Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
A
Thank
you
and
I
would
like
to
first
ask
if
you
have
a
cell
phone,
please
make
sure
it
is
on
silent
or
vibrate,
so
it
doesn't
ring
during
our
our
broadcast.
I
remind
those
of
you
in
the
audience
and
those
watching
on
television
that
this
is
the
first
hearing
of
any
rezoning
text,
change
or
special
exception
request
brought
before
us
today.
We
will
first
hear
a
reading
of
the
staff
report
for
the
case
by
the
planning
staff
and
ask
the
applicant
to
provide
a
brief
overview
of
the
request.
A
We
will
then
give
the
opportunity
for
anyone
in
the
audience
to
speak,
for
or
against
the
request
or
to
inquire
about
the
request.
Their
commissioners
will
have
any
needed
discussion
on
the
case
and
once
a
motion
is
made
and
seconded
by
the
Commission,
a
vote
will
take
place
and
a
recommendation
will
be
rendered.
The
case
will
go
back
to
the
Planning
Department
for
their
independent
recommendation.
If
a
favorable
recommendation
is
given,
then
the
case
is
forwarded
to
City
Council,
with
two
independent,
with
the
two
independent
recommendations.
A
If
the
Planning
Department
makes
a
recommendation
for
denial,
the
applicant
will
have
ten
days
from
the
receipt
of
a
letter
stating
the
denial
to
notify
the
clerk
of
City
count-up,
the
Clerk
of
Council,
that
they
are
requesting
to
be
placed
on
the
City
Council's
agenda.
The
City
Council
of
Columbus
will
hold
a
public
meeting
first
reading
and
then
the
set
council
shall
consider
the
case.
Review
pack
and
Planning
Department
recommendations
hear
discussion
on
the
matter.
Council
will
make
a
final
decision
at
a
second
public
meeting,
also
called
the
second
reading.
A
B
A
So
well,
they
sing
none
and
we
will
submit
those
as
accepted.
Thank
you
for
that.
We
do
have
quite
an
agenda
today,
so
we're
going
to
go
ahead
and
get
started

Good
morning,
commissioners,
my
name
is
Justin

Just
let
me
to
give
a
quick
summary.
Please,
city,
most
properties
purchased
this
site
about
two
and
a
half
years
ago,
May
of
2015
in
hopes
of
redeveloping
it.
Since
that
time,
we've
stabilized
the
structure
and
it
found
that
the
current
zoning
si
si
really
doesn't
work
with
the
the
programming
that
we're
wanting
to
move
forward
with
for
that
site
and
building.
F
So
that's
why
we're
here,
but
we're
hoping
to
redevelop
that
site
for
a
variety
of
uses,
from
commercial
to
residential
and
a
little
bit
of
everything
in
between,
but
we
hope
this
is
kind
of
the
southern
end,
southern
anchor
to
a
further
redevelopment
effort
in
City
Village
and
the
second
Avenue
corridor.
Thank.

