A
Thank
you
on
to
the
fourth
item
on
the
agendas
the
committee
business
matters
that
are
carried
over
2-23-03,
that
is
ordinance
and
amendment
of
chapter
15,
of
the
code
of
the
city
of
Cranston,
2005,
entitled
buildings
and
construction
polls.
Relocation
is
sponsored
by
councilman
Donegan,
who
is
continuous,
amended
several
times
with
the
last
one
being
last
month
and
can
I
have
a
motion
to
approve.

A
A
B
A
G
Thank
you,
madam
chair.
This
mother
is
a
con
ongoing
topic.
That's
gonna
come
about
before
us,
quite
often
until
we
have
the
Badland
post.
So
at
the
last
meetings
at
I
request
that
to
have
a
some
information
about
the
plan
we
have
for
Badland
pool
project
and
the
timeline
when
this
project
is
going
to
be
started,
and
what
is
this
consist
of
really
because
there
are
information
here
and
there
and
my
constituential
do
not
have
the
right
information.
I
don't
have
the
right
information.
G
There
is
a
lot
of
speculations
and
I
think
what
is
best
is
to
have
the
administration
come
to
before
us
and
tell
us
exactly
what
is
it
about
and
I
asked
this
question
last
meeting
at
the
last
minute.
I
did
not
have
an
answer:
instead,
it
was
more
I.
Don't
want
to
go
there,
but
I
hope.
Today,
I
will
have
the
answer.
A
Thank
you,
I'm,
not
sure,
there's
if
you're
looking
for
the
administration,
councilwoman
Jermaine,
yes,
I'm,
not
sure
if
there's
a
no,
no,
there
seems
to
be
obviously
no
one
here
from
the
administration
at
all
on
here.
A
G
He's
got
numbers
for
the
next
winning
the
26th
and
it's
gonna
go
for
the
next
meeting
again
and
again
until
but
long
full,
we
open
for
our
constituents.
A
G
A
Council
meeting
yes
through
the
clerk
of
you,
please
add
it
to
the
for
the
city
council
meeting
taking
place
at
the
end
of
this
month.
Councilwoman.
You
also
have
another
item
on
here
as
well.
There's
no
votes
to
be
taken.
It's
regarding
the
rats,
infestation
and
product.
Sorry,
Property,
Management,.
G
Yes,
I
put
this
into
the
communication,
because
I
have
received
so
many
complaints
about
you
know.
We
know
the
the
history
of
rats
wouldn't
in
the
city
and
we
are
getting
into
summer
and
then
we
know
what's
going
to
happen
when
it's
getting
hot
out
there
and
also
I,
had
complaints
about
uncapped
properties
in
this
city
and
a
lot
of
residents
are
very
frustrating
and
then
that's.
G
Why
I'm
going
to
share
with
you
a
couple
of
emails
that
I
receive
and
I
send
it
to
the
administration
to
share
with
you,
I,
don't
know
if
you
receive
it,
it
was
a
little
late,
but
I
should
send
it
to.
A
To
Rose,
yes,
I,
don't
recall
re-seeing
anything,
but
at
the
same
time
I
will
double
check
clerk.
Do
you
know
if
that
information
from
councilman
German
was
disseminated
to
all
of
us.
A
G
Okay,
I,
don't
know,
but
I
have
the
email
app,
but
maybe
I
send
it
a
little
I
receive
it
yesterday.
So
I
sent
it
this
morning,
while
I
was
at
work
on
my
cell
phone,
so
I
said
it
was
while
I
was
at
work
today.
It's.
D
B
Did
had
to
leave
leave
early
today,
oh
so
she
made,
it
might
not
have
just
come
across
her
desk
before
she
left.
Unfortunately,
thank.
A
You,
if
I,
could
make
a
suggestion
and
council
president
more
than
welcome
to
weigh
in
on
this,
maybe
going
forward
with
the
next
email
copy
yeah
the
clerk
Tracy.
That.
G
G
This
is
about
property
on
kept
properties
for
the
33
years,
I
have
lived
in
ward
2..
They
have
certainly
been
a
fair
share
of
neglected
and
uncaped
properties.
G
I
have
seen,
besides
being
one
of
the
busiest
streets
in
Cranston,
it's
surrounds
several
major
businesses
in
order
how
many
reports,
complaints
finds
and
citations
does
it
take
to
have
actions
seen
if
the
house
is
vacuumed,
have
this
city
clean
it
up
and
pass
the
charges
along
to
buy
or
seller
if
there
is
a
homeowner,
get
a
notarized
assessment
of
the
situation
and
deal
with
it
accordingly,
the
time
for
pleasantries
and
30
60
90
days
notice
needs
to
stop
either
the
homeowner
landlord
fixes
fixes
it.
The
city
does
or
sell
the
property
at
action.
G
Due
to
the
time,
I
will
not
be
able
to
attend.
You
can,
however,
speak
on
my
behalf.
My
name
is
Stephanie.
Pound
I
reside
on
Elder
Street
number
44,
my
44.,
my
family
and
I
have
resigned,
as
said
at
said,
poverty
for
almost
two
decades
doing
this
time
for
over
a
decade,
We
have
dealt
with
wouldn't
infestations.
G
G
G
What
needs
to
occur
to
have
this
situation
completely
resolved,
I
really
want
to
know
all
I
want
is
to
be
able
to
have
people
take
care
of
their
property.
If
anyone
has
any
further
inquiries,
please
feel
free
to
contact
me
via
email
and
I
send
the
email.
The
email
is
right
here.
Isn't
it
my
email,
I
said
I
can
provide
further
details,
an
individual
who
I
spoke
to.
Thank
you
for
your
time.
G
So
I
take
time
to
with
those
two
and
I
have
more,
but
we
don't
want
to
keep
the
but
I.
