B
Perfect,
all
right
we'll
get
started
so
good
morning.
Everyone.
This
is
the
mirror
managers
meeting
for
wednesday
january
5th,
in
the
room
with
me,
is
mayor
pro
tem,
stephen
ward
city
clerk,
stephanie,
carlyle
assistant
city
clerk,
jay,
trusket,
reed,
city
attorney,
tamra,
niles
assistant
city
manager,
tim
dodd
and
city
manager,
sean
lewis.
I
think
that's
everyone
thanks
mayor.
C
Thanks
john
we'll
start
with
the
january
10
agenda,
we
have
a
few
study
session
items.
Boarding
commission
interviews
are
actually
going
to
be
january,
10th
and
11th.
Both
of
those
I
believe
having
one
of
those
has
an
early
start
time,
maybe
not.
C
C
That's
the
study
session
item
just
to
talk
about
the
plan
events
locations,
how
we're
going
to
notify
folks,
which
was
a
question
in
2021
and
then
january
18th
on
the
regular
agenda.
We
have
a
resolution
of
appointing
board
and
commission
members
public
hearing
for
the
planned
universe,
development
at
3690,
south
jason
street.
C
And
then
we
have
still
on
the
18th
south
coma
area,
drainage
improvements,
phase,
two
authorizing
agreements
necessary
to
complete
city,
ditch
relocation,
project.
C
B
C
Yeah,
so
we're
good
with
those
times,
so
we
should
be
all
good
to
go
for
the
18..
Can
you
repeat
that.
A
Of
course
yeah
we
should
be
good
to
go
for
the
18th.
We
have
the
presentation
set
at
10
minutes
and
discussion
at
20
minutes.
That
is
our
only
study
session.
For
that
time,.
B
C
Yeah
tamara-
and
I
had
one
of
our
side
conversations
talking
about
that
and
we
think
that
I
guess
in
our
experience
in
other
places,
you
know
the
meeting
does
start
after
the
study
session
item
and
it's
a
combined
agenda.
A
Also
say
that
it
to
have
it
as
two
separate
meetings,
it's
two
separate
setups
for
the
video
streams
and
everything
as
well.
So
I
was
wondering
if
you
do
on
regular
meeting
days
when
there's
a
study
session
item.
A
I
wonder
if
just
for
the
logistics
of
setup
and
everything
that
kind
of
goes
into
the
two
separate
meetings,
if,
if
council
would
consider
doing-
and
you
know
combining
them
into
one-
and
that
would
be
my
recommendation-
that
we
just
treat
it
like
somewhat
like
putting
a
study
session
on
as
an
agenda
item
on
the
regular
meeting
and
treating
it
like
a
single
meeting.
D
C
D
I
guess
I'm
willing
to
try
that
method
with
the
caveat
that,
if,
if
we
do
run
into
some
snags
with
you
know,
order
and
and
other
such
things
that
we
be
willing
to
revert
back
to
the
previous
method.
C
All
right
we're
on
the
24th.
We
have
a
discussion
about
present
city
payment
of
city
use
tax.
Again
I
think
I've
explained
this
on
the
previous
mayor
manager
meetings
using
city
right-of-way
by
third
parties.
A
Sean
on
that
use,
tax,
peter
ben
ryan,
and
I
are
meeting
we-
it
took
us
a
while
to
schedule
a
meeting
because
of
the
holiday,
so
we
may
push
that
back
again,
depending
on
our
conversation.
C
Oh
okay
sounds
good,
and
then
we
have
use
of
city
right-of-way
by
third
parties,
and
this
is
the
one
that
council
requested
just
talk
about
how
we
permit
and
allow
folks
to
use
right-of-way,
probably
a
discussion
of
how
we
ourselves
use
right-of-way
one
of
the
challenges
when
someone
says
why
was
this
street
closed?
C
Is
it
could
be
one
of
three
departments
that
don't
have
to
pull
permits
so
kind
of
is
yeah
a
lot
to
think
about
on
right-of-way
next,
on
january
24th
we
have
reserve
parking
spaces
for
veterans,
as
requested
by
member
wink,
and
then
edda
tax
revenue
share
discussion.
