
they,
if
I,
if
me,
as
a
police
chief,
put
this
out
in
my
department
in
atlanta
I'd,
be
suspended
immediately.

not
saying
that
that
he
didn't
know
or
did
know
or
didn't
know,
but
that
kind
of
directive
going
out
within
your
police
department
in
an
email
stating
that
I
want
to
be
notified.

If
a
deputy
shows
up
on
my
scene
and
doesn't
leave,
we
will,
you
know,
send
me
a
text
and
I'll
notify
the
chief
and
the
chief
will
handle
it
and
him
saying
that
it
was
taken
out
of
context.
That's
not
taken
out
of

It
says,
namely
muscogee
county
sheriff's
office,
cannot
show
up
on
any
of
our
scenes
or
be
involved
in
any
of
our
traffic.
Stops
that
is
just
the
most
incredible
thing.

I've
ever
heard
as
a
law
enforcement
officer
to
have
a
sheriff
and
there's
always
there
there's
always
an
animosity
between
the
sheriff's
office
police
department.
It
happens
all

time,
that's
normal,
but
to
the
level
of
you
putting
it
on
paper
and
giving
a
directive
that
if
a
sheriff's
deputy
comes
up
to
back
me
up
on
a
traffic,
stop
you
are
to
send
him
off.

back
in
1999,
my
partner
was
on
a
traffic
stop
and
a
deputy
drove
by
him
didn't
stop,
because
we
had
that
little
bit
of
animosity
during
that
time.
The
subject
overpowered
my
partner,
pinned
him
between
the
door
of
his
patrol
car
and
shot
him
in
the
back
of
ahead
and
killed
him
on
I-20.

So
I
take
it
when
I
used
to
drive
back
and
forth
from
atlanta,
because
I
lived
here
and
I
drove
up
to
atlanta
every
day
and
I
drove
back
and
I'd
see
a
trooper
on
the
side
of
the
road
or
a
police
officer
from
another
jurisdiction.
I'd
pull
over
just
to
make
sure
that
they
were
safe
and
then
I'd
pull
off
and
go
on
my
trip
to
columbus
or
to
atlanta.

just
want
to
make

aware
that
that
there
isn't
enough
zeros
in
the
bank
account
with
the
columbus
police
columbus
city
to
cover
the
liability
that
you
guys
have
put
us
in
already
by
putting
that
directive
and
allowing
that
director

out

renaming

federal

act

2021

established
a
task
for
the
secretary
of
defense
to
form
a
commission
to
go
out
and
look
at
the
renaming
of
all
elements

department

defense

honored

fought

united
states

the
confederacy,
and
so
that
is
that
is
federal
law.
It
is
no
choice
of
any
local
individuals.

we
in
the
united
states
army
following
federal
law.

do

commission
set
a
process
up

engaging
local
communities
for
their
input
into
the

renaming
of
their

bases

their
other
elements
that
have

summer

naming
commission
members

the
naming
commission
come
down

washington
dc

came
to
fort
benning
and

benning

series

discussions.

we
will
conduct

meeting
with
the
members
of
the
commission
and
again,
we've
invited
members
of
the
community

representative
across
the
community,
the
chattahoochee
valley,
to
ensure
that
we

variety

diverse
input
into
the
naming
process
that
the
naming
commission
will
then
go
forward
on
the
first
of
october,
2022
back
to
the
united
states
congress
with
their
recommendations,
and
so
this
this
meeting
again
will
occur

thursday,

will

another
step
in
this
process
process
from
there
to
their
recommend.

project

the

lawyers
are

more
experienced

read
their
opinions
and
I
think
they
are
consistent
with
georgia,
law

full
support
for

this
will
bring
affordable
housing

much

sue

of

Sometimes
we
receive
them
on
behalf

school
board,

school
board-

this

my
area
of
expertise
in-
is
personal
injury

not
required
to
serve

annual
item

them

they
are
not
technically
covered
under

georgia
code,
for
what
is
basically
considered
the
subdivisions

we're
looking
at
limits
liability,
the
law

clear

to
protect
themselves?

serve

item
on
the

built

payment
from

sounds
like
if
we
don't
make

decision

everything

falls
apart.

forward

information
on
the
employment
shortages
throughout
the
city
government,
throughout
all
departments
with
metra
included,

bring
back
to
you
an
update
of
the
critical
shortages
at
metra,
and
so
we
prepared
today
just
a
brief
presentation
and
if
I
go
off
script,
just
a
little
bit
just
please
bear
with
me.

