Description
April 24, 2023
City Council Meeting
A
A
A
B
C
A
A
Council,
actually
click
before
we
take
that
Council
as
advised
that
we
should
take
it
as
a
block
and
have
a
motion
to
approve
as
a
block.
B
A
Next
this
evening
is
public
hearings
and
public
comment.
If
there
is
anyone
in
Chambers
that
would
like
to
speak
on
docketed
matters,
please
step
up
to
the
podium
state,
your
name
and
address,
and
please
keep
your
comments
limited
to
four
minutes
and
away.
We
go.
F
Thank
you.
My
name
is
Andrew
types
tiaz
and
Thomas
e.
I
t
z,
an
attorney
with
offices
at
2,
William
Street
in
Providence,
Rhode,
Island
and
I'm
here
tonight,
representing
Taco,
the
applicant
on
your
ordinance
resolution
under
B,
2-23-02,
Carlsbad,
Street
and
I
just
wanted
to
let
you
know
that
that
I
am
here
as
his
representative
of
the
company,
we're
here
to
answer
any
questions.
If
this
should
come
up
and
I'd
also
just
like
to
clarify
I
think
there
was
a
question.
The
ordinance
committee
had
amended
it.
F
There
was
an
amended
version
that
was
submitted
before
the
ordinance
committee
and
the
ordinance
committee
approved
the
as
amended
version,
although
that
word
apparently
didn't
get
through
to
the
clerks.
So
the
the
one
that's
on
is
the
unamended.
So
I
just
wanted
to
make
it
clear
and
ask
that
if
you
do
choose
to
approve
it,
that
you
approve
it
as
amended.
C
G
Robert
Murray
21
Garden
City
Drive
in
Cranston
I'm
here
tonight
to
speak
in
favor
of
ordinance
1-2304,
which
is
known
as
the
Cranston
Print
Works
ordinance.
We
want
to
thank
the
members
of
the
ordinance
committee
for
their
support.
Chris
Reynolds
from
Brady
Sullivan
properties
is
here
again
this
evening.
If
there
are
any
questions,
we'd
be
happy
to
answer
them.
The
only
additional
information
I
wanted
to
share,
which
didn't
come
up.
G
The
ordinance
Committee
in
speaking
to
councilman
Donegan,
subsequent
to
the
meeting
one
topic
he
was
interested
in
was
the
issue
of
rodent
control
and
Mr.
Reynolds
is
here,
I
want
to
assure
the
council
and
councilman
Donegan
that
if
once
there
is
no
demolition
going
on
in
terms
of
knocking
buildings
down
which
generally
upsets
rodents,
if
there
are
any,
this
is
all
interior
demolition
work
which
will
we've
haven't
really
seen
any
incidences.
G
Where
that's
a
problem
right
now
we
don't
anticipated
being
a
problem,
but
through
the
building
permit
and
the
demolition
permit
process,
they
will
put
in
place
necessary
Road
and
abatement
controls
that
the
building
inspector
will
expect.
So
I
just
wanted
to
put
that
on
the
record
and
the
last
thing
I
just
want
to
speak
in
favor
of
ordinance
3-2302
as
amended.
The
Kenwood
Street
ordinance
I
want
to
thank
councilman
Ferry
again
for
his
cooperation.
G
I
represent
Restaurant
Depot
and
we
appreciate
the
the
accommodation
made
at
the
ordinance
committee
and
we
hope
that
you'll
pass
it
as
amended.
Thank
you.
A
I
Thank
you,
council
president.
This
resolution
was
I
proposed
this
solution
two
years
ago.
So,
as
we
all
know,
and
we're
all
working
toward
that
diversity
is
a
big
thanks
for
us.
You
know
I,
think
in
the
council
and
for
many
of
us
in
the
city
and
to
celebrate
diversity
months.
I
So
when
we
talk
about
diversity,
often
people
think
is
about
only
black
and
white.
It's
about
colors,
the
skin
color.
So
diversity
is
not
only
about
skin
color.
It's
about
all
ethnicities!
It's
about!
Elderlies!
I
It's
about
people
with
impairment
or
disability.
It's
about
lgbtq!
It's
all
the
minorities
in
the
community
that
need
to
be
included
not
only
we
presented.
So
for
me,
it's
a
big
issue.
It's
a
really
I
have
this
into
my
heart.
So
that's
why
and
this
April
27
29
is
Native
American
Gathering
of
Nations,
so
we
want
to
on
all
those
antigenous
Native
American
people,
black
and
Latino
Asian,
all
people
of
color,
so
to
see
them
as
we
presented
the
culture,
the
Heritage,
their
differences
being
valued,
respected
and
celebrating.
I
So
that's
why
I
again
introduce
this
resolution
to
us
that
in
this
city,
and
as
we
have
a
new
personal
director
right
now,
who
is
the
chair
of
the
diversity
commission,
so
I
hope
they
can
think
about
to
do
something
to
this?
To
celebrate
our
cultural
heritage
in
Us,
in
the
constant
to
music,
food
clothing,
art
lifestyle
and
to
throughout
the
month,
and
not
only
this
month?
But
who
for
every
month
every
day,
the
way
we
behave
to
show
that
we
celebrate
that
so
I
urge
passage.
Thank
you.
K
Thank
you.
Thank
you.
