city
council
meeting
right
here
in
a

we've
got
a
very
special
Proclamation
here
today,
related
to
Native
American
heritage
month
and
I've
got
Tim
Perkins
who's.
The
commissioner
at
the
state
of
Iowa
office
of
Native
American,
Affairs
and
kind
of
give
us
an
update
on
what's
going
on
and
then
we'll
do
the
proclamation

Even
though
there's
no
reservation
in
Iowa,
we
have
the
muskwaki
settlement
which
they
actually
bought
their
land,
but
people
seem
to
associate
natives
with
reservations
only
and
don't
seem
to
realize
we're
still
around
they're
still
doing
quite
a
bit
for
one
thing:
veterans
natives
serve
the
military
at
a
higher
per
capita
than
anybody,
because
that's
important
to
us
I
myself,
my
in
my
family.
We
have
to
my
dad
me
and
my
brother
and
my
son,
75
years
of
military
service.

So
since
we
have
Veterans
Day
in
November
as
well,
I
always
like
to
tie
that
in
one
of
the
things
I'd
like
to
encourage
you
all
and
it's
a
good
chance
to
tell
the
city
in
18
months
is
a
big
event
for
Native.
Americans
are
going
to
try
to
do
a
big
powwow
here
in
Des
Moines
and
establish
it
most.
People
aren't
aware
that
June
1st
2024
will
be
a
hundred
years
that
natives
have
actually
been
citizens
of
the
United
States
and
I
get
the
same
phase
every
time.

It's
like
what
but
yeah
so
we're
gonna
acknowledge
that
June,
1st
and
2nd
2024
is
the
plan.
So
anyone
you
know,
as
we
put
information
on
or
any
support,
you
can
give
sponsors
that
type
of
thing,
we'd
appreciate
it
and
be
really
nice
and
again
I'd
like
to
thank
the
mayor
and
the
city
for
this
Proclamation.

Just

Proclamation
reads
as
follows:
our
nation
celebrates
the
history
of
the
Americas
and
the
indigenous
peoples
intrinsic
connection
to
the
land,
their
origin
stories
and
their
contribution
to
the
development
of
our
country
and
whereas
president

Bush
signed
a
joint
Congressional
resolution
designating
November
1990
as
National
American
Indian
Heritage
Month
and
similar
National
proclamations
have
been
issued
every
year
since
1994.

whereas
Iowa
was
once
home
to
more
than
17
different
indigenous
tribes,
including
the
Iowa,
the
sacked
the
fox
or
the
muskwaki,
the
Sioux
citizens
of
Potawatomi
honka
Otto
in
Missouri,
and
whereas
there
is
a
need
to
create
in
people
a
Consciousness,
respect
and
Endearment
for
the
legacy
of
the
indigenous
peoples.

Cultural
history,
including
traditional
knowledge,
experience,
labor
technology,
science,
philosophy,
industry
and
art,
as
well
as
their
cultural
belief
system
that
stipulates
indigenous
people
as
protectors
and
stewards
of
our
natural
environment
for
the
benefit
of
all
and
whereas
Des
Moines,
which
currently
is
home
to
nearly
ten
thousand
residents,
that
identify
as
a
American,
Indian
or
Alaska
native,
joins
other
states
and
cities.
Across,
the
Nation
this
month
to
celebrate
and
honor
the
unique
Heritage
of
this
continent's
first
peoples.

But
they
look
at
the
Seventh,
Generation
and
I
think
that
we
all
have
to
use
that
as
sort
of
a
guide,
as
we
think
about
the
future
and
the
things
that
we
need
to
do
today
to
protect
our
land.

natural
resources
right
here
in
Iowa,
not
only
here
but
around
the
world,
so
thank

