C
Good
morning
to
get
started
with
may
11th,
so
the
study
session
is
gonna.
Have
three
items
will
have
preliminary
review
of
the
2021
325
CIP
major
capital
requests
will
also
have
the
item
that
you
all
discussed
last
night.
The
election
of
the
mayor
charter
amendment
process
and
then
Nick
Ovid
19
update
any
questions
on
this.
B
Sounds
good
I
think
that'll
be
so.
Do
you
know
how
long
each
one
of
these
you
expect
to
be
in.
C
B
C
D
B
B
Yeah
because
I
mean
you're,
gonna,
Allison,
you're
gonna
cover
the
Charter
stuff
and
then
from
that
we'll
know
what
it
takes
to
actually
do
the
mayor's
sort
of
thing
on
the
ballot
right.
What
I
mean?
Will
that
be
enough
for
us
to
do
that?
Or
could
you
give
us
direction
on
that
direction,
but
information
on
what
the
next
steps
would
be?
Should
we
want
to
make
a
change
in
something
like
that
and
how
much
money
it
would
cost
in
terms
of
outside
counsel?
D
D
D
E
C
All
right
are
we
ready
to
go
onto
the
18th?
We
are,
let's
start
with.
So
are
these
back
to
back?
Oh
no!
This
is
the
first
part
of
the
May
18th,
meaning
is
a
study
session.
We
have
three
items:
body
cams
for
police,
the
procurement
policy
and
larger
sales
tax
increase.
I
know:
Maria
Sebata
is
going
to
reach
out
to
John
Stone
today
about
procurement,
because
Dorothy
correct
me
if
I'm
wrong,
but
I
think
she
would
like
to
push
that
back.
C
B
F
B
Really
consistent
with
what
he
he
called
me
yesterday
and
said
that
he
would
definitely
felt
like
it
probably
should
be
pushed
off
and
he
wasn't
pushing
to
get
it
done
soon
soon
soon,
so
I
think
don't
be
I.
Think
that's
fine!
If
that's
what
we
need
to
do
it
right,
let's
do
it
that
way:
yeah
that
would
be
better
I.
Think
great.
C
Thank
you
and
then
we
also
have
starting
on
the
regular
part
of
the
agenda
on
the
pre-development
agreement.
What
that's
KB
that
you
heard
about
last
night:
a
contract,
approval
for
water
treatment
plant
and
risk
and
resiliency
study
and
then
award
of
construction
contract.
Do
precision
concrete
cutting
for
sidewalk
trip
hazard
elimination,
project,
first
reading
of
a
mutual
aid
agreement
between
Arapahoe
County,
Public
Safety
answering
points
and
then
approval
of
intergovernmental
agreement
with
CDOT
for
reconstruction
of
the
285
Broadway
exchange.
C
C
C
B
A
C
C
B
C
B
B
C
C
No
worries
if
we
were
a
little
bit
concerned
about
covering
all
four
items
on
G.
First,
we
could
move
the
homelessness
study
to
Junaid.
If
you
want
to
I'm.
A
C
B
B
Well
with
them
today
and
you
and
see
see
what
our
process
should
be
for
them
go
on.
B
C
Great,
how
do
you
night
eight?
We
have
the
downtown
matters
and
DDA
update
an
update
on
tunnel.
Sixteen
to
me,
the
outreach,
that's
that'll,
be
our
responses
that
we've
gotten
from
our
RFP
to
do
that
outrage
and
then
boarding
commission
interviews
tonight
at
that
boarding,
commission
interviews,
Oh.
C
A
C
If
there's
nothing
else
on
that
will
go
on
to
June
15th,
we
have
the
DDA
election
ordinance
first
reading
and
new
appointments
approved
by
the
City
Council
after
the
interviews
skipping
down
at
June
6.
Our
next
items
will
have
a
new
appointments
being
recognized
that
night
and
then
on
June
28th,
July
20th.
D
B
F
B
B
Know
there
there
was
a
routine
that
we
had
know
was
very
short-lived,
so
it's
not
like
went
on
for
very
long.
We
did
have
a
communication
department
update
every
month
or
two
for
a
while.
That
was
just
helpful
to
know
what
was
going
on.
