the
mass
mandate

roll

people

asking

a
meeting
friday
to
talk
about
a
slowly,

relaxing
some
of
the
requirements
for
access

our
rec
centers

some
of
our
other
facilities.

going

go
through
them
very
quickly
because
I
know
time

of
essence
and
we're
in
the
first
session
of
a
of
a
two-year
session.

So
we're
going
to
continue
to
work
on
on
all
the
issues,
and
I
will
just
go
through
the
resolutions
very
quickly
and-
and
my
two
colleagues
here,
if
I
miss
anything,
I'm
sure
they
would
chime
in.
But
the
first
item
was
the
a
resolution
calling
for
nonpartisan
primary
ballot
for
all
local
elected
officials,
including
constitutional
officers.

Number
two
was
the
county
special
local
option:
sales,
tax
maintenance
reserve,
a
bill
was
introduced
house
bill
696,
and
we're
going
to
be
looking
at
that,
the
next
legislative
session,
where
you
can
possibly
expend
up
to
five
percent
of
your
tax
levitt
to
be
spent
for
future
maintenance
on
on
capital
outlay
projects,
and
that
was
council,
john
house
and
the
first
one
was
council,
john
house
as
well.
The
military,
retiree
tax
exemption,
senator
harbison
and
richard
smith
have
worked
on
that
for
many
many
years.
O
That's
an
item
that
that
requires
the
entire
members
of
the
general
assembly
is
a
budgetary
item
with
a
plug
number
of
approximately
150
million
dollars.
But
we
certainly
support
it
as
a
delegation,
but
we
just
have
not
had
the
opportunity
to
ignore
the
the
the
money
to
get
it
done
and-
and
we
thought
about
doing
it
in
stages.
But
at
this
time
the
budget
writers
say
it's
not
anything
we
should
do
and
as
a
legal
aspect
of
another
class
or
classification
of
citizens,
interstate
14,
we
there's
another
one
from
council
of
house.
O
We
support
that
concept
and
we
will
let
the
legislative
delegation
the
congressional
delegation
know
that
we
support
interstate
14.,
theatrical
performance.
We
worked
with
the
with
norm
eastbrook
from
the
river
center.
O
We
were
able
to
pass
a
bill
this
session,
dealing
with
the
exemption
on
tax
for
ticket
sales,
but
we
were
not
able
to
provide
the
necessary
legislation
for
the
exemption
of
up
to
half
a
million
dollars
up
to
moving
productions
and
things
of
that
nature,
and
that
bill
is
is
in
the
entertainment
committee
now
and
it's
another
item
that
economic
development
committee
is
going
to
be
looking
at
doing
in
from
reciprocal
or
sovereign
immunity.
The
delegation
will
support
the
position
of
the
city
anytime.
We
have
any
legislation
that
deals
with
sovereign
immunity.
O
We
will
take
the
position
that
you
all
adopted
a
resolution
as
members
of
the
city
council
on
sales,
tax,
accountability
and
transparency
use
user
safeguards.
We
met
with
the
department
of
revenue.
The
department
of
revenue
says
that
the
informant
is
that
that
inflation
information
is
already
made
available.
O
We
will
continue
to
have
dialogue
with
the
department
of
revenue
and
continue
to
express
your
concerns
about
having
direct
input
and
and
speeding.
Information
on
on
revenues
by
the
city
representative,
hugely
and
represented
buckner
has
been
looking
into
the
hospice
administrators
and
the
other
matter
dealing
with
residential
drug
abuse,
treatment,
centers
and
and
personal
care
homes.
O
That's
an
issue
that
we
know
that
that
is
a
issue
here
with
the
city
council
when
it
deals
with
with
hospice,
and
that
was
something
that
council
pop
barnes
has
been
interested
in
and
and
bill
was
not
drafted,
because
the
department
asked
us
to
hold
up
and
to
continue
to
have
dialogue.
The
same
holds
true
for
the
residential
drug
abuse,
treatment,
centers
and
the
personal
care
homes
on
casino
gambling
that
didn't
make
it.
We
had
a
bill
that
was
introduced,
the
house
or
senate
resolution
135.
O
We
never
could
get
the
house
and
senate
together,
and
so
the
bill
did
not
pass,
nor
did
sports
betting.
We
had
a
bill
that
would
allow
sports
betting
in
the
state
of
georgia.
Neither
one
of
those
issues
came
to
fruition
small
business
relief.
That
is,
we
consider
that
an
issue
that
can
be
done
through
administrative
procedure
with
with
our
small
business
committee.
So
no
action
was
taken
on
that
as
well
pet
sales
by
local
governments.
O
That's
something
that
that
we
oppose,
because
you
all
pass
a
resolution
and
so
anything
that
does
anything
regarding
the
sale
of
animals
to
be
kept
as
pets.
That
was
something
that
glenn
davis
has
had
an
interest
in,
and
we
support
the
position
of
the
of
the
city
council,
public
utilities
and
public
water
system
reservoirs.
O
We
met
with
georgia
power,
they
have
control
over
the
water
protection
and
and
the
lake
oliver
dam
and
lake
oliver
and
we
met
with
epa
and
we're
going
to
continue
to
have
meetings
with
them
so
that
we
can
deal
with
the
runoffs
on
construction
sites
and
other
things
of
that
nature.
That
council,
glenn
davis,
has
forward
to
us
as
well.
The
personal
care
home
is
something
that
again
legislation
that
will
prompt
notification
of
the
county
city
and
police.
O
I
know
that's
something
that
representative
hugo
invited
the
department
down
here
and
we
had
a
meeting
at
the
at
the
at
the
school
board
and
that's
an
issue
that
we
could
continue
to
work
on.
And
that's
something
that
I
know
that
she's
going
to
continue
to
look
at
it
as
well.
On
a
budgetary
item,
I
want
to
thank
representative
hughley,
who
sits
and
representative
button
who
sits
on
the
appropriations
subcommittee
of
community
health
and
chairman
richard
smith,
for
their
efforts
in
providing
the
funding
for
the
mercer
medical
school
campus.
O
Here
in
columbus
and
I've
been
told
by
many
many
experts
and
people
in
the
health
care
field
that
a
medical
school
in
a
city
transformed
the
community
and
transform
the
city.
So
the
building
is
going
up
and
the
funding
that
we
provided
nearly
10
million
dollars
in
the
state
budget.
And
thank
you
all
for
your
support
and
the
local
money
that
has
been
raised
as
well.