Think
those
two,
because
this
situation
has
been
ongoing
for
quite
some
times
and
I
see
the
strawberries.
There
is
one
on
Mapleton
I
request
to
know
what
is
the
process?
What
do
we
do
when
we
see
such
properties
in
this
regards
in
our
neighborhood?
What
are
this
step?
G
We
should
take
to
make
sure
if
there
is
a
you
know
if
the
owner
is
unable
financially
to
take
care
of
that,
what
the
city
can
do,
what
we
can
do
and
I
even
a
notebook
talk
to
me
about.
We
know
we
are
working
on
a
plane
for
beautification
if
they
are
going
to
that,
can
help
so
probably
some
ways
that
may
not
have
the
the
means
to
cap
to
keep
their
property,
but
some
of
them
are
vacant
for
a
long
long
time.
G
So
there
is
one
on
my
pattern:
that
being
there
for
more
than
two
years
now.
So
what
happened?
What
this
the
administration
do
when
we
have
such
properties
that
affected
and
unkept
us
situation
and
they
are
serve
as
shelter
for
rats,
so
I
would
like
to
know.
A
Councilman
Jermaine,
I,
I,
will
say
I
know,
Administration
is
present,
I
see
director
here,
Dr
Moretti
before
I
asked
directors
coming
forward.
I
I
do
want
to
say
that,
but
maybe
Hoover
or
November
of
2019
during
my
first
term
in
regards
to
newson's
property
I,
had
put
forward
an
ordinance
on
what
was
called
I
believe
the
Cranston
public
nuisance
kind
of
task
force,
and
some
of
that
was
already
established
within
the
city.
A
But
what
I
did
was
and
I
don't
I,
don't
want
to
say
I,
because
it
was
a
few
of
us
who
were
I.
Think
John
was
also
here.
I'm,
not
sure
councilman
needs
to
be
already
here
or
not
so,
and
I
had
the
support
of
of
the
council
and
it
took
a
lot
to
get
there,
but
it
was
really
to
identify
nuisance
property
around
the
city
and
expand
upon
what
we
currently
had
in
the
books.
A
With
the
understanding
that
the
director
of
building
inspections
would
be
the
chair
director
of
planning,
we
would
have
members
of
the
council
from
the
majority
and
the
minority
party
on
there
and
there
would
be
regular
meetings.
Regular
meetings,
which
actually
weren't
really
determine
how
often
per
year
or
when
regular
meetings
were
being
were
defined
as
right
could
have
been
monthly
weekly.
That
wasn't.
That
was
kind
of
left
up
to
your
interpretation.
A
I
should
say
more
so
maybe
the
word
complaints,
not
really
the
word,
but
at
the
same
time
I'll
use
it
because
it
was
really
any
complaints
coming
before
us,
whether
it's
a
neighbor,
complaining
or
anything
along
those
lines
that
we
would
all
get
phone
calls
and
then
identify
identifying
in
any
of
those
nuisance.
Property
where
were
repeats
were
repeats
right
of
other
council
members
calling
or
constituents
calling
in
and
then
from
there.
We
would,
and
we
also
would
involve
Municipal
Court
you've
you've.
A
Given
me,
you've
kind
of
brought
the
subject
to
the
top
of
my
inbox,
I
should
say
because
the
task
force
once
we
started,
having
conversations
with
the
administration
I'm,
really
trying
to
figure
out
who,
from
the
party
was
going
to
pick
a
council
member
covet
hit
and
I
shouldn't,
use
that
as
as
as
a
deterrent
as
to
why
this
didn't
happen.
But
it
kind
of
was
the
more
and
more
I'm
hearing
about
nuisance
properties
and,
more
and
more
now,
I'm
saying
to
myself
right.
A
A
How
do
we
move
this
forward
and
I
understand
that
the
bandwidth
and
staff
is
probably
not
there,
but
it's
also
an
opportunity
to
really
get
a
sense
as
to
where
this
task
force
can
move
forward
and
making
sure
that
we
engage
our
our
staff
and
everyone
involved
to
find
out
how
we
can
address
the
nuisance
property
around
the
city
and
what
I
found
during
that
period
was
that
some
of
the
properties
that
are
nuisance,
some
of
them
are
actually
paying
their
taxes
they
weren't
up
to
date.
A
There
was
no
re-seeker
ship
that
could
even
be
discussed
along
those
lines,
and
some
of
them
were
of
folks
who,
unfortunately
had
it
wasn't
related
to
rats
or
two
rodents,
but
it
was
more
so
related
to
that
they
couldn't
afford
to
keep
up
with
their
property,
as
which
we
actually
heard
when
during
budget
season,
that
there
was
the
municipal
court
that
some
of
the
hot
some
of
the
most
common,
like
the
common
denominator,
is
really
having
mostly
senior
citizens
even
coming
before
municipal
court,
because
they
can
actually
afford
to
either
fix
a
roof,
or
you
know,
landscape
and
things
along
those
lines
where
I'm
getting
at
is
that
I'm
happy
to
work
with
you
and
see
how
we
can
bring
this
task
force
and
with
the
administration
as
well,
because
again,
I've
said
this
before
with
other
areas
within
the
city,
we
can
all
write
as
many
ordinance
as
we
can
as
we
want,
if
say,
if
they
so
pass,
but
it
also
has
to
be
enforced
by
the
executive
body
right.
A
So
as
legislators,
we
kind
of
write
and
enforce
it.
There's
no
use
of
us
writing
anything
if
it's
not
being
used.
That
being
said
again
happy
to
work
with
you
on
that,
if
you're
looking
for
the
administrations
in
terms
of
the
rodents
director
Moretti,
if
you
would
like
to
come
up
and
say
anything
along
those
lines,
I
know
this
rat
infestation
has
been
an
issue
not
just
in
Cranston
but
throughout
I.
