the
maintenance
of
equipment
capital

lose
water

need
infrastructure
upgrades.

meters
that
run
slow
and
aren't
accurate,
there's
a
lot
of
things
that
go
into
water
right.
So
we
need
to
understand
him.

maybe
just
to
clarify
the
process
and
the
engagement
as
its
structured,
so
we
have
a
model
that
we've
designed
that
allows
the
city
to
really
take
all
of
the
relevant
inputs
that
we
just
discussed,
though
the
rates
being
passed
down

Glee
wall
down
river
debt,
cost
capital
plans
all
that
and
put
it
into
a
model,
and
it
helps
to
develop
the
rates
that
need
to
be
set
to
cover
your
costs,
as
well
as
your
target
reserves.
So
what
sort
of
operating
reserves
or
contingencies
for
any
catastrophic
events
do
you
want
to?

that
into
the
way
the
model
works?
It's
done
over
a
five-year
period
and
it's
really
like
a
cash
model
to
figure
out
what
cash
needs
to
be
generated
from
the
rate
to
cover
all
those
costs
and
to
have
the
ending
cash
balance

you
desire.
What
your
target
level
is
at
the
end
of
the
five
year
period,
so
there
are
two
documents
that
we
provided.

is
the
letter
which
summarizes
what
the
rates
are,
what
the
impact
will
be
to
your
consumers.
It
also
talks
about
some
of
the
significant
items
that
derive
the
rates
for
the
most
recent
period
and
then
else
isn't
it.
Those
are
probably
the
key
things
that
are
that
are
in
the
letter,
but
what
we
also
provided
is
a
another
package
that
supplements
that,
and
it
really
gives
you
all
the
detail
behind
how
those
outcomes
were
generated,
starting
on
the
first
page,
it
has
cash
available
at
the
top.

I

just
describing
where
I
said,
we
kind
of
look
at
your
cash,
your
starting
point
at
six,
thirty,
eighteen,
what
claims
of
cash
do
you
have
and
then
the
model
goes
through
and
figures
out
sort

net
revenue
over
expenses
for
each
of
the
year
projected,
or
vice
versa,
to
come
out
with
your
target
available
funds
at
the
end
of
the
five
year
period.
So
that's
demonstrated

that
first
page,
all
of
the
support
all
the
schedules,
all
the
calculations

we
performed
based

audited
financial
information
provided
by
the
city
information
obtained
from
third
parties
and
assumptions
made
by
management
so
coming
down
steps.

budget
was
prepared.
The
rate
model
was
prepared
on
a
cash
basis,
so
there's
no
accruals
included
in
the
model,
so
no
receivables
or
payables
to
really
show

cash

cash
out,
the
consumption
rate
for
water
charged
by
Kahlua.
That
bullet
number
two
and
then,
conversely,
bullet
number
four,
the
water
consumption
purchased.
Those
were
provided
by
a
third
party
and
have
been
factored
into
both
the
expense
and
the
revenue
component
of
the
model.

loss
is
estimated
at
11
percent,
and
it's
factored
into
here.
So
this
is
water
purchased
from
Glee
with
it
that
isn't
recouped
from
sales.
Also,
that
would
be
the
water
main
leaks.
Water
main
breaks,
but
I
do
want
to
point
out
that
water
loss
is
down
4
percent
from
from
last
year,
so
the
impact
of
the
downriver
sewage
disposal
system,
so
juoh,
has
also
been
factored
into
here
and
that's
the
one
that
does
have
a
four
percent
cap
each
year.
