So the first item is the approval of the minutes from the last meeting.

uh The next uh that I put on there was the amendments to 16 611.

I just wanted to discuss whether uh it was time to submit them to city council and we don't have to wait two years until the whole.

Uniform development code thing is complete.

Is there an opinion anywhere.

um What is uh community development is going to have a discussion with the city manager's office about moving forward with the landmark protection language and um my guest is.

There will probably be a study session with the new council uh after the election, and then um the discussion still needs to be had between community development and the city manager's office of whether there this rewrite is going to be wrapped into the title. 16 code rewrite rewrite um or not, I'm assuming it will be.

And that is, that is all I have for that update.

May I uh interject a thought or comment on this. um I would imagine I think we've discussed this before the title. 16 will take quite some time to to um to get through and complete it in council, and that could be.

I mean what I'm gonna, I'm gonna throw a number out there as an estimate, but maybe a year year and a half away. Does that seem seem pretty fair here.

um I would say it's probably probably a good 12 to 14 16 months right in there um we're just getting started, um but the idea of including that in the title, 16 rewrite well. That will also kind of include the public outreach and the community engagement aspect of this portion of the project.

D

And so that was one of our big points of just kind of keeping it all together and moving it forward as one big piece. Instead of going forward with this piece and then having to redo it sure, potentially with the title 16.

So I suppose there's there's, I don't know if it's even an option to address or suggest, but if, if, for instance, our language was to be put in potentially earlier.

A

I don't know if that's even an option at this point, um I know that's being tied kind of wrapped into the whole rewrite as a whole of title 16, but um I know in speaking with the community and just specifically the people on my block and other areas around englewood and surrounding areas. I'm sure melinda you've had similar conversations that people are really anxious to be able to either get their properties designated historic um or allow people the opportunity for that.

I know: there's a house that went up for sale just right down the street from me. It is a home that was one of the earlier homes on the block and prior to the sale. They wish there was a way that they could prevent developers from tearing it down, and the only way to really do that. I mean you could be very selective with who you sell to, but that sometimes doesn't always work out either being having the opportunity to be able to designate the property.

Historic would prevent another duplex potentially from going in there, and this was the current owners saying this. So we don't have a process now and we're sitting on pins and needles, waiting and hoping for that process to become. You know, available in an option.

Well also, I understand that there's already a committee uh empaneled to review.

The changes to the development code do they really want to review all of it at once or can't they review parts of that at a time.

Well, I believe the goal is to review it all. You know during the title 16 rewrite so I mean it takes place in sections, but in a sense it's taking place as a whole. That makes sense.

Well, I can, uh I can send you um and I might I'll work with melinda on this too, and we can send kind of bullet points together on on this and ultimately, the goal here is an encouragement to get it passed sooner, maybe separate, maybe as a maybe as a early portion of the night. I I feel like with the work that we've done with the city attorney, thus far. It's I mean it's pretty well wrapped up. If council agrees.

Matt, I'm willing to help out with that to put something together. If you need it.

Sweet, um so I think all three of us um lauren myself and melinda. We can possibly do a kind of offline discussion and still comply now, nancy I'll lean on you for this one. We would still be able to comply with the open meetings. Laws at that point in time, it's three or more or is it.

All right, then, uh let's move on to the subject of the historic neighborhood maps and whether um there are changes to it uh in a uh related subject. I understand we've dragooned matt into presenting it at the city council meeting on monday.

And if the, what kind of what I'm wondering is what kind of comments uh any input from uh people who have reviewed it.

uh Madeline um you and I uh had a conversation. uh uh Last week uh we reviewed things kind of went over the powerpoint a little bit. um Madeline. Are you, okay, with the powerpoint being shared with the rest of the commission,.

Is you know not necessarily the powerpoint, but the format of how we'll be talking, so you created the the powerpoint so I'll? Let you go ahead and go through that.

Okay sounds good, so this is the powerpoint that was created for the presentation um that hpc and the communications department is going to give to council on monday. um So the idea is that hbc gives the first three slides, um so hvc will give the project overview just a little bit of history of the project, how the map combines modern day and places of significance, as well as historic subdivisions, and then matt is going to go through the different historic maps and other resources that was that were used to create this map.

Actually, I just noticed something, um and I uh looking at this- even you know talking about it beforehand. We actually started the mapping project earlier in 2020. I just literally caught this as I was looking at that on your screen here. um Do we wanna now melinda? If you recall, we talked about the mapping stuff very, very, very much earlier, like almost the very first time.

Like like 2017 yeah, oh my goodness,.

Maybe it'll give more impact if we, if we say when we first first started talking about it, do you want to go ahead and put that in there.