A
Think
the
New
York
Times
had
something
about
the
city
of
New
York
as
well
having
this
huge,
rodent
issue
and
I
I
really
hope
that
we
can
find
a
solution
or
do
additional
research
on
what
they're
doing
that.
Maybe
we're
not
doing
here
other
than
educating
folks
about
yard
waste
and
trash
and
everything
else
as
well,
so
I'll
direct
them
already.
If
you
don't
mind
addressing
the
subject,
I
would
be
greatly
appreciated.
Sure
thanks.
F
I
was
the
question
about
the
task
force,
which
I
think
you
did
a
great
job
explaining
or
was
it?
What
does
the
administration
do
about
receiving
complaints?
I
didn't
hear
the
question
I.
G
Because
one
thing
I
heard
is
like:
when
there
is
a
complaint:
there's
no
follow-up!
So
you
you
call,
you
make
a
complaint
and
then
nothing
happens.
You
see
the
same
issues
there,
even
though
you
call-
and
it's
say
there
and
it's
the
unkept
poverty
related
to
the
rewards
infestation
we
have
because
they
serve
like
for
vacants.
Probably
they
serve
as
shelter
for
those
animals.
G
So
if
we
are
working
on
preventing
proactively,
preventing
things
to
eradicate
words,
so
we
need
to
tackle
the
unkept
property
vacant
on
capability
in
the
city
as
well,
because
this
is
a
big
issue
and
then
my
question
was
what
this
city
is
doing
when
it
comes
to
uncap
properties,
that
being
whether
it's
vacant
or
it's
somebody
lives
in
it,
and
when
we
have
the
complaints
that
come
in,
what
do
we
do
and
how?
What's
the
follow-up
sure.
F
First
of
all,
we're
not
aware
of
what
people
are
complaining
about
that
we're
not
doing
anything
about
so
I.
Think
it'd
be
a
great
idea.
If
you
can
ask
those
constituents
to
let
us
know
if
they
feel
nothing
is
being
done
so
because
every
complaint
that
comes
in
will
be
registered,
whether
they
vote
rats
or
whether
it
be
about
minimum
housing
violations.
Every
complaint
is
documented.
F
So
if
you
have
the
custom,
your
constituents
in
particular,
if
you
would
like
us
to
check
up
on
the
status
or
they
would
like
to
know,
let
us
know-
and
we
could,
if
nothing
is
being
done
we'll
have
it
recorded
that
we're
not
doing
anything
or
if
we're
doing
something
we
can
give
a
status,
but
for
people
just
to
complain.
Sometimes
they
do
just
say
things
and
nothing
gets
done
in
generalities.
F
But
we
can't
do
anything
about
that,
but
it's
reported.
We
can
do
things
about.
We
can
do
things
and
that's
the
good
part.
So
really
it
would.
What
was
speaking
about
speaks
more
to
minimum
housing,
which
is
basically
our
inspections
department,
we'll
receive
complaints.
Every
complaint
is
followed
up
whether
the
city
inspectors
go
around
the
city
and
they
notice
nuisance
properties
without
complaints
being
registered
or
if
there
certainly
aren't
complaints
coming
through
building
inspections
have
every
complaint
is
registered
with
with
the
city.
F
F
Understandably,
residents
get
frustrated
that
things
don't
happen
as
fast
as
we
all
wish
they
could,
and
a
lot
of
that
is
because
there
is
a
court
system
and
there's
a
process
where
the
inspectors
go
out.
They
would
find
if
they're,
in
violation,
issue
the
violations
and
notices
to
remedy
their
properties
within
x
amount
of
days.
It's
a
formal
process.
F
If
they
don't,
they
will
go
back
approximately
30
days
later
or
whatever
the
notice
period
is
typically
it's
in
that
time
frame.
45
days
whatever
is
is
documented.
They
will
go
back
and
then
see
if
compliance.
If
there's
not
compliance
at
that
point,
they
will
see
if
they
are
making
progress,
whereas
we
don't
want
to
have
the
sledgehammer
come
down
on
people.
So
if
they're,
if
they're
moving
along
to
remedy
the
situation,
we
do
there's
some
gray
areas
where
inspections
will
work
with
the
property
owners
for
compliance.
F
But
if
they're
not
complying,
then
they
would
be
then
the
Mattis
Trend
over
to
municipal
court
and
it's
handled
through
the
court
system
and
oftentimes.
That
is
not
an
expeditious
process,
because
the
benefit
certainly
goes
to
the
property
office
or
off
owners
oftentimes
through
the
court
systems
trying
to
help
them
in
terms
of
assistance.
F
What
the
city
might
be
able
to
do
is
homeowners
that
might
need
some
means
to
help
out.
There's
programs
with
cdbg
that
office.
There
are
funds
available
that
people
certain
people
may
qualify
for
are
also
CCAP.
It
would
be
another
agency
where
they
may
be
funds
available
to
help
out
and
at
the
state
level,
I'm
sure
this
possibly
Rhode
Island
Housing.
G
Does
the
information
is
available
for
the
the
like
share
this
information
with
the
people
they
know?
If
they
need
to,
you
know,
do
some
innovation
in
the
house
there
are
some
support
available
for
them.
Do
you
put
this
information
available?
It's.
F
F
Masiello
could
explain
relative
to
cdbg
the
specific
programs.
I
think
he
actually
has,
but
it
would
they'd
work.
One-On-One
I
would
say
this.
It
can't
be
a
black
blanket
statement,
but
if
the
people
qualify
for
income
levels
and
they
qualify
for
those
programs
that
are
eligible
they're
more
than
happy
to
help
them.
G
G
And
this
house
has
been
empty
since
I
moved
it
still
now
and
the
neighbor
called
me
the
rats
there
and
I
have
they
come
to
build
their
house,
but
that
doesn't
help
because
they
have
the
house
to
stay
White
next
door.