So
those
are
the
resolutions
that
you
all
passed
as
a
city
council
and
we're
going
to
continue
to
work
with
you
all
and
the
delegation
is
is-
is
to
be
commended
because
we
work
together
as
a
unit
and
we're
looking
forward
to
continuing
to
work
with
you,

mayor
and
the
city
manager
and
the
city
attorney,
and
all
the
members
of
this
council

the
mayor
pro
tem

all

trying

make
columbus
a
better
place

bill
passed

sheriff

marshall
office
consolidation

we
really

one
good
shot

it
done
before

covet
session
closed

we
really
appreciate
it.
We've
got
one
of
the
best
sheriff's
departments
in
the

good

so
you
all
ought

commended

working

scenes

coming
together

good

are

itself,

numbers,
which
is
what
I'm
all

Of
course,
just
to
give
you
a
few
highlights
of
how
how
large
this
government
is.

If
you
take
the
primary
government,
which
is
things
like
your
general
fund,
your
t-splash,
your
splost,
all
those
activities
you've
got
about
800
million
dollars
worth
of
assets,
your
component
units,
which
are
things
like
the
hospital
authority,
the
waterworks,
the
airport,
commission,
the
trade
and
convention
entity,
all
that
adds
up
to
about
another
860
million.
Now
I
want
to
make
this
real
clear:
that's
not
all
cash!
That's
a
lot
of
infrastructure!
That's
a
lot
of
hard
assets,
facilities
and
those
kind
of
things,
but
you
take
those
two
together.

That's
under
this
umbrella,
it's
1.7
billion
dollars
worth
of
assets
even
further.
If
you
take
all
your
fiduciary
activities
like
your
pension
plans,
you've
got
a
public
safety
plan
and
a
general
plan
amongst
several
others,
they're
very
large
plans
as
well.
All
those
activities
bring
together,
another
500
million.
So
you
take
that
together,
you're
about
a
2.2
billion
dollar
asset
operation.
That's
huge
y'all!
That's
that's
very
large!

Your
liabilities
are
less
than
that,
which
is
a
good
thing
which
leads
to
your
equity,
which
is
what
we
call
net
position
in
governmental
you're,

million
at
the
primary
government
you're
at

component
units,
but
combined

just
short

fiduciary
funds
are
sitting
just
about
half
a
billion
about

million,
as
well
in
equity,
an
outstanding
set

financial

the
pandemic

when
you
look
at
the
revenues
again,
if
you

the
two
combined,

primary
government,
the

units
you're
about
450
million

million
in
expenses,
but
that
does
not
include
expenses
like
paying
back
principal
on
your
debt.
It
does
not
include
expenses
like
the
all
the
infrastructure,
improvements
that
you
all
are
doing.
That's
a
large
part
of
what
goes
on
here,
but
it's
not
expensed
at
this
level.

