From YouTube: Columbus Ga Planning Advisory Comm Meeting 11 06 2019
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
All
right,
thank
you.
I
will
ask
that
you'll
silence
your
cellphone's
or
turn
them
off
or
whatever
you
need
to
do
so
they
don't
disrupt
the
meeting
this
morning,
I
remind
all
those
in
the
audience
and
those
watching
by
television.
This
is
the
first
hearing
of
any
rezoning,
Tech's
change
or
special
exception
request
brought
before
us
today.
We
will
first
hear
a
reading
of
the
staff
report
for
the
case
by
planting
staff
and
ask
the
applicant
to
provide
a
brief
overview
of
the
request.
A
We
would
again
then
give
the
opportunity
for
anyone
the
audience
to
speak,
for
or
against
that
request,
or
to
inquire
about
the
set
of
requests.
The
commissioners
will
have
eating
have
time
for
any
needed
discussion
on
the
case.
Once
a
motion
is
made
seconded
by
the
Commission,
a
vote
will
take
place
and
a
recommendation
will
be
rendered.
The
case
will
go
back
to
the
Planning
Department
for
their
independent
recommendation.
If
a
favorable
recommendation
is
given,
then
the
case
is
forwarded
to
the
City
Council,
with
the
two
independent
recommendations.
A
If
the
Planning
Department
makes
a
recommendation
for
denial,
the
applicant
will
have
ten
days
from
the
receipt
of
a
letter
stating
the
denial
to
notify
the
clerk
or
council
that
they
are
requesting
to
be
placed
own
City
Council's
agenda.
The
City
Council
of
Columbus
will
hold
a
public
meeting
which
would
be
called
the
first
reading
said.
Council
shall
consider
the
case,
review,
PA,
C
and
Planning
Department
recommendations
and
hear
discussion
on
the
matter
council
within
make
a
final
decision
at
a
second
public
meeting,
and
that's
called
the
second
reading
all
right.
A
If
I
have
a
chance
to
look
at
those
all
right,
anybody
have
any
changes
that
need
to
be
made
to
that
set
of
minutes.
None
none
said.
Okay,
we'll
could
just
consider
those
accepted
all
right,
we'll
move
on
to
our
first

