our

annual
help,
the
hooch
tri-city
cleanup
and
we're
so
excited,
and
we
would
like
to
thank
the
citizens
of
columbus
for
hitting
that
landmark,
because
it
truly
tesla
is
a
testimony
of
how
columbus
gets
out
and
get
involved
and
reach
out
and
help
and
love
to
keep
columbus
beautiful.
So
with
that
being
said,
registration
is
ongoing.
It
will
end
on
september
23rd.

The
cleanup
actually
is
on
friday,
the
school
campus
cleanup
september,
the
30th
october.
The
1st
will
be
our
tri-city
cleanup,
which
will
include
fort
benning,
phoenix
city,
harris
county,
the
whole
tri-city
area
and
we're
excited
again
and
registration
is
ongoing
and
I'm
going
to
have
william
because
he
has
been
doing
this
for
quite
a
while.
I'm
the
newbie.

Yes,
we're
proud
to
be
one
of
the
anchors
of
this
program.
We've
been
here
for
28
years,
and
myself
personally
have
been
doing
it
for
28
years.
It
is
a.
It
is
a
a
testament
to
the
the
community
and
their
commitment
to
keeping
our
area
beautiful
and
clean
for
the
waterworks
is,
is
another
facet
of
it?
Is
a
water
quality
issue,
keeping
the
nine
point.

Source
pollution,
which
is
trash
out
of
the
waterways,
is
monumental
for
our
water
quality.
In
this
in
the
area,
I'm
very
proud
that
keep
columbus,
beautiful,
columbus,
waterworks,
oxford
meadows,
environmental
learning
center
and
the
chattahoochee
river
conservancy
have
all
been
anchored
for
this.
Ever
since
we
started,
we
have
several
thousand
already
signed
up,
and
I
encourage
the
council
to
talk
to
your
districts
and
have
they
encourage
them
to
participate.

covered
kind
of
knocked
us
back
for
a
couple
of
years
as
far
as
participation
and
some
of
the
things
that
we
were
able
to
do,
but
we've
come
out
of
it
and
now
we've
got
good
registration
going
on
the
schools
are
involved
again.
So
that's
it's
wonderful
news
so
well.
I
look
forward
to
having
several
more
years
a
couple
another
couple
more
decades
of
this
program,
because
it
is
huge
that
we
try
to
teach
the
children
and
the
community
what
we
know
and
why
this
is
important.

stuff

of

make
sure

our
young
folks
know
they're
going
to

care

patriotism
and
the
empathy

kindness

everybody
showed

the

that
followed,
that
attack
would
somehow
bubble

surface
again,
because
we
could
use
some
of
that
patriotism

are
all
more
alike
than
we
are
different
and
we
all
want
the
same
basic
things
as
these
folks
who
are
championing
the
constitution
we're
talking
about.

piece
of
that
is
the
incredible
bravery
of
our
public
safety
officers.

I'm

ask
former
councillor
anthony

come

the
podium,

well
as
our
chiefs
and
any
other
public
safety
personnel
that

here

you

the

this
is
a
significant
opportunity

thank
and
to
to
acknowledge
our
prayers

people
who
spend
their
lives
protecting

safety
committee
of
city
council
when
I
was
on
council
and
I
grew
to
appreciate
all
the
people
that
are
involved
in
keeping
us
safe
day
and
night

of

year,

time

the
house
of
heroes
program
was
started.

years
ago,
two
years
before
9
11,
it
was
designed
to
help
and
honor
military
and
public
safety
veterans.
Senator
saxby
chandler
said
this
is.

Organization
that
he
knew
that
we
knew
of
that
did
both
honor
military
and
public
safety
and
when
I
first
started
house
of
heroes,
people
would
say
well
why
public
safety
after
9
11,
nobody
has
ever
questioned
that
we've
done
eight
1500
homes
across
the
country
and
it's
spreading,
but
one
of
the
things
that
we
want
to
do
is
to
designate
a
time
where
we
honor
military
and
public
safety,
but
particularly
public
safety.

