A
So
it's
just
five
of
us.
B
All
right,
we're,
recording
and
yes,
currently
sean
won't
be
able
to
make
it.
But
I'm
not
sure
where
mayor
pro
tem
is
that's
fine.
A
Perfect
probably
check
my
text
so
good
morning.
Everyone
welcome
to
today's
mayor
manager.
Meeting
for
wednesday
may
18th
in
the
room
with
me.
Here
is
assistant
city
clerk,
teach
trust,
kit,
reed
city
clerk,
stephanie,
carlyle
assistant
city
manager,
tim
dodd
and
assist
bar.
Excuse
me,
city
attorney,
tamara
niles,
sorry
about
that
tamara
tim
I'll,
pass
it
to
you
to
get
us
kicked
off.
C
All
right,
great
thanks
mayor,
so
looking
at
the
23rd
this
coming
monday,
we
have
the
financial
report
from
director,
jackie
lowe,
10
minutes
presentation
and
how
much
time
should
we
sign
for
discussion
for
that?
One.
C
Okay,
I'll
do
five
minutes
for
that.
The
next
one
is
the
utilities,
customer
survey
and
taste
and
odor
and
you'll.
Remember
that
this
these
were
two
items
that
we
condensed
into
one.
So
10,
minute,
presentation
and
30
discussion
is
that
still,
okay.
B
C
B
D
And
mayor,
I
I
don't
know
if
it's
going
to
take
that
long.
The
presentation
is
more
on.
This
is
what
the
law
is
on
public
rights
of
way
and
obstructions
of
on
public
right-of-way
and
our
regulations,
and
whether
city
council
wants
us
to
consider
a
traffic
study
to
determine
whether
we
should
consider
amending
municipal
code
to
include
a
sitting
or
lying
down.
Prohibition
in
certain
areas
to
ensure
sidewalks
aren't
impeded.
A
D
It
started
as
a
camping
ban
and
then,
as
I
studied
the
issue,
I
determined
that
and
it
started
as
a
council
request
that
it
wasn't
really
a
camping
ban.
It
was
that
there
were
people
blocking
the
sidewalks
impeding
pedestrian
traffic
and
business
entrances.
A
A
E
Yeah,
this
is
a
big
policy
discussion,
but
it's
early,
so
this
is
the
first
time
we're
having
this
discussion
publicly
as
as
a
council.
So
I
think
20
minutes
would
be
fine
just
to
flush
out
what
we
would
actually
like
to
see.
I'm
concerned
about,
restricting
it
to
the
right
way.
I
think
there
are
some
places
in
our
city
where
camping
is
just
a
plate,
not
appropriate
and
generally
painted.
Okay,.
D
And
mayor
pro
tim
ward,
we
have
changed
the
scope
it
started
out,
as
this
is
the
law
on
camping
bans
and
now
it's
as
it's
evolved.
It's
now
blocking
sidewalks
streets
and
sidewalks
and
business
entrances
and
also,
I
think.
E
D
And
what
may
extend
the
discussion
is
mike.
Sandgren
has
some
slides
in
the
presentation
about
resources,
because
this
will
impact
those
experiencing
homelessness,
and
so
he
has
a
few
slides
on
resources
available
in
inglewood
for
for
those
experiencing
homelessness.
So
I
there
will
be
some
discussion
on
that
too.
I'm
sure.
B
C
Do
yeah,
thank
you
so
on
to
the
next
one.
So
I
think
this
is
what
is
making
this
monday's
meeting
a
special
meeting.
Is
the
council
bill
30
approval
of
an
ordinance
and
mandate
ordinance
15
for
the
for
the
wiffy
alone,
so
that
will
also
be
on
the
docket
for
this
coin
monday
on
the
23rd,
then?
Obviously,
as
we
know
the
week
after
is
the
fifth
week,
it's
also
memorial
day,
so
there
won't
be
a
meeting,
and
the
next
meeting
is
june
6..
C
The
next
is
a
study
session
on
the
englewood
environmental
foundation,
dissolution
that
many
council
members
have
asked
for
so
that'll,
be
on
the
6th
of
june
there's
a
third
study
session,
so
it'll
be
three
study
sessions.
It
looks
like
at
the
beginning
of
the
regular
meeting
on
june
6th
and
that
third,
one
is
the
final
study
session
presentation
on
proposed
revisions
to
the
city
charter
for
the
2020
2022
ballot.
B
C
C
And
we'll
start
in
discussion
times
net
not
next
week,
but
the
week
after
is
that
correct,
oh
well,
actually
is.
A
E
A
C
I
think
I
I'll
defer
to
tamara
to
see
if
she
has
has
more
insight.
I
I
think
it's
really
more
of
an
update,
but
it
is
depending
on
the
questions
council
members
have,
it
could
be
a
could
be
a
relatively
lengthy
discussion,
but
I
don't
know
tamara
what
you
think.
D
A
Okay
and
I'm
actually
noticing
the
last
item
that
city
charter
conversation,
we
discussed
it
at
length
on
monday
and
probably
gave
good
direction.
