city
council
meeting.
We
have
a
proclamation
that
we're
going
to
be
reading
this
evening
prior
to
the
beginning
of
the
city
council
meeting,
and
so
I'm
going
to
do
that
at
this
time.

And
whereas
the
city
of
des
moines
joins
act
to
change
a
national
non-profit
dedicated
to
fighting
bullying
in
the
aapi
community.
In
sharing
one
vision,
a
world
where
all
youth,
including
within
the
aapi
community,
have
the
opportunity
to
grow
up,
feeling,
proud
and
supported
in
the
development
of
their
identities
and
sharing
of
their
stories.
Now,
therefore,
I,
the
mayor
of
the
city
of
des
moines,
on
behalf
of
our
city
council
and
the
residents
of
des
moines,
do
hereby
proclaim.

May
2021
is
asian
pacific
american
heritage
month
and
may
18.
2021
is
aapi
day
against
bullying
and
hate,
and
we
encourage
all
residents
and
visitors
to
celebrate
our
diverse
heritages
and
cultures
and
continue
our
efforts
to
create
a
world
that
is
more
just
compassionate
and
equitable
for
all,
and
I
want
to
thank
the
efforts
continuing
by
our
des
moines
civil
and
human
rights
commission
and
their
staff
working
to
promote
equity
for
all
of
our
citizens.

the

first
item

the
agenda
tonight
is

I
it's
amending
the
procedure
rules
of
the
des
moines
city
council.
I
just
want
to
note
that
these
are
changes
were,
are
being
proposed
to
improve
the
flow
of
the
meetings
by
allowing
our
public
speaking
period
to
be
started
and
completed
as
one
block.

We
have
revisions
before
that
that
we
tried
to
help
do
that,
allowing
each
speaker
this
evening
rather
than
divide
it
up
for
a
set
period
of
time,
we're
going
to
give
two
minutes
to
each
speaker
to
present
their
thoughts,
and
hopefully
that
will
be
enough
time
to
do
it.
But
if
you
registered
to
speak,
we're
going
to
only
allow
we're
extend
the
time
this
evening
for
an
additional
10
minutes.
So
that'll
give
us
40
minutes.

speaker
again
is
going
to
get
two
minutes
and
we're
going
to
limit
the
number
of
speakers
to

and
so,
if
you're
a
registered
speaker
but
weren't

that

wanted

city
of
des
moines
as
a
whole.

everybody
in
des
moines
has
a
really
good
idea
of
who
who
fairway
is
as
we're
well
known
in
the
metro,
but
I
just
kind
of
wanted
to
provide
a
brief
overview
of
fairway
as
a
whole
and
then
I'll
kind
of
dive
into
specifics
on
the
beaverdale
project
and
what
brought
us
here
today,
so
real,
quick
I'll
run
through
kind
of
fairway
and
just
a
high
level
overview
of
of
where
we
are
as
a
company.
I
just
thought:
there's
some
value
there.

so,
as
you
all
know,
fairway's
a
growing
midwest
grocery
company,
we
operate
in
iowa,
illinois,
minnesota,
nebraska,
south
dakota
and
just
recently
missouri,
where
we
opened
up
a
meat
market.
Just
last
year,
we've
been
open
open
since
1938,
coming
up
on
83
years
with
126
store
locations
and
four
of
those
being
a
meat
market
which
is
obviously
specific
to
what
we're
going
to
talk
about
and
as
most
no
fair
is
a
generation.
Fourth
generation
family
owned
business,
and
we
currently
have
over
12
000
employees
and
just
for
conceptual
purposes.

thought
there'd
be
some
value
to
show
some
of
our
other
meat
markets
just
to
kind
of
offer.
Some
perspective
on
on
what
we're
wanting
to
do
with
this
location,
and
with
that
I
want
to
show
our
first
location
that
we
open.
This
is
omaha
where
we
opened
up
our
first
location
in
2012
and
this
kind
of
shows
an
exterior
rendering.

