If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
B
Good
evening,
thank
you
for
taking
some
time
for
us.
So
the
last
couple
meetings
there's
been
some
questions
about
contracts
and
not
having
contracts
and
things
along
those
lines.
So
I
mean
I've
came
into
this
job
in
early
March
grass
and
concrete
repairs
start
happening
in
April.
I
was
under
some
understandings
that
some
of
these
things
were
in
place,
so
I
just
continued
to
go
forward
with
the
current
vendors
so
as
a
go
forward
process.
My
ask
would
be
that
we
continue
to
do
that
through
this
season.
B
What
I
would
like
to
do
is
have
them
focus
strictly
on
highway
work
and
then
in
the
fall
go
out
to
bid
for
water
and
sewer
miscellaneous
repairs.
So
with
some
separation,
it's
clean.
It's
easy
to
identify
in
the
fills
I'm,
not
getting
all
this
cross
payment.
Why
is
this
getting
paid
from
this
line,
and
this
companies
doing
that
so
I
think
my
pain
and
help
clean
up
some
of
this
and
make
it
more
understandable,
I'm
still
trying
to
wrap
my
hands
around
it.
B
So
you
know
and
I
get
that's
how
it
was
done
in
the
past
I'm
just
trying
to
go
forward.
So
again,
my
ass
would
be
that
you
know
we're
allowed
to
use
these
vendors.
My
to
the
best
of
my
knowledge,
they
are
doing
good
work
with
artistic.
The
monographs
that
he's
cutting
and
he's
staying
on
top
of
I
have
not
received
the
complaint.
Personally
I
know
some
council
folks
brought
up
issues
with
aliens.
B
I'm
gonna
wear
those,
and
if
there
is
an
issue,
if
I
can
be
a
part
of
that
loop,
I
can
address
that
issue
and
I
can
make
that
problem.
Go
away.
I,
don't
see
any
issue
with
the
people
over
at
that
firm
having
an
issue
going
back
and
repairing
their
water
could
be
well.
So
that's
I
just
wanted
to
get
in
front
of
you
guys
so
and
if
you
uncomfortable
with
that,
then
give
me
some
direction
on
where
you
want
to
go
so
I
just
so.
B
We
have
some
clarification
and
you
know
on
a
go-forward
basis.
This
is
what
I
don't
think
on
long
term,
but
right
now,
I'm
kind
of
short
term
just
because
of
the
season
and
in
the
timing
of
my
employment
here.
So
okay,
great
and
I'll,
be
open
for
questions.
I,
don't
Jack
wants
to
speak
to
a
couple
things,
and
then
I
would
have
one
more
thing.
B
C
C
So
the
only
thing
really
that
I
would
add
that
well
John
already
said
it:
I
haven't
gotten
a
single
complaint
regarding
artistics
work
in
four
years.
Not
one
complaint
on
the
ordinance,
I'd
and
I
would
agree
with
John
on
the
DPW
side,
either
the
it
is
now.
You
know
we
went
out
for
a
second
bid.
There
was
some
confusion
on
the
first
bed
regarding
I
included,
Toro
equipment.
I
didn't
mean
to
do
that
in
a
way
that
it
would
narrow
the
field
for
anybody.
It
was
really
a
copy
and
paste
thing.
C
I
took
it
from
another
thing
and
pasted
it
and,
to
be
quite
honest,
as
far
as
a
lien
goes
in
terms
of
the
cement,
we
have
had
a
couple
they're
all
inspected
by
the
building
department.
He
pulls
a
permit
for
for
all
the
work,
and
if
there
is
a
flaw
or
if
the
in
fact
there
was
one
today
where
Larry
went
out
and
inspected
it
and
told
me,
you
know,
can
you
get
a
hold
of
åland?
There's
a
gave
me
the
address.
C
C
We'll
have
to
talk
about
that.
