Description
February 24, 2014, City Council Meeting
A
B
D
E
Thank
you,
council
president.
This
time
it
is
my
privilege
and
honor
to
introduce
three
huby
bane
students
who
last
quarter
achieved
a
seventh
grade.
Honors
would
sean
myrick,
angelica,
maschetti
and
andrew
levine.
Please
come
forward.
E
I'm
going
to
read
it
to
you,
the
cranston
city
council,
be
it
be
known
to
all
at
the
cranston
city
council
by
issues
the
citation
to,
and
the
three
of
your
name
is
on
there
of
hugh
b
bay
middle
school
in
recognition
of
achieving
seventh
grade
honors.
The
entire
council
extends
its
sincerest
congratulations
and
very
best
wishes
on
this
memorable
occasion
and
expresses
their
hope
for
your
continued
success,
as
well
as
good
health
and
good
fortune.
E
This
is
city
council
and
entire
city
of
france
is
very
proud
of
the
three
of
you
for
this
achievement
and
good
luck.
Council
president,
I
know
you're
big
on
academics,
so
I
think
it's
a
big
achievement,
so
I'm
going
to
recognize
the
three
of
them.
G
Of
the
council,
my
name
is
john
bolton,
I'm
here
on
behalf
of
the
property
hour
group
we're
here
with
regard
to
the
last
agenda
item
under
executive
communications,
vote,
cap,
approval
of
new
london
after
state
property
and
if
you'd
like.
F
E
I
Rule,
which
is
if
your
relative
is
not
affected
in
any
way
other
than
the
rest
of
the
entire
class.
It
does
not
pose
a
conflict.
However,
if
you're
more
comfortable
without
voting
on
this,
if
you
have
a
relative
and
relative,
is
very
broadly
determined,
it
goes
out
actually
two
levels
of
unholson's
nieces
granddaughters.
I
A
E
Was
this
resolution
put
in
time
to
meet
the
advertising
deadlines?
It
was
so
there's
no
need
to
have
the
rules
suspended.
E
L
M
I
just
I
wonder
what
the
rush
is
and
why
this
should
not
be
referred
to
committee.
I
certainly
don't
understand
the
pension
settlement
beyond
what
was
in
the
newspaper
and
I
don't
feel
that's
enough
to
make
a
decision
on
it.
So
I
don't.
Why
are
we
rushing
to
this?
Rather
than
sending
it
to
committee.
L
Given
the
fact
that
these
negotiations
have
been
conducted
in
secrecy,
given
the
fact
that
the
city
of
creation
and
all
the
other
cities
and
towns
that
this
proposed
settlement
is
affecting
the
table,
we
weren't
able
to
voice
our
opinion
how
this
is
going
to
affect
us.
L
I
felt
the
expediency
of
bringing
this
resolution
tonight
be
out
in
front
of
us
to
tell
the
general
assembly.
You
know
if
we
as
a
counselor
feel
this
way
that
we
do
impose
being
left
out
of
the
process
and
oppose
the
added
cost.
That's
going
to
come
to
2016.
M
I
also
will
be
voting
against
suspending
the
rules.
I
would
like
to
see
it
go
to
committee.
I'd
like
to
see
the
mayor
come
to
the
committee
and
maybe
the
general
treasurer
have
a
discussion,
because
it's
a
very
complicated
issue
and
I
I
think
we
should
have
more
information
before
we
go
out
and
take
a
position
on
it.
L
C
C
J
E
E
Just
to
go
on
record
and
be
clear
here,
the
resolution
is
saying
that
we're
saving
two
hundred
thousand
dollars
is
that
correct.
E
E
Manually
inserted,
mr
president,
if
you
can
allow
me,
I
have
just
a
bunch
of
questions
regarding
that
a
number.
So
if
the
other
council
members,
don't
it's
okay
with
them,
I
just
want
to
ask
a
seriously
three
or
four
questions
to
follow
up
on
this.
E
E
E
F
E
E
E
E
So
hypothetically
one
of
the
trash
cans
gets
stolen,
misplaced
people
call
in
and
say
the
trash
can
is
missing.
Who
looks
for
it?
Who
finds
it
and
brings
it
back?
How
does
that
work?
E
Do
we
have
a
trash
police
or
something
well
to
a
certain
extent,
we're
going
to
be
covered
by
that
we're
trying
to
limit
not
necessarily
eliminated,
but
each
of
the
trash
carts
are
going
to
be
embossed
with
the
city
of
princeton
logo
on
so
it
won't
be
able
to
be
taken
into
lower
or
providence
or
community,
because
people
will
notice
that
it
belongs
to
the
city
of
branson.
Also,
each
each
container
is
going
to
have
an
rfid
tag
barcode
and
that
will
be
able
to
tell
exactly
what
address
that
trash
can
belongs
to.
E
K
K
K
Well,
I
would
assume,
since
we're
capping
it
at
65
gallons
per
house
per
week,
that
we
should
probably
do
the
math
and
find
out
if
it
makes
sense,
because
that
would
say
that
what
we're
paying
waste
management
today
to
pick
up
the
trash,
even
though
we're
saving
200
000
in
raw
cash,
if
they're
doing
it
for
ounce
or
per
gallon.
If
we
want
to
look
at
it
at
a
cheaper
rate
today,
and
maybe
we're
not
really
saving
money,
because
they're
picking
up
more
trash-
and
maybe
one
bin
per
household
doesn't
work.
J
L
Thank
you,
council
president.
Do
we
know
what
size
trash
containers
uses.
L
L
L
The
other
question
I
have
is
why
waste
management,
if
we
have
a
barrel
and
I'm
speaking
in
my
own
experience,
I
purchased
a
90
some
odd
gallon
barrel
from
lowe's
that
has
the
flip
lid.
It's
actually
very
similar
to
what
they
use
in
wallet.
L
I
think
we're
going
to
have
some
people
that
might
be
a
little
hot
under
the
collar
saying
that
we
can't
use
those
barrels
anymore,
and
I'm
just
wondering
is
that
waste
management
saying
they
can't
do
it,
because
their
equipment's
going
to
be
incompatible
with
those
barrels
or
they
just
do
not
want
to
do
that.
L
E
E
The
state
has
a
mandate
for
35
recycling.
There
is
no
there's
technically
no
penalty.
If
you
don't
make
that,
however,
what
this
resource
recovery
does
have
is
there
is
a
cap
on
the
amount
of
trash
a
community
can
consent
to
resource
recovery
at
the
32
ton
rate
that
all
communities
have
the
cap
in
cranston
is
25
000
tons
per
year.
E
If
you
go
over
the
25
000
tons
per
year,
your
rate
goes
up
to
54
dollars
per
you
know
in
the
recent
years
we
have
not
gone
over
it,
but
we
have
in
the
past,
and
you
end
end
up
paying
the
54
rate,
so
in
effect
they're
trying
to
get
you
to
recycle,
there's
no
penalty.
