our

Government
Center

timeline,
so
that
the
judge
can
be
here
to
to
listen
because
we're
going
to
be
partnering
with
with
the
judicial
organizations
to
make
sure
that
we
get
this
right.
The
first
time
so
I'm
gonna
ask
deputy
city
manager,
Pam
hi,
I'm
gonna
turn
it

our
city
manager.

city
manager

a
little
bit

last
business
meeting
we

mr.
Marvin
Woodward
to
come
before
us
and
he
was
from
the
Georgia
State
Finance
Investment
Commission,
and
he
is
currently
handling
a
project
similar
to
a
project
that
we
are
asking
you
to
consider,
and
that
is
the
government
Center,
which
includes
our
judicial
component.

Mr.
Woodward
was
handling
or
is
handling
the
Georgia
Supreme
Court
Appellate
Court
in
Atlanta
the
construction,
and
he
outlined
the
process
that
they
are
using,
and
it
is
a
process
that
we
have
used
on
many
many
projects
within
the
consolidated
government
and
outside
the
consolidated
government,
and
that
is
the
CM
at
risk.
Construction
manager
at
risk
in
fact
received
an
email
from
Ryan
Pruitt
who
handles
construction
for
us,
and
he
was
reminding
us
that
we
have
delivered
and
have
a
history
of
delivering
projects
through
the
construction
managers
at
risk
process,
and
he
named
a
few.

He
said
that
is
how
we
did
the
city
citizens,
service,
center
or
city
services
center,
which
includes
the
this
building
of
a
Aquatic
Center
and
the
parking
structure.
He
reminded
me
that
the
National
infantry
museum
was
completed
using
the
CM
at
risk
process.
The
Chattahoochee
River
conversion,
the
white
water
project
was
used.
This
process
was
used
for
that
project.

Hodge
is
going
to
talk
to
you
about
that,
and
she
is
also
going
to
talk
to
you
about
the
options
that
we
shared
with
you.
We
shared
it
with
a
number
of
different
groups
and
we
want
to
talk
about
the
options
and
we
want
to
move
in
the
direction
of
narrowing
down
those
options
from
four
to
two
options,
at
least
down
to
two,
and
we
want
to
talk
about
that
tonight
and
so
with
that.

Evening,
mayor
and
council
and
I
have
two
separate
presentations.
The
first
presentation
is
about
the
SPLOST
timeline
and
the
intent
of
a
splice
for
the
funding
of
the
government,
Center
replacement,
whatever
that
may
be,
and
the
CM
at
risk
process.
That
resolution
basically
declares
the
intent
to
pursue
us
lost
for
the
member
third
2020
ballot
to
fund
the
government
center
Judicial
Center
project
or
projects,
depending
on
whether
that
is
one
or
two
buildings
and
approved
the
utilization
of
the
construction
manager
at
risk
procurement
process.

It's
the
same
process
that
was
outlined
by
mr.
Woodward
last
week
and
move
talk
about
those
different
types
of
processes
and
city
managers
already
mentioned
some
of
those
projects.
That's
utilized
that
particular
process,
but
we
use
the
other
ones
as
well,
and
we'll
talk
about
that.
This
is
the
SPLOST
timeline
that
we
have
been
sharing
with
Council
over
the
last
several
months,
having
public
meetings
in
October
through
February
to
get
public
input
on
other
projects.
That
citizens
would
be
interested
in
seeing
considered
having
a
second
round
of
meetings.

To
make
sure
we
heard
what
the
citizens
had
said,
as
well
as
discuss
any
information
related
to
the
government
Center
that
we'll
be
able
to
provide
in
that
second
round
of
meetings,
Council
presentations
in
July,
a
council
resolution
at
the
end
of
July.
The
call
for
the
election
would
be
August,
the
4th,
which
must
be
at
least
90
days
before
the
election,
and
that
would
put
it
on
the
ballot
for
November.
The
third
SPLOST
begins
80
days
after
the
next
calendar
quarter.
So
that
would
begin
April
1st.

And
what
we're
talking
about
is
an
RFQ
prior
to
the
splice
for
design
services,
construction
services
and
project
management.
Once
that
site
is
selected.
We
want
to
be
prepared
that,
if
there's
a
positive
vote
on
the
splice
that
we
can
move
forward
quickly
to
start
the
design
services.
For
that,
so
that
would
be
an
RFQ
process
and
also
to
incorporate
the
budget
for
the
government
center
into
that
list
of
all
other
SPLOST
projects
post-loss.

