A
Okay,
next
up
before
we
hear
public
acknowledgments
and
accommodations
just
a
bit
of
housekeeping
on
page
four
of
the
agenda
under.
A
Election
appointment
of
City
officials,
the
agenda
items,
appointment
of
Kirk
McDonough
as
Democratic
board,
alternate
member
to
the
Cranston
Board
of
canvassers
and
the
item
appointment
of
Alice
Patron
as
Democratic
board
member
to
the
Cranston
Board
of
canvassers.
Those
two
items
will
be
withdrawn
this
evening
because
there
are
legal
questions
in
speaking
with
legal
counsel
and
the
solicitor's
office
as
to
the
authority
of
the
appointments
to
the
board
of
canvassers.
A
So
again,
I'll
be
withdrawing
those
this
evening
and
I'll
look
forward
to
further
discussions
with
legal
counsel,
the
solicitor
and
the
mayor
as
to
the
necessary
appointments
to
that
board
in
order
to
expedite
those
appointments,
particularly
given
the
special
election.
All
right.
Next
up
on
the
agenda
are
public
acknowledgment
and
commendations,
and
this
evening
we
have
citations
of
recognition
for
the
state
champion
boys
track
team
for
Western
Hills,
as
presented
by
councilwoman
renzuley.
The
floor
is
yours.
F
Thank
you,
madam
president,
good
evening.
Everyone
thank
you.
So
much
for
joining
us.
I
just
wanted
to
acknowledge
the
whole
Council
wanted
to
acknowledge
and
honor
the
Western
Hills
boys
track
team.
Who
was
successful
in
becoming
the
state
champions
this
year.
It's
a
very
exciting
time
in
Cranston
for
for
track
in
general,
Middle
School,
all
the
way
through
High
School
we've
had
great
success,
so
I
wanted
to
honor
these
young
men
tonight.
F
I
was
formerly
a
coach
of
this
team,
and
now
coach,
Amelia,
vizieri
and
Coach
Marina
DeAngelis
have
taken
over
and
done
an
amazing
job
I'd
like
to
invite
them
up
here,
so
that
they
could
take
some
pictures
with
the
boys
after
they
come
up
to
be.
Honored
track
is
often
seen
as
a
very
individual
Sport,
and
you
will
see
that
these
young
men
together
want
to
see
championships
so
I'd
like
to
just
acknowledge
them
tonight
and
I'd
like
councilwoman
Vargas.
F
If
she
could
help
me
hand
out
the
citations,
there's
a
couple
young
men
who
could
not
be
here
tonight
there
it's
summer,
so
I
think
they're
on
vacation
with
their
family.
So
the
first
young
man
eating
Gosselin
I
know
that
he
could
not
be
here
tonight
and
jolon
Castro
I,
don't
think
he
is
here
either,
but
I
think
everyone
else
is
here.
F
F
A
You
very
much
to
the
coaches
and
the
the
team
as
well
have
a
good
night.
G
A
All
right
next
up
this
evening
is
public
hearings
and
public
comment
at
this
time
as
a
reminder
to
the
public.
We
will
take
public
comment
both
in
Chambers
and
on
Zoom.
If
you
can,
please
state
your
name
and
address
for
the
record,
and
please
keep
your
comments
limited
to
four
minutes,
and
this
is
on
docketed
matters
at
this
time.
Is
there
anyone
in
Chambers
that
wishes
to
be
heard
this
evening?
H
A
A
I
Blake
I
live
at
173
Grand
Avenue
in
Cranston
I'd
like
to
thank
you
all
for
your
time
tonight,
giving
me
a
few
minutes
to
speak
about
bloodline,
pool
again,
whereas
the
mayor
has
left
nothing
more,
nothing
more
than
a
deaf
ear
to
the
concerns
and
pushback
from
citizens
about
the
tiny
wading
pool
that
he
has
proposed
and
is
using
arpa
funds
to
further
develop
to
the
construction
phase
and
whereas
the
basic
routine
maintenance
on
our
nationally
recognized
Aquatic
Facility
has
been
completely
neglected
during
the
entire
tenure
of
the
mayor
and
whereas,
though,
multiple
rounds
of
requests
for
updates
in
a
timeline
proposal
on
the
bud.
I
I
would
also
like
to
request
that
the
mayor
acknowledge
the
growing
number
of
concerned
citizens
in
the
850
plus
signatures
on
our
petition
to
date
and
ask
that
he
addressed
the
residents
of
the
city
and
the
entire
city
council
directly
with
specifics,
and
not
just
colorful
artist,
renderings
and
a
foundation
based
on
Fabrications.
Thank
you.
H
H
It
only
applies
to
shooting
ranges
right
that
are
inflected
inflicting
irreparable
harm,
but
I
have
three
points
to
make
a
why
a
four
million
dollar
wading
pool
and
a
water
water
sled
isn't
gonna
what
a
slide
excuse
me
isn't
going
to
cut
it
three
reasons:
number
one
we're
in
a
climate
crisis
the
planet
is
warmed,
one
degree
Celsius
and
we're
heading
to
two.
Every
summer
is
hotter
than
the
last.
H
H
H
One
in
five
young
people
or
people
have
ideations
about
suicide
and
the
rates
that
actually
go
through
with
it
have
increased
62
percent
and
that's
within
the
age
group
of
10
to
24
year
olds.
62
percent
increase
in
suicides
in
10
to
24
year
olds,
so
we
should
not
be
destroying
a
place
where
people
of
all
ages
can
go
and
gather
a
place
where
kids
can
be
with
other
kids
a
place
that
creates
Community
a
place
that
combats
isolation
and
loneliness
and
three
the
mayor
needs
an
economic
reality
check.
H
H
J
Good
evening
my
name
is
Tanya
Poydras
190,
Aqueduct,
Road,
Cranston
I
live
next
door
to
the
pool
my
windows
oversee
the
pool
I
just
I've
been
before
you
already
and
explained
all
the
reasons.
In
addition
to
the
reasons
that
were
presented
tonight,
of
why
this
the
size
of
the
pool
is
so
important,
so
I
just
want
to
read
it
reiterate
that
and
explain
to
you
that
the
size
and
the
economic
reasons
to
just
repair
the
pool
in
its
current
state
are
vital.
J
Just
shared
a
quick
story.
I
went
on
vacation
this
past
week
with
my
kids,
ages,
15
and
17.
in
Cape
Cod,
we
were
at
a
resort
that
had
an
indoor
pool
and
an
outdoor
pool.
The
outdoor
pool
was
beautiful
out
sunny
it
wasn't
as
big
as
the
indoor
pool
and
both
of
my
kids
and
each
friend
that
they
brought
insisted
on
going
in
the
indoor
pool,
not
because
it
was
raining
not
because
it
was
cold
simply
because
it
was
bigger,
there's
more
space,
there's
more
room.
J
We
have
the
facts,
the
simple
matter
is,
it
just
is
more
efficient
and
better
for
our
community
and
the
mental
health
for
our
children
and
our
seniors
to
have
the
three
lap
Lanes
in
the
middle,
to
have
the
wadding
area
for
the
little
ones
and
to
have
the
deep
end
for
the
big
ones,
and
you
simply
can't
have
that
with
a
pool,
a
third
of
the
size.