If
you
don't.
A
K
Of
the
automated
bins,
I
think
we
need
them
as
a
city.
I
think
it's
a
great
idea,
but
then
to
say
we're
going
to
have
more
taxes
for
the
people
of
cranston,
because
we're
going
to
charge
people
who
have
more
trash
and
150
bucks
a
year
it
just
it
just,
doesn't
feel
right,
sit
there
and
say
we're.
Gonna
have
savings
because
we're
actually
passing
more
costs
on
to
the
people
of
the
city.
Just
for
me,
I
don't
know,
there's
just
something
about
that
that
that
doesn't
sit.
G
K
E
In
all
honesty,
what
we've
been
doing
is
we've
been
tracking
what
other
cities
and
towns
have
been
doing
recently.
Walwick
had
initiated
that
program
well,
over
10
years
ago,
barbaraville
just
went
with
us,
65
65
like
we
are
proposing,
and
it's
working
very
well
and
I
believe
east
providence
pawtucket
also
just
went
with
65s,
you
believe
or
you're
sure,
I'm
not
sure
about
east
providence
pawtucket,
but
I
know
boroville
did
just
about
a
year
ago.
Yeah.
E
Again,
mr
vincent,
I
don't
understand
the
comparison,
because
if
we
look
at
the
comparison,
you're
not
showing
what
the
tipping
fee
recycling
rate
is
showing
32
000
of
savings
for
the
next
year
under
this
program,
you're
not
showing
what
the
fee
is
on
for
14,
which
is,
I
don't
know,
even
if
you
estimate
it's,
you
know
4
million
316.,
it's
not
in
there
and
then
the
other
thing
is
is
that
if
we're
spending
226
000
a
year
now
picking
up
mattresses?
What
how?
How
can
we
not
think
that
that's
going
to
happen
again?
E
E
I
believe
you
can.
The
tipping
fee
is
not
included
in
either
one
of
those
the
existing
or
the
new
contract.
Well,
is
this
typically
adjustment?
Well,
the
tipping.
The
tipping
fee
is
not
charged
by
waste
management,
that's
charged
by
resource
recovery,
and
we
budget
almost
a
million
dollars
a
year
for
tipping
fees.
E
E
Just
wanted
to
show
you
folks
that
this
is
what
this
contract
is
going
to
do
for
the
city.
So
so,
then
again,
my
question
remains
on
a
pickup
of
building
with
discarded
items
on
mattresses,
you're
only
going
to
estimate
that's
going
to
cost
us
a
hundred
thousand,
where
I
don't
know
the
history
of
the
last
two
or
three
years.
We
have
226
000
here
now,
because.
E
E
Again
with
the
high
taxes
you
know
kind
of
similar
to
what
council
vice
president
farida
said.
I
just
feel
that
you
know
the
trash
picking,
25,
that's
kind
of
a
lot
of
money,
and
just
you
know
anytime,
our
tax
base
have
to
pay
more
for
something
on
things
that
they
haven't
been
in
past,
just
from
having
a
hard
time
swallowing
that
too.
E
I
I
think
it's
a
great
thing
that
for
situations
where
you
have
vermin
infestations,
so
that
will
kind
of
solve
that
problem
a
little
bit,
but
on
the
other
hand,
if
you
only
have
65
gallon
barrels
and
you
have
families
going
to
put
more
out
what
are
they
going
to
do
with
the
extra
trash
just
leave
it
on
the
side
and
that
will
kind
of
not
alleviate
the
problem,
we're
trying
to
alleviate
the
problem?
That's
why
I'm
just
curious.
Why
are
we
not
using
a
95
gallon
trash
container
or
a
295
gallon
trash
again?
D
D
E
D
D
The
other
question
I
have
is
follow
my
colleague
cosmeto.
E
D
D
K
I'm
sorry
directivation
to
keep
rehashing
these
budget
points,
but
I
probably
should
ask
a
couple
more
in
committee.
K
So
if
we
have
mattress
disposal
that
we're
paying
for
today
at
226
000
annually
and
in
the
new
contract,
there
is
no
mattress
disposal
because
people
will
be
expected
to
have
their
own
mattress
disposal
won't
be
expected
to
pay
waste
management
to
do
it.
Why
wouldn't
we
see
savings
of
226,
000,
plus
mechanization
and
reductions
for
them
to
get
to
this
new
program?
K
E
K
K
A
N
You,
council
president,
well,
I
I'd
like
to
comment
and
follow
up
on
council.
Vice
president
farina's
statement,
I
think
you
got
to
look
at
a
couple
of
things.
First
of
all,
these
barrels
are
pretty
heavy
and
65
gallon
container,
I
believe,
is
27
pounds
without
anything
in
it.
N
So
you're
talking
about
the
large
facility
for
in
some
of
the
neighborhoods,
I
think
the
1996
gallon
might
be
a
little
bit
too
big
and
it
may
be
also
a
difficult
thing
to
store
and
also
to
wheel
out
for
some
people.
They
even
make
the
35
gallon
available
to
older
people
so
that
they're
able
to
push
it
from
the
garage
to
the
to
the
current,
the
you
know.
As
far
as
the
mattress
is
concerned,
I
think
we
have
to
police
that.
Obviously
I
don't
I
don't
want
to
pay
for
someone.
N
N
N
You
know
I'm
just
not
so
sure
that
that
one
little
issue
I
mean,
if
we're
worried
about
jobs,
it's
going
to
cost
us
more
on
the
contract.
If
we
allow,
if
we
keep
the
system
the
way
it
is,
we
can
keep
waste
management
staff
the
way
it
is,
but
the
taxpayers
are
going
to
end
up
paying
that
difference.
I
don't
think
we're
trying
to
save
money
for
the
taxpayers,
and
I
think
that
this
is
a
pretty
good
balance
on
that.
N
May
I
don't
know
how
many
people
are
going
to
need
a
third
battle.
I
don't
think
I
will,
but
I
know
some
people
have
a
family
of
four
five
six,
and
that
may
be
an
issue.
That's
something
that
maybe
mr
mason
can
address.
Maybe
there's
some
way
to
get
some
cooperation
on
that
third
barrel,
but
I
think
the
65
gallon
is
probably
a
good.
You
know
size
to
use
for
most
people
and
it's
tough
to
store
all
these
batteries.
N
I
don't
know
where
people
are
going
to
put
them
in
the
tighter
neighborhoods
such
as
3
and
0.2.
So
I
mean
I
I,
like.
I
don't
think
the
contract
is
a
bad
contract.
I
think
it
accomplishes
some
things
they're,
also
paying
for
all
these
barrels
for
the
first
two,
so
the
taxpayers
are
not
paying
three
hundred
dollars
for
the
two
barrels
that
they're
going
to
receive
free.
You
know
as
part
of
this
contract,
so
in
balance
I
think
it's
a
it's
a
good
contract.