So
it's
a
lot
of
tasks
to
take
place
prior
to
the
vote
and
then,
obviously,
after
the
vote,
the
implementation
of
that
this
is
actually
a
slide
from
mr.
Woodward's
presentation.
It
really
depicts
the
delivery
methods
that
he
talked
about
the
design-build,
which
we
used
that
in
some
instances,
we've
used
that
on
smaller
projects
like
comer
Jim
and
when
we
had
the
fire
station
that
earned,
we
went
through
a
design-build
process.

Construction
manager
at
risk
is
what
we're
recommending
for
this
particular
project
and,
as
the
city
manager
mentioned,
we've
used
that
at
the
this
particular
building
and
the
Aquatic
Center
and
other
projects,
the
design-bid-build
is
what
we
typically
use
for
road
projects
where
the
project
is
designed.
We
bid
the
specs
and
we
get
a
price.
So
we
utilize
all
three
of
these
types
of
delivery
methods
and
are
recommending
for
this
project
construction
manager
at
risk.

steps,
which
is
to
really
get
in
talking
about
the
options
and
trying
to
narrow
that
down,
because
as
we're
preparing
a
budget,
the
more
options
that
we
look
at
the
more
costs
there
is
associated
with
looking
at
each
one
of
those
options.

there's
an
opportunity
to
narrow
the
options,
that's
just
more
cost
effective
for
us
and
preparing
that
budget
and
looking
at
the
needs,
assessment
and
so
I'll
be
happy
to
answer.

resolution

the
next
presentation
related
to
the

resolution
that
we
are
declaring
it.
We
would

declaring
our
intent
to
pursue
this
for,
to
fund
the
government
Center
and
the
Judicial
Center,
typically
on
a
splice
there's
a
list
of
projects.
Would
there
be
other
projects
on
that
splice
list
with
this
in
any
way
inhibit
our
ability
to
add
projects.

public
meetings
may
be
held
regarding
additional
city
facilities,

it

in
critical
need
of

council
and
presented
to
the
voters.
So
our
intent
and
recommendation
is
to
have
public
meetings
through
from
October
for
about
six
months
to
not
only
talk
about
the
government
center,
but
also
other
city
facilities.
Other
needs
to
prepare
that
list
for
council,
so.

want
to
be
very
clear
to
those
in
the

be

a

know
that
infrastructure
projects
would
be
on
a
potential
list
that
we
were
praying
before
you

the

annual
collections

time,

five
million
dollars

year,

anticipate
that
the
maximum
would
be
three
hundred
fifty
million.

could
be

million
but
could
not
exceed
350
million.

a
few

there

a
we
were
hiring
somebody
out
of
Atlanta
or
somewhere
outside
Columbus
and
it
was
sniffing
cost
and
my
concern
was:
we
have
staff
that
can
do
the
same
job.
We
don't
need
to
hire
somebody
in
for
half
a
million
dollars
or
whatever
it
was
to
tell
us
what
we
already
know.

and
and
we've
been
in
conversations
through
tech
burnish
on
to
WR,
with
the
consultant
they're
more
than
willing
to
come,
make
a
presentation
to
Council
have
that
discussion
directly
with
you
about
the
services
that
they
provide
in

benefit
that
you'll
receive
from
those
services.
So
we
can
schedule
that
in
August.

caseload

judges
there

what
their
current
caseload

there
be
in
projecting
that
into
the
future

determine
how
much
space
is
needed

judges,

the
jury,
space,
the
holding
cells,
all
of
those
things
related
to
the
judicial
process,
they're,
looking
at
specifically
the
judicial
and
the
space
requirements
for
that.

we're
asking
that
you
declare
the
intent
to
pursue
a
special
purpose:
local
option
sales
tax
in
2020
to
fund
the
new
government
center
Judicial
Center,
along
with
other
projects

you

be
on
that
list
that
could
be
infrastructure,
public
safety,
Parks
and
Rec
equipment.
Whatever
you
decide,
and
so
we're
simply
asking
this
resolution
will
do
two
things:
declare
the
intention

risk
as
nothing
to
do
with
architects
and
to
deal
with
construction,

to
do
with
what
something

going
to
cause.