Since uh sean has not approved the communication, yet um I'd have to have it first thing in the morning, though, I think we're meeting uh to change something else as well. Okay, so then the next um slide is the neighborhood map, tour um and gis replicated the map that matt had created, and so, if you click on this link, it will bring you to this type or to this map that gis created and then you can give a tour of the map and how it works.

So we have the ability to well to search where things pop up that didn't exactly work perfectly like. It was the other time I tested it, but you can give a full tour of this map um for council.

Oh, you can look right here, parkway, and so you can search the address and then all of the history comes up um in the address that you're searching it's a little touchy as we can see.

um But yes, any questions about this.

Yes, one question: um so we have discussed on the phone, the adjustment of jackson, heights to jackson, broadway heights and moving the border over to the.

That request is in um to gis; they just have not um had the opportunity to change it, um but that should be changed by monday. Oh.

This looks really great everyone. It's awesome to see it after being gone a little while to see the finished product. This is really exciting.

Yeah and- and you know, it obviously took a lot to get here, um but I think it was all worth it um and madeline and I have discussed you know because I asked madeline on the phone when we were talking about last week. What do you think of it? I mean and I'll ask that same kind of question to everybody else. Here is what do you think of the size of the neighborhoods? What do you think about the means?

What do you think about the delineations and things along those lines, um but uh I mean it's: it's there's it's a lot of information, there's a lot of neighborhoods, but I mean just to kind of review what we talked about madeleine, but I mean it looks pretty good right.

What what is what does everybody else think here I mean it's.

Well, I actually shared a link to the uh uh to somebody who could bait a test uh to the the one that uh you and elena put together her mat and uh she uh was uh really complimentary about it and said what a great way to learn about inglewood history, um and that I mean it stresses your talking points that part of our mandate is to educate the citizens about the history of their city. So this is one way we can do it.

If we zoom in a little bit further there, uh yes, um let's make sure, because it looks like broadway strayer's heights and then the other one that may just be.

Okay, uh not an interest. I just wanted to make sure that everything was um still labeled there and you had mentioned also madeline. That uh romans park is one of one of the neighborhoods, the community neighborhoods and interesting. To note that we have, we have not coordinated with them, but they ended up coming up with before this was finalized.

That is correct, which is really cool.

So that's that's helpful. It was almost kind of a affirmation of the work. That's been done. I guess so far now I hope there's there's equal support elsewhere in the uh elsewhere in the city.

Okay, I think that that would be that'd be perfect. I just want to make sure that uh everybody gets the opportunity to see and comment on whatever the latest is, and as mentioned, I I like the gis, like the presentation that the gis system here.

I would just caution everyone that um if you see changes, we would not have time to make those changes prior to it going to council, because that packet will go out tomorrow. So but I'm happy to send you the link, so you can look at it, make notes and make any changes after.

Okay, so then the next slide is where communications would take over, um and we would just outline that the community engagement effort, what the purpose is and the purposes um to ask the community to submit their feedback about the proposed map and any historical records regarding the neighborhoods and then the timeline we were thinking of launching in october 2021 to next month and then ending on the community engagement phase and the end of november.

Well, I mentioned before that this that's a short time frame, but I know the the motivation here is to get this done before the end of the year. So um I just hope it's enough time for everybody to be able to comment on it.

We will definitely be like we'll have a big write-up in the magazine we'll be pushing this on social media and thinking of other ways to reach out to the entire community. So, okay and then um then we'll go over. The angle would engage page. So this is going to be the community engagement platform that everyone can submit their feedback on. So there's three ways they can complete a survey.

I would like to go over that before. If we are able to just in case, we want to make any changes, um they can provide feedback um in the comments and feedback section and then they can also email um there's an email. I think it's community development's email. um So this is what the page looks like. um So the map is here um and individuals can search.

It's the exact map that I just showed you in the last section. We do have the ability. If people want to click here, then it will bring them to the full screen map. It's just a little bit easier to navigate um and then if people would like to leave their comments and feedback, they can click here, um and this is just a list of comments and feedback, um and everyone can see whoever signs into this page that signs in who just ever has the link to this page.

So everything is just listed here um and then you can also complete the survey. Is this a good time to go over this, or should we save this.

So as we did before, everyone can look up their information and all of the historical records come up, and then these are the questions that we came up with, but everything we can change anything. So are you a current resident of englewood is the first one.

Is there anything missing in the map um which neighborhood are you providing information for so they can select? I really like this feature.

Community members can upload like pictures or any documents if they have anything that they would like to change or just in support the neighborhood boundaries, they can upload that um and then, if this was in matt's last um site, is it okay? If someone from hvc contacts you for more information.