Councilwoman
Jermaine,
if
I
could
be
added
as
a
sponsor
and
thank
you
for
bringing
this
forward
before
us
absolutely.
A
B
A
Next,
this
evening
is
a
resolution
establishing
a
friendship,
City
relationship
between
Cranston,
Rhode,
Island
and
step
step
on
on
Kurt
I.
Forgive
me
I'm
sure,
I
butchered
it
in
the
Republic
of
arska
sponsored
by
Mayor
Hopkins,
and
if
someone
here
from
the
administration
would
like
to
speak
on
this
resolution,
foreign.
L
Thank
you.
Madam
president.
The
administration
holy
supports
this
resolution.
We've
supported
Armenian
causes
in
the
past.
We
did
a
commemoration
a
few
years
ago,
as
I
recall,
so
we
would
like
to
offer
our
assistance
in
doing
this.
It's
a
region
in
Azerbaijan
populated
by
Armenians
and
they've
suffered
greatly
over
the
years
due
to
Soviet
control
and
other
Wars
and
atrocities.
So
we're
happy
to
do
that,
and
I
also
wanted,
on
behalf
of
the
administration,
to
support
council
member
Jermaine's
resolution
and
well
for
the
help.
I
know.
L
I,
don't
know
that
you
knew
I
was
here
so,
but
I
I
just
wanted
to
offer
our
assistance,
but
we,
obviously
the
mayor,
fully
supports
this.
It's
just
an
ongoing
thing
to
support
groups
that
have
suffered
over
the
years.
B
A
Yes,
next
up
this
evening
are
reports
of
committees.
First,
is
the
finance
committee
and
I
will
hand
this
over
to
the
chair
of
the
finance
committee
councilman
Donegan

Hi
all
right
before
I
transition
to
the
chair

the

just
for
the
record,
if
we
can
note
of
the
clerk

note
that
councilman
Riley
is
also
in
attendance
this
evening,
right
right,
next

Last

is

section

three:

This
passed
out

I
have
a

E
E
B
A
Next
up
this
evening
is
public
comment
for
undocumented
items.
If
there's
anyone
in
Chambers
that
would
like
to
be
heard
on
any
undocumented
matter
matters
this
evening,
please
step
up
to
the
podium,
keep
your
comments
limited
to
four
minutes,
and
please
state
your
name
and
address
for
the
record.
A
A
A
And
if
you
could,
please
state
your
name
and
address
for
the
record
and
please
keep
your
comments
limited
to
four
minutes
and
there's
a
button
there
to
press
for
the
microphone.
Please.
Okay,.
O
Can
I
use
my
phone
to
read
what
I
wrote
so
I
I
have
anxiety,
I'm.
Sorry,
no.
O
My
name
is
Nikki
Miller
and
I
live
at
708,
Dyer
Ave
I
am
a
resident
of
Cranston
and
sorry,
but
I
wanted
to
say
is.
O
O
O
There
are
two
crosswalks
in
between
those
locations
on
that
stretch
and
both
have
been
involved
in
accidents,
one
that
ended
with
a
fatality
residents
in
this
area
have
been
extremely
fearful.
Due
to
the
issues
of
people,
speeding
and
passing
other
vehicles
over
the
double
yellow
line.
We
did
see
a
speed
reader
posted
near
the
Mansion
not
too
long
ago.
However,
it
was
set
up
right
before
a
stoplight,
so
I
do
not
believe
it
was
an
accurate
representation
of
how
people
travel
on
the
street
with
no
stop
signs.
O
In
this
section,
speed,
bumps
radar
signs
and
a
combination
of
poor
lighting
near
the
crosswalks
drivers
are
speeding
and
endangering
the
people
in
our
community
and
I'm
here
to
ask
the
city
of
Cranston
to
be
proactive
and
doing
a
traffic
study
on
the
street
and
to
come
up
with
a
plan
for
the
community
to
help
combat
this
issue
before
any
more
lives
or
property
are
destroyed.
Thank
you.
O
A
A
Next
on
the
agenda
for
election
appointment
of
City
officials
and
report
of
City
officers,
there's
none
next
up
is
executive.
Communications
first
up
is
a
consideration
of
requests
from
detective
Lieutenant,
Stephen
Brooks
for
one
year,
continuation
of
service
with
the
Cranston
Police
Department
for
the
period
of
April,
2
2023
to
April
2
2024..
So
I
have
a
motion
to
approve
mission
to
approve.
J
E
A
C
L
E
B
A
And
I'd
like
to
thank
both
detective
Lieutenant
Brooks
and
sheep
Warren
for
their
service
to
the
city
over
the
years
and
they're
willing
to
continue
in
those
roles.
Next
up
on
the
agenda
is
the
legal
expense
analysis
for
the
period
of
July,
1
2022
to
April
24
2023.
A
I
see
on
the
agenda,
it
says,
vote
may
be
taken
this.
We
have
historically
not
been
taking
a
vote,
but
since
it
says
that
for
the
for
consistency
purposes,
we
will
accept
it
into
the
record
and
ask
for
a
motion
to
accept
it
into
the
record,
so
moved
exactly
any
discussion
on
the
legal
expense
analysis
report.
C
B
A
B
A
J
Thank
you
council
president,
just
at
one
of
the
finance
budget
committee
here
or
finance
committee
budget
hearings,
there
was
a
lengthy
discussion
about
the
status
of
the
comprehensive
kind
of
the
comprehensive
plan
and
just
seeking
an
update
on
whether
or
not
the
rfpf
has
gone
out
for
that.
