it's

Don't
see
any
objection
on

the

Can
you
please
take
a

A
Thank
you
that
I
was
always
that
was
the
only
in
the

item
on
the
agenda.
Is
there
a
motion
to
adjourn
so.
F
G
G
G
At
this
time,
next
on
the
agenda
is
the
approval
of
minutes.
We
have
last
month's
June
26
2023,
regular
council
meeting
minutes.
Do
I,
have
a
motion.
E
B
G
And
let
the
record
reflect
that
councilwoman
Jermaine
is
now
present
as
well.
Next,
up
this
evening
is
under
public
acknowledgments
and
commendations.
We
have
two
matters.
We
have
the
citations
of
congratulations
to
the
12
year
old,
Cranston
West
little
league
softball,
State
softball
state
champions.
That
matter
is
going
to
be
continued
to
our
August,
regularly
scheduled
council
meeting,
since
they
are
currently
in
their
Regional
championships,
and
we
wish
them
the
best
of
luck.
Next
up,
we
have
citations
of
congratulations
to
the
12
year
olds.
G
G
We,
as
a
city
council,
would
like
to
say
congratulations
to
the
14
year
old,
Babe
Ruth
league
state
champions,
congratulations
and
if
you
have
further
journey
in
terms
of
regionals,
we
wish
you
great
success
there
at
this
time.
We
will
call
you
up
and
congratulations
one
at
a
time.
If
you
can
please
stand
here
and
at
the
end
we
will
also
call
the
coaches
and
take
any
photos
for
the
families
as
well.
I
G
D
C
E
About
the
president,
can
I
just
tell
them
something
by
the
way.
This
is
all
on
YouTube.
If
you
want
to
see
it
for
yourself
just
go
to
this
Cranston
City,
Council,
YouTube,
channel
and
you'll
be
able
to
see
the
presentation
being
made
to
you
right
now,
so
just
want
to
let
you
know
that.
G
Next
on
the
agenda
this
evening
is
the
section
of
public
hearings,
a
public
comment.
If
there's
anyone
in
Chambers
this
evening,
that
would
like
to
be
heard
on
any
docketed
matter.
Now
is
your
opportunity.
If
we,
we
would
ask
for
you
to
please
step
up
to
the
podium
state,
your
name
and
address
for
the
record,
and
please
keep
your
comments
limited
to
four
minutes
after
we
hear
from
chambers,
then
we
will
take
anyone
on
online
on
Zoom.
I
Welcome
my
name
is
Pam
mceleney
I
live
at
45,
past
trippy
Lane
in
Cranston,
and
first
I
just
want
to
share
a
memory
of
Bud
long
pull
that
I
have
as
a
little
girl
being
there
and
looking
up
at
the
high
dive
terrified
and
amazed
at
the
people
that
went
up
there
and
jumped
or
Dove
off.
I
am
still
terrified,
even
though
it's
gone,
Mr,
Mayor
and
I
know
he's
not
here,
but
it's
addressed
to
him
as
well
and
council
members.
I
I
J
Good
evening
my
name
is
Mary
Curtin
I'm,
a
resident
at
23,
Davis
Avenue
in
Cranston
I've,
been
a
resident
of
Cranston
for
the
past
30
years.
I
also
want
to
speak
to
the
issue
of
the
Budlong
pool
I
believe
there
are
two
ways
to
look
at
the
historic
Budlong
pool.
It
appears
that
the
city
Administration
is
looking
at
the
pool
as
a
problem,
whereas
the
residents
of
the
City
View
the
pool
as
an
asset
that
needs
to
be
preserved
for
the
families
of
Cranston.
J
Earlier
today,
there
was
a
press
conference
held
outside
of
City
Hall,
addressing
the
issue
of
the
pool
speaker
after
speaker
addressed
the
issue,
all
of
them
residents
of
Cranston
and
all
of
them
addressing
the
issue
of
the
pool
pretty
much
from
the
issue
of
community
talking
about
how
the
pool
helps
us
build.
Community
and
I
know
that
we
all
have
that
goal.
We
don't
want
to
just
live
in
a
city.
We
want
to
live
in
a
city
that
feels
like
a
community,
and
so
people
talked
about
the
pool
as
a
focal
point.
J
A
gathering
place
for
people
who
may
not
ordinarily
spend
time
together
and
the
issue
of
the
size
of
the
pool
which
has
been
under
discussion
during
this
whole
long
process
was
also
something
that
people
addressed
and
how
the
Olympic
pool
size
was
actually
critical
to
this
function
of
bringing
Community
together.
How
the
size
of
the
pool
allows
different
groups
of
people
to
be
using
it
at
the
same
time
and
different
groups
of
people
who
may
not
ordinarily
be
spending
time
together
to
have
that
opportunity
to
be
together.
J
People
in
the
community
residents,
like
myself,
have
been
doing
their
job
on
this
issue.
We've
been
talking
to
our
neighbors
we've
been
getting
signatures
on
petitions,
supporting
the
pool
it's
time
now
that
the
city
do
its
job
and
that
the
city
start
working
immediately
on
the
restoration
of
the
pool.
Thank
you.
K
Good
evening
to
the
Cranston
City
Council
and
the
residents
of
Cranston,
my
name
is
Nathan
kirschenbaum
and
I'm,
a
resident
of
Cranston
on
15
Curtis,
Street
and
I've,
been
here
most
of
my
life
currently
I
work
as
a
caseworker
tracking
at-risk
youth
in
South,
County
and
East
Bay.
The
families
I
provide
therapeutic
services
to
have
many
struggles
with
income
and
insecurity
of
basic
needs
to
survive.
The
youth
I
work
for
are
great
kids
who've
either
fallen
on
Hard
Times
had
significant
childhood
trauma.
Where
have
strayed
off
the
correct
path
in
life.
K
My
job
is
to
therapeutically
intervene
with
the
families
I
serve
in
the
community.
My
agency
has
an
85
success
rate
of
keeping
these
children
out
of
the
criminal
justice
system
and
we
never
give
up
give
up
on
a
kid,
no
matter
what
my
background
in
working
with
kids
actually
started
for
the
city
when
I
was
in
high
school
before
Summers
I
worked
at
the
Hope
Highlands
summer
playground
camp
and
one
summer
at
Budlong,
pool
I
learned
that
one
thing
is
for
certain.
The
bud.
Long
pool
is
an
essential
part
of
the
Cranston
community.
K
It
has
saddened
me
and
other
residents
that
the
bud
long
pool
has
been
closed
for
four
years,
even
after
the
two
years
of
the
pandemic.
Despite
the
mayor's
claim
that
the
pool
cannot
be
fixed,
it
should
be
and
should
be
reduced
significantly
significantly
in
size.
Members
of
the
council
reported
that
an
architect
recommended
that
the
pool
remain
the
same
size
as
the
mayor
stands
by
idly.
K
The
families
and
use
Youth
of
the
city
continue
to
be
without
a
pool,
many
of
whom
have
no
air
conditioning
in
the
hottest
summer
on
record,
there's
actually
a
direct
causation
between
hot
weather
and
increased
human
aggression.
So
what
do
these
kids
do
when
they
don't
have
an
outlet
I've
seen
it
firsthand?
They
isolate
themselves
in
their
rooms.
They
pick
fights
on
social
media,
hang
out
with
the
wrong
crowd
or
cause
trouble
in
the
home
or
the
community.
I've
heard
the
older
generation
say
when
I
was
young,
we
played
outside
until
the
sun
went
down.
K
K
Where
has
the
four
million
dollars
gone
to
fix
the
pool
you
have
it
but
refuse
to
use
it?
We
all
have
noticed
the
facelift
given
to
the
Knightsville
neighborhoods
that
may
not
even
vote
for
the
mayor
next
time
around
the
way
things
are
going.
Did
the
funds
go
to
eat
Tree
Park,
a
park
that
can
only
be
used
one
week
of
the
year
for
a
feast
with
nowhere
to
park
your
car?
K
D
L
I'm
Joanne
Mortimer
I
live
at
34,
Mather,
Ave
and
I've
been
a
resident
of
the
community
since
1990,
and
my
children
grew
up
at
the
Budlong
pool
learning
how
to
swim,
and
that
gentleman
mentioned.
This
should
not
be
an
issue
of
The
Haves
and
the
haves
not
who
has
a
Poland
who
can
afford
to
go
to
the
YMCA
and
I.
Don't
want
to
hear
about
a
sliding
scale,
because
people
that
are
playing
paying
exorbitant
amounts
of
mortgages
wouldn't
qualify
for
any
sliding
scale
to
teach
their
children
how
to
swim.
L
I
just
want
to
remind
and
I
feel,
I
need
to
say
this.
The
Cranston
planning
department
has
a
mission,
and
missions
to
me
are
always
just
rhetoric.
But
if
we
listen
to
this
mission,
mission
of
the
Cranston
planning
department
is
to
understand
the
values
and
goals
of
the
community
to
facilitate
progress
towards
the
shared
vision
of
the
city's
future,
which
many
have
spoken
of
and
to
ensure
the
protection
and
balance
of
property
rights
and
quality
of
life.
We
are
looking
at
a
quality
of
life
issue
right
now.
L
L
We're
we're
looking
at
a
pool
that
provided
Fitness
classes
for
adults,
lessons
for
babies.
Lessons
for
children
gave
children
an
opportunity
to
learn
to
swim,
to
have
a
lifelong
skill.
We
need
to
leave
a
legacy
that
provides
opportunities
for
all.
We
all
know
about
I'm
a
physical
therapist
I
work
with
children.
We
have
heard
about
the
epidemic
with
obesity
and
we
don't
seem
to
be
successful
in
any
manner
at
helping
our
children
develop
good
exercise,
habits
and
I've
never
seen
an
unhappy
child
at
a
swimming
pool.
L
Mental
health
issues
are
Forefront
right
now,
particularly
with
covid
and
the
pandemic,
and
we
all
know
swimming
exercise.
Socialization
is
really
important,
so
I
think
we
really
need
to
look
at
what
our
vision
is.
The
current
plan
is
so
disappointing.
I've
heard
no
excitement
in
my
community
over
in
Edgewood
for
this
splash
park
and
the
condensed
pool
and
all
of
that
I've
looked
at
Providence
via
the
second
largest
city.
Providence
has
five
pools:
14
water
parks,
the
third
largest
city,
which
is
Warwick,
has
access
to
the
ocean.
They
have
a
McDermott
Pool.
L
We
have
nothing
and
to
think
that
we
can
take
our
entire
city
and
give
them
a
quarter
of
a
swimming
pool
and
say
that
we
are
going
to
meet
all
the
needs
of
our
community
is
just
ridiculous.
It's
so
I
respectfully
ask
that
you
listen
to
everybody
who
has
gone
forward
and,
and
cares
to
be
here,
because
I
wasn't
going
to
come
because
I
said
I'm
one
voice,
but
I
know
I
speak
for
many.
So
that
is
why
I'm
here.
M
My
name's
Lou
Petrucci
I
live
at
121
Eastview
Avenue
in
Cranston
I'm,
here
more
on
a
construction
site.
I
thought
when
this
all
came
about
that
there
was
a
review
already
done
for
the
repair
of
the
existing
pool,
but
I'm
finding
out
that
there
isn't
anything
available
matter
of
fact.
It
won't
be
anything
available
of
review
until
next
month,
I'm
told
by
the
mayor's
office
I,
don't
understand
how
we're
going
to
move
forward.
We
want
to
move
forward
with
one
project
when
we
don't
even
know
what
it's
going
to
take
to
fix.
N
N
When
the
pool
ended
its
2019
season.
There
was
every
expectation
that
it
would
reopen
again
in
2020.
As
we
are
aware,
covid
changed
that
and
the
pool
was
closed.
It
wasn't
closed
because
the
pool
was
in
terrible
condition.
It
was
closed
due
to
covet
sure
I'm.
Sorry,
it
had
a
brand
new
liner
installed
in
2019
that
came
with
a
20-year
warranty.
It
also
carried
a
hefty
price
tag
of
nearly
two
hundred
thousand
dollars.
Clearly
the
city
intended
to
get
many
more
years
of
enjoyment
from
the
pool
with
it
in
place.
N
N
What
I
would
really
love
to
see
is
that
big,
beautiful
pool
filled
with
sparkling
water
and
here's
kids,
squealing
people
swimming
laps
over
and
over
adults,
teaching
their
children,
the
basics,
kids,
teaching,
other
kids,
some
amazing
swimming
skills,
people
learning
how
to
not
drown
because
swimming
is
a
life-saving
skill.
It's
not
a
privilege.
N
N
I
would
like
to
close
by
saying
that
we
have
nearly
2
000
signatures
on
our
petition,
as
of
tonight
last
month
was
only
one
thousand,
and
the
month
before
that
was
200..
We
are
educating
the
residents
about
the
mayor's
small
pool
plan
because
they're
not
sure
exactly
what
he's
proposing,
there's
widespread
confusion
and
lack
of
clarity
among
residents,
and
they
deserve
to
know
the
scope
of
the
plan
and
they
always
deserve
the
truth.
N
O
Good
evening,
everyone,
my
name,
is
Joseph
Levine
I
live
at
16,
Glenwood,
Avenue,
Levine,
Bud
long
pool
was
first
closed
four
years
ago,
due
to
covid
and
covet
only
was
not
closed
for
any
other
reason
before
covered
the
pool
is
open,
it
served
the
community
well
and
it
was
safe,
and
yet
since
that
time,
we've
heard
several
reasons
why
Budlong
pool
needs
to
be
replaced
and
downsized
before
reopening
some
said
it
is
near
the
end
of
its
serviceable
life.
Others
said
the
pool
was
built
in
1940.
O
O
Could
we
find
Band-Aids?
We
have
to
wonder
why
the
former
director
of
Parks
and
Recreation
was
not
allowed
to
speak.
Would
he
destroy
the
narrative?
What
would
he
say
what
about
the
present
director,
what
if
he
were
told
to
stay
quiet
and
what,
if
the
pool
maintenance
records
need
to
remain
sealed
so
that
we
can't
verify
all
these
so-called
Band-Aids?
O
O
O
What
if
the
mayor
does
not
care
whether
the
pool
is
leaking
or
not
what
if
he
has
no
intention
of
doing
a
real
inspection
of
the
pool?
What
if
the
mayor's
goal
is
to
spend
more
money,
not
less
what?
If
the
mayor
thinks
the
city
belongs
to
him
and
that
city
council
members
are
there
to
serve
him
only
what
if
the
mayor
is
holding
the
city
hostage
until
he
gets
his
new,
tiny
and
expensive
pool
that
he
desires?
O
How
many
more
summons
do
we
have
to
endure
without
a
pool
while
spiritus
claims
that
the
pool
is,
at
the
end
of
its
service
life
of
being
pushed
around
Ad
nauseam
by
City
officials?
Where
is
the
evidence?
Where
is
the
testimony
from
the
pool's
experts
who
have
been
taking
care
of
the
pool
for
the
past
20
years
plus?
O
P
P
I,
don't
have
any
memories
of
babangpool
myself,
because
it
has
been
closed
for
the
four
years.
I
have
been
a
Cranston
resident
and
I.
Just
don't
see
any
reason
why
the
pool
needs
to
be
downsized.
Has
there
been
any
inspection
that
shows
it
is
in
such
a
bad
condition
that
it
cannot
be
fixed.
Are
people
asking
for
a
smaller
pool,
similar
to
the
extent
that
they
are
asking
that
to
be
left
at
its
current
size?
P
P
Can
you
see
the
smiles
on
children's
faces
as
they
learn
to
swim,
the
laughter
of
teenagers
as
they
have
a
safe
place
to
hang
out
or
the
relief
of
adults
as
they
cool
off
during
increasingly
hot
and
stressful
Summers,
and
say
it's
not
worth
it
to
continue
providing
a
long-loved
place
to
go
during
the
summer
and
splash
pads
can
be
built
anywhere
else.
One
just
opened
up
at
Bain,
pickleball
courts
can
go
anywhere
else.
Meanwhile,
there
is
an
existing
basketball
court.
Next
to
the
pool
in
extreme
disrepair
that
should
be
fixed
up.
P
Cranston
is
a
large
city
of
over
80
000
people,
and
we
have
just
one
pool
for
the
public:
we're
not
asking
you
to
build
a
brand
new
olympic
sized
pool,
we're
just
asking
you
to
fix
the
one
we
already
have.
We
shouldn't
be
making
our
only
public
pool
smaller.
We
should
be
restoring
it
because
it's
a
valuable
community
resource
in
a
Historic
Landmark.
P
Q
Hi
I'm
Karen,
Rosenberg,
46,
Bow,
Street
Cranston
I,
want
to
just
address
a
couple
of
things.
We've
been
over
a
lot
of
ground
repeatedly,
but
that's
because
it
feels
like
people
are
not
being
listened
to.
We've
got
a
very
large
number
of
people
who
have
taken
the
time
to
show
up
to
make
comments
to
sign
a
petition.
I,
don't
hear
people
saying
please
make
a
pool,
that's
much
smaller,
that
only
little
kids
will
enjoy.
Q
There
was
a
a
predetermination
about
what
you
wanted
to
to
build
and
it
wasn't
run
by
the
community
and
the
community
is
speaking
pretty
loud
and
clear
and
saying
that's
really
not
what
we
want
or
need,
and
the
fact
that
it
just
keeps
forging
ahead
just
seems
to
speak
a
certain
amount
of
contempt
for
the
feelings
of
the
people
in
the
community.
So
we've
had
very
cordial
conversations
as
I
said.
Q
It
was
not
until
a
week
or
two
ago
that
we
heard
that
there
was
going
to
be
an
actual
inspection
done
and
I
saw
on
a
press
conference
this
afternoon,
following
our
press
conference
that
Mr
Moretti
was
at
that.
Actually,
there
is
now
a
new
inspection
by
qualified
experts.
I
look
forward
to
seeing
it
I
made
an
information
request
for
all
the
kinds
of
things
that
people
are
asking
for
here
a
month
ago
and
the
city
immediately.
Let
me
know
they
were
going
to
need
to
take
the
maximum
amount
of
time
they're
allowed.
Q
Q
If
the
pool
can
be
repaired,
stop
telling
people
that
it's
in
you
know
that
it's
dilapidated
and
and
and
can't
be
remedied,
and
that
the
only
thing
you
can
do
is
replace
it
with
a
tiny
pool.
That's
five
feet
deep!
That
can't
be
used
for
the
things
that
adults
and
teenagers
also
like
to
use.
The
pool
for
and
I
just
want
to
say
one
thing
about
the
the
Ada
issue,
because
I
feel,
like
there's
been
some
I.
Q
The
pool
and
the
bath
house
are
grandfathered
they're
not
actually
required
to
be
made
Ada
accessible
because
they're
old
and
unless
they're
substantially
modified,
they
don't
have
to
be
made
to
Ada
standards,
but
we
all
think
they
should
be.
We
support
that.
We
want
everybody
to
be
able
to
enjoy
the
pool,
it's
weird
that
nobody
ever
thought
about
it
or
asked
about
it
before,
because
those
standards
have
been
around
for
a
very
long
time.
But
it's
not
that
complicated
to
meet
those
standards.
You
can
do
it
with
a
ramp.
Q
You
can
do
it
with
a
transfer
wall.
You
can
do
it
with
a
lift
like
they
have
at
the
Y
in
Cranston.
There's
a
lot
of
things
you
can
do
you
don't
have
to
rebuild
the
pool
and
the
Ada
does
not
say
that
a
pool
can't
be
more
than
five
feet
deep.
That's
just
not
true,
and
people
are
saying
it
on
the
internet
and
I,
don't
know
where
they're
hearing
it,
but
it's
not
true.
So
the
Ada
isn't
the
reason
for
this
and
so
far,
there's
no
evidence
that
the
condition
is
the
reason
for
this.
Q
So
either
we
follow
the
facts
and
listen
to
the
people,
or
these
things
need
to
be
explained,
and
you
know
I've
said
it
before
I
assume
the
Good
Will
of
people.
You
know
the
people
want
to
do
the
right
thing
and
serve
the
people,
but
if
people
are
ignored,
like
there's
gonna
be
a
reckoning,
because
this
is
really
important
to
a
lot
of
people
and
you
can
see
that
by
2
000
people
signing
a
petition
and
all
the
people
who've
come
to
to
share
their
feelings
about
this.
F
I'm
Daniel
hurwitz
I
live
at
70.,
okay,
I'm
Daniel,
hurwitz
I
live
at
79,
Blackmore
I
have
grown
up
here
and,
in
addition
to
a
lot
of
the
really
good
points
that
people
are
bringing
up,
that
the
pool
serves
teaching
to
swim
community
a
place
for
people
to
exercise
hang
out
with
their
friends.
Family
I
work
at
Cranston,
Parks
and
Rec.
I
worked
there
for
the
last
three
years.
I
went
there
for
seven
years
when
I
was
a
kid.
F
I,
remember
every
year
being
excited
to
sign
up
and
to
go
to
Bud
long.
It
was
three
days
a
week
every
week
for
the
whole
summer,
I
would
get
to
go.
I'd
get
to
hang
out
with
my
friends.
We
have
around
200
kids
every
day.
We
cannot
fit
that
many
kids
in
a
pool,
one
third,
the
size
we
fill
up
the
whole
pool.
We
have
all
the
sides
filled
up
with
kids,
stuff
kids
sitting
hanging
out
like
it's
a
really
big
part
and
I've
had
plenty
of
kids.
This
year
asked.
F
Why
aren't
we
doing
swimming
enough?
What
happened
to
the
pool?
They
would
be
so
excited
if
we
could
go
back
next
year.
It's
a
really
big
part
of
a
summer
camp
of
an
outdoor
camp
to
be
able
to
go
swimming
right
now
we
have
Spring
Lake
and
we
have
yagu
once
a
week.
We
don't
have
as
many
activities
it's
it's
just
it's
not
what
the
kids
want.
It's
taking
away
from
them,
a
large
portion
of
kids
go
there.
F
It's
you
know
child
care,
it's
a
time
for
them
to
spend
with
their
friends
it's
Community
they're,
making
new
friends.
Maybe
they
find
people
they
go
to
school
with,
so
the
the
current
plans
just
don't
serve
the
needs
of
the
community
and
they
they
don't
have
the
same
purpose
that
the
olympic
size
pool
has.
R
Good
evening
my
name
is
Tom
Wojcik
Levin,
Hall,
Place
Cranston,
just
a
very
few
words.
What
I've
noticed
is
that
this
is
referred
to
as
the
mayor's
project
and
pool
continually.
This
is
the
mayor's
project
and
pool
I
hate
to
Brass
bust
that
bubble,
but
it's
the
community's
pool.
R
S
S
I
I
have
no
reason
at
all
personally
to
suspect
that
there
is
any
poor
intent
on
behalf
of
the
mayor,
I'm
sure
that
when
this
idea
was
initially
proposed
and
thought
of,
it
was
thought
to
be
a
community
development
project,
but
it
personally
doesn't
strike
me
very,
financially
prudent.
At
a
time
when
we
know
our
city
has
real
budgetary
concerns
to
delay
a
project.
S
To
this
extent,
in
favor
of
a
more
expensive
proposal
that
clearly
has
not
been
well
received
by
the
community,
and
secondly,
I
would
like
to
say
it
strikes
me
really
as
a
poor
reflection
of
our
city
for
for
two
reasons.
Primarily
one
is
that
it
follows
a
pattern
that
I've
noticed
in
in
my
time
where
certain
areas
of
the
city
are
neglected
and
other
areas
of
the
city
are
prioritized
I.
S
S
This
happens
by
years
and
Decades
of
neglect,
and,
secondly,
I
say
it's
a
poor
reflection,
because
once
again,
our
city
is
in
the
news
and
it's
not
for
a
positive
thing,
but
we
now
have
another
headline
where
an
adjacent
property
owner
has
her
infrastructure
crumbling
right
next
to
again
a
park
under
the
city's
control.
That
has
been
neglected
for
a
really
long
time.
S
So
I
I
truly
hope
that
there
can
be
a
meeting
of
the
minds
with
this
I
understand
when
when
anybody
has
an
idea-
and
they
put
it
forward,
if
it's
not
well
received,
it's
only
human
nature
for
people
to
have
a
tendency
to
dig
their
heels
in
and
unfortunately
kind
of
have
that
that
Clashing
of
the
heads
but
I
hope
that
the
mayor
and
members
of
the
council
will
hear
what
the
community
has
said
today
about
how
unpopular
this
proposal
is,
and
we
can
either
restore
or
repair
or
create
a
new
park
without
any
further
delay,
but
not
at
the
expense
of
having
a
much
reduced
pool
in
size
and
I'll
end
with.
S
I
I
really
do
hope
that
there
can
be
some
kind
of
accommodation
to
the
adjacent
property
owner,
because
anybody
who's
looking
at
that
at
that
pool
now
at
that
park
now
and
seeing
it
in
the
news.
It's
a
really
poor
reflection
of
our
city
to
see
somebody's
property
crumbling
as
it
is
and
being
told
that
there's
nothing
that
the
city
can
do
to
help.
So.
Thank
you
very
much
for
your
time
appreciate
it.
T
I'm
at
137,
Blackmore
and
I've
got
my
towel
and
it's
not
because
I've
just
been
to
the
pool.
This
is
a.
T
This
is,
unfortunately,
a
prop
and
not
a
towel
being
used
to
dry
myself
off
after
a
refreshing,
swim
I've
been
in
the
pool
many
many
times
just
either
myself
or
with
my
daughters
when
they
were
younger
and
I'm
really
concerned
about
the
lack
of
urgency
on
the
part
of
the
administration,
because
for
me,
four
years,
isn't
that
a
long
amount
of
time?
T
But
if
you're,
five
years
old-
and
you
don't
swim
for
four
years
or
five
years
or
six
years,
you
age
out
of
a
certain
period
of
your
life,
you
age
out
of
taking
swimming
lessons
and
we're
going
to
have
an
increased
number
of
young
people
who
don't
know
how
to
swim.
T
Who
obviously
are
not
getting
the
physical
physical
activity,
they
could
be
getting
mental
health
may
be
suffering
so
there's
a
lot
of
rhetoric
about
kids
need
to
get
off
their
phones.
They
need
to
get
physical
activity.
We
have
a
mental
health
crisis,
et
cetera
Etc.
So
this
is
one
specific
thing
we
could
do.
T
I
think
that
would
be
helpful
for
not
just
youth
but
of
course,
all
age
of
the
population,
ranging
from
Toddlers
to
seniors
and
also
just
I,
just
want
to
mention
that
Brandon
Potter
just
mentioned
about
the
adjacent
property
I
walked
by
there
every
single
day
with
my
dog
and
that's
a
bad
scene.
I,
don't
know
if
people
really
understand
what
he's
talking
about,
but
next
to
the
basketball
court.
T
There's
a
woman
who
has
a
house
and
there's
a
wall,
a
retaining
wall
that
collapsed
from
the
rain
10
days
ago,
and
now
there's
a
piece
of
yellow
tape
around
it.
So
I
didn't
need
to
see
that
on
the
news,
because
I
walked
past
it
every
day
and
I
also
walked
past
a
pool
that
has
got
about
a
foot
of
green
brown
water
in
it.
So
we
can
definitely
fix
this
pool
and
return
it
to
its
previous
state.
Thanks.

