meeting
of
the
juvenile
Heights
city
council
being
called
to
order
at
601
PM,
this
is
a
January
24th,
2023
city
council.
Madam

Council
thanks
for
giving
us
a
few
moments
tonight.
What
every
year
we
have
a
awards
banquet
where
we
recognize
some
of
the
calls
that
the
guys
have
have
gone
through.
Obviously
they
all
just
left
for
a
hospital
in
the
South
End,
and
so
some
of
the
on
duty
guys
are
going
to
miss
miss
it
tonight.
But
they
were
there
for
the
banquet
that
we
had
earlier
in
the
in
December.
C

So
so
our
first
award
here
is
called
it's
it's
the
Lifesaver
Award
and
what
this
is
about
is
when
you
have
a
CPR.
That's
when
you
have
a
call
where
someone's,
not
breathing
and
and
their
heart's,
not
beating
the
the
object
is
to
achieve
rosk.
That's
what
we
call
us
the
return
of
spontaneous
circulation.
So
that's
where
we've
gotten
the
patients,
where
they're
they're
breathing
again
their
heart's
beating
on
its
own.

It's
a
very
difficult
thing
to
do,
and
so
we
started
giving
people
certificates
every
time
they
were
on
a
call
where
they
were
successful
with
that
and
we
had
23
individuals
who
received
Rost
certificates
and
many
people
had
multiple
certificates,
but
firefighter
Hunter
Moore
had
the
most
with
four
saves
this
year.
So
congratulations.

So
on
August,
23rd
of
2020
members
of
C
Unit
responded
to
the
24
000
block
of
Stanford
for
a
house
fire
with
a
20
year
old
man
trapped
inside
engine,
one
with
captainito
pump
operator,
Campbell
and
firefighter
lapkovitz
arrived
to
find
two-story
home
with
flames
visible
through
the
front
door
and
heavy
black
smoke
throughout
firefighter
lapkovich
entered
the
front
door
for
an
immediate
search
for
the
Trap
man.

He
tried
to
make
his
way
to
the
bedroom,
but
he
came
across
heavy
fire
and
was
pushed
back
by
the
heat
firefighter
lapkovich
exited
the
home
and
immediately
climbed
through
the
front
bedroom
window
from
there.
He
quickly
found
the
young
man
who
was
moving
back
into
the
burning
structure,
firefighter
live
convicts
grabbed
the
man
and
pulled
him
back
to
the
front
window
and
once
close
enough,
Captain
needle
was
able
to
assist
firefighter
lapkovic
in
getting
the
man
out
of
the
home
and
laid
him
into
the
front
yard.

The
crew
from
rescue
one
just
arrived
as
the
rescue
was
completing.
They
immediately
began
care
of
the
seriously
injured
young
man.
They
quickly
moved
him
to
the
squad
and
began
treatment
on
his
Burns
and
lacerations
and
compromised
Airway
firefighter
lopovich
joined
the
crew
of
rescue
on
to
assist
in
their
efforts.

The
patient
was
then
transported
to
the
burn
unit
at
Detroit,
Receiving
Hospital,
with
all
within
minutes
of
arriving
on
scene
firefighter
lapkovich
acted
with
bravery
and
determination
when
faced
with
an
imminent
rescue
that
needed
to
be
made
before
a
protective
hand,
line
can
be
put
in
place
or
any
backup
could
arrive
without
hesitation.
He
made
entry
into
the
home
and
made
sound
decisions
under
duress
to
complete
the
rescue
of
this
young
man.
So,
for
these
reasons,
firefighter
laughter
shall
be
awarded
the
medal
of
valor.

And
next
up
is
Captain
Josh
Erickson.

Captain
Erickson
recognized
that
there
was
no
time
to
wait
for
any
backup
to
arrive
or
for
the
hose
line
to
be
put
in
place.
There
was
a
diminishing
window
of
opportunity
to
make
a
successful
rescue,
so
Captain
Erickson
immediately
entered
the
home
with
zero
visibility
using
a
thermal
imaging
camera.
He
located
the
trapped
resident
and
moved
towards
her
to
pull
her
out
of
the
home.
Just
as
he
reached
her.
The
burning
ceiling
paneling
came
down
on
both
of
them.

Captain
Erickson
was
able
to
push
off
the
burning
paneling
and
pull
the
resident
through
the
living
room
and
out
the
burning
trailer
onto
the
porch
again
with
within
minutes
of
arriving
on
scene.
Rescue
2
is
just
arriving
as
he
was
completing
the
rescue
and
they
rushed
to
load
her
into
their
rescue
and
provide
ALS
care,
while
transporting
her
to
the
burn
unit
at
Detroit,
Receiving,
Hospital,
Captain
Erickson
showed
calm
and
bravery
when
faced
with
this
perilous
rescue.