Obviously,
the
beaverdale
project
is
specific
to
kind
of
des
moines
city
standards,
but
showing
this
I
just
felt
like
they're
they're,
can
kind
of
give
you
at
least
a
high
level
overview
of
what
we're
planning
to
do
here.
So
this
shows
you
kind
of
at
least
some
of
the
brick
that
we're
planning
on
doing,
and
then
this
shows
an
exterior
in
lincoln,
which
is
a
follow-up
to
omaha
and
also
kind
of
showing
our
our
concept.

just
show
some
quick
interior
pictures
also
just
kind
of
adding
to
what
we
planned
the
inside
to
at
least
conceptually
look
like
with
this
meat
market
concept
and
then
one
more
interior
to
kind
of
show
how
this
differs
from

full-service
grocery
stores.
You
guys
see
in
the
metro,
hopefully
often
so,
with
that,
I'm
showing
kind
of
a
little
bit
more
perspective.
I
was
going
to
jump
into
beaverdale,
specifically
so
conceptually
again,
this
is
the
rendering
that
we
are
working
towards
at
this
location.

just
going

jump
into
the
next
one
too,
and
obviously
our
goal
here
is
the
beaverdale
brick
trying
to
fit
into
the
beaverdale
neighborhood
the
best
weekend,
while
gathering
feedback
and
putting
together
this
concept,
which
is
going
to
be
a
7
700
square
foot
meat
market,
we're
going
to
be
offering
prepared
foods
with
some
walk-up
lunch
options
and
also
have
our
ansler
ancillary
grocery
items
to
kind
of
support
that
one-stop
shop
concept
for
the
fairway
meat
market
and
jumping
to
our
site
plan.
Specifically
sorry,
it's
a
little
blurry.

So
first
I
want
to
touch
on
kind
of
fairway
and
beaverdale
in
general,
fairway
has
been
considering
beaverdale.
What
I've
been
told
is
is
well
more
than
a
decade
now,
we've
kind
of
been
just
looking
for
that
right.
Opportunity
to
that
would
allow
us
to
serve
as
not
only
a
neighbor
or
an
anchor
to
the
neighborhood,
but
also
at
a
prominent
location
where,
while
doing
the
right
thing
in
a
neighborhood
that
we
feel
is
respected
and
also
very
traditional,
being
the
beaver
deal
neighborhood
and
when
this
location
was
brought
to
fairway.

So
those
two
combination
of
things
kind
of
we
felt
this
was
the
perfect
fit,
and
over
this
past
year,
as
we've
worked
hard
with
these
neighbors
residents,
businesses,
the
beaverdale
neighborhood
association
we've
been
trying
to
work
hard
with
kind
of
balancing
all
these
interests
to
bring
about
the
goal
of
bringing
a
friendly
walkable
bike,
friendly,
neighborhood
grocery
store
and
one.
That
also
would,
as
you
know,
be
closed
on
sundays,
and
this
location
would
never
be
opened
after
9pm
with
that
said
also
over
the
past
year,
as
we
started
to
look
at
this
site
plan.

Specifically,
some
things
kind
of
changed
as
we
got
through
the
process,
some
functionality
issues
came
up
which
has
brought
us
to
kind
of
where
we
are
today,
where
we
are
requesting
to
add
a
residential
property
to
our
development,
which
we
all
know
the
big
issue.
Kind
of
is
the
access
point
off
of
41st
place,
which
is
considered
a
residential
road.

So
that
change,
which
was
kind
of
a
last-case
scenario
prospect
for
us,
which
has
just
recently
happened.
We
wanted
to
kind
of
emphasize
what
what
we've
done
and
what
we're
continuing
to
do
to
alleviate
the
concerns
of
the
people
that
are
directly
affected
by
the
change
in
in
this
site
plan
being
the
access
point
on
41st
and
what
we've
done
so
far.
First,
when
working
with
traffic
and
transportation
in
the
city
of
des
moines,
we
wanted
to
first
push
that
that
access
point
as
far
north
as
possible.
So
in
what
you're?

