City of Dearborn Heights, MI
Council meeting taking place October 13th, 2015.

I
moved
to
approve
of
the
recommendations
of
our
cedd
director
ron,
amons
requests.
According
to
our
fiscal
year
budget
2015
for
the
brute
berwyn
center
improvements
in
accordance
with
the
hug
regulation,
he
is
recommending
a
new
hv,
a
roof
unit,
new
windows
and
new
carpeting,
the
total
costs.
Seventy-Five
thousand
dollars
in
funds
have
been
budgeted
and
approved
in
our
fiscal,
2015
c
DB
d
budget,
as
illustrated
in
7d
support.

A
C
To
accept
the
bid
from
horton
to
build
two
new
rescue
squads
at
a
cost
of
494
thousand
four
and
$96
horns
bid
is
the
only
bid
that
is
a
hundred
percent
compliant
as
bid
with
new
federal
guidelines
for
an
EMS
unit.
The
federal
afg
grant
will
cover
one
hundred
thirty
six
thousand
dollars
of
this
price,
and
the
remaining
balance
of
350
8400
$96
will
be
financed
as
outlined
in
7d
and
I
would
assume
that's
a.
K
Yeah,
that's
correct:
we're
going
to
be
replacing
two
of
the
older
squads.
Actually
one
of
them
you'll
see
later
we're
going
to
we're
asking
to
get
rid
of
already.
It
failed
the
d-o-t
testing
and
it's
not
worth
getting
it
back
up
and
running
again
and
we're
just
looking
to
get
rid
of
that
one.
So
we're
going
to
be
replacing
two
of
the
squad's,
how
old.
K
K
You
you
get
about
the
way
our
use.
Do
you
get
about
five
years
in
first
line
and
they
should
go
to
reserve
status
and
you
get
another
five
years
out
of
them.
That's
kind.
The
general
guideline:
we've
pushed
these
into
the
Sabbath
almost
eighth
year,
those
our
first
hour
to
first-line
squads
they're
in
they're
in
bad
need
of
replacement.
The
the
ones
that
are
that
are
reserved
squads
like
I,
said
one
failed
that
the
d-o-t
testing
and
it's
going
to
take.
It
has
a
problem
that
we've
had
two
mechanics
have
given
up
on.
K
They
can't
fix
it.
There's
we
got
there's
about
fifteen
thousand
dollars
of
work
to
get
it
back
up
to
be
roadworthy.
The
one
that's
past
has
some.
It
was
in
a
serious
accident
in
the
box,
has
some
broken
welds
that
were
constantly
repairing
and
it's
also
causing
we're
putting
fifteen
to
twenty
thousand
dollars
into
these
squats
per
year
and
maintenance.
L
K
That's
correct,
I
mean
we
actually
had
two
earlier
this
month
we
had
bought
we
at
the
garden
city
squad
and
then
we
had
to
borrow
dearborn
squad,
and
so
it's
been
really
to
try
to
keep
with
the
four
squads.
We
have
to
try
to
keep
two
up
and
running.
It's
been
very
challenging
there
there
at
the
end
of
their
life
cycle,
Thank.
M
C
Was
at
the
eden
center
for
the
meet
your
first
responder?
We
were
talking
about
the
rescues
and
we
were
talking
about
the
life
expectancy
of
a
vehicle
and
also
you
know
how
important
it
is
to
maintain
these
for
public
safety,
but
especially,
and
if
you
can
share
with
us
your
medical
runs,
I
mean
how
you're
significantly
higher
right
now
than
what
the
average
has
been
over
years.
So
certainly,
we
have
at
least
two
that
are:
they
were
purchased
in
2008,
correct,
yeah,.
C
L
E
A
F
Don't
want
to
give
anybody
the
impression
that
I'm
saying
not
to
buy
any
new
rescue
squads,
no,
no,
like
you're
implying,
but
I
will
tell
you
that
the
expectation
of
those
vehicles
is
ten
years
you're,
seven
years
here
it
is
ten
years,
but
one
has
been
in
an
accident.
One
hasn't
passed
the
DLT
inspection
which
I
don't
know
what
it
is
about
it,
whether
it's
the
engine
or
whether
it's
the
frame
or
or
what
it
is
but
I'm
going
to
trust
his
judgment.
F
E
H
F
F
K
K
C
A
D
A
D
C
C
You
know
some
issues
and
importance
of
things
that
we
need
to
address,
including
the
long-term
planning
in
capital
outlay,
because
you
know
as
an
aging
community,
our
infrastructure
is
going
to
obviously
have
inevitable
improvement
projects
and
I
do
have
some
concerns
there
with
that
and
I'm
not
seeing
that
planning
as
much
I
know.
We
talked
about
that,
but
I
also
have
concerns
the
Great
Lakes
water
authority
when
I
compared
that
to
other
water
authorities,
not
just
in
Michigan
in
our
region,
but
even
nationwide.