U
Like
many
of
the
people
in
this
room,
my
comments
sound
a
little
disjointed,
you
know
bear
with
me.
I
just
wrote
them
down
a
little
bit
like
many
people
in
this
room.
I
do
have
memories
at
long
pool
my
own
children,
my
children
learn
to
swim
at
the
Budlong
pool
and
even
on
the
most
crowded
day
in
it.
When
we
were
out
there
the
most
crowded
day
in
that
gigantic
pool
was
full
of
kids,
they
wanted
to
go
and
be
as
a
long
pool.
It
was
a
fun
Community
place
to
go.
U
It's
a
beautiful

and
all
the

I
had

It
seemed

a

I
did
see
and
I'm
gonna
put
quotations
the
mayor's
proposal
of
a
tiny
little

U
They
gave
me
pause,
jump
forward
on
I've
had
occasion
over
the
last
month
or
two
to
speak
to
a
lot
of
members
of
my

Ward,
six

a

of

things
that
I'm
hearing
as
I
walk
around
the
neighborhoods
of
Dean

Glenn

Hills,
Garden,
City
Etc.
U
What
I'm
hearing
is
people
people
want
a
pool.
They
want
a
pool,
much
like
the
people
in
this
room,
a
full-size
pool
not
a
little
one,
not
a
little
one
with
the
waiting
pool
and
a
splash
pad.
U
U
They
don't
want
the
kids
to
go
through
another
summer
without
the
pool,
especially
when
they're
reading
their
other
communities
have
pools.
It's
not
fair
and
it's
not
right
and
the
last
thing
and
I
jotted
down
once
again.
I
apologize
if
it
seems
a
little
disjointed
as
a
profession,
I'm,
a
teacher
and
over
the
last
couple
of
years,
I've
been
a
Civics
teacher,
I
taught
American
government
and
one
of
the
principles
in
our
constitution
is
populist
sovereignty,
which
Loosely
translated
means.