Looking
at
that's
70
feet
to
urbandale.
So
we
try
to
push
that
up
as
far
as
we
can
to
or
as
far
as
that,
the
city
would
allow
us
and
then,
if
you
notice
from
this
landscaping
plan,
we
we
added
additional
landscaping
with
trees,
shrubs,
bushes
and
a
privacy
fence
which
will
surround
this
access
point
trying
the
best
we
can
to
minimize
the
disruption
to
those
neighbors.

So
with
all
that
said,
even
with
these
changes,
our
main
goal
throughout
this
process
has
been
to
try
to
be
the
best
neighbor
we
can
be,
and
even
though
we're
here
today
asking
for
the
rezone
my
message
to
the
neighbors
as
we've
gone
through
this
year-long
process
is:
if
we
get
past
this
point
tonight,
we
fully
plan
on
to
continue
looking
at
ways
to
improve
this
access
point,
because,
as
we
continue
on
get
farther
down
the
process,
more
ideas
might
come
up.

message
there
is,
we
just
want
to
make
sure
we're
you
guys
know.
We
are
an
open
book
on
trying
to
figure
out
how
else
we
can
improve
that
area,
so
I'm
gonna
try
to
wrap
it
up
with
all
that
said,
and
as
we've
worked
through
all
these
issues,
there's
been
a
lot
of
interes
a
lot
of
different
personalities,
interests
and
concerns
that
have
been
brought
to
the
table
and
we've
tried
to
most
importantly,
look
at
the
negative,
but
with
the
negative
and
how
little
there
was.

also
want
to
make
sure
we
touch
on.
You
know
the
overwhelming
amount
of
support
that
we
did
receive
on
kind
of
our
vision
in
a
way
we
can
revitalize
this
corner
and
so
to
list
out
kind
of
what
we've
heard
from
or
at
least
discussed
through
we've
had
des
moines
city
staff,
obviously
before
planning
and
zoning,
which
included
traffic
and
transportation
with
their
recommendation
of
approval.

The
beaverdale
neighborhood
association,
who
we
worked
through
worked
with
throughout
the
process,
with
their
board
of
directors,
offering
a
resolution
of
support,
the
design
partnership,
the
des
moines
west
side,
chamber
of
commerce,
a
member
of
the

route

beaverdale

businesses

currently

campaign
to
control
the

of

from
the

fairway

walked
the
neighborhood
we've
spoken
with
our
neighbors

shown
them
the
change
in
the
site
plan.
The
greater
majority
of
the
neighbors,
with
whom
we've
spoken
were
in
favor
of
fairway,
but
not
in
the
change
in
plan.

most
echoed
comment
was
how
the
increase
in
traffic
will
significantly
decrease
the
safety
in
our
walkable
part
of
our
neighborhood
residents
outside
of
beaver
sale.
Beaverdale
are
watching
as
well.
They
realize
that
if
it
could
happen
in
our
neighborhood,
it
could
happen
in
theirs.
I
know
it's
not
going
to.
I
know,
there's
a
lot
going
on
in
our
city,
and
I
know
that
your
job
is
not
easy,
but
this
vote
can
be
easy.
People
have
tried
to
make
it
hard.

tried
to
make

messy

distract
you

real
issue,
but
this
isn't
about
popularity.
What
beaverdale
wants
if
the
neighborhood
opinion
had

wanted,

been

greater
effort

fairway.
They
have
all
they
need
to
complete

project

space
they've
already
purchased.

they
choose
to

noticed
there

lot
more
parking
spots
in
this
revised
plan

could
have
been
landscaping

think
they're
giving
away
the
game
they're
saying
it's
something
about
accesses
when
they
put
parking
lot:
expansion
in
on
the
1930s
1920s
beaverdale
home.
That
needs
to
be
demolished
to
make
a
parking
lot.