N
E
Thank
you,
mr
president,
come
here
it's
a
question
of
the
administration.
This
kind
you've
already
bit
out
on
this
right.
They
were,
they
were
the
so
can
I
ask,
I
don't
know
if
you
have
the
minutes
from
the
meeting.
Did
you
ask
about
the
95
bin?
E
We
are
paying
them
four
million
dollars
a
year
to
pick
up
on
trash.
So
I'm
thinking
you
have
some
leverage
ken
as
far
as
what
we
want
from
them.
You
know
they're,
giving
us
two
free
bins,
but
what
do
you
do
we're
paying
them
four
million
dollars
a
year.
So
thank
you
very
much
so
my
question:
is
you
accepted
this
bid
so.
B
B
E
Automated
pickup
was
voted
on
by
vocab
back
in
november.
The
ordinance
that
we're
looking
for
is
just
to
better
define
who's
going
to
own
these
bins
at
the
end
of
the
contract
and
also
discuss
his
bulky
waste.
So
vocab
didn't
question:
if
we
could
get
a
95
pound
bin
at
the
time,
that's
correct
they
just
we
just
accepted
what
they
proposed.
E
Yes,
there
were
two
business
they
were,
they
asked
to.
They
would
donate
two
bins,
that's
correct
and
did
that
yes,.
M
Staples
I'm
going
to
be
supporting
this.
I
think
that
this
is.
I
really
I
appreciate
the
memo.
I
think
it's
it's
very
thorough
and
we
have
been
asking
for
these
trash
containers
to
deal
with
the
rat
problem
for
quite
some
time,
and
I
think
we
should
here
here
is
a
chance
to
get
it
and
we
should
vote
for
it
beyond
that.
O
O
Is
a
big
container
and
it
is
hard
even
to
fit
the
65
gallon
container
in
the
same
areas
that
the
other
smaller
garbage
cans
were
normal.
I
think
it's
a
30,
the
sort
of
normal
garbage
can
size,
so
I
I
feel,
like
most
households
will
probably
be
fine
and
when
they
do
go
over,
maybe
a
neighbor
has
extra
room
that
weekend.
E
I
agree
with
my
colleagues
here
that
it's
a
good
thing
and
we
have
to
do
it
and
we
have
to
do
less
trash,
I'm
just
not
comfortable
with
two
things
I
know
on
any
given
week,
I'm
going
to
exceed
that
65
gallon
requirement.
I
know
I
am
you
know
I
have
you
know
seven
people
living
in
the
house
and
we're
going
to
go
through
it,
so
if
they
at
least
gave
me
the
option
of
one
big
bin
and
one
small
bin,
I
guess
I
can
live
with
that.
A
K
One
final
point:
you
know:
I
do
agree
with
everybody
in
this
galaxy
that
this
is
a
great
program.
I
think
one
minute
trash
pickup
is
fantastic.
We
have
to
call
the
rat
problem,
but
you
know
I
have
a
fundamental
issue
with
everyone
saying
we
think
a
65
gallon
bins
a
lot
of
trash.
I
think
65
gallon
bins.
A
lot
of
trash
too.
K
I
think
councilman
lee
brought
it
up.
Kelvin
de
vecchio
brought
it
up.
I
think
it's
a
huge
bin,
but
I
don't
know
that
it's
going
to
make
sense
for
every
taxpayer
or
even
a
majority
of
the
taxpayers,
the
state
of
cranston
and
that's
the
one
problem
I
have
so
now.
If
we're
just
gonna
say
everybody
gets
a
65
gallon
trash.
How
many
people
are
we
going
to
affect
that
have
to
go
and
spend
an
extra
150
a
year?
If.
K
K
It's
not
it's
not
a
problem
for
the
entirety
of
the
city,
so
let's
pass
it.
If
they
come
back
and
say
40
of
the
people
on
the
average
based
on
the
number
of
quantity
picked
up
for
household
47,
people
have
to
buy
an
extra
bin.
Then
it's
a
no
because
we're
just
taking
the
money
and
passing
on
to
the
taxpayers.
So
that's
the
fundamental
flow
I
have
with
the
contract.
L
Thank
you,
president.
I
have
a
question
regarding
you
said:
vocab
already
approved
the
contract.
Yes,
so
if
this
particular
ordinance
is
voted,
no,
what
what's
going
to
happen.
L
I
have
the
same
issue
that
councilman
rocito
and
councilman
farina
have
and
that
it
worries
me
that
we're
locked
in
to
a
65-gallon
trash
bin,
the
recycling
bin,
I
think
is-
is
adequate.
L
To
be
honest,
I
think
if
you
can
fill
a
65-gallon
recycling
bin
in
one
week,
you're
drinking
a
lot
of
beer,
so
you
should
check
yourself
in,
but
the
65-gallon
trash
bin.
If
you
drive
around
on
any
trash
day
in
my
ward
or
in
any
other
ward,
I
think
you're
going
to
see
there
are
multiple
trash
bins
out
on
the
curb,
along
with
their
recycling
bins
and
these
bins.
L
L
One
time
only
and
I
think
that's
the
problem
with
this
contract-
is
that
there's
no
flexibility.
As
far
as
I
know,
in
my
household
I
have
a
five
person
household
and
we'll
I'll
fill
that
I'll
come
pretty
close
to
filling
that
95
gallon
barrel
and
two
recycling
bins
as
well.
So
it's
not
the
fact
that
I'm
not
recycling.
It's
the
fact
that
you
generate
a
lot
of
trash.
L
N
K
You
president,
something
I
just.
F
N
N
In
fact,
most
of
the
big
mattress,
discounters
or
mattress
sales
companies
will
dispose
of
the
mattress
when
they
bring
you
a
new
one.
So
I
think
that
we
may
need
to
do
some
more
policing
on
this
issue,
but
I
don't
see
any
problem
with
you
know.
I
think
those
are
rental,
so
I
don't
think
you're
going
to
be
charging
the
average
homeowner
for
mattress
disposal.
It's
going
to
be
someone
who
owns
rental
properties,
so
I
don't
see
any
problem
with
charging
them
for
that.
J
N
Through
the
chair
just
like
to
ask
mr
mason,
I
noticed
that
televisions,
computers
tires
waste
oil
and
other
metals
can
still
be
brought
to
the
highway
department
free
of
charge.
Is
that
right,
that's
correct,
so
I
think
that
you
know
there
are
some
concessions.
There
are
some
things
that
are
good.
I
agree
with
councilman's
titles
on
the
it'll
force,
people
to
recycle
a
little
more
you'll
be
forced
to
put
more
in
the
recycling
bin
as
opposed
to
the
other
65
gallon
container.
So
I
think
it's
a
good
contract.
E
E
Basically,
the
contract's
already
been
approved.