He
entered
the
home
without
the
benefit
of
a
protective
hose
line
and
before
his
backup
could
be
suited
up
to
assist
minutes
and
seconds
count
when
faced
with
such
situations
and
Captain
Erickson
acted
accordingly
doing
his
very
best
to
save
this
woman.
For
these
actions
he
will
be
given
the
medal
of
valor.

There
are
multiple
multiple
people
who
are
more
than
who
be
more
than
right
to
earn
to
earn
this
award
I'm
so
lucky
to
have
just
the
greatest
group
of
firefighters,
they're
all
out
at
another
fight
right
now,
unfortunately,
but
you
know
you
can
see
the
just
the
the
great
group
of
firefighters
say
we
have
and
so
I
put
out
for
nominations
every
year
and
Kevin
received
multiple
multiple
nominations
from
from
many
of
his
peers,
who
who
had
a
lot
of
good
things
to
say
about
them?

Here's
some
of
the
some
of
the
things
that
were
mentioned
about
Kevin.
He
spent
he
spent
many
hours
with
car
seat
installations,
including
making
a
small
flyer
that
we
hand
out
to
people
who
are
in
need
of
car
seats.
He's
a
member
of
the
community
outreach
team.
He
helps
every
year
at
the
open
house.

He
headed
up
the
Powersports
raffle,
which
raised
13
000
for
charities.
He
volunteered
at
the
Garden
City
Fire
Department
pancake
breakfast,
which
was
held
here
in
Dearborn
Heights.
He
helped
with
blood
pressure
checks
at
the
mosque
during
Ramadan
volunteers,
for
the
chili
cook-off
volunteers,
at
the
annual
Lee
breaking
event,
he's
a
Salvation
Army
bell,
ringer
and
most
of
all,
he
has
a
great
attitude,
he's
always
smiling
treating
patients
well
and
he
gets
along
with
everyone.

We
were
lucky
enough
to
get
Kevin
from
Bloomfield
Township,
where
we've
gotten
several
other
good
firefighters,
so
he's
also
been
a
good
recruiter
for
us
from
Bloomfield
Township.
So
thank
you
for
that.
But,
as
you
can
see,
Kevin's
been
everywhere
this
year,
I,
don't
remember
a
department
event
that
he
he
wasn't
in
attendance
to
and
he's
always
just
Mr
consistent
with
the
calm
laid
back
Pleasant
demeanor
and
for
all
these
reasons,
Kevin
was
awarded
firefighter
of
the
year.

And
thank
you
to
all
of
our
firemen
much
much
appreciated
and
for
those
that
just
came
in
earlier
today,
we
had
about
I
think
it
was
about
like
10,
12
or
15
firemen
and
unfortunately
they
had
to
run
to
a
fire
in
the
South
Heights
so
but
I
thank
them
for
their
service
and
I.
Thank
him
for
their
commitment.

honestly,
these
These
are
great
tokens
of
appreciation,
but
our
men
and
women
in
the
fire
department
go
above

beyond

each

single
one

person's
life
is
like
saving
all

humanity.

I
got
contacted
by
the
Warren
Valley
representative
Mr
Esa,
and
he
got
an
emergency
tie
up
at
one
of
his
businesses,
so
unfortunately
he
could
not
make
it,
but
what
I
do
have
he
will
make
it
to
the
next
council
meeting
to
bring
an
update
and
the
other
person
involved
is
Jason
Purcell
who's
in
charge
of
the
actual
golf
part
of
the
golf
course
he's
out
at
a
convention
and
if
I'm,
not
mistaken,
I,
believe
it's
a
golf
convention,
if
I'm
not
mistaken,
so
either
way.

emailed
us
some
information
I'm
just
going
to
read
just
a
few
of
them
to
give
some
of
the
residents
an
update
on
the
golf
course
I
can
tell
you
there's
a
lot
of
progress
on
the
golf
course.
It's
definitely
a
lot
better
than
it
ever
was
at
least
in
my
knowledge
of
it,
and
it's
work
in
progress
and
they
are
planning
on
opening
it
up
this
coming
spring,
but
just
a
couple
of
little
updates.
Since
it
was
on
the
agenda.