We
only
have
one
post
certified
detail
officer,
so
I
want
to
talk
to
you
a
little
bit
about
both
these
two
positions,
and
I
know
you
know
so
well
about
the
the
critical
shortages
you
know
throughout
the
nation,
but
last
year
this
time
we
were
critically
short
with
our
maintenance
staff
as
well,
but
we
are,
we've
come
up
with
that,
so
that
we're
not
in
in
the
same
situation,
not
with
the
turnover,
but
these
two
positions
are
very
critical:
to
maintain
the
service.

Well,
we
interviewed
someone
before
that
increase
and
this
person
was
going
to
come
to
metra
had
been
at
muskogee
county
for
just
you
know
some
years
and
she
told
us
no
I've
changed
my
mind
because
I'm
now
making
19
an
hour
at
muscogee
county,
our
highest
paid
bus
operator
who's,
been
with
metro
for
almost
15
years,
makes
16
dollars
and
40
cents,
and
we
have
only
a
few
senior
operators
left.

Six
days
a
week
monday
through
saturday
and
I'll
go
to
another
slide
here
in
the
in
just
a
little
bit.
That'll
talk
a
little
bit
more
about
that.
But
with
this
critical
shortage,
bus
operators
are
required
to
work
any
time.
They're
called
upon
it's
an
essential
service
and
they
don't
get
to
say
no
unless
they
have
a
valid
reason:
they're,
sick,
their
family
members,
sick
and
there's
something
a
crisis
going
on,
but
they
can't
just
say
no,
I'm
not
coming
in.

Buses
are
before
covid
council
had
approved
the
service
to
run
until
10
30
at
night,
but
because
of
covid
and
the
critical
shortage
we
have
been
operating
on
a
reduced
service
that
we
call
saturday
service,
and
so
with
that
being
said,
they
are
getting
off
at
8
30
and
once
we
go
back
to
the
regular
service
they're
going
to
be
getting
off
at
10
30.,
but
they
have
to
be
available,
and
so
it
brings
about
a
hardship
there.
You
see
there,
it
says,
fatigue
due
to
the
shortage
they're
tired.

They
call
out
because
they're
tired
it
brings
about
illnesses
and
when
this
happens,
it's
not
safe
for
them
to
drive
a
bus.
So
you
know
we
have
to
work
with
what
we
have,
and
you
know
it.
It's
not
a
good
thing
when
you
put
a
person
out
there
and
you
know
they're
working
all
of
this
overtime,
but
this
is
an
essential
service
and
we
have
people
who
are
dedicated.

They
also
leave
because
of
better
work
opportunities
such
as
promotions
and
incentives.
Some
businesses
offer
paid
tuition
and
those
kinds
of
things
in
addition
to
us
losing
bus
operators
to
other
other
like
fort
benning
or
those
places
we're
playing
tug
of
war
within
the
city
government.
This
department
pools
that
department
pulls
so
that's
what's
happening.

Everybody
every
department,
similar
to
metro
that
needs
a
cdl
they're
pulling
tug
of
war
as
fast
as
hr
can
post
a
job
we're
pulling
at
it,
because
we
know
that
if
we
don't
hurry
and
interview
that
person
tomorrow,
they're
gone,
it's
it's
real
as
we're
calling
hr
all
through
the
week.
Do
you
have
any
more
applications?

they're
getting
them
to
us
as
fast
as
they
can,
but
our
staff
are
spending
they're
spending
more
time
interviewing
people
than
they
are
training
people
to
do
the
job

fast

we

bus,
they're
gone
and
we're
back
in
training
again
and
our
supervisors
are
driving,
so
it
is
really
critical
and-
and
we
feel
that
you
need
to
know-
if
we
don't
tell

you
won't

you
can't
know.
So,
that's
why
we're
here
today.

we
know
that
the
federal
government
has
deemed
transit
as
a
critical
infrastructure
workplace.
So
it's
it's
necessary
just
like
the
grocery
stores.
We
have
to
have
public
transit,
and
these
are
some
of
the
trips
and
I've
listed
some
and
there
are
others.
But
these
are
the
main
trips
work:
medical
appointments,
shopping,
grocery
retail
education,
recreation,
it's
essential.