Q
Evening
councilman,
so
here's
where
we
are
right
now,
Commerce
Corporation,
has
the
signed
Grant
agreement
for
the
125
000.
with
that
is
a
tentative
task
list
that
that
Grant
will
cover
it's.
It's
called
a
tentative
task
list
because
we'll
know
precisely
what
the
tasks
will
be
once
a
contract
is
signed
with
our
consultant
that'll
be
part
of
the
the
process,
so
that'll
get
swapped
out.
Q
The
RFP
is,
in
the
final
draft
form
I'm
in
contact
with
purchasing
and
finance
right
now
on
the
final
tweaks,
the
timeline,
everything
else
that
goes
along
with
that
that
should
go
out,
hopefully
within
the
next
week
and
a
half
two
weeks
at
the
latest.
Q
You
know
as
part
of
that
time
frame,
it
would
be
the
advertising,
the
pre-bid
meetings
with
the
Consultants
potential
Consultants
to
ask
any
questions
of
staff
and
the
City
what
the
process
is
and
then
we
would
probably
have
in
the
time
it
goes
live
to
the
time
applications
are
due
or
bids
are
due,
probably
about
four
weeks.
I.
Think
that
should
be
enough
time
for
a
consultant
to
put
a
proposal
together.
Q
Then
we'll
have
the
selection
committee
that
the
applications
do
interviews
with
the
potentials
and
then
score
them
and
then
come
up
with
a
a
chosen
consultant
and
then
once
we
choose
someone,
there's
a
process
of
negotiating
the
contract
after
that,
so.
Q
It
could
be
sometime
in
July.
August
is
the
is
the
time
frame
for
all
of
that
once
the
contract
is
signed
and
yeah,
that's
where
we
are
right
now
so
I'm
I'm
happy
to
do
monthly,
written
reports
to
the
Council
on
status.
Most
of
the
steps
will
be
implicit
because
there'll
be
public
steps.
You
know
the
things
that
will
be
advertised
and
things
like
that,
but
I'm
I'm
happy
to
do.
You
know
monthly
communication
to
the
to
the
council
about
where
we
are
with
that.
So
it
is,
it
is
rolling.
Q
We
just
have
to
put
the
final
final
touches
on
it.
J
Thank
you,
and
only
speaking
for
myself,
I
think
the
monthly
written
update
would
be
helpful.
Certainly
don't
you
know
just
speaking
for
me,
don't
want
you
to
have
to
come
here
unnecessarily.
So,
if
you're
able
to
communicate
that
no.
Q
J
The
if
I'm,
recalling
correctly
my
only
secondary
question,
is
at
that
meeting,
which
was
what
last
week
or
or
two
weeks
ago
it
sounded
like
the
RFP
would
be,
was
ready
to
go
out,
and
you
know
I
I
think
it
was.
It
was
said
that
it
it
could.
It
could
be
out
in
two
days
so
I'm
just
wondering
what
needs
to
be
changed
on
it.
J
It
sounded
like
it
was
ready
to
go.
Then
it's
not
out
yet
just
curious.
What
happened
in
the
interim
that.
Q
We're
when
we're
in
a
final
draft
you
keep
looking
at
it.
You
keep
finding
things
that
you
you
want
to
perfect.
You
keep
finding
things
that
need
to
be
tweaked,
there's
other
there's
other
parties
that
are
wanting
to
look
at
it
internally
before
it
goes
before.
It
goes
out,
so
yeah
we're
at
that.
That
final
final
stage
we're
picking
dates
for
advertising
and
pre-bid,
and
all
that
today,
so
Thomas
behind
me.
Q
He
he
needs
to
sit
and
take
a
look
at
it
and
make
sure
it
meets
all
of
the
internal
requirements
for
for
vocab.
We
haven't
done
too
many
of
these
before
so
might
get
a
little
over
anxious,
but
I
think
that
it's
it's
on
track.
M
M
Just
to
make
the
council
aware
we
have
70
000
allocated
in
the
current
fiscal
year
budget
based
on
former
information
from
director,
iGo
that
if
we
don't
have
something
allocated
signed,
then
that's.
Seventy
thousand
dollars
will
go
down
to
a
fourth
quarter.
M
Adjustment,
we'll
only
have
the
contracted
amount
of
the
grant
at
125
and
if
I'm
correct
and
director
gazelles,
there
was
no
money
allocated
in
the
fiscal
2020
for
a
budget
for
the
comprehensive
plan,
so
we'll
only
be
working
with
125
000
to
start
I
just
want
to
make
sure
that
the
grant
will
be
able
to
be
used
for
that
period
until
we
can
get
into
the
next
budgetary
period.
So
there'll
be
additional
funding
to
pay
for
the
comprehensive
plan.
Q
So
we
had
this
discussion
a
couple
weeks
ago
about
the
70
000
from
2022
that
was
put
into
a
dedicated
account.
I
had
asked
that
the
23
70
000
be
put
into
the
same
account.
This
is
a
special
project.
I
think
that
this
warrants
special
consideration
of
keeping
that
money
intact.
So
I
can
do
this
project,
so
I
don't
see.