are
from
Jason
Purcell
and
he's
a
CEO
in
the
club,
caddy.
Okay.
First
of
all,
all
200
Acres
of
the
golf
course
have
been
cut
down
to
Turf
height
on
the
west
side
of
the
golf
course
tea
boxes
and
Fairways
have
been
carved
out.
The
golf
course
has
been
professionally
sprayed
with
pesticides,
fungicides
and
chemicals
to
eradicate
weeds.
The
golf
courses
tapped
with
a
highly
experienced
and
full-time
superintendent
assistant
superintendent
mechanic,
Sports
staff
of
10,
experienced
golf
maintenance
professionals.
Work
has
continued
through
the
winter
six
days
a
week,
Monday
through
Saturday.
A
Every
week
we
took
over
other
than
Christmas
week.
In
addition
to
that,
we
got
all
18
greens
a
practice
area,
a
putting
green
and
a
nursery
have
been
resotted
with
disease
resistant
flood,
tolerant
grass,
the
greens
have
been
top
dressed,
sprayed,
verified
mode
rolled
daily
through
dormancy,
and
they
are
in
fantastic
shape.
By
the
way
we
have
seen
pictures,
videos,
etc,
etc.

Jason
on
a
continuous
basis
to
the
council,
I've
definitely
seen
Improvement
and
I'm
going
to
give
you
just
the
abbreviation,
because
it's
a
long
email
all
existing
bunkers
have
had
weeds
removed,
Turf,
Edge
drainage,
repair,
the
entire
Golf
Course
drainage
system
has
been
mapped,
clogged
and
systems
have
been
repaired,
additional
drainage
has
been
added
standing
water
on
the
golf
course
is
being
addressed
for
the
first
time.
In
many
many
years,
three
beds
have
been
collected
to
address
the
river
and
Bridge
issues
work
as
planned.

start
when
the
ground
freezes
to
minimize
Turf
disruption
and
last
three
items,
all
irrigation
leaks
have
been
repaired,
greenside
irrigation
has
been
fully
repaired
with
all
heads
replaced,
Golf,
Course,
irrigation
pumps
have
been
remanufactured
and
restored,
vfds
have
been
installed,
I'm,
not
sure
what
that
means.
Variable
frequency
drive.

All
Greens
and
tea
boxes
have
been
aerated
and
80
brand
new,
easy
Gold
golf
carts
have
been
purchased
by
revive
Golf
and
are
presently
being
stored
in
the
Warren
Valley
carp,
barn
and
he
had
attached
over
100
some
pictures
and
videos,
and
if
anybody
would
like
to
take
a
look
at
the
golf
course,
what
have
you
I
mean
if
you
drive
by
there
you'll
see
continuous
progress
and
we
will
have
Jason,
Purcell
and
wasamisa
here
at
the
next
regular
council
meeting,
which
is
in
two
weeks.

not

the
building

I'm
really
concerned
about
the
Transformer.
I
went
out
there.
Oh
Friday,
not
last
Friday's
Friday,
before
I've
ruined
a
pair
of
shoes
walking
in
the
mud,
but
the
it
was
sinking
so
I
went
to
check
it
out
and
it
was
very
badly
put
together.
I
understand,
they've
done
something
since
and
I'd
like
to
know
how
much
concrete
has
been
added,
because
I
don't
think
it's
enough
and
I'm
concerned.

was
moved
and
Jason
took
me
through
the
building
that
time
he
told
me
it
cost
him
thirty
thousand
for
that
Transformer
to
be
moved,
but
it
wasn't
done
properly
and
that's
a
big
concern
for
me.
Also.
We
have
a
lot
of
leakage,
snow
and
I
understand
the
roof
has
only
been
patched
nothing's
been
replaced,
so
water
is
apparently
able
to
come
through
the
Upper
Floor
to
the
lower
floor.

these
are
we're
like
they
obviously
previously
and
I
know.
I've
spoken
with
wasam
I
took
a
tour
of
the
facility
with
them.
It's
definitely
on
his
radar.
So
if,

if
you
know
any
of
the
businesses
that
he

opened
up
in
the
past,
you
will
see
it's
going
to
be
a
Class
A
operation.

have
every
confidence.
If
that's
the

toured
the

look

facility

Warren
Valley,

the
questions
that
I
asked
him
was
with
the
Transformer
that
was
removed.
You
know,
is
the
floor
safe
and
everything
protected
and
from
what
we
saw
him
told
me
was
a
city
engineer.

its
part

fine,

had
tests
being
done
and
the
people
that
went
out
how
to
import
the
floor
assured
us
that
this
is
beyond
stabled,
so
I
think
we
have
to
do
our
due
diligence
before
we
instill
fear

anybody

ensuring
that
hey
that
you
know
if
there
is
something
wrong
and
we
have
to
look
into
it
and
figure
it
out
ourselves
before
coming
out,
especially
on
the
record
publicly
stating
that
you
know
I
don't
want
anybody,
have
you
know
the
illusion
that
this
building
is
going
to
fall
apart
or
it's
going
to
break
down
or
it's
going
to
sink
I
hope,
that's
not
the
case.

