council

actually
coming
off
the
flag
policy.
It
looks
like
after
discussions
with
our
city
attorneys,
we
are
going
to
keep
the
status
quo
in
terms
of
flag
policy
just
because
cities
have
gotten
crosswise
with
free
speech.

flags

put

would
recommend
just
leaving
that
as
an
administrative
policy
that
we
only
allow
the
federal
state
and
local

students

learning

sister
cities
program

lot

kind

youth-oriented
exchanges.