So
again,
a
really
strong
year
that
you
had
right
here,
and
I
think
you
should
be
quite
pleased
when
I
go
the
next

Your
general
fund
had
an
operating
income
of
about
42
million
dollars
and
some
people
might
say.
Well
that's
a
lot
of
money.
Why
would
we
ever
have
to
have
that
kind
of
a
change
in
net
income?
But
when
you
take
into
effect
all
the
proceeds
from
long-term
debt,
your
depreciation
on
your
on
your
assets
and
you
look
at
your
purchase
of
capital
assets,
which
was
52
million
dollars
this
past
year.

Your
payments
on
a
long-term
debt
of
90
million-
you
ended
up
with
about
a
22
million
dollar
increase,
and
even
then
we
had
about
10
million
of
your
general
fund
get
expense
over
in
the
coronavirus
fund
this
past
year.
So
that's
something
that
would
have
would
have
come
out
of
that
22
million
and
additionally,
you
all
transfer
funds
to
other
funds
of
another
12..
So
really
you
look
at
it
from
that
vantage
point.
You
are
about
break
even
when
it
comes
to
the
overall
operations,
but
still
an
outstanding
year.

Looking
at
your
general
fund,
of
course,
I
like
to
show
pie

a

and
I've
got
one
for

revenues
of
the
gentleman
and
I've
got
one
for
the
expenditures

the
general
fund.

property
taxes
are
your
biggest
at
66
percent,
and
your
sales
taxes
are
also
strong.
They're
up
there
really
really
high
they're
up.
Each
of
them
are
up
about
eight
percent
on
what
they
were
a
year
ago,
your
expenditures
very
much
about
public
safety.
That
is
not
a
surprise.

Here's
what's
been
going

with
the
general
fund
for
the
past
few

six
years

Every
year
your
general
fund's
been
growing
its
reserves,
except
for
back
in
2015.
this
past
year.
It
grew
by
29.9
million.
Again
I
want
to
emphasize
10.5
million
of
that
would
have
been
expensed
here,
but
it
was
moved
over
to
the
coronavirus
fund,
where
you're
going
to
have
a
grant
coming
in
to
supplement
that
in
the
new
year
that
we're
in
but
outstanding
several
years
that
you've
got
right
here.

Some
people
again
might
ask
me
why
in
the
world
would
we
need
that?
Well,
if
I
look
around
this
community,
as
I
do
every
time
I
drive
in
and
I
see
all
the
improvements
going
on,
you've
got
a
lot
of
things
happening
here
and
you
know
you've
got
to
have
the
fund
balance
and
the
increases
in
fund
balance
to
do
so.
Additionally,
this
kind
of
fund
balance
growth
is
needed
to
go
through
the
contingencies
of
life
such
as
the
pandemic,
such
as
mother
nature
and
all
the
other
things
that
you've
got.

When
I
look
at
your
fund
balance
the
general
fund
again,
it
keeps
getting
healthier
and
you
got
over
six
months
worth
of
reserves
sitting
in
that
general
fund.
When
you
look
at
the
operations
of
what
you
have
here
and
your
fund
balance
compared
to
those
operations
you're
about
again
six
months
worth,
that's
not
all
cash,
but
you
do
have
about
150
days
worth
of
cash
sitting
there
in
that
general
fund,
which
is
a
great
great
place
to
be
you've,
got
all
kind
of
other
funds.

been
spending
my
time
talking

the
general
fund,
but
you

have,

I
said

large

lot

comes

those

we

have

look

mentioned

recommendations

whereby

spend

great
deal
of

auditors
and

management

out

kinks
that
we
had
noted
there.
As
noted
in
the
prior
year,
the
first
several
bullets
that
I
have
there.
We
continue
to
see
segregation
of
duties
issues.
We
continue
to
see
a
lack
of
review
of
certain
things.

We
consider
continue
to
see
people
having
the
opportunity
to
write
checks,
make
deposits
do
recording
of
transactions.
We
continue
to
see
a
manual
nature
of
certain
activities
over
there.
I
do
believe
things
are
getting
better
as
we've
worked
with
them
over
the
last
few
months,
but
as
of
june
30th.
This
was
still
an
issue
that
we
had
noted
in
the
past
that
we
have
again
here
today.

Additionally,
we
noted
that
there
was
about
four
hundred
fifty
thousand
dollars
that
was
given
in
intangible
taxes
above
what
should
have
been
provided
to
the
school
district,
and
my
recommendation
to
you
all
is
to
just
address
that
matter
and
determine
what
you'd
like
to
do
with
these.
These
thoughts
that
I've
communicated
to
you
today
we
continue
to
recommend
improvements
that
need
to
be
done
there
again.