C
Looking
at
some
of
the
potential
savings
with
water
rate
increases
and
I'm,
just
not
being
able
to
connect
those
things
and
I'm
concerned
for
our
residents,
because
I'm
hearing
with
a
struggle
of
being
able
to
pay
the
rate
increase
year
after
year,
so
I
would
hope
moving
forward.
We
can
take
a
closer
look
at
that,
especially
for
long-term
planning,
a
five-year,
a
10-year
plan
with
this
piece,
so
I
just
wanted
to
share
that.
Thank
you.

L
H
L
D
L
One
point
I
want
to
indicate
and
I
don't
know
if
the
plank
Commission
has
done
it
yet
Mohammed
might
know,
but
the
meetings
play
or
not
claim
area
waiting
trim
will
ask
that
the
Planning
Commission
meetings
moved
to
another
day
and
I
think
they're
looking
at
once
a
cuz.
They
have
a
conflict
Thursday
but
I
think
all
the
people
that
helped
on
this
or
attorney
Neely
to
get
this
a
nice
clean
break,
and
so
there
was
a
90-day
provision
in
the
contract.
L
E
Up
it
should
be
noted
that
the
invoicing
backup
is
significant
significantly
more
than
3901
we're
getting
by
with
probably
thirty
cents
on
the
dollar
of
the
original
invoicing,
in
getting
this
out
of
way
and
I'm
happy
to
see
it
go
forward,
because
I
have
had
some
concern
about
the
invoicing
that
occurred
over
time
and
now
is
resolved.
I
appreciate
the
work
of
the
people
who
concluded
this
highly
favorable
to
the
city.
Thank
you.
Good
yep,
any.

C
You
I
moved
to
approve
the
agreement
between
the
city
of
Dearborn
Heights
and
the
Michigan
Humane
Society
for
housing
and
care
of
Dearborn
Heights
domestic
animals.
Corporate
counsel
has
reviewed
the
document
and
authorized
the
mayor
and
clerk
to
sign
the
proper
documentation,
as
outlined
in
9b.

and
seems
to
be
yeah
there.
It
is
thank
you,
Thank
You
mayor
found
it
forming
here,
but
yes,
on
page
10
of
14.
Essentially
it
says
after
the
initial
term
of
this
agreement.
This
agreement
will
renew
on
the
same
terms
as
set
forth
in
this
agreement,
except
that
any
renewal
term
will
only
be
for
one
year
during
the
initial
term
of
this
agreement.
In
any
renewal
term
of
this
agreement,
either
party
may
terminate
this
agreement
with
or
without
cause
upon
45
days,
written
notice
to
either
party.

Of
concur:
what
the
recommendation
of
the
police
department
chief

to
authorize
and
approve
the
payment
to
system
corporation,
the
amount
of
five
thousand
seven

ninety
five

for
the
replacement
of
rooftop

I
moved
to
accept
fire
chief
Brogan's
request
to
accept
a
FG
operation
grand
this
is
a
request
to
accept
federal
afg
operations,
grant
for
a
total
amount
of
211
thousand
six
hundred
and
fifteen
dollars.
This
grant
will
be
used
to
purchase
for
thermal
imagers
three
generators
to
extraction
tools,
15
sets
of
turnout
gear,
a
trailer
we
have
ten
percent
match
of
twenty
one
thousand
one

sixty

to
come
out
of
the
fire
department's
capital
outlay.

A

E
A
Hearing
none
I'll,
throw
the
motion.
Aye
aye
opposed
motion
carries
this
ends
our
regular
portion
of
our
meeting,
and
there
were
some
questions
asked
about
the
charter
amendment
that
we
have
on
the
ballot
in
my
vest,
Gary
Mackay,
just
to
kind
of
explain
briefly
what
it
actually
entails.
Oh
Gary
thank.
P
What
these
the
charter
amendment
would
do
is
allow
these
items
instead
of
being
published
in
a
city
newspaper
which
would
can
be
very
expensive
at
times
to
be
put
on
to
the
city's
website
or
put
into
the
city's
newspaper
or
both
all
depending
on
the
requirements
of
law.
But
it
gives
an
option
for
the
city
to
be
able
to
publish
things
in
a
much
cheaper
fashion,
as
well
as
a
fashion
that
in
some
cities
has
been
required
because
they
haven't
had
a
newspaper
of
general
circulation
in
their
geographic
area.
P
C
Will
air
in
time,
but
we've
been
reminding
people
about
the
crime
prevention
walk,
which
is
tomorrow
night
on
wednesday
october,
fourteenth
we've
been
flyering
the
neighborhoods
and
getting
the
information
out
6pm
st.
Alberts
meeting
the
parking
lot.
We
will
be
discussing
crime
prevention,
obviously
in
crime
trends,
in
providing
a
checklist
to
the
residents
so
we'll
be
walking
and
discussing
what
you
can
do
to
keep
your
neighborhood
safe.
It's
a
great
example
of
a
partnership
which
we
talked
about
in
study
sessions
for
positive
and
communities.