That
I
was
able
to
Garner
this
nomination
without
leveraging
family
connections
being
a
political
Insider
or
a
big
dollar
donor,
because
I
have
none
of
those
things.
I
What
I
learned
was
that,
even
though
I'm
not
an
architect
or
an
engineer,
I
can
provide
meaningful
input
on
projects
being
built
in
Des
Moines,
while
I
lean
heavily
into
bike
parking
and
amenities.
As
you
know,
on
new
projects
I'm
also
a
fierce
advocate
for
Innovative,
creative,
dare
I,
say
sexy
design.
Please,
let's
not
have
every
apartment
building
look
like
a
Hampton
Inn.
I
It's
also
important
that
we
encourage
sustainable
and
green
business
practices,
including
Landscaping
requirements
and
building
all
electric
projects
I'm
also
cheering
for
more
affordable
units
in
our
current
tip
agreements
and
I
lean
hard
into
increased
density
and
less
parking.
I'm
grateful
for
the
opportunity
to
work
with
the
amazing
planning
department,
City
staff,
Jason,
Burch,
Rosie,
Jeremy
and
others,
and
to
serve
with
commission
chair
Emily
Webb
and
my
fellow
Commissioners.

Iowa
turned
Republican
red
on
November,
8th
I
know
the
most
important
politics
are
local
politics.
This
season
I'm
grateful
for
the
sincere
efforts
of
some
of
you
to
sit
down
and
talk
and
better
yet
listen
to
the
community.
I'm
speaking
of
council
members,
Josh
mandelbaum
Carl
Voss,
Connie,
bozen
and
Indira
Shoemaker
I
even
had
a
pleasant
meeting
with
gato
earlier
this
year.

grateful
that
in
2022
as
a
council,
you
openly
received
the
report
from
Public
Works,
LLC
and
ways
to
make
dmpd
data
collection
better,
more
actionable
and
more
transparent
I'm
grateful
that
you
unanimously
approve
the
hiring
of
21st
century
policing
solutions
to
do
an
independent
third
party
review
of
the
dmpd
I'm
grateful
for
the
dmpd's
recent
policy
change,
which
requires
documentation
on
all
traffic
stops
at
minimum.

written
warning.

will
help
ensure
that
we
have
complete
data
and
reduces
the
likelihood
of
pretextual
stocks,
I'm
grateful
too
and
finally,
for
the
advocacy
community
that
has
done
a
great
job
in
educating
our
residents
around
policing
issues

our
city.
More
people
are
now
getting
involved
in
Civic
engagement,
which
is
everyone's
responsibility,
but
with
my
gratefulness
comes
watchfulness,
we
certainly
have
lots
of
work
to
do
in
2023
and
we,
as
a
community,
will
be
watching
for
action
and
accountability
policy
and
ordinance
changes.

Moines
gets
things
done
in
the
past
two
years,
I've
been
to
most
of
their
neighborhoods
and
I
went
out
there
with
a
voice
for
peace
and
agreement
where
I'm
going
is
a
988
campus.
I
spoke
with
a
50-year
plan
for
Polk
County
in
988
is
something
on
the
horizon
and
I
want
to
step
away
with
the
the
Indian
Heritage
I
did
grow
up
in
Indian
village
Iowa,
which
is
Tama
70
years
ago.

They
integrated
the
sack
and
Fox
Nation
and
with
the
school
kids
in
Montour
lots
of
poverty,
lots
of
mental
health,
lots
of
addictions.
Well,
the
988
system,
if
you
have
the
true
Vision,
especially
with
buildings
on
this
side
of
the
river
coming
available,
I
know
the
governor
and
different
legislative
things
talks
about
a
Clearinghouse,
so
that
I
could
feel
as
a
young
man
or
an
adult
coming
from
a
different
County
or
even
in
Polk
County
into
Des
Moines.

there's
going
to
be
that
Clearinghouse
that
place
where
I
can
go
to
not
only
just
call
the
phone
number
but
go
there
and
get
guidance
and
assistance,
and
in
this
past
year
there's
plenty
of
organizations
with
housing
and
and
health
care
and
and
Rehabilitation,
but
but
that
one
place
where
I
could
go
and
send
somebody's.
Not
there
and
I
read
this
book
on
the
good
Society
by
John,
Kenneth
Galbraith,
and
he
talks
about.

The
poor
of
the
planet
and
I
just
I
just
know
that
buildings
government
buildings
that
have
been
set
up
a
hundred
years
ago
can
be
used
for
this
988
Venture
so
that
the
professionals
can
put
it
together.
So
they
come
there
and
like
this
Great
Hall

different
individual
groups
to
to
have
that
answer
and
I
hope
to
engage
in
a
conversation
and
express
my
voice
to
you.
