From YouTube: Dearborn Heights Study Session - 1/26/21
Description
The Dearborn Heights Study Session regarding City Council Agenda Procedures taking place Tuesday, January 26th 2021 via Zoom.
A
A
B
Okay,
first
of
all,
I
hope,
christina
laszlo
is
here.
B
B
As
you
know,
the
clerk's
office
is
the
facilitator
of
the
city's
council's
agenda
in
minutes
and
we're
required
to
keep
a
pertinent
journal
of
the
proceeding
seatings
and
prepare
a
synopsis
of
each
meeting.
Okay.
I
just
want
to
run
by
you
how
our
week
before
the
council
meets
so
on
the
monday
prior
to
the
council
meeting,
which
would
have
been
a
week
ago
monday.
The
comptroller's
office
provides
to
the
city
council
secretary,
dana
flamatt,
come
on
dana
all
of
the
current
claims,
electronically.
B
Okay,
they're
only
provided
to
us
electronically,
so
that
we
can
get
a
jump
start
on
the
agenda
because,
as
you
know,
sometimes
there's
there's
a
lot
of
them.
So
dana
gets
a
jump
start
on
that
and
then
on
by
noon
on
tuesday.
So,
a
week
before
the
council
meeting
any
items
that
want
to
be
included
on
the
agenda
for
this
meeting,
we
would
have
gotten
them
by
noon.
Last.
Last
tuesday
they're
approved
anything
that
goes
from
under
the
mayor's
any
of
the
department.
B
Heads
they're
all
concurred,
as
you
can
see
when
you
get
your
agenda.
Packets,
they're
concurred
by
the
mayor,
the
mayor
pro
tem
and
then
dana
prepares
the
agenda
and
then,
at
that
time
the
proposed
agenda
is
sent
to
the
council
chair
and
the
city
clerk
and
dana
awaits
for
the
council
chair's
approval
and
wants
to
know
if
there's
going
to
be
a
study
session.
Okay,
so
that
would
be
that's
usually
wednesday.
I
want
to
say
so,
usually
by
the
end
of
the
day
on
wednesday,
the
chair
returns.
B
The
agenda
either
approved,
as
is
you
know,
as
submitted
to
to
her
or
she
may
add,
or
remove
items
and
dana
takes
that
direction
from
the
council
chair.
So
that's
just
a
little
background
on
how
how
the
agenda
is
prepared.
Okay,
what
I
was
thinking,
I've
been
doing
a
lot
of
research.
We've
been
doing
a
lot
of
a
lot
of
I've
been
going
through,
so
many
files
for
requests
for
for
items-
and
I
know
zoom
has
not
been
it's
convenient,
but
it's
not
always
the
best.
B
It's
having
you
guys
all
in
person.
I
think
we
all
can
agree.
We
miss
people,
you
know
and
it's
hard
when
this
person
is
talking
and
that
one's
talking
and
dana,
how
many
times
do
you
re-listen
to
this
council
meeting
so
we're
hoping
we're
hoping
I'm
gonna
propose
something
and
chrissy,
and
I
talked
about
it
and
I
think
it's
gonna
work.
Wonderful,
I'm
gonna
share
my
screen
in
a
little
bit
and
what
it
is
I'm
proposing
is
that
the
clerk's
office
and
dana
would
prepare
this.
You
guys
would
still
get
the
same
agenda.
B
B
You
know
you
are
going
to
purchase
and
you
are
going
to
pay
for
the
purchase
of
one
dump
truck
and
it's
going
to
come
out
a
capital
outline
outlay
and
everything's
going
to
be
in
that
motion
so
that
it
doesn't
have
to
come
back
to
you
because
we
missed
a
signature
or
something
like
that.
Right.
Chrissy.
