works
week

we

acknowledge

this
city
wouldn't
work
without
the
great
work

public
works

just

few
moments
to
recognize
the
men
and
women
of
the
public
works
department
that
do
the
work
of
keeping
the
city
running
day
in

day
out,
24
hours
a
day,
seven
days
a
week,
365
days
a
year,
someone
in
the
public
works
department
is
working
to
make
our
city
safe,
clean
and
friendly,
and
keeping
the
quality
of
life
that
we
are
accustomed
to.

people
to
take
care
of
it,
and
we've
got
some
of
them
here
with
us
to
accept
the
to
hear
the
reading
of
the
the
the
mayor's
proclamation
declaring
next
week
to
be
national
public
works
week,
where
we
join
almost
30
000
agencies
across
the
united
states
and
canada
and
taken
a
week
to
celebrate
our
own
contributions
and
the
employees
that
help
make
our
community
what
it
is,
and
we
think
it's
a
good
chance
to
to
recognize
the
the
men
and
women
that
actually
do.

of

issues
involved

providing
public

services

recognize

positive
contributions
which
public
works
and
engineering
department
personnel
make
every
day
to
the
health,
safety,
comfort
and
quality
of
life.

have

it
would

have

one
time

it
must
have
been
zoned
so
that
logan
automotive

they
have
moved
to

bigger
place

hubble,

it

sitting

used
it's
running

opposing
this
rezoning.
First
of
all,
the
square
footage
of
that
building
is
is
so
small.
You
know,
everybody
knows
with
autumn
auto
repairs
that
you
can't
get
parts
anymore.
Cars
sit
might
sit
for
two
weeks
three
weeks.
Four
weeks
never
know,
there's
parking
space,
for,
I
believe,
maybe
six
cars,
that's
it
and
and
that's
for
employees
and
everything.

when
you
go
industrial,
that's
a
whole
different,
that's
a
whole
different
thing:
we
we
supported
angel
when
she
went
to
get
this
conditional
use.
She
told
me
that
all
she
wanted
was
a
tire
shop,
a
retail
shop,

said

neighborhood
will
support
that
because
we
are
pro-business,
but
this
here
is
a
detriment
to
the
neighborhood
fairmont
park
has
roughly
around
five
thousand
residents
and
yes,
there
might
be
a
few
around
there.

instead

lengthy
history

zoning

pages
of
information
about
it,
the
last
conditional
use
permit
was
approved
in
2018
on

property

there

been
multiple
requests
to
amend
that
conditional
use
permit.
Since
then,
but,
ultimately,
the
tire
repair
shop
was
allowed
on
the
property.
There
was
a
limit,
for
example,
on
vehicles
could
be
there
for
48
hours
on
the
property,
so
those
conditions
still
all
currently
exist
on
the
property.

the
council
is
considering
approving
this
rezoning
and
going
against
the
planning
commission,
we
would
recommend
that
you
continue
the
hearing
so
that
staff
can
come
back
with
appropriate
conditions
to
recommend
for
the
zoning

normally
go
with
what
the
planning
commission
has
recommended
in
our
recommendations
to
you.

time

applicant

said,
go
back

board

adjustment
and
she
said
a
tire
repair
shop

want
since
then.

don't
know
how
many
tenants
there
have
been,

many
pictures
where
the
it
was
not
being
used
with
what
they
would
said.

were
multiple
cars.
One
day
I
went
by
there
were
food
trucks
in

parking
lot.

no,

not
zoned.

that.
You
can't
have
that
there

things

over
the

2018

applicant
came
before
us
and

to
take
care

it,

that
hasn't
happened
and

we've
had.

don't
know
how
many
different
tenants,
she's
had
angel
doesn't
live
in
the
neighborhood.

it's
a

was
on
the

Fairmont
park
has
came
around
and
said
they

not
supportive

it,

but
that

not
being
abided
by.

there's
a
couple
different

the
zoning

denied

the
council,
then
she
could
seek
an
amendment

the

permit

and

place
similar
conditions

a
new

permit,

as
they
did
on
the
previous
one.
Otherwise,
if
the
council
choose
to
re-zone
the
property
as
requested,
we
would
just
ask
that
you
continue
the
item
for
two
weeks
so
that
we
can
bring
back
appropriate
conditions.

january

21,
we
did

thing
denied
the
rezoning
and
then
in
february,

visit
with
two

organizations,

victims

immigrant
community
and
to
think
about
how
our
plan
can
can
reflect
how
we
can
use
these
dollars
to
help
address
the
specific
needs
of
of
domestic
violence,
victims
and
the
housing
needs
that
that
they
need.

the
breakdown
of
the
cost
here
is
obviously
a
little
bit
different

last

front

we're
still
at
15
for
administration
and
planning
and
five
percent
for
operating,
so
we
are
spending
less
on
operating
at
administration
costs
than
we
are
on
shelter
at
congregate,
shelters
for
our
houses,
individuals
also
we're
spending
75
percent
on
developing,
affordable
rental
housing.
We
haven't
seen
any
rental
housing
come
across
that
is
in
not
only
technically
affordable
but
actually
affordable
come
across
and
have
you
guys
approve
it?