Thank
you.
A
K
Thank
you.
Excuse
me.
Thank
you,
council
president.
Before
us
this
evening.
We
have
the
resolution
to
participate
in
the
Rhode
Island
infrastructure,
Banks,
Community,
septic
system,
Loan
program
sponsored
by
council
president
Mourinho
this
past
out
of
committee
and
I
urge
passes
passage
this
evening.
Do.
A
I'd
want
to
thank
the
efforts
of
the
administration
to
accomplish
this
I
think
this
will
serve
the
residents
very
well.
It
took
a
bit
of
time,
but
sometimes
good
things
do
and
I
hope
that
that
the
administration
will
also
help
to
get
the
word
out
to
constituents
residents
in
Cranston
with
respect
to
this
program
available
to
them,
so
that
if
they
have
an
existing
septic
system
and
they
are
looking
to
have
it
replaced,
this
will
allow
them
to
take
out
a
loan
for
that
replacement
of
that
system,
and
this
is
just
with
respect
to
septics.
K
L
Clcf
does
a
great
deal
of
community
engagement
with
our
kids
in
our
community,
and
so
as
as
a
parent
of
someone
of
a
child
who
participates
in
their
sports
program
again,
just
like
to
be
at
it
as
a
as
a
sponsor
on
there.
Thank
you
sure.
F
Thank
you,
madam
president.
I
just
want
to
Echo
the
sentiments
of
council.
Vice
president
Vargas,
the
lcf
is
very
important
in
our
community
in
some
communities
the
rec
department.
Well,
we
have
an
excellent
work
department.
F
It
does
not
really
run
a
sports
program
and
that's
what
clcf
provides
to
the
city
of
Cranston,
which
funnels
the
children
up
through
the
middle
schools
and
the
high
schools
and
it
they
start
at
clcf
a
lot
of
the
time
so
I
think
so
helping
to
support
this
program,
and
you
know
that
building
needs
some
Ada
work
and
various
fields
that
clcf
does
take
care
of
in
partnership
with
the
city.
I
think
it's
important
that
the
general
assembly
does
help
with
this
grant.
Funding
and
I
fully
support
it.
Thank
you.
A
Thanks
anyone
else
wish
to
be
heard
right.
I
would
just
like
to
say
thank
my
council
members
for
the
support
of
this
resolution,
I'd
like
to
give
a
shout
out
to
State
Rep
Jackie
baginski,
who
I
also
had
conversations
with
who
helped
us
spearhead
this
resolution,
knowing
that
the
general
assembly
would
hopefully
be
providing
These
funds
to
clcf.
Clcf
is
a
great
organization.
A
I
can
be
a
testament
to
that
firsthand
in
time
that
I
volunteer
that
my
husband
has
volunteered
in
coaching
and
other
in
other
ways
that
we've
contributed
our
time
and
assets
fixing
you
know
batting
equipment,
donating
items
and
the
one
standout
about
clcf
is
that
it's
a
very
encompassing
encompassing
Sports
organization.
It
brings
kids
together.
You
know
female
male
and
all
different
parts
of
the
city,
which
I
think
is
a
good
Melting
Pot
for
the
kids
and
really
Fosters
a
good
sense
of
community.
So
at
this
time
clerk,
if
you
can
please
take
the
role.
E
K
E
K
E
E
A
L
Thank
you.
Council
president.
The
ordinance
committee
met
I'll
start
off
with
the
first
item
and
that
was
5-23-01
ordinance
and
amendment
of
Title
II
Administration
and
Personnel
chapter
2.16.010
of
the
city
of
Cranston
2005
entitled
Police
Department
competition
sponsored
by
Mayor
Hopkins.
This
was
passed
out
of
committee
and
I
urge
Passage
motion.
B
E
L
Thank
you
on
to
the
second
item
that
is
5-23-02
ordinance,
amendment
of
title
17,
chapter
17.109
of
the
city
of
Crest
in
2005,
entitled
planned
commission
sponsored
by
council
president
Mourinho
and
councilwoman
renzoli,
co-sponsored
by
council
member
Don
again
and
Council.
Vice
president
Vargas
this
past.
That
of
committee
in
Irish
passage
this
evening.
L
L
A
We
take
a
motion.
I
apologize
I
actually
wanted
to
speak
to
the
sponsor
on
this
I.
Don't
think
if
legal
can
help
us
I,
don't
think
it'll
be
a
major
change
if
this,
if
the
sponsor
this
bill
would
be
agreeable
to
just
modifying
the
language
so
that
the
fines
read
a
maximum
of
or
up
to
for
each
delineated.
Fine.
G
A
E
A
Next
up
is
Council.
Vice
president
Vargas.
L
All
right
that
it
finalizes
council
president,
the
last
three
items
under
the
ordinance
committee.
A
N
A
Time
so,
thank
you.
Next
up
is
public
comment
for
undocketed
items,
so
if
there's
anyone
in
Chambers
or
on
Zoom,
that
wishes
to
be
heard
on
undocumented
matters
now
is
the
opportunity.
Please
keep
your
comments
limited
to
four
minutes
and
please
state
your
name
and
address
for
the
record.
If
there's
anyone
in
Chambers
please
step
up.
Thank
you.
H
Martha
de
Mayo
69
Laconia
Road
interesting
that
I
speak
after
the
rooster
ordinance.
The
rooster
noise
ordinance.
So,
as
I
was
saying,
I
want
to
bring
you
back
eight
months
ago
to
October
24th
2022
meeting.
Do
you
remember
Patricia
Ritchie
Dr,
Patricia
Richie,
the
psychiatrist,
the
double
board
certified
psychiatrist,
who
testified
before
you.
H
She
educated
you
on
the
abuse
being
inflicted
on
the
residents
of
Michiana
kit,
the
abuse
and
harm
being
inflicted
on
me.
Remember.
She
talked
about
heart
disease,
high
blood
pressure,
immune
disorders,
the
dangerous
consequences
of
Perpetual,
elevated
cortisol
levels.
Do
you
remember
how
none
of
you
said
anything?
H
In
fact,
you
remember
how
past
council
president
maiwa
councilman,
who
seems
to
never
be
here
when
I'm
here
all
he
had
to
say,
was
to
compliment
her
I'm
being
a
very
good
girl
and
hitting
the
four-minute
Mark.
Exactly
do
you
remember
that
well
interesting,
fast
forward,
eight
months
to
June
9th
2023,
the
New
York
Times
is
doing
an
expose,
a
noise
pollution.
H
H
Let
me
let's
remind
everyone:
a
messianicate
is
not
noise,
it's
a
gunfire
and
do
you
know
what
they
talked
about
in
the
article
everything
that
Dr
Richie
laid
out
in
her
testimony
and
everything
that
Dr
Jenkins
mangelli
warned
in
the
open
letter
sent
to
Mayor
Hopkins
and
that
I
read
in
the
record
on
that
same
meeting
it
was
all
detailed
in
the
article
and
as
an
aside,
I
want
to
say
to
Cranston
Herald
at
cadonian.
If
you're
listening,
you
thought
Dr
Jenkins
report,
her
assessment
was
young
science.
H
H
H
H
H
H
H
H
A
A
At
this
time,
public
comment
is
now
closed
on
undocumented
matters.
