B
All
right,
I
see
it
perfect
so
good
morning.
Everyone
welcome
to
today's
mayor's
managers.
Meeting
the
date
is
wednesday
january
12th.
It's
805
in
the
room
with
me
is
assistant
city
manager,
tim
dodd,
mayor
pro
10,
stephen
ward
and
assistant
city
clerk,
jade
trusts.
Goodread,
then
I'll
pass
it
over
to
you.
Tim.
C
Great
thanks
mayor,
so
we're
starting
jade
right
with
the
24
of
the
18.
Is
that
correct.
C
Yeah,
that's
perfect
great,
so
the
first
is
a.
I
believe.
It's
a
informational
study
session
on
2022
events.
This
is
to
inform
the
council
of
planned
events,
dates,
locations
and
times
and
answer
any
questions.
A
C
C
Followed
by
the
boarding
commission,
appointments
approved
by
council
and
that's
ready
to
go
after
the
two
meetings
last
night
and
the
night
before.
A
C
Great
hearing
on
plan
development
unit
at
360,
90,
south
jason
street
approval
of
contract,
the
south
tacoma
drainage
improvement,
phase,
2
project
in
south
inglewood.
C
Of
ordinance
demanding
the
municipal
code
regarding
trespass
ejectment
and
exclusion,
that
was
the
one
that
was
discussed
a
couple
weeks
ago.
I
believe,
okay
also,
so
quite
a
bit
on
the
18th
looks
like
the
next
is
approval
of
an
ordinance
approving
an
intergovernmental
agreement.
C
With
cdot
for
maintenance
on
u.s
8285
approval
of
an
ordinance
regarding
intergovernmental
agreement
with
the
mile-high
flood
district
for
the
design,
right-of-way
acquisition
and
construction
of
drainage
and
flood
control
facilities
in
the
south
england
basin.
B
A
So
per
the
discussions
that
we've
all
been
having,
we
are
planning
on
starting
this
meeting,
so
we'll
be
combining
the
two
meetings
right.
The.
B
A
Session
will
be
happening
first
and
then,
after
that
we
will
have
our
call
to
order
on
the
agenda.
So
that
way,
it's
very
clear
to
the
public
that
study.
Such
topics
are
not
part
of
the
regular
meeting
but
they're
there.
They
will
be
discussed
within
that
same
meeting,
so
it'll
go
study
session
topics.
First,
then
it'll
go
call
to
order
and
then
we'll
proceed
with
our
regular
regularly
scheduled
program
as
normal.
A
So
we
are
still
planning
on
a
six
o'clock
start
time.
I
believe.
B
A
B
Sounds
good
and
I
guess
the
the
other
question
I
have
is
just
consent
agenda
items.
I
know
we've
done
some
of
the
appointments
in
the
past
as
consent.
I
think
we
have.
I
may
be
misspeaking
there,
but
mayor
pro
tem.
Do
you
have
any
suggestions
on.
D
Didn't
hear
a
lot
of
controversy
over
the
appointments,
with
the
one
caveat
being
that
we
were
down
one
member,
so
I
think
we
have
a
50
50
chance
of
getting
that
push
through
our
consent.
D
D
A
I
will
go
back
and
look.
I
currently
do
not
have
that
information
with
me
right
now
and
I
don't
want
to
pull
away
from
my
screen
right
now,
because
I
only
have
one,
but
I
will
look
into
that
just
to
confirm,
but
currently
right
now
for
that
second
reading
we
have
it
not
on
consent.
B
D
B
D
A
Okay,
how
about
this
motion
for
south
akoma
area,
drainage,
improvement,
phase.
A
Nope,
that
is
absolutely
perfect,
and
then
I
will
update
this
one
accordingly
to
the
voting
that
occurred
at
the
last
meeting,
but
currently
right
now
we
thought
no
and
then.
A
One
would
be
this
second
reading
for
the
intergovernmental
agreement
with
mile
high
flood
district,
but
I
feel
like
I.