I
would
really
encourage
us
to
not
spend
all
the
money
on
purely
developing
the
housing,
but
actually
developing
rental
assistance
programs
as
well
that
help
people
live
in
the
current
conditions.
They're
in
that
are
currently
unaffordable
as
well.
So
I
really
think
we
can
do
better
less
for
administrative,
bureaucratic
costs
and
more
for
actually
helping
people
that
need
to
pay
rent
at
the
end
of
the
month.

guess

assume
all
these
projects
will,
whatever
we're
going
to
invest
in
will
be
brought
to
the
ward
council
person
in
the
neighborhoods
before
any

it

funded.

say
we
were
told
in
the
last
meeting
that
if
that
15
isn't
spent,
it
gets
re-allocated
back
into

rest

the

that

spent

entire
fifteen
percent,

think
we
had
said
last

we
usually
spent

there
are
people
who
want

developing

permanent,
supportive
housing,
I'm
happy
to
have

my
ward
and
very
supportive
of
it,
and
I
hope
that
we
can
get
that
as
quickly
as
possible.

our
standard
process
when
we
award
home
funds,
we
do
ask
on
the
question
or
the
proposal
if
they've
consulted
with
the
neighborhood
association

the
neighbors,
and
so
that
is
one

necessarily
say
that
the
neighborhood
has
to
approve
it,
but
we
do
ask
that
they
consult
and
talk
with
themselves.

being
an
eight-year
grant

a
long
time
period

monitoring
whatever
we
don't
charge
the
grant,
we
have
to
have

source

funding

reprogrammed

lots

affordability
standpoint,

have

advantage
that
the
land
they
sit

already

with

the
background,
because
this
should
be
helpful

the
comments
from
the
public,
hopefully

understanding
what
the
franchise
agreement
is
about
and
what
it
it
entails
and
what
it
doesn't
and
what
it
does
not
allow
us
to
talk
about
with
our
providers
as
well.

that
this,
this
agreement
with
american
energy,
both
for
the
gas
and
the
electric
franchises,
are
an
extension
of
our
current
agreements
for
both
electric
and
natural
gas
for
a
period
of
13
years
and
have
negotiated

non-binding
joint,
clean
energy
statement
as
a
site
agreement
with
mid-american
energy,
and
the
statement
lays
out
our
goals
and
objectives
that
the
parties
first
will
pursue
to
help
meet
our
city
goals,
both
energy
and
naturally
and
yeah.

reaching

carbon-free
electricity

this

agreement

a
lot

of
intent
to
cooperate
functions
as
a
non-binding
statement
between

both
parties.

the
franchise
agreements,

that
it
can
be

At
the
same
time,
the
statement

management,
clean
energy
generation
solutions

the
future.
The
statement
lays
out
a
process
whereby
both
parties
will
be
collaborating
to
develop
an
annual
work
plan
and
an
annual
reporting
out
to
the
public
that
is
tracking
the
progress
that
we
are
making
towards
the
city's
goals.

utility
franchise
agreements
are
negotiated
contracts
between
the
city
and
mid-american
energy
again
for
both
electric
and
gas.
The
franchise
agreements
specify
the
period
of
the
service
and
the
collection
of
franchise
fees,
which

crucial

city
currently
collects
a
five
percent
franchise
fee
for
both
gas
and
electric
utility
use.
That
amounts
to
a
12
million
dollar
annual
budget
amount
for
our
general
fund,
which
is
available
for
city
operations.

tell
you
that
is
incredibly
crucial
that
we
do
not
put
at
risk
the
12
million
dollars
annually
that
we
receive
through
those
franchise
fees.

The
period
of
time
is
for
a
13-year
agreement
again.

there's
a
lot
of
great
information
and
performance
that
has
occurred
with
mid-american
energy
in
the
past
and
has
gotten
to
a
point
where
mid-american
energy
is
at
the
11th
lowest
rate
compared
to
the
135
regulated
utilities.

wind
doesn't
blow
or
the
sun
doesn't
shine,
it
is
essential
during
our
transition
to
a
net
zero
greenhouse
gas
emissions,
that
a
balanced
and
reliable
and
affordable
generating
portfolio
is
continued

maintained

not
put
at
risk.

reliability
of
receiving
electricity
and
gas.

company's
citizenship
program
cares
is

critical

those
efforts

company
gives
back

resources
and
time
to

build

sustainable

supporting

renewable
generation

differential

it
comes
to
competitive
economic
development
opportunities.

estimated

percent
of
the
energy
mid-american
energy
customers
received
came
from
renewable
resources.

we've
received
from
the
work

mid-american

the
franchise
agreement
itself
does
not
get
into
the
resources
of

power,

the
right-of-way
and
the
administration
of
franchise
fees,
which
are
incredibly
important
to
this
city.

the
council

use
of
the
coal

of

burning

or

citizens

the

of
johnston
were
recently
able
to
get

franchise
agreement

for
cancellation
or
alterations
after
five
years,
but
the
citizens
of
des
moines
have
no
such
rights.

mountain
power
and

they

investment
in
wind
when
a
lot
of
people
thought
that
that
was
foolish,
they
put
literally
billions
of
dollars
into
it.

certainly
wish
that
that
you

in
terms
of
the
agreement
that
we
can
continue
to
work
towards
being
carbon
free
within
the
time
frames
that
we
have
laid
out
as
as
a
city,
and

are
one
of
those
cities

best
work
with
that

provider
who
is
the
expert
in
the
area

continually

them

look

conversion

plants