D
C
C
Yeah
you're
right
all
right
and
then
code
next
update
this
is
we
moved
this
up
in
the
schedule
you
may
remember
this
was
on
march
and
we
we
got
some
concerns
from
both
members,
anderson
and
mayor
sierra,
about
just
making
sure
that
people
understand
how
they
comment.
So
we
really
revamped
that
codenext
website
and
inglewood
engaged
page
to
really
put
that
feedback
option
at
the
very
beginning,
we're
adding
topics
to
every
session.
That's
now
our
scheduled
months
in
advance,
so
that
people
know
when
things
are
going
to
come
up.
C
C
Also
on
february
7th,
we
have
acceptance
of
land
dedication
from
cdot.
This
is
for
future
transportation
uses
along
hampden
and
85,
and
then
the
approval
of
the
edda
2022
budget
and
a
motion
for
modifications
to
the
city
of
inglewood
strategic
plans.
This
will
be
a
follow-up
to
your
council
retreat.
C
We
have
a
bill
for
a
first
reading
of
a
pud
at
3690,
south
jason
and
approval
of
a
loan
agreement
between
city
and
edda.
This
is
to
pay
us
back
for
the
funds
that
we've
grant
well
loaned
them
over
the
last
couple
years.
A
C
Right
any
questions
on
those
or
any
time
frames.
Let's
answer
the
consent.
Questions
on
this,
maybe
oh,
we
do
need
to
add
yeah
times
on
code
next
update.
How
long
would
you
all
like
for
that.
B
D
I
mean
I'd,
say:
code
next
is
a
pretty
big
project
so,
depending
on
how
much
there's
a
share,
I
would
say
at
least
half
an
hour.
There
may
be
some
council
input,
so
we
might
end
up
taking
45
minutes.
But
that's
just
my
estimate.
A
A
Yeah,
so
I
have
15
minute
presentation
and
45
minute
discussion.
Was
that
correct
or
would
you
like.
C
And
then
consent,
I
assume
we
don't
want
the
dda
budget
consent.
B
Question
about
that,
though,
sean
and
we
could
take
this
offline
as
well.
But
if,
if
we
haven't
heard
anything
from
the
county
by
this
time,
is
there
like
a
time
that
we
have
to
approve
the
budget
for
dda,
or
I'm
just
trying
to
understand
like
what
the
timing
would
be
if
we
haven't
heard
anything
from
the
county?
Yet.
A
Well,
we
we
had
conversations
with
edda
that
it
would
be
our
preference
going
forward
that
we
approve
their
following
year's
budget
in
in
2021,
for
example,
approve
in
2021
for
2022,
and
we
had
some
discussions
about
their
budget
process
following
the
same
as
the
city's
budget
process.
A
C
C
Watching
that
january
24th
date
to
know
if
this
sticks
right,
okay
and
then
tim
actually
pointed
out
that
the
q4
2022
modifications-
that's
just
going
to
be
your
we're
going
to
give
you
the
dashboard
to
show
you
what's
been
accomplished
in
q4
for
2021.
E
It's
quarter,
four
of
2021
is
the
closeout.
It's
the
court,
it's
the
last
quarterly
update
for
the
year,
but
it's
just
a
month
and
a
week
late
because
of
the
close
out
at
the
end
of
december.
B
C
And
then
arpa
funds-
we
have
not
made
any
changes
to
this,
although
we
have
kept
discussing
it
internally,
but
we
think
that
or
actually
no,
we
did
have
a
change
to
that
because
I
think
we're
going
to
change
something
on
walk
and
wheel.
Real
trail
just
renaming
that
to
be
more
descriptive.
But
anyway,
what
do
you?
What
would
you
like
on
that?
One.
D
I
think
we
need
to
discuss
that
too.
If
there
have
been
changes
made,
we
should
we
should
be
looking
at
those.
C
And
south
metro
zone
administrative
grant:
okay,
yeah,
because
we
do
this
every
year.
I
believe
that
we're
the
administrator
for
this
enterprise
zone
and
it
covers
a
few
jurisdictions.