Why
there's
any
reason
why
we
can't
do
that
and
just
keep
the
two
Appropriations
intact
and
then
use
those
to
pay
for
the
pay
for
the
project.
M
Through
the
chair,
will
any
classification
from
directors
of
Dallas
but
I
did
go
back
to
the
hearing
budget
hearings
for
2022
and
director
iGo
had
stated
that
if
we
did
not
have
a
signed
agreement
that
the
seventy
thousand
dollars
could
not
be
set
aside
in
a
restricted
fund
and
that
it
would
probably
become
a
fourth
quarter
adjustment.
That
was
one
of
the
questions
that
we
asked
during
the
hearing
again.
I
hope
it's
set
aside.
R
Through
the
council
president
to
the
council,
lauded
up
after
the
count,
the
finance
committee
meeting
I
went
back
and
checked
the
actual
70
grand
from
FY
22
was
in
fact
reserved
held
over
and
it
didn't
float
a
fund
balance.
So
the
initial
70
grand
that
Mr
bazulo,
made
reference
to
last
week,
has
been
reserved
for
this
contract.
M
So
we
have
somewhere
within
the
financials
or
something
that
can
be
reported,
that
there
is
a
fund,
that's
been
restricted
and
there's
140.
R
000
classified
as
deferred
revenue
on
the
city's
financial
statement
that
is
correct,
the
initial
70
grand
for
from
FY
22.
So
there
is
an
existing
but
no
better
term
funding
source
for
a
portion
of
the
contract
to
Mr
puzzle.
Pazulo
just
spoke
to
that
being
125
000
from
the
grant
that
was
just
executed
and
70
grand
that
was
classified
as
deferred
revenue
from
FY
22.
R
That's
why
I'm
pushing
Mr
pazulo
to
get
this
this
RFP
out,
so
we
do
have
thumb
substantiation
to
do
that
for
this
fiscal
year.
So
the
plan
right
now
was
yes,
depending
on
the
timing.
P
Thank
you
through
the
chair
to
director
pazulo.
Does
the
Planning
Commission
have
anything
to
do
with
this
RFP,
or
is
it
simply
the
the
planning
department
and
within
the
mayor's
Administration.
Q
It
is,
it
is
not
prepared
directly
by
the
playing
commission
for
the
RFP,
it
would
be
staff
working
with
Administration
and
commission
president
that's
about
as
far
as
it
goes
with
the
commission
itself.
The
commission
doesn't
typically
review
contracts
and
and
be
part
of
that
process
in
this
particular
process,
because
it's
going
to
vocab,
you
would
have
two
members
of
the
commission
at
least
who
would
be
part
of
that
processor,
be
director
to
zealous
and
DPW
director.
Q
Q
P
Q
Q
We
should
get
a
few
really
good
consulting
firms,
I'm
hoping
from
the
region
you're
not
going
to
see
Consultants
from
far
out
of
the
region
because
of
the
travel
considerations
and
everything
else
like
that.
So
I
think
there's
plenty
of
good
consultants
in
the
New
England
region
who
who
would
bid
on
this.
P
Q
Q
Or
like
a
couple,
probably
three
to
four
years
at
the
alts,
you
know
probably
could
be
less
but
I'd
rather,
you
know
be
realistic.
I've
been
through
the
process
before,
especially
when
you're
dealing
with
the
state
approval.
It
has
to
get
sent
to
all
the
major
departments
from
the
state,
DOT
Dem,
historic,
it's
a
lengthy
process
and
then
dealing
with
their
comments
at
the
at
the
back
end
of
this.
This
is
a
you
know.
It's
it's
almost
like
it's
phase.
Two
of
this
process
is
actually
getting
State
approval,
so
do.
P
Q
Q
I
I've
heard
of
this
bill
on
I
haven't
heard
that
it
has
much
traction
but
I'm
actually
having
a
call
with
Statewide
planning
tomorrow.
I
can
get
some
information
on
that
of
what
would
that
mean
with
our
existing
plan?
Q
You
know
working
on
it,
we're
working
on
it
like
it's
we're
and
I'd
like
to
just
say
that
you
know
we
keep
talking
about
it
like
we're
going
to
start
like
we've,
been
doing
components
of
the
comprehensive
plan
for
a
while.
Now
what
you
approved
a
couple
weeks
ago
that
has
a
mitigation
plan
that
is
an
element
of
the
comprehensive
plan.
So
we
have
been
chipping
away
at
these
things,
so
not
in
this
holistic
way
for
the
the
consultant,
but
we've
been
doing
pieces
of
different
elements,
as
as
we
can
so
I
will.
Q
Q
Very
helpful,
so
I
can
put
that
into
the
next
report
for
communication.
If
that
pleases,
the
council
that.
A
Okay,
all
right
did
I
understand
you
director,
pazulo
correctly,
that
you'd
like
us
to
put
this
on
next
month
for
our
status,
update.
Q
Q
A
N
Thank
you,
Madam,
chair
I.
Have
some
amendments
I'd
like
to
make
if
you'd
like
me
to
start
I
can
go
through
those
now
or
refer
to
any
other
members
of
the
council.
First.
N
You
I
will
try
to
be
expedient
as
possible.
I
know
we're
probably
gonna
have
a
late
night
Thursday
and
we're
doing
good
on
time.
Now.
First
of
all,
I
want
to
thank
solicitor,
Angel
and
amount
of
president
for
putting
these
rules
together.