Next,
up
on
the
agenda
is
election
appointment
of
City
officials.
We
have
the
reappointment
of
Jack
traegar
to
the
Cranston
Library
Board
of
Trustees
for
the
term
indicated
pursuant
to
chapter
2.44.020
of
the
Cranston
code
of
ordinances.
This
is
the
term
of
August,
one
2023
through
July
31
2026,
as
directed
or
as
urged
by
the
director
Mr
Garcia
do
I
have
a
motion.
N
Thank
you
Eminem
president
I
have
a
a
reserve
because
I
think
when
this
is
all
is
concerning
all
three
individuals:
I
think
when
they
were
appointed
I
wasn't
in
the
council,
so
probably
the
resume
will
provided
so
now.
It's
not
provided
and
I
would
love
to
know
who
I'm
voting
for
I
don't
have
their
resume.
I
really
don't
know
who
they
are,
even
though
I
really
believe
the
board
of
trustee.
What
I
think
for
our
own
information?
We
should
have
the
resume
of
those
people
to
know
exactly
who
they
are
so.
N
For
that
reason,
I
would
not
be
able
to
vote
for
all
of
those
two
because
I
really
don't
know
I
see
oh,
like
we
are
payment
or
up
that
Drayton
fair.
So
what
r
stand
for
so
those
are
the
concerns.
I
have
thank
you.
A
A
N
Yes,
I
understand:
that's
why
I
said
that,
so
at
that
time
they
were
so
people
know
who
they
were
so
like.
That's
why
we
do
not
have
it,
but
that's
why
I
say
I,
don't.
B
E
B
A
C
E
E
E
A
Next
up
is
the
report
of
City
officers
there
being
none
right
men
with
respect
to
Executive
Communications
from
it's
noted
from
the
planning
director
director
plazulo
an
update
on
the
comprehensive
plan
I
understand
through
the
clerk.
We
all
received
an
email
dated
June
22nd
with
respect
to
an
update
on
this
and
I.
Don't
is
there
anything
from
the
administration
nope,
all
right?
A
Okay,
all
right.
The
email
that
that
we
received
stated
to
the
council
that
the
city
has
received
one
qualified
bid
from
Westin
at
Samson,
the
name
of
the
company
for
the
update
of
the
comprehensive
plan,
and
that
the
comp
plan
consultant
selection
committee
met
on
June
13th.
There
will
be
a
further
there's
meetings
with
respect
to
this.
A
Vocab
had
one
on
June
20th
to
award
the
contract
in
the
amount
of
257
thousand
dollars
and
currently,
according
to
this
email
that
we
received
this
company
Westin
at
Samson,
is
working
on
the
proposed
contract
language
for
the
city
to
review
with
the
finance
department
director.
Moretti.
Do
you
know
the
status
of
the
review
of
the
contract
language.
P
No
I
have
not
seen
it
are
we,
assuming
that
it
wasn't
directed
to
the
administration
it
was
directed
to
the
planning
director.
So
I
was
not
prepared
to
speak
on
this
issue.
Okay,.
A
All
right,
perhaps
we
can
add
this
to
the
finance.
A
Meeting
since
it
would
be
looking
to
check
on
the
status
of
the
proposed
contract
language
between
West
and
at
Samson
and
the
city,
given
that
planning
director
had
mentioned
that
it
should
be
finalized
in
his
words
no
later
than
early
July.
So
I'd
like
to
add
that
to
the
finance
committee
meeting
next
up
is
that
okay,
yep
councilman
down
again.
Thank.
K
You
and
through
the
the
council
president
or
through
the
clerk
to
the
administration,
there
is
another
matter
on
the
upcoming
finance
committee
meeting
related
to
the
comprehensive
plan
you
know,
Council
vice
president
was
seeking
an
update
on
the
comprehensive
plan
account.
K
So
if,
if
possible,
if
director
pazula
would
be
able
to
to
be
present
for
to
provide
update,
that
would
be
appreciated.
If
he's
available.
A
Or
in
the
administration
will
relay
that
to
director
pazulo
as
well.
Thank
you
councilman
down
again.
Anyone
else
wish
to
beard.
Okay,
all
right
next
up
is
the
legal
expense
analysis
for
the
period
of
July
1
through
June
26
2023,
as
provided
by
the
solicitor's
office.
Are
there
any
questions
with
respect
to
this
from
Council
numbers?
No,
no
questions.
Okay,.
A
N
Thank
you.
Council
president,
before
I
start
I
want
to
acknowledge.
N
June
is
a
month
that
we
gain
a
lot
of
momentum.
This
year,
it's
June
this
month
where
the
state
of
Rhode
Island
established
geontiff
as
Freedom
day.
It's
a
state
holiday,
I'm.
A
Sorry,
councilman
Germaine
I'll
have
a
legal
counsel
step
up.
We
have
to
adhere
to
the
docket,
otherwise
the
that
would
not
be
in
compliance
with
the
law.
So
your
agenda
item
is
the
one
that
is
mentioned
here.
You
can't,
unfortunately
speak
about
others.
I,
don't
want
to
be
the
bearer
of
bad
news,
but
that's
been
advised
me
by
legal
counsel.
A
If,
if
legal
counsel
can
please
step
up
and
relay
the
the
requirements
that
we
stay
on
topic
again,
this
is
not
my
choice.
I
was
reminded
of
this
before
we
commenced
the
meeting
this
evening.
There's.
O
A
recent
Trend
in
the
open
government
unit
at
the
Attorney
General's
office
that
for
any
item
that
is
not
specifically
docketed.
It
requires
supplemental
meeting
notice.
It's
just
that
simple
they're,
taking
a
very
strict
construction
view
of
this.
O
J
N
Okay,
so
what
we
have
as
documented
matter
is
the
request.
It
was
on
the
docket
last
meeting
a
request
for
a
detailed
plan
of
badlandpole
project
and
what
is
the
timeline
for
this
project?
So,
as
we
know,
we
are
going
into
the
summer
and
it's
getting
hot,
so
my
constituents,
which
I
would
and
those
who
cannot
be
at
the
council
chamber
to
ask
question
those
who
cannot
have
the
luxury
you
know
to
have
child
care
or
to
leave
the
job
to
come
here.
So
they
asked
me
to
be
their
voice.
N
So
I've
been
asking
the
question
and
I
will
continue
to
ask
the
question:
do
we
is
the
the
pool
will
be
we
open
next
year
where
we
are
at
right
now.
P
It
is
very
late
in
the
process
the
the
mayor
has
been
consistent
along
with
the
council,
including
the
council,
for
soliciting
their
input
and
advice.
P
We
understand
that
yourself
and
other
people
have
concerns
about,
not
I
will
say,
repairing
the
existing
pool,
but
the
May
has
communicated
that
he
intends
to.
This
is
not
news.
This
isn't
breaking
news.
It's
been
saying
this
for
months.
P
Move
ahead
has
suggested
moving
ahead
with
a
renovating
the
bath
house
and
constructing
a
new
pool
not
of
the
size
of
the
existing
pool
and
they'd,
rather
not
take
a
short
term
of
a
Band-Aid
approach
to
repairing
the
existing
pool,
because
it's
oversized
for
what's
what
what's
the
needs
of
the
city
and
we've
asked
the
city
council
that
this
forum,
such
as
this
that
the
city
council
saw
anything
different
than
that
to
let
us
know
councilwoman
you
and
the
kids.