Good

I
didn't

to

but
I
feel

I

to
speak
since
I
do
have
a
son
that
is
in
the
playground
camp
that
sits
idle
for
hours
in
the
heat
texting
me
on
his
phone,
which
I
wish
he
was
in
a
pool
like
when
I
was
a
child.
I
grew
up
watching
it
and
saying
my
son
is
going
to
be
a
part
of
it.
I
learned
to
swim
there.
V
He
learned
to
swim,
and
it's
just
really
sad
that
we
have
this
empty
pool
for
years
and
we
can't
use
it
because
nobody's
doing
anything
about
it,
but
our
children
are
sitting
in
playgrounds
in
the
heat
and
I've
also
bring
my
son
because
I
live
literally
up
the
street
I
drive
up
and
down
to
my
girlfriend
street
over
there
that
we
don't
have
pools.
We
don't
have
basketball
hoops
in
our
driveway.
V
We
have
to
go
to
a
this
horrible
lot
that
just
basically
a
lot
with
cracks
which
I've
my
son
also
did
go
into
Eden
Park
across
the
street,
and
we
did
field
day
there
with
the
print
at
the
principal,
with
the
gym
teacher,
with
a
broom
to
brush
out
the
water
that
was
just
in
puddles
in
cracks
where
our
children
just
trip
and
have
horrible
conditions
on
this
side
of
town.
Basically,
I
went
to
the
E
Tree
Park
this
weekend
to
the
to
the
St
Mary's
Festival,
it's
gorgeous,
but
my
son,
not
so
much.
V
He
doesn't
think
the
same
and
another
thing
that
I
did
see
when
we
were
there
after
school
playing
in
basketball
and
these
hoops
with
no
Nets,
we
did
see
a
father
come
with
a
ladder
and
put
his
own
Nets
on
the
Hoops
that
are
now
with
just
two,
because
now
we
have
that
awful
condition
of
that
poor
lady.
That's
a
single
mother
of
two
children
that
now
has
this
wall
to
deal
with,
but
it's
not
the
city's
problem.
V
Of
course
it's
not
it's
not
the
problem
of
our
children
that
have
no
pools
that
have
nothing
to
go
into
over
the
summer
and
it's
just
been
continuing
continuing
and
it
will
close
it
opened
with
mayor
Fung
and
it
was
beautiful
and
then
covet
happened
and
then
covet
is
you
know
the
excuse
for
everything
under
the
Sun,
so
that's
all
I
have
to
say
I
appreciate
it.
Thank
you.
D
Good
evening
everybody
members
of
council
Council
vice
president
and
president,
my
name
is
Alice
Patron
24,
Bretton,
Woods,
Drive
I'm.
Here
again,
I
was
here
last
year,
I've
been
a
resident
of
Cranston
for
69
of
my
72
years
and
learned
to
swim
at
the
school
I
enjoy
this
pool,
but
I
think,
aside
from
that
and
I
think
so
many
people
here
feel
the
same
way.
D
D
There
are
2
000
signatures
on
this
petition.
We
all
vote
now.
I
would
think
that
you
might
want
to
listen
to
everybody
who
took
the
time
to
come
here
and
put
their
name
on
a
petition
on
top
of
that.
What
really
goes
me
last
week
was
when
I
drove
by
a
tree
Park
and
the
fountain
was
wrong
12
o'clock
in
the
afternoon,
and
nobody
was
there,
not
a
soul
and
then
I
drove
to
Dave's,
Market
and
I.
D
D
T
W
I
live
at
76,
Lakeland
Road,
it's
pretty
much
across
the
street
from
the
pool
and
I.
This
isn't
the
first
time
they
tried
to
close
this
pool.
It
happened
about
25
years
ago.
These
people
want
this
pool
and
the
reason
we
only
have
2
000
is
because
that's
probably
all
that
knew
about
it.
We
keep
hearing
that
something's
going
to
happen
with
the
pool
they'll
say
no,
it's
being
open
next
year,
I
said
I.
W
Don't
think
that
that's
you
know
this
is
like
a
couple
years
ago
this
these
are
the
plans,
but
then
it
doesn't
actually
meet
fruition
and
one
of
the
big
things
that
I
think
is
that
excuse
me,
the
Cranston
pool
in
the
in
the
whole
athletic
space
with
the
basketball
court.
Tonight,
that's
a
Cranston
tradition.
W
X
My
wife
grew
up
on
eclick
road
and
she
tells
me
stories
about
growing
it
growing
as
a
young
girl
walking
down
to
Buffalo
every
day
of
the
summer,
I
came
along
the
picture
and
some
of
the
I'm
listening
to
a
lot
of
the
comments
here
tonight,
the
last
one
Lori
her
son,
used
to
be
the
first
one
in
the
pool
every
year.
X
I
know
that,
because
I
was
the
pool
director
in
North
Providence
in
1997,
when
mayor
traffic,
County
and
then
Recreation
director
Dennis,
the
Jesus
called
me
up,
and
they
told
me
about
the
problem.
The
pool
in
1997.,
so
I
came
as
a
resident
to
move
over
to
look
at
the
pool.
Look
at
the
filtration
room.
X
X
X
So
they
took
that
they
made
some
adjustments
in
1944
45
and
they
made
some
adjustments
to
the
pool
where
it
became
a
cement
pool
beautiful,
high
diving
boards.
Someone
mentioned
the
high
diving
boards,
the
12-foot
metal
slide
into
two
foot
area
of
the
pool,
which
would
never
be
any
insurance
company
would
say
it's
got
to
go
the
high
dive
at
that
time,
we're
going
into
12
feet
of
water.
X
Now
it
wouldn't
pass
state
code
at
12
feet
because
they
were
three
meter
board,
all
that
going
forward.
We
we
made
some
adjustments
to
that
pool.
In
1999,
I
became
the
recreation
director
here
in
the
city
of
Cranston
and
for
four
years
I
tried
convincing
Mayo
Larry
that
we
needed
to
stop
making
a
plan
for
a
new
and
I
hate
to
say
this:
it's
not
a
little
pool
a
downsized
pool
with
the
new
current
trends
that
were
going
at
the
turn
of
the
century.
X
X
X
He
fired
me,
but
he
had
a
long
discussion
with
me
about
the
bud
along
pool
and
he
asked
what
could
be
done
and
I
told
him
what
that
plan
was
it
wasn't
my
plan.
It
wasn't
mayor
O'leary's
plan.
It
was
cranston's
plan
for
that
pool.
So
you
take
that
pull
okay,
it's
not
a
little
pool.
What
is
proposed
by
the
administration
from
what
I
see
is
an
area
50
by
70.,
okay,
Parkview
pool
everybody
knows:
Parkview
pool
okay,
that
is
72
feet
long
35
feet
wide.
X
So
you
still
have
lab
swimming
lanes
available
an
area
for
swim
lessons
with
creative
management
that
could
be
done.
Okay
with
the
Parks
and
Recreation
I
I
know
what
it
was
when
we
had
600
kids
in
that
Rec
program
and
we
had
16
buses
taking
kids
here
and
there
and
we
would
shuttle
kids
into
the
bud
along
pool.
X
X
I
do
not
want
to
come
back
in
25
years
and
say
just
because
people
wanted
it
just
because
it's
been
a
wonderful
experience
in
the
past,
we
should
just
fix
it
now.
How
do
we
fix
it?
I
sat
with
I
sat
with
the
administration.
They
asked
me
to
commit
I
sat
with
the
former
director
Mr
Jesus,
and
the
recreation
director
made
to
sagler,
who
also
managed
one
of
the
pools
in
Providence
and
people
say.
Oh
provinces
got
five
pools
yeah,
but
you
do
know
right
now.
Two
of
those
booths
are
closed.
X
X
They,
the
city,
wasted
two
hundred
thousand
dollars
plus
to
put
that
in
because
the
groundwater
level,
for
that
pool,
is
six
feet
and
what's
in
the
pool
right
now,
six
feet
of
water.
That's
the
groundwater
from
the
pool!
Okay!
So
that's
what
happens?
The
groundwater
comes
up
from
that
now
with
that
liner
that
they
put
in
and
I'm
and
I
know.
X
Okay
and
you'll
find
that
you're
going
to
lose
two
inches
of
water
just
by
letting
it
sit
there.
When
you
do
that,
you
will
have
lost
21,
000
gallons
of
water.
Now
talk
about
wasteful
spending,
that's
what
it
is
so,
every
day,
you're
opening
the
pool
you
lose
at
quarter,
minutes
to
half
inch
of
water,
that's
3,
000,
gallons
of
water,
and
those
of
you
who
live
nearby
pool
probably
saw
in
the
morning
every
morning
they
open
up
that
spigot
and
they
put
water
in
the
pool.
X
X
There
I
taught
water
safety
lessons
there,
I
taught
life
got
training
classes
there
I
still
currently
coach
swimming
at
Rhode,
Island
College,
there's
no
bigger
person
in
this
city
with
regards
to
pool
pool
safety
and
fiscal
responsibility
than
myself,
I,
don't
care
who
they
bring
up
here
to
talk
about
what
we
have
to
do,
it's
more
than
just
turning
on
the
spigot,
letting
it
run
to
get
it
up
and
running
again.
If
we
did
that
later
on,
we
found
that
there
was
no
leaks.
X
Then
you
still
have
to
drain
it,
to
paint
it
or
to
fix
the
shell,
because
if
you
look
at
the
Shell
right
now
that
was
put
in
three
years
ago,
this
shoots
coming
up
through
his
side
there
were
there
were
plants
coming
up
through
the
side
inside
the
pool.
Why?
Because
that
shell
has
cracked?
Why?
Because,
when
you
put
a
shell
in
the
water,
you
have
to
keep
water
in
the
pool,
you
can't
drain
it,
because
if
you
do,
the
Sun
hits
it
even
in
the
winter
time
it
causes
cracks.
X
X
Y
Good
evening
my
name
is
Amy.
Gagne
I
live
at
310
Aqueduct
Road
in
Cranston
I
also
have
two
young
boys
that
go
to
the
rec
Camp.
The
rec
Camp
is
wonderful,
but
again
it's
a
hot
summer.
They
have
no
pool,
they
have
nowhere
to
go.
They
can't
go
play
basketball
at
the
basketball
court
because
there's
no
Nets
well,
there's
two
Nets
they're
occupied
the
property
next
to
them
is
falling
down.
Y
But
if
we
go
on
the
other
side
of
town,
they
have
opportunities
to
play
basketball,
not
where
we
are,
though
it's
when
I
first
moved
to
Cranston,
it
was
beautiful,
absolutely
beautiful.
The
pool
was
sparkling.
When
we
went
to
buy
our
house,
we
loved
it,
we
didn't
have
kids,
we
thought
it'd
be
a
great
neighborhood
to
raise
kids
and
and
now,
when
we
walk
our
dog
as
a
family,
it's
we
feel
ashamed.
It
doesn't
feel
good.
Y
Q
Z
Hello,
I'm
Sam
Brusco,
yes,
the
Sam
Brusco
from
11
Alhambra,
Circle
and
I
I.
Having
heard
the
gentleman
a
couple
people
ago,
do
we
even
have
an
estimate
for
fixing
the
pool?
Z
Oh
by
the
way
my
father
also
Sam
Brusco
worked
on
the
pool.
He
helped
build
it
back
in
the
30s
with
the
WPA.
So
has
a
personal
thing
for
me
and
we
we
went
there
growing
up
and
almost
every
single
day
and
I
feel
bad
for
the
kids
of
Cranston
for
the
past
four
years.
Z
Okay,
but
let
let's
say
that
fixing
the
pool
is
not
as
cheap
as
just
building
a
new
one
who
actually
wants
it?
Who
I
haven't
heard
from
anyone?
Z
Yeah
we're
gonna
have
this
Aquatic
Center
and
it's
gonna
have
this
little
kiddie
pool
and
stuff
and
the
pool
is
going
to
be
relatively
small
and
you
certainly
can't
fit
as
many
kids
in
an
olympic
in
that
smaller
pool
as
you
can
in
the
olympic
size
pool,
and
you
know
what
what
what's
the
plan
to
deal
with
all
the
kids
and
adults
waiting
to
get
into
that
overcrowded
pool?
Z
Because
that
will
happen
and
I've
heard
a
lot
about
ADA
from
from
the
People
speaking
I'm,
pretty
sure
we
could
handle
it
in
a
different
way
that
would
ascribe
to
Ada
standards.
We
don't
have
to
recreate
the
entire
pool
house
to
do
it.
It
just
has
to
be
accessible.
It
doesn't
have
to
be
perfectly
equal
to
everyone
as
far
as
I
know,
and-
and
that's
all
I
wanted
to
say.
Thank
you
very
much.
G
AA
Thank
you
Kyle.
Excuse
me.
Thank
you.
Council
president,
before
us
this
evening
from
the
finance
committee
is
the
consideration
of
taxed
interest.
Waiver
approvals
is
passed
out
of
committee.
G
A
Thank
you,
council
president
Public
Works
committee
was
actually
held
on
July
13,
2023
item
2
2-23-03
ordinance
and
amendment
of
chapter
15
of
the
quote
of
the
city
of
Cranston
2005
entitled
buildings
and
construction
pulled
relocation
sponsored
by
councilman,
Donegan
who's,
a
mending
committee,
March,
16th,
July
13th,
and
it
passed
and
Irish
passage
this
evening.
A
J
C
A
Thank
you
council.
President
again,
the
ordinance
committee
met
on
July
24th,
which
is
today
there
was
an
ordinance
which
is
4-2301.
That's
an
ordinance
and
amendment
of
chapter
17
of
the
court
of
the
city
of
Cranston
2005,
entitled
zoning
change
of
Zone
zero,
bedson
Road
AP,
four.
That
was
lots
2606
and
2609.
That
was
sponsored
by
councilman
Papa
Velazquez
Planning
Commission
recommendations
was
attached
and
it
passed
out
of
committee
and
I
urge
passages
this
evening
as
well.
AB
You
and
I'm
president,
the
claim
committee
hail
on
July
3rd.
It
was
an
executive
session,
so
there
is
novel
to
be
taken
to
seven.
G
Thank
you,
councilwoman
Jermaine,
and
next
up
we
have
public
comment
for
undocumented
items.
At
this
time,
the
council
will
hear
a
comment
from
the
public
in
Chambers
and
online.
Please
state
your
name
and
address
for
the
record
and
please
keep
your
comments
limited
to
four
minutes
again.
This
is
an
undocketed
matters
this
evening.
Is
there
anyone
in
Chambers
that
wishes
to
be
heard
on
any
undocketed
matters
there
being
no
one
in
Chambers
Tom?
Is
there
anyone
on
Zoom.
G
Public
comment
for
undocketed
matters
will
now
close.
Next.
This
evening
we
have
under
executive
Communications.
We
have.
The
Administration
has
some
matters.
First,
we
have
the
consideration
of
requests
from
detective
Anthony
massimino
for
one
year,
continuation
of
service
with
the
Cranston
Police
Department
for
the
period
of
September
4
2023
to
September
4
2024.,
do
I,
hear
any
motions.
G
There
being
none
clerk,
please.
E
AC
G
Next,
we
have
for
informational
purposes
only
the
legal
expense
analysis
for
the
period
of
July
1
2022
through
June
30,
2023,
and
also
July
1
2023
through
July
18
2023..
There
is
no
vote
to
be
taken,
but
is
there
any
discussion
from
Council
Members
or
the
administration
foreign?
Okay?
If
I
see
no
discussion
next,
we
have
from
the
planning
director
pozulo
status
on
the
comprehensive
plan.
I
do
believe
that
we
all
received
an
email
today
from
director
pazulo
through
the
clerk.
G
As
to
this,
and
the
email
had
stated
that
the
administration,
the
planning
department,
has
secured
a
contract
with
the
company
that
has
been
selected
to
pursue
the
comprehensive
plan
with
the
city.
Is
there
any
additional
comment
from
Council
Members
or
from
the
administration.
AD
You
I'm
just
curious
to
win.
Has
Mr
brazilo
said
how
they're
moving
how
long
they
anticipate
this
taking
I
know
was
supposed
to
be
expedited,
based
on
laws
that
pass
through
the
legislature
this
year.
I
believe
so
I'm
just
curious.
If,
if
that
update
has
been
giving
it
all
either
to
councilman
Donegan
or
the
administration.
AE
No,
as
you
know,
the
planning
department
does
not
report
to
the
administration
and
we
spoke
to
director
pazulo
and
he
was
to
provide
the
update.
He
felt
would
be
sufficient,
so
I
think
you'd
have
to
refer
those
questions
to
director
pazuel.
AD
AA
So
I,
like,
like
all
of
us,
I
received
the
the
email
I
did
respond
with
two
questions
that
I
had
for
the
record.
They
were
the
questions
that
I
asked
director
brazilo
as
a
follow-up,
where,
regarding
the
role
that
the
Housing
Commission
would
play
in