So,
to
give
you
an
example
of
things
that
not
happening,
this
is
one
an
example:
I
have
or
right
in
Pontiac
in
this
intersection,
Whirlwind
Forest,
you
will
see
these
big
houses
right
there.
G
F
G
It's
both
but
I
have
those
two
houses
and,
and
again
it
is
more
and
there's
a
house
that
have
people
living
I,
I
went
there.
That's
why
I
address
this
issue
already.
This
is
not
the
first
time
I
come
before
you
with
this
issue
on
capabilities,
and
there
was
a
note
I
see
on
the
door
in
this
house.
That's
a
hazards
and
someone
is
living
there,
someone's
still
living
it.
G
F
I
can
assure
you
that
inspections,
sometimes
as
mistakes
happen,
there
could
be
some
exceptions,
but
as
the
not
what,
beyond
the
general
rule,
they
do
a
great
job
at
following
up
on
all
observed
and
reported
complaints
and
issues,
it
might
not
be
the
next
day,
but
it
could
be
the
next
day
or
the
next
day
after
that
or
within
that
week,
but
the
process
takes
time,
but
property
like
that
does
need
follow-up.
We
can
see
where
we
do
stand
on
that,
but
eventually
it's
pleased.
G
A
Woman
Germaine
I
I
would
suggest
you
also
email
that
just
so
you
have
it
in
terms
of
just
emailing
that
to
the
administration,
and
that
way
you
also
have
that
information.
I
A
That
as
well
on
your
end
on
on
this
end,
do
you
have
anything
else
on
this
subject
before
we
move
on
to
public
comment,
so.
G
F
This
good
news
of
bad
news,
the
bad
news
is
every
Community-
has
rap
problems.
If
you
may
have
seen
in
last
night's
news,
Johnston
has
beginning
to
address
the
issue
to
implement
a
program
similar
to
Cranston.
In
fact,
our
our
folks
trained,
the
individual
and
and
and
Johnson.
We
take
that
as
a
compliment,
I
think
we
might
be
doing
a
decent
job
of
what
we're
doing
we're
always
going
to
have
our
problems.
We're
not
going
to
be
able
to
extinguish
rats
in
the
city.
F
The
best
we
could
do
is
educating
people
and
and
preventing
it
is
the
biggest
source
reacting
to
it.
Rats
are
going
to
multiply
faster
than
we
can
address
it,
so
the
problems
at
the
source
now
I,
don't
have
the
exact
numbers,
but
compared
to
the
pandemic.
When
people
were
home,
it's
actually
there's
less
complaints
than
we
actually
had
during
the
height
of
the
pandemic.
F
Also,
our
reaction
to
it
is.
We
are
we're
out
about
a
week
and
a
half
when
we
receive
a
request
for
baiting
or
approximately
a
week
and
a
half
out
to
be
able
to
satisfy
that
that
rat.
Our
voter
control
officer
does
approximately
five
baitings
a
day
and
then,
while
it
was
out
doing
the
rounds,
he'll
do
the
rebating
that
properties
that
taking
taking
a
look
at
the
properties
that
that
person's
already
has
baked
and
the
compared
to
last
year
was
we're
about
about
two
months.
F
So
I
would
say
we're
we're
better
in
terms
of
those
properties
that
has
rats
that
will
be
under
the
auspices
also
of
inspections
to
address.
But
unfortunately,
I
don't
have
the
the
end-all
answer.
For
you
happy
to
report
that
it's
being
mitigated
a
bit
better
and
and
but
we
I
know,
we
put
some
some
additional
funds
in
the
budget
for
next
year
for
I
think
a
little
harsher
baiting.
F
G
A
Next
councilwoman
Jermaine
at
the
next
public
works
for
the
July
one
yeah,
okay,
through
the
clerk,
if
you
don't
mind
either
that
next
month
and
I
have
to
say
that
a
week
and
a
half
is
actually
good
in
terms
of
The
Bait
Box,
because
at
one
point
I
think
it
was
like
three
weeks,
if
not
more
so
that's
great
and
I
know
with
cookouts
and
everything
coming
out
through
the
summer.
A
It's
definitely
an
educational
component
to
make
sure
folks,
you
know
close
the
trash
bins
if
possible
and
seal
the
trash
bags
really
well
councilwoman
renzoli.
Thank
you.
C
I
agree
the
week
and
a
half
is
you
know
much
better
than
it
was
in
the
past
and
I
think
it's
notable
that
with
construction
development?
That's
what
brings
rats
out
food
containers.
People
have
to
be
taking
care
of
your
there's,
like
some
self-responsibility
here
that
you
have
to.
If
you
have
holes
in
your
trash
bins
report
that
you
need
new
trash
bins.
Yes,
there
is
a
process
to
everything.
It
might
not
happen
immediately,
but
if
you
just
let
it
go,
then
the
rats
are
in
your
trash
and
they
breed
very
quickly.
C
So
we
have
to
get
ahead
of
this.
I
think
that
the
Department's
doing
a
great
job,
if
that's
as
far
out
I,
have
not
gotten
any
Rat
complaints
at
all
in
the
recent
months
and
I
was
getting
them
every
day,
so
I
can
say
that
definitely
has
improved
and
that
every
time
I
file
a
complaint
about
a
nuisance
property.
C
That
it
gets
taken
care
of
very
quickly,
but
that
constituents
have
to
realize
that
there
is
a
process,
a
legal
process
that
we
go
through.
So
it's
not
like
the
city
can't
go
out
and
cut
somebody's
lawn
like
that.
That's
just
not
how
it
works,
and
if
the
city
did
do
that,
then
we
would
have
a
problem.
Then
too
people
would
be
complaining
about
that.
So
we
have
to
be
a
little
bit
patient
and
follow
the
rules.
