sale
of
those
bonds

today.
The
Columbus
Building
Authority
Authority
met
to
ratify
the
sale,
and
so
now
we're
here
requesting
Council's
approval
for
the
sale
of
those
bonds.
But
before
you
cast
your
vote,
I'd
like
to
introduce
Doug
Gephardt
from
that
reporting
company
to
just
share
with
Council
through
a
brief
presentation,
the
results
of
the
sale.
We
also
have
with
us
tonight
our
bond
Council
mr.

Again,
my
name
is
Doug

I'm
with
Davenport
and
company.
The
city's
financial
advisor
we're
here
today
to
share
some
great
news
about
some
savings.
As
Angelica
mentioned,
we
got
permission
to
move
forward
with
the
refinancing
of
three
series
of
bonds
earlier
this
year
and
that
was
it
2010
B's,
2010,
CS
and
2018
bonds.
As
part
of
that
authorization
allowed
us
to
go
meet
with
the
rating
agencies,
we
had
a
good
meeting.
V
One
to
report
back
to
you
today
that
the
credit
ratings
that
we
received
back
on
the
bonds
were
double
a
two
and
double
a-plus
respectively
from
Moody's
and
Standard
&
Poor's,
the
double-a
pull
us
is
just
one
notch
off
from
the
highest
possible
rating.
The
double
a2
is
just
a
tear
below,
but
still
solidly
and
the
very
strong
credit
rating.
So
it's
something
that
the
city
should
be
very
proud
of,
and
we
want
to
continue
to
work
towards
building
those
credit
ratings
to
lower
our
interest
cost.

Just
some
feedback
on
what
the
rating
agencies
had
to
say
about
the
city
is
that
you
know
that
you
guys
do
have
a
substantial
tax
base,
stable
financial
position.
We
want
to
improve
that
to
a
very
strong
financial
position
and
moderate
fixed
cost,
meaning
debt
service
and
pension
burdens.
Things
like
that.
Some
of
the
challenges
are.
There
is
some
economically
sensitive
revenues
and
slightly
below
average
wealth
and
income
levels.

However,
we've
tried
to
tell
the
story
such
that
it
would
allow
an
account
for
the
the
revenues
and
income
associated
with
fork
board
and
for
bending
and
all
the
all
the
positive
economic
benefit
that
it
had
for
you
guys
there
SP
again
affirmed
the
double
a-plus
rating.
That's
what
you
guys
were
rated
previously.
There
said
main
rating
categories
that
they
report
on,
ranging
from
very
Greek
to
very
strong.
It's
interesting
to
note
that
full
of
the
seven
were
the
highest
possible.

Very
strong
rating
to
two
of
them
were
the
next
tier
down
at
strong
and
wanted
adequate,
which
was
the
economy
and
we're
doing
all.
We
can
to
continue
that
positive
economic
momentum
here
in
the
city
and
I
think
with
continued
growth
and
improved
income
levels,
we
can
see
some
upward
pressure
as
it
relates
to
Moody's.
We
talked
a
little
bit
when
we
were
here
previously
about
the
interest
rate
times.
You
couldn't
have
picked
a
better
time
to
go
to
market
to
take
advantage
of
these
refunding
savings.

There
was
a
little
bit
of
a
spike
due
to
the
presidential
election
talking
about
deficit
spending
and
in
the
infrastructure
that
was
going
to
be
billed
and
it's
kind
of
muddled
along
and
then,
at
the
end
of
the
last
year,
the
Fed
talked
about
that
they're
going
to
be
increasing
rates
a
number
of
times
coming
into
2019.
However,
as
we
know
that
didn't
happen
and
the
rates
had
continued
to
stop
drop
substantially
since
the
beginning
of
the
year
again,
here's
just
a
range
of
where
we
stand
today.

The
the
yellow
line
is
where
the
Triple
A
MMD
stands
today.
So
you
can
see
that,
basically,
starting
in
in
year,
eight
out
through
year
30,
while
we're
not
at
the
very
bottom,
we're
pretty
darn,
close
and
and
able
to
take
advantage
of
these
these
interest
rate
markets
to
to
realize
some
savings.
As
I
mentioned
today,
we
put
the
bids
out
for
a
competitive
sale.

We
put
the
the
POS
the
preliminary
official
statement
out
a
week
in
advance
of
the
sale
which
allowed
any
and
all
underwriters
to
bid
on
the
bonds
which
were
due
at
10:30.
Today
we
ended
up
getting
eight
bids,
which
is
an
incredible
result
and
Morgan
Stanley
was
the
the
winning
bidder
who
provided
at
EIC
of
a
2.35
percent.
It's
interesting
to
note
that
the
high
to
low
spread
between
the
the
winning
bid
and
the
last
basis
bid
was
15
basis
points.

Here's
the
coupons
and
yields
all
told
they'll
be
roughly
75
million
dollars
of
bonds
that
are
sold
that
are
going
to
be
used
to
refinance
the
the
three
series
over
the
next
few
weeks.
We're
gonna
go
through
the
validation
process
and
October
22nd
we're
going
to
be
closing
on
these
bonds,
and
the
moment
that
you
guys
have
sort
of
all
been
waiting
for
is
how
did
how
much
did
we
save,
and
they
have
great
news
to
report
that
all
told
today,
over
the
life
of
the
loan,
we're
going
to
be
saving
thirteen
point.

Four
million
dollars
in
avoided
interest
costs
roughly
six
hundred
and
eighty
thousand
dollars
a
year.
That's
all
going
to
be
going
reallocated
towards
infrastructure
spending.
One
of
the
things
that
we
measure
is
savings
on
a
present
value
basis
on
a
percentage.
The
industry
standard
to
move
forward
is
right
around
three
percent
or
so
we're
at
thirteen
point
three.
So
over
four
times
the
the
industry
standard
to
move
forward.
So
we're
really
excited
about
the
results.

think
when
we're
here
last
time,
the
savings
was
were
around
ten
million
dollars,
so
we
got
substantially
better
results
today
than
what
we
were
anticipated
and
what
we're
asking
you
do
this
evening
is
to
approve
the
results
and
ratify
the
contract,
the
building,
Authority
and
I'm
happy
to
answer
any
financial
questions
and
if
there's
any
legal
questions,

Pennell

the
savings

infrastructure.
These
bonds
are
paid
with
or
less
interest

lost
dollars
about
97
percent
closely

percent
of
the
bond
that
service

pay
from
a
loss
infrastructure,

savings
for
Olas
infrastructure
is
about
13
point:

million
over
the
life
of
the
bonds.

that

allocation
districts,

developer
that
has
weighed

Liberty
district
and
all
the

tests

approved
by
you
have
no

going

they're,

essence,

no
economic
development
going
on
in
those
areas
except
save
the
Midtown
area,
but
the
Midland
Commons
tab
with
for
North
Calhoun
as
a
developer,

moving
around
quite
a
bit
of
dirt.

we

need
to
revisit
this
issue
of
the
crime.

real
unevenness
with
that

contract

the
spice
program
on

17

the
city
attorney

the

contract

signed
by
the
people

real

to

how
the
crime
prevention
money

are

that

complete

by

aggressive

to
be

to
bid
relatively
soon
on

project
and
then

forts

wrote

Road
intersection,

getting
close
to
going
out
to
bid.

responses
to
the

RFQ

review

plan

few
responses
and
we're
reviewing
those
the
CM
at
risk
was
released
in