If
you,
if
you
agree
with
what
we're
proposing
today,
then
we
would
probably
request
that
we
return
the
bids
on
that
and
then
we'll
probably
put
together
a
bid
package
in
the
fall.
If
you
want
to
review
it
before,
we
put
it
out.
That's
fine!
If
you
have
any
questions
about
our
specifics,
that
you
think
we
should
include
in
that
we're
more
than
willing
to
do
that.
So
I
think.
E
B
Can
share
those
I
mean
they're
in
the
controllers
office,
but
that
the
thing
there
to
that
on
a
go-forward
basis,
I
think
it
would
like
to
be
a
little
bit
more
separated.
So
that's
something
that's
bid
this
item
separately,
so
we
can
analyze
them.
Okay,
city,
lots
or
City
Lots
right,
there's
no
cleanup!
This
is
what
it
is.
B
So
that's
what
my
original
ask
is,
but
you're
welcome
I
mean
there's
nothing
died
there,
they're
open
that
we
go
forward
in
the
springtime
and
we
have
that
looked
at
or
in
the
fall
into
winter.
So
when
we
come
out
in
spring,
we're
ready
to
go
right
and
then
because
the
the
the
ordinance,
the
ordinance
ones
are
different
for
the
simple
reason
that
that
cost
is
recouped
right.
So
that's
an
ordinance
violation
that
cost
is
recoup
and
they've
got
a
lot
of
factors
in
there.
B
You
know
cleanup
of
which
you
guys
have
mentioned
before
the
first
50
feet
is
caught
at
this
cost,
and
the
next
100
feet
set
X
amount
of
dollars.
So
it
kind
of
confuses
the
two
I
think.
If
we
separate
those
you
know,
we
can
put
them
out
concurrent
separate
bids
right.
One
is
for
ordinance
and
one
is
for
City
cuts
and
everybody's.
You
know
anybody
they
can
bid
on
both
or
they
can
bid
on
one.
C
Of
the
things
that,
when
John
and
I
had
meetings
with
all
the
contractors,
both
that
we
included
it
as
part
of
the
bid
that
they
had
to
attend
a
pre-bid
meeting
before
they
submitted
their
bids,
and
it
was
clear
that
some
folks
had
never
done
what
we're
calling
City
cuts,
where
it's
probably
gonna,
be
twice
a
month
where
they're
gonna
cut
City
property.
On
the
flip
side,
there
were
some
companies
that
were
here
that
we
were
explaining
to
them.
Okay
with
the
residential
part
of
it.
C
The
ordinance
piece,
you're
gonna,
be
out
here
five
days
a
week,
so
on
Monday
or
not
Monday
wouldn't
be
Monday,
because
they
would
start
on
Tuesday
Tuesday.
You
might
have
17
passel
possible
potential
cuts.
What
current
companies
do
on
what
local
companies
do?
Is
they
usually
send
what
they
call
a
scout
out?
B
That's
the
separation
I'm
talking
about
so
the
city
cuts
the
city-owned
properties.
City-Owned
property
deserves
theirs,
it's
cut
and
dry
right.
It
needs
to
be
cut
every
two
weeks,
there's
no
coming
and
checking
it
or
anything
like
that.
So
that's
why
I
kind
of
like
to
do
them
separately.
You
know
and
and
clean
it
up
and
make
a
in
my
opinion
a
little
bit
easier
to
manage
from
my
standpoint,
I'm.
F
B
Well,
currently,
they
are
that
way
how
they
are
paid.
So
if
you'll
see
they're
paid
from
the
ordinance
department
or
they're
paid
from
DPW,
so
yeah,
but
I'm,
saying
now
that
there
would
be
separate
contracts
for
a
separate
task
with
separate
parameters
or
for
city
lights
versus
what
ordinance
and
the
each
right
ordinance
may
need
to.
You
know
say
you're
on
a
jungle,
if
you
will
who
knows
right,
anything's
possible,
that's
something
like
that.