developing
the
comprehensive
plan
and
how
it
would
address
our
housing
situation,
and
the
second
question
I
asked
is
regarding
how
the
comprehensive
plan
would
address
traffic
safety
and
redesigning
streets
to
be
more
complete.
For
you
know,
multiple
modes
of
use.
AA
I
can
certainly
send
another
email
and
send
that
to
the
clerk
to
share
with
everyone.
If
that's
sufficient.
AD
G
What
I
will
say
is
previously
when
this
has
come
up,
he
had
stated
he
was
going
to
provide
the
written,
updated
reports,
but
whether
or
not
we
can
mandate
his
appearance
as
something
I
would
defer
to
legal
on.
A
Thank
you.
Thank
you
attorney
Angel,
it's
been
a
long
day
and
a
long
drive
from
out
of
States
I
apologize.
Thank
you.
A
Yes,
so
I
would
recommend
through
the
clerk
to
yeah,
to
have
either
request
them
come
in
otherwise
I
would
probably
say
even
the
Planning
Commission
possibly
would
be
reports
to
the
Planning
Commission,
but
I
don't
see
why
they're
going
to
go
to
him
if
we
have
questions
on
our
end,
I'm
actually
meeting
with
him,
this
Friday
as
well
at
2,
around
2
2
30.
A
you're.
More
than
welcome
to
join
anybody.
That's
available,
like
you
know,
obviously,
without
violating
any
Quorum
but
I,
think
more
for
transparency
purposes
and
questions
that
we're
asking
and
that
folks
would
like
to
know.
Then
we
might
as
well
bring
to
the
next
meeting.
I
wouldn't
say
the
next
totally
up
to
you.
What
council
meeting
you
would
like
to
bring
them
in,
but
it
makes
more
sense,
probably
bringing
him
whether
it's
to
the
was
it
ordinance
or
Finance.
AD
G
Okay
and
that
would
be
through
councilman
Donegan
as
the
chair
yep,
that's
a
good
idea.
G
That
will
do
it
for
executive
Communications.
Next,
we
have
under
a
council
president
Communications.
First,
we
have
the
Fire
Department
stations,
the
status
of
necessary,
necessary
repairs
and
maintenance
at
the
prior
Public
Works
meeting
I
had
as
the
agenda
item
and
I
had
reached
out
in
advance
of
that
meeting
about
three
weeks
in
advance
of
that
meeting
to
the
administration.
With
respect
to
that
topic
and
at
the
Public
Works
meeting,
the
administration
informed
us
all
that
they
will
be
taking
necessary
steps.
G
I
believe,
in
speaking
with
the
administration,
recently
support
the
microphone.
Sorry,
just
as
recent
as
today,
when
I
reached
out
again
having
not
heard
anything
that
some
testing
was
done
and
if
the
administration
wants
to
provide
an
update
on
the
status
of
the
repairs.
AE
Sure
working
with
Chief,
Warren
I'll
say
the
administration
specifically
the
mayor
myself,
acting
Public
Works,
director,
matuse
ability,
maintenance,
folks
would
I
could
say,
what's
been
done,
since
this
information
came
to
light
at
the
last
meeting,
is
we
felt
the
there's
a
number
of
concerns
that
the
firefighters
have
and
we're
happy
to
address
those
concerns.
AE
The
most
obvious
had
to
do
with
some
paint
appealing
at
various
areas
of
stations,
two
and
three
and
perhaps
other
stations,
but
predominantly
two
and
three
seem
to
be
the
the
primary
concern,
and
there
was
a
couple
of
holes
in
the
walls,
not
not
understanding
how
the
holes
got
there,
but
regardless
of
how
those
holes
got
in
the
wall
to
address
those,
so
what
we
did
to
try
to
act
responsibly
before
we
conduct
any
work
or
actually
waste
or
spend
money
unnecessarily
on
having
special
remediation,
we
took
paint
samples
of
the
various
sections
of
those
fire
stations
and
had
them
analyzed
at
the
face
engineering,
subsidiary
and
just
Friday.
AE
The
results
came
in
as
to
those
samples,
particularly
text
testing,
for
lead
paint
to
see
how
we
should
proceed
today,
not
not
having
a
full
comprehension
of
the
data
that
was
presented
to
us.
We
spoke
to
the
Rhode
Island
Department
of
Health
for
an
interpretation
of
that
data,
and
the
good
news
is
that,
based
on
any
residential
standards,
the
paint
samples
came
back
as
with
intolerances
or
not
at
levels
where
it
would
require
special
remediation,
even
if
it
was
a
residential
building
coincidence
I.
AE
Ironically,
it's
not
deemed
a
resonance,
but
I
made
sure
I
made
the
point
that
obviously
firefighters
lived
there
quite
a
bit
and
what
they
do.
But
the
good
news
in
that
respect
that
all
the
samples
and
those
areas
tested
came
back
within
with
intolerance
is
off
a
normal
remediation.
AE
That
was
a
major
step.
It
took
a
while
we
asked
for
overnight
analysis,
and
it
took
took
us
seven
days-
seven
to
eight
days
so
with
that
speaking,
because
the
results
really
we
had
the
meeting
with
Doh
this
afternoon
tomorrow
morning,
the
gentleman
that
I
indicated
we're
going
to
be
spearheading
the
effort
to
address
the
the
concerns,
including
Chief
Warren,
we're
going
to
be
meeting
to
develop
we'll
say
a
prudent
planned
have
a
methyl
a
methodology
metallogic
my
gut
myth
about
help
me
with
that.
AE
You
know
what
I
mean
methodical.
Thank
you,
you're
welcome.
You
saved
me
approach
and
kind
of
will
outline
what
we
can
do
internally
and
then,
if
it's
not
going
to
be
expeditious
enough,
we'll
consider
going
to
outside
contractors.
So
that
would
be.
The
next
step
is
particularly
with.
AE
What's
imminently
in
front
of
us,
would
be
the
painting
and
repairs
to
the
station,
but
there's
other
concerns
that
would
be
happy
and
should
address
as
part
of
this
program
to
take
the
well
I
want
to
say
long-term
approach,
but
a
solid
land
approach
with
Milestones,
so
the
current
or
myself
and
others
would
be
involved
tomorrow.
AE
G
Thank
you
for
the
update
director
Moretti
with
respect
to
the
the
necessary
repairs.
I
mean
as
I'm
glad
to
hear
that
they're
being
addressed.
I'm
sure
you
know,
we
all
agree
that
it
should
be
done,
because
it's
very
important
and
we
all
want
them
to
have
proper
working
and
living
conditions,
so
I
appreciate
the
attention
attention
being
made
to
this.
AE
Correct
in
terms
of
the
priority
I
think
everyone
recognizes
it'll
be
high
priority
and
there
will
be
funds,
certainly
a
suggestion
you
had.
Perhaps
it
could
be
the
use
of
Opera
funds
during
that
assessment
we
could.
We
could
possibly
see
to
to
follow
up
with
you
on
that.
Certainly
there's
if
it,
if
it's,
if
it's
operations,
money
taken
out
of
Courier
his
budget
is
so
be
it
or
if
there's
also
money
available
in
the
city
buildings
fund
Capital
fund.
AE
Also
so
it'll
be
there'll,
be
Alternatives,
and
certainly
that
won't
be
prohibiting
the
work
being
done.
Yeah.
G
In
terms
of
the
funding
for
the
costs
that
are
necessary,
I
know
I've
conferred
with
order
DeMayo.
If-
and
he
can
confirm
this
evening-
I've
also
spoken
to
legal
counsel
that
we
should
be
able
to
utilize
arpa
funds
for
this
with
respect
to
the
repairs,
so
that
would
save
the
city
from
having
to
pay
interest
and
take
out
loans
and,
as
you
know,
we've
I
believe
I
may
have
stated
previously.
It's
what
better
way
to
spend
arpa
funds
covid
funds
than
to
prioritize
the
living
and
working
conditions
of
the
first
responders.
AE
Sure,
we'll
that
that
cost
estimate
in
the
funding
will
be
part
of
this,
so
let's
assess
I
believe
what
the
what
the
needs
are.
Certainly
this
old
facilities
and
and
we
ideally
they'd,
be
able
to
be
knocked
down
and
have
all
new
facilities.
That's
the
that's
the
right
answer,
but
it's
not
the
Practical
answer.
So
this
there's
going
to
be
things,
but
certainly
to
address
I'll,
say
in
any
potential
health
safety
concerns
will
be
addressed,
undoubtedly
and
again,
without
limitation,
and
very
very
much
to
consider
Opera
funds,
as
you
mentioned,.
A
Try
a
quick
question
council
president
to
the
administration,
though,
and
and
looking
at
these
repairs,
is
that
an
assessment
that
is
being
done
building
by
building
within
the
actual
fire
station,
or
is
this
only
on
the
buildings
that
were
brought
to
your
attention?
A
AE
Going
to
be
begin
to
focus,
it
will
be,
how
do
we
say
all
of
them
not
I'm,
not
saying
we're
going
to
a
comprehensive
review
engineers
and
all
that
of
every
building
in
the
city.
Certainly
everything
that's
apparent
that
any
health
or
safety
concerns
expressed
to
us
will
will
be
addressed,
so
it
certainly
seems
to
be
the
priority.
I,
don't
think
the
Chiefs
received
any
other.
There
are
a
couple.
AE
Here's
an
example:
there's
a
I
believe
a
drain
pipe
issue
in
in
station,
one
it's
being
addressed
because
it
can't
came
to
our
attention.
So
what
better
people
are
there
to
call
to
our
attention
if
there's
potential
problems
or
concerns
than
the
people
who
work
in
in
this
case
that
overnight
reside
in
these
buildings?
So
is
there
a
plan?
AE
I
think,
if
that's
the
case,
then
I
think
we
ought
to
probably
develop
an
engineer,
consultant
professional
Consultants
to
do
surveys
and
not
quite
sure,
if
that's
requires
that
level
of
of
expense.
At
this
point,
and
now
we
find
our
employees
are
pretty
good
reporters
of
concerns.
G
AF
So
Edward
Collins
director
of
plan
operations
with
the
school
department.
First
of
all,
thank
you
for
having
me
here
so
I
can
give
you
kind
of
an
update
on
where
we
are
with
the
school
projects
from
the
initial
concept
of
A
Five-Year
Plan
construction
crosses
Rose
and
drastically
what
we
initially
budgeted
projects
to
be
around
the
420
430.
AF
A
square
foot
has
now
risen
up
over
700
a
square
foot
so
because
of
that,
we
could
not
do
all
the
projects
that
we
originally
wanted
to
do,
but
what
we
can
control
is
to
make
sure
we
are
getting
the
most
value
for
every
dollar
the
city
is
spending
I
want
to
run
through
that
project
by
project.
For
you,
the
first
one
is
phase
one
Eden
Park.
AF
We
were
given
the
go
ahead
of
phase
one
eat
and
park
in
January
of
2019,
so
our
plan
was
to
bang
that
project
up
in
about
eight
months,
meaning
we
were
going
to
do
full
design
and
five
we
were
going
to
take
a
month
to
bid
an
award
in
two
and
a
half
months
to
complete
the
project.
AF
That
is
a
very,
very
aggressive
schedule,
which
caused
some
issues
which
led
to
the
project
going
from
a
budget
to
from
eight
billion
dollars
to
10
million
dollars.
The
main
problem
was
when
we
started
opening
walls.
What
should
be
there
was
not
there
and
what
shouldn't
have
been.
There
was
just
an
example
of
that
when
we
started
tearing
down
the
walls
and
exposing
the
full
metal
beams,
we
realized.
AF
Most
of
them
did
not
go
all
the
way
up
to
support
the
steel
trusses
in
the
ceiling
and
what
they
did,
because
they
didn't
go
all
up
at
that
time.
They
just
shoved
bricks
in
there
and
concealed
in
a
wall.
So
when
stuff
like
that
was
exposed,
we
had
to
correct
it
caused
a
major
increase
in
the
price
we
had
to
go
back
to
the
instructional
engineer,
change
his
scope.
Make
amendments,
do
a
change
order
for
him,
and
that
goes
down
the
line.
All
the
way
down.
AF
That
was
a
that
was
one
of
the
reasons
for
the
substantial
price
increase,
the
second
one,
because
the
added
work
was
done.
The
schedule
started
getting
out
of
whack
and
at
some
point,
Shoma
came
back
and
told
us
that
what
was
what
we
were
going
to
finish
in
September
would
not
be
done
till
October
November.
Obviously
that
was
unacceptable.
We
needed
it
ready
for
the
start
of
school.
AF
AF
So
there
was
a
lot
of
scrambling
around.
There
were
a
lot
of
change,
orders
and
amendments
and
before
I
get
into
the
money
I
just
kind
of
want
to
single
out
City
Hall
at
that
time.
That
project
doesn't
get
complete
without
the
help
of
mock
Marchese
in
the
purchase
and
bought.
They
were
unbelievably
understanding
and
Cooperative.
They
understood
what
we
were
trying
to
do
in
the
timeline
we
were
up
against.
AF
So
every
time
I
had
to
come
to
purchasing
board
and
get
approvals
and
everything
there
was
never
one
delay
in
that
process
that
caused
us
to
push
the
project
back
and
a
lot
went
into
that
from
Mark's
pot
trying
to
stay
ahead
of
us
in
the
purchasing
board
so
again
that
project
doesn't
get
done
on
time
without
them.
AF
So,
let's
start
talking
about
some
money
phase,
one
Aiden
Park
base
reimbursement
at
that
time
was
52
percent,
meaning
the
state
would
pick
up
52
percent
of
any
project
we
did.
On
top
of
that,
there
are
four
separate
categories:
each
worth:
five
percent.
We
know
we
can
grab
three
of
them
all
day.
The
fourth
one
gets
a
little
complicated
and
it
either
has
to
involve
closing
a
school
down
or
has
to
involve
a
school
that
was
that
ride
deemed
as
the
only
way
out
of
that
is
demoing
it.
AF
They
would
not
reimburse
anything
unless
that
school
had
a
rating
where
it
needed
to
be
demoed.
Gladstone
is
the
only
school
that
had
that
rating.
So
for
Eden
Park
the
maximum
reimbursement
we
could
get
at
that
time
was
67
percent.
So
you
look
at
phase
one.
The
cost
of
the
project
was
10
million
dollars,
reimbursement,
67
percent,
meaning
the
city's
investment
on
a
10
million
dollar
project
that
was
completed
in
two
months
would
actually
Incorporated
renovating
half
of
an
entire
School
in
the
front
entrance.
Only
across
the
city,
3.1
million
dollars.
AF
On
to
phase
two,
oh-
and
on
top
of
that
sorry,
it's
been
a
long
day.
On
top
of
that,
a
year
ago,
the
state
came
out
with
another
form
of
reimbursement.
It's
pretty
much
a
high
Energy
Efficiency
grant
that
they
give.
We
went
back
to
that
project
that
was
done
three
years
ago.
AF
We
gathered
all
the
data
we
submitted
it
and
a
week
ago
the
city
received
the
check
for
three
hundred
and
forty
four
thousand
dollars,
because
we
awarded
that
so
again,
10
million
dollar
project
done
in
two
months,
which
by
itself
stands
on
its
own
cities
in
so
the
city's
cost
of
that
3.1
million
dollars.
When
an
extra
344
000,
given
in
a
check
on
top
of
that
phase,
two
Eden
Park
now
we're
into
a
new
MOA
we're
into
the
new
Bond
and
we're
at
a
different
base
reimbursement
rate.
AF
We
got
bumped
up
from
52
percent
to
54,
so
Baseline
54
of
reimbursement.
Again,
we
went
after
the
normal
three
categories
that
would
add
15,
but
because
we
got
a
little
creative
in
some
narrative
and
everything
writers
allow
using
allowing
us
to
apply
for
all
four
categories
which
puts
our
reimbursement
rate
at
74..
AF
Every
project
I
talk
about
this
until
I
stop
talking
all
is
being
submitted
for
a
74