Hypothetically
the
only
way
would
be
to
re-bid
it
out
and
do
it
all
over
again
and
I'm
not
sure
we
can
can
we
we
can
do
that
so
basically,
voting
on
an
ordinance.
That
kind
of
just
is
a
supplement
to
the
agreed
contract.
Is
that
a
good
recap
to
the
solicitor.
E
So
another
way
to
look
at
this
is
to
say
that
this
is
a
use
fee
for
someone
who
actually
uses
the
service
and
then
they
pay
for
it
directly
or
the
council
during
budget
time
could
appropriate
another
four
hundred
thousand
dollars
for
mattresses
all
over
the
state
to
come
to
france.
They
get
picked
up
for
free.
E
E
E
Mean
we,
you
propose
the
budget,
we
just
love
wolverine.
Well.
What
we
have
here
is
that
the
homeowner
would
pay
for
the
mattress,
so
actually
we're
proposing
would
not
be
the
400
000.
It
would
be
the
homeowner
paid
directly
to
the
rhode
island
resource
recovery
that
the
city
of
cranston
stay
on
the
mattress
business,
especially
the
used
one.
E
E
And
I'm
just
saying
that
some
families
need
a
large
and
to
charge
them
more
is
is,
is
just
crazy
with
the
fees
everybody's
paying.
That's
all.
Thank
you.
The
only
comment
I
would
have
to
that
is:
should
people
who
aren't
tied
up
to
the
sewer
fee
it
does
nothing.
It's
a
use.
It's
a
use.
It's
a
use
fee
which
directly
correlates
to
someone's
consumption
of
the
system.
It's
not
if
I
don't
throw
away.
E
So,
from
my
perspective,
never
having
for
a
mattress
to
the
curb
my
tax
dollars
are
subsidizing
someone
who
doesn't
tell
parties
to
take
it
away.
So
if
you
look
at
it,
I'm
sorry
for
another
viewpoint
from
that.
From
that
point
of
view,
it's
a
direct
user
fee
passed
on
to
the
consumer,
which
is
not
attacked.
The
response
president,
that's
a
great
idea,
mr
first
of
all,
because
the
fourth
way
I
don't
have
sewage
and
most
of
the
residents
stones,
so
they
should
be
paying
lower
taxes,
then,
because
they're
not
making
use
of
the
sewers
no.
E
L
E
E
It
doesn't
go
for
roads,
it
doesn't
go
from
paving.
It
goes
for
nothing
else,
but
to
remove
the
sturdy
mattress
on
the
side
of
the
road,
which
is
your
your
property
anyway,
that
you
choose
left
and
on
the
side
of
the
road
which
somehow
becomes
our
responsibility
to
get
rid
of
it
for
you.
So
what
we
think
is
that
the
person
who
threw
around
the
curve
should
pay
to
get
rid
of
him.
D
D
We
do
have
a
rap
problem,
hopefully,
by
passing
this
ordinance,
it
might
alleviate
a
situation
that
proliferates
during
the
summer
months,
so
I
will
be
supporting
this.
O
We
were
just
doing
the
math
here:
councilman
there
were
there's
80
000
residents
in
cranston,
there's
9
000
mattresses
being
disposed
of.
That's
one
in
ten
people
supposed
to
get
massively.
I
think
that
you
know
we
are
getting
mattresses
from
other
cities
in
that
case,
and
this
is
a
good
idea,
I
think
maybe
it
would
start
to
curb
that
disposal
using
france
as
a
dumping
ground
for
mattresses.
So
I
think
this
is
a
good
idea.
K
Thank
you,
council
president.
You
know
I'm
going
to
support
this
because,
based
on
what
chelsea
and
santa
maria
said,
you
know,
we
can't
really
change
it
anyway,
because
vocab
has
negotiated
the
deal
and
initiated
the
contract.
I
believe
we
need
the
bins,
but
I
think
maybe
we
probably
could
have
asked
a
few
more
questions
in
the
vocab
phases.
Maybe
we
should
think
about
sending
a
council
person
to
some
of
those
meetings
going
forward,
so
we
can
have
our
word
in
the
process.
K
A
A
C
D
F
F
M
That
was
endorsed
by
the
finance
committee
is
a
five-year
commercial
tax
incentive
or
tax
incentive
for
cafe
entry
motion-approved.
M
D
C
M
Yes,
next
is
the
monthly
real
estate
intangible
tax
abatements,
as
recommended
by
the
city,
assessor.
L
A
F
L
C
E
L
M
Yes,
yes,
there
was
a
two
questions
that
came
up
at
the
finance
committee
meeting
concerning
the
tax
incentive
that
I
asked
mr
christenbaum
to
look
into.
M
E
I've
not
had
a
chance
to
to
research
to
fully
research
it,
but,
based
on
my
initial
research
I'll
write,
a
memorandum
of.
I
E
The
warning
seems
to
indicate
that
a
business
owner
or
the
order
of
the
property
would
be
eligible
for
the
incentive,
so
at
least
on
that
part,
I
think
that
that
was
safe
in
terms
of
the
current
or
the
applicant,
applying
under
the
old
ordinance
and
not
being
being
ratified
while
the
new
ones,
in
effect,
I'd
like
to
continue
to
research
that
a
little
further
back
to
the
finance
committee
meeting.
I
think
it's,
I
think
it's
appropriate,
but
I
just
want
to
make
something
true.
E
Thank
you
awesome.
Thank
you,
president.
When
I
asked
mr
de
bony,
he
said
either
they
have
to
own
the
property,
or
there
was
the
other
pack,
the
least
triple,
so
they
had
that
had
nothing
to
do
with
the
change
of
the
new
ordinance
that
was
in
the
old
ordinance,
so
he
had
to
fall
into
one
of
those
two
criteria.
I
believe
yes,.
O
We
have
just
one
claim
to
report,
and
that
is
50
property
damage
that
went
to
lawrence
devotee.
O
E
C
D
A
C
F
C
C
F
L
E
I
know
you're
selecting
her
as
a
militant
member
of
the
charter,
calls
for
just
three
positions
for
the
personal
appeals
board.
There's
no
provision
for
an
alternate
member.
D
J
F
N
B
B
I
invite
you
to
please
call
me
anytime
and.
A
P
Also,
council,
president
private
timothy
colantonio
president
fired
upon
requests
that
he
continues
service
for
one
year.
He
has
met
all
the
requirements
and
we
heard
its
passage.
C
E
E
C
F
G
Members
of
the
council
again,
my
name
is
john
bolton.
I'm
here
on
behalf
of
copying
auto
group
with
me
this
evening
from
coffee.
Now,
group
is
kelly
coats
and
I'm
gonna
ask
kelly
to
hold
up
or
put
up
a.
J
G
Showing
the
property
that
is
the
subject
of
our
discussion
this
evening,
and
I
want
to
say
at
the
outset
what
we're
not
looking
for
the
council
to
do.