We
did
have
other
management
points,
things
that
didn't
arise
to
the
level
of
a
finding,
but
we
did
have
certain
situations:
the
tax
commission's
office,
the
magistrate
court,
probate
municipal
court
and
the
county
jail
a
lot
of
that
had
to
do
with
segregation
duties.
We
did
have
some
shortage
of
funds
at
the
tax
commissioner
that
they're
working
on
to
figure
out
what
happened
there.
Some
of
that,
I
think,
also
might
be
due
to
the
tax
minister's
office
with
the
state's
software
that
they
have
to
use.

It
creates
a
little
bit
of
a
problem
for
a
lot
of
our
governments.
This
is
not
the
only
place
where
we
have
issues
at
the
tax
commissioner's
office
relative
to
surplus
or
shortage
of
funds,
and
we
find
more
and
more
times
it
has
to
do
with
that
state
program
that
they
have
to
follow,
and
we
just
recommend
they
work
very
hard
to
reconcile
the
situation,
figure
out
the
problem
and
see
what
they
can
do
to
remedy
it.

Also,
we've
got
a
situation,
the
clerk
of
court's
office
and
the
tax
commissioner's
office
to
determine
who
needs
to
be
the
party
that
holds
the
tax
escrow
accounts
during
the
audit.
We
know
that
they
were
held
primarily
at
the
clerk
of
court,
but
the
question
mark
is
still
out
there
for
those
parties
and
for
you
all
to
work
together
to
figure
out.
What's
the
right
answer
there,
the
funds
are
accounted
for
in
the
audit,
but
it's
just.
The
question
is:
where
is
the
best
place
for
them
to
be
managed
and
housed?

But
it
is
something
that
I
would
recommend
that
we
work
to
resolve
as
well.
So
that's
my
finding
and
my
recommendations
relative
to
the
audit.
Again,
I
think,
there's
been
great
discussion
with
management
on
these
items
and
I
do
think
there's
a
plan,
an
action
plan
to
take
care
of
them,
but
we
have
to
have
it
implemented.
We
have
to
have
it
addressed
appropriately
last
thing,
I'll
mention
is
or
one
of
the
last
things
is
just
to
let
you
know
and
I'm
not
going
to
go
through
what
these
standards
all
mean.

It
makes
financial
reporting
very
difficult
and
they've
got
a
lot
of
different
standards
that
are
going
to
be
effective
in
the
next
couple
of
years
that
are
going
to
revolutionize
and
change.

we're
reporting
things
and
I've

management

think
they've
got
a
good
handle
on
it,
but
it
is
something
that
I
just
want
to
make
sure
everybody's
aware
of
that
there's

lot
of
change
coming

governmental
financial

pretty

the

was
to
write
checks
that
don't
get
cashed,
they
can't
just
put
that
back
in
the
money
into
their
pocket.

They
have
to
follow
certain
sheet
laws
relative
to
holding
it
for
a
period
of
time
demonstrating
they
were
looking
for
the
unclaimed
party
and
then
remitting
it
to
the
state.
You've
got
a
bunch
of
those
kind
of
things
across
the
entirety
of
columbus,
but
everybody
seems
to
be
in
pretty
good
shape,
except
for
those
two
courts.

following
that
law

think
it's
two
different
matters,

I'm
going

You
know
we
got
a
lot
of.

got

properties
that
are
on

demolition
list

city
has
spent
a
a
just,
a
boatload
of
money
and
still
out
there
there's
still
money,
that's
being
used
to
manage
properties.
That's
adding
up.

mean
it's
adding
up
it's
it's
adding
up
in
the
form
of
liens
on
the
property,
but
it's
money.

not
talking
about
this,
that's
a
whole
nother
matter
that
every
community
of
your
size
and
nature
is
having
to
deal
with
right
now.
This
is
having
to
do
with
things
that
are
cash
based
where
a
party
at
the
at

city
is
holding
funds
that
have
not
been
cashed
or
cleared
by
the
party
that
it's
owed
to
and
that's
under
the
georgia
sheet
laws.
Another
example
would
be
if
you,
if
you
were
to
go,
put
a
deposit
down
somewhere
and
they
then
say
your
deposit
is
now
due
back
to
you.

you
don't
do
anything
with
it
and
you
leave
and
go
move
to
jamaica
and
leave
that
money
sitting
here
as
unclaimed
under
georgia
law,
there's
something
you
have
to
do
at
the
community
to
make
sure
that
they're
chasing

claimant
and
if
they
don't
after
a
certain
period
of
time,
they
have
to
turn
over
to
the
state
right.
And
so
that's.
What
I'm
talking
about
here
is
the
request
responsibilities
that
we,
as
a
government,
have
to
do
relative
to
those
kind
of
unclaimed
funds.