C
H
Public
house
and
I'd
like
to
thank
everyone
who
helped
the
water,
should
Stuart's
Commission
clean
up
the
rain,
gardens
and
the
grounds
at
the
richard
Young
Centre
this
past
Saturday.
We
had
the
honor
students
from
crust
wood
and
serve
all
other
volunteers.
Everybody
did
a
great
job,
especially
thank
our
co-chairs,
barb,
gorkha
and
steve
roberts.
They
do
a
great
job,
organizing
and
getting
the
materials
they're.
So
good.
D
Actually
I'd
like
to
take
this
time
to
thank
those
people
who
took
the
time
to
come
to
the
library
unfortunately
was
now
well
attended.
We're
going
to
have
to
do
it
again.
The
issue
of
looking
at
some
of
our
ordnance
tree
ordinance,
fence
ordinance.
In
fact,
I'd
like
to
have
the
next
council
meeting,
make
sure
we
have
a
study
session
at
the
library,
and
you
have
such
a
big
screen
to
see
my
presentation
on
all
those
five
issues
of
home,
ordinance
fence
so
on
and
so
forth.
Hopefully
we
can
do
that.
D
L
One
item
that
really
is
a
concern
and
I
think
concerns
the
whole
community.
The
Donovan
VFW
Post
has
had
to
shut
off,
hit
DTE
shut
off
the
gas
and
lights
and
they
had
had
a
robbery
a
few
months
ago
and
they
are
in
need
of
ten
thousand
dollars
to
restore
the
lights,
and
so,
if
anyone
feels
moved
to
help
in
their
plight
and
wants
to
send
them
a
check,
they
would
very
much
appreciate
it.
This
is
the
oldest
VFW
in
Michigan
and
I.
L
Don't
think,
there's
anybody
in
the
city
who
has
not
been
to
numerous
events
at
the
post,
and
it
really
is
a
gem
and
Joel
and
dearborn
heights,
and
it's
really
awful
the
think
that
they
may
have
to
close
the
doors
permanently.
So
if
you
can
find
a
couple
extra
bucks
to
help
them
it'd
be
appreciated
and.
L
Q
L
C
May
I
may
I
add
I
was
contacted
by
somebody
from
Animal
advice
from
pressing
guide
tonight.
I
believe
they're
going
to
do
a
feature
article
on
it
as
well,
which
I
think
is
really
good
to
bring
attention
increase
awareness
to
what
they're.
You
know
what
they're
going
through
right
now
to
rally
our
community
to
support
the
VFW
post
because,
as
the
Merritt
said,
they
are
the
longest
run
when
established
in
the
state
of
Michigan.
They
just
celebrated
an
anniversary
two
years
ago
it
was
a
two
years
ago
or
so.
L
A
B
Mom
time
is
moving
fast.
The
election
is
just
a
few
weeks
away.
We
completed
mailing
out
all
the
absentee
ballots
a
few
weeks
ago.
If
you
have
applied
for
an
absentee
ballot
and
have
not
received
it,
please
call
us
you
should
have
received
it
by
now.
So
call
us
and
let
us
know,
bear
in
mind
that
we
do
not
automatically
send
one
each
time
you
must
apply
each
time
for
a
ballot.
B
We
have
to
verify
that
you're
still
living
at
your
registered
address
and
you're
still
alive
and
still
here
in
the
city,
so
you
do
have
to
apply
each
and
every
time.
If
you
have
any
problems.
Any
questions,
please
call
us
there's
plenty
of
time.
If
you
qualify
for
an
absentee
ballot
to
apply
form,
we
will
be
open
to
Saturday
before
the
election.
I
think
the
elections
november
thirds
so
that's
probably
October
thirty-first
Halloween,
probably
we
will
be
open.
Please
call
us
31
3791
34-32
should
you
have
any
needs
an
absentee
ballot
or
questions.
B
A
R
Thank
you
ken
marks
later
my
wife
Carol
from
the
Dearborn
Heights
Kiwanis
and
annually.
For
several
years
now,
we've
been
sponsoring
the
citywide
veterans,
appreciation
dinner.
It's
always
the
same
date
every
year.
It
is
on
the
first
thursday
in
november,
which
is
this
year,
thursday
november,
the
fifth.
We
always
have
some
some
great
speakers
this
year.
Our
speaker
is
gary
tanner.
R
Gary
himself
is
a
United
States,
Army
veteran
who
had
wartime
eligibility
during
the
Granada
Grenada
and
lebanon
area.
So
we
we
have
a
few
purposes
for
the
event
number
one
purpose
is
to
honor
veterans
veterans
from
the
city
of
Dearborn,
Heights
are
invited
to
come,
join
us
for
dinner
at
the
stat
American
Legion
Post,
as
our
guests
free
of
charge.
R
R
We
encourage
you
to
call
and
and
come
and
be
recognized.
So
that's
our
number.
