nation

honor

Hispanic
Heritage
Month,
which
takes
place
September
15th
to
October
15th
every
year
as
a
time
to
recognize
and
celebrate
the
many
contributions,
diverse
cultures
and
extensive
histories
of
the
American
Latino
community
America
is
the
land
of
possibilities.

Hispanic
Americans
have
helped
build
this
nation
as
doctors,
artists,
entrepreneurs,
scientists,
businesses,
military
and
so
much
more.
The
faith
and
drive
of
the
Latino
Community
embodies
the
spirit
of
America
and
have
pushed
our
country
to
grow
and
to
prosper.
On
behalf
of
the
city
of
Cupertino,
we
honor
these
important
contributions
toward
a
better
America
for
all
happy
National.
Expanding
Heritage,
Month
and

educate
the

on

golf
industry

manage

database

information

golf
courses.
I
can
tell
you
how
many
unique
golf
courses
there
are
in
the
country
or
if
you
want
it
by
State,
and
you
want
to
know
who's
managing
those
courses.
I
can
provide
that
data
I'd
like
to
leave
you
with
just
a
couple
takeaways
today.
One
is

sent

about
a
month

spreadsheet

and
I'd,
just
like
to
point
out,
I
wasn't
going
to
go
through
the
entire

just
wanted
to
say
it
didn't
take
much

effort

able

the
competitive

competitive
golf
courses
in
the
area,
what
they're
charging
for
various
fees
and

given
a
recommendation
in
the
last

some
percentage
increases

been
happening

sign
off
of

treasurer,
not
even
an
initial,

tell
me
that
somebody
looked
at
it

lists
the
assets
and
the
cash.

How
much
cash
do
we
have
no
pars
pension
and

account
statements
if
I
was
a
employee
I'd
want
to
keep
track
and
watch
that
because
that's
my
retirement
and
I'd
want

see
it
shows
the
return
on
that
money.

it's

local
agency
investment

managed

the

city
can
use
it

invest
money
at
no

of

the
city's
finances

are

missing
pieces

know
where
it
all

managers
report.

used
to
have
a
nice
verbal.
What
the
city
is
doing,
nothing
formal,
not
what
they've
completed
but
kind
of
what
they've
been
working
on
it
kind
of
made.

address
a
pressing
issue
that
affects
the
heart
of
our
city,
unethical
and
unsafe,
Behavior
within
our
workplaces.
Our
City's
Workforce
is
the
backbone
of
our
community
and
it
is
our
Collective
responsibility
to
ensure
their
well-being
and
uphold
the
highest
ethical
standards.
I
work
for
your
city
I
happen
to
be
a
maintenance
one
worker
here.

Recent
events
have
unveiled
disturbing
instances
of
unethical
and
unsafe
Behavior
within
some
of
our
workplaces.
These
issues
not
only
endanger
our
lives
and
well-being
of
our
fellow
citizens,
but
also
undermine
the
Integrity
of
our
City's
institutions.
It
is
incumbent
upon
us
to
confront
these
issues
head
on
and
take
decisive
action.

Allow
me
to
shed
some
light
on
specific
examples
that
have
come
to
our
attention:
safety
violations.
There
have
been
reports
of
safety
violations
in
City
departments,
ranging
from
inadequate
reporting
to
the
lack
of
proper
training.
This
jeopardizes
the
health
and
safety
of
our
dedicated
city,
employees,
harassment
and
discrimination.
These
behaviors
create
hostile
environments
for
cities
and
go
against
the
values
of
inclusivity
and
respect
that
our
city
should
uphold,
and
one
of
the
biggest
ones
is
misuse
of
authority.

In
some
cases,
individuals
in
positions
of
authority
have
been
found
to
misuse
their
power,
creating
an
atmosphere
of
fear
and
intimidation
that
discourages
reporting
and
accountability.
The
consequences
of
unethical
and
unsafe
behavior
in
the
workplace
are
profound.
They
harm
the
physical
and
mental
well-being
of
our
employees,
erode
morale
negatively
impact
the
quality
of
services
provided
to
our
citizens
and,
moreover,
such
Behavior
damages
our
City's
reputation
and
erodes
the
trust
that
our
community
places
in
its
government
addressing
unethical
and
unsafe
behavior
in
the
workplace
is
not
merely
an
option
but
a
moral
imperative.