It's
they
have
no
other
way
in
columbus.
You
know
we
hear
a
lot
about
choice:
riders
in
in
larger
cities.
If
you
talk
through
the
transit
engine
industry
now
there
are
no
more
choice:
riders,
they
rely
on
public
tran,
it
used
to
be
where
a
person
had
a
vehicle
and
they
decide
well.
I
won't
drive
today,
I
think
I'll
leave
my
car
at
home
and
ride
public
transit.
Those
are
choice:
riders,
our
customers
rely
on
public
transit
because
they
have
no
other
way
to
get
around.

They
are
walking
out
of
the
neighborhood
several
blocks
to
a
bus,
stop
in
the
cold
in
the
dark
in
the
rain
in
the
heat
to
get
to
that
bus
because
they
need
it
and
so
it's
you
know
we
have
bus
operators
who
are
who
are
dedicated
to
transit.
They
can
go
other
places,
they
can
find
other
jobs
and
I'll
show
you
a
clip
here
in
just
a
little
bit.
As
I
end
they
can
get
other
jobs
paying
more
money
but
they're
dedicated
to
this
service.

also
mention
here
and
again-
I'm

we're
so
dedicated

making
everything
work
in
columbus
in
terms
of
transportation
in
a
few
months,
probably
in
august,
we're

start

va,
transportation
and
and
we're
excited
about
it-
we're
very
optimistic
about
it.
So
we're
saying
every
day
we're
going
to
get
more
people
we're
going
to
do
this.
We
got
two
more
months
y'all.
Let's
do
this,
because
we've
got
the
va
service
coming.

partnered
with
united
way,
pat
frey

the
safe
house
chaplain
neil
richardson-
to
try
to
help
with
the
transportation
for
the
homeless
population
because
it's
essential
they
have
to
get
around.
They
have
to
be
mobile,
so
we've

got
that
program
going
and
and
we're
excited
about
we're
going
to
make
it
work.

struggle,

to
figure
out

we're
gonna
keep
buses
moving.
So
these
are
some
numbers
that
hr
provided
us
for
the
last
three
years
last
three
fiscal
years.
So
in
fy
20
we
had
20
vacancies,
25
new
hires,
31
separations
in
fy
21,
22
vacancies,
20
new
hires,
26
separations
in
fy,
22
to
date,
27
vacancies,
22,
new
hires
and
29
separations
already.

In
this
ongoing
trucker
shortage,
walmart
is
now
raising
pay
in
an
effort
to
attract
more
drivers.
Starting
salaries
are
now
going
from
88
thousand
dollars
up
to
110
000
a
year
in
the
first
year
than
pay
increases
with
seniority.
We
have
reported
here
on
the
shortage
of
drivers,
putting
further
strain
on
the
nation's
supply
chain.

is
by
no
means
a
promote
an
advertisement
for
walmart,
so
we're
not
encouraging
anybody
to
run
off
and
get
a
job,
but
we
we
have
some
challenges.
We
have
some
serious
challenges
ahead
of
us:
we're
hiring
them
they're,
going
to
drive
a
truck
somewhere
to
make
more
money.
So
you
know,
if,
if
you
ask
me,
how
are
we
holding
this
together?

is
by
the

to
think

walmart

greeters,

they're
hiring

hour,
not
drivers,

you
come
in
the
door,
our
bus
drivers
could
leave
us
and
go
to
walmart
and
make
more
money.

mean
it's
just
that
simple
and
they
don't
have
to
drive
a
bus.
They
just
you

wear
a
vest
and
do
what
they
do.
You
know
so
we
can't
compete
with
walmart,
but
we
do
have
the
pay
compensation
study
we're
looking
at
different
incentives.

was
in
atlanta
this
weekend.
I
saw
what
they
were
offering
three
to
five
thousand
dollars
sign
on
bonuses.
I

You
know
sign-on
bonus,
so
we've
got
to
rethink
our
recruitment
retention,
our
compensation-
and
you
know
it's
going
to
be
tough.

columbus
technical
college
is
launching

program

train
cdl,
and

don't
know

there's
something
that
we
can
do
to
work
with
them
to
make

would
suggest
that
maybe
you
have
someone
talk
with
the
folks
at
columbus
tech
and
see
if
there's
not
something
that
we
might

able
to
do
with
them

them
to
get
more
certified
drivers.

the
columbus
tech
board
of
trustees

had
that
conversation

we
look
forward

that
cdl
school
and
how
we
can
partner

get
people

working
on
that

talk
a
little
bit
about
what
you
might
see
on
the
ballot
voters.
Will
it's
a
midterm
election?

styles

it's
the
republican
primary,
the
democratic
primary
and

the

very
important
to
the
city
and
it's
basically
being
done
at
no
cost
to
the
city.

that's
that's
the
important
thing
we
get.