I
don't
expect
that
to
have
a
20-minute
presentation
again
and
I'm
thinking
that
discussion
may
only
be
10.,
so
I
would
say
10
minutes
on
that
last
item,
the
city
charter
and,
I
would
say,
maybe
a
15
to
15-minute
discussion
on
the
eve.
The
solution.
A
Yeah,
are
you
expecting
any
any
presentation.
D
Time
on
that,
no
we
discussed
whether
we
should
just
go
directly
to
a
proposed
ordinance
or
whether
a
second
presentation
I
think
we
based
on
the
conversation
and
the
issues
that
we're
having
filling
boards.
I
think
we
will
propose
a
change
to
all
of
the
board
number
requirements
to
give
council
discretion
and
authority
to
just
to
set
the
numbers
by
ordinance
rather
than
my
charter,
but
other
than
that.
I
it
will
be
largely
the
same.
B
C
All
right
and
then
on
to
the
regular
items
for
the
six,
so
we
have,
the
staff
recommends
approval
to
enter
into
a
contract
with
gallagher
benefit
services,
so
this
is
basically
a
class
and
comp
study.
The
last
one
that
was
done
was
almost
three
years
ago.
C
A
Do
we
have
we
done
this
one
before.
C
So
we
use
gallagher,
for
they
basically
help
us
negotiate
our
benefits.
This
is
the
first
time,
though,
that
we've
been
using
them
for
this.
We
used
another
company
about
three
years
ago,
so
it's
been
a
while
since,
since
it's
been
done.
C
So
not
on
consent,
correct
and
then
we
have
three
proclamations
pollinator
month
pride
month
and
juneteenth.
C
Then
we
have
the
erc
mechanical
equipment,
upgrade
approval
of
a
contract
to
purchase
equipment,
so
this
one's
in
not
to
exceed
amount
of
just
over
139.
So
should
this
be
consenter
now.
E
I
don't
have
a
problem
with
it
being
a
consent,
I'm
skeptical
about
whether
or
not
it'll
be
built.
C
Okay
and
then
we
have
the
ordinance
so
second
line
down
cb28
approval
of
an
ordinance
authorizing
the
2023
stormwater
utility
rate
increase
not
on
consent,
cp29
approval
of
an
ordinance
authorizing
a
loan
with
colorado,
water
resources
and
power
development
authority
for
stormwater,
also
not
on
consent.
C
F
Oh
real,
quick
going
back
up
to
those
those
are
second
readings.
I
thought
they
were
all
7-0
yeah
they
were
so
we
just.
We
just
haven't
changed
the
consent
status
on
our
end,
so
those
would
be
on
consent
as
second
readings
because
they
were
7-0
votes
yeah.
I
thought
so.
C
A
Forego
on
consent.
Well,
if
all
four
are
in
consent,
then
it's
a
really
short
night
so
but
yeah
we
can
move
to
the
13th.
Now.
C
F
We
do
not
have
very
many
applicants,
unfortunately,
for
this
round,
so
we
will
not
need
the
second
night
for
that,
but
we
do
want
to
go
ahead
and
confirm
that
we
are
planning
to
do
these
virtually.
B
C
All
right
so
to
go
through
them
the
20th,
so
the
first
is
study
session
review
of
the
2023
operating
staff,
prioritize
capital
requests,
and
the
next
is
a
discussion
of
formal
ways
to
engage
youth.
So
that's
something
that
you'd
ask
council
to
ask
for
is
something
that
stephanie
and
I
are
working
on
is
a
study
session.
The
next
study
session
is
first
reading
of
an
ordinance
establishing
a
ballot
question
for
proposed
routine
city
charter
revisions.
C
C
C
So
that's
the
20th
29th
is
citizen
of
the
year.
Is
there
any
update
on
that
stephanie.
F
B
C
C
Financial
policy
updates
also
on
the
18th,
also
a
cooperative
agreement
between
englewood,
the
schools
and
dda
and
then
we'll
just
do
the
july
25th
right
now
study
session
on
the
june
22nd
monthly
financial
report.
Is
that
a
good
stopping
point
or
does
it
matter.
C
C
Update-
and
I
have
a
couple
council
requests
from
monday
night,
so
the
first
I
did
enter
this
as
one
for
member
anderson
can
we
receive
the
results
of
the
2020
citizen
satisfaction
survey,
as
well
as
the
results
of
the
off
leash
dog
parks,
so
we'll
be
just
pulling
all
that
together
to
be
pretty
quick
to
answer
that
the
next
one
is.
What
is
the
projected
cost
of
the
city
for
a
new
relationship
with
the
museum
of
outdoor
arts?
C
C
I
did
not,
I
believe
that
had
been
entered
as
one
that
just
hasn't
been
reported
yet,
but
I
can.
A
That's
all
I
got
okay,
I
don't
have
anything
else
steve.
Do
you
have
anything
else,
a
good
staff,
any
additional
question.