P
Few
constituents
have
have
expressed
that
the
pool
to
remain
that
size.
But,
frankly,
we
have
not
heard
from
the
city
council
that
the
mayor's
intentions
to
move
ahead,
as
I
just
stated,
it
hasn't
indicated
no
one's
indicated.
Otherwise.
P
So
with
hearing
no
objection,
no
other
objection
than
one
seems
like
the
vast
majority
of
people
here
prefer
to
move
ahead
with
putting
up
rebuilding
the
pool,
as
the
mayor
has
suggested,
and
so
he
has
this
pool
is
not
this
I
think
you
could
feel
a
lot
better
by
knowing
it
will
not
be
a
wading
pool.
It
will
be
a
swimming
pool,
certainly
to
accommodate
as
much
space
as
necessary
for
for
the
swimmers.
I,
don't
know
with
weight.
The
wading
pool
ever
came
up.
P
P
The
sukosha
and
Associates
have
been
giving
the
charge
of
developing
design
and
develop
design
and
build
plans,
as
I
just
just
indicated
in
terms
of
concept,
so
they
are
charged
with
that
they're
working
on
that
at
this
time.
P
I
think
the
key
thing
is
he's
looking
for
something
that's
going
to
be
there
for
generations
and
not
just
a
short-term
fix,
with
an
oversized
pool
that,
frankly,
is
very
difficult,
very
costly
to
maintain
and
operate
and
staff,
because
the
last
thing
we
want
to
do
is
have
a
pool
that
we're
fixing
short
term
that
we,
you
can't
even
properly
staff.
P
As
you
know,
about
the
shortage
there
is
in
in
hiring
of
Life
gods
and
the
sort
so
with
the
statuses
not
hearing
a
other
than
what
just
what
you
are
saying
yourself
and
some
of
the
constituents
here
this
evening.
The
mayor
feels
it's
in
the
best
interest
of
the
city
to
move
forward
with
the
plan
that
he
had,
because
not
not
hearing
otherwise
and
feeling.
This
is
the
best
chance
of
getting
a
pool
open
for
next
year,
and
that
still
is
on
a
very
tight
tight
schedule.
At
this
point,.
N
Yeah,
so
what
they
record
I
have
to
mention
that
I
am
the
council
person,
which
is
nothing
what
to
wear,
but
long
pool
is
located
and
I
bring
the
voice
of
my
constituent.
That
say
they
don't
want
a
downsized,
ball
and
I.
Think
that
is
valid
and
also
I.
Think
you
said
you
don't
hear
from
the
other
Council,
but
people
who
come
here.
N
They
were
all
represented
by
the
council,
whether
the
city
at
large
council
members,
so
they
have
their
voice
also
about
and
I
think
they
they
all
make
their
voice
heard
in
where
they
stand.
We
got
in
the
pool
and
telling
them
you
didn't
hear
from
the
council
and
and
you
the
mayor
choose
to
move
on
so
with
the
plan,
so
they
what
I
would
like
to
really
know
is
we
have
mixed
in
the
news
I
saw.
We
have
mixed
declarations
where
sometimes
you
talk
about
one
third,
sometimes
it's
two-thirds.
N
N
P
That's
a
very
reasonable
request
and
we
agree
with
that
entirely
to
make
sure
the
pool
is
adequately
sized
that
will
be
charged
with
the
engineering
firm
to
to
do
that.
Research,
we're
doing
research
actually
trying
to
communicate
with
other
municipalities
in
the
region
that
have
public
pools
and
the
number
of
constituents
they
serve
and
the
volume
and
capacity
that
they've
have
been
accommodating.
So
we're
trying
to
develop
various
data
points
trying
to
achieve
exactly
what
you
just
mentioned.
To
make
sure
this
is
not
an
undecised
pool.
C
How
many
signatures
is
it
going
to
take
you
to
sit
down
and
listen
to
what
the
people
really
want
and
give
them
an
answer
because
they're,
the
ones
that
are
going
to
use
the
pool
they're
the
ones
that
have
the
right
they're,
the
ones
that
are
paying
for
it.
I
know
that
since
the
beginning,
I
have
not
been
in
favor
of
downsizing
the
pool
spending
the
money
on
on
another
Pool
and
to
this
day,
I
will
repeat
it
again
and
I
said
it
last
month.
C
Have
we
ever
sat
down
looked
at
the
pool
and
had
an
expert
tell
us
whether
it
can
or
cannot
be
repaired?
I.
Don't
think.
I
have
seen
that,
and
you
say
that
we
don't
put
forward
that
we
don't
want
the
pool
downsized
I've
said
it
50
000
times,
I,
don't
understand
why
you're
not
listening
to
these
people,
they
have
almost
a
thousand
signatures.
Thank
you.
P
Well,
this
is
the
first
time.
Frankly,
we
heard
about
the
Thousand
signatures.
We
appreciate
that,
but
the
mayor
Wilson,
the
administration,
will
still
look
forward
to
this
two
people.
Obviously
that's
voicing
objection.
If
the
city
council
would
like
further
input.
The
mayor
welcomes
that
input.
N
N
City
website
give
three
options:
one
option
so
I
can
come
I,
think
I
read
it
for
you
already
in
discounts
or
meetings
so
and
the
resident,
my
constituent
and
other
residents
who
is
who
are
not
my
constituent
that
whether
we
put
where
your
expert,
because
you
spent
money
on
this
feasibility
so
I,
give
you
the
you
know
the
doubt
so
I
you
will
have
an
expert
that
conducted
this
study.
N
First
Option
say
fix
it
as
is,
and
give
the
the
the
step
to
do
that.
So,
if
you
bypass
this,
you
want
to
do
something
else.
I
understand,
but
don't
say
it
cannot
be
fixed.
So
we
need
to
know
that
it's
under
record
the
study
you
have
the
first
one
we
have
so
if,
if
they
are
wrong,
you
have
to
stand
up
right
here
director
to
say
you
are
one
to
pay.
This
company,
who
conducted
that
study,
where
one
they
are
not
expert.
Okay,
that
was
a
waste
of
our
taxpayer
money.
N
You
have
to
say
it.
Otherwise,
there
are
three
options
that
we
can
choose
and
don't
keep
saying,
even
all
the
possibilities.
That's
come
out
that
the
pool
cannot
be
fixed.
That's
not
based
on
this
study.
The
pool
can
be
fixed
based
on
that
study.
So
if
you
want
to
say
it's
time
that
was
a
lie
that
was
tell
us,
they
tell
us
a
lie,
so
they
say
say
please
now
we
know
that
was
a
lie.
P
Well,
I
can't
say
that
a
couple
of
things
things
evolved.
That
was
the
starting
point.
It's
arguable.
If
people
like
that
report
didn't
like
it
credible,
not
not
credible.
At
least
it
accomplished
that
now
can
it
be
fixed
I'm,
not
an
engineer
but
I'm
of
the
belief
I'm
if
I'm
from
business
background.