Therefore
I
implore
this

city
council
to
take
Resolute
action,
comprehensive
audits.
We
must
initiate
comprehensive
workplace
audits
across
all
City
departments
to
identify
safety
violations,
unethical
conduct
and
harassment.
These
audits
should

conducted
by
independent
professionals
to
ensure
impartiality
and
thoroughness.

education:

should
invest
more
in
ongoing
training
and
education
that
also
promote
ethical

accountability

support

those
responsible

I've

a
resident

homeowner
in
Cupertino
since
1999
and
I'm
proud

say
that
I
love
where
I
live
I
believe
they
speak
for
everyone
in
my
Association
when
I
say
that
this
is
where
we
want
to
live
the
best
years
of
Our
Lives.

of
the
association's
members
enjoy
the
trail
along
Stevens
Creek
and
have
played
at

golf
course.
We
believe
that
the
mix
of
trails
and
recreational
activities
at
Blackberry
Farm
helps
bring
our
community
together.

we

meet
our
friends
and
enjoy
a
range
of
activities.

sentiments

quite
similar,

going

give
different
examples
to
illustrate
my
concerns.

a
40-year,
Cupertino
resident
I'm,
also
a
recipient
of
the
crest
award
from
the
city
in
2022
and
I'm
deeply
troubled
by
the
continued
erosion
of
transparency
in
our
city.
Most
recently
without
counsel
or
public
input,
recording
of
parks
and
rec
meetings
have
ceased.

Why
didn't
this
issue
come
to
city,
council,
city,
council,
Planning,
Commission
and
Parks,
and
Rec
commission
all
make
decisions
that
impact
the
finances
of
our
city
and
directly
impact
the
daily
lives
of
our
citizens.
I
would
like
to
understand
how
this
decision
was
made
without
Council
input
and
I.
Ask
that
the
council
reinstate
the
recording
of
the
parks
and
rec
commission
meetings
under
our
mayor's
regime.

One
was
a
gentleman
who
asked
that
his
young
son,
who
submitted
a
card
speak
upon
leaving
his
City
Hall.
He
died.
That
is
his
son's
last
memory
of
his
father,
the
city
of
Cupertino,
ignoring
our
citizens.
To

knowledge
to
time,
mayor
Scharf
retained
the
three
minutes
per
person
and
three-time
mayor
Paul,
occasionally
reduced
speaker
time
to
two
minutes
yet
mayor.
You
reduce
the
time
to
one
minute.
One
speaker
actually
spoke
twice
which
took
time
away
from
other
people
and
other
people
will
reduce
to
zero
again.

Finally,
I
am
submitting
you
to
you
a
paper
copy
of
August
30th
article
from
Bloomberg
tax
pertaining
to
the
risk
of
Cupertino
losing
sales
tax
revenue
from
Apple,
which
would
represent
about
30
percent
of
a
cut
in
our
City's
overall
revenues.

would
be
nice
to
get
an
update
on
what
our
city
is
doing
instead
of
having
to
read
it
in
Bloomberg,
News
and
I
got
another
bonus
item.

would
also
ask
again

the
erroneous
statements
defaming
our
council
members

retracted

way

contracts
prior
to

go
over

thousand
dollars,
we
did

go

we're
looking

more
constructive
way
of
doing
this

transparent,

lifespan

system

such
a
transition
happened

city

Seattle,
the
city
of
Seattle's
permit
system
actually
caused
a
halt
and

permitting
for
over
six
months,
and
this
was
just
in
the
last
two
years.

takes
a
fairly
long
time
to
go
through
the
process,
so
I
encourage
you
to
learn
from
what
the
city
of
Seattle
went
through
when
they
went
through
this
process
and
finally,
I
want
to
say:
if
you
are
transitioning
I,
don't
see
why
this
is
a
no-bid
contract.
I
understand
that
you'd
like
to
keep
the
same
interface,
but
the
reality
is
when
you
go
from
an
on-premise
to
a
cloud
interface,
things
do
change
it.
The
look
and
feel
is
going
to
be
different.