But
if
everyone
just
does
their
part,
then
I
think
these
things
can
get
taken.
Care
of.
C
A
You
thank
you
all
right.
We're
going
to
move
on
to
public
comments
on
subject
matter
of
docketed
matters.
Only
is
there
anyone
here
who
would
like
to
speak
on
any
documented
matters
at
the
Public
Works
meeting
I
just
want
to
make
sure
everybody.
Well
knows
this
is
still
the
Public
Works
committee
meeting
for
anyone
who's
just
recently
joined
us
Tom.
Is
there
anyone
online?
That
would
like
to
add?
Oh,
we
do
have
somebody
up.
Sorry,
Tom,
give
me
one.
Second
nope,
it's
okay!
A
A
Yep,
that
is,
public,
works,
okay,
your
name
and
address
for
the
record.
Please,
and
if
you
can
turn
on
the
green
light,
yeah.
A
D
My
name
is
Susan
Blake
I
live
at
173
Grand
Avenue
in
Cranston
I'd
like
to
thank
you
for
your
time
tonight.
I'll
keep
it
brief.
I'm
here
to
talk
about
Budlong
pool
I
feel
at
this
point
that
the
elephant
in
the
room
really
is
the
complete
lack
of
initiative
on
the
part
of
the
administration
to
hire
an
outside
professional
to
drain
clean
and
inspect
the
pool
period.
D
The
fairly
new
liner
in
the
pool
has
been
neglected
due
to
the
absence
of
basic
maintenance
for
the
last
three
years.
Could
the
inaction
of
those
in
charge
possibly
have
negatively
affected
the
warranty
of
the
liner,
I
Echo,
councilman,
Ferry
and
councilman
Germain
when
they
say
that
the
pool
must
be
inspected
before
any
assumptions
can
be
taken,
for
fact
with
respect
to
its
structural
or
mechanical
integrity
as
the
days
approach
their
hottest?
D
My
question
is:
where
are
residents
supposed
to
go
for
relief
for
those
of
us
with
a
pool
in
our
yard
or
know
someone
would
want
the
bud.
Long
pool
question
is
not
the
same.
Those
people
have
options.
Those
without
access
to
a
pool
have
nothing
again
for
the
fourth
summer.
In
a
row,
the
mayor
has
allowed
the
pool
to
lay
fallow
for
years
and
demonstrated
that
he
has
given
up
on
saving
our
pool
and
I
find
that
unacceptable.
D
D
You
must
hold
the
mayor
to
his
word
to
follow
what
the
city
council
clearly
advises
and
he
has
been
blaming
you
for
when
his
prep
releases
fall
short
on
the
assignment
residents.
That
I
have
personally
spoken
with
are
very
clear.
They
do
not
endorse
the
mayor's
downside
and
plans
for
the
pool,
and
it's
really
tarnishing
His
Image,
because
what
he
is
planning
is
not
what
they
want
and
need.
D
The
downsizing
of
the
pool
will
most
certainly
reinforce
a
growing
socio-economic
divide
in
this
city
by
excluding
our
inner
city,
kids,
who
have
no
other
means
or
access
to
swim,
play
or
cool
off
in
the
summer.
The
city
is
reinforcing
that
divide
and
that
will
reflect
really
badly
on
the
entire
administration,
because,
regardless
of
which
way
you
vote
on
the
pool
or
which
way
you
feel
about
it
in
the
end,
you
are
all
included
in
the
final
decision.
D
A
Okay,
that
being
settled
is
it
here
on
the
chamber
and
Tom?
Is
there
anyone
online
that
would
like
to
comment
during
public
hearing.
A
G
E
B
I
A
A
G
B
A
E
D
B
A
Thank
you.
The
next
item
is
actually
is
a
communication.
On
my
end,
that
I
have
it's
more
so
of
the
question
to
the
administration.
It's
regarding
Marian
Street
on
the
Knoll
Park
and
sign
to
the
administration.
The
reason
why
I
have
this
before
us
is
that
the
administration,
the
the
city,
ended
up,
putting
a
No
Parking
sign
on
the
wrong
side
of
the
street.
So
it's
exactly
where
it
is,
but
it
should
be
on
the
Eastern
side
of
the
street,
so.
A
And
it
was
put
up
a
few
months
ago
and
I
think
there
was
the
constituents
also
reached
out
I'm,
not
sure
whether
it's
to
your
office
or
who
exactly?
But
it's
it's
been
driving
the
the
citizens
rather
crazy
over
there,
because
it's
on
the
wrong
side
and
people
are
parking
where
they
shouldn't
be,
which
is
a
reason
for
the
Ordinance.
Do
you
think
we
can
get
that
so
so
on
the
left,
but.
A
A
A
All
right,
we
are
getting
started
with
the
ordinance
committee
this
evening,
Thursday
June
15th
6
30
through
the
clerk.
If
you
can,
please
do
a
roll
call
on
a
meeting
call
to
order.
A
A
G
E
B
A
Thank
you
next
item
on
the
agenda.
There's
committee
business
that
have
been
carried
over.
It
is
22304
ordinance
and
amendment
of
chapter
15
of
the
code
of
the
city
of
Cranston
2005,
entitled
buildings
and
construction
LED
safe
homes
sponsored
by
councilman
Donegan.
This
is
also
co-sponsored
by
councilman
Jermaine
and
it
was
continued
to
this
meeting
and
there
was
able
to
be
taken
as
your
emotion
to
hear
this
ordinance.
A
A
A
G
A
A
Next
item
we
have
is
public
hearing
public
comments
on
documented
matters.
Only
is
there
anyone
here
in
the
council
chamber
wishing
to
speak
on
any
docketed
matters
only
this
evening.
H
H
Thank
you
so
before
you
tonight
is
a
proposed
ordinance
generally
considered
spot
zoning
for
Mr
fioli
to
construct
a
building
on
his
parcel
of
land
at
bedson.