So
I
think
we
separate
those
bids.
F
F
Right
now,
I
know
I
know
what
they
are
I'm
just
saying:
okay,
today,
we're
gonna
start
mixing
them
all
up.
Surprise
just
concentrate
and
one
company
at
a
time.
So
a
couple
questions
for
you,
the
first
of
all
start
with
problems
you
mentioned
you've
had
no
problems
with
any
one
of
those.
Three,
as
far
as
you
know,
is
that
correct?
No,
nothing
major
is
always
doing
something.
Dropping.
F
And
then
the
next
question
is
for
the
city,
lots
I
know
we
had
talked
about
this
before
personally
I'd
like
to
see
us
do
more.
The
city
Lots
instead
of
you
know,
hiring
it
out.
Are
we
you
know?
Is
there
any
progress?
Is
there
a
new
vision
for
the
future
to
add
more
employees,
more
equipment,
etc?
Start
doing
our
own
sure.
B
To
where
we
save
some
money,
yeah
and
I've
spoke
about
that
said,
a
couple
council
meetings,
so
I
know
we.
We
just
recently
got
a
couple
more
mowers,
you
know.
Ultimately,
it's
gonna
be
a
council
decision
right
to
add
additional
staff.
This
current
contractor
uses
five
to
six
employees
dedicated
for
this.
He
cuts
the
city
Lots
a
whole
week.
It
takes
him
with
six
pieces
of
equipment
with
six
to
eight
employees.
So
that
being
said,
we
you
know
certainly
could
look
at
seasonal
employees,
provided
the
council
and
the
mayor
agree
upon
those
types
of
things.
B
F
F
F
B
C
As
far
as
a
line
goes
we
came
to,
it
was
in
May
of
2017.
We
took
a
Garden,
City
went
out
for
bid
for
a
sidewalk
program.
We
went
with
their
lowest
bidder,
which
was
a
land
cement.
They
were
already
doing
a
program
there.
We
came
in
front
of
the
council,
it
was
in
fact
I
have
a
motion
here.
It
was
a
proof
or
motion
by
councilman
Kaczynski
and
then
second
by
councilman
Muscat
to
use
a
lane
set
at
these
prices.
So
we
haven't
changed
the
prices.
F
C
Of
the
things
that
I'm
I
know,
we
spoke
about
this
council
chair
when
folks
are
closing
their
properties.
Some
folks
are
signing,
as
is
letters,
and
you
know
you
know,
you
know
how
that
works.
You
know
the
buyer
is
willing
to
assume
the
repairs
on
a
property,
so
a
lot
of
these,
because
they
because
the
price
is
so
reasonable-
a
lot
of
these
program,
a
lot
of
folks
that
sign
up
for
the
cement,
it's
tied
to
sales
and
purchases
of
property.
C
Well,
but
a
lot
of
these
are
we
can't
give
issue
with
someone
a
closing
letter
if
they
don't
have
a
permit
for
semantics,
but
if
it
involves
a
safety
issue,
so
these
were
considered
permits.
We
could
then
let
the
folks
close
on
their
property
and
then,
when
the
work
got
done,
then
they
you
know,
could
obtain
their
C
of
O.
So
yeah.
G
You
consequent
constant,
thank
you
is
the
company
that
does
what
I'll
call
the
penalty
cuts.
You
know
for
residential
commercial
and
the
overflow
cuts
for
the
city,
always
the
same
like
I,
remember
years
ago,
cute
a
joke
groups,
company
I
think
he
just
did
the
penalty
cuts
and
he
said
that
he
was
actually
losing
money
because
of
the
time
it
took.
Has
it
always
been
the
same
company?
Well.
C
It
has
been
for
a
number
of
years.
It's
been
artistic
when
I
first
got
here.
There
were
three
companies
that
were
doing
all
of
the
what
you
call
penalty,
cuts
or
ordinance
cuts,
but
we
weren't
doing
the
oh.