is
going
to
be

be
looking
for
more
bids

vendors

to

we
look

how
well
the
city
has
implemented

have
completed
eight
projects,
so

right
in
December
of
2020

fiscal

year
we
took
a
look
at
all
of
the
fiscal
policies
that
the
city

place
and
we've

working

finance
department

review

policies,

we've
been
passing
those
back
and
forth

sure

align
with
best
practice
and
we
provide
recommendations
so
that
they
can
be
more
efficient
and
effective.
So
far
out
of
those
eight
reports,
we've
delivered
52
recommendations
so
not
too
bad.

all
also
receive
training
this
year

your
fraud,
waste
and
abuse
hotline.
We
opened
up
that
hotline.

we've
received
six
reports
to
date.

are
also
you'll
notice
at
the
bottom.

come
under
recommendations
validated
we're
working
with
City
staff
on
a
process
to
report
back

the
audit
committee
and,

actually
validate
that
our
recommendations
have
been
implemented.
So
it's
not
of
much
value

we
just

you
reports
and
they
sit
on
the
Shelf.

year
we
have
two
major
projects:

actually
going

go
bottom
up,
so
we
always
have
a
line
item.
That's

attending
meetings,
preparing
reports,
collaborating
with
staff,
managing
your
fraud,
wasting
abuse
hotline

that's
just
sort
of
ongoing
and
then,
as
a
result
of
some
of
the
policy
work
that
we
did
with
Finance
Management
is
really
interesting.
We
very
much
support
looking
at
City
policies
across
the
board,
look
at
every
Department
inventory,
all
of
the
city
policies
and
identify
those
gaps
and
then
give
you
all
a
prioritized
list.

we

team

and
so
it's
a
really
great
way
to
reduce
risk
and
as
well
as
improve
internal
controls
across
all
functions

city

best
practice
to
conduct

every
three
years,

so
we
are
three
years
into
our

because

decentralized

obviously
a
risk
area.

we
dig
into
that.

as

procurement
policy
is
something
that

being
worked
on
and
we
have
actually
looked

drafts
and

to
staff
about
that.

that's
something
that's
in
progress
and

changes

place

state
level
concerning
California
health
and
safety
code
and
substandard
housing
enforcement.

state
of
California
passed
a
mandate
that
requires
cities
and
counties
to
respond
and
address
complaints
of
substandard
housing
conditions,
known
as
assembly
Bill
838.
It
was
signed
in
September
of
2021
and
took
effect
July
of
2022.
the
state
law,
which
sets
what
and
how
a
housing
Standard
Supply
is
not
something
new.
Only
the
requirement
that
cities
and
counties
enforce
them
as
well
as
some
specifics
that
speak
to
the
manner
in
which
they
are
to
be
enforced.
Cupertino
was
one
of
many
cities
across
the
state
which
did
not
do
so
prior
to
the
ab's
passing.

This
is
a
new
service
being
provided
to
the
community
in
Cupertino
code
enforcement
focuses
on
protecting
the
community
by
addressing
issues
that
affect
the
safety
and
well-being
of
the
public
code
enforcement
response
to
complaints
and
addresses
reported
conditions
on
a
reactive
basis.
Standards
set
by
the
by
these
California
safety,
health
and
safety
codes
specifically
do
not
apply
to
all
properties.
Only
tenant
occupied
properties.

must
investigate,
inspect
and
assess
these
violations,
provide
an
inspection
report,

is
what
we
call
a
notice
of
violation
to
Property
Owners,
thereby
informing
the
property
owners

for
the

or

to
affected

the
County
Board
of
Supervisors
approved
an
update

the
ordinance

changes

permit
program.

pertaining

administration

talk

questioning

validity
of

grand
jury.
But
the
grand
jury
is
the
law
of
the
land

Nation
and
one
can
complain
about
the
way
the
government
and
our
laws
are
set,
but
that
is
the
law,
and
the
current
two-page
policy
adopted
in
2020
is
a
minimal
token
policy
with
no
enforcement

was
comprehensive,
with
enforcement.
