We

talk

we

and
we
have
a
proclamation
to
make
up
for
their
finish.
So

going

the

National
Brain,
Injury,
Awareness
Month
and
on
the
five
part
of
our
farm.
Overall,
responsibility
is
for
advocacy
education
as
well
as
an
awareness.
There
is
no
cure
for
chronic
brain
injury
and
working
National.
Brain
Injury
with
this
Proclamation
certainly
helps
us
get
out
level
of
awareness
and
information.
So
we
want
to
take
the
same
city
appointed
mayor.

upon
all
of
our
citizens
to
become
educated
about
the
effects
and
the
outcomes
of
brain
injury
and
to
take
all
measures

injuries

I
want
to
thank
both
of
you
for
the
work
that
you're
doing
in
this
area
and
everybody
thats
related
in
and,
let's
all
be
aware
of
it.

give

folks

spring

I

season

weather
seems

Currently,
several
of
us
do
of
the
seven
point:
six
million
over
four
and
a
half
million
of
those
funds
come
through
the
STP
and
other
sources
at
the
NPO
and
I
wanted
to
point
that
out,
because
I
take
pride
in
the
fact
that
we've
been
able
to
help
articulate
this
project
is
a
regionally
significant
project
and,
as
a
result,
it's
had
overwhelming
support
there
and
around
the
metro
area.
So
this
is
a
project
that
people
see
is
as
much
more
than
just
a
ward
or
just
a
city
project
and
I
feel
really
good
about
that.

want
to
point
out
recognized,
especially
Jeb
Brewer,
who
continues
to
work
as
our
city
engineer
on
this
project
and
making
sure
that
it
happens,
and
most
people
probably
don't
realize
this,
but
there's
a
subcommittee,
the
MPO
another
acronym.
It's
called
the
stp
committee,
the
Surface
Transportation
Committee,
and
we're
actually
represented
on
that.

who
makes
the
funding
recommendations
and
they
meet
and
have
very
tough
deliberations,
because
there's
so
many
projects
going
on
in
the
metro
area,
we're
represented
by
manager,
Rick,
Clark
and
much
of
that
form
and
a
half
million
dollars
to
fund
this
project
came
through
that
committee
and
as
his
fingerprints
on
it.
So
thank
you
mr.
Clark,
as
well
and
mr.
Brewer
I'll

appropriate
step
would
be
to
continue
that

we've

meetings

take

because
I
understand
that
there
is
a
developer
that
has
actually
had
a
plan
that
now
that
there's
been

letter
of
denial
from
the
landmark
Committee
for
the
demolition
permit.

there

be
more
willingness
by
ship,

and
the
other
people
at
the
state
to
look
at
actually
splitting
off
the
rowhouse
and
allowing
that
to
be
moved
because
there's
a
lot
of
interest
in
moving
that
it's
my
understanding.
The
city
also
has
a
lot
that
had
been
identified
in
discussions
with
economic
development,
that
is
in
east
village.
That
would
be
a
possible
site.
The
issue,
with
moving
the
entire
building
from
what
I've
learned
today
is
that,
because
of
the
topography,
one
building
is
about
four
feet
higher
than
the
other
building.

assembly
council
members-
perhaps
what
you

continue
this

to
the
next

not

requested

to
move
forward

toppers
that
would
designate
Sherman
Hill

historic,
neighborhood
and
I
would
just
like
to
refer
this
to
the
appropriate
departments
here
at
the
city,
city
manager,
traffic
and
transportation
legal
so
that
they
can
move
forward.

know
that
there's
been
discussion
regarding
the
Smith
and
they're
working
to
renew
the
Smith.

also
know
that
this
currently
does
not
meet
the
criteria
as
outlined
in
their
existing
smid,
so
they're
looking
at
redoing,
this
mid
tying
it
in
with
the
downtown
smit
and
I'm
not
sure,
if
they're
actually
going
to
be
looking
they're
looking
at
expanding
their
historic
lights
in
Sherman
Hill,
so
they'll
be
looking
at
additional
ways
to
fund
this.
The
intent
is,
is
that
they
would
pay
for
an
ongoing
maintenance
would
be
a
part
of
the
smid
for
these
toppers.

City
Council's

maybe
pass
some
kind

light
on

of
their
truck
when
they
don't

just
sometimes
they
just
come
out
of
nowhere,
and
you
don't
know
whether
you
know,
but
sometimes
they
just
come
out
behind
something
they
have
a
yellow
light
on.
At
least
we
know,
they're
something's
in
the
area.

this
is
an
extremely
important
piece
of
work
force.
I
would
simply
say
if
you
look
at
the
changes
in
health
care
costs
and
its
impact
on
organizations.
That
issue
alone
really
ought
to
motivate
us
to
want
to
get
the
best
talent
we
can
and
it's
a
very
complicated
area.
We
have
great
internal
staff
with
James
wells
that
understands
the
issue
as
well,
but
this
resource
is
going
to
be
imperative
to
have
for
us
to
make
sure
that
we
manage
the
cost
effectively
going
over
the
next
three
years.

