cleaning
camera,

in

actually
had
another
incident

report

for

came
up
in

fence

not
add
visual
clutter,

than

is
all
over
that
neighborhood

fence

the
time
of
the
plans

the
commission
not
listed
by
nationally
recognized
testing
laboratory
because
we
were
going

were
actually
going

the
process
of
getting
it
listed.

4th
this
year

listed

nationally
recognized
testing,

be
broken
in
disrespected
due

fact

born
in
this
black
skin,

cannot
change,

change
a
system

worked

us

continues

work
for
a
system

treat

residents

we're
making
progress
again
slowly,
but
let's

everyone
on
the
council
is,

this
council

unwilling

work

better

working

own

This
Council
and
the
Des
Moines
Police
Department
have
adopted
some
measures
that
the
community
has
been
demanding
for
years.
Thank

What
has
not
changed
is
that
the
Des
Moines
Police
Department
continues
to
engage
in
racially
biased,
policing
I've.
Given
you
two
charts
that
just
voices
has
prepared
on
six
years
of
citations
and
arrests,
they
not
only
show
continuing
disproportionality
in
law
enforcement,
but
highlight
that
the
odds
of
being
cited
and
or
arrested,
if
you
are
black,
are
actually
getting
worse
in
some
areas.

That's
in
place,
it
is
far
past
time
that
the
Des
Moines
Police
Department
be
held
accountable
in
reality
and
not
just
on
paper,
an
excellent
way
to
start
that
process
will
be
to
freeze
the
Des,
Moines
Police
Department
budget
for

upcoming
budget
cycle
and
then
take
all
necessary
actions
to
truly
implement
the
progressive
steps
being
adopted
on
paper
and
those
additional
recommendations
being
made
by
the
community,
almost
all
of
which
have
now
been
supported
by
your
own
experts.

hire

to
perform

review

how
data

currently
used

the
dmpd

inform

effectiveness

their
policies

practices

know

building
a
data
informed
culture
is
a
heavy
lift
and
requires,
first
and
foremost
the
commitment
of
leadership
to
dedicate
resources
to

task
and

make
it

People
don't
like
learning
new
systems,

technology.

leadership
is
not
truly
committed
to
this,
then

people

not
commit

to

see

it
is
our
understanding
that
it
doesn't
really
exist
at
this
time
and
that
there
is
no
budget
item

next
year's
budget

on
paper,

not
in

involvement

members

employees
park

spaces
and

so
we
end

see
people
coming
in
with
their
kids
wanting
to
do
something
in

cars
are
sitting

day

talked

Wells
Fargo
Arena
about
this,

they
said
well,

need
you

to

to
get
the
police
out
there.

need
to
get

parking
person

had
them
do
that,

problem
we're
having
now
is
that
the
fine
for
parking
in
there
is
only
fifteen
dollars
and
it's
ten
dollars
to
go
park
over
it.

people

hoping.

consider
raising
the
fine
in

area

have

deep
establishment

optimistic

can
get
some
new
Fresh
Faces
onto

council
and
start

continue

change

we
started
last
election
cycle.

Progressive
steps

recent

consciously
optimistic

progress

prone

racial
profiling.
Stops
black
people
in
Des
Moines
are
still
three
times

likely
to
be
stopped

equipment
violation.

organize

people