So
we
get
some
income
for
that.
C
All
right
any
other
questions
on
february
7th,
not
for
me.
On
february
14th,
we
have
emergency
management
program
overview
with
our
emergency
management
coordinator,
michael
durkin,
and
then
pud
second
reading.
Excuse
me
public
hearing
for
the
pud
at
3601,
south
huron,
that's
a
different
one
and
then
utility
sanitary
sewer.
C
Moving
on
to
the
28th,
we
have
preliminary
excuse
me
finance
monthly
financial
report
for
january,
and
we
did
let
finance
delay
this
one
a
bit
longer
than
usual
because
of
the
end
of
year
close
out.
They
ask
for
that,
and
then
we
all
have
the
preliminary
december
monthly
financial
report
for
december.
Actually,
that's
the
one
that's
delayed.
C
On
march
7th,
we
have
inglewood
trolley,
update
and
future
planning
on
also
on
the
seventh
walking
wheel
plan
public
hearing.
C
Okay,
pud
for
3600,
south
galapago,
galipago
and
pud
development
for
3601,
south
huron
first
reading,
and
that's
it
on
that.
C
C
Fund
for
with
the
is
38
million
on
the
21st.
C
Okay,
jade
you're
gonna
have
to
put
your
cursor
on
whatever
line
we're
on
because
I'm
getting
lost.
Okay.
Thank
you
february
financial
report.
On
march
28th
march,
22nd
excuse
me
march
2022
monthly
financial
report
april
25th.
C
We
have
estimated
assessment
penalty,
eapv
and
elevate
inglewood
graduation
on
may
2nd,
and
that
starts
tonight.
Actually
we
ended
up
having
to
do
a
hybrid
option
for
them
for
this
first
one
because
some
people
are
pretty
uncomfortable
coming
in
and
then
the
rest
of
the
sessions,
regrettably,
regrettably
or
gonna,
be
virtual
unless
things
change
and
then
the
23rd
we
have
and
mayor,
you
will
be
there
tonight
to
welcome.
C
B
C
B
C
All
right
and
then
we've
got
a
number
of
items
that
came
out
of
last
night
tim.
Do
you
want
to
go
over
those.
E
Sure
I
had
one
council
request,
which
was
from
member
nineteen
camp.
That's
basically
the
question:
what
growth
reduced
hours
of
the
inglewood
library
were
there
any?
I
do
have
a
few
other
items
that
came
out
related
to
study
sessions
and
some
other
work,
but
were
there
any
other
council
requests.
C
Yeah,
I
I
did
reference
in
my
my
report
that
we
were
going
to
turn
a
number
of
kind
of
related,
but
from
different
people
questions
about
the
library
I
would
be
turning
those
into
a
council
request
in
addition
to
that,
one.
So.
E
Okay
and
then
I
had
so
a
study
session
on
whether
council
should
weigh
in
on
pending
legislation
relative
to
alcohol
consumption
areas.
Is
that
correct
study
session
requested
by
mayor
pro
tem
ward,
with
the
arapahoe
county
sheriff
on
questions
about
why
people
aren't
being
detained
who
are
arrested
in
inglewood
at
the
county,
jail.
A
E
E
A
D
E
To
that
point,
mayor
purchase
mortar
just
I
had
a
quick
question
in
may
I
presented
a
study
session
to
council
about
legislation
tracking
and
whether
council
wanted
to
weigh
in
on
pending
legislation.
At
that
point,
it
seemed
like
council
wasn't
interested
in
doing
so.
Would
there
be
an
appetite
for
another
study
session
kind
of
around
the
tracking
that
we
do
and
whether
council
wants
a
formal
structure
to
be
able
to
weigh
in
on
legislation
as
it
comes
up.
D
I
think
that's
a
larger
issue
here
we
have
a
specific
bailiwick
that
we're
trying
to
tackle
and
and
as
far
as
tracking
all
the
legislation
is
concerned
or
weighing
in
on
individual
pieces
just
sort
of
willy-nilly.
I
I'm
not
as
comfortable
with
that.
I
think
the
previous
council
direction
might
stand
on
that.
