B
B
Yep,
it
is
all
right,
this
is
the
mirror
manager
on
june
29th
and
we've
had
a
little
trouble
with
everybody
getting
on
this
morning,
since
we're
starting
a
little
late
in
the
team's
meeting
is
linda
olsen,
daniel
sierra
sean
lewis,
stephanie
carlisle
and
tamara
niles.
B
B
A
For
the
july
6
meeting,
we've
got
a
sidewalk
gap,
prioritization
and-
and
that's
really
just
well-
that's
information
and
direction.
The
monthly
financial
report
for
may
the
ace
alliance
for
commerce
and
inglewood
discussion
about
their
future
and
us-85
pel
study,
update
b
city,
usa,
discussion.
C
So
really
quickly,
we
did
get
notification
that
that's
going
to
need
to
get
pushed,
but
they
did
not
give
us
a
date,
and
I
don't
know
the
exact
reason
why
that
is
getting
pushed
to
a
different
date.
I
don't
think
something
on.
It
is
not
ready.
A
Okay
and
then
moving
on
to
the
regular
session,
we
have
a
motion
to
amend
the
city
of
englewood
council
policy
and
procedures
to
authorize
meeting
attendance
through
electronic
means.
This
is
part
of
the
emergency
ordinance,
okay,
right
tamara.
D
D
Instead
we're
going
to
have
a
single
ordinance
that
repeals
the
emergency
ordinance
but
then
authorizes
the
temporary
extension
of
the
additional
four
items,
which
is
the
electronic
participation,
the
outdoor
heating,
which,
of
course,
we
don't
need
right
now,
but
outdoor
seating
and
public
consumption
and
then
so
that
that
ordinance
will
allow
us
to
continue
all
of
these
things.
And
then
we
propose
to
bring
them
one
one
by
one,
so
that
during
study
sessions,
so
that
council
can
review
the
issues
and
give
us
exact
direction.
D
So
I
thought
instead,
the
best
practice
would
be
to
bring
that
at
study
session,
get
clear
council
direction
on
whether
we
want
to
allow
participation
during
executive
sessions,
for
example,
or
continue
to
allow
the
public
to
participate
in
public
comment
electronically
and
that
sort
of
thing
so.
C
So
tamara,
are
you
saying
that
this
item
is
wrapped
into
the
council
bill
that
you're
bringing
forward
and
that
this
then
would
go
away
this
portion
of
okay.
C
D
D
F
I
am
sorry
about
that.
I
dropped
off
when
I'm
sure
that
the
question
was
being
directed
towards
me.
So
sorry.
E
D
This
this
is
tamara.
I
was
just
discussing
our
proposed
procedure
for
the
emergency
ordinance
and
that
we
would
adopt
one
ordinance
authorizing
a
temporary
extension
of
the
four
emergency
items
and
then
address
each
one
individually
at
a
study
session.
So
we
can
obtain
clear
direction
from
the
council
before
we
draft
legislation
implementing
a
permanent
change.
A
All
right
that.
D
No,
we
will
so
we
we
will
have
a
single
ordinance
of
repeal
for
the
emergency
ordinance,
but
then
there's
separate
sections
authorizing
temporary
extension
of
heaters,
seating
meetings,
electronic
participation
in
meetings
and
public
consumption
and
then
we'll
bring
what
I
anticipate
one
study
session
a
month
for
the
next
four
months,
we'll
bring
those
back
for
a
specific
discussion
on
that
particular
issue,
because
I
didn't
I
wanted
to
hear
the
council's
thoughts
and
discussion
on.
How
should
we
permanently
extend
electronic
participation
specifically?
D
D
That
that's
what
I
anticipate
we
could
do
it
faster
it's
because
they
each
require
something
different,
for
example,
electronic
participation.
That
requires
a
change
to
the
council
policy
and
procedure
manual
right
which
that
can
be
done
just
via
voice
vote.