C
C
This
department
heads
that
on,
if
you
notice
council,
I
have
always
put
my
emotions
in
bold
from
all
these
experience
with
years
of
experience,
why
I
put
that
in
bold
is
because
a
lot
of
times
it's
exactly
what
you
need
to
say
and
and
if
it's
a
longer
letter
explaining
more
things
council
might
not
know
exactly
what
to
say
and
then
that's
not
kind
of
the
motion.
We
have
to
come
back
to
you,
the
other
issue
that
sometimes
departments
had
have
and
and
they've
had
these
issues.
C
When
I
started-
and
I
heard
they
were
years
back
with
other
mayors,
too-
is
sometimes
they
forget
an
authorized
payment
of
unsuccessful
delivery
or
and
authorized
signatures,
like
we
saw
with
on
a
recreation
director,
her
dad
or
have
the
clerk's
office
sign
three
copies
and
mail
them
to
these
people.
It's
really
good.
C
It's
also
good
too,
when
we
go
back
and
we
look
at
bennett's
on
claire
xenia,
and
I
we're
looking
at
minutes
today
or
I
was
looking
at
minutes
today
and
then
she
was
looking
at
minutes
from
six
months
ago,
but
sometimes
we
look
at
better
20
years
ago.
If
we
have
this
sheet,
that
says
everything.
That's
in
the
minute.
We
can
know
the
who,
what
when,
where,
why
and
not
go
on
a
wild,
goose,
chase
and
kind
of
repeat
his
right.
There.
B
So
do
you
mind
if
I
share
the
screen
in
console?
This
is
not
going
to
take
anyway.
You
know
you're
still
going
to
get
your
same
back
out.
You
know
you
can
still
reach
out
to
the
department
heads
if
you
this
is
just
so
that
we
we
like
that
it's
as
outlined,
but,
like
chrissy,
said,
if
you're
going
back
to
look
at
something,
it's
a
lot
easier
to
find
it
in
the
minutes
than
it
is
to.
Then
you
have
to
find
another
sheet
of
paper
to
find
out
what
you're
talking
about
as
outlined
right.
B
It
may
be
in
the
basement.
I
have
looked
so
many
too
it's
okay,
so
I'm
going
to
take
up
dana
kind
of
did
a
mach
one
from
january
12th
meeting-
and
this
was
item
okay
item
90.
It's
for
the
request
for
approval
for
the
purchase
and
payment.
Okay,
you'll
still
get
that
you'll
still
get
your
backup.
Everything
will
be
included.
B
Okay-
and
this
is
what
we
would
like
to
propose-
and
we
can
send
you
copies
of
this,
so
you
can
compare
it.
This
is
how
so
this
is
90.,
so
councilman
abdullah,
would
say.
D
B
Yep,
I'm
going
to
do
that
here
we
go
just.
D
B
B
So
now,
let's
go
to.
Can
I
stop
this
here
yeah
then
I'm
gonna
pull
up
the
agenda.
Here's
the
agenda
from
that
day,
there's
police
chief,
myers
purchase
and
payment.
That's
what
you're
going
to
still
see
and
then
this
is
what
we're
proposing.
B
Here's
your
motion
for
that
9d.
So
then
you
would
just
have
to
say
and,
like
I
said,
you
can
read
the
you
can
do
whatever
you
want
to
do
out
of
that
letter.
But
this
is
the
pertinent
information
that
should
ask
george
and
when
I
was
sitting
behind
her,
I
would
say:
george
in
10
years
from
now.
Where
would
you
look
for
this
item
because
we
want
to
prepare
somebody
in
the
future?
You
know
in
the
future
on
I
don't
know
if
somebody's
doing
that
I
can't
see
okay
anyway.
B
B
That
is,
I
believe,
chrissy.
I
think
that's
all
that,
like
the
comptroller's
office
needs
and
the
treasurer's
office,
you
know
in
order
to
sign
the
check.
This
would
be
the
pertinent
in
in
some
what
it
is
is
preparing
it
for
the
minutes.
B
D
Well,
actually,
it's
more
of
a
comment.