Road
parcelon
land
is
currently
in
a
C5
Zone,
which
has
a
large
variety
of
uses
and
purposes.
However,
the
purpose
which
Mr
fioli
wanna
wants
to
occupy
this
through
working
with
planning
for
the
last
year
and
a
half
trying
to
find
a
use
that
could
accommodate
the
use
he
desires.
We
were
unable
to
find
it.
H
In
fact,
in
my
conversations
with
Doug
and
Josh,
we
were
able
to
determine
that
for
commercial
warehouse.
Space
is
in
undefined
term
in
the
ordinance
and
is
not
listed
in
the
table
of
uses.
What
Mr
fioli
desires
to
build
on
this
vacant
parcel
of
land
right
now
is
a
four
unit
structure
with
landscaping
and
parking,
and
each
unit
would
be
occupied
by
a
landscape.
H
A
contractors
such
as
Mr,
fioli
and
or
a
HVAC
contractor,
or
somebody
in
there
who'd
be
able
to
use
this
as
commercial
storage
space
and
not
to
operate
a
business
or
to
maintain
offices.
That
was
one
of
the
concerns
that
we've
had
so
in
working
with
Doug
and
Josh.
We
came
up
with
the
concept
of
what's
called
a
commercial
Flex
space
for
this
particular
parcel,
which
would
incorporate
into
it
the
ability
to
have
storage
at
this
particular
parcel
of
land,
commercial
storage,
so
to
speak
and
allow
him
to
proceed
with
development
plan
review.
H
He
has
a
Engage
The
Services
of
an
architect
which
has
submitted
plans
through
planning
and
also
to
pre-engineering
to
help
us
through
the
development
plan
review
process.
Stephen.
Would
you
like
to
add
anything
not
really
I'm,
just
I'm
going
to
be
taking
part
of
the
building.
I
have
a
building
on
Wellington
Ave
in
Cranston
I've
been
there
for
32
years
and
we're
it's
a
small
building
and
we
needed
more
room.
A
A
E
A
No
public
comment
great.
Thank
you.
All
right.
Next
item
on
the
agenda
is
new
matters
before
the
committee,
and
that
is
4-23-01
that
is
ordinance
and
amendment
of
chapter
17
of
the
code
of
the
city
of
Cranston
2005
in
title,
zoning
change
of
Zone,
zero,
Benson,
Road
ap4
lots
2606-2609,
and
this
is
sponsored
by
councilman
papalaska,
so
there
will
be
about
taking
this
this
evening.
C
E
The
reason
I
made
a
motion
to
continue
and
I'm
happy
to
revise.
If
necessary,
is,
did
this
go
to
has
Planning
Commission
weighed
in
on
this?
Yet
don't
they
have
nine?
Was
it
90
days
they
have
yeah.
A
Yeah,
let's
ask
the
administration
or
the
solicitor:
are
you
aware
of
it
all
if
this
is
going
to
be
from
the
Planning
Commission
I.
J
Mike,
you
may
have
noticed
when
I
went
over
to
the
clerk.
My
first
question
was
whether
or
not
there
was
any
planning
Commission
recommendation.
I
am
not
familiar
with
this
project.
Myself,
I
I
asked
director
Moretti.
He
is
not
familiar
with
it.
J
I
I'm
sort
of
in
the
dock
here
with
this
quite
frankly,
I
without
councilman
pavlowsk,
is
here
I'm,
not
even
quite
sure.
If
this
is
a
zone
change
in
the
generally
understood
sense,
it
seems
to
be
an
amendment
to
the
definition
of
a
C5
commercial
flex
zone,
I'm
just
a
little
confused
as
to
what
this
is
really
seeking
to
do
here.
So
I,
don't
know
if
that
means
planning
board
input
may
not
be
necessary
or
it
is
necessary.
I
I,
just
don't
know
enough
about
this.
J
A
Thank
you,
solicitor.
The
the
attorney
is
here
before
us
this
evening.
If
I
could
recommend
that
you
reach
out
to
the
planning
office
tomorrow
in
terms
as
to
whether
or
not
the
need
coming
before
the
Planning
Commission
within
the
city.
A
Clearly,
we
we
don't
I,
don't
want
to
speak
on
behalf
of
everyone,
but
I
can
say
I
think
there's
some
uncomfort
right
now
in
terms
of
voting
on
on
this
zoning
change,
without
having
any
additional
information,
whether
it's
from
the
planning
department
or
the
Planning
Commission
at
all.
So
most
likely.
This
will
be
continued
for
this
month,
but
I'm
not
sure
if
you
had
any
conversations
with
planning.
H
Oh
yes,
we've
been
in
communication
with
matter
of
fact:
we've
had
several
conversations
with
Doug
and
Josh
at
planning.
We've
gone
through
several
revisions
of
the
proposed
ordinance
matter
of
fact,
the
language
that
you
see
there,
the
commercial
Flex
space
language
was
actually
written
by
Doug
himself
I
believe
he
signed
the
application
as
well.
He
had
gone
upstairs
to
sign
the
application
once
we
submitted
it
to
Rose.
H
So
all
of
that
has
already
occurred.
Doug's
train
of
thought
was
once
the
ordinance
is
approved
and
we
get
past
this
stage.
We
can
then
start
the
development
plan
review
process,
which
is
the
next
box
on
our
checklist.
That's
where
we've
been
after,
we
roughly
I
would
say
roughly
about
a
year
and
a
half
we've
been
working
very
closely
with
planning
and
that
language
was
drafted
by
Doug.
H
A
Thank
you,
so
what
I
would
say
is
in
all
the
respect,
obviously,
for
your
time
and
your
patience
as
well
as
Doug
writing
in
ordinance
as
well
is
I.