They
are
a
little
bit
of
a
change
from
what
we've
had
in
the
past,
which
is
good,
I.
Think
it's
good
to
streamline
these
and
clean
these
up.
I
did
have
some
small
amendments
that
I
would
like
to
make
I'm
gonna
try
to
go
through
these.
N
My
notes
are
a
little
jumbled
on
Age
Two,
section
e,
yes
section
e
page.
Two
I
would
like
to
make
a
motion
to
remove
that
section,
because
I
think
Charter,
section
3.07
priorifies
that
in
section
2.04.060.
J
Councilman,
what
was
the
that
section
that
you
referenced.
A
I
I
will
just
begin
with
the
discussion
by
saying
that
these
rules
set
forth
that
the
charter
and
our
code
of
ordinances
are.
They
are
take
precedent
over
these
rules,
so
I
don't
see
there
being
any
conflict
or
any
issue
with
that.
With
that
provision.
S
It
may
be
superseded
by
the
the
charter.
It
certainly
would
be
redundant,
so
I
think
it
would
be
unnecessary
to
have
it
in
there.
I
would
I
would
agree
with
councilman
Pat
blascus.
J
Thank
you
now,
granted
I
haven't
had
a
chance
to
read
the
entirety
of
section
3.07
of
the
charter
that
was
referenced,
but
it
does
state
that
regular
regular
meetings
shall
be
held,
such
as
times
as
the
rules
of
the
council
shall
prescribe,
and
I
mean
this
just
the
rules
here.
J
If
I'm
understanding
right
would
just
delineate
the
ability
of
the
presiding
officer
to
call
a
meeting
in
addition
to
those
that
are
prescribed
under
the
charter,
so
I
don't
see
how
they
would
be
run
counter
to
what
the
charter
or
city
ordinance
is
prescribed.
So
I
I'm
gonna
vote
against
this
change.
D
B
N
Haven't
I
have
another
motion
go
ahead,
councilman.
Thank
you.
Let's
see
Paige
four
of
the
rules
or
is
it.
N
Age
four
I
like
to
add,
probably
at
the
end
of
the
first
paragraph
and
I'll
I'll
after
I,
make
my
Amendment
I'm
going
to
ask
legal
for
a
opinion
on
if
we
should
amend
the
first
section
of
the
first
paragraph
understanding
committees
generally,
where
it
says
the
president
shall
appoint.
I
would
like
to
add
at
the
end
of
that,
the
minority
leader
shall
appoint
the
two
minority
members
to
the
standing
committees.
P
B
N
Thank
you.
I
have
another
amendment
Madam
president,
if
it's
okay,
to
continue
okay
under
miscellaneous,
which
is
a
little
more
than
halfway
down
the
page
page,
please
I'm.
Sorry
page
five
of
nine
yeah
page
five
of
nine
under
missile,
oh
I'm,
looking
at
the
my
old
copy
before
the
amendment
page
five
under
miscellaneous.
N
It's
still
page
five,
so
page
five
under
miscellaneous.
There
is
third
of
the
way
through
that
President
they
can
make
a
motion
to
remove
the
president,
shall
have
the
authority
to
remove
and
replace
any
Committee
Member
who
fails
to
be
present
at
a
committee
meeting
and
or
fails
to
attend
to
or
actively
participate
in
committee
business.
I'm
gonna
make
a
motion
to
remove
that.
If
I
get
a
second
I'll
explain
what
I'm
gonna
make
a
motion
I
can
submit
in
its
place
after.
T
N
N
Sure
so
again,
my
motion
would
be
to
remove
under
miscellaneous
and
that,
if
this
does
pass,
the
council
president
shall
recommend
removal
of
any
members
of
the
Committees,
including
chair
and
vice
chair
to
the
city
council.
We
shall
buy
a
majority
vote
except
to
reject
the
council
president's
recommendations,
and
my
reasoning
for
this
motion
is
I've.
Seen
this
rule
before
in
use,
probably
about
seven
eight
years
ago
and
I
think
it's
a
good
rule.
N
I
think
it
gives
a
check
and
a
balance
to
all
of
us
up
here
now
we
never
really
have
to
go
to
the
rules
and
I'm,
certainly
not
pointing
this
out
because
of
the
amount
of
president
has
ever
done
if
you're
doing
a
great
job.
Madam
president
and
I
appreciate
the
solicitors
work
on
this,
but
I
just
think
this
rule
is
a
little
more
fair
and
goes
with
past
practice
at
the
council,
and
it's
really
saying
the
same
thing.
It
just
has
the
check
and
the
balance
of
a
majority
vote
of
the
council.
A
Along
the
lines
of
discussion,
perhaps
the
better
compromise
would
be
the
president
shall
have
the
authority
to
remove
and
replace
any
Committee
Member
subject
to
majority
vote
of
the
council
for
a
member
who
fails
blah
blah
blah
continues
with
that
sentence,
because
that's
really
what
you're
seeking
to
do
is
just
subject
to
a
majority
vote
of
the
council.
Yeah.
N
J
I
I
agree
with
the
sentiment.
What
would
concern
me
is,
at
least
in
the
three
terms
that
I've
been
elected
to
it's
been
a
5-4
council
and
I
am
I
am
wondering
if,
if
perhaps
a
a
two-thirds
majority
for
for
removal
of
a
committee
I
mean
that's
a
pretty
big,
that's
a
that's
a
pretty
big
deal
and
so
I'm.