G
G
The
subject
property
is
assessors
16-4
lot
183,
and
it
is
the
property
that
is
directly
across
new
london
avenue
from
the
existing
capital
view,
development,
which
I
think
everybody's
familiar
with
this
property,
was
conveyed
to
the
city
by
the
state
in
september
of
1981,
and
it's
important
to
note
that,
in
the
deed
from
the
state
to
the
city,
there
were
several
need
restrictions,
the
first
restriction
of
that
there
would
be
no
buildings
within
150
feet
of
the
adjoining
residential
property.
G
So
the
copyright
group
is
interested
in
purchasing
this
property
from
the
city
for
transportation
and
movement
purposes.
Only
and
as
I've
had
discussions
with
various
city,
solicitors,
it
is
our
opinion
that,
under
the
provisions
of
section
709
of
the
city
charter,
the
city
is
able
to
sell
this
property
without
a
competitive
bidding
process.
G
Number
one
that
combinator
at
expense
goes
to
the
state
and
gets
the
state
to
release
that
reverb
provision
that
I
mentioned
earlier
that
it
had
to
be
used
by
the
city.
So
if
copenhago
is
not
able
to
do
that
successfully
with
the
state,
that's
the
end
of
everything.
The
city
can't
sell
the
property
in
capricorn,
so
number
one
copying
auto
has
to
go
to
the
state
and
get
that
release.
G
To
copenhagen,
the
deed
from
the
city
to
copenada
would
contain
a
deed
restriction
that
states
that
capinada
or
any
successors
entitled
would
only
be
would
be
able
to
use
the
property
only
for
transportation
improvement
purposes.
I'm
going
to
let
mr
coats
take
a
few
minutes
to
describe
exactly
what
that
means.
The
third
condition
is
that
the
sale
would
be
subject
to
an
appraisal
pursuant
to
the
charter,
section
708,
subsection
g
and
then,
finally,
that
once
we
do
all
this,
once
we
prepare
the
d
with
the
d
restriction.
G
G
H
H
But
the
off-site
improvements
required
for
that
development
need
to
be
done
at
the
entrance
to
chapel
view,
because,
no
matter
how
you
develop
that
property,
the
traffic
is
going
to
come
off
and
people
are
not
going
to
cross
over
this
entrance
to
go
to
someone
else's
crossroad
to
come
down
here
and
then
to
take
a
right
to
get
in
it.
They're
going
to
use
this,
whether
they
go
left
in
or
whether
they
go
right
right.
F
H
Which
will
shift
the
lanes
further?
All
that
shifts
it
into
this
parcel.
So
it's
our
request
that
we've
been
able
to
go
through
this
process,
to
lift
only
the
transportation
portion
through
state
properties
and
then
enable
us
to
do
the
jug
handle
retention-based
facilities
that
would
be
associated
with
that
all
that
are
linked
into
the
transportation
improvements
too.
H
H
You
can
see
all
the
developments
here
and
the
parcel
in
this
area,
and
so
it
is
impossible
to
widen
up
the
throat
into
chapel
view
boulevard,
because
buildings
are
constructed
and
built
there
and
you.
Furthermore,
you
cannot
shift
any
roadways
onto
that
side
because
you
have
a
sidewalk
and
then
immediately
you
have
the
historic,
strong
wall,
so
we
can't
move
the
roadway
in
that
direction.
H
Lastly,
over
here
crossroad,
you
know
that
that
throat
is
already
established,
safan
assets
already
established,
and
it's
just
probably
not
the
best
practice
at
all
to
eliminate
the
entrance
of
this
particle
from
root
two
and
force
everyone
to
use
it,
and
that
would
put
a
burden
on
stock.
That's
just
not
wise
plan.
H
So
in
terms
of
our
team,
you
know:
we've
gone
orderly
about
this
even
prior
to
purchasing
the
training
school.
Almost
all
the
buildings
have
been
knocked
down
and
we've
invested
well
over
a
million
at
this
stage.
Right
now
and
and
so
we're
accelerating
our
efforts.
But
transportation
always
forms
the
bones
of
good
development
and
we
don't
need
a
public
trough,
we're
not
asking
the
state
or
the
city
to
subsidize
us
on
the
traffic
improvements.
We're
fine
to
do
them
all.
A
Yeah.
My
first
question
is.
M
To
the
solicitors,
whether
this
is
properly
before
us
under
the
open
meetings
law
and
that
a
member
of
the
public.
F
F
I
Councilman
psychos,
the
notice
that
is
on
here
is
vocabulary,
london
and
proper.
I
I
think
that
the
presentation
began
with
vocab
an
explanation
that
both
camp
had
to
prove
this
and
under
what
provisions
we
discussed
this
with
the
attorneys
a
little
bit,
because
we
felt
that
you
know
belt
suspenders
approach
basically
was
a
good
idea
to
come
back
to
the
council
after
appraisal.
So
I
don't
know
that
there's
any
required
vote
tonight
when
it
comes
back
to
the
council,
it's
going
to
require
a
vote
required
folk.
At
this
point,
I
don't
think
mr
bulk
is
asking
for
a
vote
tonight
right
so.
G
G
So
there's
nothing
binding
on
the
council
other
than
to
give
direction
to
the
purchasing
agent
to
stop
this
process,
and
it
also
gives
copionato
the
ability
to
then
go
to
the
state
and
seek
the
release
of
the
reverter,
because
the
state
could
say
well.
You
can
come
and
seek
the
release
orders,
but
on
what
standing
do
you
have
to
do
that.
M
Well,
I
would
just
say
that
I
don't
see
how
it's
under
executive
communication-
and
it
says,
vocab
approval
of
new
london
avenue
state
property.
So
I'm
assuming
we're
going
to
have
some
kind
of
executive
communication
concerning
vocab's
action,
which
is
fine,
but
then
to
ask
the
council
to
take
a
vote.
M
Sounds
pretty
marginal
to
me,
especially
when
I
hear
that
there's
this
provision
on
the
land
about
no
buildings
and
near
the
near
the
neighborhood
residential
properties-
and
I
feel
like
those
folks
should
be-
should
be
noticed,
and
we
should
have
the
opportunity
to
hear
from
them
whether
there's
you
know
they
have
concerns.
I
Well,
just
be
clear:
I
think
that
the
the
issue
in
the
reverter
is
that
the
city
was
when
it
was
given
to
the
city.
The
city
was
restricted
by
those
conditions.
Those
conditions
will
still
be
in
there,
and
this
is
you
know,
which
is
a
transportation
improvement.
I
So
I
you
know
I
I
agree
with
you
in
some
sense
that
the
full
explication
was
not
in
the
document,
and
it
should
have
probably
been
under
a
separate
item
as
a
new
business,
but
I
would
like
at
least
to
be
able
to
communicate
to
the
purchasing
agent
that
this
is
going
to
be
the
process
followed,
because
there
have
been
a
number
of
communications
between
the
city
solicitor
me,
mr
bolton,
outside
marcella,
on
the
proper
process
to
follow.