One
purpose
is
to
recognize
the
veterans
and
our
secondary
role
that
we
have
is
for
young
people
to
have
an
opportunity
to
rub
shoulders
with
veterans
and
understand
the
concept
that
the
the
price
of
freedom
isn't
free
and
that
there
are
they're
real
people
out
there
that
are
defending
this
nation,
and
to
that
end
we
invite
high
school
students
from
the
local
high
schools
as
our
guest.
R
So
we
we
host
the
the
students
to
come
in
and
have
the
opportunity
to
the
rub
shoulders
with
the
veterans,
and
it's
always
quite
at
a
an
amazing
ending
to
the
evening.
When
the
the
featured
veteran
speaks
and
the
other
veterans
that
are
in
the
audience
are
literally
surrounded
by
the
young
people
and
just
hugging,
then
love
that's
really
something
to
see.
So
we
invite
all
the
the
citizens
of
Dearborn
Heights
to
come
out
have
200
spaces
in
the
stiff
posts
we
felt
it
last
year.
R
L
C
To
say,
this
I
think
it's
important
to
express
appreciation
as
a
quan
yin
as
a
military
family.
What
you
do
your
work
with
this
event
is
greatly
appreciated,
and
thank
you
for
your
time
and
commitment.
I
know
it
takes
a
lot
to
organize
this
year
after
year.
You
do
a
great
job
really
and
just
to
have
the
opportunity
for
our
community
members
to
come
and
say
thank
you
to
our
veterans
for
their
service
is
just
you
know.
We
can't
say
thank
you
enough,
really
appreciate
what
you
do
so
as.
O
Good
evening,
everyone
thank
you
for
allowing
me
to
be
here
tonight-
Diane
web,
the
county
commissioner
I'm
here.
To
give
you
a
couple
of
quick
announcements.
My
annual
make
a
senior
smile
day
is
coming
back
on
november.
Seventh,
we've
got
a
couple
of
changes
in
locations.
I
want
to
thank
the
mayor
for
allowing
us
to
use
the
eaton
centre.
We
have
the
most
need
on
the
south
end.
O
So
we
will
still
try
to
keep
volunteers
from
the
north
end
on
the
north
end
and
those
from
the
south
end
on
the
south
end
and
my
master
gardeners
will
go
anywhere,
they're
needed
so
they're
they're
a
huge
help,
so
I'm
we're
looking
for
volunteers,
we're
looking
for
sponsors.
As
you
probably
know,
the
county
pulled
the
funding
out
from
underneath
this
program
about
six
years
ago.
We
continue
to
do
it
on
donations,
because
the
need
is
still
there
and
I.
O
Just
didn't
have
the
heart
to
tell
people,
we
can't
do
it
anymore,
so
we
do
whatever
we
have
to
do,
and
a
lot
of
businesses
and
Redford
have
already
donated
so
we're
putting
it
out
to
the
Chamber
of
Commerce
and
if
you
know
anybody
or
businesses
that
are
willing
to
donate
even
bags,
we
really
would
appreciate
it.
Your
seniors
appreciate
it
if
you
know
any
seniors
or
disabled
veterans
that
are
in
the
need
of
the
service
people
who
can't
afford
to
pay
someone
can't
physically
do
it.
O
Please
have
them
call
my
office
at
31,
32
to
40
9
30,
that's
3,
13
to
24
09
30
and
will
certainly
get
some
people
out
there
to
help
them
out.
That's
saturday
november,
seventh
from
830am
1230pm
got
to
do
a
shout
out
to
your
police
chief
in
your
fire
chief
because
they
came
out
and
joined
us
all
last
year,
which
was
awesome
and
all
your
your
state,
Rep
Julie
pojoaque,
is
giving
me
her
whole
day.
So
she'll
be
out
there
with
me
too.
So
we're
looking
forward
to
that.
O
O
That's
called
the
Wayne
County
service
center
and
you
can
click
there
and
you
can
do
a
lot
of
things
online
that
you
used
to
have
to
go
downtown
to
do
like
pay,
your
taxes,
download
important
documents
or
order
important
documents
from
the
clerk's
office,
the
disturbed
deeds,
office,
etc.
Report,
a
road
hazard
get
any
information
on
parks.
It's
all
becoming
automated,
so
there's
different
things
that
are
happening.
They're
still,
building
the
website
out
so
I
just
want
to.
Let
you
know
that
it's
it's
up.
O
It's
not
completely,
there's
not
everything
in
Wayne
County
on
there
yet,
but
there
will
be
so
if
you
have
a
need-
and
you
don't
want
to
go
downtown
check
out
the
website
and
see
if
it's
available
online
first
and
it
might
save
you
a
trip
downtown
by
time.
The
end
of
the
year
is
out
I.
Think
we'll
have
every
department
functional
online,
which
is
enormous
something
I've
been
asking
for
for
many
many
years.
O
So
I'm
really
glad
about
that
and
my
last
announcement
is:
we
are
looking
to
hire
veterans
in
our
Wayne
County
Sheriff's
Department,
so
we
are
doing
a
Sheriff's
Department
hosting
a
veteran
hiring
event
on
November
14th.