If
communication
this
would
fall
under
that
I
think
right
or
maybe
IT
it,
but
really
it's
about
communicating
and
access
to
information,
maybe
weed.
B
F
We
also
had
a
request
from
at
least
two
council
members
last
night,
mr.
Anderson
and
mr.
stone
to
talk
about
utility
funds
and
lending
from
general
funds
of
10%
I'm,
not
sure
if
everyone
wants
to
discuss
that,
but
including
that
sooner
rather
than
later
in
terms
of
budget
discussion
is
probably
wise.
If
council
wants
to
pursue
that
yeah.
B
B
C
There
are
a
couple
of
things
number
one
we
were.
We
talked
about
two
things
that
are
I
think
very
related.
One
is
that
transfer
from
the
general
fund
to
the
utility
funds
to
help
offset.
You
know
some
rate
increase
amount.
What
at
what
Joe
and
Maria
happened
to
both
independently
zero
in
on
is
the
fact
that
we
could
use
that
part
of
that
general
fund
transfer
as
a
utility
bill
assistance
grant
program.
You
know
for
people
who
need
help
with
that.
So,
as
you
may
recall,
our
rate
study
analysis.
B
F
C
C
A
Yeah,
the
only
reason
why
I
suggest
there
is
because
of
the
budget
workshop
and
all
other
bunch
of
things
that
are
happening
that
night,
but
we
do
have
an
opening
on
June,
15th.
Well,
I
would.
C
B
C
F
C
E
E
F
E
B
B
More
of
just
I
I
think
I
was
thinking
of
a
Google
Doc.
In
my
mind,
cuz
I've
been
on
Google
all
day
yesterday
doing
things
and
just
adding
comments
from
people
of
like
you
know.
If
we
had
this
grid
pros
and
cons
to
each
ad
in,
but
we
haven't
really
ever
worked
like
that
before,
but
would
all
be
public
now.
E
F
E
B
Everybody
can
put
in
you
know
some
of
their
comments
about
it,
because
they're
I
mean
there
are
some
good
ideas,
but
there's
also
some
real
drawbacks.
If
we
do
it,
I
mean
I,
write
I
thought
it
was
the
idea
of
having
citizens
come
up
during
every
item
there.
There
is
something
about
that
specificity.
However,
it
I
do
think
it'll
make
it
really
long
and
I
am
worried
about
having
too
little
too
few
people
all
the
time
doing
things.
So
it's
it's
a
nature
of
all
councils.
It's
not
just
ours.
C
B
E
C
D
B
B
So
I
wonder
we
can
move
just
a
little
bit
out.
I
mean.
Let
me
ask
you
another
question
before
we
yeah
I
wouldn't
change
anything
right
now,
while
we're
on
zoo
right
just
keep
it
this
way.
It
is
so
maybe
we
don't
have
to
do
it
so
quickly
because
we
may
not
be
back.
You
know,
face
to
face
for
another
month,
so
maybe
make
it
later
may
if
something
changes
and
we're
all
back.
A
E
D
A
D
D
D
Most
other
cities
who
run
body
cams
are
also
having
to
hire
people
to
manage
all
of
that
information.
So
I
think
that
there's
a
finance
discussion
about
that
at
an
association
of
korah
wanting
body,
cams
I
think
everybody
wants
body
cams,
it's
just
the
Associated
expenses,
so
I
again,
I
think
that
that
would
run
a
minimum
of
twenty
minutes.
I
would.
B
So
on
that
topic,
would
you
have
what
could
you
and
chief
bring
to
us?
Would
it
be
some
overview
of
what
other
cities
have
and
what
their
budgets
are
for
that
or
or
help?
You
know
how
many
staff
are
related
to
it
and
what
kind
of
IT
system
they
need
for
it,
because
it
is
a
larger
question.
We
no
larger
issue
I.
B
C
B
B
B
B
C
E
A
E
C
C
D
B
D
An
additional
topic
yeah,
so
I
received
an
email
from
Inglot
Housing
Authority
wanting
an
executive
session
and
I
don't
know
for
what
purpose
I
have
no
idea
at
this
point.
I'll
follow
up
with
Jerry
graver,
but
it
brought
up
the
more
general
issue
of
how
we're
gonna
be
handling
executive
sessions
and
I've
been
advising
if
we
can
avoid
them
at
all
costs
of
with
them.