That's
sure
time
and
money
anything
can
be
done
just
about
and
I
got
to
think
they've
built
things
greater
than
the
bubble
and
pool
so
I've
got
to
think
time
and
money
can
solve
that.
P
P
We
want
to
make
sure
we
can
accommodate
that
and,
and
so
those
people
can
enjoy
the
pool,
so
so
no
things
have
evolved,
and
so,
if
it's
unfortunate,
as
we
said,
we
already
measured
it.
Perhaps
you
can
convince
the
council
members
here
to
so
put
a
delay
on
what
we're
doing
whole
time
where
we
are
in
a
few.
N
N
P
P
The
mayor
believes
a
new
20th
first
century
pool
appropriately
sized
providing
plenty
of
space
is
the
answer
that
would
last
Generations
versus
a
short-term
fix
which,
as
I
mentioned
I'm
sure
it
can
be
done
anything
time
and
money,
but
without
and
we
consulted
with
the
city
council
and-
and
we
felt
as
if
we
did.
We
heard
that
the
the
support
to
move
as
fast
and
forward
with
the
and
I'll
say
is
economically
feasible,
pool
to
get
it
done
as
fast
as
we
can
and
I
thought.
P
That
was
our
charge
if
you
want
to
hold
off.
In
that
sense,
you
need
we
need
more
opinions.
K
Thank
you,
council
president.
You
know
if
you
look
at
the
the
docket
this
evening.
This
item
had
been
continued
from
January
February,
March,
April,
May,
June,
July
or
June.
Excuse
me,
and
that's
because
this
body
is
still
in
need
of
answers.
K
If
there
was
Clarity
on
what's
going
on,
we
wouldn't
be
having
this
discussion
this
evening.
This
would
have
been
a
settled
issue,
preferably
it
would
have
been
a
settled
issue
three
years
ago.
K
I
I
certainly
have
never
voted
to
reduce
the
size
of
the
bud,
long
pool
and
and
I
and
I
wouldn't
vote
to
reduce
the
size
of
the
bud.
Bong
pool
the
the
only
time
that
we
took
a
vote
to
my
to
my
recollection,
which
should
always
be
double
checked,
was
we
we
put
four
million
dollars
or
the
mayor
had
proposed
four
million
dollars
in
this.
The
budget
we
approved
this
year
for
the
2024
fiscal
year.
He
had
proposed
4
million
in
bonds.
K
P
What
I'll
be
pleased
to
do
is
report
back
to
we'll
go
back
and
look
at
the
transcripts
of
the
various
meetings
and
be
pleased
to
report
back
about
the
clarity
or
lack
of
clarity.
And
if
you
wish
us
to
suspend
a
movement
on
the
pool.
Just
we'll.
Take
that
consider
that
advice.
L
P
Is
none
there,
it's
being
an
about
it's
being
done
now,
they're
speccing
it
out
and
that
that
will
take
time
and
then
they're
they
they
or
as
I've,
been
expressing
that
it's
under
tight
deadline,
both
in
terms
of
Labor
and
materials.
So
but
we
we
won't
have
a
better
idea
until
the
design
build
is,
is
done
and
have
the
bids.
In
that
point,
we
have
a
much
better
idea.
Okay,.
L
Okay,
in
terms
of
that
process,
yeah
I
guess
a
what
I
would
like
to
do
if
at
all
possible
and
I,
don't
know
what
the
delay
would
be
and
even
though
you
had
mentioned,
we've
had
as
a
council
an
opportunity
to
chime
in
on
what
our
desired
or
requested
features
or
design
you
know
of
the
pool
and
its
amenities
and
the
the
house.
You
know
the
the
pool
bath
and
making
sure
there's
ADA
compliance
is
is.
L
L
Any
way
we
can
have
some
sort
of
a
I
kind
of
hate
using
the
word
Workshop,
but
some
sort
of
a
session
at
all
at
all
between
from
the
council
to
what
we
are
also
hearing
from
the
community
from
folks
like
that
are
here
with
us
this
evening
in
general,
to
say:
let's
sit
down,
have
an
open
line
of
communication
and
look
at
the
process,
and
it
doesn't
have
to
be
all
of
us.
L
Even
if
it's
you
know
just
just
a
few
of
us,
I'm
just
thinking
about
Communications
and
making
sure
that
when
the
sketch
is
happening,
if
it's
presented
to
us,
if
the
sketch
is
to
reduce
the
pool-
or
you
know
I,
don't
think
you're
going
to
ever
satisfy
all
nine
council
members
I'll
be
quite
honest:
I,
don't
think
you
are
I,
don't
think
the
administration
or
we
as
a
council,
are
ever
going
to
satisfy
the
entire
city
of
Cranston.
L
L
And
if
it's
not
miscommunication
that,
maybe
that's
not
the
right
word
to
use
but
more
of
what
the
ask
of
is
or
how
we
can
work
together
and
and
not
keep
delaying
this,
whether
it's
on
RN
on
the
administration
in,
but
just
to
move
this
forward,
particularly
on
the
fact
that
we
also
passed
the
funding
for
for
for
the
pool
and
we're
working,
hopefully
collaboratively
on
this
yeah.
P
It
would
be
I
think,
probably
the
earlier
the
better,
because
the
book
of
progress
they
make
more
advanced
in
the
process.
The
clock
is
ticking
in
terms
of
billing,
so
it
would
probably
be
better
earlier
than
later
and
certainly
could
go
right
to
the
very
end,
with
the
design
build
and
make
changes,
but
that
probably
not
be
the
best
Stage
to
do
that.
So
certainly
any
input
about
the
size
of
the
pool
or
any
other
specifications
you
want
could
be
conveyed.
No
you're,
not
oh,
no
problem.
L
At
all,
thank
you
sometimes
too
many
chefs
in
the
kitchen
doesn't
get
anything
done
right
and
but
then,
at
the
same
time
we
also
want
to
be
transparent
and
be
welcoming
to
which
I'm
not
saying
the
administration
is
or
is
not
or
any
one
of
us
here
in
the
council,
but
possibly
some
sort
of
a
community
input
at
this
point,
I,
don't
know
if
that's
been
done
now
that
we
have
someone
I
I,
don't
want
to
delay
the
project,
but
I
also
want
to
make
sure
that
we
try
to
hear
the
concerns
in
terms
of
the
downsizing.
L
You
know,
that's
definitely
something
that
seems
like
it's,
not
Something,
That
We're
hearing
as
we're
hearing
both
sides
I'm
just
trying
to
get
assessors.
How
do
we
move
forward?
I?
Don't
want
the
administration
blaming
the
council,
we're
delaying
the
process.
L
I
also
would
hate
to
start
pointing
fingers
at
the
administration
as
well
and
say:
well,
you
guys
are
delay
in
the
process
as
well
by
not
conveying
to
us
any
information
that
we
should
have
known.
So
how
do
we
just
get
put
this
I?
Don't
want,
to
put
it
say,
the
put
it
aside,
but
how
do
we
move
forward?
How
how
can
we
actually
make
sure
that
the
pool's
not
going
to
be
done
this
year?
L
P
P
I
think
if,
if
I
have
it
right,
unless
it's
beyond
the
size
of
the
pool,
the
bath
house
I'm
not
sure
how
much
we're
going
to
be
that
input.