That's
November,
14
2015,
at
nine
a.m.
at
the
light
guard
arm
armory
at
4,400,
East
8
mile
road
in
Detroit.
O
So
if
you
know
any
veterans
that
are
looking
for
employment
and
want
to
work
for
the
Wayne
County
Sheriff's
Department,
we
are
looking
to
hire
them.
So
those
are
the
three
major
announcements
I
had
I
did
put
out.
It
brought
some
extra
copies
of
my
newsletter.
Hopefully
y'all
got
them
to
your
doors
and
rub
them
I,
know
and
thoroughly
and
saw
the
good
things
happening
around.
O
In
dearborn
heights
we
listed
I
listed
your
property
tax
values
going
up
here
in
the
heights,
which
is
outstanding
overall,
it
looks
like
Dearborn.
Heights
has
gone
up
about
eighteen
percent,
the
house
of
values
over
the
last
three
years,
so
things
are
starting
to
turn
around
it's
a
real.
It's
a
real
good
thing.
It's
unfortunate
the
whole
County's
not
turning
around
at
the
same
time,
so
overall
from
a
tax
perspective,
we're
still
struggling,
but
the
good
news
is
is
we
did
eliminate
the
cumulative
budget
deficit
and
the
annual
structural
budget
deficit.
O
N
N
We
paid
six
bleacher
sections
in
three
hours
over
2,500
square
feet,
so
thanks
to
Diana,
John's
and
coordinating
secretary
Suzanne,
irani
Councilwoman,
leics
Clayton
and
everyone
that
helped
make
our
community
a
little
better.
That
day.
That's
all
for
now!
Thank
you
for
your
time
and
see
you
at
the
library
thanks.
C
T
M
C
K
Good
evening,
mayor
and
council
has
you
guys
know
I
hope.
You
know.
October
is
fire
safety
month,
and
that
means
it's
time
for
us
to
do
our
open
house.
Again,
it's
going
to
be
this
saturday,
October
17th
from
10
till
two
o'clock
at
the
north
end
station
at
fire
headquarters,
you've
probably
seen
a
lot
of
the
other
departments
around
have
had
open
houses
and
we
try
to
schedule
them,
so
they
don't
happen
all
at
the
same
time,
but
this
Saturday
is
going
to
be
ours.
K
So
it's
that
you
come
in
and
get
a
tour
of
the
station
and
meet
your
firefighters
will
have
a
medical
helicopter
show
up
we'll
have
several
cars
that
the
DPW
has
helped
us
out
in
the
past,
where
they've
smashed
them
up
to
replicate
accidents,
and
then
we
use
our
jaws
of
life
and
we
and
we
cut
the
cars
open
and
do
extrication
demonstrations.
We
do
a
couple
of
those
every
day
or
every
every
time
we
do
this.
We
have
our
use
our
team,
the
urban
search
and
rescue.
That's
a
western
wayne
county
team.
K
We
have
two
members
of
our
department
that
are
on
that
team.
They'll
be
there
with
some
of
their
equipment
and
showing
some
of
the
things
that
they
can
do.
The
use
our
team
does
high
angle,
rescue
confined
space
machinery
and
entrapment
and
water
rescue,
there's
an
inflatable
fire
safety
house
and
a
place
for
kids
to
try
and
try
on
a
firefighters
gear
and
they
get
spray
hose
and
see
all
the
truck.
So
there's
a
lot
of
stuff,
where
I'm
going
to
do
so.
K
I
hope
to
see
everyone
out
there
and
also
is
we're
collecting
for
Make
a
Difference
Day,
which
is
a
collection
for
for
homeless
veterans,
toiletries.
There's
a
box
here
at
City
Hall
and
there
at
all
the
different
schools.
So
any
deodorant
shampoo,
toothpaste,
toothbrushes.
That
kind
of
thing,
if
you
have
anything
like
that
to
come
and
donate,
we
collect
them
all
for
this
month
and
then
we
drive
them
downtown
and
donate
them.
So
that's
a
two
things
going
out:
the
fire
department,
good
good.
D
T
Mayor
I
actually
was
asked
to
come
here
mark
so
Bo
manages
the
tell
joy
shopping
center
every
year
for
the
last.
This
will
be
a
six
year,
he's
hosted
a
trunk
and
treat
it
started
off
as
a
military
park
event
and
then
the
second
year
he
asked
if
he
could
take
it
over
one
of
the
things
that
he
does
is
he
tries
to
promote
all
the
local
businesses,
so
he
invites
business
owners
to
come
out
and
decorate
their
trunk
and
and
it's
a
great
event
for
kids
in
the
area.
T
It's
Saturday,
October,
24th,
the
trunk
or
treat
will
be
from
12
to
two.