reimbursement
rate,
so
phase
two
Eden
Park,
which
is
was
the
just
the
addition
of
the
gym
remodeling
of
the
cafeteria
remodeling
of
the
kitchen
sidewalk
work,
some
Ada
ramps
inside
and
moving
some
bathrooms
and
renovating
them.
The
price
of
that
the
price
tag
of
that
I'm
sorry
was
14
million
dollars
again,
cities
only
response.
AF
So
when
you
look
at
Eden
Park
and
everything
done
on
right
done
to
that
building
right
now,
when
you
look
at
that
City's
investment
up
to
this
point
is
under
seven
million
dollars,
Branson
West
Cranston
West.
We
had
to
go
up
there
and
do
some
Renovations.
We
had
to
actually
replace
the
entire
fire
alarm
system.
AF
We
also
had
to
bring
a
sprinkler
into
the
auditorium
and
the
gym,
which
was
never
done
before,
along
with
that,
we
went
and
remodeled
the
front
entry
to
make
it
safe
and
secure,
and
we
started
the
preliminary
work
of
changing
the
electrical
service.
So
when
it
came
time
to
add
the
heating,
the
new
heating
system,
which
is
in
dire
need
up
there.
The
Electoral,
the
the
new
electrical
service
had
the
capacity
to
handle
that
that
project
came
in
at
3.7
million
dollars,
cost
to
the
city
976
thousand
dollars.
AF
So
we
went
up
brought
that
entire
campus
up
the
code
and
the
city
paid
976
thousand
dollars.
For
that
creates
a
nice
roof.
We
had
to
put
a
new
roof
over
the
Jim
foyer,
replace
some
windows
and
do
some
repairs
on
the
inside
because
of
the
water
damage.
The
price
of
that
project
was
593
thousand
dollars.
Total
total
win
city
of
transcend's
input
of
what
they
needed
to
cover
150
thousand
dollars,
so
for
all
the
renovations
at
East
that
we
did
in
the
gym
and
everything
it
only
cost
a
city.
AF
154
thousand
dollars
and
before
I
told
you
about
opening
up
an
old
building
and
finding
some
things
that
shouldn't
be
there
well,
when
Cranston
happens
in
the
newer
buildings
too,
when
we
went
and
tried
went
to
go,
remove
the
Windows
and
take
some
brick
out.
We
found
that
flashing
was
never
installed
up
there,
so
we
had
to
go
back
and
install
the
flashing,
so
we're
building
new
when
we
renovate
we're
finding
just
situations
that
you
wouldn't
expect,
but
that
project
again
154
thousand
dollars.
AF
Now
we
get
to
the
two
big
ones:
Garden
City
Garden
City's
budget
came
in
at
54.6
million
dollars.
Six
million
dollars
of
that
was
covered
by
the
Essa
fund
from
the
school
department.
So
now
we're
down
to
48.6
million
dollars
tagged
on
Garden
City
74
of
that
means
that
the
city
for
the
Garden
State
Eagle,
is
only
paying
12
million
dollars.
That
is
the
deal
of
the
century
when
you
drive
by
that
school.
AF
Just
keep
telling
yourself,
oh,
when
you
get
the
chance
to
tour
it,
and
if
you
want
a
tour,
let
me
know
just
keep
telling
yourself.
This
only
cost
the
city
12
million
dollars
for
that
entire
School
last
one
is
Gladstone,
which
is
going
to
be
starting
pretty
soon.
AF
The
estimated
price
tag
on
Gladstone
is
83.
We're
still
you
know,
that's
that's
the
budget
Target
and
we're
still
working
that
down.
That's
going
to
be
difficult
to
do,
but
we're
very
comfortable.
We
can
do
that
and
we're
in
the
process
of
changing
the
Moa
for
that
to
get
right
to
approve
that
amount,
but
once
that's
done
again,
that'll
be
an
83
million
dollar
project
and
the
city
will
only
be
responsible
to
cover
21
million
dollars
of
that
project.
AF
The
city
only
had
to
cover
42
million
dollars
of
that
for
all
those
projects.
I
just
talked
about
so
I
think
we're
doing
a
pretty
good
job
of
managing
the
money.
I
also
think
we're
doing
a
pretty
good
job
of
making
sure
on
every
single
project.
AF
So
that's
kind
of
where
we
are.
If
you
have
any
questions
or
comments
about
how
you
think
we're
performing
love
to
hear
them.
G
Thank
you,
Mr
Collins,
for
that
a
very
detailed
analysis
and
it
I
know
that
you
appeared
before
us
before
other
members
of
the
school
department
and
I
see
this
superintendents
here
this
evening,
Finance
director
Balducci,
and
we
appreciate
it
and
while
we
have
had
this
discussion
before
it,
Bears
repeating
and
it
Bears
updating.
G
But
we
appreciate
you
taking
the
time
and
coming
before
us
and
doing
that,
because
I
think
all
of
us
have
have
experienced
a
lot
of
questions
with
respect
to
the
building
the
investment
that
the
city
is
making,
but
I
still
believe
it's
lost
on
on
many,
and
through
no
fault
you
know,
people's
lives
are
busy
but
to
understand
the
return
on
the
event
and
the
investment
that
the
city
is
receiving
right
out.
The
gate
that
this
is
unprecedented,
that
we're
getting
you
know
nearly
three.
You
know.
H
G
Quarters
back
on
every
dollar-
and
you
know,
I-
commend
your
department
for,
for
taking
advantage
of
this
for
I
commend
the
administration
to
give
the
Kudos
that
you
had
mentioned
earlier
to
direct
director
Marchesi
from
contracts
and
purchasing
to
help
expedite
it
as
well
to
make
sure
that
you
meet
the
deadline
to
secure
the
appropriate
requirements
so
that
we
can
get
the
funding
back
to
us.
G
We
may
have
spoken
a
little
bit
about
it
before
with
respect
to
the
Eden
Park
phase,
three,
the
completion,
and
just
if
you
can
tell
me
you
know
briefly,
if
we
were
to
complete
that,
because
we
did
make
some
Investments
as
a
city
with
respect
to
that
potential,
further
completion
of
what
we
want
to
do
with
that
school
as
a
city,
so
I'd
like
to
know
what
that
cost
would
be
and
what
the
reimbursement
would
be
like
what
the
ultimate
dollar
amount
would
be
to
the
city.
AF
So
right
now
the
building's
pretty
much
two-thirds
complete
we're
getting
a
real
estimate
from
Chalmette,
probably
like
in
a
day
or
two,
but
we're
estimate
we're
thinking
like
12
14
million
dollars.
It's
kind
of
the
difference
we
lost
in
the
whole
Pago
situation
of
how
that
kind
of
bounced
around
a
lot
I
I
would
say
this
I
I
would
say.
Maybe
we
need
to
maybe
change
the
thought
process
here
and
not
kind
of
look
at
what
is
the
minimum
amount
of
money?
AF
We
need
to
finish
eating
Park,
but
maybe
look
at
it
like
this
right
now
we
have
a
window
of
opportunity
in
front
of
us
where
every
dollar
we
invest
we're
getting
74
taken
care
of.
Maybe
it's
time
to
take
a
broader
look
at
this
and
try
to
maximize
the
potential
of
spending
that
we
can
throw
at
the
schools.
Knowing
that
at
some
point
this
window
is
going
to
close
we're
not
going
to
have
that
for
long.
AF
So
I
I
I
would
recommend,
in
my
own
opinion,
that
somehow
we
collectively
get
the
business
administrator
from
the
city
and
from
the
school
to
sit
down
with
maybe
Bond
Council
bring
in
Mario
Carrero
from
ride,
because
he
is
the
money
guy
and
he's
also
able
to
bring
in
look
everyone's
in
the
same
position.
We
are
trying
to
struggle
to
build
what
they
want
to
build.
We
want
to
build
quality
schools,
but
the
construction
cost
is
just
out
of
control
and
every
Community
is
doing
something
different
to
do
that.
Whether
Bond
premiums
pay
go.
AF
Some
people
are
taking
bonds
that
are
coming
off
the
book
and
rolling
them
back
over
and
knowing
that
some
of
these
bonds
we're
paying
100
on
some
were
paying
60.
If
we
roll
them
back
over
we're
only
going
to
pay
25,
so
we're
we're
lowering
the
bond
deficit
and
everything
so
I'm,
not
the
finance
person
but
I
I
think
the
city
should
take
a
serious
look
at
that.
We
have
a
great
window
of
opportunity,
as
I
just
went
through
we're
getting
160
million
dollars
worth
of
work
for
42
million.
That's
that's
unreal.
AF
Two
new
brand
new
elementary
schools
plus
all
the
projects,
so
we
we
do
need
to
finish
eating
Park.
We
need
the
money
for
that.
We
could
also
use
a
little
breathing
room
with
Gladstone,
but
we
still
have
stuff
to
go.
We
had
to
eliminate
the
projects
at
Parkview.
We
never
really
got
the
amount
of
work
we
needed
at
West.
A
lot
of
schools
need
boilers,
floor,
repairs,
there's
a
lot
of
work
left
to
do
so.
G
Basically,
Eden
Park
phase
three,
if
it's
estimated
to
be
12
to
14
million,
practically
speaking.
If
we
get
the
reimbursement
rates,
74.
AF
G
That's
right,
thank
you
very
much.
I,
don't
know
if
any
other
see
superintendent,
not
a
Massey
has
some
comments
for
us.
Thanks.
AC
I
just
want
to
commend
Mr
Collins
I
know
he
I'm
sorry,
my
name
is
Janine
NADA
Massey
superintendent
for
Cranston
public
schools
and
a
Cranston
resident
Mr
Collins
has
been
spearheading
this
project
since
he
started
working
in
Cranston.
When
I
began
my
superintendent
tenure,
we
have
a
comprehensive
plan.
None
of
this
was
done
without
a
great
deal
of
thought
and
input
from
the
community
from
parents,
teachers
and
children.
AC
AC
If
you
know
what
I
mean,
however,
it
no
longer
served
the
needs
of
students,
so
that's
why
it
needed
to
be
completely
torn
down
and
rebuilt,
but
we
have
buildings
that
are
20
or
25
years
old
that
are
structurally
just
not
well
made
in
addition
to
the
heating
and
ventilation
systems
that
Mr
Collins
talked
about
flooring,
Windows
all
those
kinds
of
things
that
everyone
mentions.
When
we
talk
about
these
projects,
we
probably
have
half
a
billion
dollars
in
need
in
the
in
the
district
for
schools.
AC
We
can't
do
all
of
that
and
we're
trying
to
maximize
the
money
that
we
do
have
in
front
of
us.
So
if
any
of
you
are
able
to
please
come
to
Eden
Park
I
need
you
to
come
and
look
at
the
building
when
you
walk
into
Eden
Park.
If
you
go
right,
you
are
in
the
21st
century.
Many
of
you
have
seen
it
I
I
know
you've
visited
if
you
go
left
you're
in
1954..
AC
AC
does
no
justice
to
the
teachers
and
the
children
and
the
families
who
are
in
that
building.
So
I
I
assure
you
that
we
are
being
as
fiscally
responsible
and
bless.
You
prudent
with
the
money
that
we
are
getting
from
the
state,
but
we
all
know
that
that
can't
last
forever.
So
any
questions
and
and
I
think
council,
president
Mourinho
alluded
to
the
fact
that
a
lot
of
things
are
discussed
without
a
lot
of
facts
behind
it.
AC
E
AC
So,
as
we
discussed
at
the
last
finance
committee
meeting,
the
bond
that
was
approved,
there's
been
some
rather
spirited
debate
about
a
17
million
dollar
swing
in
what
we
call
pay
as
you
go
money
so
on.
When
you
look
at
the
Bond
as
it
was
approved
by
voters,
the
number
there
was
147
million
dollars.
AC
There
is
also
language
in
that
bond.
That
says
any
kind
of
a
deduction
that
the
state
gives
you
in
forms
of
Grants
would
then
come
off
the
top.
So
again
there
have
been
some
legal
discussions
as
to
whether
or
not
that
number
should
be
130
million,
which
is
the
147
minus
17..
So
that's
17
million
dollars
was
provided
to
us
as
seed
money
from
the
state.
AC
It's
called
pay
as
you
go
or
pay
go
money.
The
idea
was
that
districts,
municipalities
when
we
began
these
major
construction
projects
throughout
the
state
and
you've
all
seen
how
many
schools
have
been
built
in
the
state.
It
was
really
hard
for
districts
to
jump
into
these
projects
without
some
seed
money.
Yes,
you
are
getting
reimbursement
and
the
reimbursement
doesn't
just
come.
You
know
in
a
big
check.
At
the
end
of
the
year,
the
reimbursement
comes
over
the
course
of
20
years,
so,
as
the
municipality
is
paying
the
bond,
the
reimbursement
comes
along
with
it.
AC
AC
There's
been
some
legal
discussions
back
and
forth
as
to
whether
or
not
that
17
million
should
come
come
off
the
top
or
if
it
was
just
an
advancement
on
the
eventual
147
million
dollar
pot
that
we
should
be
working
with
so
that
that
money,
that
is
in
question
and
again,
don't
forget.
We
had
the
pandemic
kind
of
mixed
in
there,
which
did
not
help
things.
AC
AC
Again,
there
has
been
a
debate
back
and
forth
with
registration
and
the
school
department
as
to
whether
or
not
that
17
million
dollars
was
a
grant.
Quite
frankly,
the
the
school
department
doesn't
believe
it
is.
The
administration
believes
it.
It
is
a
grant
and
then
thereby
comes
off
the
the
top
so
to
speak.
AC
AC
Made
when
we
and
we've
met
with
the
city
multiple
times,
we've
we've
had
many
many
discussions
over
the
course
of
a
year
in
order
for
us
to
begin
Gladstone
and
to
have
the
appropriate
funding,
because
again,
the
cost
of
Gladstone
increased
from
when
we
first
planned
this
to
now,
we
had
to
sacrifice
one
of
our
projects
in
order
for
the
money
that
we
did
have
to
go
toward.
Gladstone
Gladstone
needs
to
happen.
I,
don't
think
anybody
can
equivocate
that
that
building
can
house
children
anymore.
AC
So
we
had
to
make
a
very
difficult
decision,
looking
at
all
the
projects
that
we
had
remaining
and
how
much
money
we
had
and
where
the
money
for
Gladstone
would
come
from.
So
unfortunately,
we
had
to
prioritize
and
put
the
phase
three
of
Eden
Park
on
hold.
Quite
frankly,
it
is
it's
Our
intention
to
somehow
make
that
happen
when
we
first
started
Eden
Park
the
the
way
that
Pathfinder
project
that
we
call
it
like
the
model
home
that
kind
of
sparked
all
of
this
growth.
AC
There
were
bonds
that
had
been
approved
decades
earlier
for
the
school
department
and
they
weren't
fully
utilized.
So
what
we
did
was
back
in
2019
2018.
AC
We
looked
at
all
of
the
remaining
Authority
in
bonds
that
were
for
school
construction
and
we've
we
kind
of
called
all
of
that
money
together.
That's
how
we
afforded
phase
one
of
Eden
Park,
because
that
was
essentially
done
before
the
five
major
projects
started,
that
kind
of
kicked
off
everything.
So
we
are
hoping
that
we
can
maybe
do
that
now.
Look
at
bonds
that
are
coming
off
the
books
that
maybe
weren't
used
in
full,
Authority
or
bonds
that
are
coming
again.
AC
The
indebtedness
that
is
coming
off
could
we
again
cull
together
some
of
the
remaining
bonding
availability
to
finish
the
projects
again,
as
Mr
Collins
stated
we're
not
Finance
experts,
we've
been
elbow
deep
in
these
school
projects
since
2018.,
so
I've
learned
a
great
deal
about
how
to
finance
50
million
dollar
projects.
However,
it
does
require
everyone
to
be
on
the
same
page.
AC
AC
AC
G
To
have
one
follow-up
and
I'll
hear
from
other
council
members,
is
it
dovetails
into
what
councilman
Ferry
had
mentioned
with
and
what
the
superintendent
had
explained
with
respect
to
the
pay
go?
If
you
know
the
answer
to
this,
have
some
other
municipalities
viewed