There
is
no
holiday
that
recognizes
all
of
public
safety
and,
as
mayor
henderson
said,
we
have
one
three
million
people
who
are
protecting
340
million
people
every
day,
and
so
it's
a.
I
think,
it's
very
fitting
that
cities
and
states
across
the
country
take
a
moment
to
recognize
during
the
week
leading
up
and
including
911
those
who
are
involved
in
public
safety.
So
I'm
pleased
that
columbus
is
doing
this
and
leading
the
way.

let
me
just
say
very
briefly
that
in
the
resolution
or
proclamation
it
pointed
out
that
there
have
been
negative
things
said
and
done
to
and
about
public
safety
over
the
last
three
or
four
years.
It
doesn't
happen
in
columbus
people,
this
community
and
the
people
sitting
around
this
table.

not
only
pray
for
you
and
love
you,
but
we're
also
very
thankful
for
you.

to
give
you
all
an
overview,
and
this
is
going
to
come
up
for
fuller
consideration
at
the
next
council.

anticipate
that

I
come

we'll

materials
maybe
altered
a
little
bit
for
whatever
questions
I
get
today
or
follow-up
questions
between
now
and
the
next
meeting.
So
we'll
kind
of
go
through
these
quickly
today
with
the
idea
we'll
go
more
slowly
next
time
now.
All
of
you
are
fairly
familiar
with
the
trail
system.
I
think
I've
been
a
few
times
now.
Just
as
a
recap,
the
master
plan
is
35
miles.
P
You
can
see
that
we
have
a
nice
mix
of
multi-use
which
is
foot
traffic
and
biking,
and
then
some
bike
only
and
some
hike.
Only
we've
used
professional
high
quality
trail
construction.
We've
managed
user
conflicts.
I
think
they
have
the
trail.
Bidders
done
a
fantastic
job.
The
cost
is
2.5
million.
We've
raised
over
2.4
so
as
far
as
constructing
the
trails
we're
there
on
fundraising
and
a
large
part
of
what
we're
going
to
talk
about
today
is
how
do
we
maintain
and
manage
going
forward?
P
P
P
You
all
have
heard
me
talk
a
lot
about
the
benefits
of
trails,
but
I'll
always
reiterate
them,
especially
the
two
in
the
bottom
right,
how
this
dovetails
with
things
like
young
professionals
attracting
and
retaining
workers
and
how
it
dovetails
with
white
water
and
the
zipline
and
just
reader
I
mean
you,
know
our
white
water
examples
in
the
southeast
that
are
similar
to
us.
You
know
the
mountain
biking
is
a
big
part
of
that
experience.
P
Then
the
final
bit
of
recap
is:
we've
worked
very
hard
to
make
this
not
just
about
mountain
biking,
I
mean
those
2.5
million
dollars
or
close
to
it
are
private
dollars,
and
people
in
this
community
didn't
give
two
and
a
half
million
dollars,
so
somebody
had
somewhere
to
mountain
bike.
They
gave
it
to
make
the
community
a
better
place
and
standing
by
inc
and
everything
we've
done
has
been
designed
with
that
ultimate
goal
in
mind,
doing
it
through
multi-use
trails,
I
mean
that's
reflected
in
the
broad-based
support
we
have
and
in
our
board
they're
only.