At
all
costs.
Right
at
the
moment,
safer
at
home
doesn't
let
more
than
10
people
that
congregate.
So
it
I
think
right
at
the
moment
under
safer
at
home.
D
It
would
not
be.
We
could
not
have
an
in-person
meeting
I,
don't
even
think
you
get
all
the
city
council,
member
and
and
the
members
of
staff
under
10.
So
that's
through
the
end
of
May,
just
under
safer
at
home.
We
don't
know
it's
safer,
that
home
will
be
extended,
but
even
if
it's
not
extended,
governor
Pulis
has
been
incredibly
conservative
in
how
he's
reopening
the
state
so
I
can't
imagine.
D
It's
gonna
reopen
June
1st
with
a
you
know,
doors
wide
open
as
many
people
as
want
to
be
in
a
room
to
be
in
a
room.
So
I
mean
we're
playing
guessing
games
at
this
point,
but
I'm
running
both
mayor
mayor
pro-tem,
to
know
that
at
just
as
we're
reading
the
orders
in
the
way
the
orders
have
been
rolling
out.
I
would
be
surprised
that
you're
able
to
have
them
to
have
a
regular
meeting
in
person
even
into
June,
and
at
some
point
there
may
be
issues
that
have
to
be
addressed
by
executive
session.
D
B
Think
look
into
it.
We've
had
I
know
of
several
jurisdictions
that
have
had
to
have
executive
sessions
and
they've
had
to
do
it
by
zoom
and
I
think
they
may
have
written
up
some
sort
of
an
agreement
that
had
to
be
read
that
everyone
pledged
to
that.
No
one
else
was
in
the
room
that
you
know
that
kind
of
thing:
I,
don't
know
how
they're
doing
it,
but.
E
D
If
you,
just
if
you,
if
you
called
a
rig,
because
you
can
only
have
a
special,
you
only
have
executive
session
as
part
of
a
regular
or
you
can
only
have
an
executive
session-
is
part
of
a
regular
or
special
meeting.
So
you'd
have
to
first
call
the
regular
special
meeting
to
order,
and
then
you
recess
into
executive
session.
D
And,
yes,
you
could
do
that
in
person,
but
the
fact
is:
is
you're
going
to
have
to
post
it
and
more
just
having
a
staff
in
the
room
with
the
city,
clerk,
the
city
attorney
and
the
city
manager
and
the
people
who
run
the
IT
to
show
that
we're
actually
going
into
and
out
of
the
meeting
that
puts
us
over
ten
right
there.
So
going
into
and
out
of
the
executive
session.
I
still
don't
think
we
can
do
that
in
an
in-person
meeting
until
the
governor
lists
that
lifts
the
ten
people
restriction.
Okay,.
B
Alison
I
can
tell
you
I'll,
send
you
where
I
think
they
have
done
some
executive
sessions,
so
you
can
check
it
out.
Yeah
sure,
I'm
sure
your
attorneys
folks,
if
it's
I'm,
going
on
I
forgot
to
mention
this
last
night,
but
maybe
this
probably
one
have
a
CML
is
doing
a
webinar
today.
Did
you
see
that
Daniel
I
did.
D
B
D
Can
get
CML
to
let
me
register
I'm
gonna!
Listen
in
on
that,
because
I
think
that
that
it's,
although
we're
opening
ahead
of
a
lot
of
the
city's,
it's
interesting
to
hear
how
other
people
are
interpreting
safer
at
home,
because
it's
so
broad
and
and
the
general
perception
is
that
safer
homeland
is
out
of
a
stay-at-home
order
when
in
fact,
it
really
didn't
and
so
I'm
really
interested
in
hearing
how
other
cities
are
dealing
with
that.
B
Yeah
I
am
there's
one
today
and
then
I
think
there's
another
one
on
Thursday
or
Wednesday
I
think
there's
two
this
week.
So
one
of
them
is
on
economics
and
the
other
one's
on
so
I'll
I'll
forward,
I'm.
Sure
member
wink
has
gotten
them,
but
I'll
forward
it
to
you
Sean.
If
you
want
to
send
it
out
to
Council
it's
kind
of
late
for
today,
but
but
I
think
I'm
sure
they
could
still
register
today.