just
the

the
intent
and
the

look

drove

Uptown

cost
of
a
relocation
of
offices
and
the
creation

court
room

be

cost
to
move
everyone

that
existing
building
in

to

are
limitations
of
the
existing
footprint
would
require
extensive
renovation

challenge

security

separation

each
other.

there's
some
some
issues
as
far
as
the
way
that
the
footprint
is
in
the
current
building,

the
existing

have
issues

parking

services

moved
out
of
Uptown
historically

been

collections
and

to
the
recent
tornado
on
Sunday

no
tree

bulk
waste
pickups
throughout
the
City
of
Columbus
through
the
rest
of
this
week
and
potentially
into
early
next
week

March
7th
on
March
27th.
We
did
another

release

downing

the
initial
citywide
moratorium
on
tree
for
fee
services
and
tipping
fees
will
continue
through
Thursday
April,
4
2019,
as
generally
announced

this

behind

waste
throughout
the
city

to
several
factors,
and
we

our
normal
rels
debris
in
the
storm
area
will
take
at

at

another
month
to
complete
barring

storm

that
would
take
the
revised
investments

cash
on

waste
fund

nine
point
seven
million
we
have
a
landfill
closure
and
post
closure
liability
of
twelve
point:
nine
million
dollars,
which
means
that
of
the
landfill
that's
been
used.

we

financial
dollar
amount
to
how
much
of
that
closure
and
post
closure.
Reliability
should
be
allocated
to
the
portion
of
the
landfill.
That's
already
been
used
and
that's
twelve

million
dollars

included
in
this

six
hundred
and

and
seventy
nine
dollars
and

closure

there
hasn't

enough
funds

date

3.2
million
dollars.

that's
the
current

dollars

used
towards
the
purchase
of
the
vehicle,

adequately
cover

obligations

closure

funding

costs,

90%

revenue

issues.

entire
organization
was
impacted,
it
wasn't
just
urban
forestry
that
was
out.
There
was
everybody
else,
supplying
trucks
supplying

fleet
maintenance
trying
to
keep
up
with
maintenance
waste
collection
we
get
11,000.
Last
year,
we've
got
11,000
592
work
requests;
they
cover
a
whole
lot
of
things.
Besides
just
trash
collection.
This
is
a
breakdown
of
our
62.
Trucks
are
62
routes,
and
you
know
with
the
gravels
we
are
making.
We
could
use
more,
we'll
be
talking
about
that,
but
they
do
route
runs.

they
do
the
green
waste
and
then
they
come
back
and
do
the
bulky
with
the
same
trucks.
So
just
so
you
know
what
goes
on
if
we
have
to
get
get
production
up,
we
have
to
have
manpower
and
right
now
we

ten
full-time
trash
truck
driver
vacancies.
We
have
twenty
part-time
truck

truck
driver
vacancies
and
we
have
four
diesel
mechanic
vacancies.
That
means
that
our
fleets,
pretty
short
shape
in
terms
of
equipment
and
I'm,
correcting
the
numbers
like
I
gave
you
earlier.

seven
years

those
are

plus
years
old

some
new
ones.
These
are
the
ones
I've
asked
for
the
past

we
put
in

budget

garbage

Seventeen

a
banner
year,
but
29
was
less
than
half
of
the
critical
sleep
and
that
meant
the
rest
of
the
equipment
hasn't
been
replaced.

this

thought
was
interesting.

all
your
drivers
and
you're
getting
out
there
you're
fully
staffed,
we
have
1.7
minutes
per
household
for
each
stop
in
the
winter
months,

seconds

household
in
the
summer
months

household
in
after
storm,
and
we've
been
in
that
after
storm
arena
for
quite
a
while,
and
you
can
see
that
the
heavier
gets
the
longer
it
takes.

of
the
shorter
it

number
of
services
we
provide
and
we
actually
do
pickups
about
7.1
million
pickups
per
year.

mechanics
firms
and
they're

short
of
mechanics

a

opened

in
Atlanta

may
be

to

to

been

been
doing

been

everything
we

critical
vacancies
before

and
it
tells
you
what
materials
go
where
trash
recycling

you
your
days
and
will
even
send
you
reminders

it's

trash
pickup

see
more
use
and
we
need
to
get
the
word
out
on
that.
Miss
trash
and
garbage
was
one
of
the
concerns
that
councilman
sent.
It's
really
I,
don't
see
it
as
a
problem.
We
do
occasionally
miss
some
on
the
trash
day,
but
mostly
it's
put
out
lay
or
citizens
call.