This
is
an
effort
to
address
a
specific
issue.
E
D
Yeah,
I
think
that
one's
pretty
time
sensitive,
there's
a
fair
amount
of
money
in
the
bank
now
and
discussions
are
set
to
begin
on
how
we
intend
to
utilize
that
or
if
and
I
want
to
make
sure
that
staff
is
prepared
for
any
decision
that
council
might
make
real.
That
would
affect
that.
B
B
And
I
would,
I
guess
I
would
say
just
the
city
manager,
city
attorney.
Obviously
that
would
be
a
study
session
item
unless
city
manager
and
city
attorney
didn't
feel
the
need
to
sit
on
the
dice.
So.
C
Well,
I
already
weighed
in
on
that.
I
think
I
would
be
a
total
distraction
to
all
of
you
and
to
the
viewing
public
at
home,
as
I'm
leaning
over
trying
to
get
tim's
attention
and
asking
tamara
questions
and
going
to
talk
to
residents
who
just
spoke.
It
public
invited
to
be
heard
and
anyway,
but.
A
And
I'm
neutral
on
it,
there's
pros
and
cons
of
both.
It
is
nice
for
me
to
be
able
to
sit
next
to
sean
during
meetings
to
discuss
things
that
come
up
in
real
time
and
if
we
set
on
the
dice,
I
I
think
a
better
practice
is
for
us
to
sit
on
either
side
versus
in
the
middle
as
council
member
russell
indicated
had
been
the
past
practice,
so
I'm
I'm
neutral.
D
Well,
in
that
case,
the
lukewarm
reception
that
this
idea
received
from
council
and
and
the
equally
lukewarm
reception,
it's
receiving
from
staff
leads
me
to
believe
that
there's
no
need
for
further
discussion
of
the
matter.
C
Okay,
so
we'll
put
legislation
discussion
with
the
county
sheriff
and
and
we're
going
to
combine
legislation
with
alcohol
consumption.
Is
that
what
you
all
said?
Sorry.
D
I
suppose
we
could
revisit
the
previous
decision
in
may.
This
matter
of
public
consumption
is
more
specific,
but
it
could
inform
a
future
decision
on
tracking
legislation
in
general.
I'm
not
particularly
enthusiastic
about
changing
that
procedure,
but
if
the
time
is
right
for
a
discussion
and
tim,
you
think
that
that
would
be
helpful.
Then
I'm
comfortable,
adding
it.
B
Just
just
a
quick
question
in
terms
of
because
there
there's
two,
I
guess
legislative
or
at
least
actions
that
we
want
to
take
as
a
council,
one
would
be
public
consumption
and
then
the
other
one
being
arapahoe
county
sheriff.
I
guess
in
a
sense,
are
we
planning
on
having
those
both
as
separate
sessions
or
do
we
combine
them
on
the
same
night,
just
different
agenda
items
because
they
seem
pretty
similar
to
me
in
the
sense
that
there's
an
action
that
we
want
to
take
as
a
council,
and
I
think
mayor
pro
tem
warren.
A
D
C
I
did
talk
to
dave
huminic,
not
humanik,
dave
from
impact
team
last
night
after
the
meeting-
and
he
said
yeah.
This
was
we're
hoping
this
is
just
a
coveted
problem,
but
the
problem
is
we
don't
know
how
long,
how
much
longer
this
is
going
to
be
going
on,
and
you
know,
there's
been
jail
overcrowding,
though
for
some
time.
So
it's
a
good
discussion
to
have
okay,
but
I
think
they're
separate
also.
D
I
think
there's
definitely
room
to
discuss
a
general
kind
of
lobbying
policy.
If
that's
what
you
want
to
call
it,
because
there
are
issues
that
are
affecting
inglewood
that
run,
you
know
throughout
the
metro
area
are
statewide,
but
I
I
want
to
tackle
these
individual
issues
as
quickly
as
possible.
C
Sounds
good
if
it's
all
right
for
the
sake
of
time,
can
we
plug
those
in
to
one
of
the
two
upcoming
meetings
and
go
over
it
during
the
next
year
manager.