Watershed
are
all
located
in
muskogee
county,
there's
11
in
total,
the
dams
were
originally
funded
by
the
watershed,
protection
and
flood
prevention
act
that
came
out
in
1948.

two
dams

we'll
talk
about

Bull,
creek,
12
and
14
are
categorized
as
high
hazard
or
category
1
dams
by
the
georgia
safe
dams
program.
That
means
that
if
the
dams

fail

were
inappropriately
operated,
they
could
result
in
the
loss
of
human
life
just
for
the
purposes
of
kind
of
clarifying
what
that
means.
The
bull
creek
dam
number
12
is
located
on
the
left
hand.

businesses

are
located
within
the
breach,
inundation

So
if
the
dam
were
to
be
full
all
the
way
up
to
the
top
of
the
dam
and
the
dam

fail,

zone

the
dam.
So,
as
you
can
see
for
both
bull
creek
12

creek
14,
there
are
a
number
of
structures,
so
that's
kind
of
the
importance
behind
why
it's
a
good
idea
to
keep
these
dams
maintained
and
in
the
case
of
these
two
rehabilitated.

bull
creek
14.
schnabel's
been
involved
on
these
dams.
Since
2015,
we
were
hired
by
soil
and
water
conservation
commission,
using
funds
from
the
natural
resources
conservation
service
to
assess
several
of
the
dams.
In
the
bull
creek
watershed
we
did
planning
studies
for
bull,
creek,
12
and
14,
and
most
recently,
we've
completed
design
documents
for
the
repairs
and
rehabilitation
of
these
dams.

where
we're
at
in
the
process
on
these,
the
both
the
projects
have
been
put
out
to
bid
the
georgia
state
financing
and
investment
commission
is
administering
the
contract
and
a
contractor
has
been
selected
notice.
Proceed
on
these
has
been
provided
as
of
last
week,
and
we
anticipate
that
the
contractor
is
going
to
mobilize
to
begin
work
on
these
two
dams
in
early
may.
The
construction
phase
of
this
of
these
two
projects
is
going
to
last
on
the
order
of
about
15
to
18
months.

this
is
highlight
is
the
auxiliary
spillway
channel.
This
is
the
channel
that
would
flow
in
the
event
of
very
intense
rainfall.

doesn't
flow,
usually

event,
so
9
to
10
inches
of
rain
in
24
hours.
So
this
is
the
view
of
the
inlet
channel
of
the
auxiliary
spillway

bull
creek,

there's
a
principal
spillway,
that's
composed
of
the
pipe
and
riser
that's
highlighted
in
yellow.
Also
through
this
dam
there's
an
abandoned,
we'll
say
it's
an
it's.

It's
cast
iron,
approximately
10
to
12
inch
pipe.
Here's
a

can
kind

out

the
middle
of
lake
there's
actually
a
sewer

and
then
this
is
the
downstream
end
of
the
pipe.
So
the
water
discharges
through
the
pipe
into
a
plunge,
pool
that's
rip
rap,
lined
just
to
the
right
of
this

this
project
and
I'll
get

it

there's

bit

down
in
the
plunge
pool

first

things
that's
going
to
happen
is
we're
going
to
improve
the
plunge
pool.

to
kind

bring
it

to

design

addition
will
be
a

wave
berm
for
the
upstream
slope
to
kind
of
help
out
with
erosion
caused
by
waves.

a
rip-rap
lined
wave
worm
looks
like
on
a
on
an
earthen
dam
and
then
last
couple
of
features,
and
I
don't
know
that
I've
got
photo.

photos,
there's

decent
amount
of
sedimentation
that
has
occurred
in
both
of
these
lakes,
so
in
order
to
access
the
riser
and
make
some
improvements
to
the
gate
structure
and
some
of
the
trash
rack
structures
that
are
on
that
riser.

probably
going
to
need
to
excavate
a
little
bit
of
sediment
and
in
order
to
after
we've
excavated
the
sediment,
because
we
can't
take
all
the
sediment
out
of
the
lake
we're
going
to
armor
that
resulting
slope
with
riprap.

this
is
kind
of
a
a
rip-rap
lined
slope
stabilization,
similar
to
what's
going
to
happen
at
bull,
creek
14.