You
know
I
wonder
if
two-thirds
that
way
at
least
kind
of
the
way
it's
been
going
of
recent
history.
That
would
require
some
sort
of
bipartisan
vote
to
remove
someone
that
I
think
that
would
be
so.
N
So,
just
under
discussion
or
answer
well
I
think
when
that
came
up
before
it
was
a
5-4
and
the
and
the
person
that
would
have
been
moving
for
the
committee
actually
voted
for
his
own
removal.
Instead,
if
you
don't
want
me,
that's
fine
with
me
and
that's
kind
of
how
it
went
and
it
wasn't
a
big
argument,
but
I
just
I
do
like
the
check
and
the
balance
being
there
I
think
it's
important,
not
that
anybody
here
is
going
to
do
anything
wrong
and
I
know
we're
not,
but
it's
nice
to
have.
K
I'll
actually
I
would
support
this
with
the
two-thirds,
like
council
member
Donegan,
said
as
well.
Otherwise,
I'm
not
going
to
be
able
to
support
the
amendment
I'm.
N
I'm
gonna
stick
a
majority
Board
of
the
council
I'm
not
going
to
remember
my
emotion
if
that
fails,
if
somebody
wants
to
make
a
two-thirds
act,
that's
fine,
but
I'll
I,
like
the
majority.
The
majority
vote
of
the
council.
A
A
A
A
No,
the
motion
is
simply
to
strike
that
sentence
and
what
I'm
proposing,
but
councilman
Pablo
is
not
inclined
to
do,
is
to
withdraw
that
motion
so
that
we
can
just
do
a
motion
to
amend
the
sentence
to
allow
for
the
intention,
which
is
the
two-thirds
majority
vote,
to
eliminate
a
council
member,
in
other
words
I'm
in
favor,
of
having
a
council
member
removed
only
with
the
approval
of
two-thirds
of
the
council.
But
the
current
motion
is
not
that
the
current
motion
is
to
strike
that
sentence
altogether.
N
A
D
E
J
For
the
sentence,
the
president
shall
have
the
authority
to
remove
and
replace
any
Committee
Member
after
the
word.
Member
I
would
like
to
make
a
motion
to
add
the
verbiage,
with
a
two-thirds
majority
of
the
city
council.
I
T
R
A
A
E
N
N
A
K
Vice
president
Vargas,
thank
you,
president,
through
the
council
member
papelasquez,
so
it's
a
special
committee
can
be
established
by
any
committee.
Can
you
repeat
that
again,
yeah.
N
I
was
writing
it
down.
Special
committees
may
be
established
from
time
to
time
by
a
majority
vote
of
the
council
and
the
only
time
I
remember
this
is
before
me,
I.
Think
when
director
for
vickyo
was
on
the
council,
they
established
the
flood
committee
when
they
were
having
issues
on
Fletcher
Avenue
in
my
ward.
So
that's
why
I
want
to
try
to
put
the
rule
back
in
there.
K
A
Ordinance
we
can
Council
vice
president
Vargas
by
ordinance
and
that's
historically
what
we
have
seen.
We
have
numerous
committees
that
are
created
that
way,
and
so
that
is
the
proper
way
is
to
do
it
by
by
ordinance,
which
is
clearly
them
by
majority
Council
vote.
So
I.
Don't
think
that
this
section
is
warranted
in
this
sec
in
this
in
the
rules.
Thank
you.
I
would
not
be
in
favor
of
that
Amendment.
A
For
that
reason,
because
we
already
have
that
power
in
in
a
proper
proceedings
to
create
ordinances
for
committees
all
right,
any
other
discussion.
T
If
I
may
Madam
chair
that,
if
you
look
at
page
five
of
the
rules
as
proposed
under
miscellaneous,
the
last
sentence
specifically
says
the
president
May
appoint
a
special
Committee
of
the
council,
subject
to
these
rules
for
limited
purpose
and
for
limited
duration.
So
it
does
address
that
issue.
It
gives
the
power
to
the
leadership
to
do
it.
N
Through
the
through
the
chat
to
legal
counsel,
solicitor
Angel,
if
the
president
doesn't
decide
to
do
a
special
committee
by
not
having
this
rule
with
the
three
members
of
the
council
or
for
the
majority
of
the
for
not
having
this
rule
the
majority
of
the
council,
the
same
majority
of
the
council
wants
to
have
a
special
committee
and
the
president
does
it.
Then
we
can't
have
that
committee
correct.
It
seem
that
way.
C
J
You,
council,
president
I,
understand
councilman
pavlazquez's
perspective,
but
I
do
agree
with
with
the
council
president
that
the
city
council,
we
do
have
the
ability,
as
members
to
effectively
create
any
special
committee
that
we
see
fit
based
on
a
majority
vote
through
the
enactment
of
nor
of
an
ordinance
which
would
further,
you
know,
delineate
the
rules
of
that
committee.
Members
of
membership
of
that
committee
meeting
schedule
Etc
to
be
make
it
an
official
meeting
and
committee
that
would
be
subject
to
open
meetings
as
well.
J
D
A
And
to
that
point,
when
we're
forming
special
committees,
we
have
to
consider
the
clerk
the
burden
on
the
clerk
and
the
capacity
too,
because
then
they'll
be
subject
to
open
meetings
and
minutes.