This
is
the
current
situation
and
I
always
try
to
be
very,
very
careful
to
state
that
I
do
not
speak
for
dnr
and
I
do
not
speak
for
the
city,
so
this
is
standing
boy
inc,
I'm
in
our
opinion,
that
property
is
not
a
really
good
fit
for
dnr.
It's
not
a
good
wma.
It's
too
urban!
It's
it's
too
small.
It's
not
a
good
state
park.
P
Those
trails
produce
does
not
get
reinvested
into
the
property
and
the
city,
as
we
just
said,
you
know
we
have
not,
as
voters
have
not
given
you
all
the
resources
you
need.
I
think
you
will
not
be
offended
if
I
say
that
there's
not
capacity
to
take
on
an
additional
park
like
this
and
what's
going
on
currently
right
now
is
that
standing
boy
inc
is
effectively
managing
that
property.
We've
been
doing
it
for
years,
and
the
only
thing
that's
really
going
to
change
in
this
proposal
is
targeting.
P
That
last
point
is
that
we
want
to
get
the
revenue
from
the
property
back
into
the
property
and
better
position
standing
boy
inc
to
manage
that
property
and
just
to
state
it
more
fully.
As
you'll
see
the
objective
of
what
we're
proposing
is
we
want
to
put
the
local
volunteer
nonprofit
community
in
the
best
position
possible
to
marshal
resources
not
just
to
build
it.
We've
done
that,
but
to
maintain
and
manage
and
activate
it
over
the
long
term,
in
a
way
that
maximizes
the
benefit
of
that
piece
of
property
to
our
community.

So
here's
the
proposal
and
I'm
pleased
to
say
that
the
city
attorney's
office,
especially
lucy,
has
been
wonderful
and
we've
worked
with
dnr.
So
we
have
a
set
of
draft
agreements
that
the
city
attorney's
office
is
blessed
and
that
dnr's
legal
department
has
blessed
and
that
standing
boy
inc
is
very
happy
with,
and
those
will
be
coming
to
you
prior
to
more
fuller
consideration
at
the
next
meeting.
What
we're
proposing
is
that
dnr
enters
into
an
intergovernmental
agreement
with
the
city.
P
I
think
it's
very
reasonable
that
dnr
doesn't
want
to
enter
into
anything
directly
with
standing
boy
inc.
They
say
we
we
do
this,
but
we
do
it
in
this
way
and
that's
iga's
local
governments
and
hunting,
which
is,
I
hesitate
to
even
mention
this
because
it's
been
a
hot
button
issue.
But
what
will
happen
is
we'll
go
to
quota
hunts,
and
this
is
consistent
with
donor
intent
and
it's
consistent
with
that
piece
of
property.
It's
state
parks,
which
is
this,
is
more
of
a
state
park
than
it
does
in
wma.
P
This
is
more
hunting
than
occurs
on
any
other
state
park
in
the
state,
I'm
almost
certain
so
that
the
hunters
are
going
to
be
taken.
Care
of
the
city
is
going
to
be
taken
care
of
and
that
when
those
quota
hunts
occur,
y'all
are
not
in
the
picture
I
mean,
which
is
understandable.
It's
nothing
against
hunting
there,
more
people
on
the
standing
boy
eat
more
that
hunt
than
there
are
that
mountain
bike,
but
this
is
just
the
reality
of
the
best
use
of
the
property
and
we're
happy
to
address
that
that
head-on.
P
Then
the
second
piece
of
that
is
the
city
enters
into
a
management
agreement
with
standing
boy
inc.
What
standing
boy
inc
is
permitted
to
do?
Are
these
things?
These
are
defined
terms
and
the
agreement
I
won't
get
into
them
today.
But
what
we've
always
said-
and
I
think
the
most
descriptive
way
to
say
it-
is
a
gravel
parking
lot
and
trails
we've
got.
You
know
if
you
harken
back
to
that
state
parks
master
plan,
there
was
a
splash
pad.
There
were
playgrounds.
P
There
was
like
a
concert
pavilion.
We
got
a
splash
pad
and
it's
in
the
right
spot
and
we
have
like.
We
don't
need
all
that
stuff.
What
we
don't
have
is
sort
of
a
place
to
get
out
in
the
woods.
So
what
will
happen
out
there
and
what's
restricted
via
the
agreements?
Is
that
it's
gravel
parking
lot
and
trails?
It's
minimal
development.
P
What
sbi
is
obligated
to
do
is
we
are
gonna
finish:
constructing
the
trail
system
and
the
trailhead
amenities,
we're
gonna,
maintain
and
manage
the
trail
system,
we're
going
to
pay
the
utilities
and
we're
already
doing
all
that
we're
going
to
provide
liability
coverage,
that's
already
in
place
and
then
we're
going
to
provide
information
to
the
city
as
necessary,
for
you
all
to
ensure
that
we're
doing
what
we
say
we're
going
to
do
and
that
we're
going
to
collect
a
reasonable
parking
fee,
and
we
anticipate
that
would
be
like
five
dollars
a
day
or
a
hundred
dollars
a
year
and
then
that
parking
fee
instead
of
disappearing
to
atlanta
or
wherever
it
goes
now.