A
Think
I
think
we
for
the
it
might
be
the
best
interest
for
both
of
us
to
actually
continue
this
and
make
sure
that
we
have
all
our
eyes
dotted
in
our
T's
cross
and
I
know
if
you
said,
you've
been
working
on
this
for
a
year
and
a
half
and
I'm
happy
that
come
in
before
us
in
terms
of
development
and
in
within
the
city,
but
we
also
don't
have
anyone
from
planning
here
before
us
this
evening
either.
A
So
if
this
was
to
be
continued,
it
most
likely
be
continued
for
next
month
in
July,
or
we
can
possibly
continues
for
another
time.
Let
me
oh
directors.
F
A
Okay,
all
right,
thank
you
which
it
seems
like
that's
more
so
always
the
protocol
where
it
goes
through
the
Planning
Commission.
To
be
quite
honest
with
at
least
it's
been
my
time
here,
they
give
a
recommendation,
which
is
a
positive
or
A
negative
one
way
or
the
other
it'll
still
come
to
us
after
that,
can
I
recommend
you
reach
out
to
planning
tomorrow
and
then
get
some
information
and
then.
I
So
then
it
would
be
the
second
Tuesday
in
July
yep
yeah
yep.
Do
we
have
that
Tracy
when
they're
meeting
on
the
calendar,
yet?
Okay,
it
all
right?
It
typically
is
and
I'm
thinking.
Maybe
it's
best
to
continue
this
to
our
next
meeting
in
in
July
but
check
in
with
the
plan
commission
with
a
plan
department,
and
if,
if
the
plan
commission
is
not
going
to
hear
it
in
July,
then
we
can
just
move
this
to
August
without
you
needing
to
appear
before
us
in
July
all
right
yeah.
H
Than
delaying
it
further
yeah,
what's
the
so,
what's
the
date
in
July,
we
want
to
continue
I.
A
I,
don't
think
it's
been
solidified
is
what
I'm
hearing
for
the
Planning
Commission
yeah
yeah
for
our
ordinance
B,
our
ornax
one
is
July,
13th
I,
believe
right
for
next
month
when
ordinances,
okay,
as
of
today,
as
far
as
we
know,
correct
right
things
sometimes
could
possibly
change,
but,
as
is
now
that's
it,
but
I
think
that
recommendation
that
council
president
has
provided
is
is
one
that
I
would
support
and
recommend
as
well.
H
A
H
A
B
A
B
G
A
A
On
this
particular
audience,
that's
come
before
us.
I
do
want
to
put
it
in
the
record
that
I
spoke
to
Major
padalano
on
this
in
terms
of
the
need
of
increasing
one
lieutenant
and
decreasing
6
117
police
officers
to
116,
and
it
has
more
so
to
do
with
the
body
cameras.
There's
a
class
evening
involved
on
here
and
right
now.
It
just
makes
more
so
sense
to
have
a
lieutenant
make
sure
that
any
app
or
any
open
records
requests
that
are
coming
in
into
the
police
department.
A
There's
this
particular
Lieutenant
who's,
already
keeping
track
of
that
hazy.
Person
who's
actually
following
up
on
on
any
open
records
request,
but
also
the
person
who
downloads.
As
we
all
know,
police
officers
are
wearing
cameras.
There's
the
Lieutenant's
role
would
be
to
make
sure
that
they
download
all
the
body
camera
usage
of
the
videos
as
well
as
any
other
information
with
body
cameras
is
probably
most
likely.
A
There
already
has
been
a
spike
of
press
requesting
body
camera
footage,
and
so
we
need
to
make
they
need
to
make
sure
that
there's
a
person
on
staff-
and
we
can't
just
have
regular
police
officer
and
no
offense
or
as
patrolmen,
but
there
needs
to
be
a
high
ranking
person
that
from
there
once
it
gets
approved,
and
it
goes
up
for
a
second
approval
on
all
open
records,
requests
and
body
cameras.
So
there
needs
to
be
someone
who's
really.
A
Managing
the
body,
cameras
for
the
for
the
city
of
Kansas,
Police,
Department
and
so
I
feel
comfortable
with
this
and,
like
I,
said,
I
had
a
conversation
with
the
police
department
and
I'm
in
the
full
full
support.
I'll
open
this
up
for
additional
discussion.
There's
any
councilwoman
rinzoli.
C
Thank
you.
I
too
spoke
to
the
police
and
I
do
think
it's
a
a
good
idea
to
have
the
nice
role
with
some
accountability
up
through
the
chief
as
it
involves
body
cameras,
so
I
think
this
is
an
important
ordinance
that
we
pass.
So
we
can
move
forward
with
that.
Thank
you.
A
I
Yep,
no
just
like
to
say
I'm
in
support
of
this
as
well,
and
just
to
remind
everybody
too,
the
recent
contract
that
we
approved
provided
for
this
position
already.
So
it's
no
additional
cost.
We've
already
expected
this
to
occur
and
it
will
be
beneficial
for
the
reasons
already
articulated
tonight.
Thanks.
A
E
E
A
E
G
A
You
there's
a
motion
in
the
second
discussion.
I
Thank
you.
This
ordinance
this
this
evening
is,
is
long
overdue,
I'm
hoping
that
we'll
have
full
support,
I
think
based
on
Pride
discussions
from
budget
meetings
that
that's
going
to
be
the
case.
Hopefully
it
will
be
a
great,
a
positive
attribute
towards
providing
access
to
the
public
with
respect
to
vital
plan
commission
meetings
that
really
deal
with
a
lot
of
important
topics
for
the
city.
In
terms
of
our
growth,
you
know,
zone
changes,
things
like
that
and
it'll
be
a
a
big
convenience
to
a
lot
of
residents.
C
Council
woman
Rizzoli,
thank
you
Council
vice
president
I
totally
agree
with
council
president
Mourinho.