D
But
I
wanted
council
direction
to
see
how
we
should
modify
the
council
policy
and
procedure
manual
and
we
need
we
need
to
amend
it
anyway,
to
include
the
new
proclamation
policy,
so
we
might
as
well
do
them
both
at
the
same
time,
then,
regarding
outdoor
heaters,
that
would
be
a
change
to
our
fire
code,
which
would
be
an
ordinance
and
requires
denver
fire
department
approval
which
they've
already
signed
off
on
it.
We
were
already
working
on
that
to
to
regulate
that
outdoor
heaters,
so
they
each
require
something
different.
D
So
I
think
we're
better
off
better
procedure
is
to
take
it
slow
and
steady,
do
one
at
a
time,
and
and
do
it
right,
rather
than
just
rushing
it
through
and
potentially
omitting
something
or
not
fully
discussing
an
issue
yeah.
I.
B
I
I
think,
you're
right.
We
need
to
talk
about
each
one
separately,
because
they're
they're
all
they're
very
different
right,
but
I
I'm
just
wondering
if
we
can
talk
about
them
at
one
study
session
separately,
each
each
item,
one
by
one,
unless
there's
some
reason
why
we
we
have
to
delay
on
some
because
we're
waiting
for
information.
D
A
long
extension
I
think,
meetings
heaters
and
outdoor
seating
and
those
are
pretty
easy.
The
public
consumption
I'm
hesitant
to
discuss
issues
reordering
alcohol
right
before
it's
time
for
people
to
register,
to
run
yeah.
E
D
D
D
Council
member
russell
and
that's
what
made
me
think.
Perhaps
it
is
a
hot
issue
for
some
people,
but
maybe
she's
she's,
just
one
about
it.
F
Well
because
it's
just
an
entertainment
district
right,
because
we
only
have
two
at
the
moment
and
it's
just
within
a
certain
block,
certain
blocks
of
broadway,
I
haven't
heard
any
complaints
or
any
issues
come
to
my
email
about
public
consumption
within
those
three
blocks.
Basically,.
D
That
the
issue
we
run
into
is
that
it's
not
authorized
by
state
law
just
to
have
open
public
cons
and
in
certain
areas
now
the
state
did
just
the
governor
did
just
sign
a
new
law
regarding
shared
outdoor
consumption
areas,
but
there's
some
regulations.
D
Our
our
ordinance
allows
just
as
long
as
you're
in
the
area,
you
can
have
an
open
public
consumption,
but
that's
different
than
than
state
law.
So
I
yeah
okay,
I
don't
know
if
we
can
continue
it
and
be
in
compliance
with
state
law
yeah.
I.
B
Thought
we
were
in
compliance,
so
I
must
have
misunderstood
that
it's
shared
space
so
well,
I'm
sorry
and
maybe
just
helping
us
understand
what
the
state
did
and
what
that
does
to
our
downtown
area
or
not,
and
what
what
properties
that
impact?
Maybe
community
development,
could
help
with
that?
I
don't
know.
E
A
Yeah,
if
I
could
just
chime
in
the
this,
has
never
been
as
easy
as
council
has
thought
it
has
been.
So
I
appreciate
tamra's
approach
and
she
she
presented
that
to
the
leadership
team,
and
everyone
was
in
unanimous
agreement
that
these
all
have
very
unique.
You
know
interesting
different
parts
of
code,
different
changes
that
are
needed
decisions
within
those
changes
that
council
really
should
give
staff
direction
on.
So
I
would
just
voice
a
place
of
support
for
that
approach.
E
A
A
D
Oh
there's
also
to-go
cocktails,
which
we
have
wrapped
into
the
public
consumption,
but
it's
actually
a
separate
issue.
So
we
need
to
pull
that
out.
The
apparently
there's
some
lack
of
compliance
with
our
requirements
for
to
go
cocktails
so
but
it
is
allowed
by
state
law.
So
we
need
to
look
at
how
we
can
ensure
compliance,
so
we're
going
to
propose
a
permitting
process.