I
think
the
key
issue
is
the
size
of
the
pool
I,
think
and
with
that
that
could
be
done.
I
would
do
it
much
sooner
than
later,
because
then,
then
he
gets
in
the
design
build
plans.
Now
you
get
into
the
the
course
they're
calling
they're
calling
you
know
the
engineers
for
this
that
it's
we
had
to
move
very
soon.
L
P
Certainly
open
I'll
say
the
size
of
the
pool
if
we're
narrowing
it
to
the
key
issue,
we're
open
to
that,
but
realize
too
you
also
can
get
many
different
opinions,
but
you
need
I
think
a
bit
more
scientific,
more
factual,
that
type
of
thing.
So
that's
what
we're
trying
to
do
it
simultaneously,
but
whoever
has
input
we're
listening.
L
When
we
say
this
is
what
we're
trying
to
do,
how
much
longer
is
it
going
to
take
in
terms
of
trying
to
do
like
and
I'm,
not
trying
to
be
excuse?
My
French,
a
smart
ass
here,
I'm
really
trying
to
figure
out
like
when
you're
saying
you
know
what
is
the
architect
design
asking
from
the
administration
right
now?
Is
there
any
ask?
Is
there
anything
or
they're
just
straight
up,
designing.
P
They
they're,
given
the
ball,
to
propose
a
propose.
A
a
new
facility,
I
use
the
word
facility.
That's
the
charge.
That
was
the
RF.
You
know
that's
the
specifications
for
their
assignment,
just
like
just
like
any
project,
it's
no
different
than
any
of.
P
Them
Public
Works
that
also
some
input
with
oxen
rack.
P
No
we're
short,
we've
been
Avatar,
we
will
be
deviating,
but
we
there
are
a
couple
of
vacancies
in
public
works
at
this
time.
L
That's
just
probably
another
dollar
amount
which
I
don't
want
to
even
get
go
to
that
point,
but
I
also
want
to
make
sure
that
you
know
we're
all
wearing
many
hats
right,
I'm
sure
the
administration
is
doing
everybody's
wearing
multiple
hats,
but
I
want
to
make
sure
that
every
eye
that
we
come
across
is
dotted
and
every
tea
that
we
come
across
is
crossed.
P
If
we
had
a
public
works,
director
or
or
anyone
else,
I'm,
not
sure
they
have
that
level
of
expertise
to
oversee
them
and
you
can
consult
with
them
along
the
way,
and
that
will
happen,
but
it's
no
different
than
any
other
project
it.
So
it
happens
to
be
a
very
sensitive.
L
Project
I
will
ask
one
last
thing:
council
president
to
the
director
is:
how
often
are
you
checking
in
with
the
company
in
terms
of
progress?
It
would
be.
P
Every
every
few
weeks,
maybe
on
average,
about
three
weeks
or
so,
but
one
of
those
things
again,
you
don't
want
to
make
it
I,
want
to
delay
the
process
and
distract
I.
Think.
The
key
element,
though,
is
collecting
whatever
size
pool
collectively
that
people
want
all.
A
I
have
some
things,
I
want
to
say
with
any
other
council
members
have
anything
to
say:
councilman
camper
piano
go
ahead.
M
Thank
you,
madam
president,
I
did
make
some
phone
calls
to
both
public
and
private
pools
and
the
one
that
stuck
out
to
me,
the
most
is
the
one
in
Pawtucket
I.
Think
the
demographic
closely
is
close
to
what
we
have
and
their
poll
is
significantly
small
in
ours.
It's
much
easier
to
maintain,
and
even
at
that
point
they
had
trouble
Staffing
it
with
lifeguards.
M
They
says
often
they're,
not
they
have
to
have
the
police
of
fire
come
in
and
staff
it
or
they
have
to
shut
it
down
and
a
pool
of
our
size
would
be
a
minimum
of
nine
life.
Gods,
so
I
mean
I,
would
hate
to
see
have
to
shut
down
a
pool
because
we're
short
staffed.
Besides
that,
maintaining
the
pool
of
that
size
so
I
think
the
first
thing
we
have
to
do
was
I
know
the
wants
of
the
people.
M
But
what
is
really
needed
and
I
think
if
we
follow
the
other
cities
and
see
what
they
have
both
privately,
that
I
contacted
and
the
cities
we
could
find
a
pool,
that's
the
right
fit,
but
also
it's
not
only
a
pool,
it's
a
complex
it
it.
It
encompasses
all
ages,
so
I
like
to
see
a
splash
pad
I
like
to
see
a
wading
pool
I
like
to
see
a
deep
end
forward.
M
Diving
I
like
to
see
that
whole
range
all
for
Ada
for
older
people
for
younger
people,
so
the
whole
complex
that
would
service
everybody,
so
I
think
that's
the
bigger
picture
and
something
that
really
should
be
look
into
instead
of
just
repairing
a
pool
and
then
keep
repairing
it
in
the
cost
of
a
pool
that
size
which
it
may
not
be
necessary.
So
and
it's
much
easier
than
once.
These
plans
are
done
on
a
piece
of
paper
to
move
a
line
to
say:
hey,
we
want
it
10
feet,
bigger
or
10
feet
smaller.
F
You
so
I
have
been
under
the
impression
that
we
approve
the
money,
but
that
technically
we
don't
to
my
understanding.
Legal
can
correct
me
if
I'm
wrong,
that
this
is
a
belong
pool,
is
a
city
asset
operated
by
the
administration,
which
makes
it
part
of
City
operations,
which
doesn't
even
really
give
us
a
choice
in
the
design
of
this.
So
I
think
that
we
should
give
our
opinion
but
understand
that
it's
not
really
necessary
for
us
to
have
a
vote
to
say
exactly
what
we
want
this
to
look
like.
F
So
we
need
to
work
together
and
kind
of
compromise
to
make
this
move
along.
I
did
speak
to
a
former
Aquatics
director
for
or
parks
and
recs
or
actor
for
the
city
of
Princeton
who's.
Now
an
Aquatics
director
in
Massachusetts
the
current
pool
as
it
stands
the
amount
of
square
feet.
It
is
what
you
need
to
have
three
square
meter:
three
square
meters
per
bather.
It's
an
18,
140
square
meters
pool.
Currently
it
would
hold
646
bathers,
that's
by
International
building
codes
for
code
for
pools,
which
the
state
of
Rhode
Island
adopted.
F
That's
how
many
people
who
can
be
in
that
pool
at
once
now,
if
we
have
determined
that
at
the
last
time
before
the
pandemic,
we're
not
having
that
many
people
in
the
pool
at
once.
Maybe
it
doesn't
need
to
be
at
the
size
that
the
mayor
has
said,
but
maybe
it
needs
to
be
half
the
size.
I
I
would
like
to
see
a
lot
of
things.
F
There
I'd
like
to
see
an
Olympic-sized
pool,
which
this
is
bigger
than
an
olympic
size
pool
it's
much
bigger
than
an
Olympic-sized
pool
with
Lane,
so
we
could
have
swim
meets
there,
I
like
swimming
to
ex,
to
expand
in
that
way
more
people
to
learn
how
to
swim
and
have
actual
you
know,
United
States
swim
meets
there.