This
is
kind
of
a
unique
question
legal
question.
I
I
I
Oh
camp
approved
this
the
waiver,
the
big
waiver.
Now
what
we're
doing
is
sort
of
a
hybrid
process
to
go
back
and
get
an
appraisal
and
bring
it
back
before
the
council
for
a
photo
conveys.
M
Okay,
but
it's
still,
the
developer
is
seeking
a
vote.
I
feel
like
that's
open
meetings
law.
We
need
to
tell
the
public
when
we're
going
to
vote
for
something
right.
E
H
N
Thank
you,
president.
I
think
we're
getting
hung
up
on
this
vote
issue.
It
depends
on
what
you're
voting
to
do
all
you're
doing
is
giving
direction
to
continue
the
process.
It's
not
a
final
approval.
The
sale
of
his
convenience
cannot
go
forward
without
two
or
three
more
steps.
As
I
understand
it,
mr
bolton
so.
N
E
I
I
think
it's
a
great
project.
I
think
it's
a
well
used
good
use
of
property.
However,
if
we
vote
to
direct
the
purchasing
agent
to
do
something
as
a
council,
we
can
all
be
impeached.
I
see
this
as
a
incentive.
E
F
E
Not
now,
I
think,
if
you're
spending
that
much
money
on
this
particular
project,
I
applaud
the
developer
for
coming
for
the
council,
because
we've
seen
projects
that
have
come
all
wrapped
before
the
council
before
anyone
even
knows
about
it
and
it's
kind
of
a
done
deal
without
any
input.
So
I
applaud
the
developers
attorney
for
coming
before
us
today,
so
you
can
look
at
this
and
you
can
save
yourself.
You
know
they're
really,
including
us
on
the
ground
floor
of
this,
and
all
they
want
from
us
is
to
say
look
before.
E
E
D
Thank
you.
It's
my
impression
that
this
was
information
only
that's
my
impression
to
get
it
out
there
and
make
us
comprehend
understand
this
project.
I
mean
I
have
no
intention
of
voting,
but
I
do
have
some
questions
for
the
developer.
If
that's
okay,
so
14
acres,
has
there
been
an
appraisal
amount
has
the
city
if
you
offered
any
x
amount
of
dollars
at
this
point
and.
G
That's
one
of
the
things
we
were
seeking
is
direction
for
the
city
to
stop
that
process,
because
under
the
child,
purchasing
agent
is
responsible
for
obtaining
that
appraisal
on
the
city's
behalf
and
that's
what
we're
just
trying
to
get
that
ball
rolling
and
whether
the
council
wants
to
take
a
vote
or
not.
Quite
frankly,
it
doesn't
matter
as
long
as
we're
able
to
proceed
as
their
solicitor
said.
D
My
next
question:
it
seems
to
me,
if
you
want
to
broaden
your
corrode,
it
was
reservoir
creating
another
lane.
D
I
guess
a
left-hand
turn
to
expand
the
shenanigans,
so
it
goes
down
heading.
It
would
be
heading
south
down
to
my
correct
one.
14
acres
is
quite
a
bit
of
land
to
acquire.
To
do
that.
I
mean
you
know
that
that's
my
concern.
My
second
concern
was
there
any
offer
to
the
city
about
an
easement
or
a
lease
to
that
area
of
land.
G
D
And
I'm
sure
that
once
this
project
gets
in
motion
all
gets
rolling
the
amenities
of
the
area
as
far
as
foliage
and
trees
and
so
on
and
so
forth.
That
would
be
something
that
you
present
before
the
council.
As
far
as
the
fro
from
the
highway
and
from
the
other
roads,
how
the
aesthetics
would
look,
I
mean.
G
N
Thank
you,
council
president.
I
can
actually
almost
see
my
home
on
the
map,
so
I'm
probably
the
one
that
lives
as
close
to
this
as
anyone
and
I've
lived
there
a
long
time.
So
I
know
the
area
well.
This.
N
N
N
Congested
now
than
it
was
when
we
had
that
other
ramp
that
went
toward
route
37,
so
I
think
we
need.
We
definitely
need
this,
and
also
that
I'm
I'm
glad
to
see
that
part
of
the
proposal
is
that
a
second
left-hand
turn
lane
on
shanick
at
valley,
parkway
going
up
the
hill,
which
would
be
toward
where
I
live,
because
that
that
area
that
left-hand
lane
backs
up
quite
a
bit
on
any
given
day
about
3
4
in
the
afternoon.
So-
and
I
don't
think,
there's
any
concern
about
there
are
some
wetlands
there.
N
I
don't
think
you
can
really
there's
nothing
else
that
could
go
there.
In
fact,
I
don't
think
you
could
there's
as
much
vegetation
there.
That
would
that
you
could
even
touch,
probably
because
of
the
wetlands
issues
the
state
would
probably
not
allow
it.
It's
all
grassy
area,
there's
some
woods
in
fact,
deer.
Even
I've
even
seen
deer
in
that
area.
N
So
I
I
don't,
but
this
I
think
this
is
a
exceptional
use
of
this
parcel,
since
all
it
does
is
create
a
better
traffic
pattern
pattern
for
us,
and
I
think
the
residents
will
be
happy
with
it.
I
don't
you
know,
I
don't
see
it
there
being
any
downside
to
it.
K
E
G
H
Tell
you
this,
I
can't
tell
you
this
you've
got
a
good
question
and
let
me
pay
you
my
hang
up
here
and
why
your
processing
point
is
so
important,
my
traffic.
What
does
it
look
like
when
I
presented
for
the
training
school?
Do
I
just
say
the
existing
roads
work
and
you
know,
and
back
in
19,
back
in
1980
when
in
90,
something
when
kevin
flynn
was
still
here.
H
They
made
us
assume
there'd,
be
a
hundred
thousand
trippy
to
retail
at
the
training,
school
someday
and
we'd
go
back
and
hang
on
with
the
city
and
say:
well
I
don't
care
whether
it
works
the
roads
or
not.
I
got
it.
You
know
you've
had
to
put
a
hundred
thousand
there.
You
don't
need.
How
do
I
make
my
traffic
study?
Look
like
what
are
the
traffic
improvements,
so
I
can't
be
so
presumptuous
at
that
stage
when
I
come
before
you
for
a
reasonable
as
to
say
we're
doing
all
this.
H
What
property's
been
do
I
notice
and
all
of
that,
so
this
process
is
really
important
to
lock
it
in
and
in
your
heart
of
hearts.
You
know
that
I
want
to
do
the
traffic
improvements
that
will
make
this
job
work,
because
if
it
doesn't
we're
the
number
one
guy
that
gets
hurt,
so
I
don't
want
to
eat
at
the
trough.
I
want
to
spend
our
own
dollars.