This
is
long
overdue.
I
do
get
a
lot
of
emails
about
people
wanting
to
participate
in
planning
meetings.
Planning
meetings
do
go
very
long.
We've
sat
through
them,
so
I
think
that
this
will,
you
know,
be
good
for
transparency,
and
people
will
be
able
to
also
go
back
and
review
things
at
a
later
date,
even
if
they
can't
participate
they'll
be
able
to
know.
C
E
Thank
you
to
both
the
sponsors,
if,
if
it
would
be
okay,
I'd
like
to
be
added
as
a
co-sponsor,
the
first
ordinance
I
ever
introduced
as
member
of
the
council
in
2019,
was
to
film
all
meetings
include
and
specifically
explicitly
including
Planning
Commission,
and
that
was
a
deemed
that
it
wasn't
worth
spending
the
money
to
do.
I'm
glad
that
the
that
the
Overton
window
has
changed
in
the
past
four
years
in
that
there's,
you
know
unanimous
support
for
this
now.
A
Thank
you.
Any
additional
discussion,
great
well
I'll,
say
that
I
too,
would
like
to
be
added
as
a
co-sponsor
on
this.
You
know:
I
supported
councilman
Danica
in
2019,
which
you're
right
was
quite
quite
a
struggle.
I
think
out
of
kovitz.
A
Some
of
the
things
that
we
got
was
obviously
going
hybrid
and
then
being
able
to
provide
some
transparency
right
to
to
our
constituency
and
I
and
I
have
to
say
as
well.
I
think
you
know,
budget
hearings,
you
know
one
thing
that
came
out
well,
not
one
thing,
but
one
of
one
of
a
few
things
that
came
out
productive
out
of
the
budget
hearing
was
a
conversation
on
this
Planning
Commission.
This.
A
This
ordinance
and
I
appreciate
the
fact
we
had
you
know
both
both
council
members
on
two
different
side
of
the
aisle
agreeing
to
this,
and
so
I
really
support
this
and
I
appreciate
this,
and
this
is
definitely
calls
for
how
government
is
moving
forward
together
and
transparent.
With
that
being
said
through
the
clerking,
you
please
take
the
roll
call
on
this.
E
B
A
C
Thank
you.
So
this
was
something
we
discussed
at
length
last
last
year
and
it
did
eventually
come
to
pass
what
you
see
before
you
regarding.
You
know
that
you
cannot
how
you
can
have
one
rooster
in
a
cool
fence
in
the
area
on
the
property.
You
know
closer
than
150
feet
to
any
other
dwelling
at
the
time.
We
did
not
agree
on
any
type
of
fines,
I
think
in
order
to
enforce
this,
we
need
some
need
some
teeth.
I
do
still
get
a
couple.
C
Complaints
about
this
and
I
think
that
you
know
people
do
what
they
do
and
until
maybe
they
they
realize
that
there's
actually
some
kind
of
punishment,
so
I
think
this
is
pretty
minimal
and
basic
and
that's
all
that's
added
to
it
is
some
fines.
So
I
would
appreciate
some
support
going
on
passing
this
so
that
we
can
kind
of
move
forward
on
roosters.
Thank
you.
I
C
I
I
didn't
change
anything
as
far
as
for
the
how
the
enforcement
goes
so
as
listed
as
the
the
building
official
building
code
enforcement
officer
or
their
designee
is
responsible
to
enforce
this,
and
so
I'd
assumed
that
they
would
give
them
a
citation
in
the
same
way
that
they
would
any
other
building
building
code.
I
And
if
the
solicitor
for
deck,
if
you
just
want
to
comment
on
I,
just
want
to
make
sure
that
it's
I
believe
where
we
have
to
provide
them
with
due
process,
we
can't
just
have
the
inspector
to
show
up
and
say
you
know
you
that
there's
no
recourse
to
be
heard.
No.
J
That's
that's
true,
I
mean
every
violation.
It
could
be
50
cents
they're
entitled
to
their
day
in
the
municipal
court,
so
any
violation
would
have
to
contain
language
that
they
have
a
right
to
request
a
hearing
Within
a
certain
number
of
days.
Seven
days,
ten
days,
whatever
we
customarily
use.
I
Yep
I,
just
I,
just
want
to
make
sure
they
do
that,
because
otherwise
they're
going
to
give
people
a
false
sense
of
you
know
expediency
that
hey
the
inspector
went
out
there
and
cited
them
and
and
it's
over
and
done
with.
That's
not
necessarily
going
to
be
the
case.
So
so
that's
why
I
just
want
to
make
sure
that
we're
clear
in
that
inspections
or
whoever
is
going
to
execute
on
within
the
within
the
administration
is
aware
that
they
need
to
have
that
included
when
they
issue
those
citations.
C
J
It
should
be
treated
as
we
treat
any
other
violation
of
the
code.
I
don't
know
if
they've
got
forms,
pre-made
forms
already
made
I
believe
they
should
it's
just
a
question
of
changing
the
the
type
of
violation
in
citing
a
code
provision
and
I
think
the
language
should
be
within
the
template
itself.
There's
no
need
to
put
it
in
the
in
the
audience.
Okay,.
A
I
just
had
a
quick
question
if
so,
based
on
what
I
just
heard
and
I'm
reading,
we
don't
through
the
through
the
city,
solicitors
every
decade.
So
we
don't
have
to
add
language
on
this
ordinance
as
mine
is
what
I'm
hearing
correct.
A
A
B
A
Thank
you.
Motion
passes
woman
Jermaine.
You
have
an
item
next
here
on
the
agenda
that
is
update
on
the
city
ruling
effort
on
airbnbs
and
vrbos.
It
was
referred
from
the
May
22nd
council
meeting,
there's
no
to
be
taken,
but
handing
the
gavel
over
to
you.
