Zoning
Commission
meeting
for

sixteen
2013
I'd
like
to
get
a
few
of
the
rules
and
procedures
out
of
the
way
before
we
get
started.
Planning
and
Zoning
Commission
is
generally
an
advisory
body
to
the
city
council
city
council
will
hold
a
public
hearing
and
make
the
final
decision
on
all
matters
before
the
Commission
other
than
site
plans
and
preliminary
subdivision
platts
the
Commission's
decision
to
approve
or
deny
a
site
plan.
Our
preliminary
division
subdivision
plat
is
the
final
decision
by
the
city.

Unless
the
applicant
appeals,
the
City
Council
you'll
need
to
contact
the
city,
clerk
or
community
development
department
staff
for
details
on
those
council
hearings
this
evening
the
applicant
will
be
given
ten
minutes
to
present
their
requests.
Proponents
and
opponents
are
allowed
to
speak
with
each
speaker
allowed
a
maximum
of
five
minutes.
The
applicant
will
then
be
given
five
minutes
for
rebuttal.
Daring
will
then
be
closed
in
the
Commission
will
discuss
and
vote
on
the
issue.
All
comments
are
to
be
germane
to
the
issue
under
consideration
and
speakers
are
to
maintain
a
courteous
manner.

portion,
the
agenda
will
not
be
individually
discussed,
there's
one
and
I'll
get
to
that
in
a
minute,
and
we
may
be
adding
one
and
will
be
considered
for
approval
in
accordance
with
recommendation
and
staff
report

member

the
Commission
requests.

carousel

in

leadership

principal
Riverwalk
and
I'd
like
and
I
hope
that
in
some
way
something
on
the
riverwalk
could
be
dedicated
to
his
memory.

worried
about
encroachment.
I
talked
to
a
number
of
people
before
we
came
in
and
indicated
to
them
that
the
Eichner
problem
property
I
problem
with,
is
it
as
an
encroachment?

don't
have
a
problem
with
bringing
it
up
as
a
consent
item,
because
obviously
we
can
vote
on
it
at
that
time,
but
Kathy.

against
that

First

all,
there
is
no
lunch
with
the
city
manager
tomorrow,
the
legislature
ESP
up
at
the
State
Capitol
tomorrow
or
additional
meetings.
Secondly,
there
was
a
follow
up
on
a
question.
Commissioner
Fitzgerald
had
asked
at
previous
meeting
about
the
status
of
5311
Southwest
ninth.
They
have
submitted
their
site
plans
and
billing
plans
for
the
renovation
of
the
building,
but
they
have
not
followed
up
to
respond
to
any
of
staff's
comments
at
this
point
so
and
they've
not
submitted
a
rezoning
application
to
date.

So
we're
continuing
to
track
that
item
you
previously
you'd
ask
for
some
updates
on
things
after
they
go
to
council.
Just
so
you
know
how
their
things
went.
On
the
five
may
sixth
city
council
meeting
the
rezoning
and
Drake
for
that
multi-family
structure
they
want
to
have
a
five
Plex.
I
believe
the
council
did
deny
that
rezoning
planning
zoning
Commission's
recommendation,
the
cating
property
request
to
amend
the
pd
concept
plan
down
on
in
the
Meadowlands
beauty.

The
council
did
approve
that
PV
amendment
/,
the
Planning
Commission's
recommendation
and
the
final
development
plan
will
return
to
the
plan
and
zoning
commission
and
then
finally,
the
hyvee
convenience
store
site
plan
was
approved
by
the
council.
Also
pearl
of
Planning
Commission's
recommendation
on
Monday
night's
agenda.

One
final
thing:
we
did
get
a
survey
from
the
Iowa
APA,
their
fall
conference,
October
16
through
the
18th,
is
going
to
be
in
Cedar
Rapids
this
year,
they're
discussing
whether
or
not
to
have
a
a
half-day
session
geared
towards
issues
facing
planning
commissions
and
boards
of
adjustment
based
on
the
types
of
topics
that
they
inquired.
If
you
have
interest
in,
it
appears
to
be
somewhat
duplicate,
avear
training
that
you
went
to
in
johnston,
and
I
assume
it
would
likely
be
the
same
presenter
at
that.

had
a

meetings

mr.
Cahill.
He
was
in
front

commission

lot
of
times
in
front
of
the
council.
A
lot
of
times
had
a
meeting
with
him
last
Thursday
actually,
and
always
a
gentleman
to
work
with
boys
and
gentlemen
to
work
with
and
very
very
Saturday
used
to
think
