11th
of
2023
marks
the
55th
anniversary
of
the
passage
of
the
Fair
Housing
Act
in
1968,
which
prohibits
discrimination
in
the
sale,
rental
and
financing
of
housing
on
the
basis
of
as
amended
race,
color,
religion,
national
origin,
sex,
disability
and
family
status,
and
whereas
the
Iowa
Civil,
Rights
Act
additionally
prohibits
housing
discrimination
on
the
basis
of
as
amended,
race,
color,
creed,
sex,
sexual
orientation,
gender
identity,
religion,
national
origin,
disability
or
familial
status.

footprint

existing

been
empty

a

owner

quite
difficult.

get
this
small

needed
one

order
to
put

this

took
nearly

months
to
get
that

would
be
what

suggesting

that

read
write

lease

homeless

has
been

getting

phase

station
project
moving
forward.
This
first
item
on
the
agenda
number
58
is
for
a
modification
to
the
Pud
concept
plan,
the
overall
master
plan
of
the
community
and,
as
the
item
noted,
there's
two
changes.
One
is
the
alignment
of
13th
Street.

made

slight
adjustment
to
that
to
kind
of
accommodate
our
current
plan
and
two
is
to
adjust
the
approval
process
of
applications
in
this
development
as
they
move
forward
to
get
it
more
consistent
to
how
the
curtain
zoning
code
is
we're
not
asking
for
any
other
special
exceptions,
other
than
just
be
consistent
with
how
other
projects
are
carried
through
the
project.

this
thing
up

sure

individuals

disabilities

low-income
people

sure
that
they
want

live

affordable

project
is
a

sale,
condo
Community.
Obviously
we
have
to
meet
all
fair
housing,
Administration
requirements
and
accessibility
requirements
for
a
community
like
this.
The
market
drives
the
demand
for
these
units
in
this
area.
We've
done

lot
of
analysis
and
Market
studies
to
suggest
that
our
project
makes
sense
as
we've
got
it
structured,
so
I
think
at
this
point
in
time,
we've
we've
done
what
we
can
and
that
those
issues
that
are
brought
forward.

still
believe
we
have
a
very
successful
and
viable
project
to
bring
forward.

items

change

our
previous
budget
book.
One
is
related
to
some
changes
on
Ingersoll,
I
and
I
really
appreciate
staff
working
to
get
this
project
in
we
had
requests
from
local
businesses
and
the
neighborhood,
and
it's
really
been
a
long
time
in
coming
to
have
a
road
diet
at
saman
street
parking
and
some
bike
infrastructure.

In
this
stretch,
and
particularly
given
the
activity
in
the
area
with
the
arrival
of
big
Grove
and
some
new
apartment
developments,
this
change
was
really
needed
and
getting
this
bumped
up
this
year
was
really
appreciated.
I'll
note
that
there's
another
project
that
was
also
an
important
project,
but
that
we
are
delaying
on
on
2nd
Avenue
I
do
hope
that
we
can
work
with
staff
during
the
delay
on
that
Second,
Avenue
project.

know,
stakeholders

like
to
see
better
integration
of
bike
infrastructure
in
that
project,
and
so
hopefully
we
can
use
that
delay
to
make
that
an
even
better

piece
I
wanted

flag
is

piece

concern
with
and

know
or
I
hope.
We'll
have

opportunity

discuss
this

that
is
the

Walnut
Street
Bridge
Project.

project
has
gotten
significantly
more
expensive
and

think
it
with
projects
like
this,
and
particularly
when
the
cost
increase
in
this

this
manner.
It's
a
good
opportunity
to
take
a
step
back
and
reevaluate
if
it's
necessary
and
if
it's
a
good
use
of
dollars
and
I'm,
not
sure
that
this
The
increased
dollars
towards
this
project
are
the
best
use
of
our
residence
dollars.
You
know
we've
got
multiple
Bridges
across
the
river
downtown.
Actually,
there
are
four
other
Bridges
within
a
quarter
of
a
mile.

This
bridge
and
doing
a
complete
reconstruction
is
something
that
seems
like,
may
not
be
necessary
and
reevaluating
and
revisioning,
potentially
converting
this
to
a
pedestrian
bridge
or
some
Rehabilitation
that
doesn't
require
the
20
million
dollar
price
tag
and
using
those
additional
dollars
for
other
projects
and
priorities.

it's
something
I'm,
hoping
that
the
council
will
look
at
and
that
we
can.

can
get
to
because
I
think
that
would
be
a
better
overall
use
and
wanted
to
flag
that
and
make
sure
that
the

public

aware

that
that
will

a
study
was
supposed

done

year
and

half

nothing's
been
done.
We've
had
multiple
accidents.
There,
we've
had
deaths
that
have
happened
there
and
we
share.

share
that
Corridor
now
through
that

that
portion,
that's,
but
that
was
all
that
was
all
of
of
council
member
mandelbaum's
Ward
at
that
at
that
time,
where
a
lot
of
these
things
were
happening,
the
study
was
put

it.
Never

got
done.
There's
only
two
hundred
thousand
dollars
in
here
for
the
future
budget.
Now
I've
had
conversations
with
with
the
city
manager
that
we
are
going
to
need
to
find
money
to
improve
that
Corridor
and

answer
is,
but
after
the
study
we're
going
to
find
out
but
I'm
disappointed
that
we
share,
we
share
that
portion
of
it
and
sometimes

folks
on
the
South
Side
forget
that
I
only
represent
half

full
south
side,
but
I

struggle
with

the

the
comments
that
that
I
have
to
take
on
because

don't
represent
all

south
side

look
at
Ruth
as

very
big

downtown

our

study

done

we

through

budget

type

improvements

have
to
arrange

understand
that
we're

strapped

things

here

two-way
conversions
in
Connect
downtown
and
all

those
things

talked

that

downtown
businesses

bought
in

lot

those

heard
enough
from
them
to
say
that
they're

a
completely

we're
probably
able
to
use
Tiff
and
some
things
like

don't
know,

look
at

cars
go
across
there
anymore,
when

put
a
ton

streetscape

vehicular
traffic

down

improvements

messages

not
know
what
to
do
with
that.

think
it's
important

we
study

that's
definitely

high
priority

our
vision,
zero
planning

identify

revitalization

inputs

would
have
thought
that
the
world
was
going
to
come
to

end
when
they
discussed
that.

fight

sure

supportive
of
what
most
of
my
constituents

want,

process

zone

route

transportation
and
safe
ADA
requirements
on
the
sidewalks
and
access
and
and
all
those
things.

are

years
later,
and

I'm
not
sure,
we've
reached
the
solution
that
we
dreamed
of
that

years
ago
and
looking
at
what
the
vision
is
of
the
businesses
and
the
homeowners

other
properties
up

down

Corridor
and
how
to
make
it
more
exciting,
more
inviting
and
safer.

reiterate
the
need
of
the
city
to
have
virtual
participation
or
hybrid
meetings,
and
there
are
a
lot

people
that
cannot
attend
these
meetings
in
person,
especially
since
covet
a
lot
of
people
still
are
not
able
to
attend
meetings
in
person
and
for
various
other
reasons.

lot
of
other
cities
and
counties
across
Iowa
offer
virtual
participation.

city
has
been
given
millions
of
dollars
in
Opera
funds,
not
that
has
to
come
out
of
that,
but
the
city
has
been
given
resources
to
deal
with
kind
of

New
Normal
of
kova
that
we're
dealing
with

resources

put
to
offering
virtual
participation
so
that
everybody
can
participate
regardless

any
ability
issues