It'll
stay
and
be
reinvested
into
that
property,
and
in
that
way
we
have
a
sustainable
project
that
has
the
resources
to
maintain
and
activate
it.
And
we
talk
about
reinvesting
those
dollars.
We
would
reinvest
them
into
the
property,
but
more
specifically,
this
is
what
standing
boy
inc's
mission
is
and
what
those
dollars
would
go
to.

What
we've
been
focused
on
for
the
past
close
to
five
years,
is
building
the
trail
system.
We're
getting
very
close
to
that,
and
this
plan
would
help
us
maintain
and
manage
that
trail
system
and
then
the
third
prong
which
I'm
excited
to
get
to
because
no
offense.
It
sounds
a
lot
more
fun
than
coming
to
city
council
meetings
or
raising
money,
but
it's
to
start
doing
some
of
trying
to
leverage
the
property
and
leverage
the
trail
system
to
support
sound
forestry
management
and
to
sort
of
foster
healthier
happier
lives
through
physical
activity.

You
know
we
need
to
get
more
people
out
there,
but
I'd
also
like
to
see
a
lot
more
diversity
out
there
and
then.
Finally,
while
we
have
a
captive
audience,
we'd
like
to
do
some
environmental
education,
this
third
prong
will
be
very
heavy
on
partnerships.
We
don't
want
to
be
duplicative
and
we've
already
had
some
yeah.
I
got
an
email
from
botanical
gardens.
This
week
saying
we
think
what
y'all
are
doing
is
great.
We
want
to
look
at
ways
to
partner.
P
We
haven't
gotten
there
yet
because
we've
tried
to
be
very
focused
on
these.
Are
the
next
things
and
we're
going
to
stick
with
them,
whether
they
take
two
months
or
two
years,
and
then
we
accomplish
those
we'll
move
on
to
the
next.
So
this
third
prong
will
be.
You
know
I
think
2024
2025
it'll
be
the
point
of
emphasis.

Your
obligations
is
law
enforcement,
emergency
response,
which
is
essentially
already
the
case.
I
guess
in
terms
of
law
enforcement,
there's
some
state
police
jurisdiction,
but
I
mean
that's
not
any
sort
of
affirmative
action.
We
don't
expect
anybody
to
go
sit
in
the
parking
lot
or
patrol
it
regularly.
If
there's
vandalism
or
crime
we're
gonna,
call
9-1-1
and
if
somebody
gets
hurt,
we're
going
to
call
9-1-1
just
like
the
ymca
or
any
other
entity
like
that,
under
no
financial
obligations.
We
would
like
to
do
some
recreational
trail
program.
P
Grants
but
and
y'all
have
to
be
the
applicant,
but
we'll
do
all
the
work
we'll
provide
the
dollars.
We
just
would
like
cooperation
and,
and
then
your
really
only
obligation
is
to
monitor
us
and
and
if
we
don't
do
what
we
say-
or
this
doesn't
work
out.
The
agreements
say
that
you
can
get
out
in
45
days,
and
this
is
sort
of
the
idea
is.
If
we
get
this
agreement
in
place,
we
build
the
trail
system.
We
get
some
revenue,
we
can
keep
the
trails
in
great
shape.