the
pay
go
money
in
a
different
light,
as,
as
we
have
taken.
R
G
P
AC
G
Thank
you
and
I'm
Council.
Vice
president
Vargas
on
your
hand,
up.
A
Good
evening,
thank
you
for
coming
here
this
evening
and
thank
you
to
the
council
president
for
bringing
this
up
to
our
attention
as
well.
So
the
the
the
funds
that
was
received
by
ride
on
the
energy
dollar
amount
was
at
344.
344
000.
A
All
right,
so
that's
one
question
I
had
so
thank
you
for
that.
I
saw
that
press
release
when
it
came
out.
The
other
part
of
it
was
the
warranties
that
we
have
the
warranty
that
we
have
in
our
school
as
we're
moving
forward
and
developing
or
constructing
all
these
new
buildings,
as
well
I
think
I
heard.
A
AC
Had
meant
at
Cranston
High
School
East,
the
new
Jim
foyer,
which
is
almost
20
some
it
was
built
in
1994..
AC
AC
Yes,
so
the
the
roof
over
it
it
leaked.
So
we
realized
there
was
something
wrong
with
the
roof
over
the
new
foyer
and
once
we
started
opening
it
up,
we
saw
the
the
construction
put.
A
A
A
Got
it
okay,
so
The
Five-Year
Plan
that
started
in
it
kicked
off
really
when
in
20.
AC
It
started
with
the
Jacobs
report,
if
you
remember
back
in
2015,
when
they
went
around
to
every
school
building
in
Rhode,
Island
and
produced
kind
of
scary
reports
on
not
just
Cranston
every
school
in
Rhode
Island
needing
construction.
You
know
reconstruction
or
improvements
to
keep
them
warm
safe
and
dry.
Yeah
we've
taken
that
to
a
new
level
where
constructing
new
schools
that
promote
modern
instruction
and
and
more
contemporary
construction,
which.
AC
AC
Stuck
with
we've
stuck
with
our
plan-
and
you
know
as
much
as
possible
financially,
but
that
plan
was
constructed
or
developed
with
teams
of
folks
from
the
community
back
in
2018-19
to
prepare
for
the
2020
ballot.
A
So
in
that
Five-Year
Plan
Parkview
was
actually
I,
think
part
of
it
was
it
not.
So
is
that
on
hold
then
anything
and
so
and
I?
Let
me
explain
why
so
before
you
explain
why.
The
reason
why
I'm
asking
is
when
I
was
hearing
Parkview
being
on
being
held
I,
definitely
going
to
let
you
explain,
but
if
I
don't
ask
that
question
about
Parkview,
we
know
we
all
here.
We
know
it's
clear
as
day
West
versus
East.
A
Why
are
certain
parts
of
the
city
always
get
in
the
best,
more
bang
for
the
books
there
than
the
Eastern
side,
although
I'm
really
glad
that
Gladstone
is
actually,
you
know
groundbreaking
I
apologize
I
wasn't
there
I
was
out
of
state,
but
if
you
could
explain
on
the
Parkview
and
where
we
are
on
that
and
where
we're
going
with
I.
AC
Will
when,
when
we
initially
started
our
Five-Year
Plan,
we
were
very
intentional
to
make
sure
every
part
of
the
city
was
touched
and
Elementary
and
high
school
and
middle
schools
were
all.
Everyone
was
given
some
kind
of
consideration
because,
quite
frankly,
I
know
what
what
happens
when
you
do
one
school
and
and
not
the
other,
so
Parkview
was
slated
to
have
an
elevator
and
some
is
it
fire
up
a
sprinkler
system
upgrades?
A
AC
AC
C
AC
15
16.:
we
use
that
money
to
improve
Park
View,
so
there
are
new
science
labs,
new
windows
at
Parkview
technology.
So
when
it
came
time
to
look
at
our
projects
now
for
the
20
20
25.,
quite
frankly,
Parkview
had
just
experienced
upgrades
that
the
other
middle
schools
hadn't
benefited
by
with
those
other
bonds.
AC
So
we
we
used
the
the
bond
money
back
from
the
I
want
to
say
it
was
like
08,
election
or
06.
Something
like
that.
We
use
that
money,
which
was
eventually
eventually
released,
probably
almost
a
decade
later,
to
improve
Park
View,
so
Parkview
was
one
of
the
few
was
one
of
the
only
schools
at
that
point
who
had
experienced
a
significant
upgrade
in
its
facilities.
So
when
it
came
time
for
this,
we
had
to
kind
of
look
and
say
all
right.
AC
A
Think
that
makes
sense.
It
definitely
does
and
I
wanted
to
make
sure
that
was
actually
in
the
record
not
to
put
you
on
the
spot,
but
I
know
that
I
would
probably
get
asked,
and
so
it's
great
to
kind
of
just
make
sure
we're
all
on
this
on
the
same
page
and
everyone
understands
it
so,
given
the
fact
that
that
five
year
kind
of
started
with
that
report
back
in
2015.
fast
forward
to
where
we
are
147
million
dollar
Bond
pass.
A
Where
now
you
know
have
one
side
of
the
wing,
you
say:
that's
been
updated
to
21st
century,
meaning
Eden
Park
breaking
grounds
on
Gladstones.
We
have,
you
know
the
whole
Garden
City,
you
know
school
and
then
we
have
I
believe
Gladstone
coming
into
the
Chester
barrows
area.
I'm
back
into
the
school
to
use
I
would
assume
as
a
swing
space
and
I
don't
want
to
derail
from
these
projects,
but
that'll
be
another
conversation
taking
place,
possibly
at
the
Public
Works
meeting
in
terms
of
its
playgrounds
in
that
area.
A
That
has
been
sent
to
me
lately,
which
is
not
part
of
the
school
site.
It's
just
a
playground,
that's
there,
but
nonetheless,
in
terms
of
the
projects
in
itself,
I'm
getting
probably
a
little
bit
too
much
ahead
of
myself
because
we're
here
we
are
we're
trying
to
make
sure
that
we
get
17
million
dollars
for
the
school
so
that
the
project
continues
on
the
other
schools.
A
What
is,
can
you
educate
me
and
for
those
watching
or
those
here?
What
is
the
process
then
after
we
we
do.
We
finish
all
our
schools
first,
before
we
go
back
again
and
then
reassess
and
then
do
another
Five-Year
Plan.
So
if
I
ever
get
a
call
from
parents
from
Rhodes
Elementary
or
the
school
Committee
Member
Keith
catone
gets
a
call
from
the
Constitution
Windsor,
whether
it's
Edgewood
roads,
not
so
much
just
the
barrels,
but
you
just
answer
Parkview.
A
AC
If
you
ask
me
I'm
ready
to
start
another
five-year
master
plan,
I
know
the
city
probably
doesn't
want
to
hear
that
right
now,
but
we
know
that
every
and
I
mean
this
sincerely.
Every
school
can
can
use
upgrades
you
mentioned
Edgewood
Highland
I
just
want
to
say
that
Edgewood
Highland
also
had
a
completely
new.
AC
Yes,
the
the
HVAC
system,
and
that
was
done
through
the
infrastructure
bank
I
believe
it
was
two
million
dollars
when
I
want
to
when
treasure
magazina
was
Treasurer
that
came
to
us
at
that
point
and
that
building
was
upgraded.
So
it's
one
of
the
few
schools
that
has
not
necessarily
air
conditioning,
but
it's
an
air
handling
system.
So
we
use
that
in
the
summer,
I
am
very,
very
intentional,
and-
and
so
is
my
team.
When
we
discuss
projects
we
want
to
make
sure
there
is
equity
in
you
know.
AC
You
know
that
that
were
available,
but
we
are
working
with
ride
and
I
just
want
to
say
that
previously
we
were
not
the
darling
of
ride
under
different
administrators
under
different
directors.
AC
We
were
kind
of
put
on
a
watch
list
for
schools
that
ignored
facilities
needs
in
the
past
10
well,
eight
years,
I'm
starting
my
ninth
year
here
with
Mr
Collins,
we
have
worked
really
really
hard
to
become
exemplars
for
the
state
and
I
think
we
are,
and
and
I
can
tell
you
that
Mr
Collins
brings
people
from
all
over
the
state
and
all
over
the
country
to
see
Eden
Park
and
what
we
did.
AC
AC
We're
we're
suffering
right
now,
because
you
know
he's
talking
about
Eden
Park,
where
half
of
half
of
a
of
an
infrastructure
was
there
when
we
took
down
buildings
when
we
opened
up
Cranston,
High,
School
East,
and
we
see
that
pieces
of
a
drainage
system
are
missing,
and
that
happens
in
a
lot
of
our
schools
I'm
sure
somewhere
along
the
line.
Somebody
was
bragging
about
the
fact
that
a
project
came
in
under
budget.
AC
Well,
that's
probably
why,
because
big
pieces
that
should
have
been
in
place
weren't
but
quite
frankly,
it's
easy
to
Kick
the
Can
down
the
road
and
and
figure
it's
somebody's
problem.
You
know
in
1994
that'll
be
someone's
problem
in
2000.
You
know
2023,
so
here
we
are
trying
to
fix
all
those
problems
that
were
kicked
down.
The
road
we're
trying
not
to
do
that.
We
want
to
build
buildings
that
in
50
years
still
stand
the
test
of
time.
AC
A
A
So
I
really
appreciate
it
and
it's
it's
really
good
to
also
hear
the
fact
that
we're
being
more
so
looked
at
as
as
models
in
school
throughout
the
country
and
everywhere
else.
So
what
I'm
hearing
at
the
end
of
the
day
right
here
right
now
or
this
evening,
is
there's
17
million
dollars.
That's
that's
a
need.
A
I
I,
just
want
to
I'm
gonna
I'm
gonna
be
up
front.
There's
17
million
dollars
that
the
school
needs
in
order
to
continue
the
work
of
the
school
of.
AC
A
Had
that
conversation
with
the
administration
that
that
17
million
dollars
is
needed,
they're
saying
you're,
getting
it
as
a
grant,
is
the
administration
not
giving
you
the
17
million
dollars?
Do
they
not
want
to
give
it
to
you
at
all,
always
the
director
okay,
great
director?
Can
you
give
me
the
hesitancy
in
terms
of
why
is
there
a
pushback
on
the
17
million?
That
was
just
assume
we
have
the
funds,
but
if
we
don't,
what
is
the
process
and
what
are
the
concerns
of
the
administration
I'm
just
really
curious
on
that.
AE
What
the
issue
is,
is
that
probably
there's
some
there's
no
discretion
in
terms
of
what
our
attorneys
are
telling
us
that
that
17
million
dollars
at
the
superintendent
spoke
about
as
written
in
the
in
the
bond
in
the
referenda
approved
by
the
voters
indicates
that
that
amount
must
be
reduced,
that
that
Pago
amount,
which
is
considered
a
grant
by
by
ride,
reduces
the
amount
of
funding
of
funds
that
that
could
be
available
and
approved
by
the
voters.
So
it's
a
legal
opinion
we
have.
We
have
not
heard
from
the
school
Department's
attorney
to
anything.
AE
AC
AE
It's
what
the
I'm
going
to.
Let
I'll
defer
it
to
the
lawyers
because
they're
the
ones
giving
the
opinion
that
the
Pago
is
considered
a
grant,
and
it
says
it
grants
reduce
the
it's
free
money
from
the
state.
I,
don't
know
if
that's
considered
a
grant,
but
that's
what
our
attorneys
are
saying
is
considered.
So.
C
AE
A
The
council
pattern,
just
one
last
thing
so
is:
is
it
fair
to
arrange,
I
mean
I
I'm,
just
trying
to
figure
out
both
legal
counsels
having
some
sort
of
a
meeting
with
the
Department
of
Education
attorney
on
their
end
to
kind
of
get
a
census
to
where
all
of
this
lies?
It's.
AE
B
AE
Can
go
to
it's
a
legal
advice
of
what
the
of
how
the
bond
the
bond
referenda
was
written
of
what
the
voters
approved.
You
cannot
break
the
law.
Right
cannot
say
you
can
go
against.
What's
being
said,
and
that's
of
the
legal
opinion
from
the
experts
that
we
receive
so
ride
in
this
equation,
if
not
applicable,
because
it
has
to
do
purely
within
the
city
of
Cranston,
the
voters.
AE
AC
It
was
provided
to
you
that
Johnston
and
Newport
used
it
differently
in
one
of
our
meetings.
G
Yep
just
to
provide
some
clarity
on
that
issue.
Basically,
it's
the
city's
Administration
legal
council's
opinion
and
conferring,
as
represented
by
director,
Moretti
it's
their
interpretation
that
it
would
be
cons.
The
pay
go
money
would
be
considered
a
grant,
however
ride
the
state
has
not
issued
a
legal
decision
saying
that
that
is
specifically
the
case,
and
other
cities
and
towns
have
not
taken
that
interpretation
and
there
has
been
no
challenge
to
it
that
that's
what
it
factually
I'm.
AE
Not
quite
sure
about
every
city
in
town
what
their
opinions
have
been
I
guess
the
superintendent
is
pointing
out
maybe
a
couple
of
other
city
of
towns
but
I
think
there's
probably
I,
don't
know
how
many
other
cities
and
towns
that
embarked
upon
these
referendums,
these
projects
that
that
could
be
used,
potentially
as
a
reference.
So
if
we
isolate
three
other
communities,
I'm,
not
sure
if
that's
every
other
community
in
the
state
of
Rhode
Island.
Yes
thank.
G
AE
G
AE
G
You
director
Moretti,
but
for
clarity's
sake,
I,
never
said
it
was
all
other
municipalities.
I
said
some
so
again,
I'll
reiterate
what
I
said
before,
which
is
that
the
city,
through
its
legal
counsel,
has
taken
the
interpretation
that
the
pay
go.
Money
is
deemed
as
a
grant.
The
ride
has
not
legally
made
that
determination
and
there
are
some
other
municipalities
that
have
not
that
have
taken
the
interpretation
that
it
could
be
used
in
addition,
but
it's
not
necessarily
an
upfront,
Grant
and
I'm.
Sorry,
the
superintendent
did
you
have
anything
else.
AD
Thank
you,
madam
president,
may
ask
the
superintendent
question.
Thank
you.
I'm
just
curious
will
rot.
If
asked,
will
ride,
give
an
opinion
on
this.
You.
AA
AE
David
Ferrara
who's
been
a
has
by
Decades
of
experience
with
us
and
again
it's
how
each
Community
writes
their
bond
referenda.
It's
not
a
universal
ride,
formula
or
wording.
AA
AE
Was
a
meeting
with
these
Administration
top
school
administrators
in
the
in
the
in
the
city?
Administration?
That's
when
the
information
was
conveyed.
It
was,
and
it
was
a
lengthy
discussion.
AE
That's
the
opinion,
but
is
there?
Is
there
something
in
writing?
No,
no.
We
didn't
have
it
reduced
to
writing.
That's
where
we
stand
right
now,.
AA
Has
the
administration
sought
any
other
legal
opinion
other
than
this
this
individual,
because
based
on
what's
being
represented
here
this
evening,
other
it
is
possible
that
other
municipalities
have
it
have
interpreted
similar
language
differently
and
so
I
guess
the
question
could
be
asked.
Couldn't
a
different
attorney
interpret
that
differently,
which
could
then
make
those
funds
available
to
complete
this
project?
It's.
AA
I
just
would
hate
I
would
hate
to
see
a
project
like
this
not
be
completed
where
in
the
long
run
it
is
going
to
have
to
be
done
and
it's
going
to
cost
the
city
more
money.
If
we
don't
take
advantage
of
this
now,
the.
AC
Just
to
be
honest,
we
we
did
discuss
if
that
was
challenged
on
our
end,
because
my
attorney
at
that
meeting
was
not.
We
didn't
have
an
attorney
there
if
that
was
challenged,
quite
frankly,
everything
would
stop
because
we
would
be
in
court
and
none
of
the
projects
would
continue.
The
funding
would
stop
and
that
wouldn't
benefit
anyone.
So
that's
where
we
are
at
this
point.
AB
You
the
question
I
just
listening
and
trying
to
see:
where
is
the
path
to
a
solution,
because
we
all
agree
that
this
phase
of
Eden
Park
project
needs
to
be
done
and
from
the
information
they
superintendent
gave.
This
phase
will
cost
14
13
to
40
million
dollars
in
this