First
of
all,
I
want
to
say
congratulations
to
lynn
and
christina,
because
this
is
an
excellent
idea.
This
is
very
similar
to
what's
used
in
my
industry,
the
real
estate
industry,
whereas
do
respect
some
realtors,
some
realtors
know
how
to
write
addendum
some
realtors,
don't
know
how
to
write
addendums
so
there's
what
they
call
templates
are
already
placed
in
there
and
then,
if
you
as
a
realtor,
want
to
make
some
change,
you
could
just
make
some
minor
tweaks
to
it
same
thing
with
this.
D
I
think
this
is
an
excellent
idea,
so
kudos
to
you
guys,
because
now
we
could
read
the
exact
thing
and
then,
if
we
in
case
I
make
sure
to
clarify
the
console,
because
I
presume
it's
the
case
in
the
event,
we
want
to
make
any
type
of
change
to
that
particular
motion.
We
can't
so,
let's
just
say
hypothetically
and
then
it
says
here
well,
tiffany's
a
proven
funding.
Let's
say
we
were
approving
the
funding
just
hypothetically
and
we
are
approving
the
funding
of
and
in
the
chief
head
and
there's
16
348.
D
B
Thank
you.
I
mean,
I
know,
it'll
be
a
lot
of
work
on
dana
upfront,
but
it'll
be
a
lot.
It'll
be
much
more
efficient
in
the
long
run.
You
know
and
then
in
just
a
note
of
just
another
note
when
this
is
done.
B
When
somebody
motions
councilman
of
dollar
motions
and
councilman
musket
seconds
it,
you
read:
councilman
abdullah,
you
know
reads
the
motion:
councilman
musket
seconds
it
and
then
what's
supposed
to
happen
is
then
the
council
chair
is
supposed
to
reiterate
exactly
what
happened
so
motion
by
abdullah
seconded
by
musket
and
then
reread
the
motion
so
everybody's
on
the
same
page.
It
might
be
a
little
bit
longer,
but
then
you
open
it
up
for
discussion
and
then,
if
there's
amendments,
then
then
then
you
can
amend
your
motion,
but
it's
all
there.
So
there's
no
confusion
right.
A
F
B
B
E
F
Oh
yeah,
I
think
this
is
a
great
great
idea
and
eventually,
when
we
get
back
to
meeting
in
person
and
if
we're
all
connected
via
our
ipads
or
or
a
computer
or
whatever
else,
it
should
work
really
well.
If
someone
wants
to
make
a
motion
different
than
what's
what's
on
the
agenda,
they
can
say
I
move
instead
of
da
da
da
and
just
state
the
motion
we
only
spend
15,
000
or
and
and
but
that
way,
there's
not
having
to
listen
back
to
the
tape
over
and
over
trying
to
discern
what
was
said.
C
Yeah,
I
I
just
wanted
to
add
to
that:
not
to
beat
it
at
home,
like
both
councilman
made
those
comments,
it
I
think
it
it's
a
win-win-win.
I
am
win
for
the
residents
as
well,
but
especially
like
when
sometimes
they're,
I
mean
you're
debating
items
that
are
sometimes
contentious
or
you
want
to
make
a
an
item
or
five
thousand
change
this,
and
when
you
get
around
to
make
the
motion,
then
you
might
accidentally
omit
some
other
parts.
C
So
if
you
see
it
right
there
you
cross
off
the
10
grand
put
in
the
five
and
then
all
the
council
knows
what
you're
voting
on
too,
because
a
lot
of
times
even
councils
say
wait
now
what
is
happening?
What
are
we
voting
on
or
the
next
meeting
say?
Well,
I
thought
we
voted
on
this
and
it's
not
so
much
anybody's,
not
paying
attention.
It
just
gets
confusing
right,
so
any
any
departments
will
be
like
what
just
happened
sometimes
so
I
I
think
this
is.