D
B
B
D
No,
we
we
can
certainly
do
that.
I
let
me
look
at
how
long
I
think
it
will
take
for
each
one,
because
I
don't
want
to
bog
down
the
study
sessions
with
just
these
issues
as
well.
F
A
Okay
and
if
I
can
just
put
a
bow
on
that,
just
to
reiterate
for
anybody
else
listening,
we
are
going
to
be
able
to
continue
everything
that
we've
been
doing.
That
council
has
asked
us
to
continue
doing
via
a
stay
on
enforcement
on
those
items,
and
so
we're
just
talking
about
the
process
for
getting.
You
know
final
codified
changes
in
place,
and
so
we
have
a
path
forward
with
that,
but
we
can
repeal
the
emergency
ordinance
and
continue
doing
the
things
that
we're
doing
so.
A
And
the
next
item
is
downtown
development
authority
budget,
and
that
is
a
requirement
of
council
by
state
statute
that
you
all
have
to
approve
that
budget
contract
with
selected
consultant
for
udc
rewrite
a
resolution
to
authorize
a
stay
of
enforcement.
Okay.
So
let's
see
oh
regarding
parking
requirements,
what
is.
D
That's
the
one
that
that
is
going
to
be
taken
off
and
then
we'll
discuss
later
the
issue.
The
udc
requires
certain
parking
spots
per
every
private
business
and
if
we
allow
people
to
use
that
for
seating
well,
then
they
technically
don't
comply
with
the
udc.
So
it's
related
to
the
emergency
ordinance.
B
A
And
then
the
discussion
about
the
edda
ballot
language-
and
this
is
regarding
the
bonding
capability
of
dda
through
tiff.
I
I
do
want
to
just
make
one
comment.
I
think
dan
paremba
just
emailed
joe
and
copied
council
about.
He
recognizes
that
you
know
joe
and
other
council
members
wanted
to
lower
that
number
and
that's
what
we
presented
to
the
dda
and
the
dda
said:
no,
no,
no
you're,
not
even
big
enough
yet
so
they
are
recommending,
I
think,
90
million,
so
just
giving
council
a
heads
up
on
that.
Well,.
F
I
plan
on
giving
an
update
during
that
whole
discussion,
since
I
was
there
about
what
it
was,
but
they
ultimately
agreed
on
70
million.
There
was
90
million,
a
motion
made
for
90
million,
but
it
got
struck
down
and
then
an
another
motion
for
70
million
came
up
after
that.
A
B
B
E
E
A
E
A
Okay
and
then
same
with
the
next
item
on
public
consumption
area
and
then
a
city
ditch
crossing
agreement
with
the
public
service
company
of
colorado,
which
I
guess
is
also
known
as
excel
energy
and
then
mayor.
We
put
this
on
the
mayor's
choice,
but
it's
the
discussion
about
boards
and
commissions,
there's
still
some
question
among
the
boards
and
commissions
about
what
they
can
or
should
or
shouldn't
do
so.
B
C
I
don't
believe
it's
outlined
either
way
in
our
board
and
commission
handbook.
I
think,
there's
just
a
direction.
You
know
it's
always
to
follow.
Council's
direction
is
kind
of
the
reference
made
in
the
handbook,
and
so
I
think
that
some
boards
and
commissions
just
want
you
know
to
know
kind
of
do
they
have
to
come
back.
Can
they
stay
virtual,
like
what
the
guidelines
would
that.
C
Yeah,
I
think
if
you,
if
you
kind
of,
have
the
discussion
under
mayor's
choice
and
then
that's
just
something
that
when
we
do
the
the
board
and
commission
revision,
we,
you
know
we
do
that
once
a
year
at
the
end
of
the
year,
but
if
we
could
just
get
that
kind
of
go
ahead
either
way.
For
so,
we
can
notify
our
boards
and
commission
members.
B
C
I
do
not
believe
we
do
but
tamara
you,
and
I
could
maybe
chat
about
that
today.