B
B
Was
seven
zero
as
well,
so
that
could
go
on
consent,
but
I
just
checked
my
my
recollection
on
that.
A
C
A
B
C
It
appears
just
and
I
can
double
check
with
director
d'andrea,
but
from
what
I'm
seeing
here.
It
appears
that
it's
just
a
communications
plan.
Okay,.
A
C
Great
and
I'll
confirm
that
okay
use
it
right
away
by
third
parties,
there's
another
20
minute
30
minutes
excuse
me
has
been
set
for
discussion
and
20
minutes
for
presentation,
yeah
reserve
parking
spots
for
veterans.
I
just
have
a
quick
five-minute
presentation:
15-minute
discussion,
edda
tax
revenue
share
discussion.
C
So
this
was
requested
by
mayor
pro
tem
and
it
looks
like
we
set
15
minutes
and
30
minute
discussion
on
that
city,
council
policy,
manual,
discussion,
20
minutes
and
third
20;
sorry,
10
minutes
and
20
minutes,
presentation
on
city,
payment
of
city,
use,
tax,
10
minutes
and
10
minutes
and
that's
the
study
session
on
the
24th.
B
Looks
good
mayor
pro
10?
Were
you
okay,
with
the
20
minutes
on
the
the
first
item,
the
communication
plan.
B
C
All
right,
everybody,
then
for
the
seventh.
So
the
first
is
a
code.
Next
update,
15
minute
presentation,
30
minute
discussion,
festival
permits,
so
it
doesn't
look
like
we've
set
a
discussion
time
for
this
yet
but
10
minutes
for
presentation
and
it
looks
like
jd
or
someone
reached
out
for
a
little
bit
more
information
on
what
this
will
entail.
Right.
A
Yes,
I
did
reach
out
for
some
more
information
regarding
this,
so
hopefully,
unfortunately,
tamara
isn't
here
so
hopefully
we'll
be
able
to
get
some
more
information
from
her
later
this
week.
So
I
can
put
that
in
here
and
we
should
be
good
to
go
with
that.
From
my
understanding,
though,
it'll
be
a
co-presentation
between
jackie
and
tamara,
and
that
is
that
is
unfortunately
about
all
the
information
I
know
so,
hopefully
we'll
get
more
for
later
next
week.
B
Yeah,
I
think
so,
but
mayor
pro-tem
is
this:
the
item
that
basically
just
how
do
we
communicate
with
possible
vendors
for
the
for
events?
Do
you
know.
A
I
believe
that
discussion
that
you're
referencing
with
vendors
for
events
for
the
2022
season,
I
we
had
brought
that
up
with
tony's
2022
events
and
then
so
I
believe,
that's
something
that
she
may
potentially
be
covering
in
her
presentation
next
week.
So
I'm
sure
this
is
related,
but
I
do
know
I
discussed
with
tony
after
I
think
it
was
a
few
manager
meetings
ago,
but
you
guys
wanted
clarification
on
that.
So
I
did
provide
that
to
or
asked
tommy
to
see
if
she
could
help
provide
some
clarification
on.
C
None
of
those
are
all
those
are
slated
for
discover
yeah
not
for
being
on
consent.
Next,
one
doesn't
resurface:
pirates,
cove,
leisure
pool
and
lazy
river.
A
I
do
not.
This
is
actually
another
reason
that
just
came
in,
so
the
only
description
that
I
have
right
here
would
be
right
there,
unfortunately,
and
I'm
actually
not
sure
why
the
report
title
is
gone.
So
I'm
going
to
look
into
this
guy
and
I
can
certainly
get
more
information
if
there's
anything
specific
that
any
of
you
would
need.
A
C
Should
we
then
hold
off
until
we
have
more
information
next
week
to
set
this
as
consent
or
not
consent.
A
Was
there
any
specific
information
that
you
guys
were
looking
for.
B
No
just
because
of
the
dollar
amount.
Okay,
oh
yeah,
that's
just
my
thought,
but.