my
trash
wasn't
picked
up
when
they
met
something
else,
or
we
have
a
reason
why
we
left
it
there,
initiatives
to
inform
citizens,
I
talked
about
the
door
hangers,
it's
great
and

it's

We've
done
a
couple
of
short
videos
and
we
have

bunch
more.
We
want

we

the

on

plan
draft
will
be

hopefully

we

The
rate
study
on
the
things
you
approve
in
the
solid
waste
management
plan,
and
so
they
will

soon
as
we
get
the
approval
for
the
solid
waste
management
plan,
then
we're
going
to
feel
we'll
finalize
the
rate
study.

about
rain
water,
especially
about
inlets
we've
had
48
people,
employees
verified
crews
and
they
take
care
of
all
of
this
inventory.

a
lot

inlets
out

year,
they
cleaned

three
thousand
two
hundred
and
sixty
three
inlets.
They
repaired
five
hundred
and
sixty
seven
and
they
responded
to
4,000
other
work,
requests
and

we

to

inspection
programs.
One
is
where
we
actually
remove
the
lid

down
in
there

the
bottom
of
the
inlet
and

pipes,

started

years
ago
and
since
then,
I'm
really
proud
of
this
program.
We
reduce
flooding,
calls
from
an
average
of
600
when
we
had
a
pretty
good
heavy
rain
event.
Now
we
average
about
75,
which
means
we
are
making
an
impact
on
the
infrastructure
out
there,
and
then
they
create
work,
requests
for
damaged
inlets
we're
required
to
do
20%.
We
usually
do
quite
a
bit
more.
The
other
one
is
a
brand
new
one.

started
in
January
because
I,
don't
like
the
grass
growing
out
of
the
front
of
the
inlet
and
so
they're
going
out
there,
cleaning
that
out,
they're
getting
rid
of
the
silt
their
herbicide
spraying
and
then
again,
if
there's

problem,
they
turn
in
a
work
request.
So
we
get
the
right
people
out
there
to
take
care
of
it,
and
this
is
the
area
we've
already
done
so
far
this
year
since
January,
so
we're
hoping
to
get
on
a
cycle
of
at
least
once
every
twice
a
year.

bringing
it
back
up

that's
what
our
Community
Service
folks
do.

roads
that

a
list

we
pick
up
litter
on
at
least
once
a
month,
and
we
replace
others
as
requested,
and
it's
time
and
manpower
allow
trash
and
litter
is
something.
We've
got
several
initiatives
we've

is
much
bigger
than
just
the
Public
Works
beautification

employees.
They
do
all
of
those
things
quite
a
bit

different
work,

up
of
tendon
mate
crews
for

in-house
crews
and
here's
some
more
of
the
things

they

service
we've

providing

unfortunately
improved,
but

maps

developed

will
be

on
the

crews

get

assigned
to
different
places,
and
we
have
seven
vacancies
there
for
tractor
drivers
and
correctional
officers.
So
we
have
critical
vacancies
in
right-of-way
and
beautification

wanted

point
out
that
the
costs
were
contracted.
Mowing
has
gone
up
in
the
budget.

it's
in
the
paving
fund
that

not

overlooked.
What
I
need
to
emphasize
that
that
increase
is
due
to
added
new
facilities,
new
trails,

roundabouts,
new,
whatever

bit

level
of
service
for
all
the
other
reps.
If
we
wanted
to
improve
those
levels
of
service,
we'd
obviously
have
to
put
some
money
toward
it.

less
mowing
because

guys
were
assisting

all,

lot
of
it
was
piled
up
with
debris
and,
second
of
all,
they
were
assisting
urban
forestry
and
doing
some
of
the
cleanup
urban
forestry
believe

that
stuff
on
Biggers
Road
and
everything
else
that's
done
in
the
city.
We
have
21
people
totally
in
urban
forestry.

take
care
of
36,000
work
requests
per
year
and
if
you
look
at
the
counting
of
trees,
we
have
in
the
city,
you
don't
know
an
exact
number,
but
we
think
we're
talking
about
200,000
on
city
rightie,

right
away.

throughout
the
county,
it's
close
to
500,000
trees
and
if
you
look
at
all
the
parks
in
other
city,
owned
property,
we're
responsible
for
a
1
and
a
half
to
2
million
trees
throughout
the
city,

fight

improved
veteran
health
care

both

river

championed

rights

annual
fundraiser

local
DAV

funds