But
there
are
some
plans
to
improve
the
gate
so
that
if
the
lake
needs
to
be
lowered
or
maintained
at
a
lowered
state
that
a
gate
can
be
installed
and
operate.
So
that's
bull.

basically
repairs.
We
think
that
they'll
take
on
the
order
of
three
or
four
months
to
complete
and
they'll
happen
during
the
scope
of
the
work.
That's
happening
for
bull
creek
12.,
so
bull,

the
auxiliary
spillway
flowed
and

locate
the
ends

the
sewer
line

outside
the
extents
of
the
dam
and
we're
going
to
have
those
inspected

then
filled
with
grout.

riser
structure

new
standard
riser
structure
based
on
nrcs
design
at
the
downstream
end
of
the
rise
of
the
outlet
pipe

going

has
a
smaller
footprint
than
the
plunge
pool
that
would
be
necessary
to
build
this
dam.
Obviously,
these
dams
are
in
residential
areas
and
there's

limited
space
to
operate.

with

kind

an

older
riser
structure,
but
this
is
going
to
be

style

up
out
of
the
water
more
than
the
current
riser
structure
does,
but
it's
going
to
be
designed-
and
it's
been
designed
to
to
basically
maintain
the
same
level
of
flood
protection
that
the
the
original
structure
provides.

portion
of
this
project
is
going
to
be
the
replacement
of
the
auxiliary
spillway,
with
a
reinforced
concrete
labyrinth,
crested
chute
spillway.
So
one
of
the
issues
with
the
existing
auxiliary
spillway

it
flows
there
are
homes
that
are
downstream
that
were
constructed
after
the
dam
was
in
place
that
are
impacted
so
as
part
of
the
project.

original
spillway
will
be
decommissioned
by
building
an
extension
of
the
dam
across
it,

then
the
new
spillway
is
designed
to
pass
this
bull.
Creek
12
is
receiving
federal
funding,
so
it
has

designed

the
probable
maximum
precipitation.
That's
the
noah's
ark
flood
event.
So
that's
really.
It
equates
to
roughly
between
30
and
35
inches
of
rain
in
six
hours,
which
some
people
say
that
could
never
happen,
but
there's
plenty
of
data
across
the
country
that
shows
that
they
do
happen.

the
design
event

this
particular
spillway
is
designed
for.
So
this
is
an
example
of
what
the
spillway
will
look
like
it's
a
little
bit

spillway

the

little
bit
larger
than
the
spillway

This
is
a
labyrinth.
Spillway

it
has
five
cycles.

other
two
parts
of
this
project
are
there

be
a
rip-rap
wave
berm
installed
on
the
upstream
slope,

part

that
the
the
resulting
pond
has
got
to
provide
enough
sediment
storage
for
another
50
years.

amount
of
sediment
that
has
accumulated

lake,
approximately
20
000
cubic
yards
of
accumulated
sediment
is
going
to
be
removed
from
the
lake
and
it's
going
to
be
disposed
of
in

old
auxiliary
spillway
channel,
so
that
part
of
the
process
will
probably
happen
at
the
end
of
the
construction
work,
but
the
the
the
sediment
will
just
be
disposed
of
and
confined
by
another
kind
of
structural,
earthen,
berm
and
then
stabilized
with
grass.

the
project,
like
I
said
some
details,
some
technical
items
in
that
presentation,
but
the
the

construction
contract
has
been
awarded
and
schnabel
will
have
a
representative
on

we're
engineers
of
record
with

safe
dams
program

dams
program
permit
to

re
rehabilitate

projects
we'll

a

on

observes
the
construction,
the
critical
aspects

construction

surprise

lot

don't

insurance

structures
may

technically
in
fema
flood
insurance

dams

provide

tremendous
amount

flood
protection
benefits
to
the
downstream
properties.