today,

C
B
A
D
D
My
name
is
David
Goldberg
I'm,
the
chief
operations
officer
for
the
Muscogee
County
School
District.
This
is
a
school
district
property
we
are
looking
at.
We
have
an
offer
from
our
friends
with
the
YMCA
for
the,
so
they
can
develop
that
property
to
build
a
new
facility
and
we
need
the
special
exception
as
part
of
our
dealings
with
the
YMCA.
So
there's
only
to
be
correct,
so
they
can
develop
it.
Okay,.
A
E
Good
morning
my
name
is
al
scherzo
I'll
leave
it
to
us.
It's
far
written
and
rode
across
from
the
property.
There's
one
trying
to
rezone
I
have
a
few
questions
is
one
is
a
letter
I
got
about
the
rezoning
as
one
area.
Where
do
you
plan
to
put
the
property
yet,
but
all
these
other
houses
right
here,
that's
inside
this
black
area.
It's
this
one,
arrogant,
rezone,
audio,
rezone.
Everything
within
that
circle.
The.
B
E
No
one
access:
it
says
that
rigmarole
is
a
mono
arterial
road.
It
will
be
provided
at
with
free
flow
of
movement.
Has
anybody
to
study
on
that
because
in
the
morning
when
I
have
to
go
to
work
after
leave
early
because
of
the
school
traffic
it
brought?
My
driveway
I
can't
get
out
and
it's
all
need
to
work
early
now,
you're
gonna
put
in
YMCA
across
the
street
from
there,
so
you
can
have
the
school
traffic
backing
up
and
people
trying
to
get
in
the
YMCA.
E
B
E
E
Okay,
so
what
it's
not
gonna,
be
so
wet
them
wait,
it
happens
to
get
it
fixed,
correct,
okay,
number,
two
try
pedestrian
safety
says.
Access
to
and
not
the
property
is
in.
Question
will
provide
for
adequate
traffic
hitter
in
safety
in
the
emergency
access
again,
if
trap
is
backed
up,
emergency
access
is
gonna,
be
a
problem.
E
Morning
morning,
from
zero,
seven
to
at
least
eight
o'clock
and
then
in
the
afternoon,
the
traffic
coming
out
and
if
you
make
the
road
at
four,
the
trap
of
making
road
and
Winton
Road
comes
up.
Winged,
enroll
and
people
get
on
a
school
from
carpeting
them
coming
down
the
road.
It's
heavy
traffic,
okay,.
B
A
E
A
G
So
the
first
thing
I
want
to
say
is
that's
not
final,
but
with
regard
to
the
traffic
I
live
in
a
neighborhood
and
the
traffic
is
bad
in
my
neighborhood
in
the
morning
in
the
afternoon
as
well,
and
and
it's
like
that,
most
neighborhoods,
where
there's
a
school
nearby,
but
we
deal
with
it.
But
in
terms
of
operating
hours,
this
site
will
likely
open
between
5:00
and
6:00
a.m.
and
and
close
at
9:00,
8:00
or
9:00
p.m.
in
the
High
Point
busy
times
of
the
day
for
our
facilities
are
usually
between
6:00
a.m.
G
A
G
There's
about
an
hour
an
hour
and
a
half
generally
speaking
and
I'll,
give
you
a
good
example,
our
downtown
location,
that
their
location
is
3040
yards
across
the
street
from
downtown
Elementary,
a
magnet
Academy.
Now
there's
some
different
elements
with
regard
to
traffic
and
so
forth,
but
we're
3040
yards
across
the
street
from
school.
We
have
no
issues
there.
F
Do
you
have
a
particular
department
or
entity
with
the
school
district
that
addresses
community
concerns
like
the
gentleman
here
about
the
lineup
for
because
I've
gone
out,
ridden
enroll
an
afternoon
in
the
morning?
I
know
exactly
what
he's
talking
about
and
it
seems
like
we
can
do
something
from
a
school
perspective
to
make
sure
we're
sensitive
to
people
driveways,
especially
right
there
along
the
main
road,
yeah
I.
Think
his
main
concern
is
a
man
just
want
a
bear
to
get
out
of
his
house
in
the
morning
he's
not
opposed
to
the
YMCA.
F
F
D
F
H
Mine
is
as
much
for
mr.
renfro's
for
anybody.
The
site
is
zoned
SFR
3
now.
Do
you
have
an
idea
how
much
worse
the
traffic
problem
would
be?
If
the?
Why
is
put
in,
under
this
special
exception,
as
opposed
to
how
it
would
be
if
the
site
were
developed,
is
sfr
3,
because
it
seems
like
that
that
could
be
done
without
a
rezoning,
and
it
would
also.
B
I
G
I
can
assure
you
that
our
board,
let's
talk
about
safety
and
lighting
in
that
area
and
whatever
the
local
law
requires
we're
going
to
meet
that
and
exceed
it,
and
so
it'll
be
well
lighted
there
for
sure,
safe
and
secure,
and
so
I
mean
that's
our
commitment
as
a
YMCA,
whatever
the
law
requires
and
even
exceeding,
that
is
our
commitment
for
that
area
for
sure.
Okay,
very
good
I
just
want.
C
Mr.
Renfro,
just
on
the
traffic
side,
when
they
get
through
when
they're
getting
ready
to
get
their
construction
permit,
and
things
like
that
will
they'll
have
to
be
an
enhanced
traffic
study
or
something
done
or
how
this
building
will