We
want
to
improve
it,
and
so
I
appreciate
your
help
on
the
all
the
process.
If
we
can
get
that.
Thank
you.
E
L
You
go
in
favor
of
the
the
process
and
I
applaud
carpinator
to
come
before
us
tonight
and
outline
the
proposal,
and
I
wish
some
luck
on
their
travails
through
the
byzantine
process
of
the
state
and
everything
else.
So
thank
good
luck.
M
Could
I
just
go
back
through
the
what
you're
proposing
as
a
process
is
you
would
you
would
buy
the
the
entire
parcel?
I
mean,
assuming
you
get
these
approvals
down
the
road
from
us
and
from
the
state
you
would
buy
the
parcel.
You
would
construct
the
new
road
improvements.
M
A
P
Thank
you,
president.
The
administration
is
going
to
ask
that,
seeing
that
the
ordinance
has
been
passed
and
obviously
we
will
have
a
dog
park
in
the
city.
We
could
just
remove
it
from
the
agenda
until
april
boxing
recreation
and
having
trouble
trying
to
get
up
to
different
locations
to
take
measurements
because
of
the
snow,
and
you
know
so.
Obviously
the
ordinance
is
passed.
The
council
wants
a
dog
park,
we
just
need
better
weather.
I
guess
you
would
say
to
actually
try
to
find
a
place
and
to
do.
P
A
lot
of
research
that
has
to
go
into
it,
measurements,
you
know,
there's
other
things
and
not
passing
this
on
from
pakistan,
recreation
directly.
P
J
P
P
O
I
guess
my
concern
is
that
if
they,
if
they
wait
until
april,
to
decide
on
a
location,
it
doesn't
leave
very
much
time
to
do
fundraising
and
gather
you
know
to
to
okay.
P
F
P
M
To
get
it
plowed
this
year
it
wasn't
plowed
the
businesses
called
me
again
and
then
in
the
middle
of
the
process
of
getting
it
plowed
the
contractor
went
out
and
said
to
the
businesses
that
they'd
never
been
told
to
plow
fifth
street.
M
E
Ken
mason
director
of
public
works,
mr
steiger,
which
section
of
fifth
street
are
you
talking
about.
There
are
three
distinct
sections
east
of
elmwood
avenue,
west
of
ellenwood
avenue
and
then
there's
the
third
section
which
actually
you
access
it
off.
Avery
street
off
of
wellington,
I'm
assuming
you're
talking
about
the
one,
that's
east
of
elmwood
avenue
on
the
cranston
bowl
side.
E
E
M
M
Well,
I
brought
it
up
years
ago
and
then
I
brought
it
up
more
than
a
month
ago,
there's
a
long
standing
tradition
of
dumping
at
the
end
of
parkview
boulevard
and
now
that's
extended
to
dresden
street
there's
tires
that
are
there
now
and
I
request
it
and
I
believe,
there's
probably
a
mattress
there
too,
that
that
a
barrier
be
put
there
because
what's
happening
is
that
there
are
kids
in
the
neighborhood
with
atvs
and
they're
going
all
over
the
place,
and
so
it's
very
inviting
to
someone
with
roofing
shingles
tires
mattresses.
E
E
M
Wires:
okay,
oh
well,
a
couple
of
things
that
was
tried
many
years
ago
when
I
brought
this
up
and
they
put
two
wooden
stanchions
and
a
wire
a
fairly
heavy-duty
wire
across
and
people
drove
over
the
wire
and
snapped
the
wire.
So
let's
not
do
wire
again.
If
we
can
avoid
get
grid,
I
don't
think
they
care.
M
So
that's
one
point
second
point:
is
they
don't
need?
I
don't
think
they
need
access
from
both
directions
and
there
never
was
access
from
dresden
until
they
went.
National
grid
went
through
and
trimmed
around
the
wires.
It's
actually
over.
I
think
it's
a
wetland,
certainly
wet,
and
so
they
trimmed
around
the
wires
and
made
this
big
opening
and
then
the
kids
with
the
atvs
made
what
was
a
paper
street
into
a
real
street.
M
M
To
block
and
that
that
barrier
go,
the
other
thing
that's
wrong
with
where
they
put
the
barrier
is
that
they
they
put
it
down
indented
into
the
the
paper
street
instead
of
right
on
the
edge.
So
what
happened
then?
Was
everybody
dumped?
Well,
some
people
dumped
in
front
of
the
barrier,
so
I
think
the
barrier
needs
to
be
right
on.
I
believe
it's
wine
broth
right
by
the
railroad
tracks
there
and
it
needs
to
be
strong
because.
E
E
E
How
many
trucks
filling
potholes
do
we
know
that
tonight?
Usually
we
have
one,
but
I'm
figuring
with
the
number
of
potholes
I've
seen
over
the
last
couple
of
days.
P
We
had
three
trucks
out
just
today:
good
okay,
going
over
the
city
between
the
calls
I've
been
giving
them
because
they've
been
getting
directly
all
right.
E
You
also
for
the
next
public
works
committee
meeting.
Could
I
have
an
update
on
the
atwood
avenue
traffic
light
and
the
flood
wall
on
fletcher
avenue.
D
Just
two
communications
one
is
reference
to
the
providence
journal
dated
february
6
214.
I
was
happy
to
see
that
cvs
ceases
tobacco
sales
at
7,
600
stores.
If
you
remember
last
year
as.
D
I
did
submit
that
legislation
as
a
resolution
to
request
that
and
I'm
glad
that
cbs
soared
my
vision.
Next
council,
president,
is
a
email
I
received
from
it's
a
participant
in
the
cranston,
beirut
league
and
it's
my
concern.
There's
been
some
allegations
against
the
president
of
the
board,
robert
santos,
so
I
would
like
a
hearing
before
the
ordinance
committee
next
ordinance
committee.
D
P
P
That's
the
only
tie
that
we
have
with
them.
Is
they
use
our
fears
right?
I
don't
know
that
we
fund
them.
You
might
want
to
ask
the
finance
director.
P
E
E
A
feud
between
all
over
the
fields-
and
we
I
remember,
we
told
them-
oh,
but
it's
still
a
little
leak
and
we
told
them
they
have
to
it
shouldn't
have
been
before
us.
It
should
go
to
mr
libertorius,
director
of
oxford
recreation,
that
the
same
kind
of
scenario
happened
a
couple
of
months
ago.
E
C
E
N
Thank
you.
Council
president,
through
the
chair
of
mr
mason.
Another
question
before
you
sit
down
with
regard
to
the
potholes:
have
you
heard
of
the
some
device
or
something
that
was
discussed
on
the
radio?
One
of
the
talk
shows
about
repairing
the
potholes
about
some
vibrating
machine
that
gets
rid
of
the
disposes
of
the
water.
N
E
N
Pricey
too,
I
think
this
was
fifteen
hundred
dollars
this
mission
and
he
were
actually
willing
to
give
it
to
the
cities.