Mayor
members
in
the
city,
council,
James
wells
what
we
would
be
looking
for,
there
is
a
really
a
almost
a
monthly
cost,
based
on
an
annual
cost
of
74
thousand
four
hundred
per
year,
so
that
we
can
start
that
work
immediately
even
next
week,
because
we
do
have
several
fit
programs
that
are
coming
up
for
renewal
this
year.
So
we
want
homes
Murphy
to
conduct.
Those
are
piece
for
us.

Mayor
council
members
were
pleased
to
bring
this
forward
to
you
when
you
had
a
discussion
with
us
early
on,
you
establish
some
basic
goals
for
this
particular
negotiation:
I'm
pleased
that
we've
essentially
met
those.
You
talked
about
increasing
contribution
for
health
insurance.
This
gets
a
contribution,
that's
up
to
9.5
percent.

There
is
a
wellness
program,
that's
been
built
as
part
of
the
program,
and
we've
ended
up
with
a
total
compensation
package
that
is
very
close
to
what
the
agreements
were
that
were
approved
last
year
you
can
see.
In
the
blue
letter
we
talked
about
the
total
cost
averaging
over
the
three-year
period,
the
contract
at
a
little
over
two
percent
a
year.
It
does
hit
those
targets
and
I
think
it's
been
a
very
good
process,
they're
always
difficult
to
do
these
things.

not
good
I'll
move
it
and
I
congratulate
our
our
management
team,
but
also
the
employees
that
make
up
the
firefighters
union
and
their
leadership
I.
Think
it's
a
feather
in
our
cap
that
we
can
work
together
to
resolve
these
issues
and
look
forward
for
the
next
three
plus
years
on
the
same
page,
so
I
feel
really
good
when
we
can
negotiate
our
way
to
a
conclusion
on
these.

city
manager's
office,
the
reinvest
initiative
is
a
new
initiative
which
is
in
partnership
with
the
Rockefeller
Foundation
to
help
communities,
take
a
look
at
finding
new
ways
to
further
advance
green
infrastructure
within
within
the
respective
cities.
This
has
come
in
light
of
a
lot
of
cities
recognizing
the
need
for
green
infrastructure,
but
not
necessarily
being
able
to
fund
them.

initiation
was

believe
from
the
through
it
us
GBC
with
the
Rockefeller
Brothers
foundation
that
is
looking
for
cities
to
partner
with
that
are
moving
and
working
on
some
of
the
stuff
like
we
are

EPA

Avenue
and
some
of
the
other
processes.
They
are
actually
going
to
move
forward
so
that
we
can
help
finalize
as
I
understand
some
of
the
initiatives
that
that
we
have
and
are
providing
some
money
to
what
six
or
eight
cities
around
the
country.

a
state
public
policy
group

I've
been
kind
of
asked
to
present
today.
On
behalf
of
this,
it's
really
an
application,
a
proposal
application
which
the
national
legal
League

Cities
will
be
its
making
available
to
six
cities
across
the
United
States
around
city
leadership.
To
provoke
black
male
achievement.

It
is
a
focus
if
you
will,
on
young
african-american
men
from
probably
16
through
age,
24
25,
how
you
might
ask-
or
you
may
not
ask
why
I'm
here,
I
got
a
call,
coincidentally
from
an
organization
here
that
asked
if
I'd,
if
I
pro
bono
helped
put
this
together
and
had
a
chance
to
have
some
visits
about
it.
This
proposal
is
due
believe
it
or
not,
March
twenty
second,
and
it
would
entail
engaging.

departments
and
key
leaders
and
I
would
like
to
think
that

beyond
the
city
and
include
other
local
governments,
education
and
a
variety
of
other
nonprofits
to
provide
an
infrastructure
of
that
would
allow
african-american
men
to
become
a
part
of
a
leadership
program.

going
to
be
awarded

to
say
that
this
is

very
reasonable
goal
to
develop
some
kind
of
an
initiative
around
young
african-american
leaders.

will
spend
considerable

putting

together

necessary

a
short
period

identify
some
key
leadership
in
the
city
as
a
contact
as
well
as
bring
together,

pending
some
of
the
key
people
that
may
make
this
successful
in
the
application.

try

gather
up
the
statistics

writing

will
allow
us
to
access