E
E
A
I
did
not
look,
I
think
we
had
already
assigned
times
to
those
study
session
items
right,
stephanie.
C
E
A
Okay,
all
right.
Moving
on
to
july
12th,
we
have
the
arpa
reimbursement,
and
this
will
just
be
discussing
some
staff
recommendations
regarding
this,
as
well
as
some
potential
public
input
on
this
question,
and
then
next
we
have
dumping
victim
compensation.
B
A
B
Yeah,
we
have
some
examples
of
other
cities
possible
ways
of
handling
this.
B
E
F
E
F
B
So
what
should
be
victim
dumping
compensation
or
because
we're
not
talking
about
compensating
vandalism
on
someone's
home?
Are
we
like.
A
We
had
just
made
it
more
generic
that
it
might.
We
don't
want
to
pre-assume
that
it's
a
presume
that
it
would
be
compensating
victims.
You
all
may
direct
us
to
send
crews
out.
You
might
want
us
to.
I
mean
there.
I
we
had
changed
the
language,
so
it
didn't
sound
like
such
a
specific
galaxy
yeah.
Okay,.
E
A
E
B
It
depends
on
what
you're
presenting
to
us.
If
we
don't
have
a
lot
of
stuff
to
look
at,
if
you
don't
have
some
options,
I
think
we're
going
to
ask
a
lot
of
questions
and
say
come
back
with
some
options.
I
mean,
I
think
everybody
wants
to
care
about
the
fact
that
people
get
dumped
on
their
properties
get
dumped
on.
C
B
B
B
Do
you
think
20
minutes
30
minutes.
B
Well,
let's
see,
let's
start
okay,
I
think
it
might
take,
and
then,
if
it's
yeah
I
I
have
a
feeling
we'll
come
up
with
something
together,
because
I
think
everybody's
heart
is
right
in
the
right
place
on
this.
It's
just
figuring
out
what
are
the
options
and
how
do
we
make
this
less
of
a
free-for-all?.
A
B
B
F
F
E
F
E
B
B
F
A
F
A
Okay
and
then
moving
on
to
july
19th
city
center
rezoning.
A
This
is
a
public
hearing
and
then
another
public
hearing
to
amend
the
official
zoning
map,
and
I
believe
this
is
related
to
the
city
center.
Maybe,
and
then
the
iga,
with
the
city
and
county
of
denver
for
zuni
street
pavement
maintenance.
A
Okay,
then
we
have
the
2021
slurry
seal
project
contractor
and
the
approval
of
modifications
to
the
strategic
plan.
This
is
your
quarterly
glance
at
the
strategic
plan
with
some
updates,
and
then
we
bring
back
the
tri-cities
plan
of
action
for
approval
purchase
of
a
vehicle
for
the
concrete
utility
through
john
elway.
A
A
Stephanie
stephanie
must
be
frozen.
Okay,
I'm
gonna
revert
to
my
written
copy.
E
B
C
A
A
And
if
you
can
put
that,
if
you
can
just
put
that
at
the
top
of
the
screen
that
we
don't
have
to
scroll
again,
thank
you,
okay
and
then
some
that
this
one
is
the
one
where
we're
going
to
bring
the
resolution
to
council
for
b
city
usa,
and
then
we
have
framework
agreement
with
lnr
or
city
center,
a
discussion
of
a
convertible
loan
agreement
between
the
edda
and
the
city.
A
And
this
is
the
loan
that
you
all
have
already
granted
in
the
budget
supplemental
to
to
basically
fund
operations
for
the
dda.
For
this
year,
an
amendment
to
the
iga
between
mile
high
flood
district
and
the
city
for
upstream
construction,
phase
of
little
dry,
creek
channel
and
open
space
improvements.
This
is
for
a
little
dry,
creek
plaza
and
then
last
on.
This
meeting
is
an
iga
between
the
city
and
cdot
for
maintenance
traffic
control
devices
on
state
highways
within
inglewood
city
limits.