I
Thank
you,
madam

members
of
the

My
name
is
Bob
Porter

and
I
have
with
me
Colonel
John,
Surratt,
Morton
municipal
communications.
We've
done
a
lot
of
business
with
the
city
and
I
appreciate
the
fact
that
you
allowed
me
to
come
and
speak
there.
Just
a
couple
of
remarks
I'd
like
to
make.
We
are
absolutely
with
City
Planning.
With
respect
to
restrictions.
The
present
is
a
shrine
club
that
is
used
for
parties
and
dances,
and
things
like
that.
I
A
cell
tower,
which
is
a
monopole
in
this
case,
will
not
under
any
circumstances
interfere
with
the
neighborhood.
There
will
be
no
noise,
it'll
be
comfortable.
You
can
ride
around
the
city,
there's
one
at
Green
Island
on
2nd
Avenue
right
on
Green
Island
in
the
area
where
the
housing
is
we
put
one
up
at
Hobbiton
Road.
We
have
one
on
double
churches,
Road
right
across
mousing
and
we've
had
absolutely
no
complaints.
As
a
matter
of
fact,
I
can
assure
you
that
property
values
do
not
diminish.
I
There
was
a
church
at
Unitarian,
Universalist
Church
on
double
church's
Road,
right
across
from
the
store
that
we
put
the
multiple
on
that's
been
sold
at
an
enhanced
value
and
unitarian
universalist
has
moved
to
where
the
old
FOP
is
no
property.
Values
have
been
diminished
at
Green
Island
and
they
certainly
haven't
been
diminished
on
Talbot
and
Road.
Some
people
may
be
worried
about
radiation
fallout.
There's
absolutely
no
scientific
evidence
to
indicate
that
nobody's
ever
affected
by
any
quote
radiation
fallout.
We
have
six
towers
at
Fort
Benning.
I
We
have
received
absolutely
no
complaint
and
throughout
the
United
States
and
the
world
there's
just
no.
No
concern
about
that.
The
other
thing
is
that
we
agree
that
the
area
right
now
is
residential,
but
the
fact
is,
the
shrine
club
is
a
club.
It's
a
great
organization
where
it
was
it.
Ramona
pole
will
be
absolutely
within
the
restrictions
of
the
footage.
So
we
see
absolutely
no
problem.
It'll
enhance
the
communication
of
the
entire
area,
and
I
just
want
to
assure
the
neighborhood
that
they
won't
even
recognize
it
after
a
couple
of
days.
Thank
you.
J
My
name
is
John
frock
Wharton,
my
address
is
24:32
chimney,
Springs,
Drive,
Marietta,
Georgia
and
I'm
a
work
for
municipal
communications.
This
would
be
the
fourth
tower
facility
that
we've
built
in
the
city
of
Columbus
the
anchor
tenant
the
committed
tenant
is
t-mobile
and
there
will
be
space
on
the
tower
to
also
accommodate
AT&T,
Verizon
Sprint
and
any
other
carriers
in
the
future.
We
would
design
this
to
accommodate
between
four
and
six
carriers
and
just
to
provide
some
context
on
the
need
for
the
carrier
nationwide.
There.
J
There
are
tens
of
thousands
of
coverage
gaps
for
wireless
commercial
wireless
use,
so
many
that
the
carriers
will
never
be
able
to
fill
all
of
them.
So
the
fact
that
they're
willing
to
commit
the
capital
and
the
investment
here
kind
of
speaks
to
the
growth
of
the
area
and,
as
was
discussed,
it
is
increasingly
becoming
something
that
consumers
and
property
buyers
are
looking
into
when
they
they
look
to
make
a
purchase
is
how
good
is
the
coverage.
J
The
position
of
this
site
also
is
very
good
for
the
I-85
185
coverage,
so
it'll
kind
of
enhance
navigation
definitely
contributes
to
emergency
response
and
the
firstnet
build-out
that's
happening
nationwide.
Also,
the
last
site
that
we
did
was
the
site
just
north
of
Mahina
woods
kind
of
near
the
university
took
a
very
kind
of
distressed
property,
cleaned
it
up
the
landscaping
I
drove
by
there
this
morning.
We've
done
a
lot
in
terms
of
landscaping
in
so
we
Detroit.
A
We've
actually
covered
two
two
cases
so
to
speak
here
actually
what's
before
us
right
now
is
the
rezoning
of
this
parcel
and
then
we've
got
the
special
exception