It's
not
something
that
even
if
we
as
a
body
are
thinking
well,
for
example,
just
saying
the
Budlong
pool
you
just
want
to
have
a
committee,
it's
something
that
we
should
go
through
extra
steps
that
we
already
have
in
place
to
make
sure
that
we
have
the
capacity
to
do
it.
A
A
special
committee,
I
would
see
is
something
as
being
a
short-term
emergency
type
of
situation,
and
it's
going
to
be
very,
very
rare,
councilman
Riley.
S
T
T
Not
they
were
good
or
bad.
In
your
specific
question,
councilman
Riley,
if
you'll
allow
me
to
it,
he
was
looking
for
a
bicameral
legislature.
They
didn't
they
didn't
address
things
like
this.
Necessarily
the
I
see
councilman
pavlowskis's
point
the
the
way
these
are
written.
It
gives
the
council
president,
in
the
leadership
the
right
to
establish
a
special
committee
with
that
said,
the
council
can
establish
a
special
committee
by
ordinance.
T
If
it's
an
emergency,
then
the
council
has
the
will
commit
the
session
on
an
emergency
basis
if
it
chooses
by
majority
vote
of
the
Council
of
called
into
an
emergency
session
by
the
leadership
and
take
control
of
the
situation
immediately.
That
way,
so
there
are
several
Avenues
presently
available
to
the
council
to
convene
for
emergency
purposes
that
don't
require
you
know
waiting
a
month
or
months
on
end
for
a
committee
to
be
created.
So
you
know
really
it's
up
to
whatever
the
council
wants
to
do.
However,
they
want
to
handle
it.
So.
S
To
solicitor,
do
you
have
any
knowledge
of
that
see
ya?
S
L
We
established
a
few
committee
subcommittees
as
councilman
pablovkis
mentioned,
that
we
had
the
flood
committee
and
school
and
public
Building
Safety
Committee
and
I
thought
that
was
done
just
by
the
council
president,
suggesting
it
in
a
vote
of
the
of
the
council
majority
vote
of
the
council.
I
had
I,
don't
know,
you
know
how
we
established
the
authority
to
do
it,
but
we
did
do
it.
S
Thank
you
now
that
leads
me
into
council
member
Ferry's
point
about.
If
we
wanted
to
act
quickly
and
not
wait
the
three-month
process
to
go
forward
on
something
and
council
president
mourinho's,
you
know
retort
to
that.
I
do
think.
The
eight
of
us
down
here
would
consider
all
the
possible
considerations
that
a
president
would
also
consider
and
I
think
that
you
know
we
could
handle
that,
as
as
the
city
council,
I
just
wouldn't
want
to
see
these
rules
getting
a
little
too
top-heavy.
A
Councilman
Riley,
thank
you
for
your
input
and
I.
Don't
see
these
rules
as
being
top-heavy
so
but
but
I
appreciate
your
commentary
in
that
regard.
With
respect
to,
though
your
comments
as
it
being
three
months,
doesn't
take
three
months
to
set
up
a
committee
with
your
time
on
Council
I'm,
sure
you're,
aware
things
go
to
committee
the
same
month
and
then
they
go
to
the
full
Council
for
a
vote
at
the
end
of
the
month.
So
and
we
can
also
have
emergency
meetings
called
as
well.
A
So
it
shouldn't
take
three
months
to
pass
an
ordinance
set
up.
A
committee.
A
J
N
N
All
resolutions
other
than
celebratory
shall
go
to
committee
for
hearing.
First,
that's
my
motion.
Second,.
N
C
N
I
I
You,
madam
president,
I,
would
like
to
have
a
clarification.
Why
would
would
like
to
have
a
resolution
go
to
the
committee?
First,
a.
N
Lot
of
resolutions
sometimes
deal
with
fiscal
notes,
and
things
like
that
are
going
up
through
the
general
assembly
process.
I
just
haven't
feel
like
having
a
Committee
hearing,
gives
another
opportunity
for
the
public
to
come
out
and
also
debate
or
add
comment
on
an
item
so
and
that's
past
practice
that
we've
done
anyways.
So
that's
why
I'm
making
the
suggestion
you.
I
N
I
So
y'all
your
motion
is
your
amendment.
Is
all
resolution
required.
N
K
A
Before
I
make
my
comments,
I'll
sort
of
attorney
angel.
T
H
K
Thank
you
so,
on
the
terms
of
emergency
resilience,
I'm
wondering,
would
you
exempt
that
at
all
Council
yeah.
N
K
Thank
you
solicitor.
Would
that
be
language,
if
amended
in
terms
of
exempting
these
celebrations
and
the
the
ones
that
have
emergency
resolutions?
Would
that
be
a
fair
language
Amendment
if
he
did
that?
Okay.
A
Any
other
discussion
well
I,
just
like
to
say,
I'd,
be
in
agreement
with
this,
because
this
is
how
we
have
proceeded
so
far.
Is
that
all
resolutions
that
they
were
not
celebratory
if
they
had
any
type
of
fiscal
impact,
just
as
recent
as
the
ones
that
councilwoman
Vargas
and
I
just
recently
introduced
with
respect
to
supporting
house
bills,
we
sent
those
to
committee
rather
than
having
those
heard
at
the
full
council
meeting.
So
I
would
agree
with
this
this.