We
could
do
all
sorts
of
things
there,
but
we
need
to
understand
that
we
don't
actually
get
a
choice
in
that
the
mayor
can
make
it.
However,
he
wants
so
we
need
to
compromise
and
we
need
to.
F
We
need
to
move
along.
A
thousand
signatures
is
fantastic,
but
it's
like
1.25
of
the
population
of
the
city,
so
it
I
don't
think
it
necessarily
speaks
for
everyone
and,
as
councilwoman
Vargas
said,
we're
never
going
to
make
everyone
happy,
but
we
still
don't
have
a
pool
to
that
end.
I
would
like
to
know
there
has
to
be
some
kind
of
timeline
of
how
these
designs
are
going
and
I
don't
know
if
during
it,
they
can
say
the
size.
The
mayor
said:
half
the
size
full
size.
This
is
how
much
it
costs
in
this
I.
F
Don't
know
what
that
is,
but
I
think
that's
what
everyone's
asking
to
know.
If
we
have
to
wait
till
we
get
the
plan
to
say
eh,
we
don't
we
don't
like
this,
send
it
back
when
really
we
don't
have
that
right,
necessarily
anyway,
I
think
we're
just
looking
for
information
so
that
the
constituents
feel
like
they
know.
What's
going
on,
because
right
now
people
are
citing
feasibility
studies
from
two
years
ago,
which
really
determined
we're
not
necessarily
the
the
best
qualified
person
to
give
them.
I
think
who
we
have
now
is
the
most
qualified.
P
Is
correct,
but
just
for
clarification,
the
mayor
is
not
specifying
the
size
of
the
pool
he's,
leaving
it
up
to
the
professionals
to
recommend
that
or
come
up
with
that
determination.
In
the
meantime,
administratively,
we
are
trying
to
develop
data
points,
as
we
spoke
about
in
addition
to
what
they're
doing
so
just
want
to
say
it.
The
mayor
Nevis
is
saying
that
will
be
the
size.
It
was
just
Concepts
people
extrapolate
to
that
I
believe,
but
the
mayor
is
waiting
for
the
professionals
to
come
back.
F
So
those
are
just
conceptual
drawings
that
could
change
based
on
what
the
professional
said,
based
on
the
deed
of
the
amount
of
people
that
use
the
pool,
architectural
conceptual
drawings,
yes,
and
so
the
next
phase
of
what
is
presented
to
us
will
be
much
more
detailed
through
the
engineering.
That's
how
I
understand
it
am
I
understanding
it
correctly.
You're.
F
And
I
would
agree
with
councilman
campiano
that
if
we
aren't,
we
are
constantly
talking
about
being
inclusive
for
this
diverse
community
and
yes,
we
want
kids
to
learn
how
to
swim.
I
don't
want
a
wading
pool
either
people
need
to
know
how
to
swim.
They
need
to
know
how
to
swim,
to
pass
the
Chesapeake
police
officers.
That's
where
a
lot
of
people
are
failing.
F
Okay,
so
we
I
mean
people
need
to
learn
how
to
swim,
but
we
also
need
to
include
the
other
people
who
a
mom
with
three
small
kids
is
not
taking
them
all
in
a
pool.
That
is
only
deep
enough
for
people
to
learn
how
to
swim.
So
adding
those
extra
things
is
not
bad.
It
might
not
be
right
now,
but
it
doesn't
mean
it
has
to
be
a
definite.
No,
we
hear
all
these
things
leave
things
exactly
how
they
are
we're
always
talking
about
change.
F
I,
don't
understand
how
leaving
things
exactly
the
way
we
are,
they
are
just
to
say
we're,
leaving
them
how
they
are,
and
we
like
them
like
that
makes
any
sense
at
all
we're
supposed
to
be
evolving,
so
I'm
not
saying
that
it
shouldn't
be
big
enough
to
hold
how
many
people
are
going
to
use
it
or
that
I
want
a
waiting
pool.
But
this
is
one
of
the
biggest
pools
in
the
country
in
every
other
pool
built
in
the
WPA
era
has
already
been
shut
down
or
rebuilt.
Thank
you.
A
What
once
again
I
feel
like
a
broken
record.
We
have
discussed
this
issue
and
there's
a
few
things
that
that
need
to
be
said
tonight
that
that
I
haven't
said
previously.
There's
been
talk
this
evening
about
you
know
we
don't
have
a
role,
it's
purely
an
executive
Administration
function
in
terms
of
what
the
design
looks
like
you
know.
We
are
council
members
that
were
elected
to
represent
our
constituents
and
they
do
have
a
voice.
Otherwise,
what
is
our
purpose
here?
A
So
it
is
our
responsibility
to
relate
to
the
administration
on
behalf
of
the
public,
what
their
concerns
are
with
respect
to
councilwoman
Jermaine.
Her
point
was
well
taken
and
councilman
Donegan.
We
have
you
know
she
has
questions,
because
not
enough
information
has
been
relayed
and
what
we
hear,
as
we
heard
again
tonight
and
I'm
sure
I'm
gonna
give
the
benefit
the
doubt.
It
wasn't
the
intention,
but
I
know
what
I
heard
and
I
heard.
Well.
Okay,
councilman
Jermaine
we're
going
to.
If
this
is
what
you
want,
then
we're
going
to
suspend
Movement.
A
We
can
walk
and
chew
gum
at
the
same
time
and
assessing
the
viability
of
that
pool
and
whether
or
not
can
be
open
has
never
to
this
Council.
In
a
clear
way,
we
received
a
study
that
we
all
questioned.
The
administration
couldn't
answer
some
of
the
questions,
so
the
question
still
remain
as
to
whether
or
not
the
public
has.
Those
questions
is
whether
or
not
the
the
pool
in
its
current
form
is
a
viable,
less
expensive
option.
We
can
say
all
we
want
it's
the
largest
pool
in
the
country.
A
No
one
else
has
it,
but
we
in
fact
the
city
did
have
it
and
we
had
it
staffed
by
lifeguards
and
we
had
it
operational
for
the
community
for
tons
of
years
and
now,
all
of
a
sudden,
we
were
told
without
specific
facts
and
I'm,
not
assuming
anything
intentional,
but
it's
the
it's
factual.
We
were
not
given
specific
facts
as
to
a
reasonable
assessment
by
experts
as
to
whether
or
not
that
pool
can
function
in
its
current
form.
A
You
know
I'm
sure
if
the
administration
came
back
and
just
said,
look
we're
in
the
process
of
having
the
proper
Engineers
look
at
the
pool
and
the
expense
for
it
to
operate
in
its
current
form
or
to
make
the
repairs
that
this
expert
deems
necessary
and
part
of
this
assessment
is
so
expensive
that
we
are
better
off
as
a
city
to
downsize
that
pool
by
let's
say
20
feet,
just
just
throwing
out
something
where
it
is
still
a
sizable
excuse
me,
a
sizable
swimming
pool
that
keeps
the
same
level
of
enjoyment
to
the
community
at
a
reasonable
expense.
A
So
I
would
want
this
discussion
to
be
a
productive
discussion
and
not
a
spiteful
discussion.
We
are
just
because
questions
are
raised.
We
are
going
to
somehow
delay
it
and
then
we're
going
to
say
it's
the
council's
fault.