have
known
they
have
a
real
estate
lawyer

should
know

the
city
has

saying
you
get
one
access
for
primary
street
there's
an
alley

to
be

about
traffic

with
fairway

that
we

work

Fairway
will
be
getting

deliveries
per
week
from
their
store.

true.

other
business
partners
that
they
work

you
get
like
soda
liquor
chips,

you
want,
those
will
be
delivered

five
times
a
day
a
week
five
times
a
week,
and
they
too
will

coming,

disruption
to
the
neighborhood
from
delivery.

will
be
non-existent.

they

turn

for

and

out

when

went
to

to
be

you

readily
available.

walk
into

backyard
of
someone's
property
who
you
don't
know
to
find
out
if
it's
there?

If
we
made
a
sign
to
say
it's
in
the
back,
please
feel
free
to
enter

backyard,

is
to
say
someone
driving
by
won't
call
the
police
thinking.
Someone
is
trespassing,
the
property,

location

it
sits
now
is
near

sidewalk
faces
the
street
and
is
inviting
we
do
not
consider
removing

fridge

viable
option,
either
as
it's
already
being
used
by
many
folks,
after
only
being
open
for
over
a
month

little
over
a

need
for
this
exists-
and
it's
very
real.
Some
folks
have
mentioned
to
us
that
several
food
pantries
already
exist.
This
is
true
and
those
are
needed
as
well.
However,
most
pantries
come
with
limitations
such
as
hours
of
operation,
household
income
limits,
the
requirement
to
have
a
job,
the
requirement
to
have
an
address,
etc.
The
fridge
offers
a
24
7
access.
No
questions
asked
opportunity
for
folks
to
get
the
food
they
need.

requested
the
city
council
find
a
way
to
allow
the
fridge
to
remain
and
that
they
spend
their
time
coming
up
with
permanent
solutions
to
the
issue
of
food
insecurity
in
our
community.
Rather
than
harassing
folks
who
are
attempting
to
fill
a
gap,
we
did
email
the
individual
on
the
letter
we
haven't
heard
back
from
him.

also
called
bill
gray.
He
hasn't
called
me
back,
which
is
not
surprising
because
he
never
returns.
My
phone
calls
bill.
The
entire
process
has
been
extremely
frustrating,
including
the
part
where
we
specifically
looked
up
any
codes.

by

hear
us

and
listen,

would
realize
several
of
our
concerns
intertwined

agenda

coincidence
that
this
silence
seems
to
be
especially
targeted
towards
women
and
people
of
color
county
claims
under
these
new
rules
that
he
is
pleased
to
be
giving
constituents
two
minutes
time
to
speak.

present
these
new
rules
as
a
way
to
make
us
happy
and
give
us
more
speaking
time,
it

more
clear
than
ever

this
so-called
solution
that

either
are

not
listening

simply
don't
care
both,
which
seem
plausible
to
me.

really
concerned
about
the
fact
that
this
rule
was
implemented
with
66
speakers
already
signed
up
to
speak
tonight
because
of
these
new
rules.

means

next
two
city.
Council
meetings
are
already
filled
up.

people
that
they

allowed

may
have
canceled
other
commitments
to

not
able

that

because
they

now
they
can't

2013
dustin
bernical
was
pepper,
sprayed
and
beaten
by
officers.

his
face,
while
he
was
handcuffed,
police
claimed
that
he
was
interfering
with
an
arrest,
so
he
was
later
acquitted
of
that
charge
and
awarded
two
hundred
thousand
dollars

damages

part

an
eight
hundred
thousand
dollar
settlement
records
made
in
that
case
showed
that
fong
and
wessels
had
previously
been
disciplined
for
using
excessive
force.

porter,
a
black
man,
was
in
his
car
in
2017
when
he
was
subjected
to
what
was
called
or
to
what
was
a
pretextual
traffic.

reaction

pivotal
moment

ensure

security

solution
for

fridge
isn't
getting