I

something

you
said

the
budget
chair,
one
of
the
things
that
we
do
regularly
as
we
are
looking
at
the
budget
and
as
we
are

at
expenditures

number
of
days
that
we
have
in
reserve
in
our
general
fund
account
sure
one
of
the
things
that
you
said
that
I'm
not
sure
that
I

understand
the
difference.

update

2020

response

recommendations

the
external
auditors
last
year.
They
are
investigating
the
cash
shortage
issue,
as
it
appears
to
be
related
to
the
return
checks
and
regarding
fees
from
financial
institutions.

Regarding
the
segregation
of
duties
for
the
magistrate,
court,
probate
court
and
in
the
muscogee
county
jail
again,
the
finance
department
has
no
direct
oversight
of
these
agency
funds,
but,
based
on
the
responses
solicited
probate
court
indicated
that
additional
staffing
would
facilitate
a
change
in
their
current
processes.

the
current
staff
staffing
levels
don't
allow
that
segregation
of
complete
segregation
of
duties
at
this
time,
both
the
muscular
county
jail
and
the
magistrate
court
advises
that
they'll
continue
to
review
their
current
processes
for
improvement.

not
something
that
you've
heard
for
the
first
time
today
in
regards
to
the
bank
reconciliations
being
performed
by
the
finance
director.
Again,
that
was
unavoidable.
This
year,
we're
considerably
leaning
our
staffing,
and
you
know
it
just
makes
secession
planning
difficult
when
employees
leave
to
get
jobs
with
better
pay.

The
tax
escrow
accounts,
as
the
order
to
mention
they're
currently
being
held
in
superior
court
on
the
clerk
of
superior
court,
has
advised
that
apparently,
those
accounts
being
held
in
the
superior
court
was
the
practice
that
was
established
prior
to
the
current
clerk
after
much
discussion
between
the
clerk
of
court
and
the
tax
commissioner,
as
well
as
based
on
the
advice
of
our
attorneys,
they
are
going
to
turn
up.
The
clerk
of
superior
court
is
going
to
turn
those
funds
back
over
to
the
tax
commissioner's
office.

There
is
that
is
their
proper
place
as
far
as
where
they
should
be
housed
and
so
they're
going
to
petition
the
courts
to
turn
that
those
funds
over
to
the
tax
commissioner
and
the
clerk
has
advised
once
her
forensic
audit
is
complete,
they'll,
be
able
to
properly
identify
which
funds
fall
into
what
category
and
disperse
them
at
that
time.

regards
to
the
old
and
outstanding
checks
in
the
superior
court
and
magistrate
corps
again,
finance
has
no
direct
oversight
for
these
funds
and
based
on
the
responses
solicited
magic
straight
court
has
actually
advised
that
they
are
working
with

georgia
department
of
revenue
in
accordance
with
the
state
of
georgia's
unclaimed
property
program,
and
so
they
have
already
begun
this
treatment

hopefully
something
that
you

they
won't
that'll
fall

advises
that
they
have
reviewed

outstanding

working

which

are
outstanding,
and
if
there
are
any
that
should
be
voided,
and
that

response
to
the
management
issues

I
know
we've
got
a
lot
going
on
this
evening,
so
I'm
going
to
try
to
be
brief
and
just
hit
the
highlights.
You
have
the
letter

you
have
the
budget
book
in
front
of
you.
I
didn't.
I
won't
tell
you,
I
don't
scare
you,
because
I
am
going
to
start
with
some
of
the
reading.
Some
of
the
information
off
the
first
page,
don't
think.
I'm
reading
the
whole
thing.

Developing
this
budget
for
the
fiscal
year,
2022
has
not
been
without
its
unique
set
of
challenges,
as
we
continue
to
try
to
navigate
the
road
recovery
in
these
unprecedented
times.
There's
one
thing
that
we
know
for
certain:
we
know
that
managing
the
effects
of
the
cobit
19
pandemic
has
been
a
test
of
leadership,
not
only
in
our
community
in
our
government,
but
certainly
within
our
homes,
our
businesses
and
within
our
own
families.

I
really
want
to
commend
the
work
done
by
the
city
council,
in
partnership
with
our
city
manager,
his
executive
staff,
our
finance
director
and
all
of
the
dedicated
employees
of
the
columbus
consolidated
government.
It's
their
commitment
to
delivering
uninterrupted
services
to
the
citizens,
while
holding
the
line
on
all
but
essential
expenses
that
laid
the
foundation
for
the
fy
22
budget.