It's
located
at
eight
six,
four
one
telegraph,
it's
in
the
shopping
center
in
between
the
windies
and
the
rallies
right
in
front
of
the
red,
ruby
and
the
asian
shopping
store
there
from
12
to
two:
it's
for
kids
up
to
14
years
of
age.
T
They
come
in
costume,
they
go
trick
or
treating
their
big
tattoos,
pumpkin,
decorating,
prizes
and
and
other
things
that
we
can
also
the
Salvation
Army
wanted
to
announce
that
they'll
be
accepting
donations
all
weekend
at
the
thrift
store
location
there,
but
I
wanted
to
mention
everybody.
Every
neighborhood
and
every
community
should
have
a
business
owner
like
marks
of
all
right
from
the
very
beginning.
He
go
right
into
our
neighborhood
association.
He
attended
every
meeting
that
we
had
from
the
very
beginning
when
we
wanted
to
start
a
neighborhood
watch
in
the
Military
Park
neighborhood.
T
T
So
if
you
have
a
dog
and
you
have
it
microchipped,
it's
really
important
to
call
your
microchip
provider
and
make
sure
that
it's
activated.
We
have
a
scanner
that
covers
about
nine
different
microchip
agencies
and
we're
finding
that
we're
not
having
success
with
some
of
them.
So
you
want
to
verify
with
her
microchip
provider
that
your
chip
is
still
active.
So.
E
T
J
C
Going
to
add
a
good
point
about
the
micro
chips
because
you
usually
have
it
done
like
when
they're
puppies,
but
also
it's
important,
to
update
the
information
correctly
changes,
because
if
you
don't
do
that
when
they
do
scan
it
they're
going
to
pull
up
the
old
information,
an
old
phone
number
and
old
address
and
that
defeats
the
purpose
as
well
as
a
lot
of
people.
Forget
that,
because
you
know
your
dog
is
seven,
eight,
nine
years
old
and
you
moved
and
you
changed.
C
T
C
H
H
T
T
Debt
is
dead,
yeah,
his
parents
owned
that
store
I,
don't
know
that
they
own
the
entire
mall,
but
he
now
manages
the
home
all
it's
kind
of
funny,
this
third
or
fourth
year,
his
board
of
directors
came,
and
that
was
interesting
to
see
them
because
they've
just
were
a
unique
kind
of
group,
but
they
were
so
excited
about
him
doing
this
at
their
Center
and
they
promote
it.
They
want
to
pay
for
everything
they
don't
want
any.
T
M
T
A
You
Thanks
any
more
announcements.
Things
happen
in
the
city,
then,
at
this
time
point.
If
any
would
like
to
speak.
Please
come
up
to
the
podium,
give
your
name
street
and
the
city
you
live
in.
You
will
have
three
minutes
to
speak
when
you
have
15
seconds
left,
councilman
berry
will
hold
up
this
sign
and
when
you're
three
minutes
are
up,
he
will
hold
up
the
stop
sign.
Thank
you.
So
here
good.
U
Evening,
everyone
so
here
our
deal
resident
of
durban
heights
I
just
attended
mr.
Biggins
the
event,
the
forum
for
the
trees
and
I
really
appreciate
what
you
did.
U
It
was
very
informing
a
problem
was
there
is
only
six
people
attending
that
shocked
me
that
I
left
my
business
and
I
left
one
employee
and
my
store
to
come
and
attend
it,
because
I
thought
it's
very
important
issue
to
talk
about
when
we
had
the
problem
with
the
dogs
I
seen
more
than
250
to
300
people
here
and
I,
don't
know
which
more
important
as
the
dog
who
lives
with
us
15
years
or
the
tree
who
lives
with
us,
probably
for
a
hundred
years.
I
appreciate
what
you
did.
U
U
You
read
the
ordinance
and
I,
don't
see
any
clause
to
that
ordinance,
people
cut
the
trees
without
permit,
and
we
all
know
this
on
weekends
and
I.
Don't
see
any
reason
why
this
ordinance
and
especially
unit
I,
would
like
you
to
take
the
lead
on
it
to
put
forward
an
ordinance
to
make
it.
Misdemeanor
carries
thousand
dollars
were
five
hundred
dollars
in
90
days
in
jail
for
people
who
cut
their
trees,
especially
the
legacy
trees
on
the
weekends
without
permits
and
without
any
authorization
and.
U
Q
Ray
Muscat
Havelock
street
good
evening,
everyone
net
I'm,
sorry
I,
couldn't
attend
your
function.
I
had
a
previous
function,
my
granddaughter's
fourth
birthday
party
and
it's
kind
of
hard
to
miss
that
one,
okay,
next
yeah
I'm,
sorry
I'm,
hopefully,
hopefully
I'll
make
the
next
one.
I
just
have
a
comment
about
the
water
rates.
Q
Four
or
five
years
ago,
I
mentioned
about
putting
a
separate
water
meter
on
our
homes
to
be
used
for
outdoor
use
grass
watering
flower
watering
that
water
goes
back
into
the
ground
doesn't
go
anywhere
else,
but
back
into
the
ground
and
we're
being
charged
sewage
disposal,
which
is
outrageous.