This
amendment
thanks,
okay
clerk,
please
take
the
rule.
E
P
One
I
just
want
to
note
a
spelling
error
after
non-substantive.
It
should
be
nature
n-a-t-u-r-e,
but
I
have
just
a
slight
concern
with
every
member
of
the
council
has
an
obligation
to
read
and
understand
the
contents
of
the
docket
and
its
agenda
prior
to
a
council
meeting,
that's
obvious,
but
questions
and
concerns
that
needs
to
be
addressed
to
the
president
or
his
or
her
designee
on
a
particular
subject.
P
During
normal
business
hours
of
the
days
leading
up
to
the
meeting
date,
I'm
wondering
if
that
could
be
extended
to
8
PM
or
you
work
during
the
day,
we
can't
use
normal
business
hours
to
have
these
discussions
respective
of
people's
different.
You
know
employment
situations,
so
I
would,
you
know,
be
open
to
a
time
I'm
not
trying
to
get
in
anyone's
personal
time,
but
8
pm
seems
fair.
P
P
Formal
motion
would
be
to
change
this
from
saying
a
particular
subject
during
normal
business
hours
and
change
that
to
say
until
8
pm
on
the
days
leading
up
to
a
meeting
date.
L
O
A
Yeah,
that
was
that
was
or
department
heads
in
the
administration
if
it
happened
to
business
hours
yeah,
that's
the
only
thing,
because
pretty
much
all
of
us
have
jobs
nine
to
five
and
we're
in
that
same
predicament.
So
but
I
I,
understand
so
I
think
we'll
make
our
best
effort
to
do
it.
If
we
can
before
you
know
the
close
of
business
day,
but
of
course,
if
it
that
doesn't
happen,
that's
completely
understandable
because
we
all
operate
that
way.
So
yep.
P
And
I
just
wanted
to
clarify
to
the
president
that
I
had
meant
to
if
I
wanted
to,
or
anyone
wanted
to
speak
to
the
President
right.
I
would
hope
that
I
know
just
answers
the
phone,
but
not
wanting
to
call
the
clerk
or
director
at
8pm,
but
specifically
to
the
president,
so
that
we
could,
you
know,
understand
whatever,
so
we
wouldn't
be
held
out
of
order
for
not
understanding
what
was
on
the
docket
ahead
of
time.
A
E
B
P
Thank
you
on
page
six
of
ten.
This
is
more
of
a
question.
I
don't
know
if
it
would
be
for
attorney
angel
or
for
Madam
president,
but
I
just
wanted
clarification.
It's
the
second
to
last
line
where
it
says
the
members
remarks
will
be
confined
to
the
motion
or
business
items
under
consideration
and
the
member
shall
avoid
personalities.
P
T
P
Our
attorneys
that
very
subjective
based
on
you
know
the
president's
discretion
kind
of
thing.
Yes,.
T
P
You
and
after
that,
the
next
sentence
in
committee
committee
members
shall
speak
on
a
docket
of
item
before
non-committee
members
and
members
of
the
public
who
shall
have
the
right
to
speak
after
all.
Council
members
is
that
up
to
the
discretion
of
the
committee
chair
because
I
know
oftentimes,
we
allow
the
public
to
speak
first
and
then
we
all
speak
after
that.
So
I
just
wanted
to
to
make
sure
that
was
clear.
B
If
I
may
Madam,
president
I
just
had
one
suggestion
on
the
exhibit
for
the
council
dockets
because
of
a
couple
of
items
that
arise
arose
in
the
past
week
or
so
that
perhaps
we
could
add
a
section
that
would
be
items
for
informational
purposes
only
with
no
action
required
that
would
be
in
lieu
of
the
previously.
You
know
miscellaneous
items
on
the
clerk's
desk.
A
A
S
A
E
A
A
Right
I
want
to
thank
everyone
for
their
contribution
to
these
to
the
rules
to
the
Amendments
I
think
we
did
a
good
job
in
making
sure
all
of
our
interests
are
represented,
and
at
this
time,
I'd
like
to
take
a
motion
on
approval
of
the
rules
as
amended.
E
B
A
I'd
like
to
point
scrivener's
error
to
the
last
page,
ordinance,
423-03,
ordinance
and
amendment
of
title
III
revenue
and
finance
chapters,
3.84
3.88,
3.92,
3.96
and
3.97
of
the
city
of
Cranston
2005,
entitled
tax
incentive
programs
that
ordinance
that
refers
to
it
being
sent
to
ordinance
committee.
That
is
an
error,
and
it
should
read
that
it's
being
referred
to
the
finance
committee
of
May
1..
So
again
it
would
be
finance
and
not
ordinance
committee,
and
at
this
time
I
would
entertain
a
motion
to
take
these
new
business
items
as
a
block.
A
D
E
E
E
A
A
A
Just
for
for
those
following
along
city
solicitor
has
mentioned,
the
administration
is
looking
for
us
to
have
opening
of
the
bids
in
response
to
the
sale
of
a
property.
However,
it
appears
on
the
agenda
as
it's
being
referred
as
new
business
to
finance
committee.
That's
the
way
it
came
over
to
the
administration
to
the
clerk's
office,
so
we
are
not
able
to
hear
opening
of
bids
this
evening.
That's
not
the
way
it
was
presented
to
us.
So
no
yeah
we
are.
We
are
still
adjourned
thanks.