the

just
line

creeks

these
of
these
two
dams,
and
if
the
dams
weren't
there,
those
areas
would
be
very
flood
prone.

insurance

columbus,
georgia

buy
flood
insurance.

rate
is
determined
on
their
risk,
which
is
their
proximity
to
a
flood
zone,

was
the
area
that
flooded.

know
if

recall

that's
the
houses
that

filled
the
whole
street
and
cul-de-sac

disruption

streets

integrated

hire

drivers,
we

train
those
drivers
and

drivers
are
going

trained

able

operate
everything
in
integrated

vacancies

designated
waste
equipment
operator
positions
in
integrated
ways

full-time

one

operators
are
very
important
people

they
have
a
hard

ask
them
to
drive
these
trucks,
and
these
trucks

weigh
up

30
tons
when
they're
filled,

they
are
also
overseeing
two
inmates.
They're
handling
any
open
routes
that
we
send
them
on
and
handling
an
open
route
means
that
they've
done
their
route,
but
now
they've
got
to
go,
get
a
vacant
route
and
get
it
picked
up
as
well.
They
are
also
responsible
for
handling
our
back
door
service.

Those
are
our
disabled
individuals
that
need
assistance,
bringing
their
cans
to
the
street
so
that
they
can
be
emptied.
They
have
to
get
out
of
the
truck
stop

truck
get
the
can
empty.
The
can
and
put
it
back,
they're
also

initial
contact
for
our
residents
when
they
have
concerns
regarding
their
waste
collection,
and
they
we
are.
We
have
required
them
to
extend
their
work
week
from
40
hours
a
week
to
60
hours
a
week.

six
days
a
week,
and
that
is
a
lot
and
we're
asking
them
to
do
all
of
this
for
sixteen
dollars

four
cents
an
hour.

that
is
a
major
player
and
that's
something
that
metro
was
talking

equipment
operators
can
drive
rear
end
loaders.
They
can
drive
the
new,
automated
side
trucks
when
they
finally
get
here
as

grab
all

challenge

contractor

picking

waste

picked

500
tons
in
february
they
picked

640

march

over
a
thousand
tons.
So,
as
you
know,
we're
getting
closer
into
the
summer
months,
that
waste
amount
is
just
going
to
continue
to
incline.

in
december,

back
to
amways
and
said

have
nobody,
and
I
did
basically
said
that
I
had
nobody
to
operate
a
yard
waste
vehicle
in
our
fleet.

now.

help

stepped
up
and
said
we'll
take
on
your
additional
16
routes
that
you're
unable
to
get,
and
they
did
that
at
no
cost
to
the
city.
So
with
that
being
stated,

are
only
responsible
for
the
containerized
waste.

comes
to

house
and
there's
this
many
bags,
that's
probably
a
normal
number
of
bags

resident

has

lot
of
trees

just
pick
up
the
bag
and
throw
it
in

truck

to
open
that
bag
empty
it
out,
put
the
plastic
bag
in
a
different
container
and
then
keep

an

have
to
stop.

sure
those
inmates

safe.
We
need
to
make
sure
our
drivers

safe
and
that
will
throw
us
behind
in
collecting
waste.

that
is
something
that
I

that
you
all
were
aware
of,
because
that
is
something
that
we

constantly
having
to
deal
with,
especially
during
the
summer

allow
us

means
that
they
would
get
them
up
and
they'll
be
picked
up
by
us
by

and

they'll

the
yard
or
on

route

working

the
summer

more
bags

they
have
to
pick

more
cans

continues

grow
as
the
waste
amounts
grow
equipment.

fleet
manager

services

part

the

to

weekend

weekend

we're
going

start
that
third
saturday
this
month
on
the
23rd

landfill
will
be
open
for
our
vendors
and
for
anyone
else
that
needs
to
dump
at
that
time.

backlog

we

with
our
bulk
waste
collection

rotate

recycling

bulk
collection

bi-weekly

of

free
up

bulk
drivers
to
be
able
to
go
and
pick
up
bulk
waste.

relates
to
doing

process

possibly
help
control
that
backlog

waste

on
the

doing

our

in

industry
doesn't
recycle
them
at

resources

building

will
not
be
occupied
in

to

signs
throughout

community

calming
measure

studies