He
was
on
either
dan
yorke
show,
or
one
of
the
one
of
the
daytime
show
talk
shows,
but
there
was
a
gentleman
who
manufactures
them
in
the
ride.
N
Weather's
been
horrendous,
but
my
constituents
asked
me
if
it
was
if
the
signs
had
been
constructed
and
when
they
may
be
going
in.

K
The
presentation
included
things
like
new
windows
and
the
schools
that
were
built
before
1972,
a
new
science
lab
updates
to
lighting.
I
mean
removal
of
asbestos.
These
are
not.
You
know
we're
going
to
build
the
taj
mahal
of
schools.
These
are
we're
going
to
go
out
and
fix
the
schools
we
have.
I
actually
have
the
binder
in
my
car
if
any
counselor
would
like
to
take
it.
If
you
would
look
at
it,
so
I
do
have
a
copy
of
it
and
I
could
probably
present
it
to
the
employer.
K
If
pages
want
to
be
siphoned
off
the
council,.
E
Yes,
there
are
two
members
of
the
city
council,
a
lot
of
cosmos,
cyclists
around
school
buildings,
myself
and
council
san
maria,
and,
as
we've
been
going
to
meetings,
I
guess
alaska
was
cancelled
for
one
reason
or
another
because
of
the
storm
or
whatever.
So
we
know
that
this
was
coming,
but
it
had
to
discuss
that
the
bond
levy
that
they're
using
for
the
city,
because
the
projects
are
three
four
years
older
construction
costs,
went
up.
E
They're
not
going
to
have
the
money
for
us
in
order
for
them
to
accomplish
what
they
want
in
all
the
schools,
they
would
need
more
money
and
it
was
a
matter
of
putting
together
the
number
that
they
thought
they
needed
as
to
why
they
were
late.
They
gave
it
to
us
last
minute.
I
can't
answer
that
question,
but
they
have
to
discuss
in
this
in
meetings
with
school
buildings.
As
far
as
you
know
what
the
plan
is
and
what
the
process
is.
E
President,
I
have
two
concerns.
number
one:
don't
we
have
to
advertise
this?
This
is
this
is
number
and
number
two.
The
general
assembly
doesn't
need
this.
This
quick,
the
general
assembly.
You
can
do
referendum
all
the
way
down
until
april
and
may
so
I
don't
know.
I
I'm
just
concerned.
N
E
A
E
Q
Thank
you
just
a
couple
of
things:
I'm
not
exactly
opposed
to
this
resolution.
My
only
concern
is
that
the
administration,
at
least
myself,
was
never
involved
in
the
process.
I
do
know
we
gave
them
four
million
dollars
this
past
year.
That
was
for
three
science
labs
at
the
middle
school
that
was
for
windows,
that
was
for
some
asbestos.
Q
In
addition
to
that,
we
also
have
some
other
school
bonds
that
are
still
active,
that
I
want
to
make
sure
the
council
realizes
that,
even
though
the
schedule
gets
approved
by
the
voters,
I
don't
think
we
need
to
go
out
to
bond
for
this
amount
of
money.
I
think
we
have
other
bonds
in
place
that
can
offset
some
of
the
this
dollar
figure,
and
I
think
we
need
to
look
at
that
to
see
what's
applicable,
for
some
of
the
things
that
they
want
to
accomplish.
A
E
Is
that
I
guess
there
is
an
appointment
on
the
city
side,
city
engineering
nick,
but
I
don't
know
we
were
kind
of
under
the
assumption
that
the
school
department
is
talking
to
administration
upstairs-
and
I
know
mr
mason
has
his
representative
there
and
they've
hashed
out
the
numbers.
So
I
don't.
You
know.
F
F
Q
Q
Go
for
bonding
to
accomplish
these
projects,
we
need
to
look
at
what
still
remains,
because
we
could
offset
some
of
this.
The
other
thing
is,
I
know
the
silver
is
one
of
the
fellas
that
and
I
think
the
school
is
interested
I
think
we're
around
40
percent
or
maybe
50,
that
we
get
housing
aid
reimbursement
for
that's
and
that's,
I
think,
that's
another
reason.
Why
he's
looking
to
move
this
along
so
that
we
would
be
eligible
for
our
housing
aid,
because
the
last
couple
years
they
put
a
hold
on
housing,
now
they've
reactivated
it.
Q
So
I
think
that's
why
he's
trying
to
get
the
city
of
cancer
in
a
position
where
we
can
get
housing
aid
for
some
of
these
major
projects.
E
E
Come
back
yet
because
I
think
they
were
worried
that
the
cost,
because
the
original
specs
were
written
four
five
six
years
ago,
they
were
concerned
that,
when
the
bits
came
in
because
of
the
increase
in
construction,
the
monies
that
were
allocated
back
in
weren't
going
to
be
enough
to
you
know,
cover
the
projects
that
were
intended.
Look
at
the
science
labs
and
everything
else.
So
I
believe
the
vocab
approval
was
to
retain
the
architect.
F
Q
F
N
E
E
E
K
You
it
would
have
been
nice
if
someone
from
the
school
department
had
come
here
tonight
to
explain
this
to
us,
why
they
needed
it
and
what
the
rationale
for
the
emergency
is,
but
without
knowing
it
do
we
we
can
change
the
resolution
to
make
it
100
bucks
next
council
meeting.
So
do
we
approve
it
to
close
the
procedural
loop
and
then
have
them
come
next
month,
so
committee
meeting,
it's
also
what
I
think
we
did
council.
E
E
D
My
experience
at
the
general
assembly
helped
me
there
was
time
I
don't
understand
the
rush
for
this.
Secondly,
if
this
is
so
important
for
the
school
department,
why
isn't
mr
sister,
mr
vado,
the
superintendent
of
one
or
her
delegates
here
to
speak
on
behalf
of
this
resolution,
I'm
concerned
about
that?
D
D
So
if
the
superintendent
is
endorsing
this-
and
I
heard
that
from
the
council
president-
and
I
will
be
supporting
this-
but
I
don't
understand
why
they're
not
here
advocating.
L
Thank
you,
president.
Earlier
this
evening
I
introduced
a
resolution,
a
non-binding
resolution
regarding
the
proposed
pension
settlement
and
everyone
voted
against
it
because
they
want
to
refer
to
committee
because
they
need
time
to
digest
the
information
that's
coming
before
them.
That
resolution
was
not
going
to
cost
the
taxpayers
any
money
and
in
the
general
assembly
he
sort
of
listened
to
us.
They
might
actually
save
the
money.
L
A
C
L
C
E
On
that
vein,
could
we
have
someone
from
the
school
committee,
be
president
of
someone
in
the
school
department
be
president
to
explain
during
that
committee
meetings.
A

A
resolution
proposing
an
amendment
to
section
3.19
christmas.