This
is
clear
this.
C
B
C
B
So
it
it's,
you
know
if
you
have
any
questions,
if
you
have
any
suggestions,
I
know
this.
We
are
just
the
most
important
thing,
obviously,
is
to
get
you
guys.
The
council
members
the
agenda
packet
and
get
it
out
there
on
thursday.
Dana
probably
won't
work
on
the
guidelines
for
the
motions
until
and
get
that
to
you,
maybe
monday,
but
this
way
you'll
have
you
know.
C
Council,
chair,
okay,
council
capacity
clerk.
C
Thank
you
I
I
think
it
might
be
beneficial
even
like,
like
the
first
couple
meetings,
it
might
be
that
on
the
council
secretary,
dana
fallon
gets
it
out
on
monday,
but
as
we
move
forward,
I
think
if
the
department
heads
almost
submit
something
like
with
their
letter
stating
exactly
what
they
want
to
that
might
help,
because
this
saves
you
going
back
to
the
department
heads
the
department
has
constituted
right
there.
This
is
what
I
want.
C
B
A
Also
too,
I
want
both
christina
and
lynn
to
state
the
time
deadline.
So
everybody
is
aware
that
these
are
the
deadlines
and
we
are
adhering
to
them
because
I've
been
questioned
on
them
a
lot.
So,
let's
put
it
out
there
christina.
When
does
your
department
has
or
your
submissions
have
to
be
in
the
mayor's
office?.
B
The
council
for
anybody
that
wants
anything
on
the
agenda
for
the
next
tuesday's
meeting.
It
has
to
be
to
the
clerk's
office
by
noon
on
the
tuesday
and
not
the
tuesday
of
the
meeting,
the
tuesday
prior.
A
C
Yeah,
I
can
say
yeah
mayor
flacco,
like
since
we
started
the
four
day
work
week.
Mayor
polecco
did
the
mondays:
it
used
to
be
tuesdays
and
wednesdays
and
yeah
and.
A
B
Yeah-
and
I
had
mentioned
that
in
the
timeline
for
the
week
before
the
meeting,
so
the
comptroller's
office
was
nice
enough
to
get
the
claims
to
us
on
monday,
which
is
very,
very
helpful
right.
B
E
Council
chair
moscow
before
we
leave,
let
I'm
hoping
that
we
can
explain
about
the
raising
of
the
hand
again.
So
everybody
knows.
A
E
Yeah,
I
guess
something
changed
on
zoom,
where,
if
you
hit
the
go
down
to
the
bottom
of
the
screen
and
you
click
on
participants,
the
raised
hand,
button
was
there
on
the
right
hand,
side
at
the
bottom,
where
all
of
the
participants
are
located
now
they've
changed
that
so
right
next
to
the
right
in
that
same
lower
bottom,
where
it
says
participant,
screen,
share,
record
and
reactions,
you
hit
the
reaction
button
and
just
raise
your
it
says,
raise
hand
there.
So
that's
where
you'll
be
raising
your
hand.
E
The
council
chair
will
then
take
note
of
your
name
and
put
you
in
the
order
of
when
you
raised
your
hand,
so
she'll
automatically
lower
the
hand,
but
she
has
you
on
the
list.
So
that's
that's
what
we
we
found
here
today.
A
C
I
had
a
like
a
further
ends
for
councilman
muscat.
I
still
have
a
version
where
it's
right
in
participant
and
it
says,
raise
and
lower
hand.
Also,
I
just
want
to
add
to
that.
Please
don't
wave
wave
is
the
yellow
hand
you're.
Looking
for
a
blue
hand,
up
waving
is
a
reaction
where
the
city
council,
chair
the
city
clerk
and
all
the
extra
support
staff.
That's
running
me
won't
see
that,
because
it
goes
away
so
a
thumbs
up
or
a
wave
is
yellow.
The
blue
hand
is
what
you're
looking
for.