We
weren't
doing
the
City
cuts
at
that
point.
It
wasn't
necessary,
they
were
keeping
it
up,
you
know,
or
at
least
attempting
to
keep
up
with
it
on
their
own.
In.
C
The
the
second
yard
is
involved.
We
let
one
company
go.
There
were
some
issues
and
we
let
that
company
go.
We
did
go
out
for
bid
again
since
I've
been
here
and
we
had
a
company
that
was
coming
like
from
the
east
side
that
wouldn't
come
on
the
days
they
were
supposed
to
they.
You
know.
If
we
tell
a
resident,
you
have
seven
days
to
cut
this
grass
and
then
we
don't
show
up
until
the
tenth
day
to
actually
cut
it.
C
Then
we
are
we're
kind
of
trumping,
our
own
enforcement,
that
we're
doing
with
them,
because
we're
telling
them
that
on
the
eighth
day
we're
gonna
be
there.
It's
not
cover
going
to
cut
it
so,
but
in
the
for
the
last
four
to
five
years
it's
been
artistic
has
been
one
of
the
companies
and
and
then
the
only
company
in
the
last
few
years.
C
A
B
Maybe
that
transition
is,
you
know
we
slowly
transition
from
our
side
into
that
right.
So
we're
not
going
to
say:
okay,
we're
going
to
cut
everything
all
right,
we're
gonna
go
year,
one
we're
gonna,
try
and
cut
25%
of
this
to
reduce
that
contract
by
that
much
and
and
have
some
flexibility
in
that
contract.
That
speaks
to
something
along
those
lines.
At
some
point
the
city
may
or
may
not
enter
back
into
this
job
job
task.
If
you
will
and
to
start
that
process,
yep.
B
D
B
B
C
D
C
John
came
here:
there
was
a
time
where
I
think
he'll
zimmerit
arrangement
with
Wayne
County,
where
if
there
was
a
property
that
was
closer
to
their
property,
that
they
own
and
it
was
our
property
I-
want
to
say
like
a
long,
Lincoln
Boulevard,
it
was
just
easier
because
we
were
already
there
cutting
some
of
our
own
properties.
He
would
include
that
in
the
cut
and
in
exchange
they
were
doing
that,
but
I
don't
believe
they're
doing
that's
not
been
my
practice
anymore,
so
I
think.
F
A
F
I'd
left
a
message
for
you
on
that
one
Jack
near
Tim:
horns
at
Warren
and
telegraph
right
behind
it.
I
guess
some
of
the
residents
in
the
area
are
starting
to
see
some
different
rodents
and
what-have-you
and
from
what
I
understand
I
guess
there's
a
lot
of
it.
It's
not
our
property,
but
I,
don't
know
if
you
could
look
into
or
if
we
cut
up.
F
B
I
know
it's
been
about
three
or
four
weeks
now.
I
talked
to
the
mayor
and,
and
mayor
talked
to
the
council,
chair
about
emergency
sewer,
repair
and
Apple
Gail
and
Lake
and
Dale
between
Kennedy
and
I.
Believe
it's
River,
Rouge
Drive.
So
all
the
pipe
is
in
the
pipe
was
in
about
a
week.
We
actually
called
the
contractor
to
today
he's
coming
out
Saturday
to
replant
all
the
trees
that
were
removed.
B
A
Monday
defense
contractor
will
come
in
and
set
all
the
center
poles
and,
as
he's
coming
back
working
towards
Kennedy
to
install
all
the
tie,
ins,
if
you
will,
the
contractor
will
be
laying
sod
behind
him
coming
back
out.
So
they're
gonna
work
their
way
from
from
the
southern
northern
plant
to
the
southern
point,
they're
gonna
work
themselves
back
out
of
there.
Then
all
the
fences
will
be
done.
The
trees
live
in
and
we're
gonna
put
side
back.
