pertain
to

I
recently
came
before
this
honorable
body
and
commented
that
the
problems
in
the
police
department,
with
all
of
the
individuals
leaving
are
retention,
problems
caused
by
poor
leadership
and
management
on
the
part
of
the
mayor,
the
police,
chief
and
the
directors,
namely
at
the
top
I,
must
express
my
strongest
concerns
that
this
proposed
agreement
is
not
financially
sustainable
on
the
part
of
the
city
and
will
create
massive
problems,
and
it
may
very
well
cause
the
city
to
become
insolvent.

Your
honorable
body
should
refer
this
matter
back
to
the
administration
to
obtain
appropriate
cost
estimates,
including
Actuarial
reports
that
will
address
the
pension
implications,
not
only
with
respect
to
the
patrol
officers,
but
with
respect
to
the
supervisors
as
well.
I
would
note
that
Actuarial
reports
generally
assume
things
with
regard
to
raises
it's
my
understanding
that
the
Actuarial
rule
reports
that
the
city
has
obtained
and
most
recent
past
are
not
based
on
assumptions
that
there
will
be
increases
in
the
realm
of
what
is
proposed
in
this
collective
bargaining
agreement.

There
should
end
up
being
a
full
vetting
of
this
proposed
agreement
in
terms
of
the
financial
implications.
Both
in
terms
of
the
pay
are
all
in
terms
of
the
pay,
the
overtime,
the
pensions
both
for
the
patrol
officers
and
the
the
police
supervisors,
and
there
should
be
also
a
really
clear
understanding
of
how
this
all
fits
together,
because
you
know
it's
one
percent
to
the
TPA,
om
and
I,
obviously
like
the
police
officers.

But
we
need
to
have
some
horizontal
and
vertical
equity
in
terms
of
compensation
among
the
different
bargaining
units,
because
otherwise,
especially
if
you're
dealing,
for
example,
with
the
firefighters

like
the
firefighters
but
they're,
going
to
come
in
and
say.
Why
aren't
we
receiving
a
comparable
increase
and
then
when
they
don't
get
that
comparable
increase?

That's
just
not
a
matter
of
growing
taxpayer
money
at
them,
because
that's
what
it
appears
that

being
done
by
this
Administration
and

can't
believe
that
the
financial
people
involved
would
end
up
believing
that
any

this

sustainable

needs
to
be
a
very
public
discussion
about
what
exactly
is
being
done

our
Police
Department,
yes,
we
did
negotiate
a
significant
wage
increase
for
the
group
and,
yes,
part
of
the
challenge
that
we
have
had
as
a
city
with
all
of
our
employee
groups.
So
we've
had
a
long-standing
practice
of
suppressed
wages
and
as
you're
familiar
many
of
the
ways
that
we
accommodated
this
over
the
years
was
that
we
added
days
off
time
off
generally
in
the
public
sector.

We
are
very
generous
in
the
benefit
category.
We
do
have
generous
time
off
paid
holidays,
generous
benefit
defined
contribution
in
terms
of
retirement.
When
it
comes
to
compensation,
then
we're
always
going
to
be
a
little
bit
on
the
lower
end
than
maybe
what's
in
the
private
sector.
But
when
we've
been
this
far
behind
in
terms
of
other
municipalities,
then
our
recruitment
efforts
were
severely
impacted
and,
as
a
result,
our
police
officers
are
also
working
a
lot
of
overtime.

So
when
I'm
fully
staffed,
then
my
overtime
is
more
manageable.
That's
where
some
of
the
funding
for
these
increases
come
from.
The
second
component
is
that
we
looked
at
sick
time,
so
one
of
the
things
that
has
really
been
an
impact
on
us
as
an
organization
is
that
when
our
public
sector
employees
leave
the
organization,
we
are
paying
them
an
incredible
amount
of
money
to
walk
out
the
door.
Now
this
is
a
long-standing
practice
and
I'm,
not
defaulting
them
about
that
or
I'm
not
criticizing
about
them.

We're
doing
today,
with
all
of
our
employee
groups,
is
we're
making
an
attempt
to
restructure
their
compensation,
we're
requesting
some
of
that
time
back,
not
all
of
it.
Some
of
that
time
back
so
that
we
have
the
resources
to
be
able
to
fund
this
kind
of
a
base,
pay
salary
increase
for
this
particular
group.

accumulate
up

days
of
sick
time

payout

that
is

we
recruit
from
within,

Patrol
officers
become
sergeants
and
lieutenants

captains

of
pay,
when
they're
walking
out
the
door
as
a
sergeant
or
lieutenant
or
Captain
those
days
accumulated
into
that
group
as
well.
So
what
we've
done.

they
exit
the
organization,

current

they've
gone

reason
why
this
is
a
one-year
contract
is
that
we
have
language
under
this
bargaining
agreement
that
anyone
hired
after
2011,
which

majority
of
our
employees
today,
anyone
hired
after
2011
has
a
reduced
ability
for
what's
good,

contributed
into
their
final
average
compensation.
They
have
a
reduced
benefit
in
terms
of
retiree
health
insurance,
and
these