Is there anything on here that you guys would like to change or add.

One question that just comes to mind and I don't know if it's um needs to be in there, but maybe asking what neighborhood they live in just so we can kind of get an understanding of that. um But again I don't know if it's necessary it just popped into my head. Okay,.

um You know I I think a lot of these questions were copied over from the work that helene and I had done on this. Initially um there probably wasn't a tremendous amount of visibility for the commission lauren. You may not have been at that meeting either. So um I think it's, I think, that's a good question to consider. um How hard is it for the survey to be edited at this point? Madeline.

I I mean I can edit anything we need to edit, um so that is not difficult at all.

um How would uh lauren, how would we define if they were questioning the neighborhood that they live in? How would we define the neighborhood or the area or the location that they're from.

I don't mean it from a like if they're questioning it I'm just like you know, based on the map that we've created, what neighborhood are they from? You know, that's what I was thinking. Okay,.

And I think it's just like you know if we're getting feedback on these neighborhoods like who are we getting that feedback from or is it people living in those neighborhoods or is it um you know they just know about that neighborhood or something like that.

um To keep the questions separate, potentially from which neighborhood are you providing information for so question number five to keep it separate from that? How difficult is it madeline to have the listing of the neighborhood, or do you just put a text box there and a list? No.

Okay sounds great and then okay, so we will go through the project page and then the last slide is just outlines our end goals um and we want to assisted neighborhoods, connecting resident or name organizing neighborhoods and connecting residents, educating the community and then formalizing and adopting a map.

um I'll ask a question of councilman: um what do you think what what are your thoughts on this? Do you think this will present well? Do you think this will be a positive thing.

I do, I think you have. The concept itself is supported by council. I, I don't think, there's anybody on council who doesn't see value in this um and I think it will be. If anything it'll be details, uh you know, I think it's going to be minor things. The council will ask you questions about. You know words.

F

For instance, uh the designation that we discussed earlier that one to me has you know a bit more, um could have a bit more crackle to it when you get that in front of a council, whereas I just don't think that'll be the case. Here I mean I'd, be surprised if, if you don't get asked a couple, um maybe fine-tuning adjustments here or there, and then it doesn't move right on. um I I think this is.

This is one of those things I I just don't expect any opposition um and I think it's a great project. You know. Just from my own perspective. I think it is interesting. I like the way you phrase the question. Melinda. Can you find your own neighborhood, because I think that just draws people in immediately.

uh You know people do want to find out where they live where's their neighborhood. I always look at who's next door to you know, I think who are your surrounding neighborhoods as well, so I I think this is something that it is good for the community, um it's fun and we don't get enough things in front of council that are just kind of fun that I think people like to do so. I imagine this should move right through maybe with a few uh minor requests.

And madeline, um the the one map that I'm going to rely heavily on is the county map of the the county neighborhoods that were provided. That is a very large pdf.

What is the best way to display and or present that when showing, because I, I think one of the biggest questions that's going to come up is well? How did you decide these names or where did these names come from? Why why wasn't this name chosen versus this name and showing the county map with you know names like chicken, ranch and stuff like that on there or you know harlem, you know places neighborhoods like that we can go. You know.

This is one of the reason.

I said that it'd probably be better.

The idea was raised well what if we just get our own booth- um and I wasn't sure about timing on that, but we were able to get our own booth, and I requested from tony that we get a booth right next to this board. Historic preservation, commission so and thinking that, maybe that wouldn't happen, but it did and she was able to get us a booth right next door to the historic preservation commission. So we won't be all crammed into a little 10 10 by 10 space.

um So it'll, be, uh I don't remember the booth numbers exactly but will be, I believe, on the left side of the historic preservation. Commission. um Eric are you? Okay with that.

um And we'll be able to kind of collaborate, historic historic preservation, society we'll be uh there with flyers and we'll have the uh um uh moments in inguind.

uh Report from the england, historic preservation society, we are continuing our lecture series. This month uh um september, 27th, um we will be doing a lecture on the big thompson flood of 1976.

um and uh what's interesting, my dad will actually be doing it um at the time in 1976.

My dad was in the us army reserves and was deployed to help clean up after the big thompson flood, and he got to see firsthand the disaster and destruction and all that and has a lot of stories to tell about what it actually looked like um and we've been able to collect quite a few pictures um from various sources of what the flood you know the aftermath of the flood looked like, and it should be a very, uh very good presentation. So, if you all want to make it, um I think it'll be very informative.

Will that be at the library in the afternoon and at the pit stop? Is that what it is in the evening or the.