A
C
Okay,
the
next
one
is
the
quarter
four
modifications
of
strategic
plans.
This
is
really
just
the
dashboard.
I
do
every
quarter,
it's
just
an
update.
We
will
be
asking
at
that
time
to
possibly
shift
a
few
projects
that
we
didn't
finish
into
the
new
strategic
plan
that
we're
developing.
C
B
C
B
On
consent,
last
time
tim
was
the
week
before
we're
going
to
be
meeting
in
person
right.
So
I
thought
maybe
that
gets
covered
during
that
during
our
retreat.
C
Yep
and
it
will
yeah
this
would
be
pretty
quick.
I
think
I'm
fine
with
it
certainly
being
consent,
totally
works,
ordinance,
accepting
south
metro
enterprise
zone,
administrative
grant,
that's
on
consent,
council
bill
4,
authorizing
agreements
necessary
to
complete
city
debts,
resolution
project
and
there's
a
question
about
whether
that
should
be
on
consent
or
not.
C
B
This
actually
just
came
up
at
water
sewer,
board
and
yeah.
This
actually
was
pushed
back,
so
this
may
not
actually
be
on
our
agenda
for
well.
It
possibly
could,
but
I
would
say
no
at
this
time.
D
B
C
C
Over
so
we
have
a
study
session,
so
michael
durkin
who's,
our
contracted
coordinator
for
emergency
management
from
arapahoe
county
is
working
with
sam
watson
and
I
on
a
presentation,
any
thoughts
right
now.
I'm
certainly
come
back
to
it
in
a
future
meeting,
but
on
what
the
discussion
should
be.
D
I'd
love
to
see
some
after
actions.
You
know:
we've
used
emergency
management
services
recently
enough
that
that
would
be
good
to
take
a
look
at.
D
C
Yeah,
it
works
for
us
and
we,
I
think
we
could
probably
attach
we
have
a
few
after-action
reports
that
were
written,
that
we
could
probably
attach
to
the
council
item
for
more
detail.
D
C
B
C
D
Yeah,
this
is
one
of
the
items
that
I'm
sponsoring.
I
did
have
a
conversation
with
sam.
He
stated
his
preference
would
be
to
to
present
the
material
himself.
D
C
C
So
we'll
do
the
check-in
on
the
29th
of
the
retreat,
we'll
get
your
prioritization
of
the
plan,
and
then
this
is
really
another
check-in
with
you
on
whether
the
modifications
that
we've
collected,
you
would
like
to
see
added
to
the
plan
and
then
we'll
we
plan
to
come
back
in
march
to
ask
for
the
approval.
So
this
is
really
just
another
checking
with
you
on
the.
C
A
C
Sorry
I
couldn't
marry
thomas,
you
probably
remember
when
the
council
adopted
your
proclamation
policy
last
year,
one
of
the
things
that
the
policy
calls
for
is
a
check-in
with
council
at
the
beginning
of
each
year
to
basically
prioritize
proclamations
that
the
council
has
approved
in
past
years.
You
know
things
like
small
business
week
for
you
know
or
as
well
as
small
business
saturday.
C
So
I
did.
I
think
I
do
plan
to
come.
Come
before
you
on
the
14th
for
a
quick
study
session
check
in
to
see
if
you
want
to
prioritize
any
of
those.
A
I'll
plan
on
having
that
on
the
14th
sorry
about
that
time,
oh.
C
A
Do
you
mind
if
we
just
quickly
review
just
to
make
sure
that
we
haven't
missed
anything?
If
I
just
review
my
list
of
notes
that
I
have
currently
just
to
ensure
that
we
have
everything
answered
for
at
least
the
upcoming
meetings,
sure.
A
B
It's
next
week,
isn't
it
was
that
next
week
or
was
it
the
24th,
the
24th?
I
think.
C
Worries
yeah,
just
there's
two,
two
quick
things:
that's
okay!
I
just
wanted
to
to
bring
up.