C
A
A
E
A
E
B
A
Well,
we
do
it
every
quarter,
we
bring
you,
we
give
you
the
dashboards
of
where
we're
at
on
each
project,
that's
in
the
strategic
plan,
and
then
we
also
bring
if
a
department
comes
to
us
and
says:
okay,
this
is
unrealistic,
or
this
should
be
tweaked
to
say
this,
but
we
don't
make
changes
to
the
strategic
plan
without
bringing
those
to
council.
So
that's
one
reason:
I'm
a
little
hesitant
to
put
it
on
every
time
for
consent,
because
I'm
I
don't
want.
B
A
E
A
Agreed
and
then
it
looks
like
another
obesity,
oh
no,
this
is
okay,
so
this
one
consent
to
regular.
E
A
C
A
All
right
and
then
the
loan
agreement
between
city
and.
A
F
Yeah,
I
think
we've
already
approved
it
as
part
of
the
supplemental
budget
a
month
or
two
ago,
so.
C
So
I
apologize,
I
messed
up
the
framework
agreement
with
l
r
did
we
say
that
is
or
is
not
consent.
E
F
A
And
then
the
iga
with
mile
high
this
is
another
one
that
we've
talked
about
quite
a
bit.
E
A
The
next
one
is
an
agreement
that
we've
had
for
many
years.
It
is
fi
every
five
years.
So
it's
your
call
on
that.
A
Right
we
actually
maintain
some
of
their
traffic
control
devices.
They
pay
us
a
little
bit
of
money
to
do
that.
A
All
right
and
then
on
july,
26th
we've
got
pavement
rating
analysis.
This
is
the
machine
that
went
over
all
the
streets
in
town,
what
those
outcomes
are
and
should
be,
and
then
june
monthly
financial
report,
285
and
south
broadway
interchange
design.
These
are
we're
going
to
be
asking
you
some
quite
a
few
design
questions
it's
very
exciting
on
the
bridge
design,
and
then
I
don't
know
what
this
next
one
is:
stephanie
dan
little
and
scott
baker.
E
A
E
E
A
But
I
know
jake
warren
has
been
the
project
lead
on
that
our
staff
engineer,
and
then
we
have
the
budget
advisory
annual
report
review
on
august,
2nd.
B
A
And
then
right
now
we
have
just
a
budget
advisory
review
report
on
august
2nd
as
well
as
city
center
rezoning
first
reading
and
amendment
to
the
zoning
map,
nothing
scheduled
for
august
9th
and
then
on
august
16th
award
of
a
contract
for
us
285
congestion
mitigation
study.
A
B
B
A
B
And
nothing
from
last
night,
because
we,
it
was
a
nice
event.
Yeah.
There
are
a
few
things
that
were
left
out
from
in
the
past.
The
things
that
you
wouldn't
know
so
I'll
just
send
an
email.
B
One
of
the
things
is
bill.
Clayton
probably
has
the
crown
that
gets
passed
along,
which
I'm
sure
you
don't
know
anything
about
that.
No.
B
B
I
feel
really
bad
because
usually
we
always
acknowledge
who's
ever
been
and
we
didn't
acknowledge
doug
as
being
a
past
recipient
and
it
didn't
even
I
I
think
when
I
was
sitting
there,
I
thought
of
it.
But
then,
when
we
got
up
when
I
came
up
and
asked
you
to
introduce
people
that
I
forgot
about
doug.
A
B
Your
staff
that
came
out
usually
like
to
have
the
public
know
who
they
are
and
yeah
just
it's
a
nice
thing.
F
No
nothing
for
me,
but
it
looks
like
I
finally
got
my
computer
to
work.
It's
perfect.
F
There
was
like
a
network
issue
nope,
it's
still
not
working,
so
I
may
have
to
go
into
the
office
into
the
city.
Yeah,
there's
some
sort
of
issues
that
says
still
reconnecting
so
all
right.
All.