city
will
only
pay
2
million
dollars.
So
now
we
are
in
a
situation
where
the
legal
say
weekend,
but
the
work
needs
to
be
done,
and
sometimes
we
need
to
find
a
way
to
find
a
compromise.
So
what
the
administration
intend
to
do
now.
AB
C
AE
Are
tied
that
he
can't
at
his
discretion
because
the
city
he
could
be
sued,
the
city
and,
more
importantly,
can
be
sued
for
those
actions
now
what
needs
to
be
done
outside
of
that
eight
possible
solution
is
have
a
referenda
that
goes
to
the
voters
for
them
to
approve
additional
funds
for
the
funding
of
this
project.
That's
another
alternative.
AB
As
it
was
mentioned
that
there
were
some
other
municipality
that
took
other
measure
based
on
the
same
language,
do
they
have
the
same
language
in
we
have
here
and
the
discuss
it
in
different
ways?
Can
we
follow
a
president
and
or
you
will
just
stop
with
only
one
opinion?
It's.
AE
AE
That
doesn't
mean
it's
the
same
language
that
was
done
in
other
communities
that
may
have
had
that
flexibility
with
that
monies,
those
Pago
monies
could
have
been
used.
So
it's
difficult
to
say
because
XYZ
town
or
city
is
using
Pago
they're
referended
their
authorization
by
their
voters
or
taxpayers
may
have
allowed
for
that.
But
that's
not
what
this
attorney
sees
in
the
city
of
Cranston,
they
consider
Pago,
which
is
basically
a
cash
advance
grant
that
does
not
have
to
be
paid
back
to
the
state
as
a
grant.
AE
That's
the
that's
the
Layman's
interpretation
of
this
of
what
is
it?
What
this
is
it's
saying
that
the
referenda
is
saying
that
the
amount
the
city
can
assume
a
liability
for
would
be
reduced
by
grants
and
that's
considered
by
this
attorney
as
a
grant.
This
Pago
a
cash
advance
amount
to
be
used
that
that
is
the
layman's
terms,
I
think
I'm
I'm,
expressing
that
fairly
accurately.
AB
So
what
you
said
is
for
that
phase
to
be
completed.
We
need
to
wait
another
election
to
put
a
Philippian
Dom
to
be
voted,
and
then
so
it's
like
two
three
four
years
is
that
what
we
mean.
AE
There
could
be
a
special
election
or,
or
you
know,
there's
an
election
coming
up
in
2024.
AE
G
Okay,
thank
you
and
and
I
do
want
to
point
out
to
the
the
notion
of
having,
like
a
it,
be
another
Bond
referendum
for
the
voters.
The
opportunity
that
we
currently
have
to
get
the
reimbursement
will
expire
by
that
time,
so
that
12
to
14
million
dollars
will
cost
12
to
14
million
dollars,
as
opposed
to.
If
we
availed
ourselves
of
a
potential
opportunity
at
this
time,
it
would
only
cost
us
three
and
change
million.
G
So
all
right
for
the
record
too
I
apologize,
councilman
poploskis
arrived
quite
some
time
ago
now
by
this
point,
but
all
right
thanks
last
for
my
communications
this
evening
is
the
status
on
hiring
of
the
Municipal
Court
Clerk,
the
current
Municipal
Court,
the
excuse
me,
the
former
Municipal
Court
Clerk
has
left
and
that
position
is
vacant.
I
know
the
administration
was
looking
at
filling
that
position
and
working
towards
that.
While
the
council
appoints
the
Municipal
Court
Clerk,
it's
historically
from
what
I
understand.
G
AE
I'll
speak
in
general
generalities
concerning
the
position
in
terms
of
the
process
as
to
where
we
do
stand
in
the
hiring
process
and
not
any
individuals
that
this
is
a
Teamster
position
and
we
have
to
follow
Civil
Service
rules.
So
there
was
a
internal
posting
of
which
there
were
several
people
that
applied
that
the
applications
were
received
within
a
specified
period
of
time.
AE
Testing
has
been
done
and
now
there's
some
due
diligence
being
performed
relating
to
those
people
that
did
pass
the
the
exam
was
performed
and
if
I
just
mentioned
that,
and
they
and
diligence
is
being
performed
right
now
and
vetting
that
those
individuals
for
final
selection
timing.
It
would
seem
like
this
week.
There
should
be
an
answer.
G
Thank
you
and
director
Moretti.
If
you
could,
if
you
could
send,
maybe
an
email
update
me
when
that
decision
has
been
made
so
that
we
can
appropriately
do
the
appointment
as
well
yeah
any
any
council
members
have
any
discussion
on
this.
G
AA
Thank
you,
council
president,
the
first
item
exploration
of
liability
policy
for
the
city.
This
is
something
that
has
been
on
the
finance
committee
docket
numerous
times.
I
spoke
with
directors
Adelis
earlier
this
afternoon,
and
sticking
with
that.
We're
gonna
we're
going
to
continue
this
to
the
finance
committee
Docket
in
August,
and
then
second.
AA
A
Thank
you.
The
items
that
I
have
on
here,
council
president,
is
pretty
much
a
comprehensive
plan
which
I
received
already
some
information
from
the
director,
and
the
other
part
is
that
I'm
meeting
with
him
on
Friday,
so
I
should
be
relatively
okay.
A
I'll
put
this
back
on
the
agenda,
if
so
needed
and
asked
the
administration
in
terms
of
that
account
that
we
have
discussed
during
budget
season,
unless
anybody
has
any
questions
concerning
that
right
now,
all
right,
seeing
none
move
on
to
my
next
item
that
I
have
on
here,
which
is
the
to
the
administration
just
looking
again
for
a
update
on
the
hiring
of
the
position
in
terms
of
the
one
that
we
had
as
a
council
during
this
past
budget
season
set
aside
for
a
position
within,
it
seems
like
there's
two
employees
of
the
planning
department
that
are
no
longer
with
us
and
have
left.
A
We
have
clearly
the
comprehensive
plan
and
a
couple
of
other
projects.
As
we
all
know,
planning
is.
You
know
also
one
of
the
many
backbones
that
the
city
has.
What's
the
status
on
hiring
someone
and
hiring
to
fill
the
other
two
positions
and
the
one
that
we've
budgeted
as
well
for
yeah.
AE
The
the
existing
Oak
musicians
of
the
folks
that
director
marillo
had
taken
to
Coventry
on
the
process
of
being
filled.
AE
We
have
an
acceptance
from
the
senior
planner
if
I
have
the
right
terminology,
Doug's
form
form
of
position
and
that
person
should
be
starting
so
very
soon.
I
don't
have
the
exact
date
in
in
playing
departments
recruiting
that
other
position.
That's
a
bit
Junior
to
to
that
position,
as
we
speak
as
to
the
and
relative
to
the
I'll,
say
incremental
position
that
I
believe
if
I
recall,
that's
budgeted
for
January
1.
There
hasn't
been
any
movement
on
that
at
this
time.
AE
A
AE
All
traditionally
we
we
leave
it
to
the
director
to
initiate
that
with
discussions
in
this
case
with
Mr
pazulo
certainly
has
his
hands
full
at
the
moment,
so
I'm
will
be
in
conversation
with
them
at
the
exact
time
it
isn't.
It's
there's
no
set
time
frame.
A
A
I
just
wanted
to
double
check
on
on
this
position,
so
we
can
kind
of
follow
back
with
the
director
I'll
follow
back
with
the
director
as
we
get
closer
towards
all
in
hopes
to
possibly
post
this.
AE
A
AB
In
human
imprisonment
this
is,
communication
is
concerning.
AB
We
are
in
Badland
Paul,
as
you
all
know,
but
lung
pool
is
the
Hot
Topic
that
we
I
have
the
duty
to
bring
before
the
council.
As
the
constituent
asked
me
to.
AB
Unfortunately,
we
still
have
many
confusions
and
nothing
is
clear
still
so
at
the
last
time,
at
the
last
meeting,
we
asked
to
have
something
that
is
well
detailed
about
the
plan
for
Brandon
Paul.
What
is
it
exactly?
Is
it
repair
of
the
current
poll
to
be
reopened
next
summer?
Is
the
construction
of
a
new
poll
what
size
it
will
be
and
what
is
the
timeline
for
groundbreaking?
Because
we
cannot
wait
then
I
cannot
wait.
The
consumer
cannot
wait.
We
need
to
have
transparency
and
where
we
go
from
here.
AB
So
that's
why
we
have
this
I
am
looking
for
the
administration
to
give
us
an
update.
AE
You
know
today
was
an
interesting
day,
and
actually
it
was
a
very
good
day
in
the
city
of
Cranston,
where
the
residents
have
voiced
their
concerns
over
the
past
good
number
of
months,
let's
at
least
say
that,
and
certainly
it
came
to
a
crescendo
today,
which
is
which
was
great.
In
fact,
I
was
there
listening
to
every
word,
applauding
them
for,
for
their
efforts
and
I
was
standing
there
and
realized.
There's
really
not
much
of
a
difference
between
what
everybody
spoke
about
tonight
where
the
administration
is
and
where
the
consulate
and
our
opinion.
AE
AE
AE
Many
of
your
questions
and
to
answer
some
perhaps
some
questions
that
that
you
may
have
the
public
and
as
well
as
this
Council
that
you
might
recall,
has
asked
for
a
qualified
engineering,
firm
I
believe
is
the
last
council
meeting
with
that
specific
request
was
given
to
the
administration
to
have
a
qualified
engineering
firm,
perform
an
assessment
of
the
viability
of
repairing
the
existing
pool.
AE
In
that
respect,
I
am
pleased
to
report
that
the
mayor
had
a
well-qualified
firm
perform
such
work.
The
assessment
has
been
done,
the
facts
are
in
and
the
pool
is
reported
to
be
in
disrepair
and
attempting
to
repair.
The
pool
is
not
recommended
by
the
engineering
firm
since
the
mayor
last
addressed
the
public
formally
at
the
end
of
March.
This
Administration
has
been
working
diligently
to
undertake
the
modernization
of
the
Budlong
pool
complex.
AE
As
the
mayor
has
consistently
said,
the
current
pool
condition
is
beyond
any
more
quick
fixes
and
would
be
wasting
taxpayers
money
to
do
anything
less
than
the
new,
safe,
modern,
handicapped,
accessible
pool
with
and
bath
house
facility.
AE
AE
AE
AE
AE
AE
AE
AE
The
pool,
deck
and
interface
have
deviations
that
are
in
violation
of
the
American
Disability
accessibility
act
and
also
serve
as
trip
and
abrasion
hazards.
The
pool
does
not
have
Ada
accessible
points
mandated
by
federal
law.
The
pool
has
wall
obstructions
that
are
violation
of
Health
Department
code
due
to
failures
and
holding
water.
Chlorinated
water
has
seeped
into
the
concrete
wall,
causing
loss
of
strength
and
corrosion
to
the
rear
support
system.
AE
The
presence
of
the
pool
liner
indicates
the
leaks
cracks
in
structural
failures,
have
been
significant,
making
it
difficult
to
repair
the
pool
if
possible.
Those
are
pretty
strong
findings.
By
by
this
pool
engineer
specialist,
the
new
7000
square
foot
pool
will
have
sufficient
capacity
to
approach
to
a
product
of
a
to
accommodate
approximately
500
users
at
one
time,
that
capacity
provides
an
extraordinarily
High
number
of
Swimmers
at
any
one
time.
AE
Couple
of
points
of
reference
is
that
the
mayor
visited
and
I
tagged
along
with
him,
the
Fairlawn
pool
at
the
in
the
city
of
Pawtucket,
the
demographics
similar
to
the
city
of
Cranston
or
Pawtucket,
with
a
bit
of
a
smaller
population
with
maybe
more
urbanized
environment,
but
we
they're
very
Cooperative
in
looking
at
the
size
of
their
pool
and
and
what
the
history
has
been
in
terms
of
attendance
and
their
attendance
records
show
in
the
last
two
years,
approximately
100
users
at
one
at
any
point
in
time,
utilizing
their
pool
the
old
records
that
we
have
best
estimates
for
the
city
of
Cranston
that
they're
approximately
at
Peak
Peak
summer
times
hottest
times
at
one
time
approximately
300
individuals
in
in
our
pool.
AE
At
the
time.
The
new
right
size
pool
will
include
a
zero
depth,
Beach
style
walk-in
entrance
for
youngsters
and
seniors.
It
will
have
space
for
lap
swimming
and
lines
that
will
also
be
available
for
General
swimming
use.
The
pool
design
will
have
features
like
spray
hoses,
simulated
waves
and
a
covered
area
that
will
keep
some
of
some
portion
of
the
pool
in
the
shade
our
kids
in
the
residents
of
Cranston
deserve
such
a
pool.
I
think
you
would
agree.
AE
We
will
also
design
and
seek
bids
for
a
2,
000
square
foot
and
I
emphasize
optional,
splash
splash
pad
to
be
considered
based
on
available
funding.
That
comes
at
no
additional
cost.
When
you,
when
you're
designing
this,
it
will
be
there
as
a
placeholder
should
should
the
council,
along
with
the
mayor,
wish
to
proceed
based
on
affordability.
AE
In
fact,
the
engineer
quite
simply
told
us
that
is
the
way
to
go.
Pools
are
more
going
out,
Splash
Pad
accommodations.
They
can
accommodate
so
many
hundreds
and
hundreds
more
more
participants,
and
if
you,
if,
if
there's
a
waiting
line
to
get
in
the
pool
by
some
chance,
they
have
something
to
use
and
and
entertain
themselves.
AE
So
we
want
to
be
able
to
throw
out
that
option
what
we
call
it
if
we
ever
went
out
to
bid
to
do
that
as
an
adult
not
necessary
in
the
bid,
but
as
a
as
a
you
can
also
get
a
quotation
on
that
should
should
we
wish
to
proceed,
the
existing
bath
house
will
be
renovated
to
provide
a
new
modern
facility
with
Ada
accessibility.
AE
In
the
coming
weeks,
we
will
arrange
a
meeting
with
our
consultants
for
a
public
discussion
of
the
existing
pool
conditions
in
future
design
plans.
Once
a
more
comprehensive
plan
is
developed.
What
I'm
doing
with
you
is
sharing
the
I'll
say
the
verbal
report
and
notes
provided
by
the
engineer
it.
It
takes
time
to
document
that,
but
we
want
it
to
be
forthcoming
as
soon
as
we
got.
This
evaluation
convey
to
us
from
the
engineer.
So
we
don't
have
a
document
to
hand
you,
but
it
was
the
it
was.
AB
Excuse
me:
I
have
I,
have
okay,
you
explain
that
you
have
an
engineer
that
gives
you
all
the
information
that
say
the
pool
cannot
be
repaired
and
you
don't
have
anything
in
hands
to
show
to
share
with
us.
AB
AB
AB
AE
AB
C
G
Gonna
interject
here,
let's
please
excuse
me
councilman
Jermaine.
Excuse
me
director,
Moretti.
Let's,
please
keep
Civility
and
speak
one
person
at
a
time.
If
a
question
is
posed,
please
let
the
other
answer.
If
we
can't
then
then
I'm
gonna
take
Liberties
and
end
this
discussion
and
and
for
the
inquiries
to
the
amount
of
the
earlier
study.
My
memory
was,
it
was
around
thirteen
thousand
dollars,
but
you
know
it
was
a
long
time
ago
for
all
of
us,
but
if
we
can
move
on
from
that,
thank
you
both
okay.
AB
AE
It's
authorized
by
the
city
council
up
to
three
hundred
and
fifty
thousand
dollars.
AB
Up
to
three
hundred
fifty
thousand
dollars
correct,
so
you
do
not
have
a
document
to
share
with
us.
You
do
you
pay
that
money
already
or
you
do
not
have
something
to
share
right
now,
but
you
have
you
have
the
result
already.
Secondly,
you
just
mentioned
in
the
coming
weeks,
there
is
going
to
be
a
discussion
on
the
condition
of
the
existing
pool.
So
that's
why
I
feel
like
I'm
I'm
I
lost
here.
AB
AB
AE
There's
many