Other
communities
have
this
okay
and
it's
something
that
we
need
to
look
for.
Look
at
again:
our
water
rates
combined
with
water
and
sewage.
It's
going
up
over
seventeen
percent,
so
it
is
double
digit.
Q
Okay,
and
it's
getting
to
the
point
where
my
lawn
now
is
going
to
look
like
a
bunch
of
other
laws.
It's
going
to
be
parched
and
weed
growing,
because
there's
no
way
in
the
world
I
can
afford
to
water.
My
grass,
water,
flowers
and-
and
we
want
to
have
a
beautiful
city,
but
we
can't
afford
it
anymore,
either
that
or
I'm
going
to
dig
an
illegal
well
in
my
backyard
and
pump
some
water
and
water.
Q
My
lawn
I
don't
know
what
else
to
tell
people
it's
getting
ridiculous,
pretty
soon
we're
going
to
have
laws
in
this
country.
We
can
only
take
a
bath
once
once
a
month
on
the
second
saturday
of
the
month,
some
outlandish
its
water
and
we're
being
charged
through
the
nose
for
it,
and
that's
just
to
my
statement.
Take
it.
However,
you
want
to
take
him,
but
that
water
second
water
meter
should
be
made
available
to
the
citizens
of
this
city.
D
Mr.
chairman
connect
make
a
comment
about
the
water
meter
yeah
as
I.
Remember,
I,
don't
know
how
many
years
ago
it
was
the
our
present
water
department
on
their
counter,
had
some
literature
discussing
this
issue,
the
pros
and
cons
and
the
logic
of
what
you're
talking
about
I.
You
know,
I
agree
with
their
position
was
the
people
that
are
opposed
to.
D
The
second
meter
was
that
if
we
had
a
second
meter
and
we
weren't
charged
for
that
water,
we're
going
to
end
up
doubling
the
rate
in
order
to
pay
for
the
one
that
was
their
analysis.
So
it's
not
that
it
hasn't
thought
about,
but
apparently
I
don't
know
whether
that
paperwork
mare
is
still
in
the
counter.
I
believe
it
is,
but.
Q
You
know
what
we're
also
being
told
we're
going
to
get
charged
more
water
for
not
using
enough
water.
Okay,
so
I
mean
it's
a
it's
a
double-edged
sword.
However,
you
want
to
look
at
it.
It's
we're
told
we
use
too
much
water.
Then
we
don't
use
enough
water,
so
we
get
charged
either
way
and
then
we
get
charged
for
excess
flow.
So
how
do
you
want
to
do
this?
Okay,
folks?
It's
either
one
way
or
the
other
way.
We
can't
have
it
both
ways.
My.
D
Water
bill
last
month,
whenever
it
came
last
week
or
two
what's
485
dollars
and
and
I
do
have
I
do
have
a
sprinkler
system,
but
it
doesn't
go
on
every
day.
It
goes
on
maybe
three
times
a
week,
but
it
didn't
go
on
in
July.
I.
Remember
that
so
it's
it's
a
bit
much,
but
I
got
a
lot
of
trees.
So
I
keep
saying
that's
the
reason
why
the
grass
doesn't
grow.
V
Good
evening
my
name
is
Zeynep
shikari,
olivet
and
kenmore
street.
Last
year
in
october,
I
bought
a
house
that
was
up
for
demolition
from
the
wayne
county
auction,
because
I
got
so
just
went
into
action
for
not
paying
taxes,
so
I
went
to
bought
the
house.
I
was
given
up.
They
told
me
that
I
had
to
pay
taxes
because
it
was
2014
and
it's
my
responsibility
to
pay
her.
So
I
said
that's
fine.
I
will
pay
it.
I
came
in.
V
I
spoke
to
the
Ordnance
Department
and
the
treasurer
and
they
waived
the
weed,
cutting
fees
that
were
put
on
the
taxes
and
they
gave
me
a
revised
text
taxco,
which
I
have
right
here.
What
the
revised
tax
bill.
They
also
gave
me
the
invoices
for
the
weed
cutting
that
was
that
was
brought
down
to
zero,
meaning
that
I
mob
clarinet
this
year,
I
received
another
bill,
but
not
another
bell,
but
the
taxes
for
this
year
and
the
same
weed
cutting
charges
were
put
on
this
tax
bill.
V
So
I
went
to
ask
why
and
I
was
kicked
out
of
the
city
hall
just
for
asking
to
make
an
appointment
to
see
the
mayor
just
to
prove
my
point,
not
because
I
want
to
argue
and
not
because
I
want
to
cause
any
problems.
I
just
want
to
show
you
guys
that
I
got
I
got
built
again
for
the
same
exact
cut,
a
weed
cutting
with
the
same
invoice
number
and
same
dates.
V
So
I
came
back
to
speak
to
the
mayor
or
to
speak
to
somebody
and
then
I
was
accused
of
fraud
by
the
mayor's
assistant.