regarding
the
cell
tower,
but
I
do
have
a
question
about
the
isn't.
I
know.
As
you
said,
one
of
the
concerns
was
noise
with
a
banquet
facility,
but
aren't
don't
they
have
banquets
now,
okay,
they.
A
What
I
thought?
Okay
just
want
to
check
on
that
mr.
Kiner,
so
let's,
but
let's
not
put
the
special
exception
at
this
point
up
for
discussion,
because
this
is
really
the
rezoning
portion
of
this
I
don't
want
to
get
into
the
cell
tower
side
of
this
at
this
point.
So
any
thank
you.
Anyone
in
the
audience-
and
let
me
remind
the
audience
this-
has
to
do
with
the
rezoning
right
now.
This
does
not
have
to
do
with
the
special
exception
cell
tower.
K
Name
is
Debbie
Jackson
I
have
property
at
3069,
Edgewood
court
I
am
against
the
rezoning
of
this.
This
is
a
actually
a
multi-family
residential
area.
The
shrine
club
is
there,
but
also
the
shrine
club
is
up
for
sale.
So
I
can't
see
you
know,
for
that
reason
to
be
putting
a
cell
tower
there
and
also
for
the
fact
of
rezoning
this.
It's
just
gonna
be
a
hop
skip
and
a
jump
to
rezone
this
from
residential
office
to
commercial,
which
there's
talk
about
even
possibly
apartment
complexes
and
offices.
In
there
I.
L
Reasoning
to
residential
office
or
having
a
cellphone
tower
built
there.
We
like
our
area,
we
move
there
because
my
home
is
in
Hilton
Heights,
even
though
it
got
cut
from
the
bypass
because
of
the
bypass.
It
still
has
that
label
we
like
heaven
being
near
the
east
Lindsey
Creek
because
of
its
like
a
little
slice
of
country
in
the
city.
We
had
this
Ryan
Club
and
this
Ron
Club
was
always
an
amenity
when
it
had
the
pool
it
was
which
we
all
had
fun
in
in
the
summertime.
L
L
You
know
from
a
cell
phone
tower,
but
the
change
in
zoning
with
the
surrounding
Club
being
up
for
sale.
We
are
concerned
about
what
may
happen.
You
know
they
can
say
all
they
want
to
about.
Oh
well,
it's
just
going
to
be
what
it
is
right
now,
an
event
center,
but
at
any
time,
if
it's
sold,
we
don't
know
we
just
don't
know,
and
so
our
safety
of
our
children
is
the
utmost
concern,
obviously,
and
as
far
as
the
property
values.
That
is
one
of
the
major
concerns
I
heard
throughout.
L
You
know,
talking
to
neighbors
it
like
I,
say:
property
could
result
in
more
traffic
to
an
already
congested
area
is
Lindsay
and
Edgewood
has
been
a
sore
spot
for
accidents
throughout
the
years
and
if
we
had
any
more
influx
of
traffic
through
there,
we
only
have
I
think
it's
three
outlets
through
that
that
neighborhood
there
that
you
could
come
out
and
one
is
right,
beside
the
swine
Club
on
the
right
and
on
the
left,
let's
see
then
I
could
get
into
the
cell
phone
tower
part.
But
that's
basically,
you
know
the
reasons.
D
H
Yes,
when
the
notification
was
first
sent
out,
I
believe
it
just
talked
about
changing
from
RMF
one
to
residential
office.
But
staff
has
said
today
that
the
presumably
new
user,
that
any
new
buyer
would
be
restricted
to
club
lodge
or
banquet
facility
use,
plus
the
cell
phone,
which
is
separate
issue
now
I
assume
it
could
be
a
different
sort
of
banquet
facility.
L
We
did
have
some
that
were
definitely
against
the
banquet
hall
area
because
of
the
noise
on
my
home.
I
have
I
guess
enough
of
the
buffer
zone
or
whatever
to
not
hear
them
so
much
you
know,
but
from
the
neighbors
on
the
other
side
they
did
complain
about
noise
and
late
at
night
and
I
had
not
had
that
trouble.
L
But
yes,
several
neighbors
did
mention
that
about
the
noise
from
the
banquet
hall
now
rented
most
of
were
more
concerned
with
what
ifs,
because
it
is
up
for
sale
now,
I,
don't
know
what
kind
of
a
legal
guarantee
you
can
give
me
that
it's
going
ahead.
You
know
it's
going
to
be
a
banquet
hall
forever
or
you
know
if
it
is
changed
to
residential
office.
Well,.
H