It's
not
the
council's
fault
and
I'm.
Really
I
really
don't
want
to
hear
that
suggestion,
whether
it's
intended
or
not
again,
I
have
nothing
further
to
say,
councilman
Jermaine.
Do
you
wish
to
be
heard
one
last
time
please?
So
we
can
move
this.
N
Along
thank
you.
Counselor
you'll
address
a
lot
of
things
that
I
will
say.
Thank
you.
Council
Wednesday
just
mentioned
that
he
can't
Consultants.
N
N
N
Before
the
kovid
or
after
kovi,
2020
I
want
to
have
this
answer
and
then
to
conclude
I
will
I
will
read
this
for
you
again
so
from
what
I
heard
now,
a
study
that
has
been
done
for
two
years
is
no
longer
viable
or
eligible
or
I,
don't
know
because
we
have
study
we
keep
using
in
this
country
for
100
years.
Our
constitution
has
been
here
for
100
years.
So
so,
if
it
was
good,
I,
don't
think
there's
a
problem.
We
cannot
use
it
so
option.
N
One
of
this
study
I
have
to
obviously
because
this
is
what
we
have
I
still
have
to
refer
to
it.
Whoa
keeps
the
function
as
they
are
presently
are.
Now
we
should
reduce
consumption
time.
Miniminally
minimally
allows
the
existing
functions
to
now
proceed
safely
and
efficiently
without
Band-Aid
measure.
N
Without
bended
measures,
that's
the
first
option
code
compliance
is
achieved.
That's
in
your
study
or
proposal
option,
one
cost
investment
proposed
investment
2.5
to
2.8
million
dollars,
so
that
was
the
first
one.
So
now
we
want
to
be
clear
if
you
want
to
raise
all
the
issue
about
Staffing
the
size
of
people.
That's
one
thing,
but
we
are
not
full.
N
There
is
one
thing
about
Staffing.
There
is
one
thing
to
add:
amenities.
I
have
no
problem
with
that,
but
there
is
one
thing:
when
we
say
the
pool
cannot
be
fixed.
It's
abandoned
this.
It
says
without
bended
or
am
I
with
without
what
I
says,
or
it's
a
whiff
so
I'm,
not
an
English
teacher,
so
I'm
still
learning
English
but
I.
Think
I
understand
when
you
say
without
Bandits.
N
I
know
I'm
still
learning
English
right,
but
please
help
me
people
who
are
listening
when
you're
expert
you,
you
choose
you
pay
with
taxpayer
money
says
the
pool.
Okay
keeps
the
functions
of
the
pool
as
they
are
presently
allows
the
existing
functions
to
now
post
it
safely
and
efficiently
without
bended
measures.
So
please
help
me
with
that.
Code
Compliance
is
achieved
and
also
I
would
like
to
add.
We
have
basketball
courts
for
our
youth
and
I
never
heard
about
anything
about
what
we
will.
N
What
will
happen
to
them
in
the
whole
complex
I
will
remove
them
out
where
they
are
going
right
now
for
for,
for,
for
for
basketball
to
gather
to
to
play
with
their
friends
all
of
those
things
the
parking
areas
all
of
those
things.
So
please
let
be
clear.
I
asked
those
questions
because
I
received
the
email
and
I
am
I.
I
have
to
ask
them.
I
have
no
intention
to
be
as
you,
your
Administration.
N
You
call
me
an
impediment
to
your
Administration,
so
I
know
you
say:
I
am
impediment
to
the
administration,
but
if
I
have
to
defend
those
for
my
Constitution
I
will
continue.
So
we
need
to
to
say
exactly
what
what
is
the
problem?
Is
it
because
we
do
not
have
staff
or
it
is
the
size?
What
is
the
problem
with
the
size
of
the
pool?
And
we
have
a
lot
of
problem
with?
We
need
our
youth
to
have
a
summer
job.
We
can
we
be
creative,
we
can
offer
lifeguard
or
training
to.
N
We
have
two
high
school
that
we
can
encourage
them
to
go
to
the
high
school,
say:
hey
the
city
parking,
quick
question.
We
can
have
regrets
to
offer
free
life,
God
training
for
our
youth,
that's
an
opportunity
and
they
can
work
at
this
pool
at
this
facility.
So
there
is
so
many
things
we
can
do,
but
don't
say
now
it
can
be
fixed
use,
it
can
be
fixed
because
we
have
another
problem.
N
Be
specific
and
my
question
is
we
needed
a
plan
and
we
have
the
authority
to
ask
because
we
are
a
body
to
keep
the
city
the
government
accountable.
We
have
this
Authority
because
we
are
all
be
elected
to
represent
the
people
so
I
we
do
not
have
the
authority,
we
do
have
the
authority
and
we
we
have
the
authority,
the
mayor
knows
it
and
it
asks
for
our
input
and
our
input.
We
are
here
to
represent
all
of
those
ways
that
we
cannot
be
here.
So
please
give
us
a
detailed
plan
of
bad
langport.
N
P
There
are
a
few
things
in
there:
I'm
not
sure
I
caught
everything,
but
in
terms
of
I,
don't
have
the
answer
about
draining
the
pool
I
wasn't
prepared,
for
that.
Was
it
great
since
2019
I
was
only
looking
forward
to
what
was
on
the
docket,
so
I
don't
have
that
answer.
I
could
follow
up.
P
There's
a
question
about
the
footprint
I
believe
of
the
pool
of
basketball
courts
and
parking.
It's
utilizing
the
same
footprint.
That's
there
now.
So
it's
not
anticipated
the.
P
There
is
no,
there
is
the
the
engineering
firm
is
just
charged
with
the
pool
house
and
pool
proper.
That's
not
within
the
scope
of
work.
What's
currently
not
in
that
footprint
and
the
Administration
has
no
objection
whatsoever
to
receive
the
input
from
the
city
council.
I.
Don't
want
anyone
to
think
that
that
we
said
otherwise
I
don't
think
we
mentioned
that
at
all
I,
don't
think!
That's
at
all
the
case,
the
one
thing
I
did
pick
up
on
is
I
believe
there
might
be.
P
Some
people
looking
to
simultaneously
proceed
with
the
design
is
what
the
what
the
engineering
friends
been
charged
with,
but
at
the
same
time,
do
a
re,
a
more
comprehensive
study
of
the
existing
pool,
which
we'll
have
to
come
back
to
you,
probably
in
the
form
of
RFP
or
funding,
in
order
to
do
that,
because
that
could
be
quite
pricey.
That
Federal
Hill
group
study
is
a
I'll
say:
that's
a
kick
the
tie-in
report.
Frankly,
in
my
opinion,
for
that,
but
but
to
do
a
comprehensive
study
testing.
P
A
But
I
councilman,
Germaine
and
to
council
members
we've
spoken
about
this
vanillion
hour
at
this
point,
I
think
we've
relayed
the
concerns
sufficiently
to
the
administration
I'm
going
to
move
on
from
at
this
point.
Next
up
is
Introduction
of
new
business.
At
this
time
we
have
a
petition,
and
we
have
some
claims
matters.
If
I
have
a
motion
to
take
these
matters
as
a
block
and
refer
them,
then
as
new
business
motion.