I
brought
it
up
to
his
attention.
I
spoke
with
with
Sam
yesterday
and
he
assured
me
that
it's
been
tested,
I,
believe
Mr
D
went
out
and
tested
it
before
they
approved
over
the
plans.
So
if
Mr
deeb
is
down
here
too
I
believe
he
can
speak
on
that
a
little
bit.
So
the.

since
this
actually
came
out.
You
know
I
just
wish
that
people
actually
reach
out
to
my
office
before
they
go
here
publicly,
but
since
it's
publicly
okay,

the
previous
concessionaire
there
was
a
lot
of
stuff
that
was
going
on.
They
never
paid
any
bills.
So
the
ete
will
not
allow
anybody
to
open
anything
over
there.
They
will
not
turn
the
power
on
or
gas
to
power,
the
facility
or
power.

The
building,
so
Mr
Aisa
actually
paid
almost
thirty
thousand
dollars
or
we'll
be
paying
thirty
thousand
dollars
just
to
repair
something
that
he
shouldn't
have
even
repaired
because
the
pipes
busted
so
the
leaks,
if,
if
somebody
would
have
reached
out
to
my
office,
I,
would
have
told
them
this.
But
now,
since
you
brought
it
publicly
this,
this
is
what
happened
and
DT
will
not
allow
Mr
Isa
or
anybody
to
have
power
or
gas
powerful
through
DTE,
because
there
was
a
lot
of
outstanding
bills
that
were
never
paid
right.

So
we
even
as
a
city,
we
could
not
get
DTE
to
allow
him
to
open
anything
up.
So
he
had
to
go
through
months
before
they
were
even
allow
him
to
have
gas
into
that
building
and
in
the
meantime,
when
they
had
the
last
freeze,
all
the
pipes
busted
and
that's
where
the
water
came
from
so
again
he
paid
30
000
close
to
thirty
thousand
dollars
in
repairs
that
he
didn't
need
to
do.

did
speak
with
Mr
Isa
in
regards
to
that,
and
he
did
tell
me
he
was
he's
slowed
down
quite
a
bit
by
not
having
the
electricity
turned
on
there.

that

current
concessionaire
we
still
own
the
property
went
through
a
rigorous
screening

the

entity

building

so
forth.

see
that
asset
that
the
city
of
Dearborn
Heights
owns
that
our
taxpayers
will
benefit
from
the
golf
course
doing.
Well,
they
have
a
lot
of
business,
be
available
of
people
not
only
here
but
in
the
area
know
that
it's
available
for
venue
for
for
weddings.
It's
all
you
know
available
via
the
Internet,
and
we
want
the
golf
course
that
we
own
to
succeed
and
do
well.
So
it's
easy
to
hear
rumors.

be
a
critic
but
I'm
sure
the
golf
courses
open
available
to
the
public
and
anybody
wants
to
go
there.
They
can
see
it,
so
we
want
to
make
sure
that
Warren
Valley
opens
and
succeeds.

the

dollars

dollars
come
from.

pipe
breaking

brought
up
the
fact
that

we
have
a

This
is
something
that's
a
very
serious
issue
and

aware
that
they
had
water
pipes
bursting
until
someone
brings
it
up
and
then
it's
brought
up
by
the
mayor
at
a
city
council
meeting
where
he
could
have
got
a
hold
of
us
in
private
and
let
us
know
it's
the
condition
of
these,
of
the
building
there
again
we're
learning
this
stuff
at
a
meeting
and
the
constituents
are
asking
us
questions
and
we
don't
know
the
answers
because
we're
we're
kept
in
the
dark
and
there's
no
transparency.

they

suggesting
that
something
about
bowing

anti-law
enforcement
pressure
and
ordering

quality

they
ask
for

want
everybody
out
there
to
be
aware
of

people
don't
follow,

taxpayers

important

occurs
every
year
in
Lansing
there's
the
review
of
the
budget.
The
Outlook
of
the
state
is
our
state
shared
Revenue,
our
state
shared
Revenue
that
we
receive
and,
of
course,
our
taxes
at
the
pump
on
gas
we
buy
at
the
gas
station.

Our
sales
tax,
which
years
ago,
has
been
on
the
ballot
several
times
to
be
voted
for
six
percent.
When
I
was
in
the
legislature,
Governor
Snyder
had
a
proposal
that
was
voted
on
to
go
from
six
to
seven
sense,
which
failed
the
voters.
So
what
what
goes
on
in
Lansing
and
our
state
government
affects
our
pocketbook,

and
then

Dearborn,
Corporation
Council

the
council
chair

make
any
business
outside
business
that,
for

the

be
as
inexpensive
as
quick,

possible

been
in
front

Dearborn

the
Dearborn
boards.

have
the
department
head

the

on

and