A

G
K
Not
at
this
present
time,
I
do
not
live
in
this
property.
I
have
owned
it.
My
son,
who
is
graduating
well,
will
be
graduating
in
the
next
three
years,
will
be
attending
Columbus
State
and
will
be
probably
moving
into
that
property
there
and
again
I'm
looking
at
possibly
moving
back
into
town
in
the
next
coming
years,
because
I
do
live
out
in
the
country.

I
And
I
can
understand
the
concern
and
I
don't
want
to
be
presumptuous,
but
but
the
fact
is
the
shrine
club
is
there.
The
fact
is
that
they
have
banquets.
The
fact
is
that
they
have
parties.
We
also
have
in
this
city.
Noise,
ordinance
I
can
guarantee
you
we've
had
that
since
I
was
on
the
City,
Council
and
I
think.
I
Nothing
is
going
to
be
changed
and
should
the
shrine
club
go
through
with
their
sales
and
there's
been
some
contention,
whether
they're
going
to
would
make
no
difference,
because
the
people
that
will
be
relocating,
as
was
pointed
out,
will
be
no
different
than
what
the
shrine
club
is
already
and
you're
not
going
to
have
any
bars
or
anything
like
that,
and
secondly,
in
concern
of
the
next
issue,
this
special
exception.
The
tower
will
have
absolutely
no
impact
whatsoever
on
who's
going
to
be
there.