This
amounts
up
five
point:
six
percent
from
the
adopted
budget
of
fy
twenty
one
at
two
hundred,
eighty
million
five
hundred
and
nine
thousand
dollars.
It's
it's
it's
important
to.
I
think
note
that
if
you
did
not
have
these
one-time
capital
investments
that
we're
trying
to
kind
of
get
healthy
by
by
by
making
the
budget
is
only
up
about
two
to
two
and
a
half
percent,
and
that
would
still
include
some
fund
balances
for
different
funds
like
sewer
and
paving
that
are
focused
on
individual
projects.

Now,
while,
while
we're
hopeful
that
this
budget
proactively
prepares
for
any
impending
budgetary,
apart
from
impact
from
cobit
19,
we
do
continue
to
be
conservative.
With
our
estimates.
We
simply
don't
know
how
long
this
pandemic
will
be
with
us,
and
we
certainly
don't
know
how
long
the
financial
impact
will
be
felt.

Fortunately,
some
sources
of
revenue,
particularly
our
sales
tax,
as
you
have
heard,
our
finance
director
relate
to
has
remained
consistent.
Others
haven't
fully
recovered
for
the
from
the
declines,
our
hotel,
motel
tax,
business,
taxes,
court,
fines
and
facilities
fees
and
that's
created
challenges
for
facilities
like
the
river
center,
the
springer,
the
trade
center
and
the
civic
center.
We
are
very
hopeful
that
the
american
recovery
plan
funding
that
has
been
allocated
for
columbus
and
muscovy
county
will
be
able
to
be
utilized
to
make
up
some
of
these
shortfalls.

Some
of
the
highlights
of
this
budget.
Some
of
the
things
that
I
want
to
make
sure
that
that
we
point
out,
we've
talked
a
lot
about
blight.
We've
talked
about
how
how
we
are
committed
to
eradicating
blight
in
our
community
blight
impacts
everything.
It
is
a
bucket
that
pours
into
buckets
like
poverty,
violence,
education,
you
heard
our
about.
I
think
three
weeks
ago
we
had
ryan
pruitt
here
talking
about
what
it
would
take
to
get
us
caught
up
with
our
blight.

He
said
a
million
dollars,
so
we
have
put
a
million
dollars
in
this
budget
to
try
to
get
us
back
to
ground
zero.
Now
I
have
to
warn
you
that
this
is
a
target
that
continues
to
move
down
the
field
a
little
bit.
So
after
we
catch
up,
we
have
to
be
vigilant
and
diligent
in
trying
to
continue
to
allocate
enough
funds
so
that
we
can
stay
on
top
of
the
the
demolition,
but
we
think
this
will
have
a
significant
significant
impact
on
our
in
our
neighborhoods.

As
you
know,
we
set
the
government
finance
officers.
Association,
identifies
a
60-day
fund
balance
as
a
healthy
economy.
Internally,
we
have
shot
for
90..
One
thing
that
I'm
incredibly
proud
of
of
this
council
and
this
this
administration,
for
is
not
only
do
we.
We
anticipate
almost
100
days
of
fund
balance
at
the
end
of
fy
22,
but
we
have
made
a
concerted
effort
to
right-side
our
dependency
on
o-lost.
We
had
had
a
disproportionate
amount
of
fund
balance
coming
from
old
laws
and
less
in
our
general
fund.

Well,
at
the
end,
at
the
end
of
22,
we
should
be
at
60
days
in
our
general
fund
fund
balance
by
itself.
So,
according
to
the
government
finance
office
association,
we
will
have
adequate
reserves
for
a
sound
bond
rating
simply
from
our
fund
balance.
The
the
38
days
of
o-lost
will
bring
us
back
up
to
the
almost
100
days
in
addition
to
that,
two
percent
that
we're
going
to
that.
We
are
asking
you
to
evaluate
and
approve
for
our
employees,
we're
still
in
need
of
a
comprehensive
pay
plan.

The
overall
pay
structure
of
this
government
must
be
reviewed
and
we
have
to
come
up
with
a
comprehensive
pay
study
to
help
alleviate
pay
and
equity
and
disparity
when
comparing
public
employee
salaries
to
those
paid
in
private
sector.
That
is
why
we
have
put
325
thousand
dollars
in
this
budget
to
facilitate
such
a
pay.

Study
we
have
also
addressed
you
know
we
have
done
pay
reform
for
some
of
our
public
safety
areas.
Our
police
and
our
sheriff's
department
have
have
received
public
have
received
that
pay
reform
to
help
alleviate
some
of
the
compression
our
fire
and
mcp
have
kind
of
been
left
behind,
so
we
are
placing
both
fire
and
ems
and
the
mcp
in
a
similar
pay
reform
very
similar
to
what
we've
done
with
the
police
and
the
sheriff.