impact
that
and
then
y'all
will
make
recommendations
or
requirements
to
the
developer.
For.
B
C
A
I
J
Good
morning,
Jenna
how
y'all
doing
today,
good
I'm,
not
a
hundred
percent
against
it,
I'm
just
more
curious.
This
is
a
neighborhood
and
sometimes
I
feel
like
neighborhood
should
stay
neighborhood.
The
school
is
part
of
the
neighborhood
because
they
are
teaching
our
children
but
I'm,
not
sure
hundred
percent.
What
is
the
YMCA,
where
they
actually
doing
they're
like
what
benefits
will
it
have
for
the
neighborhood
for
the
community?
Okay,.
G
So
so
so
a
great
question,
and
so
let
me
just
tell
you
in
sort
of
a
nutshell
what
we
plan
to
do
so
this
this
new
Midtown
YMCA
will
be
the
AJ
McClung,
Midtown
YMCA,
and
so,
if
you're
familiar
with
what
we
do
today
and
our
agent
McClelland
locational
Martin
Luther
King,
jr.
Boulevard.
You
know
that
it's
program,
oh
and
and
so
we
run
a
full
after-school
program.
There
we
run
a
wide
Cheevers
program
there,
which
is
a
youth
leadership
development
program.
G
All
of
those
programs
will
transition
to
this
site,
and
so
today
we
serve
150
kids
on
average
per
day
and
a
mclaren
location.
In
this
new
facility
we
will
serve
near
double
that
amount.
Every
single
day,
partnering
with
Revere
o
Elementary.
For
example,
we
started
a
summer
camp
partnership
with
the
school
district.
G
Two
years
ago,
at
our
downtown
location,
we
moved
50
kids
out
of
our
fair
location,
which
we
house
during
the
summer
for
summer
camp
went
across
the
street
to
the
school
and
triple
summer
camp,
helping
more
kids
and
families
serving
more
people
within
the
community.
So
those
are
just
a
couple
examples.
We
plan
to
partner
with
the
school
districts
provide
swim
lessons
as
an
example
summer
day,
camp
programs
and
not
just
for
the
school
children
most.
G
Live
in
that
area,
but
obviously
for
the
residents
within
that
community
on
both
sides
are
making
room
and
if
you're,
asking
me
sort
of
what
we
feel
like
the
importance
of
this
location
is
for
a
long
time.
There's
been
conversation
around
to
making
Road
divided,
and
our
board
is
committed
to
planting
our
flag
there
and
saying
we
will
develop
this
site.
As
of
why
I'm
say
to
serve
more
kids
and
families,
and
so
that's
what
we
plan
to
do
so.
G
J
D
F
J
A
G
E
E
G
G
I
really
don't
want
to
answer
any
questions
related
to
the
traffic
aggress
ingress
of
the
location.
I
think
the
city
will
have
to
weigh
in
you
know
our
contractor
will
hunt
the
way
in
all
of
that.
The
new
location
will
be
days
at
McClung,
whyme,
said
Midtown
and
I
current
age.
They
McClure
location
will
not
close.
We'll
keep
that
operation.
C
Sir,
all
right,
thank
you
very
much
and
again
I'd
point
out
that
the
the
city
engineering
department
will
weigh
in
on
the
specific
requirements
of
the
of
the
entrances
and
exits
from
Rigden
and
Clermont.
So
there's
you
know,
this
is
a
concept.
What
I
believe
is
presented
before
us.
The
city's
gonna
have
another
when
they
get
to
actually
building
this
facility,
they're
going
away
in
and
say
no,
you
can't
put
that
kind
of
egress
there
because
of
certain
requirements
with
traffic
studies.
So
there's
still
more
to
be
done
from
the
city's
part
and
I
know.
C
John
can
connect
you
with
the
engineering
department.
If
you'd
like
to
know
more
about
that
as
well,
because
there's
this
isn't
that
we're
not
approving
that
this
building
is
going
in
this
specific
location.
With
these
specific
egress
and
ingress
is,
this
is
just
allowing
them
to
move
forward
with
their
plans,
and
then
there
will
be
more
review
by
the
city
when
they
get
to
construction.
Exactly.
A
F
This
way
as
it
relates
to
exception,
10
1963
39,
a
request
for
a
special
exception
use
at
1280
to
Rick
Monroe
current

single-family

the

the
proposed
uses,
a
club
or
large
nonprofit
David
Goldberg
is
the
applicant
on
behalf
of
Muscogee
County
School
District.
Considering
the
report
submitted
by
staff
I
move
that
will
move
this
request.
All.
A
F
F
This
is
a
true
example
of
public-private
partnerships
and
with
the
retreat
of
a
lot
of
our
community
recreational
centers
is
good
to
see
that
someone
is
coming
back
to
the
community
to
reinvest
and
provide
a
place
for
our
children
to
spend
time
so
that,
maybe
just
maybe
we'll
see
less
of
the
stuff
that
we
see
on
the
street,
which
is
not
good
and
end
up
on
the
news
we
got
to
develop
our
children
and
I
think
this
is
certainly
a
great
step
to
doing
that.
Alright,.