A
I
Thank
you.
Well,
there's
nothing
else
to
say,
except
one
thing
that
you
raised,
sir:
as
Colonel
Throckmorton
pointed
out,
the
application
is
already
on
file
with
the
FAA.
We
always
do
that
and
they
have
any
questions
about
it.
We
will
always
comply
with
FA
restrictions.
That's
been
true
in
every
cell
tower,
that's
been
put
up
in
Columbus
and
at
Fort
Benning.
Thank
you.
My.
J
Typically
towers
under
200
feet
are
not
lit
in
the
event
that
the
FAA
comes
back
for
some
reason
and
says
that
it
has
to
be
lit
at
150
feet.
We
would
lower
the
tower
until
they
tell
us
that
it
doesn't
have
to
be
lit.
So
as
an
example,
we
did
one
in
Kennesaw.
Originally
it
was
approved
in
zoning,
followed
it
with
the
FAA
at
130
feet.
J
J
There's
it
really
depends
on
the
terrain
and
the
population
density
in,
for
example,
we're
building
13
towers
in
North
Dakota,
and
we
can
cover
now
we
build
those
at
400
feet
and
because
of
the
flatness
of
the
terrain
and
the
lack
of
tree
cover,
we
can
cover
out
to
two
or
three
miles
with
a
tower
like
that
in
this
case,
because
of
the
populate
population
density,
the
traffic,
the
topography,
the
tree
cover
the
traffic
on
185,
a
mile
is
about
what
we
see
in
Atlanta,
Cobb,
County,
Muskegon,
County,
Muscogee,
County
and
Columbus.
So.
J
H
A
J
J
J
Road
is
also
kind
of
a
an
east-west
running
connection,
so
the
second
graphic
kind
of
shows
what
the
coverage
is
projected
to
be
after
this
tower
is
built,
and
you
see
how
there
that
significantly
improves
not
just
connecting
185
but
also
running
east
to
west
for
all
the
residences
and
the
traveler
commuters
going
east
to
west.
Now.
H
J
Not
and
that's
what
we
look
for
initially,
because
it's
just
not
honestly
profitable
for
us
to
build
a
tower
too
close
to
another
tower,
so
you
know
we
always
look.
We
call
it
colocation,
so
we
look
for
a
closed
tower
to
co-locate
on.
Unfortunately,
the
closest
tower
is
a
mile
away.
That's
the
one
at
University,
Avenue,
again,
Columbus
State,
very
dense.
You
know
high
demand
users
there
with
the
millennial
students
and
everything
like
that.
So
they're
really
drawing
the
capacity
of
that
tower.
J
A
G
G
J
Remodel
on
a
pine,
that's
correct!
Okay!
So
because
because
they've
requested
150
feet,
our
experience
has
been
that
sometimes
you
know
a
stealth
pine
will
really
blend
in
at
about
110
120
feet
maximum.
When
you
build
a
stealth
pine
tree
at
150
feet,
it
almost
has
more,
you
know,
draws
more
attention
to
it
and
looks.
J
M
Madam
chair
justjust:
yes,
one
thing
that
just
over
the
late
nineties,
with
cell
phones
becoming
very
popular,
we
did
see
a
poll
there
for
a
proliferation
of
cell
towers,
which
was
a
great
concern
over
time.
They
got
taller,
they
had
more
callate
colocation
opportunities,
but
then
this
came
out
and
data
is
driving
the
new
requests
for
more
cell
towers
and
they
also
do
the
colocation
to
offset
the
ground
lease
they
pay.
You
know
Peter
st.
Paul
soon
so
to
speak.
M
Also
we're
eventually
going
to
see
small
cells
get
in
here.
We
have
an
ordinance
on
hand
mm-hmm,
we
haven't
actually
had
anyone
to
my
knowledge,
come
and
apply
mm-hmm,
but
those
are
pretty
much
just
a
standalone
poll
that,
for
instance,
if
it
was
in
this
neighborhood,
would
cover
20
houses.
So
it's
really
starting
to
get
down
to
a
micro
situation
and.
B
A
P
A
A
And
let
me
say
this
I
would,
if
you're
going
to
come
and
speak
against
it,
please
state
your
name
and
address,
and
if
we
have
one
person
speaking
for
the
group,
that's
great,
but
if
you're
each
coming
to
individually,
please
make
sure
when
you
come
that
you're
telling
us
something
we
haven't
already
heard,
rather
than
just
repeating
the
same
thing
over
and
over
again.
So
anyone
who
would
like
to
come
speak
against
this
request.
Please
raise
your
hand
and
come
forward.
Yes,
ma'am
in
the
blue.
L
I
L
Do
have
t-mobile,
you
know,
I
have
for
us,
so
I
don't
know.
As
far
as
that
goes
in
talking
to
neighbors
about
the
proposal,
we
were
concerned
because,
of
course,
the
health
risks
and
it
they
say,
the
evidence
is
still
out
I
mean
there
could
be
cancer,
causing
things
happening
according
to
Alan
Holmes
from
the
center
of
Public
Safety,