In
addition
to
the
pay
reform
for
fire
and
ems,
we
are
proposing
a
we're
proposing
a
special
operation,
people
that
serve
on
special
operation
teams
within
fire
and
ems
and
provide
additional
services
to
the
citizens
and
place
their
lives
in
additional
danger.
They
will
be
eligible
for
for
an
implementation
of
implementation
of
specialty
pay.

Now
it
the
details
are
in
your
book,
but
basically
it's
about
25
per
certification
per
pay
period,
with
the
caveat
that
if
they
are
transferred
away
from
that
that
specialty
team
or
they
no
longer
have
that
certification,
their
pay
will
discontinue
muskogee
county
prison
is
also,
as
I
stated,
also
going
to
be
receiving
some
of
the
pay
reform
again
not
to
the
level
that
they
police
and
and
sheriff
have,
but,
but
certainly
it
should
help
them
with
retention
and
recruiting.

The
difficulty
we've
had
in
providing
significant
colas
and
the
national
discussion
about
officer
use
of
force
are
all
factors
that
that
are
complicating
recruitment
and
thereby
exacerbating
our
shortage
of
police
officers.
We
are
over
115
officers
down
I've
spoken
recently
with
the
georgia
state
patrol
and
mayor
of
another
tier
two
city
in
this.
In
this
state
and
everybody's,
struggling
with
the
same
challenges
how
to
recruit
officers,
it's
imperative
that
we
try
to
create
an
environment
that
allows
those
folks
that
are
responding
to
those
911
and
protecting
our
interests
on
the
street.

We've
had
a
tough
time
recruiting
and
hiring,
and
if
we're
going
to
expect
more
of
our
employees
and
management,
we're
going
to
expect
them
to
be
more
innovative
than
we
have
to
pay
them
enough
to
attract
them
to
come
here.
So
csu
did
a
survey
of
our
peers
just
of
of
communities
similar
size,
similar
location.
They
even
did
included.

I
think
our
neighbors
across
the
river
and
phoenix
city
and
our
folks
as
we
expected,
came
up
woefully
short
of
where
the
average
peer
salary
is
we're
not
even
recommending
that
we
go
to
the
average
pure
salary.
What
we're
asking
is
that
you
consider
adjusting
the
pay
to
80
of
their
peer
salary,
in
other
words,
they're
still
going
to
be
paid
20
less
than
the
average
of
people
doing
the
same
job
they're
doing
in
cities,
our
size
and
cities
near
us.

We
also
have
included
several
reclassifications.
Most
of
them
are
budget
neutral.
Some
of
them
are
new
positions,
but
their
positions
as
we
listen
to
our
department,
heads
and
our
elected
officials,
and
they
came
in,
they
prioritized
their
needs
and
they
prioritized
them
based
on
being
able
to
serve
the
citizens
of
this
county.

So
we
tried
very
hard
to
provide
them
what
they
needed
to
be
able
to
continue
to
serve
the
citizens
in
a
seamless
fashion.
One
example
that
started
even
before
this
budget
was
the
higher
the
purchase
that
this
council
had
the
foresight
to
purchase
the
eight
new
integrated
trucks
for
integrated
waste.
If
we're
going
to
be
able
to
alleviate
some
of
the
yard
waste
problems,
we've
had
because
we
can
reassign
those
individuals
on
the
back
of
the
truck
away
from
our.

Mention
is
the
is
the
old
lost.
Our
ole
loft
continues
to
be
strong.
We
we
have
used
some
of
our
olofs
in
order
to
balance
this
budget,
but
only
on
the
items
that
have
have
applied
to
our
public
safety
department.

she

she's
done
a
great
job

In
many
ways
this
has
been
a
much
tougher
budget
than
the
one
we
put
together
last
year,
because
last
year

everything

have
to
worry
about
trying
to
add
any
additional
expenditures.

spread

our

and
still
staying
at

days

manner

allow
us
to

get
healthy

some
areas

unhealthy
for

long

my
office
purchased
some
of
the
vehicles
that
are
still
being
used
in
that
department.

was

of

got
all
those

in

on
the

as

as

lgbt

ordinance

help
extend
protections
to
combat
any
discrimination
in
housing
rights
and
understand
that
this
ordinance

not
about
giving
people
special
rights.
21
states
have
already
pastored
over
400
cities
across
the
nation
have
already
passed
12
cities,
including
savannah
statesboro
and
smyrna,
who
just
passed
theirs
in
the
recent
months.

laws
are
aimed
to
protect
small
businesses,
our
employees
and
our
patrons
non-discrimination.
Ordinances
are
a
way
to
offer
inexpensive,
less
time-consuming
local
remedies
to
address
the
patchwork
of
the
federal
statutes

protect
people
and

to

the
lack
of
state
recourse.
A
non-discrimination
ordinance
would
protect
all

us

valid
case

the
non-discrimination

for

resident
of
georgia
since
1993
when
I
was
six
years
old
and
a
resident
of
the
columbus
georgia
since
2013.