considerations
and
to
be
honest
with
you,
based
on
what
sure,
based
on
the
users
of
the
pool
in
the
past,
in
the
city
of
Cranston,
based
on
comparatives,
with
with
a
key,
a
key
Community
to
make
sure
that
we
provide
more
than
enough
user
space
than
than
necessary
we're
erroring
on
the
higher
side.
AE
For
that
reason,
if,
conversely,
we
hope
to
be
able
to
staff
a
pool
of
that
size
that
very
large
size
certainly
there's
operational
concerns
the
Staffing
concerns,
but
but
it
would
be
rhetorical
to
say
we
would
be
interested
in
seeing
any
engineering
work
to
justify
why
you
should
and
in
the
number
of
participants
in
the
pool.
So.
AE
Necessary
to
to
accommodate
1200
people,
which
is
the
size
of
the
existing
pool.
AB
AE
Time
frame,
I
believe
in
a
couple
of
weeks,
or
so
let
me
just
explain
to
you
why
I
believe
it
surprises
the
we
had
a
choice
of
being
transparent
and
sharing
with
you
the
knowledge
we
had.
We
received
that
if
we
got
we
debrief
sometime
Thursday
evening
last
week,
we're
able
to
kind
of
distill
this
into
a
cogent
thought
to
prepare
for
the
even
for
this
evening.
We
could
have
also
just
kept
our
mouth
shut
and
not
share
that
information,
but
we
didn't
want
to
be
that
way.
AE
We
prefer
to
share
it
with
the
city
council
and
share
with
the
public
as
soon
as
we
heard
it
so
I
just
want
you
to
understand
that
we
could
have
played
it
very,
very
safe.
It
just
waited
for
the
documents
and
had
to
be
completely
buttoned
down
on
this.
However,
what
I'm
sharing
with
you
are
the
representations
that
will
be
reduced
into
much
more
detail
than
I
explained
this
evening.
AB
AE
Okay,
the
great
Point
you're
making
actually
the
we
authorized
for
the
engineering
of
a
pool
up
to
350
000.
So
this
is
the
entire
entire
authorization
for
to
basically
bring
to
us
bid
specifications
down
to
every
detail
when
it
goes
out
to
bid
to
present
to
the
contractors
whether
that
was
a
new
pool
or
whether
that
be
the
existing
pool,
repaired
or
renovated.
That's
part
of
the
entire
engineering
contract.
This
was
actually
part
of
the
work
they're
doing
to
determine
if
the
existing
pool
would
reasonably
should
reasonably
be
repaired.
AE
So
it's
part
of
that
that
entire
comprehensive
work
that
a
work
of
work
body
of
work,
that's
being
that
will
be
presented
and
and
actually
the
end
document
will
be
the
what
is
actually
going
out
for
the
for
our
bid.
Specs.
R
AB
What
you
pay
it's
for
telling
the
better!
This
is
what
you
want
them
to
do.
Who's
gonna
be
construct
or
your
new
pool,
or
is
that
include?
Are
we
because
you
give
us
a
new
report
on
the
condition
of
the
pool,
because
you
just
say
your
engineers
say
you
cannot?
It
cannot
be
fixed
right,
so
they
do
a
it's.
Not
you
gave
okay
I.
Want
you
to
design
a
poll
for
me,
that's
not
you
pay
them.
They
have
a
duty
to
go
to
study,
to
do
assessment
of
the
police
that
correct.
AE
G
Understand
I'm,
going
to
interject
here
for
for
a
minute
from
what
I
understood
this
evening
is
that
the
administration
had
some
discussions
with
a
different
engineering
company
as
to
the
current
situation
with
the
pool-
and
it
was
only
conversations
but
not
a
written
report-
is
that
correct
director
Moretti.
G
AE
G
It
was
not
it
was.
It
was
not
a
detailed
analysis.
These
are
different
experts
now
they're,
looking
at
it
and
so
from
what
I've
heard
tonight,
then,
is
that
there's
going
to
be
a
written
report
with
a
detailed
analysis
that
will
be
provided
to
the
administration?
Do
you
know
when
you
expect
to
receive
that
that
report,
because
I
would
imagine
in
having
a
discussion,
they
would
have
told
you
when
to
expect
it
yeah.
G
I
would
suggest
for
the
benefit
of
everyone,
the
public
Council
and
the
administration
that,
when
that
report
is,
is
revealed
to
the
administration
that
you
reach
out
to
the
council
I'd
be
more
than
happy
to
schedule
a
workshop
of
some
kind
so
that
we
are
all
a
prize
at
the
same
time
of
what
those
findings
are
and
can
have
a
discussion.
I
think.
G
The
last
thing
we
need
is
for
us,
as
council
members,
to
hear
about
it
for
the
first
time,
because
there's
a
press
conference
called
by
the
mayor
and
we're
seeing
it
on
the
news
and
then
we're
getting
calls
from
constituents
for
us
to
all
be
on
the
same
page
and
make
sure
that
we
all
have
an
equal
under
understanding
of
what
the
assessment
is
and
what
the
plan
is.
I
think
that
some
type
of
workshop
with
that
information
would
be
beneficial.
Do
you
agree
director,
Moretti.
AE
AE
It
would
be
I
believe
more
of
a
town
hall
type
thing.
The
mayor
would
probably
call
say
there
would
there
will
be
a
a
a
public
town
hall
type
meeting.
AE
G
In
advance,
sure,
okay,
sure
that's
I
just
want
to
make
sure
we're
all
functioning
as
one
unit
together.
That's
all
I
ask
of
born
I.
Don't
think!
That's
a
big
ask
so
I
just
wanna
on
the
record
this
evening
that,
on
behalf
of
the
council,
I
am
asking,
as
the
council
president,
that
we
have
an
actual
joint
session
with
the
mayor
and
the
administrations
that
we
could
present
to
the
public.
What
the
findings
are
again,
what
the
assessment
is
and
what
the
plans
are
going
going
forward.
Fair
enough.
AE
The
mayor
will
be
caught
having
a
public
discussion.
Certainly,
the
council
will
be
invited
correct,
okay,
all
right.
What
I
also
have
too
if
you'd
like
with,
is
a
is
the
bio
of
the
the
particular
PE
who's
working
on
this
project,
along
with
a
design
that
is
recommended
and
in
the
interest
of
time
something
to
be
considered.
The
directive
we
receive
from
the
council
is
get
a
pool,
move
it
get
it
done
by
next
year
with
that
interest.
AE
If
we
have
to
wait
weeks
for
back
and
forth,
we
will
never
see
a
pool
done.
So
this
is
what
is
going
to
be
moving
forward
in
the
best
interest
of
the
the
mayor
feels
the
messages
of
everybody.
Otherwise,
if
we
procrastinate
and
have
a
process,
we
will
do
that,
but
it
will
delay
the
engineering
leading
to
the
construction
of
the
pool,
which
is
impossible
right.
So
that's
the
pool
design.
AE
Lastly,
just
some
reference
materials
and
you're
welcome
to
go
online
with
Weston
and
Samson,
but
examples
of
other
Municipal
pools
to
lend
I'll
say
credibility
to
to
what
they've
what
they've
looked.
G
And
just
and
just
to
make
sure
we're
we're
clear
on
something
I'm,
as
I've
stated
before,
the
council
isn't
seeking
to
delay
this
we've
expended
funds
that
we've
authorized
for
the
administration
to
utilize
and
and
just
the
way
clear
and
I'm
sure
you
or
at
least
hope
you'd
agree
with
me
director
Moretti.
You
mentioned
yourself
that
the
mayor
was
already
going
to
have
a
public
session.
So
all
we're
saying
is:
let's
do
that
jointly
because
it
does
meet
that
ultimate
goal
of
moving
this
along
as
quickly
as
possible.
Yes,.
AE
In
fact,
part
of
why
I
was
a
little
careful
in
my
phrasing
is
I
will
have
to
talk
to
the
attorneys,
but
rather
than
if
we
get
the
results
we
know
we
have
them.
We'd
like
to
call
a
public
session
I
believe
the
mayor
doesn't
have
to
call
a
meeting
of
the
council,
but
a
public
forum
of
which
everyone
can
attend.
AE
We
could
talk
to
the
lawyers,
but
to
do
that
in
the
most
expeditious
way
possible,
if
it's
most
expeditious
to
do
the
the
formal
counsel
process
that
could
be
considered,
but
whatever
most
Expeditions
in
the
legal
way
in
terms
of
Public
Announcement
would
probably
be
the
best
interest
of
moving
this
thing.
G
AB
We
put
it
in
the
communication
as
we
have
it
in
the
communication
you
come
in
and
give
us
this
Workshop
or
we
doing
doing
all
as
the
council
business.
They
have
a
special
meeting
for
to
doing
that.
G
Council,
member
Communications
and
committee
are
always
welcome,
so
you
can
do
that
with
with
Public
Works
as
well
yep.
In
addition,
but
hopefully
we'll
have
a
date.
Perhaps
before
then
we'll
see
I.
AB
AE
Well,
sharing
that
the
logic
reasoning,
rationale,
justification
for
that
opinion,
may
I
also
point
out
and
I
always
say
this
anything
can
be
done
with
time
and
money.
Somehow
I
know
that
I
bet
that
pool
can
be
done,
but
within
any
practicality
or
reasonable
cost
or
a
pool.
AE
That's
going
to
function
for
the
Next
Generation
might
be
a
different
story,
so
we
believe
in
that
possibility
anything
is
pot,
they've
done
greater
things
on
earth
and
I,
so
I'm
sure
they
can
technically
do
it,
but
just
to
be
as
a
reality
check
to
what's
affordable
to
the
taxpayers
are
practical.
That's
what
the
as
being
conveyed
to
us.
AE
Well,
in
the
interest
of
time
the
they
are
proceeding
with,
with
the
with
the
with
the
pool
at
conceptual
and,
of
course,
with
the
conceptual
design.
That's
provided
again,
one
of
the
main
objectives
is
to
get
that
thing
open
for
next
season
and
without
moving
forward.
It
just
won't
be
possible.
AE
E
AE
Well,
the
architect,
the
succotion
associates
that
report
will
be
coming
from
there.
I'll
say
I
would
call
them
the
general
contractor
for
the
I'll
say
this
design
engineering
work,
they'll,
be
the
Westin
and
Samson
firm.
That
of
the
pool
Specialists,
and
this
gentleman
Mr
Mariano
in
particular,
would
be
drafting
that.
E
E
Right
now,
I
find
it
nothing
short
of
a
miracle
that
that
information
showed
up
today,
nothing
short
of
a
miracle,
so
why,
in
the
world,
have
we
waited
two
years
to
find
out
that
this
pool
shouldn't
be
fixed?
That's
my
question:
why
have
we
waited
two
years?
Two
years
ago
you
told
us
it
could
be
fixed
at
a
certain
price
and
then
it
could
be
better
at
another
price,
and
then
it
was
going
to
be
a
seven
million
dollar
project
and
so
for
two
years
we
waited
to
find
out
that
the
pool
couldn't
be
fixed.
E
E
And
two
years
ago
you
told
us
that
the
Federal
Hill
group
said
the
pool
could
be
fixed
and
as
far
as
council
president
wanting
to
be
part
of
this
town
meeting
or
whatever
it
is
you're
going
to
do
I'm
a
little
skeptical
of
you
wanting
us
to
be
there,
because
when
you
did
the
original
press
conference
on
the
pool,
not
one
of
us
was
invited
and
you
stood
there
saying
we're
going
to
do
this
pool
we're
gonna.
Have
these
plans,
you
had
everybody
there,
all
the
news
was
there
and
the
council
wasn't
involved
in
that.
E
So
why
would
white
sit
here?
I
want
to
believe
that
we're
going
to
be
part
of
the
next
phase
of
you
deciding
what's
going
to
happen
or
the
report
that
you're
going
to
give
us.
So
we
have
some
tendency
to
doubt
some
of
the
things
that
you
say
when
you're
standing
up
there,
because
it's
true,
we
do
doubt
the
things
you
say
sometimes
because
you
don't
always
tell
us
the
truth.
E
E
Then
you
tell
us
reports,
no
good,
then
you
have
a
news
conference
that
we
don't
get
invited
too
and
then
you're
gonna
tell
us
you're
gonna
invite
us
to
a
news
conference,
so
I
think
I
have
the
right
to
doubt
some
of
the
things
you
say
and
I
still
believe
that
it's
nothing
short
of
a
miracle
that
that
report
showed
up
today
when
2
000
people
were
trying
to
tell
you
to
listen
to
them.
I'm
done.
Thank
you.
Okay,.
AE
Let
me
answer
you:
some
of
your
questions.
I
can
answer
some
of
your
questions
in
terms
of
I'll,
say
your
two-year
process.
I
think
we
should
all
look
back
and
don't
worry
there'll
be
plenty
of
blame
to
go
around.
If
that's
what
you're
looking
for
in
in
terms
of
if
you're
inferring,
it's
because
of
the
mayor,
I
think
there's
a
lives,
a
lot
of
discussion
so
much
to
do
with
with
I.
It
would
take
a
long
time
to
go
back
to
all
the
meetings.
AE
All
the
discussions
of
what
of
of
this
process
to
get
here,
so
I
think
kind
of
we're
all
part
of
those
discussions.
I,
don't
think
anyone
wasn't
part
of
it
in
terms
of
how
you
feel
and
how
you
think,
I
can't
control
that
all
I
know
is.
We
we've
been
up
front
in
if
we're
sitting
in
that
office
and
you
if
there's
different,
Council
people
that
go
on
camera,
criticizing
the
mayor
or
criticize
the
administration.
It
does
not
build
trust.
C
AD
AD
Recently
there
was
an
article
I
read
online,
a
couple
different
places
that
there
is
funding,
that's
going
to
be
distributed
by
the
state,
so
I
just
wanted
to
know
if
we
knew
the
process
in
order
to
obtain
that
funding
or
had
any
idea
exactly
how
it
would
be
utilized
and
I
wanted
some
clarity,
because
I
understand
it
as
it's.
The
city
works
with
the
state
to
run
this
program
outside
of
the
school
department,
and
I
was
just
looking
to
get
some
information.
Regarding
that.
Thank
you.
AE
The
city
did
sign
on
to
that
program
and
the
the
administration
with
Mr,
gasha
and
libraries,
part
of
Recreations
would
be
developing
a
program
to
utilize
grant
funding
which
we're
we've
I,
don't
know
if
we
I
believe
we
already
have
applied
for
so
we
are
certainly
participating
in
and
trying
to
evolve.
AE
The
parks
and
rec,
along
with
the
libraries
mention
it
to
the
schools,
I'm,
not
so
sure
that
they're
very
receptive
to
this
respectfully
they
have
their,
they
can
opt
out,
but
it
is
geared
to
a
municipality
so,
and
the
governor
tells
us
that
there'll
be
more
money
coming
down
the
pike
which
could
be
very,
very
beneficial
to
Cranston
we're
talking.
Hundreds
of
thousands
of
dollars,
certainly
we'll
be
applying
for
those
funds
too.
AD
AD
So
there's
no
speculation
outside
of
here.
Similarly
to
we've
had
the
bugs
go
on,
often
just
so
that
we
get
regular
updates
on
that
program
and
how
we're
going
to
utilize
it
yeah.
AE
I'm
not
sure,
yes,
you
certainly
can
request
it.
It's
a
bit
time
consuming
but
we'll
be
happy
to
oblige
another
all
cumulatively
everything.
But
that's
that's
your
job
and
that's
our
job
to
respond
as
best
we
can.
If
we
don't,
if
you
don't
get
any
updates,
you
don't
get
updates
yeah.
AD
AE
G
And
just
on
that
point
to
councilman
renzuley's
topic,
the
81
million
available.
That
was
Statewide,
though
not
for
one
municipality
right,
yeah
yep.
That
will
do
it
for
council
member
Communications.
Next,
we
have
introduction
of
new
business
at
this
time.
I
would
ask
for
a
motion
to
take
the
new
business
instruction
as
a
block.
B
C
AD
B
G
Yes,
and
at
this
time
it
looked
for
look
for
a
motion
to
introduce
these
matters
new
business,
some
moved.
Second,
okay,
any
discussion
there
being
none
clerk.
Please
take
the
role.