and
said
that
there
was
not
a.
There
has
not
been
a
study
since
1996,
and
so
we
don't
know
exactly
what
these
RF
waves.
These
are.
L
Radio
frequency
waves
are
doing
to
the
public,
of
course,
its
obstructive.
Looking
there
you
know,
obviously
they
could
lower
real-estate
values,
if
you
know
not
being
so,
you
know
because
the
aesthetic
value
is
not,
they
are
aesthetically,
it's
ugly,
they're
ugly,
unless
you
have
a
tree,
if
they're
planning
to
make
it
into
a
tree
like
at
Green,
Island
Hills,
you
know
those
they
tried
to
make
a
little
more
aesthetically
nice.
L
It
does
not
ensure
that
everyone's
set
reception
is
good
misnomer.
If
you
live
close
to
a
cell
tower,
which
I
will
be
very
close
to
that
cell
tower,
you
may
even
lose
reception,
because
there
is
a
detrimental
impact.
These
radio
frequency
waves
come
in
to
the
tower
in
and
when
you
get
closer
it
can
be,
it
can
interfere
with
your
existing
reception
and
so
I.
You
know
obviously
I'm
opposed
to
that,
but
my
neighbors
as
well
have
concerns
and
do
not.
L
L
L
A
Q
Tax
were
to
go
up
this
cell
tower
being
there
and
also-
and
this-
and
this
is
just
a
question
that
I'm
I
hadn't
had
I-
was
just
curious
about
the
electricity
I
know
during
the
height
of
the
season
during
the
Christmas
season.
The
electricity
bill
goes
up
because
so
many
people
have
electric
the
lights
and
things
with
this
in
any
way
affect
that
the
same
way
with
a
cell
tower
being
up
effect,
who's.
The
electricity
bill,
the
area,
the.
A
M
Q
A
You
very
concerned,
thank
you
for
coming
forward.
Also
I.
It
was
there
anyone
else
who
wanted
to
speak
against
us
and
if
not
I'm
gonna
ask
the
gentleman
who
wanted
who
just
had
a
question.
If
you
would
like
to
come
forward
and
and
well,
you
can't
you've
got
to
be
on
mic
because
we're
on
live
television.
L
I'm
Cindy
Elliott,
2816,
East,
Lindsey,
Drive
and
I
had
one
other
proposal.
You
know
they
say
to
give
an
answer.
If
you're
going
to
give
a
negativity,
so
I'm
going
to
say
why
not
have
it
on
one
of
these
empty
lots
over
here
where
Kmart
used
to
be,
why
not
put
it
there
I
mean
I,
know
he's
saying
that
he
wants
to
try
to.
You
know,
improve
the
radio
frequency
waves
for
that
little
area.
But
since
it
is,
you
know,
residential
area
and,
like
I,
said
that
the
zoning
right
now
is
multi-family
residential.
L
A
I
do
I
think
if
you
go
back
to
if
you
reference
the
map
that
he
sent
and
I
may
be
wrong,
but
I
do
think
it
has
to
do
with
the
physical
location
of
that
tower
in
terms
of
where
those
radio
frequencies
can
go
to,
and
sadly
the
location
you're
referring
to
isn't
within
the
coverage
zone.
That
they're
trying
to
get
to
is
probably
the
answer
and,
if
I'm
wrong
correct
me
I'm
not
wrong.
Oh
that's
right!
Okay,.
L
L
P
B
B
P
M
B
A
M
They
could
they
could
sell
it
tomorrow
and
somebody
if
this
all
failed,
that
could
go
in
there,
bulldoze
it
and
build
apartments
in
shrine
club
was
built
in
53
when
the
city
and
the
county
consolidated
in
70
71,
it
made
it
a
non-conforming
use,
shrine
club
came
in
and
got
rezone
to
make
it
conforming,
and
then
the
84
zoning
ordinance
came
along
and
made
it
non-conforming
again.
So
the
whole
thing's
been
a
mess
over
the
last
40
years,
50
years
and
now
they're
trying
to
get
conforming
again.
A
And
I
think
that
is
a
really
good
clarification,
because
one
of
the
things
we
we
are
hearing
from
the
neighbors
is
the
concern
about
you
know:
apartment
buildings
want
to
and
and
I
think
it
is
worth
reiterating.
As
the
zoning
is
today,
a
an
apartment,
complex
could
go
sit
that
site
cell
tower
or
no
cell
tower.
You
could
have
a
you
know
with
no
further
review.
They
don't
even
have
to
come
to
get
a
special
exception.
They
are
there.
They
would
be
able
to
do
that.
A
The
other
thing
I
wanted
to
say,
was
just
to
make
sure
we're
clear
with
the
gentleman
who
came
forward.
If
we
pass
this
and
someone
does
buy
this
property.
Yes,
they
can
tear
down
the
shrine
club
as
long
as
they
rebuild
a
banquet
facility.
So
I
want
to
make
sure
we're
clear
on
that.
It's
it
does.
They
can't
change
the
use,
but
you
said
you
know:
were
they
going
to
bulldoze
the
shrine
club?
B
M
A

any
any

our

yourselves.

not