The
first
is
in
terms
of
council
requests.
I
think
we've
received
one
from
mayor
pro
tem
ward,
relative
to
disposition
of
surplus
property,
so
that's
been
entered
by
creston
finance.
Has
it
were
there
any?
Probably
not,
but
just
wondering
if
the
last
two
times
you
met,
if
there
were
any
things
that
need
to
be
addressed
as
a
council
request.
C
Okay,
the
last
thing
I
just
wanted
to
like-
let
you
know
of
so
last
night.
The
library
board
met
and
director
underhill
did-
did
bring
up
the
topic
of
what
you
all
were
made
way
to
made
aware
of
about
library,
hours,
safety
issues,
coveted
issues,
coverage
issues
and
the
library
board
did
express
support
in
going
to
reduced
hours,
which
could
also
potentially
include
having
curbside
pickup
and
then
having
people
sign
up
to
use
computers.
C
So
my
understanding
is
that
director
underhill
is
working
on
a
memo
that
I'll
look
at
that
will
basically
express
what
the
library
board
discussed,
but
I
don't
know
if,
if
it
would
make
sense
for
me
just
to
pass
that
on
to
you
or
if
you
would
like
it
as
a
discussion
topic
somewhere
on
your
on
your
agendas.
B
A
Would
you
like
to
potentially
add
that
as
a
question
under
staff
choice
or
mayor's
choice
for
the
next
meeting.
C
We
should
yeah,
I
will
check
with
her
with
christina
this
morning
and
see
when
she
expects
it
would
be
done.
But
given
that
it's
wednesday,
I
would
think
friday
at
the
latest,
if
not
earlier,
would
be
when
we
could
get
it
to
you.
D
I
think
there
might
be
a
larger
underlying
question
here
that
remember
nanny
camp
kind
of
touched
on
when
she
brought
this
up.
That
may
bear
further
discussion.
I'm
not
sure
if
I
can
actually
articulate
it,
but
the
change
in
library
hours
is
a
change
in
the
service
delivery
model
for
the
city,
and
it
represents
a
pretty
sizable
change
in
the
services
that
are
available
to
the
citizens
losing
one-seventh
of
the
time
that
the
library
is
available.
D
So
I
think
the
question
that
was
brought
up
is
when
we're
making
changes
to
the
service
delivery
model
that
have
a
sort
of
a
larger
impact.
Do
we
want
to
have
that
discussion
at
council
level
before
it
comes
through?
Is
there
a
policy
that
we
can
adopt
that
might
ensure
that
we're
not
just
informed
of
these
changes,
but
also
able
to
either
consent
to
them
or
veto
them.
C
Yeah
totally,
maybe
tim
ward.
I
think
that
makes
a
lot
of
sense
and
I
think
that's
something
I've
been
kind
of
thinking
about
in
the
last
few
days
about
you
know
the
best
way
to
proceed
with
this,
so
the
I
guess,
the
the
question,
though,
is
it's
a
little,
at
least
from
the
library's
perspective.
It
is
their
request.
C
Is
time
sensitive
just
given
some
of
the
issues
that
they're
dealing
with
right
now,
so
I
don't
know
if
it's
would
make
sense,
as
jade
mentioned
to
just
to
have
it
on
the
agenda
as
a
discussion
after
you
get
the
memo
or
if
we
just
just
hold
off
entirely.
D
To
the
library
the
horse
is
kind
of
already
out
of
the
barn,
so
that's
not
the
primary
concern
here.
I
think
there's
a
larger
concern
over
just
what
I
said
earlier.
Changes
in
general.
C
D
I
think
that
would
be
helpful
it
would.
It
would
help
us
at
least
understand
where
the
guard
rails
are
and
if
we
need
to
move
them
or
look
at
moving
them
or
if
we're
comfortable
with
the
current
situation.
A
And
then
are
you
gonna
want
an
attachment
under
that?
Typically,
we
just
put
the
title
of
the
topic
that
you
want
to
ask
your
fellow
