A
Perfect
all
right
good
morning,
everyone
welcome
to
today's
mayor
manager.
Meeting
for
wednesday
june
1st
in
the
room
with
me
is
assistant
virtually
his
assistant
city
clerk,
j,
truscuit,
reed
city
clerk,
stephanie,
carlyle,
mayor
pro
tem,
steve
ward,
city
attorney,
tamara
niles
assistant
city
manager,
tim
dodd
and
city
manager,
sean
lewis,
donna.
Let
you
get
us
kicked.
Let
us
let
you
start
this
off.
B
All
right
much
starting
with
june
6,
we
have
at
least
one
item-
that's
been
added
since
you
last
saw
this,
but
we
will
start
with
the
fourth
of
july
event,
update,
also
update
on
new
sales
and
use
tax,
renewal
process
and
penalties.
This
is
actually
going
to
be
during
city
manager's
choice,
a
request
of
both
mine
and
member
russell's,
we'll
have
an
update
on
poll
results.
This
is
the
new
one
we
got
these
yesterday
and
they
included
a
powerpoint.
B
That's
ready
to
go
to
share
with
council
the
priorities
and
preferences
that
were
expressed
to
about
900
people.
Taking
the
the
online
survey,
we
have.
The
city
attorney
update
appointment
of
opioid
regional
council
representative,
a
study
session
item
on
presentation
on
the
proposed
revisions,
the
city
charter
for
the
november
2022
ballot
study
session
on
excuse
me,
presentation
of
the
2021
comprehensive
financial
report
with
audit
results
and
study
session
on
the
dissolution
of
eve,
public
hearing
on
the
consideration
of
the
resolution
to
opt
out
of
family.
C
And
I
did
want
to
ask
and
clarify
it
before
we
get
too
far
with
the
fourth
of
july
update
and
the
update
on
the
poll
results.
Are
we
okay
with
having
those
under
the
appointments,
communication,
proclamations
and
recognition
section
of
the
agenda.
A
D
A
D
B
Yeah-
and
in
fact
remember
excuse
me
mayor
pro
tem
ward,
I
believe
asked
for
the
fourth
of
july
event.
Didn't
you
real
tone
just
for
council
to
be
able
to
weigh
in
on
the
discussion,
and
then
I
got
feedback
from
noonan
camp
in
anderson
regarding
the
same.
C
Yeah,
so
the
fourth
of
july
event
is
I'll,
just
say
personally
important
to
me.
So
if
we're
making
changes
to
the
structure
or
features
of
that
event,
I
think
council
needs
to
weigh
in
on
that.
So,
and
I
think
these
fit
better
under
study
session
than
they
do
under
mayor's
choice.
Keeping
in
mind
that
by
the
time
of
the
night
that
we
get
to
mayor's
choice,
we're
not
fresh
anymore,
and
some
of
these
items
will
probably
need
our
full,
undivided
attention.
B
I
don't
think
we
can
do
a
presentation
on
this
less
than
really
less
than
20
minutes,
but
I've
told
the
consultant
david
flaherty
that
he
needs
to
be
concise
and
not
that
you
all
don't
need
all
of
the
detail
that
he
has.
But
is
that
all
right?
B
A
Okay,
I'm
fine
leaving
them
all
under
study
session.
The
it
looks
like
it's
gonna
be
a
short
night
to
begin
with,
but
yeah
I
may
have
just
jinxed
it,
though
so.
B
All
right
do
we
have
time
frames
on
everything
else.
Did
you
get
a
time
frame
jade
on
the
for
the
july
update.
C
I
do
not
have
a
presentation
for
the
fourth
of
july,
but
I
am
happy
to
reach
out
to
director
underhill
for
that.
If
you
would
like.
C
B
All
right,
can
you
tell
me
which
item
we're
on.
C
Yeah
we
made
it
to
the
public
hearing,
but
do
you
guys
want
to
give
the
discussion
for
the
poll
results
as
well
as
for
the
fourth
of
july,
update.
B
B
C
So,
and
just
so
we're
all
aware,
we
currently
already
had
an
hour
and
ten
minutes
scheduled
for
the
study
session.
So
now
we're
looking
closer
to
two
hours
for
study
session
items.
A
B
Great
next,
after
the
public
hearing,
we
have
three
proclamations,
pollinator
pride
and
juneteenth,
and
then
the
next
item
is
a
motion
for
the
gallagher
benefit
services.
B
Well,
a
company
is
called
gallagher
benefit
services,
and
that
would
be
the
company
that
would
do
our
compensation
and
classification
study
that
you
amended
the
budget
for
previously
the
erc
mechanical
equipment
upgrade.
This
is
a
contract
to
purchase
the
equipment,
for
that
upgrade.
B
We
have
a
contract
with
silva
construction
for
construction
of
the
2022,
concrete
utility
projects
bill
for
an
ordinance
second
reading
regarding
the
proposed
rate
increase
for
the
stormwater
utility
fund
and
then
authorizing
a
loan
agreement
with
colorado,
water
resources
and
power
development
authority
approve
a
bill
for
an
ordinance
of
establishing.
B
A
B
Sure
and
then
I
think
that
dollar
amount
is
pretty
consistent
with
what
we've
been
spending.
We
did
raise
that
dollar
amount
of
e
a
bit
last
year.
So
I
think
this
is
a
bit
larger,
but.
A
B
And
then
I
guess
at
the
last
mayor
manager,
which
I
believe
assistant
manager
todd
ran,
you
all
decided
to
put
the
the
contract
for
the
gallagher
compton
class
study
not
on
consent.
Is
that
correct.
B
C
On
the
proposed
public
hearing
is
that
a
mandated
public
hearing,
or
is
that
something
we
just
decided
to
do.