I
had
no
chance
to
voice
my
voice.
My
concerns,
I,
was
called
a
liar.
I
was
told
to
be
kid
to
leave
them
leave
the
city
hall,
because
they're
not
going
to
give
me
the
chance
to
talk
to
the
mayor
and
that's
why
I'm
here
today
is
for
someone
to
hear
me
out
here
and
see
what
I
have
and
that's
it.
A
J
V
F
A
P
V
I'm
not
sign
up
for
anything
I.
The
reason
why
I
spoke
to
an
attorney
is
because
I
was
kicked
out
of
the
city
hall.
I
was
called
a
liar
in
front
of
a
hobo.
I
was
called
a
liar
in
front
of
a
whole
bunch
of
the
people
in
the
city
hall,
I
even
called
the
cops
to
ask
him.
Why
am
I
being
treated
like
this
and
I
have
their
names?
If.
P
P
U
A
E
T
There's
a
procedure
that,
if
the
data
foreclosure
anything
prior
to
the
data
foreclosure,
we
do
reimburse-
and
we
did
do
that
anything
that
occurs
from
the
data
for
closure
to
the
time
that
she
purchased
it
through
the
auction
she's
responsible
for
I
spent-
and
you
remember
this
I
spent
a
lot
of
time
putting
together
all
the
correct
invoices
I
met
with
John
Riley,
we
put
together
the
reimbursement
on
the
text.
Is
that
anything
they
happen
to
prior
foreclosure?
We
printed
all
the
pictures.
I
printed
all
the
bell
for
invoices.
T
T
No
anything
prior
to
the
date
of
foreclosure,
someone
jodi
a
foreclosure
when,
when
folks
come
in
and
they
bring
in
their
papers
and
they're,
asking
for
because
they're
aware
of
this,
a
lot
of
them
are,
you
know,
I
have
all
the
information
correct
when
they
buy
the
home
through
the
Wayne
County
they
come
in,
they
always
bring
their
copy
of
their.
The
data,
foreclosure,
John
and
I
have
worked
out
a
form
between
the
two
departments.
I
submit
a
form
to
John
and
say
hey
all.
This
occurred
prior
to
foreclosure.
T
F
F
T
At
the
invoice
she
just
received
well,
I,
don't
know
what
she
has
in
her
hand
right
now,
but
she
brought
all
the
invoices
and
I
did
I
even
explained
to
her
when
we
did
the
reimbursement,
because
you're
not
going
to
be
billed
until
the
next
tax
year.
More
than
likely,
there's
going
to
be,
if
we
boarded
up
the
house
through
belfair
bail,
for
if
we
had
to
cut
the
grass
more
than
likely
on
your
next
tax
year,
you're
going
to
see
invoices
that
occurred,
post,
Jack.
V
F
T
V
You
have
the
inverses
they
gave
me.
Are
the
exact
same
invoices
and
dates?
Okay,
I
have
ever
since
I
bought
this
home
display
at
this
home
and
I
demolished
it.
I
have
a
company
that
comes
out
and
cuts.
My
grass.
Not
only
do
I
did
the
same
guy
that
cuts
my
grass,
even
my
neighborhood,
could
to
come
and
my
neighbor
across
the
street
took
him
to
and
they
all
cut
the
sea.
I.
F
T
X
X
Got
that
yeah
I
was
hearing
I
didn't
hear
that
okay
I
got
a
video
of
it.
You
can
go
on
truck
for
the
truth.
I
got
it
have
no
desire
to
go
on.
Okay,
all
right.
There
we
go,
but
I
have
a
video
of
it.
So
my
question
is:
what
has
this
city
done?
Mr.
chairman
cut
him
off.
We're
not
gonna
cut
me
off.
We've.
A
X
Alright,
well
we'll
let
the
video
what
the
video
disagree
with
you:
okay,
because
I
disagree
with
you
now,
which
item
tonight,
item
8b
mr.
chairman
item
8b,
look
at
it
improve
one
that
just
Council
just
approved
besides
the
courageous
Lisa
Hicks
Clayton,
because
she
had
to
I,
don't
know
why
she
voted
no,
but
that's
the
correct
vote,
because
the
first
thing
is
the
mayor
did
not
concur
with
that.
If
you
notice
and
you're
in
your
file,
there
was
no
concurrence.
Okay,
as
the
executive
officer
of
this
city,
he
used
to
concur
with
that.
X
He
did
not
second
thing
is:
is
that
that
is
actually
plant
Moran's
resolution
and
not
the
city
officers.
If
you
read
it,
you
can
read
it
the
other
one:
okay,
the
facts
together
so
they're,
the
one
who
put
the
facts
together:
okay-
and
they
also
put
in
a
statement
there
that
these
facts
are
not
listen
to
this.
We
were
engaged
to
and
did
not
conduct
an
examination,
the
objective
of
which
we
would
be
the
expression
of
an
opinion
on
the
financial
statements
of
the
city
of
different
heights.