We
can
push
utilization
which
gets
us
more
revenue
which
gets
us
an
executive
director
which
lets
us
focus
on
that
third
prong,
which
gets
the
most
benefits
out
of
this
piece
of
property.
Then
the
last
couple
of
points
moving
forward.
You
know
we've
got
construction
ongoing,
that's
largely
taken
care
of
the
management
plan.
Approval
which
is
the
key
to
moving
forward,
is
what
we're
doing
right
now
and
then
this
fall.

Then
the
the
management
plan,
implementation
rolling
out
the
fee,
all
that
kind
of
stuff
that'll
be
the
point
of
emphasis
next
year
and
then,
hopefully,
by
the
end
of
next
year,
hiring
an
executive
director
and
then
that
would
allow
us,
hopefully
2024,
maybe
2025,
to
really
focus
on
that
third
prong,
and
that's
that's
what
we're
asking
for
a
lot
of
people
say.

how
are

you
can't
do
this?

mean
it's
going
to
be
so
hard.

get
this
plan,
it's

journey

They're
gonna
get
the
contract
because
it's
it's
gone
through
our
city
attorney's
office,
but
we
need
to
be
able
to
vet
it
from
the
city
manager's
office
as
well,
but
hopefully
next
meeting
we'll
have
that
before
you

consider

approval
so
that
we
can
sign
it
and
allow
them
to
take
that
next
step.

think
one
final
thing
and
importantly,
is
that
you
know
we've
almost
intentionally
stayed
quiet
because
we
need
to
get
all
this
in
place.

our

intention
is:
is
that
next
spring
we're
going
to
have
this

place

going

ride
around
town
and
see
standing
boy,
trail's
billboards?

mean
we're
going
to
have
a
full-fledged
sort
of
marketing
campaign,
just
like
any
other
business.
That's
trying
to
attract
users
and
try
to
make
this
much
more
public
and
much
more
well-known.

we
may
have
some
other
questions
and
perhaps
another
amendment
offered,
but
we'll
do
all
that
today
and
see
where
we
head
next

I
will
say
to
you

my

a
half
years
as
a
city
manager.

think

I've
ever
come

to
address
you

matter

city
council
agenda,
but
I'm

here
today

I'm

mayor

because
at
the
last
city
council
meeting
we
were
asked
to
address
a
particular
matter
before
you
take
the
second
reading
vote,
you
ask
that
we
come
and
address
the
corrections
appeals
process
before
the
vote,
and
I
thought
I
might
stand
here
and
just
before
I
respond
or
present
to
you
those
things
that
bring
us
here
or
have
me
standing
here
today.

think
it
was
maybe
two
and
a
half
hours
at
the
last
meeting.
The
meeting
before
that
maybe
three

employee

the

of
commerce

we've
been

council

couple

initially

first
reading
and
er
in
mid
august,
first
reading
again
on
august
30th
in
today's
second
reading,
and
these
timelines
are
extremely
important
in
terms
of
our
ability
to
be
able
to
implement
the
pay
plan
in
a
timely
manner.

is
just
a
huge
task
and
so
much
related
to
it
is
unknown
and
the
one
thing
we
don't
want
to
do
is
have
an
error
and,
as
an
employee
is
expecting
to
receive
one
thing
and
they
receive
something
else.
So
you
know
we'll
be
taking
just
meticulous
efforts
to
make
sure
that
we
get
this
aligned
right
for
the
employees
because
they
deliver.
They
deserve
no
less
than
that,
and
we
want
to
make
sure.
But
the
timeliness
is
extremely
important.

revenue

scale
that
our
employees
can

concerns
about
the
implement

new
pay

us

nobody's

behind

council

taking

stand
and
trying
to
get
that

zone

parade

encouraged
by
holly
and
the
civic
center
to

we're

celebration

weekend
was

chamber

commerce.

retirees
monthly
premium

rate

cents

month

the
city
subsidized
retiree