D
It's
it
is
required
before
we
can
consider
opting
out
and
just
a
reminder
we
do.
My
office
recommends
opting
out
because
the
the
benefits
that
the
city
already
provides
are
better
than
those
in
the
new
state
law.
But
in
order
for
us
to
opt
out
of
the
state
program,
we
do
have
to
have
this
hearing.
First.
B
And
we
are
having
a
meeting
with
staff
on
monday
to
just
kind
of
a
town
hall
meeting
to
talk
about
this.
B
All
right,
moving
on
to
june
13th,
we
have
boarding
commission
interviews
june
20th
we'll
have
a
review
of
preliminary
2023
operating
and
staff
prioritize
capital
requests,
and
we
have
gotten
feedback
from
all
of
our
boards
and
commissions.
Now,
on
june,
20th
we'll
have
the
first
reading
of
an
ordinance
establishing
a
ballot
question
for
proposed
routine
charter
revisions,
we'll
probably
also
put
on
this
agenda,
depending
on
your
direction.
Based
on
the
survey
results
we'll
put
an
item
on
this
agenda
potentially
for
the
tax
ballot
questions
then
we'll
have
it.
D
B
And
so
that
god
said
with
the
well,
we
won't
have
first
reading
unless
council
asks
for
it
on
the
tax
ballot
questions,
but
we'll
change
that
also
under
study
session,
we'll
have
a
sustainability
commission
annual
report.
This
is
required
by
it's
either
their
bylaws
or
the
governing
ordinance.
On
that
I
can't
remember.
B
Thank
you
and
then
we
got
a
study.
Excuse
me,
yes,
study
session
on
discussion
of
formal
ways
to
engage
youth,
so
the
feed,
the
research
that
staff
has
done
with
regard
to
the
question
council
asked
us
to
address
on
that
and
then
consideration
of
a
resolution
regarding
family
program
declining
that
coverage,
adoption
of
a
neighborhood
map
utilities,
sanitary
sewer,
cctv
inspections,
services
and
ldc
open
space
and
channel
improvements.
Iga
amendment
number
two
and
then
appointment
of
the
boarding
commission
members.
B
I
started
my
coffee
early
today.
So
sorry,
I'm
going
too
fast.
We've
got
on
june
29th,
the
citizen
of
the
year
recognition.
This
is
a
placeholder
but-
and
I
believe
I
know
remember-
noonan
camp
couldn't
make
it,
but
I
think
this
was
the
the
time
that
worked
for
that
both
the
recipient
and
the
council
members
so
feel
free
to
give
feedback
on
that
on
july
18th.
B
So
this
is,
after
we've
got
their
two-week
break
here,
we'll
come
back
on
july
18th
and
have
the
may
financial
report.
Financial
policies
update
cooperative
agreement
with
englewood
schools
in
the
city
and
the
dda.
B
Then
we've
got
the
on
july
25th
monthly
financial
report
august
1st
advisory
committee,
annual
report
review
possible
executive
session
on
water
resources
master
plan
august
8th
draft
proposes
2023
operating
budget
operating
a
capital
budget
august
8
historic
preservation,
study
by
opinion
environmental.
This
is
a
presentation
of
the
historic
resources
survey,
then,
on
august
22nd
july
monthly
financial
report
proclamation
workforce
development.
A
Hey
sean,
I
got
a
question
for
you
just
trying
to
pick
up
timing
since
just
because
of
this
couple
weeks
off
in
july.
If
the
tax
questions
were
to
come
to
council
for
first
reading,
it
looks
like
it
would
be
what
june
20th
the
second
reading
would
that
happen
on
the
27th.
We
don't
have
anything
on
the
27th
right
now.
Would
it
be
a
special
meeting,
or
would
we
wait
until
august
or
july,
18th
or
whatever?
That
date
was.
A
D
Till
july
18th
for
second
reading,
because
of
publication,
we
needed
to
have
enough
time
between
first
reading
and
second
reading.
Okay.
D
B
Can
you
go
back
up
to
that
item?
Well,
actually,
the
item
where
we
have
the
charter
revisions:
what
what
day
was
that
june.
D
D
B
D
Well,
in
order
for
first
and
second
reading
to
happen,
and
then
the
30-day
period
for
it
to
go
into
effect.
That
second
reading
would
have
to
happen
by
the
july
18th
meeting
in
order
for
me
to
certify
the
ballot
beginning
of
september.
D
B
Okay,
all
right
and
then
I
don't
have
the
counselor
requests
the
ones
that
came
up
during
the
council
meeting,
but
I
know
we've
gotten
all
of
those
entered.
I
think
at
least
one
of
those
has
been
answered
from
the
last
meeting.
C
C
B
Yeah,
I
don't
think
that
we
had
any
from
that.
We've
gotten
several
intervening
ones
that
council
has
provided
during
one-on-ones,
but
okay.
A
Sounds
good
any
additional
questions
from
staff.
D
Oh
one
thing
I
would,
I
did
want
to
bring
up
and
I
don't
know
the
details
of
it
but
wondering
if
we
want
to
bring
forward
the
moa
proposal
to
lease
art.
B
Cute
you're
right,
I
think
member
noonan
camp
is
gonna,
bring
that
up
during
council
members
choice
but
because
she's,
the
staff
liaison
for
that.
But
yes,
moa,
has
pinged
us
saying
when
is
council
going
to
make
a
decision
on
this,
but
it
is
coming.
You
know
through
a
boarding
commission,
so
I
I
asked
remember:
noon
and
kemp
to
that
up.
A
A
D
I
know
that
jackie
is
finalizing
the
those
interview
times
now,
so
you
should
be
getting
a
packet
of
information
shortly.
C
And
just
as
a
reminder
that
will
be
conducted
virtually
yep.