In
that
being
said,
we're
gonna
run
a
temporary
sprinkler
system
along
the
top
of
the
fence.
B
A
B
Into
one
more
thing:
real,
quick
and
get
some
guidance
from
the
council
and
the
mayor
so
over
here
on
Vernon
South,
North,
Warren
Road,
it's
not
a
dead
end,
but
where
the
school's
at
there's
a
school
there
at
elementary
school
back
in
there.
So
it's
been
brought
to
my
attention.
We've
had
about
cents
between
13
and
2019,
about
13,
15
water
main
breaks,
a
couple
service
leaks.
We
had
a
fire
over
there
recently,
a
couple
to
three
weeks
ago.
B
B
So
if
limitary
reached
out
to
the
contractor
that
the
city
used
for
the
Annapolis
project
and
asked
him
what
kind
of
pricing
that,
if
he
was
if
the
council
was
willing
to
and
Ameri
was
willing
to
do,
this
under
emerge
emergency
basis,
what
his
charge
would
be-
and
he
said-
he'd
hold
this
price
on
the
Annapolis
project
that
this
council
had
awarded
to
him.
So
that
being
said,
I'm
just
looking
to
get
some
direction.
B
B
H
B
I
I
B
I
B
I
A
lot
of
the
water
lines
in
the
south
and
what
we
did
is
we
went
from
where
we
tapped
in
from
Great
Lakes
and
proceeded
from
there,
because
an
old
engineer
told
me
that
if
you
start
in
the
middle-
and
you
create
this
pressure,
your
lines
in
between
we're
great
Lakes
or
whatever
potentially
you're,
creating
a
pressure
they're
not
used
to
and
all
of
a
sudden
now
you
have
multi
water
main
breaks,
but
you're
you're,
more
knowledgeable
about
it
than
me.
But
I
would
just
be
curious.
B
Guaranteeing
that,
but
you
know
what
I
mean,
because
that
is
the
last
week
before
telegraph,
so
you
know
and
a
bigger
issue
that
is
when
that
does
break
it's
all
Sandler
and
makes
a
mess,
and
it
runs
down
into
the
school
parking
lot,
which
is
an
elementary
and
typically
it's
in
a
wintertime
or
in
the
summertime.
You
know
it's
just
so
proactively.
I
figured
out
ask
the
question
to
see
it's.
I
A
good
thought
and
I'm
generally
for
it
I
just
wonder
how
the
impact
with
where
we're
drawing
the
water
and
the
effect
on
the
older
part
of
the
system,
because
that
that
my
guess
is
north
of
Warren
Avenue
like
gulley.
Some
of
those
homes
are
there
for
a
long
time.
So
you
probably
have
some
streets
that
those
pipes
all
date
from
the
30s,
those.
B
H
A
B
B
E
B
E
But
it's
still
a
month
was
got
was
gone
before
it
was
brought
to
us.
Well
and
now
we
there
was
another
Brie
bed
or
another.
It
was
sent
out.
We
haven't
seen
that
yet,
but
then
you
know
you're
asking
us
that
hey
okay,
let's
begin,
let's
continue
with
this.
It
just
does
not
make
sense.
So
I'm
not
I,
mean
I
mean
with
majority
rules.
Obviously
so
I'm
opposing
it.
That's.
B
E
A
H
A
E
E
B
B
You
that
you
can
look
at
them
and
if
you
want
to
ask
offer
suggestions
on
some
legal
terms,
especially
on
out
clauses
right,
because
we
need
to
have
a
performance
clause,
they're
not
performing
cut.
My
grass
we've
got
a
problem.
We
got
to
have
a
plan
in
place
so
that
a
contractor
it
fails.
We
have
to
have
a
plan
B,
because
the
grass
doesn't
stop
growing
right,
and
you
know
things
like
that.
So,
and
people
get
pretty
sensitive
about
tall
grass
right
as
I'm
sure
you
all
know.
Okay,.