one
day
during
public
agenda

mayor
tomlinson
was
in
was
at
the
in
the
center
at
the
student
service
center,
and
this
was
also
my
first
time
meeting
several
of
you
who
are
sitting
on
council
today,
including
councilman,
barnes,
councilwoman,
woodson
and
and
many
others,
and
I
never
stopped
suggesting
this
idea
that
we
should
have
a
non-discrimination
ordinance
here
in
columbus.

yes,
it
protects
straight
people
and
cisgender
people,
just
as
it
protects
men
just
as
it
protects
people
of
christian
religion,
just
as
it
protects
people
of
european
descent,
all
from
said
discrimination,
just
as
it
will
protect
any
and
everyone
else.

myself
and
my
friends
who
are
speaking
tonight
in
support
that
said,
I
can
confirm
that
this
proposed
ordinance
does
include
the
words
sexual
orientation
and
gender
identity
as
protected
classes
under
this
law.

What
I
ask
is
that
the
law
of
our
city
recognizes
this
reality
and
addresses
it.
One
of
the
customary
responses
may
be:
oh,
why
fight
a
business
which
is
discriminating
against
you
on
such
grounds?
Maybe
you
should
go
to
another
business
which
respects
you
and
let
the
invisible
hand
of
the
free
market
work,
but
these
businesses,
renters
and
vendors
still
have
to
operate
under
federal
law,
state
law
and
city
law
as
to
how
they
should
treat
employees
and
or
customers.

Well,
according
to
studies
by
gallup
and
the
williams
institute,
there
are
approximately
425
000,
lgbt
people
aged
13,
plus
in
georgia,
as
of
2020
with
lgbt
adults,
compromising
4.5
percent
of
georgia's
population,
and
we
are
uniquely
poorly
protected
from
discrimination
under
georgia
law
according
to
one
tally
of
laws
affecting
lgbt
persons.
Georgia
is
the
single
least
protective
state
when
it
comes
to
offering
legal
security
to
its
lgbt
residents.

In
georgia,
25
of
lgbt
workers
reported
having
been
discriminated
against
in
employment
and
45
have
been
reported,
have
reported
experiencing
discrimination
and
other
harassments
at
the
office
in
the
preceding
year.
The
experience
of
georgia's
lgbt
workforce
appears
similar
to
national
trends,
where
roughly
one
in
five
lgbt
persons
report
being
treated
unfairly
by
an
employer
in
hiring
pay
or
promotion
wage
inequality.
Wage
inequity
is
also
a
serious
concern,
with
a
range
of
studies,
finding
disparities
ranging
from
ten
percent
to
thirty
percent
between
heterosexual
and
homosexual
workers.

According
to
surveys
connected
nationally
and
in
georgia,
more
than
three
quarters
of
transgender
persons
have
experienced
harassment
at
work
and
over
a
third
have
lost
a
job
due
to
their
gender
identity
and
the
only
ways
that
we
are
currently
allowed
to
seek
restitution
for
such
discriminatory
employment
practices
is
through
federal
court
or
the
equal
employment
and
opportunity
commission,
especially
since
the
supreme
court's
ruling
in
boston
versus
clayton
county
georgia,
this
past
june.

But
that
ruling
does
not
protect
us
from
being
denied
public
accommodations
nor
from
being
denied
housing,
and
such
an
avenue
is
out
of
reach
for
most
of
us
who
cannot
afford
a
lawyer
to
challenge
such
discrimination
in
such
a
court.
Columbus
with
this
ordinance
can
fill
this
gap
for
lgbt
residents
at
the
city
level.
This
ordinance
establishes
an
inexpensive
local
avenue
by
which
residents
can
deliver
complaints,
alleging
discrimination,
discrimination
by
businesses,
city
government
offices,
public
accommodations
and
housing
facilities,
so
that
both
sides
can
hash
it
out,
make
amends
and
save
money
in
the
process.

There
is
no
conflict.
Finally,
someone
may
ask
well
what
other
jurisdictions
have
passed
such
a
law
as
this.
This
must
be
some
newfangled
experimental
idea
from
the
by
coastal
elites
in
1972,
the
michigan
cities
of
ann
arbor
and
east
lansing
were
the
first
two
jurisdictions
in
this
country
to
pass
a
non-discrimination
ordinance
which
included
sexual
orientation
in
1983,
minnesota
became
the
first
jurisdiction
to
pass
a
non-discrimination
law
which
included
both
sexual
orientation
and
gender
identity.

of

response
time
to

in
other
areas
that
needed
